THE No. 9 mine of the Wheeling & Lake Erie Coal Mining Co., a subsidiary of M. A. Hanna & Co., at Fairpoint, Ohio, has normally produced about 1000 tons of coal daily for several years, but recently it was converted into an experimental mine to afford means of studying new methods and equipment under consideration for development and mining. Among other projects, the possibility of using a duck-bill, self- loading conveyor in driving entries, with a view of in- creasing the rate of progress where quick development is of importance was studied. Actual operation soon revealed that even though break-throughs are made ,every 60 ft., as required by the state mining laws, the :amount of natural Ventilation reaching the working face was not sufficient to supply the men and that in ,order to obtain a plentiful supply of pure. air and maximum efficiency and to avoid costly interruptions after shots, it was necessary to supply auxiliary ventilation by using Ventube and a Vano fan.

PROFESSOR HENRY M. HOWE, New York, N. Y. :-This paper of Mr. Sauveur's is extremely interesting. It is one of those papers that one wishes to read in the quiet of one's study, where it can be read with great profit. There are many points which he makes which I think are of very great value, in particular as to the importance of getting fine ;grained graphite by a relatively rapid cooling, combined with a high percentage of silicon. That theory would seem to be very promising; how far it has actually been carried out very likely Dr. Moldenke can. tell us.

At the Steptoe metallurgical plant, where ore of the Nevada Consolidated Copper Co. is beneficiated, a small copper-leaching annex has been in operation treating flue dust from roasting-furnace dust chambers, together with a siliceous oxidized ore. This leaching plant was designed to obviate smelting low-grade siliceous flue dust, which interfered with the operation of the reverberatories by forming a blanket on the charge. The major portion of the copper content of the flue dust accumulating in the upper chambers of the roaster flue, and at the stack, is water soluble, and also contains much free sulphuric acid and soluble sulphates. It was found that sufficient acid could be obtained by mixing this material with water to provide a lixiviant for leaching the siliceous copper ore mentioned. This was the sole source of the lixiviant used in the operation to be described. An analysis of the flue dust showed it to be composed as follows : Per Cent. URANIUM ore was first discovered in the Edge-mont district of the southern Black Hills in the summer of 1951. The discovery was not made known for some time, but after the news leaked out prospecting became intense, and several hundred claims were staked in the spring of 1952. The Hot Springs Sub Office of the Atomic Energy Commission was established at that time and airborne radiometric surveys were commenced by the Government and by private companies. During the succeeding summer another important discovery was made by private airborne surveys in the northern Black Hills, and the area favorable for uranium ore was expanded many times. Between that summer of 1952 and the present, many individuals and groups have explored, developed, and exploited their claims until now uranium ore is produced in significant quantities and substantial reserves have been developed. The Black Hills portion of the geologic map of the U. S. issued by the U. S. Geological Survey is shown in Fig. 1. Sedimentary formations are exposed as a series of cuestas and hogbacks in a roughly annular pattern with the older sediments resting on the pre-Cambrian core, which is exposed in the eastern and southern portions of the dome. The South Dakota-Wyoming state line bisects the area from north to south. The Cheyenne River crosses the southern tip of the Black Hills and the Little Missouri bounds them roughly on the north. Headquarters of the AEC in the Black Hills is the Sub Office at Hot Springs, S. D. An ore buying station is located in Edgemont, 28 miles to the southwest, where a mill is presently under construction. The area of original uranium ore discovery and of principal activity in the southern Hills is a few miles north of Edgemont. Several areas of anomalous radioactivity have been noted between Dewey, S. D., and Newcastle, Wyo. A limited amount of ore has come from the Dewey area and private exploration is active there. The Carlile deposit, largest producing mine in the northern Black Hills to date, lies northwest of the Belle Fourche River near the western extremity of the Hills. Two of the larger known orebodies of the area are located near the Little Missouri River where a small window exposes the favorable strati-graphic horizon of the Fall River sandstone. Small production has recently come from Barlow Canyon, near Devils Tower, Wyo., Fig. 2, and numerous areas of anomalous radioactivity are known in the vicinity. The following acts of the Directors are reported for the information of members At a meeting held June 20, 1907, Dr. Charles D. Walcott, Director of the U. S. Geological