Most Newfoundland mineral deposits can be clearly classified as within rocks formed either as accreting plate margins (ophiolitic pyrite-chalcopyrite massive sulfides such as Betts Cove, Whalesback, York Harbour, chromite at Lewis Hills, and asbestos at Baie Verte), at consuming plate margins (Kuroko-type polymetallic massive sulfides such as Buchans and Pilleys Island, porphyry-type Mo-Cu at Rencontre, fluorite at St. Lawrence), or within plates (zinc deposits at Daniels Harbour, sedimentary iron ores at Wabana, manganese in Conception Bay.) As these metallogenic patterns can be convincingly extrapolated southward into the Appalachians and northward to the Caledonides, they provide an important means of eliminating and selecting areas for particular exploration targets. Some criteria are described for the recognition of these environments of differing economic potential.

Copper production has been under Government scrutiny for many years because it's known as a concentrated industry which in turn creates what many economists label administrative prices. Neither of these conditions is illegitimate, per se, the Federal Trade Commission and the Justice Department have said time and again. But Justice spoke up once more. This time over a Puerto Rican copper development planned by American Metal Climax, Inc., and the Kennecott Copper Corp. Bureaucratic Dichotomy Creates Confusion and Conflict In the Copper Industry Ian MacGregor, chairman and chief executive officer of Amax, said Justice in a recent communique questioned the propriety of the proposal of a joint copper venture in Puerto Rico. At the same approximate time, Dr. Hendrik S. Houthakker, chairman of the President's Commission on Copper, was urging copper producers to expand production to help hold down prices by making more copper available to all consumers. This, Mr. MacGregor said, is creating confusion and conflict, since the Administration from one source is chastising the industry for doing what another branch requests.

On May 16, 17 and 18, 1871, the first meeting of the AIME was held in Wilkes-Barre, Pa. It was then that the objectives of the American Institute of Mining Engineers were set up. The first ones were to enable the Members of AIME, "comprising Mining Engineers and other persons interested in mining and metallurgy, to meet together at fixed periods for the purpose of reading papers upon and discussing subjects which have for their aim the economical production of the useful minerals and metals, and the safety and welfare of those employed in these industries, and to circulate among its members, by means of its publications the in- formation thus obtained." Now, 100 years later, the American Institute of Mining Engineers, which has now grown to be the American Institute of Mining, Metallurgical, and Petroleum Engineers, is still pursuing those objectives. Dues in 1871 were fixed at $10 per year. Now1 100 years later, the dues have risen to $20 per year. But in pursuing the objectives of the Institute, the services to members have vastly increased, as have the general costs of doing business-even "non- profit" business like ours.

