DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

Some interesting and, to American eyes, rather unusual processes for refining impure aluminum derived from scraps were found by American and British investigators who went into Germany in 1945 for the Technical Industrial Intelligence Committee of the Joint Chiefs of Staff. What was found was recorded in a series of reports (see page ), many of which have been released for general reading. This paper gathers under one title and summarizes the German work in refining light metal scrap. Reference must be made to the original reports for greater detail. Basically, the occasion and stimulus for the German developments in treating light metal scrap were hard necessity. Germany needed the metal for a rapacious war industry. Adequate supplies of new aluminum from reduction works were not assured. Great quantities of airplane and other light metal war scraps were forecast. It was evident that the scrap metal would have to be reabsorbed by the producing industry and would have to be kept of good quality. The normal current production of manufacturing scrap was being and could be consumed as generated. It offered no technical problem. The mixed scraps, especially those arising from crashed and decommissioned airplanes, however, presented problems of another kind. Airplane Scrap The recovery of usable aluminum alloy from the mixed assemblies that made up the piles of airplane scrap was attacked in different ways by different groups and with differing degrees of success. Three procedures actually were used on a commercial scale, one was in pilot-plant stage and another had come to a halt in the laboratory a year before Germany collapsed. Four of these five processes actually involved "refining"; that is, some measure of purification of the metal after melting. Sorting and Separation on a Sloping Hearth The simplest procedure for utilizing airplane scrap involved no refining in the strict sense of the word. This was the practice adopted by two representative plants visited by the author, the Leipziger Leichtmetalle Werke, Rackwitz, Saxony, and the Vereinigte Leichtmetalle Werke, Hanover. These firms did essentially the same thing that was done in England but not with equal success, to judge by their shorter experience, the smaller tonnage handled and by the number and quality of alloys produced. The two German firms named rough-sorted scraps by their easily recognizable alloys, essentially by part and shape. They used hand labor to chop and hack and tear apart. MOLYBDENUM is thought of as one of the rarer elements, for though it occurs in almost every country of the world it is seldom found in commercial quantities. In this country, however, there is one deposit which makes the term "rare" a misnomer. There are two commercially mined molybdenum minerals: molybdenite, the sulfide, and wulfenite, a lead molybdate. Of these two only the former is of any con- sequence but wulfenite is of mineralogical interest. It is frequently associated with oxidized lead ores and particularly in arid sections. Deposits, however, are usually quite superficial. It is highly oxidized and yet it does not appear to be an alteration product for it apparently disappears below water level and I know of no case where primary molybdenite, or in fact any molybdenum whatever has been identified below these surface wulfenite occurrences. The genesis of wulfenite would make an !- interesting study.

PRobably the earliest concentration of iron ore in this country was carried on in the northeastern magnetite areas. Magnetic concentration was relatively simple and gave a concentrate that, after agglomeration, and in spite of beillg high in phosphorus hecause of the dry concentrating methods then in use, was satisfactory blast-furnace feed. Production from the northeastern magnetitc area languished after the discovery and development of the Lake Superior ores, where there was seemingly an unlimited tonnage of high-grade ore, first the Michigan ores, and subsequently the still larger deposits of Minnesota. For years only the higher grade, direct shipping ores of the Lake superior district were mined. Those of Michigan, and of the Vermilion Range in Minnesota, were hard ores and came principally from underground mines. The softer ores of the Mesabi came partly from underground mincs, but mostly from the enormous deposits that could be worked by open-pit methods. The costs of ore from these open-pit deposits, even with the high initial cost of stripping, were so low that the underground mines of the Mesabi could hardly compete. The so-called Old Range ores, of Michigan and of the Vermilion Range of Minnesota, were hard and lumpy, and opened UP the burden in the blast furnace, therefore making possible harder driving with greater output. Also, some of these Ores were of such grade and physical characteristics that they were suitable for charge ore in the open hearth. These ores, therefore, commanded a price premium. and could compete with the softer, finer, but cheaper, Mesabi ores. The big tonnage reserves, however, are on the Mesabi. and it is these big open-pit deposits that contitue- our stock pile of iron ore, from which we are drawing so heavily during this war period. On the western end of the Mesabi the ore was found to be high in silica, and not suitable as furnace feed. As early as 1902, attempts were made to concentrate this so-called wash ore and by 1910 the first washing plant was put into operation. The Process was very simple, consisting essentially of a sizing and washing operation, with scalping screens, logwashers and tables, which later were replaced by classificrs. Ore particles finer than I00 mesh were deliberately wasted, because these fines were undesirable in the furnace. Fortunately, these tailings were impounded, and already are being reworked. Before long some of the low-grade ores began to require more elaborate treatment than the simple washing operation and, tables having been discarded because of their low capacity, in favor of classifiers, jigs were next introduced. These were able to discard coarser pieces of tailing than classifiers. Jigs are in active use today, various improvements having been made in their design and application. Various other machines and methods of concentration have been tried from time to time, and have in turn been discarded for more improved processes., The latest and most important process that has been 38

