Those interested in training engineers for the mineral industry should consider how their men may fit into the general industrial recovery that now seems well started. One hears occasionally that too many engineers have been produced, especially mining engineers, and that the opportunities for their employment are decreasing. Just what is the situation? Enrollment in American engineering schools has fallen off sharply during the past few years. In 1930-31, the year of peak enrollment in all engineering schools, there were 78,685 engineering students in the United States, but in 1932-33 only 67,584, a decrease of 14 per cent. President Walters, of the University of Cincinnati, in his survey of 74 engineering schools, published in School and Society of Dec. 16, 1933, estimates that the engineering enrollment for 1933-34 is 10 per cent under that of 1932-33, or about 60,000. The situation in the mineral .ethnology schools somewhat parallels this general trend, although not to the same degree. Last year there were 4443 students in mineral technology schools, compared with 4687 in 1930-31, a decrease of 5 per cent. This year, with 3995 students, the enrollment shows a decrease of 10 per cent from last year, or a decrease of 15 per cent from 1930-31. Enrollment has no doubt been influenced by the condition of the mincral industry, just as the enrollment of other engineers has been affected by general industrial conditions. But the mineral industry, which is the first to recover, has not been so seriously affected as have some of the manufacturing industries during the past four years. This is especially true of coal and gold mining, which have been increasing rapidly in their production during the past year and have given employment to more men. Ten years ago, approximately 1,000,000 men were employed in the coal and metal mines and quarries, compared with probably half that number now. The number of mining engineering graduates in 1934 will be 234 and in metallurgy 252. In other words, fewer than 500 graduates are entering these industries the present year. With conditions improving in the mineral industry, coupled with a falling enrollment in our mining schools, there certainly exists an opportunity for young men now beginning their training for this industry.

THE Agua Fria mine is in eastern Honduras at Lat. 140° 06' N., Long. 86° 36’ W. Danli, the seat of the local municipal government, is the nearest town. The property is approximately 44 miles east of Tegucigalpa, the terminus of a truck road from the Pacific coast. The mine lies at an altitude of 3300 ft. with surrounding elevations as high as 6000 feet. For 20 years the oxidized croppings of the Agua Fria vein had been worked intermittently when in 1927 an attempt was made to open the property. A shaft was sunk 300 ft. and considerable ore was blocked out, but before a mill could be installed financial difficulties arose and the mine reverted to the original owners. Erle P. Halliburton, of Los Angeles, purchased the property in 1934. At that time a careful consideration of all factors involved showed that air transport was the only practical method of moving the equipment and machinery necessary to commence production. The other alternative was by muleback, which required sectionalizing all equipment to a maximum load of 200 lb., and during the rainy season this type of freighting was subject to serious delays. It was decided to purchase a trimotor Ford powered by three Pratt and Whitney Wasp B motors developing 400 hp. each. There were several reasons for the choice: (1) this type of plane was available at a reasonable price, owing to its replacement by faster models on most of the airlines in the United States; (2) the ship was capable of carrying a pay load of 3000 lb. over the required distance; (3) since this airplane had been widely used there would be no difficulty in securing competent personnel or in purchasing spare parts. It was necessary to rebuild the plane for cargo service. The windows were removed and the fuselage was entirely covered. A hatch was cut in the top of the fuselage to receive heavy crane loads and pieces of freight that were too large or too long to go through the rear door. The seats were removed and the interior of the plane was lined with Duralumin sheets. A heavy-duty landing gear was installed and the floor was reinforced. The nearest site for an airport was two miles north of the mine. The necessary grading was done by a small track-type tractor with a wheeled grader, which was brought in overland. A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

