IN THE December issue of MINING AND METALLURGY, attention was drawn to the February meeting of the Institute. The plans of the Committee on Arrange-ments have progressed considerably since that date, so that further announcements may now be made. The Mining Methods Committee has definitely arranged for at least three sessions. One of these will be devoted to a discussion of various methods used in sampling large low-grade ore deposits; a second will have for its leading subject underground transportation and mining practice as developed by the Anaconda Copper Mining Co., and the third will be devoted to the coal industry, particularly in reference to the percent-age of economic recovery under various conditions. The Mining Methods Committee will also hold a committee meeting, which will be open to all members, for the purpose of a discussion in reference to the symposium on mining methods which it proposes to hold at an early meeting. The Petroleum and Gas Committee is planning a two-day symposium. A tentative program was printed in the November number of MINING AND METALLURGY, and this, with a few changes, still indicates the plans of the committee. E. L. DeGolyer, vice-chairman of the committee, says Mining engineers and geologists should make every effort to attend the February meeting and hear the symposiums on foreign oil possibilities which have been arranged by the Petro-leum and Gas Committee of the Institute. No such comprehen-sive consideration of this subject as that planned has previously been attempted. This matter is extremely important to all persons who are users of petroleum or its products, and in our present civilization this classification includes every individual, but it is particularly important to the engineer who directs the production and use of power on a large scale. The United States produces currently about two-thirds of the world's oil but consumes more than it produces. We must look .to outside areas for part at least of our petroleum requirements and the future market, because even American oil will be influ-enced largely by the ease and freedom with which this outside supply may be secured. It is important to you to know something of foreign prospects and conditions under which they may be developed.

Now that both the national and state legislatures are seeking ways of reducing expenses, the appropriations for geological investigation and for the study of mineral resources have been greatly reduced and in some cases entirely stopped. Is this policy justified? The sums saved by these reductions are always small. If the work accomplished by these surveys has no intrinsic value to the community, but is only an interesting way of spending some of the people's money when that money is plentiful, there should be no surveys at any time. If, on the other hand, they perform a necessary function, it is indeed foolish and short-sighted to save these paltry sums to the detriment of the community. It is not my purpose to undertake a general justification of geological surveys. Rather, 1 wish to call attention to the work of one state survey that has been discontinued, and to indicate ways in which the work was valuable to the people, even though that state's mineral resources are not very important, and why it should be continued. Though at one time in Connecticut's history iron mining and smelting were important, and copper was mined in appreciable quantities in two localities, it is many years since it could be regarded as a mining state. At present Connecticut stands far down among the states in the value of its mineral products. Granite for architectural and structural purposes, trap rock, clay, agricultural lime, feldspar and quartz, together with a few other nonmetallic minerals, are produced in appreciable quantities, but the natural resources of the state consist at present much more largely in its attractive scenery, woods, lakes, shore line, and in the opportunities that these offer for rest and recreation. Is the prosecution of geological work in such a state a waste of the taxpayer's money? Or can it be that though it was formerly valuable, the work is now completed? The only way to answer these questions is to review the geological work done in the past and to consider the type of information the people want, as reflected in the requests that have been received by the director of the survey in the last few years. THE following report covers the history of the development of the mine, present equipment, methods and costs of mining and milling. In addition, a description of the ore deposit is given with emphasis on the origin of the fractures, mode and types of ore occurrence, and mechanics of granite emplacement. An endeavor has been made to present a complete and accurate statement of the San Mauricio mine, the highest grade gold mine in the Philippine Islands. Credit is gratefully acknowledged to the mine staff for descriptions and details regarding their particular field of work. All analyses were made by Mr. T. A. DeVore, head chemist, San Mauricio Mining Co. Messrs. Edward Wisser, J. E. Fyfe, A. F. Skerl and W. B. Meek, geologists, have contributed geologic information and ideas, for which thanks are extended. The Executive Committee of Marsman and Co., Inc., Managers of the Company, has kindly given permission for publication. Mr. J. B. Stapler, Division Manager, Marsman and Co., has had the courtesy to read the manuscript and to give critical and helpful suggestions. LOCATION OF AREA AND SCOPE OF WORK San Mauricio Mining Co. controls a group of 113 claims that lie immediately north of the town of Jose Pañganiban (formerly Mambulao), Camarines Norte, Luzon, P. I. (Fig. 1). Exploration work commenced in the spring of 1934; active development began in the fall of that year and has continued to the present date. Mill construction was begun Oct. 15, 1935, and production started March 10, 1936. Total production to June 1, 1939, is P10,499,105.15 ($5,249,552.57). [+]

