During 1975, the Reclasource Corp. constructed and started up a plant for the recovery of mill scale, coke breeze, blast furnace dust; blast furnace sludge; and TOC dust, at the site of Crucible Steel, Inc., Midland, Pa. The Reclaform Process was employed as the criteria for plant design. This process takes the solid wastes (as listed above) which are commonly found in integrated steel mills, sizes them, forms them through the use of a carbonaceous binder briquetting system, and fixes the binder through a final heat treating step. Blast furnace tests have been performed on 15,000 tons of Reclaform briquets. This paper gives a brief history of the program, and describes the process and the raw materials involved. The blast furnace campaign and its major conclusions are discussed.

COPPER ore from Kennecott Copper's Ray mine, about 60 miles southeast of Phoenix, Ariz., is concentrated at the company's mill at Hayden, some 18 miles south of the mine. The Hayden mill is currently treating 16,000 tons of ore per day by flotation, using raconite, a crude butyl xanthate, as a collector for the sulfide copper minerals and lime as a pyrite depressant.1 The ore contains significant amounts of nonsulfide copper minerals, but recovery of these values has been low. The Hayden mill is now being modified to provide for treatment of future ores by leach- precipitation-flotation (L-P-F). This modification, costing about $5 million, is expected to reduce the loss of nonsulfide copper values and improve overall copper recovery by an additional 2 lb per ton of ore.

IN rock- or ore-crushing tests all data, in order to be valuable for study and comparison, should be obtained and tabulated under conditions as uniform as possible. The results of many such tests have no value for comparison, because of incomplete data and the lack of uniform conditions, screens and scale of sizing, etc. The purpose of this paper is to suggest a form of standard specifications which may be developed by the Milling Committee and approved by the A. I. M. E. for rock-crushing tests. It is not intended to discuss any theories of rock crushing. Reports of rock-crushing tests should include the following details: 1. Description of the machine employed (jaw or gyratory crushers, rolls, stamps, tube mills, Chilean mills, etc.). 2. Method and material (timber, concrete, etc.) of foundation. Much power is dissipated in the vibration of poor foundations. 3. Locality from which the rock or ore was obtained, and geological, mineralogical, and physical characters of the material. 4. The power consumption of the machine running with no load and with full load, the unit of power being 1 hp, per 24 hr. 5. The capacity of the machine in tons (of 2000 lb.) per 24 hr. 6. The duty in tons per horsepower-day. 7. The screen analysis of feed and product by the proposed A. I. M. E. standard screen scale. On the foregoing statement, the following remarks are offered.

AN analysis of this subject demands a study of the theory and practice of the present system, conclusions as to its merits, and recommendations for remedying its defects if any be found. Theory of the Present Law The theory of the present law with reference to lode locations contemplates the existence upon the surface of mineral-bearing veins which have clearly marked boundaries, and which can be so readily traced that a locator may immediately mark the boundaries of his 600 by 1,500 ft. claim in such a way that the vein will pass through both of its end-lines. It also supposes that, having discovered such a mineral-bearing vein, the locator will at once post a notice upon such discovery, mark the boundaries of his location in such a manner that they can be readily traced, and from that time forward have absolute title to the ground embraced within such boundaries, as against every person except the United States. For initiating title to placer ground, the law presupposes the discovery of a valuable mineral deposit; but not necessarily in place, as in the case of lode claims; and the location must be made to conform "as nearly as may be" to the legal subdivisions of the United States public land survey. When the placer law was extended to include the acquisition of title to oil lands, no exception was made as to the necessity for the discovery of valuable mineral in advance of location!