I HAVE previously demonstrated to you as well as I knew how in what way ores are treated and then how the separated metals are brought to their pure and ultimate limit of perfection by means of smelting and other artificial fires; all except gold, which remained incorporated in the silver. Because the method used for the others does not serve for this, and if indeed it did serve it would be a great labor and could not be done without a great loss of the thing, it is therefore necessary to proceed with the practice of another art if you wish finally to extract gold from the bonds of the intrinsic substance of silver, for it exists bound and scattered in this like the soul in the body of living creatures. In this, unlike the other works where you make direct use of the vigor of the fire, you use a substance that is like water, drawn by the force of fire from a very powerful composition of two materials. This is a very marvelous thing to consider as a liquor because of its powerful effects. It is made by artificial distillations and it has an acid property and the power of corroding and reducing into itself silver and any other metal placed in it, with the exception of gold. Nothing is apparent in it except a pure water. It is indeed a very ingenious thing for which we must be greatly indebted to that philosopher, alchemist, or whoever else was its discoverer. The silver that contains gold is put in this water, and from its former quiet state you will see it change as if forced to combat and breathlessly devour and consume that silver in itself and change it into water. This happens in a very short time and with very little help from the heat of the fire. All the gold that was united in the silver you will see like sand at the bottom, and when the water is taken off by decantation it will freely give you all the gold without any loss. Nor is it so ill-mannered as to fail to restore the silver to its place if you wish; and though it seems to have consumed and spoiled it as it was before, it returns it to you without loss. The: volatility of a motor fuel is an index to its quality and to the satisfaction that will attend its use as an internal combustion engine fuel. Natural gasoline is concentrated volatility; threfore, it is quite natural that the most important market for natural gasoline should be for blending with less volatile refinery gasolines. Progress in the art of manufacturing natural gasoline, particularly in fractionation, which has made possible the elimination of the fixed gases and lighter hydrocarbons having a tendency to gasify at atmospheric pressure and temperature, has made it possible and desirable for refiners to utilize an ever-increasing percentage of natural gasoline in their finished product. This, in turn, has enabled the industry at large with each succeeding year to supply to the consuming public a better grade of gasoline. While cracking processes and improved fractionation in refinery operation have resulted in higher yields of gasoline per barrel of crude oil refined, natural gasoline has also played a large part in this respect because it has enabled the refiner to cut deeper into the crude and still maintain proper standards of volatility by blending natural gasoline with the product from his stills. There is, of course, with even the present improved grades of natural gasoline, a limit to the percentage that may properly be used. This percentage varies with different grades of crude oil, varies according to the facilities employed at the refinery and varies according to the grade of motor fuel manufactured; therefore it is not possible to say that for a certain predetermined amount of motor fuel to be manufactured in a given area, a certain definite amount of natural gasoline will be required. It is, however, generally conceded, and statistics bear out the statement, that the average gallon of motor fuel sold in this country contains approxi-matcly 11 per cent. of natural gasoline. Isolated cases may be found where in a very few refineries during certain seasons no natural gasoline is used, while in other plants as high as 35 per cent. and 40 per cent, natural gasoline is used in certain grades of motor fuels. In accordance with the provision of the Constitution, notice is here given to all Members, Associates and Junior Members, that the dues of the year 1917 will be payable on Jan. 1, 1917, at the office of the Secretary. The dues for Members and Associates are $12 per year and the sum of $3 additional is asked of those Members and Associates who desire to have the three volumes bound in the Institute's standard half morocco binding. The dues of Junior Members are $5 per year. Volume 54 of the Transactions is now printed, and will he sent in January to all members whose dues for the year 1917 are paid.

Data about production are practically non-existent before 1860. The Census of 1840 reported a small amount, and a number of small mines were opened in the forties, all of the coal being used locally, or hauled to consumers in wagons. Tonnages shown in Table 72 are estimated from those for which authority is given. Railroads reported coal tonnages carried in the state in 1878 and subsequent years for years ending June 30th;, it is not stated that the tonnage originated in the state. Considering this fact, and the considerable amounts used locally, the tonnages given in Table 72 are certainly not larger than the actual amounts produced.

The southwestern Illinois communities of Belleville and Maryville lie within the greater metropolitan area surrounding St. Louis, Missouri. They also lie within that part of the Illinois coal basin where the Number 6 coalbed has been mined for more than a century. About half the coal was left as pillars to support the ground surface. Years later, however, damaging movements are affecting buildings, streets, and public utilities in some areas. They are generally believed to be related to abandoned mine workings. The threat of continued or increasing incidence of damage raises the need to explore other subsidence-control measures for protecting affected areas with high population density.

Percussion drilling with tungsten carbide insert button bits ranks among the most significant advances in both underground and surface drilling in medium and hard rock formations. Getting top performance and life from these upfront components is not particularly difficult if one pays attention to the basics in operation and maintenance. For some reason, a few of the essential operating and maintenance steps for getting the most from these tools seem to have gotten turned around; instead of operating at the near optimum levels, some miners, in following myths or misunderstandings about them, are shortchanging their optimal utilization. EXISTING distribution data' for silicon between liquid iron and silver at steelmaking temperatures, 1500" to 1600°C, has made activity relationships in liquid silver-silicon alloys desirable as a method of determining the silicon activity in molten iron. To this end, through the use of radioactive Ag110 and the molecular beam technique described in a previous paper,' the vapor pressure of silver as a function of temperature has been measured over three silver-silicon alloys containing 3.9, 9.3, and 15.4 atomic pct (eutectic composition) silicon. DURING recent years thermal drying of fine coal has increased at a tremendous rate, but very little discussion of the several excellent units has found its way into print. This is particularly true for operating and maintenance costs, and the operator who is faced with his first fine coal drying installation must depend chiefly on hearsay when trying to determine what his drying costs will be. This article presents the maintenance and operating costs for the seven drying units now installed in preparation plants of Pittsburgh Consolidation Coal Co. and lists other cost information that should be obtained before any particular drying unit is selected.

