On June 30, 1960, ground was broken for the construction of the facilities to mine, concentrate, and agglomerate the iron ores of the Atlantic City, Wyo., area which has become known as the "Atlantic City Project." This was a historic occasion for Columbia-Geneva Steel Division of United States Steel Corp. When completed, the installation will be the first integrated iron ore beneficiation plant west of the Mississippi River producing an agglomerated product. This Project, named for a nearby ghost mining town, is located in central Wyoming on the south-east flank of the Wind River Mountains. It is 16 miles north of the South Pass, where the early pioneers who followed the Mormon and Oregon Trails crossed the Continental Divide. White men first penetrated into this area in October, 1812, when Robert Stuart Party brought the returning Astorians through South Pass on route to St. Louis from the Columbia River area. Further interest in the area developed when gold was discovered in the sands of Rock Creek and the towns of Atlantic City and South Pass City were founded.

"For his vision, determination, dedication, and leadership in the conquest of the remote and rugged Ertsberg and the technical and human barriers to its development and for his lecture ..." It is a great honor for me to be included among the Jackling Award recipients, many of whom have been close friends and associates. My subject is the development of the Ertsberg, a copper mine located 4' south of the equator, 70 miles (113 km) from the south coast of Irian Jaya---the easternmost province of the republic of Indonesia at an elevation of 12,000 ft (3658 m) in an area which was inhabited by a few "stone age" people when I first arrived there in 1960. Persistence, tenacity, immagination and innovation were all required to bring the Ertsberg into production. The technical, financial and political problems that have been faced over the past 16 years were unique in many respects. I hope that my paper will give some encouragement and help to future developers of mines in difficult and inhospitable surroundings.

THE zinc deleading processes at the Parral and Santa Barbara mills are described separately to provide a basis for comparison. Although the two procedures are fundamentally alike, there are some differences in application to meet specific conditions. The Asarco mill at Parral in the State of Chihuahua is a flotation plant treating 1450 metric tons- per day of complex sulphide copper-lead-zinc ores. In general, the procedure used for selective separation of the minerals into a copper, a lead, and a zinc concentrate follows the usual practice. First, a bulk copper-lead concentrate is floated and then separated into a final copper and a final lead concentrate by the sulphurous acid process. A small tonnage of high grade gravity lead concentrate is tabled from the bulk copper-lead cleaner tailing before it is reground so as to avoid undesirable over-grinding and sliming of this portion of the lead, mineral. Next, a zinc concentrate is floated from the lead rougher tailing and, as described later, is separated into a final lead product and a final zinc concentrate. Finally, the zinc rougher tailing receives a strong scavenger float to remove all recoverable middling values for regrinding, and return to the flotation circuits. The slime is separated from the scavenger flotation product, and only the sand portion goes to the regrind section. The minerals in the separated slime are extremely resistant to all methods of selective separation and pose one of the major problems awaiting solution. Nevertheless, the slime shows a profit when mixed with either the lead or the zinc concentrate, except when metal prices are very low, so it is accepted as a final product for lack of a more profitable method of handling it. Dr. Oldshue has provided a useful summary of a voluminous subject and my task will be to select and direct attention to those areas of mixing theory and practice which are germane to mineral processing in general, and to fine particle treatment in particular. Pulp mixing in impeller actuated reactors occurs in mineral processing in several different applications: (1) emulsification of reagents; (2) mixing pulp with 'reagents as in conditioning for subsequent operations (such as flotation, flocculation or agglomeration) ; (3) high intensity agitation, as in (a) disintegrating and dispersing aggregates, and (b) aggregating particles as in shear flocculation or in selective agglomeration; (4) hydrometallurgy; (5) hydrometallurgy with gas phase (e.g., Arbiter process); . (6) flotation in sub-aeration machines. Attention is invited to 3 above in which two opposite effects can be induced by proper choice of chemical treatment and hydrodynamic conditions. Successful processes for treating mineral fines require excellent aggregate dispersion in order to fully accomplish the liberation stage. Some processes depend further upon selective aggregation following dispersion. The term “dispersion” is often used in different senses which for present purposes will be clarified at the bottom of the next page.

