The validity and accuracy of velocity measurements underground have been questioned repeatedly by those in mine ventilation work. The general disagreement on the subject is well illustrated in an AIME publication.' Although the presence of errors is readily admitted, their magnitudes are not known and often are described by practical operators merely as "great," "small," or "of no importance." The belief that errors are of academic interest only prevails because of a justifiable claim that actual volumes of air circulated are well in excess of those required by law and safe mining practices. Poor understanding of the source and nature of errors inherent in velocity measurements, coupled with questionable determination of cross-sectional area, result in faulty techniques for the purpose of expediting ventilation surveys and render doubtful the calculated volume. Often consistency of readings is confused with accuracy. A succession of check readings showing a maximum deviation of 5 pct in the measured value of velocity usually signifies nothing more than diligent application of technique in a stable ventilating current.

INTRODUCTION Selective flocculation as a method of desliming potash flotation plant feed has been in commercial use since November, 1974.l It was installed to replace a 1ess efficient mechanical desliming process. While most plants operating in the Saskatoon area of Saskatchewan were designed for 4% to 5% insolubles in practise the quantity and quality of the insoluble materials in the ore has been variable. The variability of the ore has contributed to less than optimum efficiency in the desliming and consequently, the potash flotation circuits. This lower than expected efficiency contributed to the commercialization of a patented process2 through large scale pilot plant testing. Referring to published information and experience, the application of selective flocculation-flotation of slimes to sylvinite ores will be compared with the more conventional mechanical methods of desliming. THE ORE The ore beds being mined in the Saskatoon area of Saskatchewan have proven to be much less uniform than originally thought (Figure 1). The insoluble content of the plant feed is variable in both quantity and quality due to two factors, the presence of disturbances and the structural weakness of the mud seams immediately above the ore beds. Some alteration of the insolubles in the vicinity of disturbances has made them more difficult to liberate and makes ore from the disturbed areas less amenable to treatment.

Cooperative education for engineers is based on the premise that theory and practice are inseparable in training men for the engineering profession, and the two must be advanced simultaneously in order to train men most successfully and efficiently. The teaching of theory obviously should be done by the college but the practice must be obtained in the field where the application of the theory is made. The ideally trained engineer is one that knows theory, can apply the theory to practice, can direct, and work with, his fellow men. The old four-year plan of training engineers does a fair job of teaching the underlying theory of engineering but neglects entirely the training necessary for application of the theory, except through laboratory experiments, and the training in adjustments necessary to direct and work with men. An engineer, like a lawyer, doctor, dentist or other professionally trained man, cannot practice until he has had practical experiences that give him a knowledge of the other phases of his profession. The doctor serves as an interne, the lawyer reads law in the office of a practicing attorney, and the engineer must enter the profession as a laborer or as an apprentice, unless he has had the advantage of a cooperative education. Cooperative education provides the opportunity for the coordination of practical and theoretical training for the engineering profession throughout the period of training and thus eliminates many that are unfit to enter the profession, giving them an opportunity to seek other fields for which they may be better fitted, and reduces the overhead in industry that results from a large turnover of men not fitted for the profession. The Cooperative Plan Cooperative education in engineering is no longer an experiment. It was inaugurated at the University of Cincinnati in 1904 by Dean Herman Schneider, and has worked successfully ever since. Over twenty schools offer this type of education and many thousands of young men have had the opportunity to receive their technical training under this plan. Under the cooperative plan a student attends class for a period of eight weeks, then enters industry for eight weeks, maintaining this schedule

The Panhandle area of northwest Texas embraces the northern portion of the Permian Basin of Texas as well as a considerable portion of the western part of the Anadarko Basin of Oklahoma. For the purpose of this report it will include in addition to the 20 counties of the Panhandle proper the two tiers of counties lying to the south, a total area of about 32,000 square miles. Crossing the Texas Panhandle diagonally from northwest to southeast is the Amarillo Arch, related to which is all of the production discovered to date. Oil Production Up to Jan. 1, 1930, the Panhandle has produced about 125,000,000 bbl. of oil. The peak yearly production occurred in 1927, during which period 49,000,000 bbl. were produced. In 1928 the production fell to 25,000,000 bbl., but in 1929, on account of important discoveries in Gray County, the total increased to 31,000,000 bbl. To date Hutchinson County has produced 64 per cent. of the total. Table 1 shows the total yearly production by counties. The present production of the Panhandle is 100,500 bbl. from 1745 wells or an average of 57.6 bbl. per well compared to a production on