Survey, Washington, D. C., having been recommended by unanimous vote of the Council, was unanimously elected an Honorary Member of the American Institute of Mining Engineers, in recognition of his personal services to American geology, and of his generous co-operation with this Institute, to the Transactions of which he has not only himself made valuable contributions, but has also encouraged the preparation of such contributions by the members of the U. S. Geological Survey under his charge, his liberal policy in this respect having gone so far as to permit the preliminary publication by the Institute of important results reached by the geologists of that Survey, even before their final and full publication as public documents. This wise and generous course has not only brought the U. S. Geological Survey into intimate and sympathetic relations with the mining industry of the world, but has also enriched the Transactions of the Institute, especially in the department of the science of ore-deposits, with many valuable papers. At a meeting held Jan. 14, 1908, Mr. Charles Kirchhoff was unanimously re-elected a Trustee of the United Engineering Society, to serve for a second term of three years. At a meeting held Feb. 18, 1908, directly after the adjournment of the annual meeting of the Institute, the following officers were elected for the ensuing year: President, James Gayley: Vice-President, James Douglas; Secretary, R. J. H. Schlobohm (Joy Manufacturing Co., New York) —This paper has been read with a good deal of interest; however, there are several salient features which Mr. Mitchell has overlooked. The initial emphasis on selection should be placed on type of material to be loaded and method of mining involved. There is no possible connection in the comparison of scraper or Joy Lohite loaders with loaders of any other type. Neither can an operating comparison be made between "Rocker type" loaders and those equipped with loading head and gathering arms. Each unit has its application, but the application depends on material and the mining system involved. Mr. Mitchell's compilation of data on various loaders, while it represents a great many facts, does not represent true operational data, i.e. Table I, column heading "Max. Rated Capacity for 7 hr;" these figures are meaningless inasmuch as little or no time at all is allowed for tramming or switching or moving the loader from place to place. Table I, column heading, "Best Reported Field Shift," would be a better source of operational data, assuming of course that conditions, applicable to each class of loaders, were average to avoid enthusiastic performance figures. Table I, column heading, "Repair Parts Cost per Ton," is still another item which will not stand up under comparison unless the loaders involved are put into type classes, i.e., there are simply no means possible to show the repair costs of scraper loading versus a caterpillar mounted loader in abrasive material. The source of information here is also important. Actual field tests have proved that these costs are of a constant nature. Manufacturers are striving to hold them to a minimum and many interesting studies have been made. A fairly recent example of this in a large United States gold producer has proved that Joy HL-3 loaders can be consistently average, less than $0.025 per ton mucked. A study was made of the effects of wettability and interfacial tension on the immiscible displacement of a Iiquid by another Iiquid from porous media. The influence of viscosity ratio was also investigated. Porous media used were polytetrafluoroethylene (TFE) cores prepared by compressing TFE powder under different pressures. lt is shown that displacement of a wetting by a nonwetting Iiquid is always less efficient than the displacement of a nonwetting by a wetting fluid, all other things being equal. In the former case, the recovery efficiency can be increased substantially by either reducing the interfacial tension or increasing the viscosity of the displacing fluid. A qualitative discussion is given on the implications of this work to the recovery of crude oil by water flooding. INTRODUCTION The high cost of oil exploration and new recovery schemes makes it imperative that waterflooding be conducted under conditions favoring most efficient oil recovery. To improve oil recovery by waterflooding, it is essential that the role played by interfacial forces in the entrapment of residual oil be studied and understood. Interfacial phenomena in natural rock, connate water and crude oil systems are very complicated because of the complexity of the natural liquids found in petroleum reservoirs, because of our inability to adequately describe the geometrical structure of the porous media and because of a lack of understanding of physical and chemical interactions between the liquids and surface of the pores. The problem becomes further complicated when one tries to elucidate the role of interfacial phenomena in fluid flow. Numerous studies of the displacement of oil by water under different interfacial tension or wet-tability conditions have been