A NOTED ordnance engineer once said to a friend, in speaking of the production of great steel guns, "How is it? We design our guns with a factor of safety of eight, and the guns burst." The vague way in which internal stresses and strains in iron and steel are often considered and spoken of makes it worth-while to examine them, as to their nature, their causes and results, how they may, for useful purposes, be advantageously dealt with, and how, when detrimental or dangerous, they may be reduced or kept within harmless proportions. Rankine defines ?strain " as a change of form or dimensions of a solid or liquid mass produced by a stress. This definition seems not intended to cover strains due to internal stresses, and it will help us in the present inquiry to consider strain as a tendency to change as well as an actual change of form. Internal strains in iron and steel are the result of stresses within the mass of the piece, some parts pulling and others pushing in resistance to them; or, in other words, some parts are in tension and some in compression, each part striving to relieve itself from strain and make the piece assume a form in which all parts are at rest. Subdivision, so that each part could relieve its strain by motion relative to the other parts, would, if carried out far enough, practically obliterate strain. The internal strains we are now to consider are not those due to the stresses of the service which the piece is rendering, either alone or as, a part of a structure, which may be termed service-strains, but those which originate or at least are contained in the piece itself. Internal stresses in a piece of metal are, like action and reaction, always equal and in opposite directions. The stresses

A formula for quantitative efficiency is proposed, in which the efficiency value is a function of the improperly distributed material at the, gravity of separation effected by the cleaning equipment. The misplaced material is expressed as a percentage of the total material discharged from the equipment. Numerous examples are given, demonstrating application of the formula to various types of separation, including multiple-product separations.

If the tonnage of merchantable iron ore remaining in the Lake Superior district is divided by the average of the annual shipments for the past 20 years, it will be found that this ore supply will be exhausted in approximately 35 years. This computed exhaustion period would be an indication of the future activities of the iron-mining industry if it were not for the fact that merchantable ore is being manufactured from low-grade ore, of which there is an almost inexhaustible supply in the Lake Superior district. It is true that at present only the simplest of these low-grade ores are being concentrated to any considerable extent, but progress is being made with the treatment of the more complex ores, and now, in addition to 20 washing plants on the Mesabi Range, three plants are equipped with jigs for the treatment of ore that cannot be concentrated simply by washing. The latest addition to the ore-treating plants of the Mesabi Range is a magnetic roasting and concentration plant at Cooley, Minn., in which ore that cannot be concentrated either by washing or by jigging is roasted to the magnetic state and concentrated on magnetic separators. This plant is beginning its third season of operation, and while it is too soon to make definite predictions, there are strong indications that this new process may make commercially possible the manufacture of high-grade, merchantable iron ore from large quantities of low-grade ore now considered worthless. After the iron oxide contained in an ore has been converted to magnetite, almost any desired grade of concentrate can be produced, using magnetic-concentration equipment of the types now in general use for the concentration of the natural magnetites of New York, New Jersey and Pennsylvania. The conversion of hematite (Fe203) to magnetite (Fe3O4) is easily accomplished by heating the ore to a dull red temperature in a reducing atmosphere. The reaction is slightly endothermic, and while it requires 200 B.t.u. to heat to 900' F. one pound of hematite ore containing 45 per cent Fe, it requires only 100 B.t.u. to convert the oxide into magnetite. IN a technical civilization, that is. one whose major difference from past civilizations is its enormous development of technology, in transportation, communication, labor saving, centralized control, and mass production, it is natural that the most critical problems should be those that arise out of technologic advances; it is natural also that a. man who understands these advances should be chosen as the leader to meet these problems. This was done in the selection of Herbert Hoover as President of the United States. Mr. Hoover was a good, and perhaps a great President. But he was not a great politician and that ensured his defeat when a crisis came.