Jan. 1, 1929, of 59,748 bbl. from 1468 wells or an average of 40.7 bbl. per well. STUDIES of grain boundary migration in zone-refined metals have all shown that the rate of migration is greatly reduced by small added solute concentrations. However, it is apparent that a difference exists between boundary migration during normal grain growth and single boundaries migrating in a bicrystal to consume a substructure. To effect the same reduction in velocity in the two cases, much more solute is required for grain growth than for the single boundary experiments. One case is available for direct comparison; both Bolling and winegardl and Aust and utter' added silver and gold to zone-refined lead to study grain growth and single boundary migration, respectively. For comparable reductions in migration rates, about 500 times more solute was required to retard grain growth than to retard the single boundaries. A reason for this difference is suggested here. The rate of grain boundary migration is dependent on solute concentration and must therefore also depend on the solute distribution; i.e., regions of higher solute concentration encountered by a moving boundary must produce greater retardation and thus could determine any observed rate. A dislocation substructure can be the source of a nonuniform solute distribution since it can attract an excess concentration of certain solutes. In fact, it is probable that the solutes which impede grain boundary migration most would segregate most severely to a substructure for the same reasons. Thus a dislocation substructure present in a crystal being consumed could locally magnify the concentration of solute confronting an advancing grain boundary. In the single boundary experiments a low-angle substructure, within single crystals obtained by growth from the melt, was used to provide the driving force to move a grain boundary; in grain growth, no substructure of this magnitude was present. The increased solute concentration at subboundaries should be given approximately by C, = G e c,/kT, where t, is a binding energy and CO the bulk concentration. To account for the difference between the two experiments in the Pb-Ag and Pb-Au cases, C, must be the concentration impeding the single boundary migration, and a value of t, = 0.25 ev is necessary. This is reasonable, even though calculation on a purely elastic basis gives t, = 0.12 ev. because electronic effects must enter for silver and gold in lead. The compound AuPbz forms3 and the metastable compound AgrPb has been reported to nucleate at dislocations prior to the formation of the stable, silver-rich phase.4 Other observations support the hypothesis that a magnified solute concentration impedes the single boundary migration. For example, some crystals were grown by Aust and Rutter at concentrations of ~ 0.1 wt pct Sn and 2 x X at. pct Ag or Au which exhibited a cellular substructure, and in these crystals no boundary migration was observed. It is therefore evident that the higher concentrations at cell boundaries drastically inhibited migration. Inclusions would not have been responsible for this inhibition since according to recent work on cellular segregation,5 no second phase should have occurred in the segregated regions at the cell boundaries for the conditions of growth used, at least in the Pb-Sn system. In the purest lead, only the "special" boundaries observed by Aust and Rutter gave rise to the same activation energy as that obtained in grain growth. It is reasonable to suppose that the structure of special boundaries does not favor segregation at low concentrations and thus solute, or an inhomogeneity in its distribution, would have no effect. Random boundaries, on the other hand, are affected by solute and the substructure would enhance residual concentrations in the zone-refined lead, leading to a higher activation energy. It is clear, even without a detailed theory, that the apparent activation energies and exact solute dependence in the two experiments must be different as long as the non-uniform solute distribution produced by the substructure is important. Recrystallization experiments should also be susceptible to the same kind of local segregation at subboundaries or disloca tion cell walls; a suggestion similar to this has been made by Leslie et al.' Following the arguments presented here, the effects of a given solute concentration would be like those observed by Aust and Rutter if segregation occurred, and like those of grain growth otherwise. INTRODUCTION The characteristics of feed and product of any size reduction operation are normally expressed as mean size, the size corresponding to 80 percent undersize or the percentage below a specified size or specific surface area. But the feed has a distribution of sizes and quite often it becomes essential to obtain a product of desired distribution. In such cases, size distribution of feed is related to product by matrix methods. The technique of matrix representation of crushing operation was proposed by Broadbent and Calcott (1 to 4). They divided the complete crushing mechanism of coal into breakage, selection and classifying functions for a closed-circuit system to establish relations between the feed and product distribution. Ellis, Ray and Venables (6) suggested an empirical method of determining the breakage matrix by combining the characteristic functions and proposed the following hypotheses: 1. The breakage of individual size fractions passing through the mill at a given rate is the same whether passed separately or as part of a mixed feed. 2. The breakage of a mixed feed may be estimated from the products of individual size fractions passed through the mill separately at a rate at which they would be crushed as part of the mixed feed. This method is stated to be applicable when there is no interaction between the individual sizes.