It is often desirable to work an old mine that has not been in operation for some time arid that is filled with water. This is especially true in Nova Scotia, where no great depth has yet been reached in any of the mines. The following is a description of a self-dumping water-tank which was used by me at Tangier, for draining a mine, and which did the work of a large pump, while the original cost is merely nominal, in comparison with the price of a pump. The tank, A, Pig. 1, is 1 1/3 by 3 feet and 4 feet high, inside measurement, made of 2-inch stuff and securely bound with iron. There are two clacks in the bottom which open as the tank is lowered into the water, and which close and hold the water as the tank is raised. B is an iron rod running through the tank, below and back of the center, and projecting beyond the sides of the tank. C is one of two guides, and D, a movable iron rod in each guide. Extraction of silica from the taconites of the Wisconsin Gogebic range by high temperature digestion in caustic solutions has been described.1,2 The ores consist essentially of hematite, goethite, and microcrystalline quartz, detailed descriptions of which appear in the literature.1,3 It is the purpose of this communication to describe some results obtained from a laboratory investigation of an alternative method, that of sintering the ore with sodium carbonate followed by water extraction of the sodium silicate produced. This is analogous to the Deville-Péchiney4,5 soda ash sinter process for the production of alumina from bauxites in which soluble sodium aluminates are formed. Raw mixes of the desired composition were prepared from 10.0 g minus 200 mesh samples of taconite and sintered in nickel crucibles in a muffle furnace controlled to within ±10°F of the operating temperatures. The resulting sinters were pulverized and then leached in distilled water with continuous agitation for 30 minutes at 95°C. The suspensions were vacuum filtered and the residues dried, ignited and weighed. Iron assays on the ignited samples were made by the standard dichromate procedure after dissolution in hydrochloric acid. From the time of its emergence as an independent state until the late 1950's, the Republic of Ireland suffered from chronic unemployment, the lowest living standard in Northern Europe, and-most serious of all-an aggravated emigration problem which drained off most of its talented young people. In 1958, however, there was a drastic legislative reaction to these problems, and this in turn ignited the current mining boom in Ireland. Paving the Way to Prosperity In order to reverse the tide of emigration, the Irish government now realized, challenging domestic employment opportunities had to be increased and living standards had to be raised. It was also apparent that future industrial and economic growth in Ireland had to be based on producing goods for export. The home market could not sustain large-scale expansion, and consequently Ireland's chronic balance-of-payments deficit could best be minimized by producing export goods. These considerations, together with the limited amount of accumulated wealth in Ireland, combined to set the objectives of the country's First Program for Economic Expansion in 1958. The general objectives of this program were (1) to stimulate all segments of the economy, (2) to develop foreign trade and (3) to attract foreign capital.

In silver alloys containing less than 0.2 wt pet Cu. the reaction 9 + 1/2 0, = CuO(s) was found to proceed to equilibrium between 700o and 808oC. From measurements of the equilibrium dissociation pressures of the CuO at several temperatures, the differential heat of solution and the activity coeflicients for copper in silver were calculated. These values were found to be in reasonable agreement with those calculated from data appearing in the literature. A metastable "copper oxide" with an atom ratio of oxygen to copper as high as 1.7 was formed by internal oxidation at 300°C of these same dilute Ag-Cu alloys. No anomalous behavior was noted in the temperature dependence of oxygen solubility in silver. The solubility minima between 300" and 800°C reported several years ago can be accounted for, at least in part, by reactions with trace impurities, such as copper. Cold-worked siloer exhibits an enhanced permeability to oxygen. THIS investigation was undertaken because of our interest in interactions between solute and lattice defects in metals. The reason for the choice of the O-Ag system for study is the anomaly in the solubility of oxygen in silver reported by Steacie and Johnson1 in 1926, specifically that isobars between 100 and 800 Torr show solubility minima at 400°C. It was also claimed that the copper impurity in the silver was not responsible for the minima. Recently, Eichenauer and Müller2 proposed that surface adsorption might have been responsible for this solubility anomaly, but no adsorption isotherms are available to check the pressure and temperature dependence observed at the low temperatures. Surface-tension measurements on silver made by Buttner, Funk, and udin3 suggest that a considerable fraction of a monolayer of oxygen exists on silver at 922°C and at an oxygen pressure of 150 Torr. To account for the pressure sensitivity reported by Steacie and Johnson1 at 300°C, the oxygen bound to the surface at 922°C cannot be considered relevant; the existence of a surface layer at 300°C characterized by a lower energy of binding would be required to explain the effect. All of our attempts to detect an interaction of this type with surface sites have failed. In this investigation we have not been able to associate the dissolution of oxygen in silver with a dislocation interaction. Evidently, severely cold-worked silver does not contain a sufficient number of trapping -sites for oxygen. Indeed, our work shows that oxidation of trace impurities in the silver was probably responsible for Steacie and Johnson's results. In addition, we have been able to establish the nature of the reaction with copper impurity in silver by thermodynamic considerations. EXPERIMENTAL PROCEDURE Measurements of both the internal oxidation rates and the solubility were made volumetric ally in a system equipped with a gas burette, a mercury manometer, a McLeod Gage, and a mass spectrometer. The silver and the silver-alloy samples were protected from contamination by mercury vapor from our pressure gages by suitably placed refrigerated (-78°C) traps. Silica reaction vessels were employed for experiments performed above 500°C. Spectroscopically pure gases were used in this investigation. The highest-purity silver used in the solubility measurements was 99.999 pet. By chemical analysis 2 ppm of Cu were found in this silver. The two Ag-Cu alloys used in this research were made up to 0.14 and 0.15 wt pet Cu starting with 99.999 pet Ag. An unexpected source of error was discovered in the course of the work. At temperatures near 800°C silver distilled from the hot silica reaction tubes into cooler regions of our system. Although the weight loss of silver from the sample was not important in itself, oxygen was being consumed by the silver distilled into the cooler part of the system to form a stable oxide phase from which the oxygen was not recovered. In a separate experiment conducted to determine the necessary correction, losses between 0.2 and 0.3 cu cm (stp) of 0, in 24 hr were measured at 810°C. Capital, as represented by mineral resources, is being exhausted rapidly without possibility of identical replacement. The public must be discouraged from thinking-why worry about the bank balance so long as there are plenty of blank checks? Instead of each man, woman, and child being owners of a mineral capital of $89,000 as former Secretary Ickes once stated, they are really the guardians of a mineral reserve which, when harvested, cannot be reproduced. The proper use of this material is the basis of modern civilization and military power. The best American institutions cannot be maintained or transmitted to our children unless this trust is guarded. It is unfortunate that more attention has not been focused on the fact that this country is headed for a have-not status in the family of great nations if some- thing is not done to preserve its mineral heritage. It is the privilege of the United States now to champion and implement democracy because it is industrialized and can get at its raw materials. A high price is being paid every day in mineral depletion for the privilege. No one can eat his cake and have it too. The United States still must face world-wide economic competition and, perhaps, World War III. In the final analysis all wealth comes from the ground, whether plant, animal, or mineral. Value is in-