A programme of work was initiated so that the possibility for the agglomeration of Transvaal chromite-fines by pelletization could be investigated. The use of cementitious binders did not yield promising results, binder additions of up to 10 per cent failing to produce an agglomerate that would be suitable as feed for an electric-smelting furnace. Further laboratory and pilot-plant studies showed that high-quality pellets could be made from chromite bonded with small amounts of bentonite and hardened by heat treatment at temperatures of the order of 1000°C. An investigation was also done into the reduction behaviour of pellets containing amounts of stoichiometric carbon up to that required for complete reduction. The results showed that the maximum degree of reduction that could be obtained was approximately 75 per cent, and that these pellets had the physical properties that would make them amenable to smelting in a submerged-arc electric-smelting furnace.

The object of this paper is to describe some efforts and observations by the writer relating to this subject. Althongh the usual type of' blast-furnace is a most efficient device for smelting and melting purposes, it is not suitable for utilizing the cheaper grades of fuel, such as coal-slack and certain gaseous fuels. This problem not only involves the consideration of the furnace as a suitable apparatus, but also embraces the consideration of the chemical and calorific properties of the proposed fuel. In the hearth of the ordinary blast-furnace an extremely high temperature is maintained. This extreme temperature is due to the complete combustion of the fuel in the hearth, and before the gases reach the zone of fusion their temperature is reduced, by the absorption of carbon, 2300 degrees Fat). IN 1880, mining operations were commenced at the Copper Queen mine. The famous Queen orebody, which extended to the surface, was first quarried from a large open cut in the outcrop. The orebody was followed down to the 300 level with the Queen incline, and stoped. This, we believe, marks the introduction of square setting in the Bisbee district, which is still the method most generally used. Orebodies The orebodies in the Copper Queen mine occur in the limestones, and the main portion of the ore has been mined from the Abrigo, Martin, and. Escabrosa limestones. While the orebodies outcrop in the extreme western end of the mine, the general dip is to the east and south, at an angle of about 20°, although this dip is not by any means regular, being, in fact, very irregular locally. The ore is remarkable for its variableness in character, some of it being very soft, requiring a large amount of timber, and other portions consisting of extremely hard sulphides. The orebodies, in general, While remarkable for their continuity, are very irregular, both as to shape and size. The mine having been in operation so many years, and mining having been prosecuted over such a large area, the operations have caused the shrinkage of the overburden, and there is a constant movement, which is shown y large cracks and interstices in the surface rocks, which largely contribute to the very high deadwork or maintenance cost of the mine. It is surprising that for year 1913 it cost almost $400,000 just for the one item of repairs and deadwork in this property.

The objective of this papef is to summarize briefly the practical use of rock mechanics in design and construction of various types of structures. These range from foundation for industrial facilities, nuclear power plants, bridges and dams to tunnels and underground caverns. The use of rock mechanics has varied from performing a few laboratory unconfined compressive tests on core samples to complete field and laboratory tests for underground power caverns. The primary difference between the rock mechanics studies we hare for construction projects and those most commonly found in the literature is that our tests must provide immediate answers to specific questions facing a design or construction engineer. For example, when we make a plate-bearing test we arrive at a load-deformation relationship. We realize that this is not a true modulus of elasticity. Yet, when considering the resistance the rock will provide against forces occurring in a pressure tunnel it is a far more useful value than the true modulus of elasticity of the rock. Another example of this difference in interest is in the use of flat jacks. Many people criticize the use of flat jacks because they measure the stresses in the disturbed zone very near the surface and do not represent the undisturbed stress condition in the rock. However, in actual construction it is frequently those near-surface stresses with which we must cope. We are interested in both the stress conditions present prior to excavation and those as modified by construction of an exploratory adit or drift. Fundamentally, we are interested in the practical application of rock mechanics in the solution of problems of design and construction of civil engineering works.