Early in the last century, Isaac Tyson, Jr., of Baltimore, was a miner of ores of chromium, iron and copper, and a manufacturer of their products. He was first to erect in America, for the reduction of copper-ore, a German blast-furnace, which was copied largely, and the improved successors of which are now universally used in this country. Dying in 1862, he left his manufacture of alkali bichromates to his eldest son, Jesse, while his work in the departments of mining and smelting descended to his second son, James Wood Tyson, the subject of this notice. The father had mined chrome-ores in Maryland and Pennsylvania and manufactured their products at Baltimore; he had mined and reduced copper-ores in both these States; iron-ores at Tyson Furnace in SW. Vermont, and copper-ores in the northern and central parts of that State. Among his holdings was what later became the Ely mine, now called Copperfield. The son extended this work to central Georgia, and carried the family mining interests to the Pacific coast, where he took up chrome-mines in Oregon and elsewhere, as far south as southern California. On December 3, 1900, in the 73d year of his age, James Wood Tyson passed away, in his native city of Baltimore, charging his third son, James Wood Tysou, Jr., with the labors which, 38 years before, his father had resigned to him. THE distillation of bituminous coals at what is commonly termed low temperature, and the quantities, nature and adaptabilities of the products have been the subject of considerable experimentation, during recent years. Fortunately, the earlier work in this country was done by men whose scientific training qualified them properly to record and interpret the results of-their experiments. The work of Prof. Parr, of the University of Illinois, is especially notable in this respect. Prof. Parr's work, added to that of English experimenters, demonstrated certain things to a degree which is generally regarded as convincing. They have proved that a caking bituminous coal, when subjected to a temperature of not more than 1000° F. (preferably somewhat less) will yield light tar having low specific gravity (about 1.06) and high value; also, that this yield, with a given coal, will depend upon the percentage of hydrocarbons in the coal, the maximum temperature used, and the promptness with which the distillate gases are removed. It is assumed that air is excluded from the retort, and that the coal is subjected to heat for a sufficient time to drive off all of the tarry hydrocarbons. The results attained in the first, or low-temperature stage of the Carbocoal process, recently described by C. T. Malcolmson, corroborate these general principles. It is the purpose of the writer to describe other work of a practical nature, directed toward the commercial adaptation of these principles, which was begun nearly two years ago; this investigation was assisted by A. J. Sayers, of the Link-Belt Co., and Carl Scholz.