INTRODUCTION The Alfredo underground mine is one of the three mining operations of Rio Tinto Minera, S.A., all near the community of Rio Tinto in Huelva province of southwest Spain. The other two operations are Corta Atalaya open pit (Pyrite ore) and Cerro Colorado open pit (Copper ore 1. Underground mining of Alfredo Mine for pyrites started in the nineteenth century and continued without interruption until 1979 when it was discontinued due to economical reasons. In 1972, a new project was started for the mining of copper bearing ores on the footwall of the pyrite deposit. This copper ore is locally named “Cloritas” and it forms a nearly vertical and tabular shaped orebody which forms an envelope at the footwall of the San Dionisio pyrite orebody. Mining of the Cloritas commenced in 1975 using cut and fill stoping. In 1977, the original project was completely revised which led to the introduction of a bulk mining system to achieve a planned production of 3,000 tonnes of ore per day. This paper covers the economic and planning aspects of the mine and discusses the evolution of the mining method for the Cloritas orebody. A GENERAL DESCRIPTION OF THE CLORITAS OREBODY The “Masa San Dionisio” (figure 1 ) is a massive sulphide orebody located in the town of Rio Tinto, about 90 kilometres west of Sevilla, Spain. Extensive vein-type sulphide mineralization exists in the volcanic host rocks of the Masa San Dionisio. Within this area of stockwork veins, there is a higher concentration of copper in the form of chalcopyrite in a zone adjacent to and paralleling the contact with the massive sulphides. This copper envelope is locally referred to as the "Cloritas Orebody” and the ore within it is called "Cloritas”. The main zone of the Cloritas orebody, (figure 11, is tabular and nearly vertical having a length of 375-400 m east-west, a thickness of 20-50 m north-south, and a vertical extension of 500 m from the surface. In addition to this area, there is a second less important low grade area called zone 2A located to the north of the main zone below 26 Level which, in some sections, is not fully separated from the main zone. MINING METHODS Mining in Rio Tinto area can be traced back to the Phoenecians and the Romans. Modern day mining started with the demand for sulphuric acid during the last half of the nineteenth century. By 1971, more than 33 million tonnes of pyrite had been mined out of Alfredo Mine, (San Dionisio Orebody), using labor intensive drift and fill methods and also by open pit method. During the last decade, underground mining of the pyrite had become uneconomic due to lower prices and a slackening demand for pyrite, and the underground mining operations for pyrite were finally stopped in 1979. In 1971, a major change in the long range mining plans for Masa San Dionisio was established. SINCE Dr. St. Albans, in 1840, began to build successful watertube boilers—some of which are still in use—the gravity-return water-tube boiler has been built in many forms, more or less familiar to all who have studied the subject. A single firm in this country published recently a pamphlet, showing some fourteen modifications of their boiler during about as many years. There were hence available to the thoughtful inventor of this latest form many data showing what forms were to be avoided, as well as the effects sure to follow certain erroneous methods of construction in the older types. WHEN the Mid-Continent Section of the A. I. M. E. met at the roof garden dining room of the Tulsa Club on Monday evening, May 13, most of the members present came prepared with a credulity-stretching yarn of some sort or other, gathered from actual experience. Perhaps it was not realized at the time that such anecdotes would eventually burst into print, but while the excellent dinner was appeasing the inner man the word was passed around that informality and spontaneity of expression would characterize the meeting, with the result that the shackles of convention were eventually cast aside and the meeting waxed better and better until the hour grew ,late, and the chairman, L. G. E. Bignell, originator of the idea, brought to a close what was agreed to be a profitable and entertaining evening. Uranium deposits in the Spokane Indian Reservation, as well as those around Mt. Spokane, are essentially low grade, much of the ore containing less than 0.2 pct U808. The Mining Experiment Station of the Division of Industrial Research, State College of Washington, has been engaged in intensive research on the amenability of these low grade ores to froth flotation. The results: successful flotation of autinite, chief mineral constituent. At the outset of this work the goal was a concentrate of 1 pct U308 with a 90 pct recovery from ores containing less than 0.2 pct U3O8. Most of the work has been done on argillite ore from the Midnight mine on the Spokane Indian Reservation. The goal has not been attained using this ore, but samples of the granite ore from Mt. Spokane yielded successful results. For example, a concentrate containing 11.2 pct U308 was produced from a Mt. Spokane high grade ore containing 1.27 pct U3O8 with a recovery of 97.8 pct. Another Mt. Spokane ore yielded a concentrate of 5.0 pct U3O8 from an ore containing 0.13 pct U3O8, with a recovery of 85 pct. This same ore gave a recovery of 93.5 pct when the grade of concentrate was reduced to 2.0 pct.