White, "The Mining Town," Alta California August 18,1873 INTRODUCTION One of the most important aspects of mineral enterprises of US corporations is the influence of the depletion allowance on cash flow. This allowance permits mineral producers to claim sizable federal income tax deductions not available to other industries, and these deductions significantly increase cash flows in mining. In the past several years the minerals depletion allowance has come under increasingly heavy fire from many sectors as a tax loophole that deprives the federal government of large amounts of revenue. One estimate of the loss of tax dollars in 1968 was $2.25 billion due to depletion deductions and intangible expenses in the oil industry. Largely on the basis of such arguments, the Tax Reform Act of 1969 reduced percentage depletion rates for a number of minerals, and the Tax Reduction Act of 1975 totally eliminated statutory depletion for most oil and gas. In regard to percentage depletion for hard minerals, the federal government has estimated its resulting loss of revenue at $1.75 billion for 1980. The TEFRA legislation of 1982 further reduced the statutory depletion allowance available to iron ore, coal, and lignite beginning in 1984. Thus, it is clear that minerals engineers and managers should have a thorough knowledge of the origin, evolution, justification, and computational procedures relating to the depletion allowance. The conservation movement, initiated during the time of Gifford Pinchot and Theodore Roosevelt, has gradually taken hold of the popular imagination of the American people; and today, although it is little understood, it is an accepted doctrine. But the subject should not degenerate into cheap and misleading publicity. In the wise development and use of human and material resources lies the answer (Fig. 4). Conservation does not mean the parsimonious and misguided avarice of the miser, but the prudent and intelligent use of all types of resources, and the opening of a way for the use of those potentialities that lie just beyond the horizon and wait for man's constructive efforts to make them available. Conservation consists essentially in not emptying the pools of primary wealth before the minds of men, guided by ingenious research, have found ways to replenish them from sources as yet untapped. To advance successfully along this path, man should be guided by science and by a decent understanding of his obligations to his fellow man and particularly to his children and his children's children. Two pathways branch from this general road. One is the restraining of those spendthrifts who would throw away our national heritage for the sake of a cheap and irresponsible enjoyment of the present. The success in providing adequate ventilation to the active faces of a coal mine for all methods of mining depends upon good face control and the air distribution and control system. A good system provides overcasts, air locks, regulators and bleeders so that an adequate flow of air will be confined to the working places with least opportunity for interruption, and that a flow of air is maintained, however small, across the worked out area to the bleeder and away from men and equipment at all times. In gaseous mines, it is just as important to satisfy effective bleeding as it is to satisfy the air volume requirements in the operating splits. The two requirements go hand in hand. Although not complicated, ventilation and methane drainage in longwall mining in a gaseous mine require careful forethought and adequate facilities to make them safe.

RECENT interest in germanium centers around its use as a semi-conductor of electricity in electronic devices. It is generally believed that germanium transistors, diodes, triodes, photocells, and rectifiers will largely replace the present-day vacuum tubes. The germanium electronic devices are much smaller, lighter, and more resistant to shock, and they require only a small fraction of current required for conventional devices. Hence only a small amount of heat is given off by the equipment. This development will require many times the quantity of germanium now being produced, which in 1948 was approximately 1000 lb' and was obtained almost entirely from zinc ores in Missouri, Kansas, and Oklahoma. This is an era of "expansion;" and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confréres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. A great deal is known, in a qualitative sense, about the performance of CMI EB-36 centrifuges. The manufacturer can give reliable guidance for the proper operation of its centrifuges and can give general estimates of expected product moisture and recovery. Quantitative estimates of the effects of changes in the various operating parameters are more difficult to find. The engineer faced with designing a preparation plant may be without the specific data needed to make decisions. For example, to obtain optimum product moisture when drying 9.5 mm X 595 µm (0.4 in. x 28 mesh) coal the centrifuge manufacturer recommends having no more than 5% -595 µm (-28 mesh) material in the centrifuge feed. They know that more -595 µm (-28 mesh)material in the feed will cause higher product moistures, but they usually cannot quantify the increased moisture or describe the shape of the product moisture versus -595 µm (-28 mesh) in the feed curve. This study was conceived to provide quantitative information on the EB-36 centrifuges, focusing on product moisture, recovery, and size degradation. All of the centrifuges tested were Model EB-36 dryers from Centrifugal and Mechanical Industries Inc. (CMI), with feeds in the nominal 9.5 mm x 595 pm (0.4 in. x 28 mesh) range. These are typical centrifugal dryers in this application, and many were available for testing.