Magnesium alloys usually are superheated before casting in order to ensure fineness of grain. Superheat temperatures in common use range from 1600" to r 7o0°F.; the casting temperature, which depends upon the mold shape, is usually 200° to 300°F. lower. The process of superhcating requires considerable time and seriously shortens the life of the iron pots used. Recently it has been reported1 that if acetylene, carbon dioxide or natural gas is bubbled through molten electrolytic A.S.T.M. No. 4 alloy at 1400°F. for 5 min., grain refinement equivalent to that of superheating will take place. Addition of certain solids such as graphite or aluminum carbide accomplishes the same results? As will be shown in this paper, it is possible to achieve grain refinement in magnesium casting alloys at low temperatures by mechanical stirring of the molten metal for a short time. This process was developed in the course of research work, supervised by the War Metallurgy Committee under the "Restricted' project NRC-550, for the Office of Production Research and Development of the War Production Board. This paper, based on that work, has been released for publication by the O.P.R.D. Materials and Methods The alloys studied were the most common American sand-casting alloys designated as No. 4 and No. 17 by the American Society for Testing Materials. The magnesiun used in these alloys was of both carbothermic3 and electrolytic' origin. Chemical analyses supplied by the producers are shown in Table I. Each heat consisted of approximately 5 lb. of alloy melted in a Tercod crucible. It was refined by fluxing with Permanente No. 7* refining flux at 1300° to 1350°F. After cooling to 1200° to 1250°F., portions of approximately one pound each, were ladled into iron crucibles contained in an electric furnace at about 1250°F. The molten metal was covered with Permanente No. 21 † covering flux and then heated to the temperature to be investigated. Normally each of the four portions was given a different treatment. In a typical case one portion was stirred vigorously for 5 min., acetylene gas was passed through a second portion for 5 min., a third portion was superheated to 1600°F. for 15 min., then . cooled to casting temperature, and the fourth was held for 5 min. at the temperature of stirring or gassing without other treatment. Each portion was then cast into one-inch diameter cylinders in three "nonturbulent" molds of identical shape. One mold was made of cast iron and the other two of baked sand. The cast-iron mold and one of the baked sand molds were heated to 360°F., the other baked sand mold was at room temperature. The freezing times in these molds were

Silver-gold. mine, in northern Mexico, with arrow veins in rhyolite. One fourth area developed has been ore. Deposits average 20 in. wide and 73 oz. silver per ton; diluted in mining to 40 oz. per ton. Developed by drifts and raises at 100-ft. intervals. Samples cut every 5 ft. Ore and waste sampled separately to make combined stoping width 3 or 3 1/2 ft. Ore reserves figured to sloping width; high assays not modified. Tonnage and assay of ore extracted higher than estimates. Ore stoped principally by cut and fill method. Cars from each stope counted and sampled. Cars check tonnage to concen¬trator within 1 per cent.; silver assay 9 per cent. high. Tonnage and assay from scopes corrected to agree with feed to concentrator. Profit or loss for each slope estimated monthly. THE Lucky-Tiger mine is a silver-gold property, situated at El Tigre, in the northeastern part of Sonora, Mexico, at, an elevation of 6000 ft. in the Sierra Madre Mountains. It is 30 miles by wagon road from the Esqueda station on the Nacozari railroad. Since its discovery in 1903, the mine has produced forty million ounces of silver. The ore has averaged 40 oz. silver and 0.25 oz. gold per ton. Copper, lead and zinc have been of minor importance, having averaged 0.4 per cent., 1.1 per cent., and 1.5 per cent., respectively. The richness of the ore,, combined with its occurrence in narrow veins, required the use of the more expensive methods of mining.

