R. L. Stegman and M. R. Achter (U.S. Naval Research Laboratory)—In a study of the surface structures developed in the fatigue of nickel at low strains as a function of temperature, we have obtained similar results.3 As our apparatus permits fatigue tests to be conducted in vacuo, there was no masking of the surface at high temperatures by oxidation so that the structures there could be observed directly. The relatively few broad slip bands observed at room temperature gave way at 300°C to a large number of uniformly distributed and narrower slip bands. At 550°C deformation began to concentrate around the grain boundaries and progressively increased up to 800°C. In addition fatigue strength was observed initially to increase with increasing temperature up to about 600°C due to the effectively increased ductility caused by the dispersal of fatigue damage. The fatigue strength then decreased at higher temperatures as grain boundary cracking dominates. Maria Ronay, W. H. Reimann, and W. A. Wood (authors' reply)— The authors are pleased to note that R. L. Stegman and M. R. Achter reach similar conclusions from their study of surface slip on nickel. However, they would emphasize that their own conclusions are based on what is shown by study of specimens that have been sectioned and that this study also shows that surface slip is not necessarily representative of what happens below the surface.

THE subject assigned is so broad that thorough discussion is well-night impossible within the space allotted, and further, few specific data are available upon which to predicate conclusions concerning the efficiency of present methods of distributing anthracite. This paper treats briefly the various agencies through which both primary and secondary distribution are effected, the methods of transportation and the general interrelation of production, demand, inventories and price. AVENUES OF DISTRIBUTION "Three distinct types of primary distribution are common in the marketing of anthracite. First, though not most important, is the sale by the producer, or operator, direct to the consumer. These sales, other than to employees and the local trade, are generally confined to steam sizes for industrial uses, and are consigned to the sidings or docks of the consumer. Sales of this type often are so closely priced to compete with oil and bituminous that the addition of even a small dealer's margin is sufficient to increase the cost to the point where the business might be lost. Second, the operator sells to a wholesaler or broker for subsequent resale, either to a retail dealer for clearance through his yard or direct to large consumers. Usually this method of distribution is employed by the smaller operators, who do not find it economically feasible to maintain extensive sales organizations. In most instances, the wholesaler retains some 5 per cent for his services, paid, of course, by the producing company whose anthracite he handles. The cross-measure borehole system is a common method of controlling gob gas throughout Europe. Drainage holes are drilled into the strata adjacent to the coalbed being mined. Removal of the coal on a longwall panel relaxes and fractures the adjacent strata, enabling these holes to draw out the methane. A test in the Upper Kittanning Coalbed demonstrated the capture of 50% of the total methane generated by the mining operation. A test in the Pittsburgh Coal bed was not as effective.

Production of oil within the state of Pennsylvania in 1940 was slightly more than the 1939 total, and this increase was due entirely to the new flush Music Mountain field south and west of the main Bradford pool. The influence and magnitude of Music Mountain production will be separately described, inasmuch as it is an important producing unit within the state. Production Bradford Field The production listed herein for Bradford field includes only the part of the field that is within the state of Pennsylvania. Approximately 4000 bbl. per day, or 10 per cent of the total Production of Bradford field comes from Cattaraugus County, New York, and should properly be attributed to production obtained within the New York state area, although locally and economically the Bradford field, situated both in New York State and Pennsylvania, is included as a single statistical unit. The 1940 average production in the Bradford field was 34,831 bbl. per day, as compared with a daily average in 1939 of 35,340 bbl., or a decrease from 1939 of 509 bbl. per day. The decrease in production from the Pennsylvania portion of the Bradford field would have been more pronounced if a portion of the crude from the Music Mountain field were not included with the statistics for Bradford field. The decline can be attributed largely to the fact that more properties of lower average recovery were being drilled in 1939 and 1940 than in previous years, and apparently a subnormal amount of drilling occurred in 1938 and 1939, when about 2100 wells were drilled each year. The full effect of the 1940 drilling is not felt immediately and undoubtedly will affect the producing period of 1941. It appears probable that the water-flood area in the Bradford field has reached a definite peak unless some unusual economic condition should cause abnormal prices and an excessive rate of development such as occurred in 1936 and 1937. Virtually all of the production in the Bradford field was obtained by water-flooding methods, as natural or stripper wells are uneconomical and air and gas repressuring have not proved so efficient as water-flooding as a secondary recovery method. Central and Southern Pennsylvania Central and southern Pennsylvania produced a total of 4,604,763 bbl. of oil during the calendar year of 1940; that is, an increase over the 1939 total of 166,728 bbl. The daily average production was 12,581 bbl., or an increase over 1939 of 422 bbl. per day. Table I includes the total oil production for the state of Pennsylvania for the years 1937 to 1940, inclusive, and the daily average for each of these years. The Interior Department has been in a state of disarray for many months. At first this was attributed to Interior Secretary Walter Hickel's inability to anticipate how his words would be interpreted by Press-Radio-TV. But then the already disquieted ernployees in the Department became aware that plans were afoot to take bits and pieces of the various antipollution programs from Interior; Health, Education and Welfare: the Atomic Energy Commission and other agencies and lump them together into a new Federal agency. Interior, many predicted, would be a shell of its former robust self. Hardly had this rumor started to add to employee uneasiness before the other big shoe hit the floor. The new rumor had it that the Bureau of Mines was being stripped of most of its research functions and that the Office of Coal Research and allied research groups would be abolished altogether.

