The Chairman.—Mr. Earle Smith has kindly offered to make some remarks in connection with segregation in the product, Mr. Smith: E. C. Smith,* Cleveland, Ohio—I will start this Off by a story oF the code days of the American Iron and Steel Institute. In those days, Republic did not have a big strip mill, and the question came up of the check analysis of rimmed steel. I suggested that they let me be the chairman of the Committee on Accumulating the Information on the Variation of the Composition of the Ingots of Rimmed Steel. Somebody wanted to know why I wanted to be the chairman. I said, "we don't make any of the big ingots of rimmed steel, and no matter who makes them they are so bad that you don't dare publish the information. So if 1 collect it and hide it you can't charge me with having done anything that really disrupted the commercial situation." So, everybody furnished me with a rather complete story as to the horrible variations in big rimmed ingots. I took it out to my house and put it away, and it is still there. Now, segregation in the big ingot is no longer an "academic " matter as far as I am concerned. I am in a situation like that of the German who was told in 1956 about the coming war. He said: "until it is your throat that is going to be cut, you don't pay any attention to what is happening to the otherman." 'That is the way with the problem that we have in front of us. Recently I have been told that the 'Omptroller was questioning the payment for certain articles of stamped steel that had been made from rimmed steel, because upon check analysis of the rimmed steel it had been determined that these stamped articles were nut within the compositions that were included in the specification, and therefore he as the camptroller had no alternative. It was not meeting the specification; therefore, no payment. So I I say to all of you: You can very seriously consider this matter of segregation now and on into the future on the basis of the fact that it is actually going to cost your companies, which are making these products, money unless there is some new idea about the infallibility of quantitative , chemists who analyze some of these products or lawyers who read specifications, I don't know which man is going to be the major factor in the future. if the National Bureau of Standards could in some way show the specification writers the variation between good chemists analyzing for That they expect to be umpire eel. the writers would certainly realize that some of the to to which we have calmly signed our names as being O.K. are— well, as one man said to me, they might be filled by the devil, and they certainly could be filled by the Lord, but they could not he me by mankind. To the layman, the term "strip mining" usually applies to the appearance of mined-over land after an operation is completed, not to the technique. This attitude, however, is becoming pass6 in the central Florida pebble phosphate field as eight mining companies in the area pursue a mutual program of land reclamation. The Florida phosphate industry is fortunate in this respect because it occupies an area favorable to reclamation. The terrain is flat; overburden is sand and clay which will support vegetation fairly readily; a high ground water table naturally converts mine pits into lakes. Too, this is water which readily supports marine life, not the acidic water so frequently found in the coal industry.

The metamorphic zinc-iron-manganese ore in the Grenvillian rocks of the Reading Prong m Sussex County, N.J. is unique. The singularity of its mineral composition and associations has fueled controversy among economic geologists and mineralogists for more than a hundred years. The silicate-oxide ore, in two synformal concentrations has been mined since about 1838. The Franklin mine was depleted in 1954, while the one at Sterling Hill is still producing. Although the two mines are perhaps best known for their almost three hundred mineral species and have been a mecca for collectors, they -- as importantly -- have provided a window through which to observe more than a billion years of geologic history. When pieced together, studies reveal a sequence of probable sedimentary deposition, intense folding, pseudo- viscous flow with attendant negative diapirism, uplifting, erosion, karstification, hydrothermal alteration, burial, faulting, igneous intrusion, uplift , saprolitization, and glaciation.

In every chemical reaction heat is either developed or absorbed, and this plus or minus heat of formation is as definite in quantity as the weights of the reacting elements. In this paper I shall show that each chemical element and each chemical radical has its own definite heat-valency,—a fact which, so far as I know, has hitherto escaped the attention of investigators, but, I feel sure, will be admitted after the demonstration here given, and may lead to some practical conclusions of value. When Berthelotys " law of maximum work " was found to have so many inexplicable exceptions, the pendulum of a scientific theory swung away from a recognition of the truth underlying that proposition; and this reaction went so far that not only has thermal chemistry been relatively neglected by recent investigators, but it is not uncommon now to find textbooks on physical chemistry which practically ignore all that Thomsen, Berthelot and others have done. To this temporary tendency of thought I attribute the failure to recognize the principles herein announced and explained. Not long ago, while studying tables of the formation-heat of various salts, I noticed that in this respect all potassium salts in solution differ from the corresponding sodium salts by 9.3 cal.1 I found also that similar differences exist between other salts, not only when the basic radical is varied, while the acid radical remains constant, but also when the acid radical is the variable. Thus chlorine salts in solution differ from bromine salts in this respect by 10.9 cal. Upon further study, I found that Thomsen had noted similar constant differences, but, so far as I can ascertain, he appears to have attached no great significance thereto.

Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposed standards were withdrawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting-standards &k place on October 1, 1976, which means that the underground coal mining, industry must comply with face illumination requirements by April 1, 1978.

The cost and the speed of sinking a shaft are factors of so great importance in operating a mine, that the data given in Table I., herewith published, will be of interest and value to all engaged in practical mining; and for this reason the data are communicated for permanent and accessible record in our Transactions. The figures 'of cost cover the period from January 1, 1903, to May 31, 1903, during which time the total depth sunk was 858 ft. So far as I know, the cost of sinking per foot (£13,15s., 11.04d.) of a shaft of the dimensions 21 ft. by 6 ft. in hard rock, is the cheapest yet on record; and the speed of 213.5 ft. per month, which was attained during May, 1903, is also the best record for speed in sinking in rock so hard as that of this shaft. During the period from January 1 to May 31, 1903, there were 144 rounds worked, involving 4,032 holes, of a total depth of 28,963 ft. 2.4 in., which is equivalent to an average depth of 7 ft. 2.2 in. per hole bored. These data are of added interest from the fact that the work was done practically by native labor.

He who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be ontered under such authorization are thereby segregated from the reservation, and the Indian title is oxtinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royaltics from such mines, and provided that all coal within the nation should remain the common property of the tribes. , Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must' be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient. There is a demand for a general law that will permit mining upon Indian reservations, and I am informed that most of the members of both houses of Congress from the Western States are in favor of Congress pass-

Considerable interest has recently been developed in sage-brush oil because of its possible utilization as a flotation agent in the mining industry. A list of some of its physical properties, together with the method used in its extraction, may prove of interest at this time. Something over a year ago, a study of the essential oils in desert plants was begun in the Chemical Laboratory of the University of Nevada. None of the oils so far studied possess properties of special interest to engineers, except the oil of sage, Artemisia tridentata, which has exceptional power as a flotation agent. This plant, known as common sage brush, also called black sage, is widely distributed over the semi-arid West, being found quite generally on most of the dry plains and mountains west of Missouri. The method of extracting the oil followed in these experiments is very simple. The leaves, twigs and small branches are placed in an airtight drum, having a capacity of about 27 cu. ft. Steam is admitted through a number of ,small openings at the bottom of the retort, and the pressure maintained at 20 to 25 lb. per sq. in. for 3 hr. The escape of the steam from the retort is regulated by allowing it to pass through a stop-cock into a condenser. The water in the receiver is drawn off from time to time and the oil, which is insoluble and floats upon the water, is thus collected. At the end of 2 hr. most of the oil has been driven out, though traces continue to come over for a much longer time. By raising the pressure, the time required could probably be shortened and the yield increased, but the lack of laboratory equipment has prevented the carrying out of this experiment. The stock wood, bark and branches contain no oil, the distribution of the oil being limited to the leaves and young shoots. There is a seasonal variation in the amount of oil contained. Samples collected on different dates gave the following amount of oil: May 1, 0.42 per cent.; May 27, 0.6 per cent.; June 30, 0.72 per cent.; Aug. 1, 0.9 per cent.; Sept. 10, 1.0 per cent. The increase appears fairly constant from early spring, when the leaves first appear, until light frosts occur in the autumn. It is particularly interesting at this time to notice the recommendations of F. L. Bishop, clean of the University of Pittsburgh School of Engineering as to the types of engineers required and the training that should be given each type. Dr. Bishop's recommendations, which follow, are substantially the same as the first two recommendations made by resolution at the National Conference recently held to discuss commercial engineering problems. This provided business training for the engineer arid engineering training for commercial enterprises. Dr. Bishop says: "The first type is that of the man who may be called a technician, who is highly trained in science and mathematics, who possess the instinct of the research man and who can devote his entire time to highly technical research problems, either in the research laboratories which are now rapidly being developed in the large industries, or by applying the results of his research to engineering science. For the training of this type of man, there is needed the best of scientific equipment, the members of the faculty must be those who are intimately interested in research problems, and the student himself must have what is sometimes called a mathematical mind. It is doubtful if this type of nan can be developed in a four-year course under existing conditions. In fact, it is probable that such a man can be developed only M. a school which has a thorough graduate department. "The second type which seems to be demanded by the industries is the man who has a broad general knowledge of engineering subjects and can apply that knowledge in an effective way in present engineering problems. He must have ability to command men, a knowledge of the applications of economic principles to industries, and a broad training in the so-called humanities, since he is the man in contact with men of other types in other fields of human activities. He should not be a research man, his training in mathematics need not be of necessity so extensive as that of the research technician, but his understanding of engineering problems should be extensive. Such a man cannot be trained in the ordinary schools because of the artificial conditions which of necessity exist in academic institutions. He must become familiar with the industries while yet, a student in order that he may understand thoroughly the application of his theoretical courses in school and their application to industries, and also that he may become familiar in the formative period of life with the problems of labor and the human factor in engineering. It is in the development of this type of man, who is to become. the manager and operating head of our large manufacturing industries, that the advantages to be derived from the cooperative system of engineering education are needed."