Coal is a term applied to vegetable matter which, through geological processes of heat and pressure, has had both its physical and chemical properties changed. Because its chemical composition is variable, geologists classify coal as a rock rather than a mineral. Peat represents the initial stages in the development of coal, although not classified as coal itself. PHYSICAL PROPERTIES OF COAL The physical properties are concerned with the characteristics of coal in its natural state, or prior to its end use as a fuel. For example, the hardness of coal determines the maintenance cost on coal handling equipment; the specific gravity of coal determines the coal preparation techniques used in a cleaning plant as well as the capacity of coal bins, boats and size of cargo, and other coal storage facilities. The physical properties are, of course, dependent upon the chemical constituents that make up coal, and thus all properties are interrelated. Specific Gravity The specific gravity of a body is the ratio of the weight of the body in air and the weight of an equal volume of water. The specific gravity of pure coal ranges between 1.25 and 1.70, generally increasing with rank. The most important use of this physical characteristic is the part that it plays in the cleaning of coal by wet wash methods. The basic principle on which these operate is that the specific gravity of coals differs from their associated impurities and that there is a relationship between the velocity of the fall of particles in water and their density. Since the specific gravity of slate is around 2.5 and pyrite is about 5.0, pyrite and slate will fall to the bottom of a container filled with water more rapidly than coal. The objective of this paper is to present a better method for determining reservoir reserves of gas from extended drawdown test data. Means are proposed for conducting the test with or without the requirement of prior build-up to a static reservoir pressure. The test is based upon solutions to unsteady-state gas flow developed in an earlier paper and is believed to be superior to previous methods for determining reserves from flow-test data. The limitatiom of such tests are discussed, with emphasis on the subject of test duration. The test can supply useful information if the mechanics and limitations of it are understood. This type of information can be particularly valuable in deciding whether or not to drill offsets to producing wells. INTRODUCTION In the life of any gas or oil field, the engineer in charge must decide if certain wells need stimulation and whether or not to drill more wells in the field. Well production tests can aid in making these decisions. For instance, the value of stimulation can be estimated by determining formation permeability and the amount of well damage from drawdown or build-up tests. These tests are freely used in the oil industry. A less well-known type of analysis uses data from extended drawdown tests for determining reservoir reserves. Into this category fits the "reservoir limit test" of Jones,'-3 and the "reservoir reserve test" presented in this paper. The chief value of these tests is their ability to "see" reservoir boundaries and thus prevent costly dry holes. Methods for determining reserves of both gas and oil reservoirs were proposed in the work of Jones. His proposals appear sound for single-phase liquid flow. The generality of his work on gas flow is open to question, however, since the analysis is based upon solutions to liquid-flow equations. The test for gas reserves presented here is derived from unsteady-state gas-flow solutions presented in a previous paper.' In deriving this reservoir reserve test, it has been assumed that all of the reservoir energy is provided by expansion of the reservoir fluid and that the reservoir is radially symmetrical. No mention has been made of the effects of deviations from Darcy's law such as quadratic (turbulent) flow and well damage. Since the terms representing these effects are function of rate only, since the rate is constant and since the data are plotted in a differential form, it seems reasonable that these terms will not affect the test results in any way. No attempt has been made to estimate the effects of water drive, faults, or other departures from an idealized and isolated reservoir. MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

PART 1 INTRODUCTION All modern pelletizing plants are equipped with either the drum or the disc circuits. Choice of one or the other circuit is not simple and it is desirable to establish a firm basis for such a task. For a meaningful and a fair comparison it is necessary to have the two systems working in parallel in the same plant with the same concentrate under the same supervision. Furthermore, the comparison has to be based on a defined green ball quality and size distribution. BALLING CIRCUITS The LKAB straight grate plant at Malmberget, Sweden, was started up in Septenber 1973. It was designed for a 2.5 Mton annual capacity and was equipped with five balling drum circuits. During the first year of operation it was found that the induration plant had the potential for a higher capacity which required increased balling capacity. For this purpose it was decided to install a balling disc circuit complete with a roll screen. The reasons for selecting a disc were space limitations and LKAB's desire to gather experience on balling disc circuits. The disc circuit was started up in 1975 and was run in parallel with the balling drums in the same plant and with the same raw material and under the same operating personnel. The necessary conditions for a comparison were thereby fulfilled. The data for the size distribution and quality of the green balls were obtained on random sampling during one year of operation, so that all the variations which appear in a commercial plant are covered.

