1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sections should be recognized and stimulated by appropriation of funds from the Institute's treasury; and these appropriations should be as. large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A standing Committee on Local Section Appropriations, consisting of one past Chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active Sections to the, welfare of the Institute as a whole. 6. According to Article XI, Section 2 of the Bylaws, requests for appropriations shall be signed by the Chairman, Secretary and Treasurer of the Section. 7. Requests for appropriations must be in the hands of the Secretary of the Institute by February 15 of the year for which they are desired.

Discussion of the paper of H. H. STOEK, presented at the St. Louis meeting, October, 1917, and printed in Bulletin 129, September, 1917, pp. 1385 to 1419. J. B. WARRINER, Lansford, Pa. (written discussion*).-The figures on costs given at the end of this paper. are of particular interest and it is unfortunate that they necessarily cover such limited periods, as figures giving the costs over a period of at least a year would be of much greater value; for instance, it seems hardly probable that the performances credited to the various shovels for the months for which the costs are given would represent the average of the performances of these machines over a longer period. It would seem to me that the maximum of 4000 cu. yd. (3058 cu. m.) per clay given for the 225 B shovel is much greater than could be maintained for an entire year's operation. On the other hand, the 1500-yd. figure for the 150 B shovel would seem a low average for this type of shovel. In connection with the drag-line excavators, it will be interesting to know that the Lehigh Coal, and Navigation Co. is about to install one of these machines on a clay stripping at their Nesquehoning colliery to excavate an average depth of. overburden of 65 ft. (19 m.), which, due to local conditions, will require that part of the excavated material be handled a second time and a lesser quantity a third time. The results of this operation will undoubtedly be watched with great interest.

The recent and rapid development of the physics of engineering materials at temperatures as low as that of liquid air and as high as that of the electric are, has drawn renewed attention to the absence of tables, properly printed and spaced, for the convenient and accurate translation of temperature from centigrade to Fahrenheit scales and vice versa. It is to be noted that the Fahrenheit scale is the almost universal usage in foundries and shops in the United States, though the laboratories of the same works employ the centigrade notation. The growing use of the electric furnace in Germany and France calls for much American citation all in centigrade high temperatures, and while the arithmetical calculation is simple, it becomes burdensome when often repeated. I have been surprised at the numerous reprints of Table I. from centigrade to Fahrenheit degrees, first privately printed for personal use, which have been made by works, blue-prints, text-books, and technical journals, and I hope that Table II., from Fahrenheit to centigrade degrees, will be equally useful. For mental calculation the easiest rule to convert centigrade into Fahrenheit is to add 32° to twice the centigrade reading less one-tenth of this product: Thus 1000' C. = 2000" — 200" + 32" = 1832" F., and to convert Fahrenheit to centigrade, subtract 32" from the Fahrenheit reading, multiply by 10 and divide by 2 and 9 successively : Thus 1000° F. = 1000° — 32° = 968° X 10 = 9680° - 2 = 4840° - 9 = 537.77° C. Another and often very convenient method is by 'use of a graphic construction as follows :

BLAUVELT, Anaconda, Mont.: Mr. Stetefeldt's comparison of the producer-plants at Aspen, Colorado, and Park City, Utah, is of special interest at this time, when the attention of all western metallurgists is so forcibly drawn to the necessity of reducing expenses and losses. The fact that wood was used at Park City before gas was introduced, for firing the Stetefeldt furnace and dryer, offered an excellent opportunity for showing the economies resulting from the adoption of gas in place of wood, as well as a comparison between the two gas-plants. Some time ago Mr. Stetefeldt contributed an article to one of the technical journals, in which the economy obtained by the substitution of gas for wood at this plant was shown quite in detail. I regret not being able to quote from his article at length, but, remember that the total saving effected would pay for the producer-plant in about one month. This is a striking instance of the advantages to be secured by the adoption of the best methods of using fuel in our metallurgical works. In comparing the figures from the Park City and Aspen plants, the difference of over 20 per cent. in the fuel used in the Stetefeldt furnaces, seems remarkable, even considering the larger amount of sulphur in the Aspen ore, and the greater rapidity with which it was roasted. It would be interesting to have Mr. Stetefeldt's, opinion as to the cause of so great a difference. The inferior economy of the revolving dryers at Park City might be overcome by lengthening them, or so arranging a second one above