AT the meeting of January 28 which was held too late to be reported in the February MINING AND METAL-LURGY, Messrs. Taylor, Barron, Bassett, DeGolyer, Hutchinson, Norris, Rand, Reynders, Smith, Sweetser and Callow were present. Aside from routine matters, relating to finances and membership,, the Board author-ized establishment of a payroll account and payment by check. It also approved plans for a regional meeting to be, held at Cleveland on April 19 and 20 under the auspices of the Ohio Section and the Iron and Steel Committee. Following a report from the Committee on increase of Membership, Messrs. Barron, Bassett, and Sweetser were appointed as a special committee to con-sider the feasibility of increasing the dues. Mr. Read was made secretary of this Committee. A pleasant feature of the meeting was the presence of past-presi-dent Olcott and the presentation by him to the Institute of an elaborate scrap book, covering the excursion through Mexico made by the Institute in 1901. The meeting was preceded by a dinner at which Scott Turner spoke of the problems of the Bureau of Mines and the large volume of service work for the govern-ment it was now called on to perform. M. L. Requa discussed the need of more exact data covering our national reserve of minerals. E. N. Cooper gave a vivid picture of conditions in Mexico. W. H. Bassett told of the problems before the Institute of Metals, and Zay Jeffries told of the plans for that Division now being formulated. Max W. Ball reinforced what Mr. Requa had said relative to the importance and value of conservation studies as relates to minerals.

The attention of travellers, upon the desert bordering the Great Colorado of the West, is often arrested by broad stretches of pebble-covered plains, or mesas, glittering in the sunlight from the myriads of polished surfaces, giving, at a distance, the appearance of a sheet of water. It is not alone the well-rounded, polished surface of these pebbles which commands attention, but, in addition, their nearly black or darkbrown color; and, above all, their uniform distribution in a level sheet, covering the plain in a continuous layer or pavement like a vast mosaic without sand or soil. Hundreds of square miles along the lower Colorado, especially in Yuma county, Arizona, and on the borders of the Colorado Desert in California, are thus covered. It is evident that the former cxtent of such pebbly plains was much greater than now, for the continuity of the mesa is broken into by the numerous dry arroyos or " washes " formed during exceptional showers or deluging rains. In some places there is an underlying bed of pebbly conglomerate, a mixture of pebbles and sand; in others the pebbles rest on a sandy, earthy foundation. The rounded pebbles are distinctly alluvial in origin, and pertain to the ancient Colorado drainage system; but it is not comprehensible that such regular layers of polished pebbles could have been left by subsiding floods or river action. Attention was early directed by me to these remarkable plains, first examined in 1853, when exploring for the United States and seeking a practicable route for a railway to the Pacific coast.* The cut and polished surface of the pebbles

This excellent, concise paper by Dr. Iwasaki on the principles of selective flocculation for iron ores discusses many of the principles and problems which have occurred in our bench and pilot plant test-work. The use of sodium tripolyphosphate in combination with sodium silicate as a dispersant is very effective. However, this may cause a problem with the environmental groups as phosphorous is a nutrient. We have also established that the lower the Ca level in the pulp solutions the greater the dispersion. We have found that ores from the same geological strata, having the same general mineralogy and iron content will sometimes have widely different degrees of dispersion. There was-no difference in the gross mineralogy but the solubility of the Ca and SO ions was much less in the ores most easily dispersed. Research efforts should be directed towards a more practical means which would more easily enable one to predict the amount of dispersant required for the various ores. With regard to water quality we have found that waters having higher contents of SO4 and C1 ions hinder dispersion. This could be a method of controlling too much dispersion by the addition of sulfate or chloride ions. This would require further investigation. We have had no trouble with agitation speeds of up to 925 rpm in conditioning starch with the dispersed pulp prior to selective flocculation. We have found about 0.3Lb/LT of starch to be sufficient for selective flocculation on our ores. BEFORE the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed; the men being paid monthly. In some cases, fairness to the employee, was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines.