Thickeners are simply large tanks, usually circular in shape, which are designed to allow settling of solids and to operate with continuous overflow of clear water and underflow of thick pulp. The dimensions of the thickener are usually such that dewatering of very fine pulps may be accomplished while still overflowing clear water. Some thickeners such as the Center, Hardinge and Hydrotator types combine thickening with filtering2 while others such as the Dorr type are pure thickeners. l .2 , 3 A schematic diagram of the traction type Dorr thickener is shown in [Fig 1]. This type is appropriate for tanks over 15 m (50 ft) in diameter. This tank employs a rotating raking mechanism which moves the settled material toward the central discharge. For this and other thickeners, it is common to have a shallow conical tank bottom in order to conform to the geometry of the raking mechanism, and it is often desirable to elevate the tank for ease of access to the product. When the tank does not rest on the ground, the forces resisted by the cone are large, and thick plates must be employed. The fabrication of these tanks requires temporary supports in order to erect the cone. A flat-bottomed tank could also be used because the settled material would soon form a hardened conical surface. However, because of the presence of large bending forces, even larger plate thicknesses are required than for the conical bottom. Significant cost savings often can be realized by the use of a scalloped-bottomed tank such as the one partially shown in [Fig. 2]. The particular scalloped bottom discussed in this paper employs radial beams forming the outline of the cone-shaped bottom. These beams are supported directly by columns. Cone segments are hung between adjacent beams. The exact geometry of these segments depends upon the cone angle and radius, the number of radial beams, and their inclination. The geometry is chosen to satisfy certain clearance restraints and to utilize the material as efficiently as possible. The resulting thickness of these segments is significantly less than that of the equivalent plate for the tank with a conical bottom. This result, along with the simpler fabrication procedures required, accounts for the cost savings associated with this design. The raking mechanism employed may be the same as for the conventional conical bottom since the settled material soon forms a conical surface. Determination of the internal force mechanism for the scalloped bottom leads to designs that utilized material efficiently and thus maximize the cost savings. The complicated geometry of these bottoms along with the difficulty in analyzing the structure are factors which may have limited the use of scalloped-bottomed tanks to date. When such tanks have been built, the uncertainties associated with the internal forces have led to designs that are somewhat inefficient. In this paper, equations relating the geometric parameters are presented along with simplified closed-form solutions for the internal forces in the cone segments, from which the loads applied to the beams and the loads carried to the cylindrical tank shell can be deduced. An example is presented to show the magnitude of the savings which may be realized with this configuration.

INTRODUCTION In the intensive analysis of core samples from oil raservoirs, there is a recognized need for pore sizc distribution data. Such data, if collected with adequate precision and in sufficient quantity, should contribute to a better interpretation of fluid flow phenomena than is now possible from a knowledge of permeability and porosity data alone. It is hoped, for instance, that pore size distribution data may eventually provide a useful aid for predicting whether a water flood, or other secondary recovery methods. will he successful in a given reservoir.' Apparatus tor measurlng pore size distribution by mercury injection at pressures ranging from 0 to 2,000 psi have been described in the literature.2,3,4 All of these apparatus are somewhat complex and fairly expensive. Furthermore, the callbration of some of the apparatus is not always easy. Great difficulty, for instance, was experienced in obtaining reproducible pressure-volume correction data for the mercury pump shown in one of the references. An apparatus was therefore developed which was less complicated and less expensive than those of previously described designs. This apparatus is, in some respects, an improved version of a previously described low pressure apparatus' (maximum pressure 150 psi) which did not cmploy a mercury pump but instead used a precision bore glass tube for measuring the injected volumes. Tests were performed with the apparatus from vacuum to 2,000 psi and it was observed that the apparatus furnished reproducible pressure-volume correction data. In addition. it was noted that the maximum correction was small. precision of measurement was high. and operation of the entirc apparatus was relatively easy. Although the apparatus was designed exclusively for samples of 1 in. diameter and 1 in, length or smaller, it could be modified without much difficulty for larger samples, if desired. During the year 1939, Mexican production totaled 42,479,000 bbl.; a daily average of 116,381 bbl. or a little over 2 per cent of the estimated world production. The Mexican Government operates 100 per cent of the refining branch of the industry, 100 per cent of the domestic distribution, 96 per cent of the crude production and 92 per cent of the total exports. No discussion of the Mexican petroleum industry in 1939 