THE wide variation in tension and compression properties' which exist between the a,ß and ? phases of plutonium indicate that a study of the impact properties would give a greater insight into the variables affecting the mechanical properties and formability of plutonium. In tension the a phase is quite brittle with elongations less than 1 pct. The ß phase at normal test speeds is unusually ductile; elongations up to 621 pct have been obtained. However, the ß phase is quite sensitive to strain rate; elongations decrease rapidly as strain rate is increased. The y and 6 phases are less ductile than the ß phase, with the 5 phase the more ductile of the two. Neither are very sensitive to strain rate. Considering the brittle nature of a Pu in tension and compression and the strain rate sensitivity of ß -phase Pu, both unnotched Charpy specimens and standard V-notched Charpy specimens were fabricated for testing. In addition, since iron in amounts greater than 500 ppm forms a Pu-PlgFe eutectic network which inhibits microcracking in as-cast plutonium,' it was decided to prepare impact specimens with low and high iron contents. Chemical analysis and density data for the impact specimens are presented in Table I. A total of 55 impact specimens, 32 unnotched and 23 with the standard Charpy V-notch were tested at temperatures from —45' to 330°C. The test results for both unnotched and notched specimens are illustrated in Fig. 1.

THE Getchell mine is a comparatively recent discovery in the old Potosi mining district, Humboldt County, Nevada, a district organized in the seventies and eighties, in which some prospecting was done in several metamorphic zones along a monzonite-sedimentary contact. The district had no production in the early days and no further work was done until the same metamorphic zones were prospected for tungsten (scheelite) in 1917 and 1918, when a few small lots were shipped. It again lay dormant until 1934, when prospectors investigated a large siliceous escarpment at one end of the old district where outcroppings were a prominent feature of the topography. Undoubtedly, during the early prospecting of the district, the outcroppings had been investigated for mineral, probably by panning, with negligible results because the gold later found is invisible in the concentrate and is refractory. A fire assay revealed the presence of sufficient gold to warrant development work. The outcroppings were easily prospected by short tunnels having their portals in the siliceous material on the hanging-wall side, with a maximum distance to crosscut to the footwall of 135 ft., or a distance at right angle to dip of 60 to 90 ft. Development work, reaching a depth of over 600 ft. on the dip of the vein, was done by means of various crosscut tunnels, winzes and laterals. A churn-drill hole was also sunk, which intersected the vein at a depth of 1100 ft. on the dip. Sufficient development work of this character was completed by 1937 to justify the erection of a reduction plant to roast the sulphide ore and cyanide the calcine, and to treat the oxidized ore by straight cyanidation, to make a doré bullion for shipment to the mint. The erection of the plant was started that year and finished early in 1938, with a combined capacity of about 800 tons per day. It has operated continuously since erection and recently was enlarged to handle 1000 tons per day. The vein dips with the slope of the mountain, and by stripping the hanging wall the ore may be mined by power shovel for several hundred feet below the outcrop. Thereafter underground methods will be necessary.

The finding of Wojciechowski and Chalmers that columnar crystal growth can be stopped by an already existing network of equiaxed crystals is supported by other recently reported work on both static and mechanically stirred ingots.27,28 Support for the dendrite arm fragmentation mechanism, too, can be obtained by comparing the effects of spinning on ingots cast in a material which has a dendritic solid/liquid interface during solidification with one which has a cellular interface, since no evidence of change at the interface, other than a change in growth direction, can be found in the cellular material. But there are alternative ways of producing an equiaxed zone in materials which characteristically solidify with a cellular interface. For example, interrupted spinning of a normally cast ingot can do it. In this case it has been shown28 that the equiaxed zone is caused by the showing of dendritic particles from the top surface of the ingot to nucleate a network of equiaxed crystals which forms a barrier to the continued growth of the columnar grains. This showering has also been shown to be a major effect in materials solidifying with dendritic interfaces. It has also been proposed28,29 that, for an equiaxed zone to form, not only must nuclei be present ahead of the interface but also these nuclei must grow to sufficient size to be a barrier to the further growth of the columnar grains. A further requirement is that a network of these grains continually be produced ahead of the growing interface; otherwise there is a reversion to columnar growth as found by Wojciechowski and Chalmers. In normally cast ingots it is possible for nuclei ahead of the interface to grow since during a large portion of the solidification time there is no temperature gradient ahead of the interface,30 and, in fact, the liquid may be slightly undercooled.29 This then is the major difference between the work under discussion and normal industrial solidification conditions, since Wojciechowski and Chalmers imposed a considerable temperature gradient in the liquid. In courtesy, hospitality, as well as in accent of speech, he is true to the tradition of the South. His alma neater, the University of the South, has given him the honorary degree of Doctor of Science for his achievements in metallurgy. He has been active in many technical societies; has received the Whiting Medal of the American Foundrymen's Association for his work in the advancement of gray iron metallurgy, and is chairman of the gray iron division of the A.F.A.; was instrumental in initiating the Alloys of Iron Research of the Engineering Foundation and has served as a member of its Alloys of Iron Committee since the Committee's organization.