It has long been known that minute quantities of foreign substances, when alloyed with steel, are capable of materially altering its physical properties. Thus, half a century ago, Faraday and Stodart, in England, discovered in the famous Indian steel, known as " wootz," small quantities of aluminum, from 0.0728 to 0.693 per cent., and attributed its extraordinarily good quality to the presence of such minute quantities of that metal. Since aluminum is now produced by electrolytic means on a large scale and at low cost, its addition to cast-steel has been frequently recommended of late. Chromium was alloyed with steel fifty years ago by the celebrated French metallurgist, Berthier, of Paris, and has recently been successfully applied to the same purpose by Holtzer, of Terre-Noire. In 1860 titanium was alloyed with crucible steel by Robert Mushet, of Coleford, the alloy containing up to 0.50 per cent. of titanium, which was extracted from Norwegian ilmenite. The titanium-steel was much vaunted by him for its excellent qualities. Rhodium, a very rare metal of the platinum series, was maintained by Berthier to improve steel materially in strength and hardness. Manganese has always been held by Sheffield steel-melters to provide steel with excellent qualities, and this influence was quite recently investigated by H. M. Howe and L. Campredon. Nickel was tried as an addition by Berthier, not to speak of gold, silver and platinum ; and nickel-steel has recently been brought into prominence by J. Riley and others, who recommend it for its great strength and toughness, particularly as material for armor-plates.

A FEW years ago a novel electric detonator known as the split-second or millisecond delay electric blasting cap was introduced for use in quarry blasting. Regular electric blasting caps fired in series may be depended upon to fire within a millisecond or so from the first to the last in a series. Regular delay electric blasting caps are provided that fire one period after the other period in intervals of 1/2 to possibly 11/2 sec. Most split-second or millisecond delays are designed to fire one period after the other period in possibly 25 to 50 millisecond intervals. The ear is not capable of detecting time intervals of this magnitude. The primary thought at the time millisecond delays were introduced was to investigate the results on rock breakage by firing a line of holes in a quarry face so that charges in adjacent holes would not be detonated simultaneously. This could not be accomplished satisfactorily with regular delays. The time interval between successive periods of 1/2 to 1 sec was sufficient to permit considerable movement of the burden. If the burden of one hole was reduced to a great extent by the firing of an adjacent hole, the firing of the hole with the reduced burden would likely reveal this lack of confinement by a terrific report and wild throw of rock. In the early blasts with millisecond delays it was observed that instead of the usual sharp report, the blast had a muffled sound and vibration was not as perceptible as when simultaneous firing was used. Because many quarry operators were being threatened with injunctions or suits for damages by neighbors who claimed structural damage to their buildings, millisecond delays were tried extensively in quarries. In the majority of these trials, the results were very satisfactory. The seismologists recorded the ground movement created by many blasts and verified the initial observations that millisecond delays could be used to reduce vibrations appreciably. In the past few years the advantages of this principle of nonsimultaneous firing of the charges in blasts has become generally accepted. Today the quarry operator who has vibration troubles, inadequate breakage, and excessive backbreak and has not investigated the possibilities of millisecond delay blasting is ignoring a remedy that has proved satisfactory for many. His complacency may be costing him money. Because of the results attained in quarry blasting, it was logical that millisecond delays should be tried in construction work such as in road cuts. As formations in this type of work are likely to change rapidly with advance of the cut, it is more difficult to evaluate results than in quarry blasting. However, this improved control over timing has been beneficial in limiting throw, promoting fragmentation, and reducing overbreak. In blasting near buildings the reduction in vibration and in throw has been especially helpful. As blasters employed in construction work learn what may be accomplished by closer control over the time of firing of explosives charges, more and more millisecond delays are being used to supplant instantaneous electric blasting caps. Improved Fragmentation Underground With this background of promising results, it was not surprising that millisecond delays should go underground. In limestone mining use of millisecond delays as compared with use of cap and fuse or electric blasting caps showed improved fragmentation in stopes and in slabbing operations. Then an opportunity developed to use millisecond delays in some tunnels being driven in a limestone mine (fig. 1). Using the normal charge employed and merely substituting three millisecond delay periods for three regular delay periods, there was a noticeable difference in the appearance and the position of the pile of rock after a blast. A greater portion of the face was exposed, the crest of the pile was farther from the face, and the pile was heaped high along the center line of the tunnel leaving room to walk along the ribs to the face. Fragmentation was appreciably increased. It gave the impression that the slabs had been thrown against each other with tremendous force, promoting the movement of the broken rock along the center line of the tunnel away from the face. Because the drilling and the charge weights were unchanged, the evidence was convincing that the difference in timing was responsible for the difference in results. Probably a greater portion of the energy from the explosives had been expended in doing useful work on the rock. Zeros followed by two periods of millisecond delays were used in the V cut and in two slabs to either side of the cut in this simple round. The mines of the country are called upon to bear a very large part of the enormous taxes to be raised for 1917 and later years. The Internal Revenue Bureau, which is charged with the assessment and collection of these taxes, desires that the taxation laws shall be administered in a fair and business-like way. The application to mines, however, which have wasting assets, involves questions of particular complication and difficulty. To meet this situation, there has been established in. the Income Tax Branch, a Section of Mine Valuation in which these specific problems of the industry will be handled by competent engineers. But it is realized that something more than this is required for the satisfactory application of the tax laws to the mines, namely, as complete understanding as possible between the Government and the taxpayer, a spirit of cooperation as between the two and every possible assistance and advice from mine owners and mining engineers.