is adequate without reference to the "expropriation" of the foreign-owned oil properties in Mexico by executive fiat on March 18, 1938. The forcible seizing of the properties culminated a long series of efforts on the part of the Mexican Government to obtain control of the oil properties developed through foreign initiative and with foreign capital in Mexico. The heart of the issue is whether the Mexican nation or any nation may with impunity confiscate the legally acquired properties of American citizens. The Department of State of our Government has in its communications to Mexico emphasized the fact that its "expropriation" of American properties was confiscatory because Mexico had failed to make "adequate, effective and prompt compensation"; that the taking was no less confiscatory "because there may be an expressed intent to pay at some time in the future," and that, consequently, "Mexico has assumed and continues to assume to exercise a right without compliance with the condition necessary to give such exercise a recognizable status of legality." Mexico has professed its willingness to pay for the oil properties but at the same time through its Supreme Court it has declared that the owners or lessees do not have the exclusive right to extract and dispose of the oil in the subsoil. This is a reversal of the Mexican position with respect to oil as set forth in the Mexican mining laws, affirmed by Mexican Supreme Court decisions, and as clarified in the Warren-Paync and the Morrow-Calles agreements, as well as in diplomatic correspondence. Since the earliest discoveries of oil in the Rocky Mountain area the spirit of cooperation in drilling and production programs has prevailed. There has scarcely been a field which has not been developed in an orderly manner through mutual agreement between competitive operators. An appreciable saving has resulted, as many unnecessary wells have been eliminated. We have unit operation plans and agreements which were developed at an early date. Rock River, found in 1918, has been a unit operation. One of the first prorate agreements ever attempted was made in Salt Creek in 1921. Teapot, first developed in 1922, has been a unit operation; the lessee, the Government, and the lessor, one operator. South Casper Creek, found in 1918, has been developed as a unit. Rex Lake, found in 1923, is a unit operation. The list might be extended materially but it serves to indicate that the Rocky Mountain region enjoyed the fruits of unit operation at an early date. It is concluded from this unitization study in the Rocky Mountain region that there is an appreciable saving in both development and production costs as well as the elimination of waste of a natural resource. Certainly, when unit operation conserves an irreplaceable natural resource as well as capital, any legal or political impediment to its successful development will be overcome. If one company supervises the operations in one field, it appears to be a unit operation. This may not be true if the lands involved have been leased from a great number of lessors. Royalty holders create a most intense competitive operation. The Rocky Mountain region has its full quota of such diversified interests. The original study calls for consideration of two types of fields, unit and near-unit operation. This Committee has felt that if an agreement of any character has brought about a saving it is an approach to unit operation. The fields have been classified into four types: 1. Unit Operation.—Any field whereby the competitive drilling-drainage feature is or will be absent in the development and operation of the pool.

RepressuRIng, or gas drive, was first tried in the Seal Beach oil field during the fall of 1927, and was carried on until the spring of 1928. This experiment in the Upper or Bixby zone was highly successful in proving the feasibility of compressing gas to high pressures and also showed great increases in production. The project was discontinued because there were not enough wells to protect the property lines. In the development of the second or Selover zone, many more wells were drilled and after 2½ years of production the gas was depleted so that all producing wells in the zone were either pumping or on gas-lift. Edge-wat'er encroachment and the deepening of wells on neighboring properties to a third zone practically isolated the lease, so that during the spring of 1929 it was considered feasible to repressure the Selover zone on the Bixby lease of the Continental Oil Co. (Marland). As shown on Fig. 1, the main Seal Beach structure is an elongated dome with a northwest-southeast trend, and the north flank is cut by a fault nearly parallel to the axis of the structure. Bixby well No. 24 was chosen for the injection well on account of its location, as it is backed up by the fault and is surrounded by wells that protect the property lines. The results of the test made in the Bixby zone indicated that an injection well on the flanks of the structure would drive oil quickly to up-structure wells but would have a tendency to cause by-passing, while the drive to down-structure wells would be slower but more evenly distributed. Preferably the injection well would have been located on top of the dome but property divisions made this inadvisable. Well 24 had been completed in November, 1928, but on account of gas depletion the well failed to flow naturally. On gas-lift the well had an initial production of 1000 bbl. of oil with 30 per cent. emulsion. This well is 4825 ft, deep, penetrating 200 ft. of oil-bearing formation.
