The dry cleaning of coal is a relatively new art and, as might have been expected, a number of unforeseen problems have been brought to light in the few years that dry methods of treatment have been in commercial use. The pneumatic concentrators that were first adapted to the cleaning of coal had already been developed to a fair degree of efficiency, although at low ratings, in the field of ore dressing. The concentrating machines, therefore, were in a relatively more perfected state than the general technology of dry cleaning and, for this reason, the major difficulties encountered in the early plants were in the accessory operations involved in the servicing of the cleaners rather than in the functioning of the cleaners themselves. The crudities of a new technology were further aggravated, in some cases, by meagerness of appropriations which precluded even the provision of adequate storage bins and such other facilities as had been long recognized as indispensable to the proper functioning of older types of cleaning plants. The practice of dry cleaning is now sufficiently established so that we may examine critically auxiliary equipment and operations. The cleaning processes have been so simplified, with respect to presizing of the raw coal required and the quantity of air circulated, that stinting of expenditures for auxiliary equipment is not necessary to keep the per ton cost of installation in line with complete and well designed plants of other types. Furthermore, sufficient operating experience has been accumulated to ascertain the conditions most conducive to effective operation of dry-cleaning machines; at least the essentials of a definite technology of dry cleaning has been established. Early Operating Problems The problems that have occupied the builders and operators of dry-cleaning plants from the beginning have been relatively few, but difficult of solution. The principal difficulties have been: 1. The proper sizing of the raw coal to suit the cleaning process. 2. The handling of raw coal when it is delivered wet from the mine. 3. Dust collecting. 4. The maintenance of uniformity in cleaning performance.

A decision was made by the management of International Salt Co. in 1960 to eliminate all waste products which were entering the waters of Lake Seneca. This was to be accomplished by the injection of waste slurries into an abandoned brine cavity. The effluent from the cavity was to be treated and used for the manufacture of salt or disposed by deep well injection into the Cherry Valley limestone. After several years of research and design, a construction permit was granted by the state of New York; the injection, recovery, and disposal wells were constructed and after a public hearing an operational permit was issued. A summary of the operational results of the system is given.

WEST TEXAS and New Mexico has been overshadowed by the develop-ment in East Texas to such an extent that the area has been placed on a settled production basis by most of the operators. Considerable develop-ment work on both proven and unproven acreage remains to be carried on, but the incentive, a ready and profitable market, has been lacking. The main characteristics of the fields in this area are so well known that they are not described again in this paper, which thus resolves itself into a statistical review of the more important production features of the area. Proration has been in effect during the year and has been rigorously applied with the full cooperation of all producers. Proration in West Texas and New Mexico is based in the more pro-ductive fields on a potential and acreage distrbution of the allowance to the individual wells or acreage units. Potentials are determined generally by a short production test of from 1 to 4 hr.; and the hourly rate is multiplied by 24 to obtain the 24-hr. production or rated potential of the separate wells. The potential values thus set up have been questioned by many production men who are not willing to concede that the instantaneous (hourly) capacity of a well to produce is its potential capacity for a day with all other wells in the pool producing at their capacity. However, the potential of a well determined as above remains its chief rating as a measure of the permeability in place and as an indication of the possible reserve feeding that well. , The acreage factor has made it unnecessary to overdevelop properties in order to obtain an allowance proportionate to neighbors who are willing to drill an excessive number of wells on a piece of acreage in the hopes of a quick drainage and a corresponding profit. Proration has resulted in an orderly development of many of the pools in this area on the base as out-lined above, resulting in more reasonable spacing of wells and the more even withdrawal of oil and the ensuing expectation of high recoveries.