SEVERAL investigators have recently contributed to a clarification of the controversy concerning the allotropy of chromium. Ross and Hume-Rothery1 and Vasyutinskii et a1.2 have reported high-temperature X-ray data on unalloyed chromium from which they have concluded that no allotropic transformation occurs in this metal. Bechtoldt and vacher3 in their investigation of the Cr-Ni alloy system found no evidence for a transformation in chromium and Smart and Haynes4 in critically analyzing the data presented to date concerning this system could find no evidence for a eutectoid reaction in this system. The Editor, with the full realization of his own forgetfulness of political duties until it is brought to his attention perhaps by some unfavorable election already. consummated, wishes to remind the thinking men who compose the body of the membership of this Institute that never before in the history of the country has it been so important that we should be represented at Washington, and in our State Legislatures, by men of vision, high character, courage, broad experience in the more important affairs of life, and undoubted loyalty. Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. URANIUM is commonly recovered by either column ion exchange (IX) or basket ion exchange (RIP) from solutions resulting from sulfuric acid leaching of uranium-bearing ores. In both operations a solid state ion exchanging resin is used, the major difference being that practically clear uranium pregnant solutions are required for passage through resin columns whereas in RIP, leach slurries from which only the sands have been removed are caused to flow through ion exchanging resins contained in baskets. The solvent extraction process as used for recovering uranium from acid leach solutions is also an ion exchanging process, but one in which the ion exchanging medium is a liquid rather than a solid state resin. For this reason, SX is often referred to as liquid ion exchange, although liquid- liquid extraction is probably more accurate. Uranium in its sulfuric acid leach solutions exists in an equilibrium that may be visualized as follows: [ ] Because of an equilibrium of this nature, uranium may be recovered on either cation exchanging or anion exchanging resins and then concentrated during the resin eluting operation. Similarly, solvent extraction processes may utilize either anion ex- changing or cation exchanging liquid organic phases, which capture the uranium and permit its subsequent concentration when the organic phase is stripped.

Drilling for oil and gas in Missouri continued at a slightly lower rate than has been prevailing. A summary of operations for the past few years as compiled and published by the Missouri Geological Survey and Water Resources is as follows: Two oil pools are being developed in Cass County. Neither area has been drilled completely, and detailed descriptions will not be given at this time. In the Endicott pool in the southern part of T. 44 N., R. 33 W., oil is found in the Warrensburg sand, which is now considered to be the Big Lake sand of eastern Kansas. The top of the sand is about 125 ft. below the Herthalimestone. The best well is reported to have made 14 bbl. per day for the first four days. The oil is 30" to 32' BB. gravity. This is the only pool in the state, aside from the older areas on the east and west edges of Lees Summit, Jackson County, that is producing oil from the Warrensburg sand. Drilling continues in the Knoche pool in the central part of T. 46 N., R. 33 W., where the oil is found in the Squirrel sand. The oil produced by both these pools is sold by truck in Kansas City.

THE fall meeting of the Petroleum Division of the American Institute of Mining and Metallurgical Engineers will be held in Fort Worth on Oct. 19 and 20. The Texas Hotel will be headquarters. for this meeting, the technical sessions being held in the ball-room of the hotel. During the evening of the nineteenth a smoker will be held at the Fort Worth Club. In working out the program for this meeting, J. B. Umpleby, vice-chairman for production engineering, considered it especially desirable to offer as complete a discussion as possible of the subject of air-gas lift, its theory and practice, and its relationship to gas-oil ratios. The entire first day will be devoted to sessions on this subject. One session of the second day will be devoted to the use of electricity in oil-field operations and the second to the handling of congealing oils and paraffin. In addition to this program there will be one or more sessions when petroleum engineering research problems will be discussed. This meeting of the Division is primarily devoted to production engineering, as will be seen from the pro-gram. During one of the sessions, however, a brief review with forecasts of the production situation will be presented.

Dear Sir: In conversation here with Mr. Sales, who is much interested in the work of the Committee on Mining Geology, he made a suggestion which you may be interested to hear. He, and many of us, are interested in papers along our lines of special activity, as they appear from time to time in the Institute Transactions, and often take these papers with us into the field. It appears that the work of special committees which are being formed is likely to result in a much greater number of available papers than the Institute has ever before been called upon to publish. This year's Transactions, for instance, have to be published in two volumes. Why would it not be a good plan, instead of printing heterogeneous volumes, to classify the papers into several volumes, under main headings such, for instance, as iron and steel, precious metal mining, and mining geology ? We would, in fact, be very glad to suggest this as a topic for discussion, if you think it wise, in response to the Secretary's letter of April 18. Very truly yours, J. W. FINCH.
