IN RESPONSE to a request from the president- elect of the Institution of Civil Engineers of Great Britain, Mr. Calvin W. Rice, secretary of the American Society of Mechanical Engineers, prepared a brief history of the joint activities of engineering societies in the United States, from which we have taken the following facts. National Societies Our first joint activities were in collection with the celebration of the eightieth birthday of "Uncle John" Fritz in 1902, and it is of interest to note that two of the members of the original celebration committee, Messrk. . Ambrose Swasey and Jesse Merrick Smith, will be members of the official deputation to England in June. Mr. Rice, also,' was .a member, of the original committee.

J. T. SINGEWALD, JR., Baltimore, Md.-I might say a word further in regard to the Miguel-Burnier district. I am sorry Mr. Harder is not here. I had hoped to be able to ask him a few questions in regard to some of the features of those deposits. This Miguel-Burnier district is the other district that I referred to that lies in the State of Minas Geraes. The interpretation that Mr. Harder gives to, these deposits is the same as that given by Harder' and Chamberlin in a previous paper, and that is that they consist of lenticular deposits of sedimentary origin in a series of rocks that also include lenses of limestone, but they seem to think that the manganese ores occur at a definite horizon and at a horizon different from the limestone. We found that the manganese ores occur at several horizons, as also do the limestone lenses, and the limestone masses are of the same shape as the manganese orebodies, so that our own feeling was that these manganese ores simply represent concentrations within the zone of oxidation formed as. a result of decomposition and replacement of this limestone. To the east of Miguel-Burnier there is a big bend in the railroad which cuts through, at right angles to the strike, this series of rocks. Here is shown very well both the local character of the limestone lenses and the local character of the manganese lenses in that, though the distance across the bend is only a couple of hundred yards, the limestone and. ,manganese lenses do not match up at all, and it also shows plainly that both occur at more than one horizon.. Consequently there is no reason why the manganese ore could not represent alterations of this limestone. The mine workings do not as yet give very definite information on this point in that they are all comparatively shallow and within what would be the zone of oxidation so that what they will grade into below that depth, we do not know. On the other hand, the character of the ore suggests that it may, represent such -a product in the zone of oxidation in that it tends to be quite earthy; whereas, if the manganese had been there originally as such it would have undergone the same metamorphism that the other rocks have undergone and one would have expected that it would have been converted into a hard manganese ore that would today stand out pretty much as do the iron ores of that same region and not have the soft, earthy texture which is a prevailing characteristic.

This paper states that progress in blast-furnace engineering during the past five years is unimportant except for the advent of the electric precipitator for gas cleaning. It describes improvements in certain furnace details and in materials of construction. The paper is largely given over to a discussion of difficulties in operation due to disproportion between the diameter of the present-day furnace at the bosh and at the stock line. It is proposed to remedy this disproportion, and to restore relations in the diameter of stock line and bosh as they formerly existed, by a new method of filling. This method requires a double bell arranged to discharge towards the periphery or towards the center of the furnace. Coke is classified into two sizes, the small size going to the middle of the furnace, and the larger to the periphery along with the ore. By this means the resistance of the center of the furnace is increased, and the stock line diameter may be greatly increased. The writer believes that these modifications will result in a somewhat improved fuel economy and regularity of operation and also in a very greatly reduced production of flue dust.