NO reasonably well-informed person believes that the role of minerals, both metallic and nonmetallic, will be any less important in the future than it has been in the past. The contrary is true. Industrialization is based on mineral resources and man's ability to make use of them. A nation's standard of living, its political and military power, will continue to depend largely upon the extent to which it is industrialized-and minerals are the raw materials both of the machine and the power to run the machine. Minerals are also the raw materials of human health and stamina. The world's healthiest, most vigorous, and most long-lived peoples have always been those that have lived in regions of the globe where the earth is rich, and kept rich, in the phosphates and other minerals required for the production of the so-called growth foods. Only a small proportion of the land surface of the globe is suitable under any circumstances for large-scale production of these and other essential foods. As things stand, only a part of this land is capable of such production either because the soil minerals have been exhausted by cultivation, or because they never existed in the soil in sufficient quantities.

SEAMLESS pipe, the product produced from piercing a solid round billet of steel by the Mannesmann process, was first produced in the latter half of the 19th century, the Mannesmann machine having been patented in 1885. The products of other processes also have been termed seamless pipe; for example, the cylindrical section produced by "cupping," which consists of forming a cup from a flat plate or disk and further elongating the cup into a tube by passing it through a set of reducing dies. The purpose of this paper is to discuss some of the more important metallurgical factors and their relationship to the economical production of seamless pipe produced by the Mannesmann piercing process. The first seamless tube plant in America was established at Shelby, Ohio, in 1891, and was employed in the manufacture of bicycle tubing. For a number of years the bicycle industry was the only user of seamless tubing, and this tubing was produced by hot-rolling pierced billets imported from Europe and finishing on the cold drawbench. At the turn of the century, the automotive industry was responsible for an increase in the demand for seamless tubing. The growth of this industry was the dominant factor leading to the phenomenal growth of the petroleum industry, which in turn created a tremendous demand for seamless pipe. In addition; the old lapweld iron boiler tubes for stationary and locomotive boilers were replaced gradually by seamless tubes. Since 1929, the production of seamless steel pipe and tubes has increased over loo pct. In 1929, 1,459,9031 net tons of seamless pipe was produced, including both hot-finished and cold-drawn material, as compared with 3,087,3122 net [ ] tons in 1948. Table I gives the distribution of seamless pipe by classes for 1948. METALLURGICAL PROBLEMS From a metallurgical standpoint, the production of seamless pipe has presented many problems. Practically every type of steel, carbon and alloy, with the exception of the superalloys developed during World War II, has been pierced and rolled successfully into tubing. This includes bessemer, open hearth, by the stationary and duplex processes, and electric steels. The range of sizes produced is no less staggering to the imagination, when it is considered that the hypodermic needle, which is 0.016 in. diam with a wall thickness of 0.004 in., and pipe for gas or oil transmission lines, with a 26 in. OD, are both seamless tubes. Between these extremes, the range of diameters and wall thicknesses meets most present-day demands for seam-