made.lm3 These studies have been performed in silica, alundum or sandstone systems using water and paraffin oil and also some surface active material to control the interfacial tension s and the contact angle 0. Unfortunately, the high energies of various interfaces involved favor adsorption and orientation of the surface active material at the interfaces. Also the surface active material concentration at the interfaces exceeds that in the bulk of the liquid phases. Such surface excess may cause the surfactant distribution, the contact angle and the interfacial tension to differ from their measured static equilibrium values and makes interpretation of the displacement experiments difficult. Furthermore, as changes in s also lead to changes in cos 0, the role played individually by one of these parameters in the displacement becomes obscured by the effect of the other. To circumvent these difficulties, a low surface energy solid and true solutions or pure liquids should be used. Use of a low surface energy solid minimizes adsorption and orientation effects at the solid-liquid interfaces. By controlling s and cos 0 through use of selected pairs of pure liquids or true solutions rather than by surfactants, the adsorption effects at liquid-liquid interfaces are eliminated. In the present study TFE cores were used as the porous media. Liquids used were water, sucrose solutions, paraffin oils and benzyl, n-butyl and isobutyl alcohols. The interfacial tension was varied from 40 to 1.1 dynes/cm by suitably choosing the liquid pair. A surface active material was added to the water-oil system only in the case where interfacial tension of 0.5 dyne/ cm was desired. No precise changes of cos 0 were attempted. However, either the displaced or the displacing liquid could be made the one which preferentially wets the TFE surface. Using sucrose solutions and blends of paraffin oils proved to be a convenient way of changing the viscosity ratio between the displaced and displacing liquids. I. Hawkes (Postgraduate School in Mining, University of Sheffield, Sheffield, England) — The photoelastic stressmeter is proving to be a very practical tool for 'in-situ' measurements in the fields of civil and mining engineering and Barron's article has therefore come at a very opportune time, supplementing as it does, the considerable amount of laboratory and field data which is being accumulated.1,2,3 There are however several points relating the application of Barron's conclusions to the practical use of the meter which require further elucidation. EASE OF READING If the photoelastic stressmeter is to have a wide application, the fringe orders must be easily measured. The system adopted by the writer and his colleagues at Sheffield for the uniaxial stress case is to read the fringe order at the 45 point, 0.20 in. from the center (11/4 in. diam meter). This procedure has been recommended because the fringes not at this point form a very distinct 'eye' which is obvious even to those who have had little experience with photoelastic fringe patterns. Barron points out that this point can also be used up to a stress ratio of 0.33 and in practice this is normally done. In biaxial fields above a ratio of 0.33 the 'eye' is no longer apparent and the fringe order must be ascertained at some other point. The writer and his colleagues experimented at various points and finally chose a point at a distance 0.175 in. (11/4 in. diam meter) on the minor stress axis and fixed this point on the meter by inserting a collar of this diameter. This procedure enables the 'eye' technique to be used for uniaxial stresses as the 'eye' falls outside the collar; any other technique for biaxial patterns would require lines to be engraved on the meter itself and reading difficulties would be experienced by all but the most highly trained. It is interesting to point out that in a great many field applications ranging from underground pillars to building foundation piles the stresses measured have been uniaxial. In such cases, reading the fringe order has been simple even for unskilled persons. SENSITIVITY The photoelastic stressmeter acts as an inclusion, and as such its theoretical behavior is as described by Barron's mathematical analysis. When considering its practical application, however, it must be remembered that rocks and concrete are not mathematically ideal substances. The theory relates the fringe order in the meter to the stresses and the E (Young's Modulus) and the µ (Poisson's Ratio) values of the surrounding material. There is of course no unique E or µ value for rocks or concrete. These values change both with stress level and time load application sometimes to the order of 300%. We at Sheffield have very accurately calibrated the photoelastic stressmeter in a wide range of materials and have also measured the average E values for these materials. IN 1877 the Pennsylvania Railroad Company removed an old bridge from its line at Duncannon, Pa., built intermediate piers and erected shorter spans of the Pratt truss type, which had previously been in use on another portion of the road. The