F. G. SMITH.-Probably someone will ask whether I discovered why the bottoms of the large shells broke out. I did not, as a result of this investigation. An experiment was made along the lines indicated in this paper, to determine whether abnormal grains greatly affected the physical properties of brass. Two ordinary test bars were annealed for 1/2 hr. at 750° C. and physical properties determined on one. The other was covered with indentations made with a peen hammer and then reannealed. for 5 hr. at 750° C. It was found in the tensile test to be made up of large grains 1/4 to 1/2 in. in diameter. The physical properties, however, differed from those of the first bar only as much as might be expected after a 5 hr. anneal under normal conditions. It appears then that the large grains produced in this manner do not ruin the physical qualities of the brass.

In the biographical notice of Thomas F. Witherbee, published in.Bulletin NO. 32, August, 1909 (p. xxv), it is said that "he is believed to have been the first manager in America to use the chemical laboratory for the purpose of controlling the regular running of the blast-furnace." Since the year is not given, I cannot decide as to Mr. Witherbee's priority; but the statement leads me to contribute a bit of history, showing an early departure from the " rule-of-thumb " blast-furnace work to the employment of a chemist. In the autumn of 1868 the department of mining and metallurgy was established at the Rensselaer Polytechnic Institute. In connection with the assay-department a laboratory was equipped for making general commercial analyses. In January, 1869, Alexander L. Holley, the manager and builder of the Bessemer plant at the Rensselaer Works of John A. Griswold & Co., the first plant erected in the United States under the Bessemer patents, began to send me samples

Time and again, lives are lost in underground cave-ins only be- cause there is no quick, sure way of locating the victims. When such accidents happen, rescuers must usually depend on the testimony of eye- witnesses for information on the whereabouts of trapped miners. Seldom is this information reliable. The witnesses themselves have just been through a traumatic experience that has distorted or destroyed their sense of time and place. A far more reliable method of finding men underground has recently been developed by the Coal Mining Research Institute of Ostrava, Czechoslovakia. With this system, a miner can be located with adequate precision even if he shows no sign of life. For the system to work, the miner need only have his electric cap lamp somewhere nearby. The system consists of a minute radio transmitter operated by the lamp battery (Fig. 1). This tiny transmitter continuously emits high- frequency electromagnetic waves that can be picked up by a sensitive direction-finder receiver in case of accident.