The Oil Shale Corp. (TOSCO) is investigating the application of its oil shale retorting technology to coal processing in its 25-tpd retorting pilot plant. Low temperature char, with a high heating value, plus tar and gas have been produced from high moisture content, low heating value, subbituminous coal. The process, which has been named the TOSCOAL process, uses heated ceramic balls to provide the heat for retorting the coal. One ton of as-mined, subbituminous coal produces approximately 1/2 ton of char, 1/2 barrel of tar, and 1600 standard cubic feet (scf) of gas when the retorting is conducted at 970°F. Properties and yields of the products are presented and compared with Fischer assay yields.

The device here described has been found useful in sampling foundry-iron, and there is no reason why it should not be equally useful in sampling other metals, which are not too hard to be drilled with a breast-drill. It consists, as shown in Figs. 1 and 2, of an ordinary plumber's gas T (without bead) of about 1/2-inch in internal diameter, over the leg of which is snugly fitted a small tin cup, about If inches deep, to catch the drillings which are made by use of a breast-drill with a 1/4-inch twist bit, working through the arms of the T. The forward arm of the T is filed down to a blunt edge, over which is stretched a short piece of rubber tubing projecting a little beyond the end. The bottom of the inside of the front arm of the ? is filed down to a slope, to facilitate the passage of drillings into the tin cup. The rear arm of the T is fitted with a tin ring, projecting about 1/4-inch, for the purpose of holding in place a stiff spiral brass spring, which serves to press the sampler firmly against the metal to be drilled. The other end of the spring is supported against a shoulder of the breastdrill. The projecting rubber prevents the loss of any drillings, and also the falling of sand from above into the sampler. With ordinary care there need be no risk of getting particles of rubber into the sample. It is, of course, not possible to get a fair average sample of drillings, representing a pile of foundry-iron, by taking drillings from any one or two pieces, because of the frequently mixed character of the iron. This observation applies more particularly to the sampling of iron as it is broken and piled at the foundry, than to sampling at the works, where, if the furnace is working regularly, a few pigs may fairly represent a whole cast. DURING research currently in progress the need arose for interplanar angles and planar spacings to analyze crystallographic data obtained from hcp yttrium. In the absence of such existing information, a program was written in Fortran-11 language and processed on an IBM 7074 computer. The program and results have been assembled in report form to make them generally available.' Of the possible combinations of, only those most frequently encountered were employed. The ranges of h, k, and 1 involved were: However, not all combinations and permutations of the above appear in the tabulation because redundancies occur in several cases. Nevertheless, fifteen types of planes and all their equivalent planes have been included, giving a total of 109 sets of Miller-Bravais indices.

The annual business meeting will be held on Feb. 18 at 10 a. m., and no technical sessions will be scheduled at that time, so that all members may participate in the election of officers, hear the presentation of the annual reports of officers and committees and discuss any matter which they may care to bring up at that time. The annual dinner will be held at the Conlmodore Hotel on the evening of Feb. 20, and the usual good time is promised. Arrangements for this and other social features of the meeting are, as usual, in hands of the New York Sec- tion, of which the chairman this year, Ralph M. Roosevelt, has a well-established reputation earned as president of the Zinc Institute, as host.

