THE suggestion, which appears to find increasing favor, that the elementary composition of coals should be used as the basis of their classification, makes it important that our methods of expressing this elementary composition should be refined. It is doubtful whether many published ultimate analyses of coals are accurate within 1 per cent. carbon. Many are probably as much as 3 or 2 per cent. in error in carbon. It is, perhaps, not always realized that the extreme variation in carbon content over the range of bituminous coals is but 16 per cent. An error of 1 per cent. in carbon on analysis corresponds therefore with one-sixteenth of the whole range, an amount which is unjustifiable even for the application to commercial needs of a system of classification based on ultimate analysis. For the purposes of scientific research such limited accuracy is of little value. The object of this paper is to examine one important source of error in ultimate analysis, that due to the occurrence in coal of inorganic material, and to emphasize the need for the quantitative measurements (of carbon more particularly) on coals to be rendered independent of their contents of such material.

Abstract-The following paper deals with technical aspects of terminal facilities for western coal pipelines. The information is taken from the Ohio and Black Mesa pipelines and the proposed one in Wyoming. This paper first discusses the feed terminal, the product that it must produce, and the reasons for coal cleaning. Then, in the delivery terminal section, the various methods of dewatering the coal and some recent innovative ideas on bunkering the dewatered product and storing the dewatered coal in large outdoor piles are discussed.

For relative gravity measurements, the author in 1918 described an instrument1 of which the essential part consists of a highly astatized, standing pendulum turning about a horizontal elastic axis. This type of instrument has been used recently in practical field work, therefore a description of its principle and technical development is given herein. Part I, describing the principle, is a direct translation of the original Swedish paper.1 Part II gives an account of the practical elaboration of the instrument, together with some description of measure-ments performed.

The Federal Bureau of Mines has developed a leach= electrolysis method for recovering lead from galena (PbS). Flotation concentrate is leached with ferric chloride (FeCl3) solution to obtain lead chloride (PbC12) and elemental sulfur, PbS + 2FeC13 -+ PbC12 + 2FeC12 + Sº. Over 99% of the P~S in the condentrate is converted to PbC12. The leach solution, composed of brine (NaC1) and FeC13, dissolves the PbC12 as it is formed, leaving a residue of elemental sulfur plus gangue. Very pure PbC12 (>99.9%).is crystallized from the leach filtrate on cool- ing and is subsequently electrolyzed in a fused-salt bath to obtain molten lead metal (>99.9% Pb). Spent leach solution (FeC12) is regenerated for further use by reaction with the chlorine obtained in the electrolysis of lead chloride, and other values, such as Ag, Cu, Zn, and Sº, are recovered by additional treatments of the leach solution and leach residue. This paper discusses results and conditions of the leaching and electrolysis operations.

A DISCUSSION of the probable future use of coal for power develop-ment involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor-the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal con-sumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period, the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, and to the question of what the coal industry itself can do to further its own interests and influence the consumption of its product.

The finite element method of analysis was introduced by Clough.1 Within a short period, it has developed into a powerful solution technique in structural and continuum mechanics. It has been used to solve boundary value problems in two and three-dimensional elasticity.2-5 Anisotropy and heterogeneity of materials were allowed for at the earliest stages. 1,4 Its application has been extended to allow for cracks,5 creep and viscoelasticity, 6,7 incremental construction,6-8 nonlinear elasticity3,9 effect of joints in rock,10 and to materials with different behavior in tension and compression.7 Because of its versatility, the finite element method has found increasing application in the field of rock mechanics. In fact, several of the more significant developments have been motivated by problems in this field. Elasto-plastic material behavior based on the incremental or rate-type theory of plasticity rather than the deformation theory was considered by Reyes and Deere11 A material law based on a generalization 12 of the Mohr-Coulomb criterion was used. In this chapter, the formulation of material laws developed by Reyes and Deere 11 is used. An efficient analysis procedure, incorporating recent developments in finite element analysis, is developed for plane-strain conditions. To demonstrate its effectiveness, the procedure is applied to three cases, one for which an exact solution is available, another for which field observations had been made, and a third one for which a parallel study was made, using an accepted limit-equilibrium method.

