Heap leaching, as practiced at Rio Tinto, Spain, while one of the oldest, and probably one of the cheapest, methods of extracting copper from its ores, has not had, until recently, other than experimental application in this country. This has been due partly to a mistaken idea that the Rio Tinto ores possess some obscure and mysterious quality that renders them alone suitable to the process, partly to the fact that tests properly made meant the expenditure of large sums of money and several years time, and partly to the fact that favorable commercial and other conditions are not often found. This paper gives some views on the chemistry and mechanism of the method, an account of the preliminary experiments, and the final plans adopted for a large-scale installation of the method by the Phelps Dodge Corpn. for treating low-grade ore from Sacramento Hill, Bisbee. If results comparable with those obtained from the test heap are to be had from the large plant, this plant will operate on the lowest-grade sulfide ore now being treated commercially in the country. The method has several advantages: The installation cost is low. Interest charges must, of course, be made both on the cost of the ore delivered to the plant and for the plant itself, but as these are low, there is considerable advantage in the ability to regulate output by more or less complete shutdowns in accordance with market and other conditions. The amount of labor needed is small, and the cement copper produced may be considered nearer a finished product than the sulfide concentrates from a mill, and certainly means less installation cost per ton to put into final form by present methods. The amount of lead in concentrates that moved in international trade in 1952 was only 16 pct of the world mine production of lead and was less than 27 pct of the total of lead in concentrates and lead metal that traveled from one country to another. Because almost all lead is derived from galena, lead concentrates are high grade, with a theoretical maximum of 86 pct lead, and can be shipped as such without transporting a considerable weight of waste material. It would not be surprising, therefore, to find the large share of lead in international trade moves in concentrates (Rule 5). This is not, as has just been mentioned, actually the case. There is more than one explanation for the situation. Lead smelting is not a particularly difficult process and is one for which smelting equipment can readily be made of the best size for the tonnage to be handled. Another factor that encourages local smelting is the effort of many mining countries to see that a maximum of profit from their raw materials remains in the home country. Still another factor is the newness of large scale lead mining in two of the three largest exporters of lead in concentrates. In these countries, South West Africa and French Morocco, there has not yet been time to erect enough smelting capacity to process all of the concentrate output. Even in these countries, however, it will not be long, if present trends continue and plans are fulfilled, before most or all of the lead mined is domestically smelted.

IN OPENING the symposium under the auspices of the Petroleum and Gas Committee of the American Institute of Mining and Metallurgical Engineers, I wish to call to your attention the following, among other subjects, which it is hoped may receive proper attention: 1. The recording of as accurate an appraisal of the oil possibilities of the various countries as is possible, with information as to the immediate availability of their supply. 2. The development of further support for the move-ment to bring about active cooperation among Ameri-can oil companies in their foreign exploration and development work. 3. The furtherance of the efforts of the industry in securing governmental assistance in foreign oil develop-ment: (a) along the lines of a modification of our domestic oil policy, so that we can go to foreign coun-tries and consistently ask fair treatment as to royalties and bonuses; (b) by a closer cooperation between the State and Commerce Departments and the oil industry. 4. The calling of attention to the unjustifiably drastic action of the price-fixing group of the oil industry during the last year or so, with the hope that it will use gentler methods in the future. None of these subjects are new, and some of them have been discussed before various organizations for years. Our justification for again bringing them forward is the hope that by everlastingly harping on them the industry, the Government, and the people who shape the destinies of this country may some time, some how, realize their importance and take effective constructive action.

IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners—all of them cattle ranchers—sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum. The Calaveras plant, shown in Fig. 1, is located three miles from San Andreas in the heart of the Mother Lode country, about 45 miles east of Stockton, Calif. Since it is in a small town, the company's responsibilities to its employees and to the community are different from those of plants located in large centers of population. Construction of the plant was begun in 1925, and production was started the following year. Standard gray Portland cement as well as several specialty cements are produced. Production facilities have been continually enlarged so that the present capacity is more than double what it was 25 years, ago. The most important item in the company's expansion program was the purchase in 1945 of an 11 ft 3 in. x 360 ft Allis-Chalmers kiln which had been declared surplus by the Defense Plant Corp. The company is now able to produce about 2,500,000 bbl of cement a year, and employment at the plant is approximately 300. The production of cement has always involved a dust problem, solution of which has been attempted in a number of different ways. By far the most efficient method of catching dust discharge is electric precipitation. Soon after the company went into production in the 1920's, the landowners near the plant began complaining about dust discharge. The company settled the matter by paying them a total of $27,000 for dust damages incurred during the period from 1929 to 1938. In the latter year the two-unit Cot-trell Electric Precipitator shown in Fig. 2 was installed and collected over 85 pct of the dust resulting from operation of the two 11 ft 3 in. x 10 ft x 240 in. kilns. From 1938 until 1946 the landowners registered no objection and were apparently satisfied with that dust recovery. In 1946, however, the substantially higher production resulting from operation of the new kiln immediately overtaxed the facilities of the existing two-unit precipitator. In a short time claims for dust damages were again received from the landowners. The company informed them that because of postwar shortages it would take several years to install a new precipitator. The company stated that it intended to purchase an additional precipitator and offered in the meanwhile to pay the landowners a fair amount to cover their damages. This offer was rejected and the landowners filed suit in the Superior Court of Calaveras County asking for total damages of $120,-338 and for the injunction outlined above. Case for the Ranchers The attorneys for the plaintiffs produced three different types of witnesses: first, the landowners themselves and members of their families; second, other cattle raisers who were sympathetic to the plaintiffs; and third, several types of technical experts: veterinarians, soil chemists, and an aerial photographer. The testimony of these witnesses was designed to establish that the flue dust from the plant had not only damaged the land and the forage, but had also caused fluorine poisoning to their animals. By a combination of these causes, the plaintiffs attempted to prove substantial loss of profits.

THE copper mines of the Katanga region in the Belgian Congo lie along the same mineralized belt as those of Northern Rhodesia. There are two distinct types of deposits in that belt, the dolomitic and the quartzitic. In the dolomitic type the metallic minerals are found in a dolomitic limestone country rock. Through oxidation and enrichment, large deposits of high-grade oxidized copper ores were formed, some of which are being worked by the Union Miniere du Haut Katanga. Such deposits are all in Katanga. The quartzitic deposits are found in Katanga and Northern Rhodesia. Here the primary mineralization occurred in sandstones and quartzites, in horizons stratigraphically lower than the dolomites. These rocks are not favorable to secondary enrichment and the oxidized zone is poorer than the sulphide zone, which alone contains the ore. There are also in Katanga a few ore-bearing veins. One of them is being worked in the Prince Leopold mine at Kipushi.