It might be taken as the engineer's solution of the case, starting with the assumption that steel is steel, while the tendency for a rail to have transverse fissures may, and probably does, depend, in part at least, on conditions met before it reaches the track. Admitting with the author that "brittleness of fracture in all grades of steel is characteristic of fatigue tests" we may yet look farther back to find out, if possible, why some rails and some steels are more prone to have transverse fissures than others, for it has been found that rails from certain heats of steel developed these fissures under a service which

This chapter presents a successful approach for achieving mine entry stability at the Cane Creek potash mine by the utilization of closure measurements. The mine is located in southeastern Utah (Fig. l). Mining is being conducted at depths in excess of 3000 ft under structurally complex geologic conditions typical of the Paradox salt basin. The closure measurement systems described have definite application for determining relative entry stability in other nonelastic rocks which are similar in behavior to potash. Similar types of closure measurements have been taken in various underground openings throughout the United States, Canada, arid Europe. Application of this closure data has previously met with varying degrees of success as a tool for design of under- ground openings in both elastic and nonelastic media.1-32 Closure measurements can be made easily and economically and they provide a practical solutiori to a practical problem. They are in-situ measurements which do not necessarily require laboratory correlation. Simple closure measurements have special significance in potash because "steady-state" ' closure rate, or creep, of the entries is measured. These closure rates can be utilized because nonelastic media such as potash will never achieve absolute stability around a mine entry. The potash will tend to creep or deform until all entries are closed and the overburden stress is redistributed over what was previously the mine area. Since D. C. Jackling was famous for his adeptness at organizing and training teams of operating personnel, the subject of mine management is particularly appropriate for a Jackling Lecture. In fact, it is doubly appropriate because in very basic ways Jackling's career changed the nature of the tasks and challenges facing a mine manager. Management of mines, of course, is the art of finding and winning minerals economically from the earth's crust, and it involves the use of all the engineering sciences. But also of prime importance is a skill which is not yet a science-the area of management often referred to as human engineering. Since expenditures on staff and labor may well involve more than 50% of the direct costs of operating a mine, ability at human engineering is just as important as the ability to plan and put into effect the most efficient operating procedures.

This paper deals with the calculation of the composition of the infinitesimal trace of alloy that transfers from the liquid to the solid state at each temperature during the equilibrium solidification of a binary solid solution, and which thereby enables the compositions of the coexisting liquid and solid phases to follow along the liquidus and solidus lines respectively during the cooling. A general expression for the composition (d) of the liquid-to-solid transfer at each temperature has been derived: d = ZLXL(XL - P) + Zsxs(P- ZL(XL - P) + Zs(P - Xs) where ZL and Zs are the slopes of the liquidus and solidus lines at the given temperature, XL and xs are the composi-tions of the stable liquid and solid phases at the same temperature, and P is the composition of the alloy under considera-tion. The d equation is valid for the process of equilibrium heating as well as cooling, and may be applied to vapor-to-liquid, vapor-to-solid, liquid-to-liquid, and solid-to-solid transfers if the corresponding equilibrium diagrams are known. AMONG the half-dozen major research search projects now being conducted at the Michigan College of Minim, and Technology under the terms of an FERA grant, an important one relates to the use of suspensions in ore dressing. The study has resulted from the constantly widening industrial use of metals and minerals. The modest demands of a few decades ago for these minerals could be easily met from richer deposits. Now, at least in some localities, the richer deposits are nearing exhaustion. Furthermore, advances in the industrial arts and the competition of other minerals and metals have changed the specifications of materials needed by the manufacturers. AT THE beginning of February the British Government announced acceptance of the American terms for funding the war debt, the main features-being as follows: Interest rate of 3 per cent. for the first 10 years and then 3 ½ per cent. up to the final extinguishment of the debt at the end of 62 years. The interest from the time since the loans were made to the actual beginning of the funding arrangement to be recomputed at 4 1/4 per cent. instead of the 5 per cent. rate now in effect. Congress ratified the contract respecting the British debt. The ship subsidy bill was relegated to the rear, which is indeed an end to the project. The natural consequence of this will be a liquidation of the Govern-ment's shipping business. The joint committee on the reorganization of Govern-ment departments made its report to the President. In general this seems to offer a well-considered plan for the coordination of Government service. The pro-posals respecting the bureaus that are particularly associated with the mining industry may be subject to criticism. According to the committee's plan, the Geological Survey remains in the Department of the Interior, but the Bureau of Mines and the compilation of the statistics of mineral production are transferred to the Department of Commerce. The Lausanne conference among the European powers came to an end early in February, without any treaty having been signed, owing to the refusal of the Turks to accept the ultimatum of the Allies. Theoreti-cally this left conditions in a state-of war between the Allies and Turkey. However, no actual movements have resulted. The French and Belgians continued to hold the Ruhr district of Westphalia, extending their lines and administration of the region. The Germans adhered to the policy of passive resistance. In the Parliament of Great Britain the French and Belgian policy was plainly declared to be unwise and dangerous. French and Belgian industries, moreover, were troubled by strikes among their own coal miners for higher wages. The Poles and Lithuanians engaged in border war-fare;. the civil war in Ireland continued. The rest of the world was quiet insofar as military operations are concerned.