While assaying some copper carbonate ore from the Frazer claims, Similakameen, B. C., I noticed that on parting the gold button a deep orange solution was formed. The button gave off pink bands in the nitric acid, which became deep orange at a short distance from it; and as it traveled over the surface of the porcelain dish, it left a deep orange track behind. As the button brightened in the cupel, it appeared to have a bronze color; but I have since found that when amarillium is in large excess of the gold, the button is a very dark gray. The button parted easily. To the orange solution I added a salt (NaCl) solution, shook in a silver testbottle, and filtered. With H2S I obtained a precipitate, which I supposed due to platinum. Discussion of the paper of F. C. LANGENBERG and R. G. WEBBER, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 291 to 300. HENRY M. HOWE, Bedford Hills, N. Y.-The results here given are of great interest and are welcome as forming another rivet to increase the stability of our present theories of the constitution and properties of steel. The important discovery is that the hysteresis increases with the fineness of the structure, that is to say with the extent of contact between the particles of ferrite and cementite. All of the specimens except No. 4 consist of ferrite and cementite of different degrees of intimacy of admixture. If hysteresis represents something akin to surface friction, which retards the rotation of the ferrite on the application and release of the magnetizing force, then it is only natural that it should increase as it does with the intimacy of admixture, because it is at the surface of contact of a given particle of ferrite with the neighboring particles of cementite that this friction is to be expected, and of course the extent of surface must in¬crease with the intimacy of admixture. The somewhat greater hardness of specimen 4 than of the others may perhaps he referred to the principle discussed in my paper, Why Does Lag Increase with the Temperature from Which Cooling Starts?' The furnace-cooled specimens were cooled so slowly that the influence of the initial temperature of heating is effaced. But in the air-cooled specimens we have the suggestion that the high temperature, 1,000°, from which the cooling of No. 4 started has prevented the completion of the transformation, with the result that the metal is slightly harder than any of the others. The difference is not to be explained by difference in the fineness of structure, because the whole range of fineness from No. 1 to No. 6 is accompanied by no change in hardness, the only change being an appreciable increase of hardness following the air cooling from 1,000°.

VERSATILITY is perhaps the outstanding characteristic of the subject of this sketch. He is author, golf-player, musician, public speaker, philatelist, German scholar, and has been a school teacher; but these are incidental. Oliver Ralston's professional forte might be described as beneficiating solid minerals and he has dealt in an important way with practically all of them. To this work he has brought a fertile mind stimulated by keen imagination but kept on the track by a sense of economic balance. An indication of his versatility is evidenced by his career with the Bureau of Mines, which he first joined in 1912, when the Bureau was just one year old. Except for two excursions into industry-Hooker Electro Chemical Co. (1917-20) and United Verde Copper Co. (1928 to 1935)-his entire professional career has been with the Bureau.

W. G. MITCHELL,* New York, N. Y.-I quite agree with Mr. Wilson1 in the statement that the Bonanza copper orebodies of the Jerome District are definitely pre-Cambrian. You might go much further than that. It is an interesting fact and, I think, well substantiated that the chalcocite enrichment is pre-Cambrian, and in that particular the deposits are unique, so far as I know, among copper-ore deposits. It is certainly true, under my scheme of classification, at least, and I think it has been supported by the work of Mr. Reber of the United Verde Extension, that chalcocitization was entirely accomplished prior to the laying down of the Cambrian sediments. The statement of Mr. Wilson that no Yavapai schist, as defined by Jagger and Palache, has been found in the Jerome District and that the schist in Jerome is composed entirely of ancient intrusive and extrusive volcanic rocks and bedded tuffs is one with which I am not entirely in accord. I believe that it is true that the schists at Jerome are largely composed of bedded volcanic material, I am also certain that there is a considerable proportion of plastic material in those schists. I have seen a good many slides, and it is quite common to find quartzites and limestones in the schists. At a short distance from Jerome, at the Arizona Binghamton, there are limestone strata in the schists several feet in thickness, and unmistakably a part of the original sediments as laid down. Another statement of Mr. Wilson is supported by my own observations. In the United Verde mine included fragments of sulfide ore are found in later anthracite dikes, which cut the orebodies but do not invade the chalcocite sediments. This is not only true, but those fragments of sulfide ore that are of small size, from the size of a walnut to fragments 2 and 3 ft. in diameter, are of the original unenriched pyritic material. I have never found high-grade ore, either chalcopyrite or chalcocite, in any of those dikes.