design of this truss would not admit of diagonals larger than 1 5/8 inches diameter, and in order to stiffen the bridge somewhat steel rods were introduced for the main diagonals in the first and second panels, 1 5/8 inches and 1 3/8 inches diameter respectively. These rods were threaded without upsetting, and by the ordinary formulae the strains were of the same intensity upon both, viz., 16,000 pounds per square inch with the maximum loading. The other main diagonals in the truss are 1 5/8 inches diameter, and of iron. It was specified for the steel rods : Elastic limit, - 45,000 lbs. Tensile strength, - 80,000 lbs. Elongation, - 20 per cent. The steel was procured without difficulty, and it allowed a factor of safety of 2 3/4 at elastic limit, while a similar factor of 2 1/2 had for a long time been successfully used for iron. In the course of three years, from time to time, six of these steel rods broke, three of them being 1 3/8 inches in diameter, and three 1 5/8 inches in. diameter. The broken rods were tested, and three of them. analyzed at Altoona to ascertain the cause of failure, and what modi¬fications should be made in the steel for such service. Examination showed that all the rods were broken in detail close under the nut. The threads were well cut and properly rounded at the root. In testing the rods micrometer screws,. reading to .0001" with electric bell to signal the contact, were attached to the test pieces, and by this means the modulus of elasticity and elastic limit accurately obtained.

INTEREST in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.1 At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,2 some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,3 of the Tennessee Division of Geology. Prof. J. Stewart Williams,4 of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. In nzost cases, the driving force for a lattice transformation is produced by supercooling below the equilibriunz transformation temperature. The interfnce reaction in isothermally annealed, multiphase diffusion couples may involve a luttice transformation which also requires a driving force. Direct experinzental evidence has been obtained for the existence of the driring force in the form of a supersaturated phase at the aocc)-0@cc) interface in Cu:Cu-12.5 ult pct A1 couples; the super saturation is equivalent to an excess free energy of approximately 3 cal per mol at 905. A tentatiue interpretation of the dynanzic situation a1 the interface based on the free energy-composition diagram is proposed. THE presently accepted theory of diffusion in multiphase couples1 states that there will be a phase layer in the diffusion zone for every region which has three degrees of freedom and which is crossed by the diffusion path in the equilibrium phase diagram. For binary systems, this restriction excludes all but single-phase fields and, for ternary systems, only one- and two-phase fields are included. In addition, Rhines"~ as well as other investigators3 6 have reported that the compositions of the various phases adjacent to the interfaces are, for all practical purposes, the compositions given by the intersections of the diffusion path with the solubility limits of the single-phase fields of the equilibrium phase diagram. Some studies of the rate of thickening of these intermediate diffusion layers indicate that the thickness of the layer changes para-bolically with time, or: where x is the position of the interface relative to an origin xo, t is the diffusion time, and k is a temperature-dependent factor. crank7 shows mathematically that, if the compositions at an interface are independent of time and the motion of the interface is controlled by the diffusion of the elements to and from the interface, then the segments of the concentration penetration curve for a semi-infinite step-function couple will be described by an equation of the form: hence, Eq. [l] follows from Eq. (21 if the interface compositions are fixed and if the motion of the interface is diffusion-controlled. Although the concept of local equilibrium being attained at interfaces has assumed a prominent role in the theory of diffusion in multiphase couples, experimental evidence and theoretical discussions which challenge the general validity of this concept have been reported in the literature. arkeen' has stated that strict obedience to the conditions set by the equilibrium phase diagram cannot be expected in any system in which diffusion is occurring because diffusion takes place only in the presence of an activity gradient. Darken also noted that it is usually assumed that equilibrium is attained locally at the interface although the system as a whole is not at equilibrium, the implication being that the transformation at the interface is rapid in comparison with the rate of supply of the elements by diffusion. ISirkaldy3 indicates agreement with Darken in that he believes the concept of local equilibrium is at best an approximation because the motion of the phase boundary requires that there be a free-energy difference and, hence, a departure from the equilibrium