Meeting of Jan. 23, 1914.-The President reported the appointment of Arthur S. Dwight and E. Gybbon Spilsbury as tellers to canvass the votes for the Annual Election of Directors. The President reported the appointment of the Committee on Precious and Base Metals, reorganized in accordance with the list on page xlvi. . The Treasurer was authorized to invest the sum of approximately $1,000, accruing from the sale of Life Memberships during the past year, by the purchase of one gold bond of the Interborough Rapid Transit Co., due 1966, at 5 per cent. The By-Laws of the San Francisco Local Section were approved. The recommendation of the Lord Kelvin Memorial Fund Committee that the balance of the fund unexpended be applied to the establishment of a Kelvin Gold Medal was approved. Forty-two members who had paid up all arrears of clues were reinstated. The sum of $100 was appropriated to the Columbia Local Section. The price of each of the three Volumes of Transactions of the year 1913 was established as $5 in paper and $6 in half-morocco. Forty-three Members, One Associate and four Junior Members were elected to membership in their respective classes.

ON p. 499 of the December issue Of MINING AND METAL-LURGY plans were announced for a memorial to en-gineers who died in overseas service during the World War and a gift to the University of Louvain on behalf of the engineers of America. In this connection it is proposed to erect a memorial tablet giving the names. of engineers who died in the foreign service. Members of the A. I. M. E. who gave their lives, so far as they are known, are listed below. It will be much appreciated if notice be given of any omissions and also if the name of some surviving relative be supplied in each case. The authors are to be congratulated for their interesting article, which thoroughly illustrates the variables inherent in filtration of taconite concentrate. The work and the conclusions based thereon largely parallel the test work done by the writer at the Pilotac plant* and the experience gained with a commercial size agitating disk filter in the same plant. At Pilotac, however, a thorough study was also made of the effect of depolarizing (demagnetizing) the filter feed, and it is the purpose of this discussion to comment on the merits of depolarization of the magnetite concentrate prior to filtering. The work at Pilotac was done in three phases: 1) preliminary laboratory testing with a circular filter leaf of 0.047 sq ft, followed by 2) plant testing using a 4-ft diam, single-disk agitating filter that was purchased on the basis of the pilot tests on the 4-ft model. In the laboratory tests depolarization was achieved by slowly withdrawin4 batches of thickened concentrate from a coil producing an alternating field of about 300 oersteds. In plant tests the standard Pilotac procedure1 was employed, wherein the pulp falls freely through the depolarizing coil.