This paper is based on the formula that the petroleum industry is sick—find the cause, eliminate it, and the industry will get well. There is perhaps no difference of opinion that the cause is overproduction, actual or potential. But that, again, is a result rather than a cause. The problem is to study the influences that serve to keep production and consumption out of balance. Production control is a popular theme and a natural one at this time when the whole world is unstable; but production control in its popular sense means little more than the application of emergency measures while danger threatens. Economists differ as to the effectiveness of these, most of which are designed to alleviate and not to cure, but we assume there are none who question the wisdom of promoting conditions under which economic forces are permitted to operate freely in bringing about stable conditions. The petroleum industry suffers from two classes of economic ills that serve to promote overproduction; namely, those which are common to all industries and those which are peculiar to this industry. It is of the latter I wish to speak. Strange to say, government is responsible in large part for this latter class of ills that affect the petroleum industry and we are coming to recognize that only through the assistance of government can they be corrected. Instability of the petroleunl industry, in so far as human agency was involved, had its inception in 1875 when a Pennsylvania jurist, called upon to make a decision for which there was no precedent and fancying he noted some resemblance between the so-called fugitive nature of oil and gas and that of wild game, made mention of that resemblance. Other courts being impressed by the analogy enlarged upon it, and gradually fixed upon oil and gas a legal status in certain important respects similar to that of wild game. Although later the courts abandoned this analogy, certain practices that developed out of that early concept have continued to this day and are largely responsible for the industry's present plight. [ ] We at The Dow Chemical Co. have recently done some work on the deformation of magnesium alloys and although it is far from complete there have been a few observations which may be of interest in connection with this paper. In the first place, I should like to point out that the deformation of polycrystalline magnesium alloys has not been completely explained by the work on single crystals. Bakarian and Mathewson found slip on the ( 101) and {002) planes, and (102) twinning as the deformation mechanisms in magnesium single crystals, but in compression when the (002} planes were within ii° of parallel t0 the compression surfaces, fracture occurred at all temperatures up to 340°C (644°F). In commercial working processes, particularly in rolling, an orientation is quickly produced which should be unfavorable to further deformation by the three established mechanisms. The Committee, appointed early in May, met and organized in Washington, May 9, 1923, and were then advised that such data as they required would as far as obtainable be submitted to them in tabulations, and that they could not be allowed to see the individual reports nor know the identity of the operators on whose reports the figures submitted were based, therefore the Committee's valuation is based on data received from your statisticians, and on tonnages estimated by your staff and by the United States Geological Survey. Various methods of valuation for mining properties have been suggested, but all authorities seem to agree in accepting, as the fairest and most practicable and logical, a capitalization of the estimated future earnings, when such estimate can reasonably be made. Hoover and Finlay both emphasize this. The United States Supreme Court says in Cleveland, Cincinnati, Chicago & St. Louis Railway Co., v. Backus, 154 U. S. 439: But the value of the property results from the use to which it is put and varies with the profitableness of that use, present and prospective, actual and anticipated. There is no pecuniary value outside of that which results from such use. The amount and profitable character of such use determines the value. The Committee on Federal Taxation of the American Institute of Mining and Metallurgical Engineers, appointed in 1919, in its report states: A proper value of a mining property is the present value of the prospective net earnings, taking into account probable variations in output and value. Ingalls ("Wealth and Income of the American People," p. 97) says: The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding with the lie of the mine. It is a convention that the estimated period shall not be more than 30 years.

Generally, the mining costs reported for the large open-pit operations in the United States and South America lie within the range of $0.20 to $0.30 per ton of material moved. (These operations have strip- ping ratios ranging from 1.5 to 4.0.) Productivities for the larger North American properties are in excess of 200 tons of material per man shift, while those for the South American operations are less than 200 tons per man shift. The most significant variations in cost are in the categories of haulage and general mine cost. Haulage costs vary, as expected, according to the mine elevation, pit profile, crusher location, and accessibility of a dump area, and general cost variations depend largely on the overhead cost items included in this category. Drilling and Blasting Practice The majority of open-pit copper mine production drilling is performed by rotary drills. Hole diameter varies from 6 in. to 12 in., with 9-in. holes being most common, and penetration rates vary from 35 ft to 60 ft per hour.

THE application of artificial refrigeration, or air-conditioning, to the ventilation of deep, hot mines has long been a subject of interest to the operators of such properties. Artificial cooling of the air in theaters, railroad coaches, and various industrial plants has been so successful within recent years that it has been natural to assume that the adoption of similar methods would afford a ready solution to the difficult problem of mine ventilation. It should however, be obvious, that although there may be nothing technically impossible in the application of this process to mine ventilation there is a great economic distinction between the maintenance of a high standard of comfort for a large number of people in a relatively small space such as a theater and the cooling of air to improve working conditions for miners scattered throughout the extensive workings of a large mine. Many methods of air-conditioning have been considered by the management of the Anaconda Copper Mining Co. at various times, but until the development of the process to be described in this paper none has seemed economically practicable.