Self-diffusion coefficients were measured using the modified shear cell technique over a temperature range from 31" to 401°C. These data agree within experimental error with those of Petit and Nachtrieb, which were determined from 30°to 99°C. LIQUID self-diffusion behavior in gallium has been studied previously by Petit and Nachtrieb&apos; using their shear cell technique.&apos; Data were obtained in that investigation over temperatures ranging from 30.6 to 98.7"C, and these comprise the only published data for liquid gallium. In the work reported here, diffusion data were obtained from 30.8 to 400-9.Cusing a shear cell technique different from that of Petit and Nachtrieb. This modified shear cell method and the mathematical analysis for diffusion in a finite capillary geometry have been previously described.3 PROCEDURES AND ANALYSIS The segments of the modified shear cell were fabricated from types 304 and 316 stainless steel. No corrosion problems with gallium were encountered until attempts were made to obtain data at 500°C. The diffusion capillary diameter was 1.59 mm and capillary lengths for the four sets of cell segments used are given in Table I. Gallium with a purity of 99.999 wt pct was obtained from Var-Lac-Oid Chemical Co. The gallium-72 isotope used to measure the self-diffusion coefficients was produced from this inert gallium by irradiation in The University of Texas Reactor Facility, and was checked for radiochemical purity. Following a period of isothermal diffusion controlled to within 0.0l°C, the contents of each capillary section were emptied into a counting planchet, weighed to assure that gallium had not been lost during handling, and the radioactivity determined by windowless gas-flow proportional counting. Great care was taken to obtain a reproducible counting geometry for the samples. Diffusion coefficients were obtained from the solu-tion3 to the diffusion equation for the modified shear cell problem, viz.: in which B2= C2(t)Li + L2)- CSL1-COL2 P* (C0-Cs)(L1+ L2) and L, and L2 are the capillary segment lengths. The step-function initial concentration distribution was expressed as C(x,O) = C, for -L1 = x < 0 and C(x,O) = Co for 0 < x 5 L?. Also, C2(0 = ^- fcix,t)dx Computation of the diffusion coefficients was done numerically as described in our earlier paper.3 Because of the short half-life of gallium-72 (14.1 hr) and the relatively long counting times taken to give a precise value of the diffusion coefficient, it was necessary to account for the radioactive decay both during the actual count and between counts for different samples (before and after diffusion). Thus, the average count rate Cz(t) for a second sample counted from times t3 to t4 can be made consistent with the average rate Co determined for a first sample counted from times t1 to t2 by the relationship: N(e-»i-e-M») , , C2(f) " &-«,)(*-«.-«-»«) [21 in which N is the total number of counts taken and is the decay constant. RESULTS AND DISCUSSION The self-diffusion coefficients determined in this investigation are listed in Table 11. Values of the parameters used to calculate the coefficients are given in the table, as are values of the random counting error &apos; for the concentration ratio pz and the corresponding expected random variation AD in the diffusion coefficient. The quantity is calculable from: &apos;Cg — C2(t)} , „ ,2 .-„¦, M co-csl(ACs)J W in which AC is the error in the individual count rate. The mean values of the diffusion coefficients within each temperature group are also given in Table 11. Such temperature groupings of data are reasonable because of the small variations between the temperature~.~

The total production of oil in Peru in 1940 was 12,127,135 bbl., or about 10 per cent less than in 1939. Most of the reduction can be attributed to the fact that the export market under war conditions is much restricted and naturally is more than ordinarily competitive. Development and Exploration in Older Areas As evidenced by Table I, almost all production continued to come from the three established fields in coastal northwestern Peru. Zorritos Field.—Exploration in this small field, which was purchased by the Peruvian Government in 1939, continued with that in near-by areas in the adjoining National Reserve. Several wells were drilled, regarding which details are not as yet available. It is estimated that the production rate for a total of some 45 old and 15 new wells approximated zoo bbl. per day, or about 3 bbl. per well per day. Lobitos Fields.—The Lobitos area produced 2,435,504 bbl.; about 10 per cent less than the amount for 1939. La Brea-Pari9zas.—This property of International Petroleum Co. continued to account for nearly 80 per cent of Peru&apos;s production. During the year, drilling was stepped up to 139 wells, as compared with 73 wells completed in the previous year; 123 were producers and aggregated a total of 287,867 ft. Of this total, more than 85 per cent was drilled by rotary tools, which are steadily displacing other equipment. Although most of these wells were drilled in the proved or semiproved areas, eight

Petroleum occurs, in nature, as a fluid saturating the pore spaces between the grains of porous rocks or aggregations of rock particles such as sand, sandstone, conglomerate, shale, limestone, etc. The oil, under the influence of gas pressure, hydrostatic pressure, gravity, earth pressure, and, perhaps, other natural forces, is caused to flow through the porous "reservoir rock1&apos; into wells penetrating the stratum in which the oil occurs. The principal moving force is the pressure of dissolved or occluded natural gas within the oil, though this force is assisted by gravity and by the hydrostatic or buoyant pressure of ground water about the edges of the "pool." The wells, providing outlets to the surface, are centers of reduced pressure and the flow of rock fluids into a particular well is usually an expression of the difference in pressure existing between the space within the well and that of the stored oil within the reservoir rock. The greater this differential pressure, the more rapidly will oil flow from the source rock into the well. Opposing movement of the oil from the reservoir rock into the well are certain natural forces related to the rock structure, such as pore friction and capillarity, and certain others related to the physical properties of the oil, such as viscosity and adhesion. The differential pressure between the well and the boundaries of the area drained by it must be sufficient to overcome the forces opposing flow if there is to be movement of oil into the well. If by any device the resistance to movement of the oil may be reduced, the oil will flow into the well at a more rapid rate and the effective area of drainage will be increased.