The library of the above-named Societies is open from 9 A. M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared, to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The coal concentrates studied contained clay slimes which would not flocculate on the addition of a polymer flocculent alone. The mechanism of the flocculation process is interpreted on the basis of the flocculation of lyophobic colloids. The filtration rate characteristics are shown to deviate slightly from certain basic filtration equations. Cake moisture was shown to decrease with cake drying time and vacuum, and increase with cake thickness. Filtration is a commonly accepted method of dewa-tering the fine coal concentrates produced in coal cleaning operations. Dewatering of these concentrates, using drum or disc vacuum filters, usually presents few technical difficulties and will result in the production of a filter cake containing some 20 to 25 pct moisture. In many coal cleaning operations it is common practice to add flocculants to the coal concentrates prior to filtration to increase the filtration rate. The mechanism whereby flocculation increases filtration rate has been summarized by Gaudin,4 while Geer, et a15 have compared the effectiveness of starch and synthetic flocculants as filter aids for a variety of coal concentrates. Coal concentrates, containing appreciable quantities of expanding lattice clays of the montmorillonite-illite group, sometimes prove impossible to filter without flocculation of the pulp prior to filtration. The fine coal concentrates produced at the Newcastle washery of The Broken Hill Proprietary Co. Ltd. fall into this group. Coals mined in this district contain appreciable quantities of expanding lattice clays which break down in the washery circuit waters and, by processes of mechanical inclusion, contaminate the coal concentrate thickener feed. Despite the classifying action of this thickener, the underflow which is pumped to the filters contains sufficient clay slimes to render filtration of the unflocculated pulp impossible. Filtration leaf and plant tests were carried out to develop effective and economic flocculant combinations and to determine the filtration characteristics of the flocculated coal concentrates. The determination, by leaf testing, of the filtration characteristics, and the analysis of these characteristics in the light of the equations of Brown2 resulted in the successful trial operation of the filters in the Newcastle washq. Although the filtration characteristics are not entirely in agreement with the theoretical treatment of Brown, the equations developed made it possible to predict, from leaf tests, the effect in the plant filters of pulp density, form vacuum, and form time on filtration rate and filtrate volume. EXPERIMENTAL PROCEDURES The sample used for leaf testing was the coal concentrate thickener underflow, which in plant operations would form the feed to the two 12-disk Dorr-Oliver filters. The feed to the coal concentrate thickener comprises the undersize produced by dewatering the Diester table concentrate on 5-mm dewatering screens and the overflow produced by cycloning of the froth flotation concentrate. The mining of coal, phosphate, oil, gas, and sodium on the public lands of the United States has, during a long period of years, been prevented by the failure of Congress to legislate, notwithstanding the fact that each successive Congress has vainly attempted to enact a law. Disagreements among members of Congress, many of which have related to non-essential matters, have prevented the passage of a bill, the failure at the last session having been due to a fillibuster in the Senate against the conference report led by Senator LaFollette of Wisconsin. Seven bills covering this subject have been introduced into the present Congress, four of which are identical in nearly all essential respects and follow either precisely or closely the conference agreement of the last Congress. These bills are too long to permit of review in this column. In general they provide for the leasing of lands or privileges to mine or to recover the various minerals above mentioned under terms and conditions as to the amount of land that may be leased by any one applicant, the diligence with which the work must be prosecuted, the return or royalty demanded, and the term of the lease and extensions thereof.

A gasoline recovery plant at a refinery is usually considered such a profitable investment, and performs so well apparently, even under conditions of low efficiency, that frequently but little attention is given it to make it perform at top efficiency. Further, there are so many other units in a refinery that demand most of the available attention that the recovery plant is left to shift for itself. "It seems to be doing pretty well so why bother with it," is sometimes the attitude toward it. On the other hand, there is no reason why it should not be placed on the same high plane of efficiency as that of many natural gasoline plants. The two problems, gasoline recovery from natural gas and gasoline recovery from refinery gases, have much in common. At some refineries the gasoline recovery plant produces too much gasoline, because too low a pressure is carried on the gathering lines and the condenser boxes are robbed of gasoline that they can and should take care of, and as a consequence the refiner fools himself into believing that his recovery plant is an extraordinarily fine unit, when on the contrary it may be working at low efficiency insofar as doing its rightful job is concerned.

Abstract-Activated carbon is a strong adsorbent for amyl xanthate, capable of removing from solution up to a quarter of its own weight in xanthate. In selective flotation systems where depression is unstable, separation efficiency increases with activated carbon additions. The improvements observed are brought about by two mechanisms. First, by removing stripped and residual collector ions from solution, competition between depressant and xanthate is reduced and depression is stabilized. In addition, the texture of the froth phase at high pine oil concentrations is modified by activated carbon such that better drainage between the air bubbles takes place, alleviating the mechanical entrapment of depressed mineral particles. In treating a bulk copper/lead concentrate produced from GECO ore, selectively between galena and chalcopyrite is increased when activated carbon is used. Although the rate of flotation of galena is marginally lowered by activated carbon, a small extension in the duration of flotation allows the lead recovery to increase by 19% at the same recovery of copper. An addition rate of 0.75 kg/ton (1.5 lb/st) of bulk concentrate is suggested as optimum from this testwork. However, the actual level wed in the mill is dependent upon the residual concentrations of collector and frother in the bulk concentrate Pulp.