FOUR years ago several mining operators shook their heads and predicted that Goldfield Consolidated Mines Co. would never be able to mine the zinc-lead ores from the 550 to 650 level areas of the Deep Creek mine. Their prediction was not without apparent justification, for everywhere one gazed, water was spurting or dripping; every hole that was drilled produced more and more water under pressures of 220 to 250 psi, all from apparently unrelated channels. When the volume of water from one level alone reached 2200 gpm with a possible flow of 5000 to 6000 gpm if the area were fully tapped, development work was brought to a halt and the few holes into the water area were grouted off under contract. As zinc prices had completely deteriorated, the workings were allowed to flood. Upon reopening the mine, in late 1950, it was discovered that the relatively few sacks of cement used in the previous grouting operation had done a tremendous amount of good. Consequently it was decided to systematically drill test holes with a longhole machine and diamond drill and to seal all holes with a cement grout solution. After 30,000 ft of drilling, and the pumping of over 20,000 sacks of cement, 15,000 of which were placed in the supposedly impossible 650 level, the company was successful in literally forcing the water out of the ore zones and opening up large tonnages for subsequent extraction.

Coal is a term applied to vegetable matter (trees, grasses, etc.) which was subjected to heat and pressure through geologic ages. This resulted in a change in both the physical and chemical properties. Because its chemical composition is variable, geologists classify coal as a heterogeneous mineral rather than a homogeneous mineral. Peat represents the initial, unconsolidated stage in the development of coal. This coalification continues with time and the application of temperature and pressure to lignite, subbituminous, bituminous, and anthracite toward the theoretical graphite end member. PHYSICAL PROPERTIES OF COAL The physical properties are concerned with the characteristics of coal in its natural state, or prior to its end use as a fuel. For example, the hardness and grindability of coal determine the maintenance cost for coal mining, handling, and pulverizing equipment; the specific gravity of coal and its associated minerals determines the coal preparation technique used in a cleaning plant as well as the capacity of coal bins, boats and size of cargo, and other coal storage facilities. The physical properties are, of course, dependent on the chemical constituents of coal, and all properties are interrelated. Specific Gravity The specific gravity (sp gr) of a solid is the ratio of the weight of a cubic foot of the solid to the weight of a cubic foot of water. The specific gravity of pure coal has been reported to range between 1.23 to 1.72 and increases with the change in rank from lignite to anthracite. This means that it is 1.23 to 1.72 times heavier than water.