THE term "low-sulfur coal," as used in this discussion, is limited to coals containing less, or very little more, than 1 per cent. sulfur. For certain purposes it might be advantageous to include coals that contain as much as 1.25 per cent. sulfur, because such coals have been considered as available for making metallurgic coke of fair grade; but the same reasoning might apply to coals containing as much as 1 ½ per cent. sulfur, if facilities exist for utilizing such coal by admixture with coal containing less sulfur. In Pennsylvania, it is not possible to define the exact geographic limits of the areas in which coals relatively low in sulfur exist, because variations in the percentage of sulfur occur irregularly and often abruptly. It is not uncommon to find areas, more or less circumscribed in extent, in which the coal is relatively high in sulfur although all the surrounding territory contains low-sulfur coal; and, similarly, small areas of low sulfur coal exist in districts where the coal is normally high in sulfur. These generalizations apply, With few exceptions, to the whole area underlaid with bituminous coal in the State of Pennsylvania, and also to each of the individual beds of coal in this state. Pennsylvania is poorly supplied with coals of the low-sulfur class. We find, however, as an offset to this condition, very large areas in which coal ranging from 1 to 2 ½ per cent. sulfur exists in beds of good workable thickness. This coal, by washing, can be reduced in sulfur low enough to make coke of a high grade. While a considerable tonnage of workable low-sulfur coal remains in the Pennsylvania bituminous dis-tricts, it has been necessary to turn to the areas of higher-sulfur coal for the supply of metallurgical coke. This utilization of the higher sulfur areas has been made possible either by washing or by selective mining. Washing.-Fine crushing of the entire feed is not generally necessary to the successful washing of Pennsylvania coals. In a recent publication in the SME Transactions of September, 1975, Volume 258, entitled "Potential for Further Lowering Sulfur in Intensively Cleaned Coal at Mines", the writer discussed: (1) technical findings useful for the management of reserves to further lower sulfur in intensively cleaned coal, and (2) a future coal preparation plant concept for the intensive cleaning of sulfur. The purpose of this technical note is to ( I ) illustrate the nomographs that can be formed when recovery is phased in with previous work, (2) make note of the powerful potential for predicting future cleaning performance in unmined areas, and (3) discuss resulting mathematical interrelationships.