Many months ago, the ME staff began thinking about what to put on the February cover of the Centennial Commemorative issue. We have considered photographs of mines, equipment, symbolic artwork and various collages. Our theme is "the next 100 years in mining" and the cover ideally should convey a related message or idea. All of us are convinced that there are many exciting technical changes that will be coming. But even so, we decided that, in our opinion, the engineer is the most vital factor. For this reason we chose to put a man on the cover of this issue. At first it was going to be the face of a man with whom each member could conceivably identify himself. It was one of the Bobs on our staff (we have four) who came up with the thought that since it's the future we are talking about, we should have a young man's or a student's face. Of course we firmed up our idea at the ninth hour, and it was too late to canvass the mining schools. However, by a stroke of luck, we were rapping with a group of University of Arizona students on the terrace of the Pioneer Hotel on December 7, 1970, and met Dave Bolles.

E. D. TILLYER,* Southbridge, Mass. (written discussion?).-It is quite generally known that there is very little that is standard about a mercurial thermometer at temperatures above 212° F. (100° C.) because so many precautions must be taken-precautions that are rarely realized in practice-such as depth of immersion, aging, elastic fatigue, separation of mercury column, and accidental deformation from very slight excess temperature. One cannot help wishing that Mr. Brown would dwell at greater length on the practical side of both radiation and optical pyrometey, both of which have great possibilities as commercial instruments. In the radiation pyrometer we have ideal conditions for a permanent instru-ment, no materials being exposed to excessive temperatures or subjected to contamination from the furnace fumes which may raise such havoc with an ordinary pyrometer. The development of a radiation pyrometer requires a thermocouple having a relatively high electromotive force but which need stand temperatures of only 200° F. or 300° F. instead of 1500 to 2000° F., which is required of even a base-metal couple. The galva-nometer, if located near the thermocouple, does not need to have a high resistance as at such low temperatures no changes can occur in the thermocouple that will affect its resistance and, consequently, the in-dicated temperature.

The strike and dip of bedded formations is readily determined by trigonometry if some marker horizon is intercepted by three holes. If no marker can be identified and if orientation of the cores is unknown, as is the usual case in diamond drilling, the determination still can be made readily by the use of a stereonet if the bearing, inclination, and angle the bedding makes with the core axis is known for each of the three holes. Such determination, valid only if the bedding orientation is fairly uniform within the area drilled, is considered simpler, faster, and more effective than any solution previously published. Method: The steps of this procedure are as follows: 1) Mark north and south poles on tracing paper placed over stereonet. 2) Plot the three diamond drillholes by drawing a line from the center of the net in the direction of the bearings of the holes. Then rotate the paper until each line, in turn, lies along the equatorial diameter of the net; the end of each line is determined by the inclination of the hole measured in degrees from the periphery toward the center of the net along the equatorial diameter. Fig. 1 illustrates a vertical hole and a hole inclined at -23° due east.

THE other day, I fell into conversation with two gentlemen who desired to improve the condition of the people; so that the talk was semi-political. They seemed to agree that I was inclined to be "con-servative," "reactionary," perhaps an "evolutionist," looking upon "reform" with suspicion. Finally I rejoined somewhat in this manner: "You attach to me phrases that I have heard all my life but which convey no meaning to me. It is quite true that I do not make a fetish of terms like reform, liberty, democracy and so forth; neither do I worship the idea that `things are good enough as they are,' `leave well enough. alone' and so forth. There is more satisfaction in building something up than in tearing something down, or in just maintaining something that is already built. Progress is a popular word; but what is progress? In my opinion it is comprised, so far as public welfare is concerned, of two elements: Improvements in production of goods and knowledge; improvements in keeping order." This substitute for politics, economics, reform, pro-gress, conservatism, radicalism, democracy, socialism, monarchism and all the phrases of public welfare may seem over-simple; perhaps it is, but at least it defines something. It seems to me to be at least worth attention.