IT was my intention to have directed the attention of the members of the Institute to a complete series of rocks representing the older and middle formations represented in Pennsylvania, but time has been insufficient for the purpose, and I have been unable, in the first attempts to reduce the sections of those rocks, which I have brought with me to this meeting, to the requisite thinness necessary for exhibiting the peculiarities of their constituent minerals. The rocks represented here belong to the various horizons already mentioned, and include gneiss, ferruginous gneiss, chlorite slate, quartzites, and hydro-mica slates, limestones, dolomites, ferruginous conglomerates, quartz conglomerates, "Potomac marble" (nether member of the Mesozoic series), dolerites, and a syenite. The order in which these are named is, roughly, the order -of geographical position in a section line from southeast to northwest, commencing at the intersection of the Northern Central Railroad with the Maryland line, and ending a few miles from the town of York, and a short distance within the marginal outcrop of Mesozoic red sandstone. In such a geographical section all the rocks above mentioned would be encountered in the given order except syenite, about which a few words are to be said in a moment. (But this is far from representing the rocks in their geological sequence.) There is nothing of unusual interest to present to your notice in these slates and quartzites. The limestones were carefully searched under 450 diameters microscopic power, but they show no signs of organic remains. One section of a fine-grained Triassic sandstone contains a very beau¬tifully banded plate of quartz. But the objects of greatest interest at present are the specimens of trap. Mining employment in the United States declined from 986,000 employees in 1948 to about 600,000 employees today. This has occurred even though the Index of Physical Volume of Mineral Production (1957-59=100) has increased from 88 to 111 and the value of mineral production measured in constant(1957-59) dollars has increased from $14.7 billion to approximately $19.3 billion. Average unit mine value has increased 24% as compared with a 34% increase in prices in general. Apparent consumption has increased more than domestic production, indicating an increased dependence on imports. The mineral economy presents a complex pattern of development factors in the post-war period. This article presents a technique by which the various forces that have been acting on the market for a mineral commodity may be sorted out and by which the extent of the impact of technological change in use as well as the technological change in production can be measured. If one is interested in delineating fully and completely the impact of technological change upon the mining industries, it is not sufficient to describe the increase in productivity reflected by the above employment and production figures. What is reflected there is only the effect of technological change in the production function of the commodities under concern. These effects are obviously very substantial and have major implications for labor, capital and supplying industries. However, they are not the only effects of technological change and, in fact, may be relatively minor when the impact which arises because of changing technology in the using or consuming industries is considered.

THE production of non-ferrous secondary metals has become a large and important industry in the United States, and deals with practically every type of manufacturing concern.. Its business is unique in that it generally buys from its customers as well as sells to them, whether they are individuals, cities, corporations, or the United States government. Its operations are of vital importance to the success and prosperity of many of the nation's most important manufacturers; yet there are few industries about which less is generally known by those outside it, whether concerning the magnitude of its operations or the details of its actual technique. The industry itself is to blame for this meager publicity, because its technical men have made few attempts to openly exchange ideas, in spite of the excellent examples set by the iron and-steel or the copper and brass industries. Whether this is due to the ancient shroud of secrecy generally supposed to cover smelting operations, or because its technical men actually felt that the industry was too puny to be interesting, is hard to say. This paper will consider its subject in a 'general way, attempting to show something of the size and importance of the industry, as well as its fitness to do its work well. Attention will be called to the sound economic reasons for the handling of non-ferrous wastes by specialists, and to the often unseen losses of metals and labor which occur when manufacturers reclaim' their own metallic wastes.