Recent observations on grain boundary movements in sihcon iron have indicated the possibility of studying grain growth phenomena in two-grain specimens in which several variables affecting growth are readily controlled. These variables are (1) the energy per unit area (?) in the grain boundary, (2) the orientation relationship of the two grains, and (3) the radius of curvature (7) of the moving boundary. Ideally, one grain A should be a narrow rectangular parallelepiped adjacent to a second grain ß as shown two dimensionally in Fig 1. Such a two-grain group becomes unstable when one end of grain A is shaped according to the dotted line. Since the width w of grain A remains constant during growth of grain B, T should also remain constant. The other vari- ables mentioned above can be controlled in the preparation of each two-grain specimen.l,2,3 For a parLicular orientation of each grain, is not necessarily fixed; ? may also depend on the orientation of the grain boundary, but this may be controlled to some degree. TO determine the optimum inside dimension of an airshaft, it is necessary to strike the proper balance between the cost of power for air friction and turbulence losses within the airshaft, on the one hand, and the cost of sinking the airshaft, on the other. An airshaft larger than necessary is extravagant because the increased amortization rate exceeds the reduction in power cost. Conversely, an airshaft smaller than is needed wastes more power than can be justified by the corresponding reduction in amortization rate. The airshaft power is a function of the air volume Q cu. ft. per min. and the air-pressure drop p in. water gauge across the airshaft. † The airshaft pressure drop is calculated by the formula: R X l X O X Q2 P= 5-2 X A3 wherein R is the air-friction coefficient for the portion of the airshaft 1 ft. deep, 0 ft. in perimeter and A sq. ft. in area, when passing an air volume of Q cu. ft. per minute. (written discussion*).-The appearance of Mr. Brokaw?s with-the chemical composition of "paraffin dirt" will be welcomed by oil geologists who have worked in the Gulf Coast district. It is to be hoped that it will lead to a discussion of the subject which will throw some light on the relation this peculiar substance bears to the occurrence of oil deposits. The problem of locating oil pools in advance of drilling is at the best a very intangible matter in the district along the Gulf Coast, and it is therefore desirable to make the most of any clew which may be of the least assistance to this end. Geologists have been familiar with "paraffin dirt" for a number of years, and have informally discussed its value as a surface indication of oil. But doubtless owing largely to the fact that they have been unable to define its exact composition, very little information has appeared in print on the subject. The presence of this baffling and somewhat indeterminate substance is now quite generally accepted as one of the most reliable indications of a gas seepage. The question is whether paraffin dirt necessarily indicates that the escaping gas is an emanation from an oil deposit, or whether it merely indicates that marsh gas (urethane) has here escaped from its source in "the abundant decomposing vegetation entombed in the sediments of the old Mississippi Embayment, and the Gulf Coastal Plain. The presence of this material has been relied upon to a great extent, both by oil producers and geologists, in the location of wildcat wells, since the discovery that it was associated with gas seepages. It is quite true that other surface indications were often present at such localities, but if, in addition, paraffin dirt could be found in the vicinity, this fact was accepted as the final justification for drilling a test well, despite the fact that no one seemed to understand its chemical composition or to know why it should be associated with oil. In fact, for a long time it has generally been accepted that the name is a misnomer, that very little, if any, paraffin is present in it, or, for that matter, any other known fraction of crude oil.

HAVING previously described the metals to you, before I proceed any farther I do not wish to fail to tell you, as I promised to do in the first chapter on metals, what I have learned through experience concerning the semiminerals, although this may seem to you outside our proposed subject. Since these are not produced by Nature as all rock or all metal they are called semiminerals by speculative physicians. Many kinds of these are found; those that resemble rocks are earthy, very difficult to liquefy, and much more adapted for adorning paintings than for anything else. Those that liquefy with fire, like sulphur, antimony, marcasite, [22] calamine, zaffre, manganese, and others, resemble the metals almost like brothers. Some others are more watery so that they dissolve in water, although they are fairly dense, and are obtained and reduced to their, perfection by means of water. These are the salts, vitriol, rock alum, and saltpeter. To these, as a watery thing, belongs also quicksilver, as it is commonly called because of its motion. Although it appears. not only liquid, but very liquid, this is not at all similar in its effects to any of the above. Indeed, it retains its same being until its very form is consumed. Since the reasons for its effects are almost impossible to investigate, I do not intend to speak of them here or to enter now this maze of speculation, because I wish to make definitely clear to you what this quicksilver really is. Therefore, leaving aside opinions and disputes, I shall take only those of the said semiminerals that I know are useful. First we shall see the method by which the semiminerals can be found and then how they are to be extracted from their matrices. These, perhaps, have no less need of effort and industry than the metals since they are substances completely hidden in the rocks or in the earth. For this reason some of these that are sought are made use of by means of fusion after they have been mined from their mother mountains, and some others need to be disposed by a certain maturative corruption, now with moisture and coldness, now with dryness and heat, as with waters, rains, frosts, or long baking in the sun, with fire, or even with a strong reheating within themselves. Most of them can finally be brought to the desired end by means of solution with water and fire.