composition at the interface. Seebold and Birks9 have stated that diffusion couples cannot be in true equilibrium, but the results obtained are often in good agreement with the phase diagram. The initial deviation from equilibrium in a diffusion couple will be quite large because alloys of significantly different compositions are usually joined together. Kirkaldy feels that the transition time for the attainment of constant interface compositions (essentially the equilibrium values) will be small, although in some cases finite. Castleman and sieglelo observed such transition times in multiphase A1-Ni couples, but at low annealing temperatures these times were quite long. Similarly, ~asing" found departures, which persisted for more than 20 hr, at phase interfaces in Au-Ni and Fe-Mo diffusion couples. Braun and Powell's12 measurements of the solubility limits of the intermediate phases in the Au-In system as determined by microprobe analysis of diffusion couples do not agree with the limits reported by Hiscocks and Hume-Rothery13 who used equilibrated samples. Finally, Borovskii and ~archukova'~ have stated that the determination of the solubility limits of phase diagrams using high-resolution micro-analyzer measurements at the interfaces of multiphase couples is not an accurate technique because of deviations from the equilibrium compositions at a moving interface; diffusion couples may be used to map out the phase boundaries in the equilibrium diagram, but the final determination of the solubility iimits should be made with equilibrated samples. The purpose of this work was to investigate the conditions prevailing at an interface in a multiphase diffusion couple and to compare the interface compositions with those associated with true thermodynamic equilibrium between the two phases. Microanalyzer techniques were used to measure interface compositions in two-phase Cu-A1 diffusion couples annealed at 80@, 905", and 1000°C for various times.

The use of interference colors is the simplest experimental way to determine the approximate film thicknesses of oxides formed on liquid metals. A large amount of data under various conditions can be obtained easily and quickly. The oxidation of liquid lead has been studied by several investigators,1-5 but all of these studies have been on thick oxide scales. The purpose of- this work was to investigate the range 0 to 2000A film thickness. By using electron diffraction, Jenkins concluded that the surface of the film on molten lead is yellow orthorhombic PbO with the (110) planes parallel to the surface. This was confirmed by Shimaoka and Yamai7 who also used electron diffraction from the melting point of lead to 730°C. The rate of oxidation of pure liquid lead in air was measured in the temperature range 453" to 643°C by observing the rate of formation of interference colors on static lead baths. Approximately 170 g of lead (99.999 pct) was placed in a refractory dish having a working surface of 13.8 sq cm. This crucible was placed in a deep-well resistance furnace open to the atmosphere. The times at which the various interference colors appeared, after wiping the molten metal surface clean, were determined at 453", 533°, 600°, and 643°C. Many requests for information as to the possibility of washing coals to some predetermined percentage of ash or sulfur have suggested that the producers aim to satisfy some degree of purity set by the user of the fuel, rather than to attain the greatest economic benefit to all concerned. This paper is written to show that the highest economic purity of washed coal can be determined from washability studies of the raw coal, costs of mining and washing coal, and data on the effect of ash and sulfur on the value of the coal for the particular use for which it is intended. Coke fob Blast-fuenace Use For purposes of illustration, we take the case of coal washed for coke to be used in the iron blast furnace. The method outlined can be made general in its application by substituting for the figures used here the actual operating figures for the particular case under consideration. In general, it costs the blast-furnace operation from 8 to 25 c. per ton of pig iron to slag out each 1 per cent. of ash introduced into the blast furnace by the coke. This figure depends on which one per cent. of ash is removed, and decreases with decrease in ash. When blast furnaces and coal mines are considered as a whole, the figure decreases to zero and then becomes negative, on account of low recovery of washed coal. Various figures1 have been given by different investigators. These figures necessarily differ, not only on account of the differences in operating costs but on account of the difference in the respective fuels as well. For the purpose of this paper, which, as explained, is to point out a method of attacking a certain problem, the figures used in the exposition of the method are of secondary importance. It is apparent that no universally applicable figures can be used, because there are none. Each plant has its own coal,2 its own operating cost, and its own conditions.