With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

In a reservoir when gas comes out of solution and rises, additional pressure is created because of the change in position of this gar in the bounded volume. If this pressure effect is not taken into account as a pseudo-influx ill mate rial balance calculations on reservoirs in which there is evolving gas, an error is introduced that is directly proportional to the length of oil column and amount of gas evolved and inversely proportional to the reservoir pressure. In reservoirs with small oil column this pseudo-influx is of little importance. The larger the oil column the more important the effect becomes. The most important application, however, will be for reservoirs with declining pressure in which increasing water entry has been indicated by material balance calculations. It could be that this indication is the result of the cited pseudo-influx and not water entry at all. This paper attempts to explain this phenomenon in relation to material balance calculations and prevents an approximate method of determining tile pseudo-influx. INTRODUCTION Only recently has the pressure-volume relationship of gas rising in a liquid appeared in engineering literature, although its effect has been discussed for several years—especially among engineers engaged in drilling operations. The writer published a paper in 1957 in which this phenomenon was examined in relation to blowouts in drilling wells.' Also, in 1957 Stegemeier and Matthews' authored a paper in which the relationship was presented with respect to pressure build-up tests when shutting in producing wells. In this paper the effect will be called "pressure inversion" which is descriptive of the phenomenon. Fundamentally, the effect just mentioned is the result of changing the position of a quantity of energy contained within the gas itself (as a result of its compression) within the bounded volume in which the gas exists. If the gas were allowed to expand "beyond all bounds" there could be no pressure inversion effect. This is because all of the energy contained within the gas as a result of compression would have been re- PRESSURE INVERSION A phase that has not been discussed in the literature is the effect of pressure inversion upon material balance calculations in reservoirs in which the reservoir pressure drops with reservoir withdrawal and is below the bubble point. This action releases solution gas which, after the critical gas saturation has been reached, will tend to rise and collect at the top of the reservoir. The pseudo-influx caused by this effect could be great enough in reservoirs of large oil column and high permeability to render invalid any analyzer studies made on them — if pressure inversion has not been taken into account. Most suspect would be those reservoirs with large oil column in which increasing water entry has been predicted but the bottom wells have not yet produced water. Example 1 Simply stated, this phenomenon exists in oil reservoirs because of the difference in density and expansibility between gas and oil. For example, if a bubble of gas exists at the bottom of a 1,000-ft column of oil having a gradient of 0.30 psi/ft with the pressure at the top of the column zero, the bubble of gas will be compressed to a pressure of 300 psi. If temperature and the combined volume of the oil column and the gas bubble remain constant, as the gas bubble rises in the oil column it will have the same volume and consequently the same pressure at any point. Under these conditions when thc bubble reaches the top of the oil column, the pressure will be approximately 300 psi at the surface and approximately 600 psi at the bottom of the oil column. If it is assumed that the oil is incompressible the pressures will be exactly 300 and 600 psi, respectively.

Two new alloys of the "strong alloy" class having improved fabricating qualities are described; also methods of producing alloys of the duralumin type with greater strength and hardness than previously obtained, are given. IT is about fifteen years since the development in Germany, largely by Alfred Wilm, of the aluminum alloy called duralumin. In this alloy, combining as it does the tensile strength of mild steel with the lightness and corrosion resistance of aluminum, a distinctly new material was presented to the engineering world. Despite the evident usefulness of this material, however, its commercial development has been slow, due in part to the difficulties involved in its fabrication. In view of the potentially great utility of strong aluminum alloys, it seemed desirable to find means of producing such alloys with better fabricating properties, and work was undertaken with this object in the laboratories of the Aluminum Company of America several years ago. This work has resulted in the production of two new types of aluminum alloy of the "strong alloy" class, having distinctly improved fabricating qualities. The knowledge gained has also made it possible to produce alloys of the duralumin type with greater strength and hardness than previously obtained. There have thus been made available some new engineering materials which it is the object of this paper to describe. These alloys, including duralumin, are fundamentally wrought alloys. Castings of the same compositions, heat-treated in the same manner give inferior physical properties, particularly as to ductility. The statements made subsequently concerning properties and heat treatment apply to material that has received sufficient working to thoroughly break down the cast structure. The material referred to has; in general, undergone a reduction in section of at least 80 per cent. by mechanical working. It may be mentioned in passing that other compositions have been found that are suitable for the production of the maximum physical properties in heat-treated castings.