THE purpose of a technical report is to record facts, usually collected by investigation, and to interpret these facts in understandable language. The audience may range from a small shareholder without technical knowledge, to a highly trained engineer or geologist. If the client is a mining company with technically trained executives, the report writer's problem is relatively simple. The writer will then be appraised not only for his conclusions, but for clarity of language and organization of the report. If the writing is bad, the construction careless, and there is a failure to clearly convey to the reader the facts and the author's conclusions, the report is a failure and the writer may have damaged his professional character. Spoken words die quickly, written words may constitute a permanent record and if they are badly composed they may rise up to damn the author. "A good measure of an author's understanding of his subject is his ability to express it clearly in plain words." Good English Teachers in the fields of mineral technology have frequently complained that even in post-graduate groups there is an appalling indifference to their appeals for good English. Some have even noted a student's belief that the use of refined English is effeminate. If those with such immature beliefs could measure the pay-check damage arising from the use of "sloppy" language, they would realize that precision and refinement in English may be quite as important as technical accuracy. When the reader audience is without technical knowledge simplicity in treatment becomes especially important. If one is engaged in consulting work, in government service, or in any field where reports have public distribution, the language employed should be technically adequate but simple enough to be understood by non-technical readers. For example, one may use the term "visual" in place of "megascopic." Technical language can be so obscure that it cannot be understood even by highly-trained students. In the March-April (Vol. 47-No. 2) issue of Economic Geology, Nicholas Vanserg ridicules these extremes and quotes various paragraphs from published material, such for example: "However, lattice orientation unaccompanied by cognate dimensional orientation can never be attributable to growth from an isotropic blastetrix." "The temperature declines because of cessation of the exothermic chemical and mechanical equilibriopetal processes." These he calls "good geologese" and they are calculated not only to baffle the reader but to impress upon him the erudite character of the author. Revision In some cases, difficulty arises from the fact that the writer is too close to the subject and unconsciously assumes that his reader is equally familiar with the background of the report. It is difficult for the writer to regard his work objectively and to determine to what extent it is likely to be understood. Every important manuscript will gain in clarity if the author will have it reviewed by an informed reader. But the writer must not be oversensitive to criticism and should not treat his composition as perfect and beyond the possibility of improvement. The first draft of a report always requires revision, regardless of the care used or the ability of the writer. Three or four revisions are not uncommon. The first draft usually requires expansion in places, the deletion of non-essential material, and language changes to promote clarity of expression. This should be done by the author after a lapse of time, even if only overnight, in which his mind has been occupied on some other subject. Possible improvements are always more visible. The manuscript should be passed on to another reader for further suggestions. Organization of Material The engineer should study available reports and library references before going into the field. If the previous reports have been responsibly done and can be accepted as correct, then much field time can be saved. It is, of course, customary to make some on-the-ground checks to confirm earlier reports, particularly those relating to ore reserve which may have undergone changes. Report writing requires time and expense, but nevertheless, the basic reasons for conclusions should be presented even in the case of a worthless property, for it may prevent a duplication of the work. If the mine examined is obviously of no further interest, no useful purpose can be, served by preparing a report in detail. In one case an engineer travelled all the way to South America only to find that the mine had been grossly misrepresented and was valueless. This month, Foote Mineral Co. will start to commercially recover tin in the area of Kings Mountain, North Carolina. For 50 years there have been intermittant efforts to recover it but it has finally become economic as a by-product in the mining and concentrating of the associated lithium ore. An unusual deposit of a nonmetallic mineral which is high in sericite, low in quartzite, and similar in physical characteristics to pinite, has been discovered by the Summit Mining Corp. in Adams County, Pa. Work is in progress to determine its suitability for ceramics, fillers, and extenders for insecticides.