When I presented at the Chicago Meeting of the Institute, in May, 1884, a paper on Hadfield's manganese steel,* which had about that time been brought to the notice of steel manufacturers, I promised to furnish some physical tests of the steel for publication in the Transactions. The fulfilment of the promise then made has been delayed by various circumstances; but I have recently been put in possession of tests of this steel carefully made at the Woolwich, England, arsenal. Messrs. Hadfield & Co. prepared for the arsenal a series of twelve test-pieces, made from the same heat. An analysis of the steel gave the following results: Carbon,.........73 Silicon,.........37 Sulphur,.........06 Phosphorus,. .08 Manganese,...... 9.83 The test-pieces had been heated to a white heat and plunged into cold water prior to being put into the machine. Numerous articles have appeared in the literature citing the application of the potentiometric analyzer to cycling operations. Specific information obtainable by a potentiometric analysis, as noted by various investigators, includes: 1. Pattern sweep efficiency for various injection and production rate programs. 2. Injected fluid breakthrough time at production wells. 3. Optimum production and injection rates. 4. Prediction of injection and/or production well locations. 5. History of advance of the in-jected-produced fluid interface. 6. Ultimate life of the reservoir. 7. Ultimate reservoir production. This note describes a procedure for predicting pressure distribution in a gas-condensate reservoir by using the potentiometric analyzer to obtain potential distribution data on an analog model of the reservoir and then applying Muskat's' equations. The method relates the volumetric weighted average datum pressure to the mean potential in the model.

The total value of world offshore mineral production in 1970 is estimated around $180 million-less than 1% of the total onshore value for that year (Table 1). As such, offshore mining is still a relatively small industry. Commercial operations center around production from unconsolidated surficial deposits lying in shallow waters of the continental margins. While minerals recovered include sand and gravel, iron, tin, limestone, and aragonite, other possible mineral targets have been identified For consolidated deposits, only two offshore operations are known to exist. They are Alaska Barite Co.'s Castle Island mine (see p. 46) and Freeport Minerals Co.'s Grand Isle mine in Louisiana. At Grand Isle, sulfur is recovered from an offshore platform utilizing the Frasch process. Also, Freeport recently announced reactivation of its offshore Caminada sulfur mine at an estimated capital cost of $23 million.

On Jan. 1, the office of the. National Service Committee was established at 502 McLachlen Building, Washington, D. C. The first work was to review current legislative information; which is being continued and good results are accomplished. Whenever matters of importance appear in the Congressional Record, notice thereof with such documents as are germane are forwarded to the members of the committee for their information and advice. The first formal report of the chairman was on the so-called Smith-Howard bill to secure Federal endowment for the establishment of engineering research. The chairman of the Committee, at the request of the Executive Committee of the Engineering Council, appeared before the Senate Committee on Education and Labor for the purpose of opposing those features of the so-called Kenyon bill which would create a practically permanent commission dominated by the Engineering Corps of the Army over all Federal engineering projects as well as state and municipal projects receiving Federal aid. The greater part of the time has been expended in correspondence and consultation on the matter of the establishment of a Department of Public Works. The results of this work lead to the belief that there is much promise of the establishing of such a department by the 66th Congress Hall members of engineering societies, as well as the societies themselves, will unanimously agree on and support a measure, and in order to secure such unanimous support, it will be advisable to call a conference of engineering societies. .