IT SHOULD be clearly understood that my remarks on economic conditions in Russia are entirely personal, and not official as an officer of the Ameri-can Relief Administration. The American Relief Administration is concerned exclusively in relief operations. The American Relief Administration has played a large part in the conditions as they exist in Russia today and it does not seem to be out of order to give you the high lights of the work accomplished. SIXTY MILLION DOLLARS FOR RUSSIAN RELIEF The Riga Agreement, by which we were enabled to carry on our operations, was signed in Riga on Aug. 20 of last year. On Sept. 8, we opened our first relief station in Petrograd. On Sept. 18, our first food was handed out in Samara on the Volga River, in the center of the so-called famine district. Altogether over 775,000 tons of food have been sent from the Atlantic Coast into Russia and we have moved this entire quantity of food over a dilapidated and wornout system of railways; and we estimate that our loss will be less than one-half of one per cent. in shortages and thefts. We have had available for this Russian work approximately $60,000,000. The bulk of this money was derived from a Congressional grant of $20,000,000 for food stuffs, a further Congressional grant of Army medical surplus supplies of $4,000,000, a grant by the Soviet Government of $11,400,000. This Soviet grant is a rather interesting phase of our operations. In all of Mr. Hoover's relief work abroad he has demanded of the country receiving relief that the people them-selves do something concrete for their own good before he would undertake to collect large sums of money in America. Secondly, before he was willing to go before Congress and ask for funds from our government he desired that the Soviet Government show their good will.

MACHINE mining on the pitch plays an important part in the produc-tion schedule at the Salem Hill Colliery of the Haddock Mining Co. This mine is just outside the city of Pottsville, in Schuylkill County, along the southern border of the Anthracite Region. The entrance to the mine is through a cross-measure tunnel 15 ft. above water level and running north 1500 ft. until it strikes the Rabbit Hole vein, where the machine mining is carried on. The main slope, dipping south, was sunk 1200 ft. in the Rabbit Hole vein with levels turned off at 300-ft. intervals. The vein is from 24 to 30 in. thick on a varying pitch of 20° to 40°. The overburden has differed from 50 to 466 ft., the most recent work having the maximum overburden. Immediately over the Rabbit Hole vein is a seam of soft sand slate from 1 to 4 ft. thick which presents a problem at times because it dis-integrates rapidly when exposed to the air. It will crack up and fall without any audible warning, therefore the workmen must always be on the alert, watching for loose slabs. The main top is sandstone, vary-ing in thickness from 8 to 20 ft. The bottom rock is similar to the top, but is finer grained and subject to a more complete disintegration. The vein has a 3 to 4-in. shelly band along the bottom, and all under-cutting has been done in this soft band.

The Cle Elum nickeliferous iron deposit is in Kittitas County, Washington, in a rugged, mountainous region about 23 miles north of the town of Cle Elum. The Biewett Pass deposit, which is similar in character and occurrence, is in Chelan County, about 18 miles east of the Cle Elum deposit. A more or less continuous ore zone may extend between the two deposits, since iron ore is reported to have been discovered at Iron Mountain, which lies directly between them. The ore probably was formed by meta-morphism of laterite resulting from Ieach-ing of serpentine derived from peridotite. It consists largely of magnetite grains distributed through a matrix of limonitic material containing a small amount of hematite and chromite. Many of the chromite grains have shells and inclusions of magnetite. The magnetite grains range in size from 1200-mesh to 1/4-in., the average size being 48 to 65-mesh; the chromite grains range from 20 to 150-mesh. The gangue minerals are olivine and serpentine with a small, amount of chlorite, and appear both as very thin bands in the ore and 's minute fragments in the limonitic matrix. The nickel is present as minUte inclusions of a nickel silicate mineral within the magnetite and gangue par- ticles, varying in size from 1500 to about 280-mesh. Detailed analyses of 3000-lb. lots of Cle Elum and Blewett Pass ore are given in Table I. Magnesium is the lightest metal used for structural purposes, for which reason perhaps more than usual interest is attached to measurements of its density. Although the density of solid magnesium has been det,ermined frequently, no measurements of the density of the liquid metal are available. Because of unusual experimental difficulties in measuring the density of the liquid, only a limited number of measurements of good precision were secured. The results, especially the value for the crystallization shrinkage, are of great interest in connection with the casting of the metal. A number of samples for these measurements were made available through the courtesy of the American Magnesium Corp. They were in the form of extruded bars 3/8 in- in diameter and several were of exceptional purity, as indicated by careful analyses. Table 1 gives the density values (at 20" C.) for magnesium of varying degrees of purity. The density was measured at room temperature by comparison of the weight in air, and when immersed in distilled water. The necessary buoyancy corrections were applied, so that the density could be expressed in absolute measure—grams per milliliter. The effect of the buoyancy of the immersed suspension and the surface-tension pull of the water upon the suspension were eliminated from the results by a preliminary weighing of the suspension immersed to the working depth. Great care was necessary to prevent the introduction of a significant error by the formation of gas bubbles upon the clean magnesium surfaces; these are sometimes very minute and easily escape observation. They may be detached by raising the specimen from the water and again immersing; this should be done just prior to completing the weighing. Their formation may be almost entirely prevented during a measurement by previously immersing the specimen in a solution of paraffin in petroleum ether. The thin film of paraffin remaining after the evaporation of the solvent prevents wetting of the magnesium surface by the water. In one such determination, the paraffin coating on a 22-gm. Specimen