The art of electric smelting came with the turn of the present century and owes its existence to the introduction of alternating current, which found its first wide use in the establishment of the great power plants at Niagara Falls, N. Y. Prior to that time current was largely direct. The furnaces were electrolytic in nature and found their first metallurgical use in the production of aluminum, and this process still prevails. The normal production of pig iron up to that time was carried on in blast furnaces in which charcoal, coke and anthracite were used as the fuel. This new electric process called for sufficient carbonaceous material to reduce the oxides and impregnate the pig iron with sufficient carbon, but the remainder of the energy was to be supplied by electric power. The chemical reactions are essentially the same in electric smelting as obtains in the older blast furnace. All of these data are so well known in both methods as to need no discussion at this time, for they can be found in scientific : publications and books written during the first two decades of this century. Types of Furnaces The 40 years devoted to the practice of electric smelting may be divided into two . periods of 20 years each. The first was devoted to experimentation with furnace types and with many publications on theories and processes. The second half of this term was devoted to perfecting the types of furnaces and their active commercial operation. The arc furnace may be found in three types: (1) the direct-heating arc furnace with the positive electrode included in the bottom and the other electrode suspended above; (2) the independent arc furnace with its electrodes entirely above the charge, which of necessity depends upon heat reflected from the roof; (3) the direct-heating series arc furnace equipped with two or more electrodes suspended from the roof. Of these three types, only the last is used in electric smelting of iron ore at the present time. The elimination of the other types automatically removed many of the early designs, to the end that there are now only two general types in operation: (I) the " Electrometalls" or high-shaft furnace of Sweden, and (2) the low-shaft or pit-type furnace as offered by Tysland-Hole and Siemens-Halske. The "Electrometalls" furnace takes its name from the corporation formed by the engineers that had undertaken its perfection. After trying several designs they brought forward the furnace shown in Fig. I, which by the way is the highest development of this type of furnace as of today.l Note the trend in the lines, which have kept pace with modern blast-furnace design. (written discussion *).-This paper is particularly interesting to me, because it gives data on a much mooted question, viz., the serviceability of Le Chatelier (platinum-platinum-rhodium) thermocouples under severe industrial conditions. It has always been supposed that platinum-platinum-rhodium thermo-couples, used at high temperatures under strong reducing conditions, would not give long service and were subject to rapid volatilization. The fact, however, that the carefully kept records indicate that a little more than 3 gm. out of more than 830 gm. was lost over this considerable period, shows what kind of service can -be obtained from platinum-platinum-rhodium thermocouples,, when properly installed, and well cared for. While the writer has no actual figures on the loss of weight, etc. of platinum-platinum-rhodium thermocouples under service, he was told, by the man in charge of pyrometers at a large industrial plant in which over 400 platinum-platinum-rhodium thermocouples were installed in furnaces doing various kinds of heat-treating work, that the average maintenance cost, for materials alone, including platinum-platinum-rhodium wires and protecting tubes, was 27 c. per furnace, per month:

J. A. Mathews,* Syracuse, N. Y. (written discussion?).-It is interesting to note how frequently we hear of some process that is going to revolutionize the tool-steel business. I don't know why it is, but every one seems to have it in for us poor tool-steel men. About 15 years ago, a good-sized plant was built in Syracuse for the manufacture of cast tools of malleable iron. The promoter of the scheme claimed to have a secret, process that had been given to him by a tramp to whom he gave a lift along a dusty road. The widows and orphans invested liberally in the securities of the company without consulting the men established in the machine-tool business in Syracuse. About two years later, when the sheriff's sale occurred, the secret, which was carried on the books of the company as an asset valued at $2,000,000, brought $15 at auction. A little later another concern started on the theory of replacing scrap high-speed steel with new high-speed steel tools made therefrom. Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. Discussion The Prime Land Concept Terms like prime agricultural land have been used loosely for many years to refer to lands that are highly productive and well suited to agricultural use. The concept of what qualified as prime land varied considerably from one geographic area to another and from one person to another. The American Zinc Company’s mining operations in East Tennessee are located in Knox and Jefferson Counties. Mineralization occurs, intermittently, through a strike length of more than 30 miles, from near the eastern edge of Knoxville northeastward to a few miles beyond Jefferson City. The presence of zinc in these Counties has been known for well over 100 years. In 1910 it was brought to the attention of American Zinc Company that zinc sulphide deposits in the Mascot area might be attractive. Following an examination and some surface prospect drilling, the American Zinc Company of Tennessee was organized and acquired the Mascot properties in 1911. Operations began in 1913 on the basis of 1,000 tons per day mill capacity. With the successful operation of the Mascot mines, the Company undertook explorations in the area from Jefferson City southwest through Friends Station to Mascot. The efforts resulted in development of substantial tonnages of zinc ore and enabled the Company to expand the Mascot and New Market milling operations to their present capacity of 11,100 tons per day. Few persons outside of the foundry trade have any conception of the great variety of sands now regularly specified and furnished, nor of the differences in foundry practice frequently resulting from apparently minor changes in sands. Conditions in each locality where the sands are mined and prepared necessitate special equipment designed to perform the work efficiently. The description that follows of the foundry-sand producing operations is typical of the areas in New York and New Jersey, and particularly refers to the operations of the George F. Pettinos Co. A few years ago the so-called Albany sands were dug by simple methods and hauled by horsecart to railroad. Depletion of sand near railroad sidings and extended use of automotive power have appreciably extended the area from which sand is now being dug. It is not unusual to haul 5 miles to the railroad. As stripping is quite shallow, 6 to 18 in., and the banks of usable sand generally run from 12 in. to 4 ft., it is economical to work the bank by benches so narrow that the overburden can be thrown by hand shovel to the exposed bottoms. In effect the top soil goes back to where it was, but on a lower level. Consequently the general surface appearance of a mined acreage is the same as before. This condition is in fact cutomarily required when a farm owner sells his sand in the ground. After such replacement, in the course of 3 to 5 years the soil is no less fertile than it was before mining. The sand itself varies as to grain and bond vertically and also along the breast. No mechanical equipment has been developed to compete with hand shovels and no machine has as yet been devised that grades the sand as required. Uniformity of sand, as shipped, depends first, last and all the time on the man on the job. Mixing equipment can change the appearance of the sand and mask its lack of uniformity, but it will never correct wrongly graded sand, dug from the bank. Modern methods of testing are helpful in setting up standards against which the man in the bank can compare his sands, but a good bank foreman is the only assurance that the sand, as dug, matches the required sample.

It is eight years since I have been connected actively with metallography, but in this time I have been learning something about colloid chemistry, which may be considered as the chemistry of bubbles, drops, grains, filaments, and films, all things in which at least one dimension is very small or in which the surface is large relatively to the mass. Films, of course, suggest to the metallographist Beilby's amorphous film theory, about which I am going to speak for a while, though probably not in the way you expect. I come to bury Beilby, not to praise him. So far as I can judge from looking over the literature hastily, there are two schools in the United States, those who accept Beilby's theory willingly and those who accept it unwillingly. Hoytl says that: At present there seem to be two schools in metallography, one which has adopted the amorphous-phase theory for the explanation of the effect of cold work, mechanical deformation, etc., and one which is not ready at present to adopt this theory. It seems to me that this theory can at least be used as a convenient means of explaining various facts that are demonstrable in the laboratory but the presence of this amorphous material, through our lack of experimental means, we are unable to prove. That we have failed in this direction should not necessarily hinder us from using a theory as workable as this. Mathewson2 says: I have come reluctantly to believe in the amorphous theory, or some theory admitting a modification of the ordinary crystalline phase so as to permit differential properties with temperature, etc. If Mathewson represents one extreme, with Hoyt perhaps occupying a middle ground, H. M. Howe3 may be cited as one of the enthusiastic supporters of Beilby's amorphous theory. It is, says Howe:

INTRODUCTION Over the world, and especially in the United States, there is increasing dependence upon progressively lower grade ore deposits. These lower grade ores are frequently difficult or impossible to process due to complex mineral assemblages being very finely disseminated. Thus, many of the conventional mineral concentration methods are not applicable to these ores. For the last few decades, research in the more exotic mineral processing techniques has been conducted, both in universities and in governmental and industrial laboratories. Since its inception, the Institute of Mineral Research of Michigan Technological University (MTU) has devoted much of its attention to the problems of processing refractory, low grade ores. Recently a new flotation system was developed which shows promise of being applicable to a broad range of ore types. This process has been the subject of two allowed patent applications. This paper describes the details of such a flotation system which is potentially useful for treating ultrafine minerals. Some highlights of the testing program on a variety of iron ores and a group of lithium-bearing ores will be presented. EXPERIMENTAL PROCEDURES Both iron and lithium ore flotation treatments followed the same general procedures, with minor differences in pH and in reagent dosages. The method is rather simple, efficient and economical from the standpoint of recovery and the cost of reagents consumed.