AN instantaneous and continuous analysis of a mineral suspension should be of great value in controlling various mineral preparation processes. Described herein is a method of analysis based on the use of high-frequency alternating current, which, under certain restrictive conditions, could be of use. THEORETICAL CONSIDERATIONS In a suspension of conductive minerals, the electrical effect primarily responsible for the variations in electric conductivity is the capacitance. In Fig Ia, let an alternating voltage E be applied across two electrodes F and F', between which are two rows (S and T) of mineral particles, all of approximately the same size, immersed in a fluid. Let the number of rows of particles between the electrodes be R and the number of particles in each row be N. [Steel, iron which is malleable at least in some one range of temperature, and in addition is either (A) cast into an initially malleable mass ; or (B) is capable of hardening greatly by sudden cooling ; or (C) is both so cast and so capable of hardening. Variety A includes also molten iron which, if cast, would be malleable, as do its two sub-varieties, "ingot-iron" and "ingot-steel." (Tungsten-steel is malleable only when red-hot.)] does not seem to fit perfectly the requirement that it shall include all known varieties of steel and exclude everything else. The first requirement, that it shall be malleable at some temperature, is also possessed by some varieties of gun-iron—that is, mottled castriron, of which cannons have been made in the past by the South Boston Iron Co. and others. Gun-iron also meets the requirement (A) in being cast into an initially-malleable mass. The malleability was indeed not great, nor mas it made use of except to demonstrate the quality of the iron, but it approached in measurable degree that of some of the alloy-steels. As for requirement (B), some puddled-irons having from 0.2 to 0.3 per cent. of carbon may be hardened greatly, although this property is [lot utilized.

The rheological properties of aqueous solutions of several commercial flocculants were investigated using a rotating coaxial cylinder viscometer. Similarities between the pH-apparent viscosity relationship and the flocculating properties of the reagents are discussed here. Synthetic neutral polymers and polyelectrolytes are used extensively as flocculants in mining and chemical engineering operations. The action of these reagents has been interpreted as adsorption of the polymer flocculant to the mineral surface, followed by the formation of physical polymer bridges between the particles.4,5 A consequence of the bridging model is that the efficiency of a polymer flocculant depends on the degree with which the polymer is adsorbed to the mineral surface, and the extent to which the polymer molecule forms a bridge between colliding particles. The length of the polymer molecule and its orientation at the mineral surface are important in the bridging mechanism since the further the polymer segments can protrude from the mineral surface the greater the probability may be of these segments contacting another mineral particle. Linke and Booth7 have shown that, for a silica suspension, both the settling rate at a given polymer addition and the maximum settling rate obtainable increase with increasing molecular weight. THE reclaiming of metallics from slag and sweepings is of vital interest to every brass-foundry man, but the first cost and interest on the investment often make it prohibitive for the small foundry to enjoy the benefits of a complete concentrating unit. However, the cost of such an installation and the cost of operation are often exaggerated to such an extent that foundries dispose of their copper-bearing refuse at a great loss. This paper gives the actual costs and the returns obtained in the reclaiming plant used at the Ohio Brass Co. This plant is divided into two sections, the preliminary treatment and concentrating departments. In the former occur the screening, crushing, and hand-picking operations whereby most of the non-valuable and heavy metallic constituents are removed. The concentrating equipment consists of an elevator, bins, jigs, ball-mill, and table. PRELIMINARY TREATMENT The preliminary treatment varies, depending on whether the material is slag, foundry-floor sweepings, or brass casting-floor sweepings. Material of the first class is produced from the operation of six Steele-Harvey and six Schwartz furnaces; the second class represents sweepings from an average of thirty-five molding floors per day; and the last is collected around the sprue cutters. and knockout bench.