GENTLEMEN : Herewith are transmitted the reports of your Treasurer and the Chairmen of your standing committees on Admissions, Membership, Papers and Publications, and Library for the calendar year 1931. To these reports you are referred for further details of the year's activities. Finances.-Depressed industrial conditions prevailing throughout the year were reflected in a substantial decline in current revenue. Aside from interest on sundry special funds (but including that from the Life Membership, Library, and General Reserve Funds) total receipts amounted to $168,274, compared with $194,636 in 1930. The principal items of decrease were $17,000 in advertising income from the monthly magazine MINING AND METALLURGY, and about $9,600 in dues and initiation fees. Of this shrinkage $4,000 is accounted for by decrease in the number of new members enrolled; and $5,600 by diminished income from current dues and arrearages. This naturally has coincided with an \ increase in delinquency and "drops" or suspensions for nonpayment of dues. The decline in advertising income, amounting to 38 per cent as compared with that of 1930, in general paralleled the experience of all technical and trade publications; and it is problematical whether 1932 will show as large a return from advertising as did 1931.

Several years ago, Mr. Robert A. Cook described and illustrated in our Transactions a mechanical coke-drawer, patented in 1891 by Mr. Thomas Smith of the Thorncliff Iron Works, Sheffield, England, and first introduced in the United States in 1896, at the coking-plant of the Latrobe Coal Co., Latrobe,Pa. This machine has not received any very extended application in this country, although it was successfully used in two places for a number of years. The present paper describes a new and simpler machine, containing few wearing-parts, and capable of withstanding continued rough usage. Anything which tends to prolong the general use of bee-hive ovens will be welcome to those who are interested in cheapening the cost of producing coke in such ovens, especially if it provides satisfactory mechanical means, replacing the hard labor involved in drawing coke by hand with the old-fashioned " duck bill." Engineering design problems encountered by mining engineers often depend on the properties of natural granular materials such as soil, poorly consolidated sediment, fault gouge, and hydrothermally produced clay. The physical properties of such granular materials frequently are determined by the properties of silicate clays. In most mining applications, the clays are in contact with water. Swelling of clay due to water infiltration can interfere with underground support and haulage systems. Water-saturated clay on fault, fracture, and bedding planes causes slope failures in open pit mines, roof falls and heaving of weak underclays in coal mines. Water may be removed and cementing agents may be produced in clays by electrical methods. When an electrical potential gradient is applied to a charged capillary by two electrodes, water moves toward the negative electrode.1 This electrokinetic phenomena is known as electroosmosis and has been used to successfully dewater clay minerals which lack strength because of water. A consolidation effect occurs when the flow of water is accompanied by a decrease in water content. Electrochemical changes in the clay result in cementing and irreversible hardening. Theory A mathematical basis of electroosmotic phenomena is presented by Helmholtz.3 Smoluchowski5 modifies Helmholtz’ model and presents Eq. 1 to describe fluid flow velocity due to electroosmosis. For this formula, the zeta potential can be measured experimentally. The Helmholtz-Smoluchowski model is reasonably valid for clay aggregates with large pores saturated with fresh water or dilute electrolyte solutions.° An assumption used for Eq. 1 (equations are given Table 1; terms are defined in Table 2) is that the thickness of the electrical double layer surrounding the clay particles is small compared with the pore radii. Because this is generally not the case, Schmid7 presents Eq. 2. The volume charge density in the pore may be approximated from cation exchange capacity and porosity measurements. Casagrande8 offers a semi-empirical relationship (Eq. 3) for volume rate of electroosmotic flow and finds that k, is relatively constant for most clays with an average