The plant, animal, and mineral arts and sciences are interrelated, interdependent, equally distinctive subject-matter fields. The artificial, erroneous, and popular idea that minerals occur in great storehouses in nature's treasure room to be removed at will at fabulous profits is about as correct as the assumption that the farmer's life is one of ease in which the crops spring miraculously from the ground. However, both of these fundament-a1 industries, mining and agriculture, have much in common. The extraction of minerals from the ground and the extraction of plants from the soil for immediate use, or conversion to meat, are fundamental activities and subject to many common economic laws. In other words, in many important basic concepts there is little difference between surface and subsurface crops. The farmer owner working the surface of the earth and the owner of a fraction of the oil or coal rights in the subsurface, from which a small yearly income is derived, are interested in the best management of the land for the mutual benefit of all concerned. Therefore, it is essential that in any planning or political action intended to create a new scheme of things, it should be remembered that one plan must fit all sources of primary wealth, whether coal or wheat, petroleum or milk, iron ore or beef.1 And what basic economic difference is there in the processing of a gallon of petroleum and a bushel of corn?

Otto Schaaber (Institut für Harterei-Technik, Bremen-Schönebeck, Germany)— Langenberg, Pestel, and Honeycutt gave an interesting example of the grain refining effect nonstationary magnetic fields may execute on a solidifying metal. Probably some additional comments, based on more than a decade of experience with this method of influencing crystallization, may be useful. They refer to an attempt to explain the mechanism of grain refinement by such fields, and to recent European developments which have not been mentioned in the paper. I. During studies of the temperature distribution in a metal body near the phase boundary solid/liquid, an anomaly was observed under certain special conditions: a) direction of heat transfer as horizontal as possible, b) steady state (equilibrium, i.e,, solidification resp. melting rate exactly zero). In the liquid phase, immediately adjacent to the phase boundary, the temperature was found to be constant over an appreciable distance in spite of a high value of heat transfer (40.000 to 70.000 keal/ m2h).3 Convection, which might explain this phenomenon, could not be observed. Therefore another explanation had to be sought. The assumption that a metallic melt, especially at temperatures near the point of solidification, contains some sort of atomic arrangement with a higher degree of order than the surrounding liquid, now is generally accepted. Considering the differences in energy between such an arrangement and its environs, a transport of heat even in absence of any temperature gradient is conceivable by continued formation and redissolution of regions with a higher degree of order, i.e., with lower energy level.3 At this stage, it was not necessary to postulate any special condition as to the form or size of these regions or the distance between arrangements to be newly formed and those to be redissolved. However, a simple consideration shows that an energy transfer from one region to another will only be possible without loss of energy, if the distance between will be equal to the lattice parameters, and if, secondly, crystallographic axis or planes will be parallel.4 By the way, this assumption might give a reasonable explanation of the well known orientation effect of the heat flow during solidification. Any measures to prevent columnar crystallization should act upon this ordering mechanism: a) the regions with a lower energy (higher order) should not be allowed to arrange themselves parallel to the direction of heat flow, and their growth should be disturbed; b) all conditions leading to an appreciable heat flow of uniform direction should be avoided or removed. Condition a) may be satisfied by a physical force preferably under 90 deg to the main axis of the columnar crystals (i.e., parallel to the solidification front) acting on the ordered regions; condition b) by equalizing any differences in