The method of treating hazards wherein value is decreased, is cited by R. D. Parks. Quite properly, the theory of probabilities is made use of when multiple hazards are under consideration. E. F. Fitzhugh, Jr. $ deals with the enhancement phase graphically and uses percentage of expectancy as derived by a study of conditions and the selection of a chance factor. It is believed that both of the authors referred to fully recognize the part which human judgment plays, and as coupled with experience, training, and the application of the theory of probabilities; in that respect the composer of this paper is in accord. Within the past year, the task of arriving at a mathematical method for handling the enhancement phase, and, additionally, coupling the negative and positive phases, was explored. In citing the hazard, or negative phase, reference is made to the text by Parks. Types of Items far Consideration On the hazard, or negative, side some of the common items to be considered are: 1. Subsidence and resulting damage. 2. Flo wage of water above that anticipated. 3. Geological. (a) Decline in quality of probable ore, and/or (b) Decline in quantity of probable ore. 4. Depressed economic conditions. 5. Litigation. Similarly, on the enhancement, or positive, side common items to be considered are: 1. Flo wage of water below that estimated. 2. Geological. (a) Increase in quality of probable ore, and/or (b) Increase in quantity of probable ore. 3. Elevated economic conditions. 4. Litigation. 5. Technological advance in the art. Tn all of the above items no consideration is given to placing a value on, or giving consideration to, possibilities. For example, referring to Table 1, the estimated normal present value (Vp) of a property, exclusive of risk consideration, is taken as $100,000. If subsidence affects the usefulness of the shaft, the present value of the property will decrease to $60,000, and it is judged that there is a 1 in 4 chance that the shaft will be impaired;, consequent.ly, if subsidence took place, the present value would be reduced ($100,000-$60,000) $40,000, but since the chance is 1 in 4, the allowable reduction would be only one-fourth of $40,000, or $10,000, or a discount of 10 pct (hazard factor) of the original value; the related safety factor is taken as unity minus 0.10, or 0.90. Thus, the original Vp, $100,000, multiplied by the safety factor ($100,000 X 0.90) gives $90,000, which is the adjusted present value of the property in this single instance. Additionally, there is a water hazard, which, if encountered, will reduce the present value to $85,000. The chance is 1 in 3. Following through with the same reasoning as shown above, the derived safety factor will be 0.95. To arrive at a single multiplying factor which will express the combined risks, the two safety factors are multiplied together, 0.90 X 0.95 = 0.855. That factor when multiplied by the origirial Vp will give the adjusted, and

Dithiophosphates are reaction products of phosphorous pentasulfide with various organic compounds such as phenols, alcohols, mercaptans, dioalcohols, amines, and nitrides. The products with alcohols are commercially known as "aerofloats" and these are investigated in this presentation. It appears that the formation of insoluble metal dithio phosphates is responsible for their collecting properties with minerals." In this aspect they are very similar to xanthates.3 The solubility of metal dithiophosphates depends on the number of carbon atoms in the organic chain of the corresponding alcohol. An empirical mathematical model is presented here. It allows one to predict the number of carbon atoms necessary to ensure that a certain metal dithiophosphate will form at a selected pH value of the water solution. The Nature of Dithiophosphates Dithiophosphoric acid is the product of the reaction of phosphorus pentasulfide with an alcohol, as shown in the following equation: [P2S3 + 4 ROH - 2 (RO)2 PS2H + H2S (1)] where R stands for a hydrocarbon chain. The acid so produced can be neutralized by a base to produce the corresponding salt as shown in the following: [(RO), PS2H + NH- (RO)2 PS, NH,. (2)] In this aspect dithiophosphates are similar to xanthates, the only difference being the substitution of the tetravalent carbon atom in the xanthate polar group by a pentavalent phosphorus atom in the dithiophosphate group. This difference implies at least two characteristics: (1) that there are two hydrocarbon chains associated with the polar group so that an increase in the number of carbons of the single chain is expected to have a pronounced effect on the flotation properties, and (2) that the bond between the sulfur and the central atom is stronger than in the xanthate group. This probably leads to a decrease in both the polarizability of the electronic cloud of the sulfur and the interaction with cations.3 However, what is lost in the dithiophosphates by having a weak polar group can be gained by an increase in the number of carbons as will be seen later. Taking into account the size of the atoms involved in a dithiophosphate molecule, as listed in Table 1, It is possible to draw an approximate diagram of its structure as shown in [Fig. 1]. It is assumed here that the length of the single hydrocarbon chain is equal to that of the corresponding alcohol. Preparation and Purification Acid dithiophosphates can be prepared, as previously mentioned, in accordance with Eq. 1. The rate of this reaction is too slow at room temperature and can be improved by increasing the temperature to about 60° or 80°C7 or by evacuating the system.