Methods employed to beneficiate ores utilize relatively few fundamental principles to effect size reduction and concentration. In crushing and grinding only impact and compressive forces with a minor amount of shear are employed. In concentration, gravity, magnetic, electrostatic and flotation constitute the major methods of concentration with minor use of sizing, hand picking and adhesion. This industry, as all others, can expect in the near future to see the development of new techniques for improved efficiency, cost reduction, and exploitation of raw materials hitherto considered unmanageable. NATURAL AND INDUCED RADIOACTIVITY At the Canadian Department of Mines in Ottawa in 1946, C. M. Lapointe developed a picker belt system whereby radioactive ores could be concentrated by electromechanical means. This invention ultimately led to development of what is now refer- red to as the Lapointe Picker and which has been used commercially at Port Radium and Port Hope for the upgrading of jig concentrates. Basically, the system consisted of conveying sized uranium ore on a belt under a radioactivity detection device which in turn electronically operated a kicker or plunger that separated the ore from the gangue constituents. Thus, a new principle for mineral concentration, radioactivity, was introduced commercially.

F A. THOMSON, president of the Montana School of Mines, gave an interesting talk on mining schools of the past, present and his ideas of the future before a recent meeting of the Montana Section of the A. I. M. E. He covered the history .of the various mining schools and com- pared the three main types of schools; those attached to or forming part of an endowed college or university such, for example, as' the Columbia School of Mines, the Mining Department of the Massachusetts Institute of Technology and the Mining Department of Stanford University. These resemble in a general way the second class, those attached to the state universities and colleges. The schools of this general type have had varied success.

Over the years, the pure theorist in economic analysis has accumulated a formidable array of facts in bringing his subject matter under control. Business managers and mining engineers are aware of the theorist's weapons, but the question of applying them to the mastery of practical problems seems hardly feasible, especially in view of the almost innumerable variables plaguing the everyday scene in the mining enterprise. One such sophisticated tool of long-standing in the theorist's arsenal is marginal analysis. Equally long-standing for the operating company and valuation engineer is the problem of defining the cut-off grade the point below which a mineral re- source ceases to be economically amenable to extraction. In other words, what part of a mineralized body of rock is ore and what is waste?

The mineral industry of today is faced with a number of dilemmas, not the least of which grows out of the series of related facts-world mineral consumption is growing, and is expected to continue to grow; maintaining adequate capacity to meet needs will require very great capital investment over the next decades, investment which must be measured in billions of dollars; much of the new production must come from remote and relatively underdeveloped countries; many of the areas in which such development must take place are not areas in which private capital enters without some trepidation. There are real problems in financing new mineral development-problems which have occupied the thoughts of many in the industry. One group which is currently providing part of the answer, and perhaps pointing the way to further progress in the future, is the World Bank. Loans from the World Bank are arranged usually for countries which are attempting to develop their economies through expanded industrial production. More often than not they are for the development of electric power projects or transportation facilities. Although we consider the mineral industries to be basic factors in industrial development and very important factors in the early stages of development of a country, few of these loans are for mineral development-no more than a half dozen out of a total of well over 300 loans which have been granted to date. Yet the World Bank has played a far more important part in world mineral development than these figures would indicate. The few loans for mineral development which it has made are important, but of considerably greater importance are the secondary effects of many of the non-mineral development loans and some of the special services which the Bank also offers.

ACTIVITY on long-range and on immediate wartime problems shared the attention of specialists in coal research during 1943. Programs of the principal coal laboratories were more adequately financed than in previous years, but all reported shortages of technical personnel. Expansion in coal research in the year to come will depend primarily on the availability of qualified research talent.