This section is about fifty miles in length, extending from the semi-magnetic and brown iron-ore deposits, near South Fork of Holston River, on Virginia and Tennessee State line, through Bristol, Tenn., Goodson, Imboden, or Mineral City, and Big Stone Gap, Va., to the Cumberland Mountain, on the line between Virginia and Kentucky. Following a geological section from the southeast for near South Holston River), to the northwest, we encounter, first: The slates of No. III.,* generally dipping southeasterly with a trend of N. 65' E. They ontcrop along the north bank of South Holston River, having a thickness of 375 feet, 260 feet of which, as at Pen Rhyn quarry and the James quarry, southeast of Bristol, is slate of high grade for interior architectural uses. ONE of the methods for preparing a fiber-reinforced composite is that of directional solidification of a eutectic melt. Its major drawback lies in the fact that the matrix in this case is a pure constituent (or a terminal solid solution of fixed concentration) and the ratio of fiber to matrix volume is fixed. Only very few, if any, pure metal matrices possess technically useful properties, and the necessity for alloying is the inevitable consequence of this fact. Nevertheless, structures similar to binary eutectic ones can be obtained in higher-order systems by pseudoeutectic reactions of a type where crystallites and a solid-solution matrix are simultaneously precipitated from a liquid.1"3 Trials to solidify such alloys directionally—the matrix consisting of a solid solution of chromium, nickel, and silicon and the reinforcing phase being Cr3C2— will be reported elsewhere.4 This note describes constitutional studies carried out primarily to determine -the position of the pseudoeutectic and further to insure that no undesirable reactions between the reinforcing phase and components of the matrix occur in the solid state at elevated temperatures. In the investigation it was specifically desired to reinforce a matrix which is as close as possible to the 80/20 Nichrome composition with Cr3C2 to insure good oxidation resistance and improve the strength at high temperatures. No konstitutional information on the quaternary C-Cr-Ni-Si svstem in the range of interest was found in the literature. Nevertheless, the two most important ternaries c-cr-Ni5 and have been completely investigated. On C-Cr-Si some investigations have been conducted,7"9 and C-Ni-Si was studied with a few alloys in the course of the present investination 9 Eight alloys were prepared to investigate the changes in the constitution of the ternary C-Cr3Ce-yNi eutectic5 with silicon contents up to 10 wt pct. Five alloys were made with varying chromium and carbon contents around compositions containing -60 to 70 wt pct Ni and 5 to 6 wt pct Si. The latter alloys were designed to locate the y(Ni-Cr-Si-C)-Cr3C2 pseudoeutectic reaction and to determine the maximum chromium content in solid solution compatible with a two-phase equilibrium between y and Cr3C2 only. The alloys were prepared from electrolyte nickel, semiconductor-grade silicon, high-purity chromium (99.999 pct pellets), and semiconductor-grade graphite. They were melted inductively in high-purity alumina crucibles under flowing argon. Twenty-gram charges were prepared and investigated by optical microscopy (including hot-stage investigations), X-ray powder methods, and electronmicroprobe analysis. The alloys were studied in the as-cast condition and also after a homogenization annealing treatment of 48 days at 900°C in evacuated quartz ampoules. The structures of all alloys based on the ternary eutectic plus silicon in the as-cast state consisted generally of an inhomogeneous solid solution and at least two other phases. Annealing of the alloys showed that the solid solution was homogenized but that an incomplete solid-state reaction had taken place in all alloys with silicon contents over 5 wt pct. This reaction is clearly visible in Fig. 1 around the large Cr3C2 crystals (gray areas). Below this concentration, the alloys consisted of a homogeneous matrix and precipitates of Cr3C2 plus graphite, Fig. 2. The Cr3C2 was entirely unreacted here. Conventional methods of drill hole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drill holes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drill holes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

The extraction of gold from refractory ores containing activated carbon and various types of carbon compounds is being done commercially for the first time at Carlin, Nev., by Carlin Gold Mining Co. Oxidation of the carbonaceous materials to CO and CO,- is accomplished by the introduction of chlorine into an aqueous pulp. The chlorine reacts with the limestone in the ore to form calcium hypochlorite which in turn reacts with the carbonaceous matter to form calcium chloride, CO, and CO.. Following the oxidation treatment the ore is cyanided in the conventional manner. For the first six months of operation the plant averaged 83% extraction at a feed rate of 500 tpd and a consumption of 28.4 lb chlorine per ton of ore which showed only 33.5% extraction by conventional cyanidation without the oxidation pretreatment.

A mathematical model describing the leaching of low grade industrial waste dumps in developed and solved by finite difference techniques. The leaching behavior of model dumps of different sizes, permeabilities, and waste characteristics, under different operating conditions, is then investigated using the model. It is shown that leaching is fastest for dumps 50-100 feet (15-30m) high, that permeability is very important for the effective leaching of large dumps, that slow leach kinetics of the waste may not be detrimental, and that the leaching of large dumps may be facilitated if leach solutions are preferentially applied to the hot, near-edge portions of the dump.