The initial results of a study of the environment-sensitive microhardness and diamond rotary drilling behavior of granite and its constituent minerals quartz and feldspar (microcline)1 have established that many similarities exist between the environment-sensitive mechanical (chemomechanical) behavior of these materials and that of the simpler solids such as periclase, soda-lime glass, and alumina4 studied previously, at least as far as n-alcohol (straight-chain alcohol) environments are concerned. The results of this study (hereafter designated study I) also suggested that the rate of drilling of granite in these environments is controlled by the chemomechanical behavior of its quartz constituent, and is greatest in those environments which impart a zero l-potential to this phase, thereby maximizing its hardness. Now, cationic surface-active species strongly influence the l-potentials of silicate minerals. For this reason they are widely used in mineral separation operations. In particular, dodecyl trimethyl ammonium bromide (DTAB) was found in study I to produce f 0 for quartz at a concentration in water of 107 to 10-4 moles per 1. Accordingly, the influence of dilute aqueous solutions of this surfactant on the drilling behavior of granite also was examined in study I. This revealed that granite could be drilled three to four times faster in 10-° molar aqueous DTAB than in water, and confirmed by experiment the suggestion that granite is most effectively drilled with a diamond core bit in environments which impart a zero l-potential to quartz. According to O'Connor and Buchanan' however, the isoelectric point for quartz in aqueous DTAB solutions occurs at a concentration of .•.•2 x 10-° moles per 1, rather than [101 to 10-1] moles per 1. To confirm the results of study I, therefore, a more comprehensive investigation of the [ ]-potentials of quartz, microcline, and Westerly granite in aqueous DTAB environments has now been undertaken. At the same time an examination has been made of one of the basic assumptions of the current conceptual understanding of chemomechanical effects. In this view, although hardness changes occur essentially instantaneously following wetting of the solid, they are confined to a surface layer at most a few micrometers (µm) deep. Hence, to maximize the influence of chemomechanical effects on bit penetration rate only shallow cuts should be taken. Practical penetration rates are then obtained by increasing bit rotation speed. Experimental l-potentials were determined by the streaming potential technique using an automated rapid-cycling apparatus recently developed by Martin Marietta Laboratory from a design by Somasundaran and Kulkarni. The drilling studies employed 3.2-mm-OD 120-grit diamond-loaded core bits with a wall thickness of ~0.7 mm, and bit rotation speeds of 2200 and 25,000 rpm. The load applied to the bit was independent of the depth drilled in both cases. The 2200 rpm measurements employed the same drill press and puddle drilling technique as used in study I. The higher rotation speed was obtained using a water-driven dental turbine drill. In the case, the surface active fluid was pumped down the axis of the bit to ensure efficient wetting and flushing of the drilling debris from the hole. In both cases drilling rate was measured by the parameter D(200), defined as the average rate of bit penetration during the interval from 150 to 250 sec after drilling commenced.

This keynote paper calls attention to two critically important issues relating to selecting supports for excavations in hard rock. The first is the proportion of the ultimate sliding volume that needs to be stabilized by the support system. Some excavations can be imagined to liberate very large rock volumes, whose weight can not be assigned to supports without severe economic penalty. Using the keyblock principle, it is argued that only the most critically oriented and finite blocks right on the periphery of the opening have to be supported; if these are retained by the support system, or by self resistance due to friction on the sliding faces, then the blocks behind will remain in place. As all concepts, this one has bounds and limits. Since the keyblock analysis for rock engineering is very new, these limits are not yet understood ... The second issue is the degree to which possibly stabilizing forces associated with the in-situ stress field ought to be accepted as support for potential keyblocks. It is shown that the initial stress can be effective in stabilizing rock wedges whose faces are nearly perpendicular to the excavation surface. It is too early to decide this issue but important to consider it.