As director of the Division of Metallurgy of the Technical Section of the Air Service, American Expeditionary Forces, from August, 1917, to January, 1919, I devoted much time to the study of the steels best suited to the construction of aircraft. It became apparent at a very early stage of my investigation that the practice of builders varied greatly in regard to the number of different steels to be used, to the kinds of steels, and to their treatment. Some manufacturers employed as many as fifteen steels while the builder of one of the newest motors, favorably passed upon in the United States, assured me that two or, at the most, three kinds of steel was all he needed to produce satisfactory results. In the matter of treatment, the manufacturers were also greatly at variance.. Some treated their steel with considerable refinement, while others paid but scant attention to this feature. Some manufacturers case-hardened many parts, while others used the case-hardening process sparingly, if at all. Nickel-chromium steels were used at some works for case-hardening while at other plants this treatment was applied exclusively to carbon steels. Air-hardening nickel-chromium steel was used extensively by some and not at all by others. Considerable variance existed likewise in regard to the steels used for admission and exhaust valves. The conclusion was obvious, that no two manufacturers of airplane motors held like opinions as to the steels to be used or as to the treatment they should receive. Was it to be inferred from this that the many committees and associations that had been created, in part at least, for the standardization of aircraft steels had failed to make proper recommendations or that the manufacturers had ignored their recommendations? Confining our inquiry to the committees and associations that had dealt with this question in England, France, and the United States, it was found that in Great Britain the British Engineering Standards Committee, now the British Engineering Standards Association, had devoted much time to the problem of satisfactory standards for aircraft steels. In recent years there has been interest displayed in the precipitation phenomena occurring in austenitic alloys based on the binary Fe-Ni system.1'2 Previous communications have been extended covering the kinetics of clustering in the Fe-Ni-Ti system and the effect of cluster size on subsequent mechanical properties.3'4 To a great extent the question of coherency, which has a dominant role in determining the mechanical properties, is dictated by the degree of misfit between the precipitate and matrix. Thus, the change in lattice parameter of the matrix with composition is an important variable that should be examined. The lattice parameter, ao, of austenite was determined for Fe-29.75 Ni-1 to 6 Ti and Fe-27 Ni-1 to 10 Ti alloys in this study. The alloys used in this investigation were melted in a vacuum induction furnace from a starting stock of plast iron (99.95), electrolytic nickel (99.9), and ti- tanium sheet (99.5) in a MgO crucible. The alloy compositions in atomic percent are given in Table I and their relative position in the Fe-Ni-Ti ternary is indicated in Fig. 1. The chemical analyses were taken from the homogenized bulk materials treated in a manner related earlier.3 A diamond file was used to obtain powder from the bulk. RECOVERY METHODS AS RELATED TO PROPERTIES OF SILVER ORES The earliest metallurgical process for treating silver ores was amalgamation with mercury which was in use in the early 1500's. Closely following was the development of the Patio process for treating ores at Pachuca, Mexico. Silver often occurs as the native metal and in deposits associated with other metals such as gold, copper, lead and zinc. Principal silver minerals include compounds of sulfur, antimony, arsenic, and copper. Silver chloride, and argentiferous galena are also prime sources. Native silver and the chloride characterize the oxide zone of most deposits. Native silver can be concentrated, amalgamated, or cyanided. Silver chloride rapidly dissolves in cyanide without oxygen. Oxidized silver ores containing the higher oxides of manganese are generally refractory to metallurgical treatment. A refractory compound of manganese and silver is formed, probably a manganite , which is insoluble in cyanide solutions. Argentite is the predominant silver mineral. Other important economic minerals are native silver, argentiferous galena, cerargyrite, pyrargyrite and tetrahedrite. Argentite dissolves slowly, the reaction being reversible requires an excess of cyanide. Argentite with disseminated fine grained gold occurring in quartz veins with minor amounts of chalcopyrite and galena may be cyanided directly after grinding, with high silver and gold recoveries. The flowsheet adapted to this type of ore is the Minas de San Luis, Tayoltita cyanide plant, which treats a high grade argentite silver ore containing gold. It is a standard cyanidation circuit but employs long periods of agitation contact for the high silver sulfide content ore. Lead-zinc base metal semi-oxidized- complex ores in pipes and chimneys are replacement deposits in limestone at El Mochito Mine, Honduras. Mineralization comprises galena, cerussite, anglesite, sphalerite, calamine, and smithsonite. The silver content of about 16 ounces occurs as native silver globs, wire and the mineral argentite. After flotation of lead and zinc concentrates, the tailings are cyanided for gold and silver recovery. The great Huelva pyritic copper deposits of Spain carry a little gold and silver. At Cerro Colorado, these metals were concentrated above the chalcocite zone into the so-labeled Mgossanu. This material with a content of 0.08-0.09 oz Au and 1.50 oz Ag per ton is amenable to cyanidation. See Cerro Colorado flowsheet. In southern Hidalgo, about 60 miles north of Mexico City, are the great silver--gold veins of one of the foremost silver mining districts of the world. Real del Monte, Pachuca.