In this paper, which I have the honor to submit to the Institute, it is my intention to treat especially of that part of the North Staffordshire field which converges to a long tongue in the neighborhood of Congleton, and which includes the villages of New Chapel, Ford Green, Norton, Biddulph, Bradley Green, Gillow Heath, and the immediate vicinity. My object-is not so much to give a minute description of the geology or systems of mining and smelting, as by a general review, some idea of the extraordinary facilities for the production of excellent iron, which have enabled this district to maintain its position more successfully than any of its rivals against the late depression in trade. The North Staffordshire coal field has the Cheshire and Laucashire fields some thirty-five miles to the north, those of Derbyshire and Nottinghamshire forty miles to the east, those of South Staffordshire and Shropshire, about thirty miles to the south, and the Denbighshire and Flintshire fields some forty miles to the west. It is highly probable that the coal continues under the new red sandstone to the Western and Southern fields as the dips on both sides, and absence of large faults, make it impossible to come to any other conclusion. In a section of this coal field, from Chatterly to Whitfield, thirtytwo workable seams of coal are shown, of an aggregate thickness of 130 feet, varying from 2 feet 6 inches to 7 feet, and thirteen seams of ironstone, 24 feet, averaging from 2 to 4 feet. All of these seams have been minutely described in a paper by Mr. Charles J. Homer, read in 1875 before the British Iron and Steel Institute. In the northern part, to which I especially wish to direct your attention, the beds lie in a V-shaped basin, the underlying millstone grit and Yoredale rocks rising and forming escarpments on either side of the valley containing the coal. Throughout this district, at the outcrop of the coal, there are indications of old workings. By the death of Prof. Pettee the Institute has lost one of its earliest, most distinguished, most useful and most beloved members. Among those who survive him there are few who have rendered services of equal professional value or unselfish devotion. The warrant for this statement will be amply furnished in the present brief notice of his life and work. William Henry Pettee was born, January 13,1838, at Newton Upper Falls, Mass., where hie childhood and youth were spent. His father, Otis Pettee, a manufacturer of cotton cloth and of cotton-mill machinery, died in 1853. Up to that time, the son had been educated mainly in the district school; but, being inclined by temperament and constitution rather to books and study than to physical exertion, he had been wisely rest,rained in mental activity, and required, for a season, to work regularly in the foundry and machine-shop of his father. Unquestionably, this discipline not only benefited his health, but also constituted a valoable preparation for his subsequent professional career. In 1857, after suitable preliminary study at various New England academies, he entered Harvard College, where he took high rank in the classical course then required, was selected in his Junior gear to deliver a Latin oration; was elected a mem-

IN this paper, which I have the honor to submit to the Institute, it is my intention to treat especially of that part of the North Staffordshire field which converges to a long tongue in the neighborhood of Congleton, and which includes the villages of New Chapel, Ford Green, Norton, Biddulph, Bradley Green, Gillow Heath, and the immediate vicinity. My object is not so much to give a minute description of the geology or systems of mining and smelting, as by a general review, some idea of the extraordinary facilities for the production of excellent iron, which have enabled this district to maintain its position more successfully than any of its rivals against the late depression in trade. The North Staffordshire coal field has the Cheshire and Lancashire fields some thirty-five miles to the north, those of Derbyshire and Nottinghamshire forty miles to the east, those of South Staffordshire and Shropshire, about thirty miles to the south, and the Denbighshire and Flintshire fields some forty miles to the west. It is highly probable that the coal continues under the new red sandstone to the Western and Southern fields as the dips on both sides, and absence of large faults, make it impossible to come to any other conclusion. In a section of this coal field, from Chatterly to Whitfield, thirty-two workable seams of coal are shown, of an aggregate thickness of 130 feet, varying from 2 feet 6 inches to 7 feet, and thirteen seams of ironstone, 24 feet, averaging from 2 to 4 feet. All of these seams have been minutely described in a paper by Mr. Charles J. Homer, read in 1875 before the British Iron and Steel Institute. In the northern part, to which I especially wish to direct your attention, the beds lie in a V-shaped basin, the underlying millstone grit and Yoredale rocks rising and forming escarpments on either side of the valley containing the coal. Throughout this district, at the outcrop of the coal, there are indications of old workings.