Mine, mill, and smelter wastes aggregating billions of tons are scattered across the country as unattractive barren piles that mar the natural beauty of the land. As the population of the United States increases and the demand for land intensifies, populous centers are slowly encroaching on these formerly isolated wastes. Encroachment sharply intensifies the importance of controlling the air and water pollution derived from natural weathering of such wastes. Use or stabilization of these wastes comprises the only viable means for minimizing pollution. Utilization is preferable to stabilization, because full use would both eliminate the waste and broaden the mineral resource base. However, the wastes typically comprise immense tonnages of materials discarded by selective mining or after recovering the significant mineral values by milling and/or smelting. Only rarely can such low-grade material be reprocessed to extract additional minerals at a profit. Some mineral wastes are suitable for disposal as mine fill, railroad and highway road ballast, and land fill. Similarly, some mineral wastes can be utilized as raw materials for making brick, rock wool, concrete, and ceramic products. Several means exist for stabilization of relatively fine-sized wastes, which constitute the chief sources of air and water pollution. These include physical, chemical, and vegetative stabilization, and combinations thereof. Massive coverings of coarse slag, concrete, and soil may be used to prevent erosion of waste piles. A variety of chemicals can be used to bond the particles of fine-size waste into a relatively inert mass. However, the most promising method of producing an esthetically appealing storage site is vegetative stabilization. Numerous species of plants can germinate, grow, and reseed in waste materials which have been adequately prepared to support plant life.

This paper presents an experimental verification of some of the predictions made by one of us1 concerning the influence of certain conditions of casting upon the size and position of the pipe, and the position of the segregate, in steel ingots. The predictions which we have been able to verify are the following: A. That the pipe is shortened and the segregate raised: 1. By slow casting; 2. By casting with the large end up instead of down; 3. By retarding the cooling of the top, e.g., by means of a sinking-head. B. That the pipe is shortened by slow cooling. C. That the pipe and segregate lie in the last-freezing part. Our procedure was to cast ingots of wax (commercially pure stearic acid) containing a little bright green copper oleate (usually 1.5 per cent.) under varying conditions; to saw each ingot open along a longitudinal plane passing through its axis; and to examine the longitudinal section thus laid bare. In order to make the segregate or enriched part more distinct in color from the impoverished part, a very little red cerasine was added. An experiment which will be described later showed that the cerasine itself does not segregate markedly, if at all. Hence we may assume that the strong contrasts between the green and red shown in so many of our ingots are due, not to segregation of cerasine, but to that of the green oleate, in the wax which in itself is uniformly reddened with cerasine.

Production of sound bronze castings is a matter of great practical interest to users and manufacturers of high-grade non-ferrous engineering specialties. Although there has been much excellent research in this field, there still remains some confusion regarding the fundamental principles underlying production of really sound bronze. The literature of the past 20 years on this subject indicates that the prevailing opinion of metallurgists and foundrymen has been that unsoundness in bronze is due generally to oxidation. The following references are typical. Review of Literature Carpenter and Edwards1 state that when gun metal is melted the alloy dissolves gas, the amount increasing with rise in temperature and duration of the melting. The solubility of the gas diminishes during the fall in temperature and it escapes through the liquid metal. At the moment of incipient solidification there is an evolution of gas. Sperry2 says that by using charcoal a reducing atmosphere is supplied whereby oxidation is prevented, and this also prevents gases from coming in contact with the metal. Logan3 says that many of the troubles that occur in non-ferrous castings are the direct result of one thing—oxidized material. He mentions how readily copper absorbs oxygen when molten, but does not mention the harmful effects of reducing conditions as observed in overpoled copper. Guillemin and Delachana14 investigated the gases occluded in bronze and found that the better bronzes contained mostly hydrogen while the poorer ones had a larger proportion of carbon monoxide and carbon dioxide.

IN pre-war days, the mining industry of Russia occupied in the industrial life of the Empire a place of ever increasing importance. The peak of produc-tion was reached in 1913 and 1914, the years of greatest prosperity, and a rapid growth of the mineral industry seemed assured, especially as regards base-metal mining. Exceptions were the gold production, for which a gradual decline was anticipated, and the platinum out-put which was expected to remain steady. A greater productivity of labor, corresponding to better working facilities was noticeable, and the economic status of the working classes was constantly improving. The tremendous strain on Russia&apos;s economic life caused by the World War did not materially alter the prospects of the mineral industry and the fundamental changes began only with the revolution in the spring of 1917. Their scope and character are illustrated by the figures in Table 1 which compare, for the parts of the Russian Empire under Soviet (R. S. F. S. R.) control, the average mineral production of 1913 and 1914 with that of 1920, 1921 and 1922, as supplied by bolshevik sources.1The latter three years in Russia&apos;s history were characterized by the firm establishment in power of the Communist party as a new ruling caste. Silver, lead, zinc, tin, nickel, tungsten, barite, etc., were either produced in negligible quantities, or not at all. However, before the revolution the development of several argentiferous lead-zinc deposits in western Siberia had reached a stage which seemed to assure an appreciable output of the white metals for the near future.

An examination of the Pachucal and El Oro districts in July, 1920, although cursory and incomplete, disclosed facts of more than passing interest to the student of ore deposits; and inasmuch as the literature on these districts is limited and some of their features are little understood, a brief account may prove valuable as reconnaissance observations to be amplified by more thorough and competent observers in the future. Where no complete monograph of important mining camps has been published a partial presentation of the data is often useful, as it sometimes leads to fuller and more accurate descriptions, by stimulating discussion. The following notes are presented with the consent of A. F. Main, managing director of the El Oro Mining and Railway Co., whose fund of information and wide acquaintance with both districts alone made it possible to cover so much ground in a short time. I have also to acknowledge gratefully the aid of C. A. Lantz and D. S. Calland of the Santa Gertrudis and Real del Monte companies, respectively, in connection with permission to inspect geological features of interest in their mines. Pachuca, Hidalgo, Mex. This mining camp has been described by Ezequiel Ordonez2 and by A. F. J. Bordeaux.3 Reported to have been discovered in 1522, it has produced silver valued at between $250,000,000 and $375,000,000. Subsequent to the discovery here, by B. de Medina, of the patio process. in 1557, its production was increased, and now, using cyanidation, the output of the camp is nearly one-sixth of the production of the world. Topography and Climate The Pachuca district consists of a series of mountains and valleys, the minor features of which extend in an easterly and westerly direction and reach elevations of 8000 to 10,000 ft. (2438 to 3048 m.) above the

IN beginning my remarks, may I make it entirely clear that since January 4, 1947, I have not been a member of the United States Delegation to-the United Nations Atomic Energy Commission I am speaking, therefore, in purely a personal capacity. Because of the interest of the engineering profession with reference to uranium, and because of the title assigned me for this talk, I am going to assume that you know what the United States Plan is for the control of atomic energy. At best, in the limited time, I could only summarize, at the risk of giving undue emphasis to the items mentioned, and at the risk of omitting many important parts of what seems so far to be a complete and well-rounded Plan for meeting the problem. I will aim to comment upon those aspects of the Plan that continue as problems and involve apparent, or obvious, misunderstandings and contrary views The control of atomic energy represents not only a problem but a challenge-both faced by- all the peoples of the world It involves a new approach to the problems of the kinds that arise between nations, problems that have not ever been solved even by international treaties in their efforts to outlaw weapons of war. During the past year, the Bureau of Mines has carried on an investigation of liquid-oxygen explosives (L.O.X.) to supplement the work described in previous publications.&apos; The present paper gives results of the first part of this work, which was a laboratory investigation of the properties of typical combustibles used in L.O.X., and the relation of these properties to the absorption and retention of oxygen by the explosives and their explosive characteristics. No attempt will be made to describe the development of liquid-oxygen explosives, because this phase of the subject has been well covered.2 The L.O.X. cartridge consists of a paper wrapper filled with an absorbent combustible material that is saturated with liquid oxygen by soaking it therein. After saturation, the cartridge is removed from the liquid and fired with fuse and cap, or electric detonator, in a manner similar to other explosives. Certain types of cartridge may be detonated with fuse alone, requiring no cap to initiate the detonation. &apos; By suitable variation of the nature and density of the combustible, cartridges having a wide variety of explosive characteristics may be made.