Foreword The three case histories and the liquid fuels planning scenario presented in this paper span a twenty year period, from the pioneering days of computers in the petroleum producing industry during the mid-fifties, to the energy crisis era of the seventies. Inasmuch as two of the main actors, Ian McKinnon and I, are featured in all three case histories, while I am currently involved in the fossil fuels scenario, this paper provides four related and personal spot readings along an evolutionary path: from the one dimensional technical domain to the multi-dimensional techno-socio-economic domain of computer applications in the petroleum industry. Coincident with this evolution in the direction of increasingly comprehensive and powerful computer applications, the evolution in hardware/software capability and in analytical power are also kept in perspective. The three case histories are: 1. The Bonnie Glen-Wizard Lake Case (Calgary, Alberta, 1955-1957); 2. The TransCanada-Great Lakes Gas Transmission Case (Ottawa-Washington, 1966); 3. The Westcoast Transmission - El Paso Pipelines Gas Export/ Import Case (Ottawa-Vancouver-Washington, 1966-1967). THE favor with which the members of the Institute received Mr. Fernow's paper upon the use of charbon roux in the manufacture of iron has encouraged me to present this paper, in the hope of having the discussion upon the manufacture and use of the oldest and undoubtedly the best fuel for producing pig iron continued. Owing to the advances made in employing anthracite coal, bituminous coal, or coke, or mixtures of them, we are apt to forget how much of our present development is due to the pioneers in iron manufacture and the fuel which they employed in the production of pig iron. In Mr. Swank's last compilation of the iron and steel works of the United States, the furnace capacity of the country is given as 5,868,000 tons, of which 1,000,000 tons can be made in the 264 charcoal furnaces. In other words, over one-third of the furnaces now in existence use charcoal for fuel, and produce more than one-sixth of the iron made. If to this is added the 130,000 tons of blooms and billets turned out by the 122 forges and bloomaries, the importance of the charcoal industries will be appreciated.

The US Department of Energy's Coal Preparation Branch has developed a computer program to calculate the performance characteristics of coal washing devices. This program uses specific gravity analyses of the clean coal and refuse streams as input, and generates dependent and independent performance criteria for the washer. Partition curves are internally represented in a functional form by a Weibull function. Comparisons are made between performance criteria calculated by hand and the performance criteria calculated by the program for 120 different dense medium cyclone tests. Results show that the computer program gives results in close agreement with hand-calculated values while greatly reducing the amount of time involved in performing the analyses.

Abstract- The use of a unique class of sulfhydryl collectors, the monoalkyldithiocarbamate salts ([RNHCS]) as direct collectors for malachite and azurite is presented. Microflotation and laboratory scale flotation tests were performed to define the collector properties of these reagents under a variety of flotation conditions. On the basis of the results, it is proposed that some property of the amine-hydrogen atom in the reagent has a significant influence on the unusual activity of these collectors for oxide copper minerals.

The mathematical description of solids transport in mills is an important aspect of the development of comprehensive models for the analysis, simulation and control of grinding systems. The basic mechanisms of particle transport and mixing, including gravity flow, carrier fluid transport, and "diffusion", are reviewed and their relative importance in wet and dry ball mills is discussed. Specific models for transport and mixing in dry, grate-discharge and wet, overflow ball mills are described. The limitations of the models, parameter estimation problems, scale-up criteria etc. are discussed and the conditions which lead to particle size dependent transport, and hence to internal classification in the mill, are described in detail.

A fragmentation experiment was performed in cooperation with Duval Corporation in a porphyry copper molybdenum deposit near the Sierrita pit south of Tucson, Ariz. A 10-hole test blast was detonated to establish relationships between blasthole spacing and the resulting fragmentation. Blastholes were 9 in. in diameter and 110 ft deep. The 10 blastholes contained a total of 17,400 lb of aluminized slurry blasting agent in 50-ft columns with 60 ft of stemming. Blasthole spacings of 25, 20, and 15 ft were tested. Diamond drill core examination was the primary method used to determine the condition of the rock before and after blasting. Topographic surveys were used to measure the rock swell produced by the blast and a fragment size distribution was obtained for the rubblized material on the surface. The rubble zone at the surface was ideal for in situ leaching. Fragmentation to depths of 110 ft was excellent from the 15- to 20-ft blasthole spacing patterns. Good breakage was also produced by the 25-ft pattern although the effects of the blast were not as obvious. In situ leaching tests were not conducted. However, based on size consideration only, all three blasting patterns produced adequate breakage for successful leaching.

A UTILITY that has a large consumption of coal must insure an adequate and sound supply of fuel. The Detroit Edison Co., which has an annual coal consumption of about four million tons and spends approximately $32 million a year for coal, including freight charges, has developed a program for fuel procurement and for evaluation and selection of fuel for reliable and efficient plant operation. Fuel Procurement Coal Purchasing Division: The Fuel Supply Div. of the Purchasing Dept. combines all of the procurement functions in one group, which must maintain adequate stocks of fuel. In addition to its usual purchasing duties, the division also governs transportation, follow-up, invoice and freight bill, in cooperation with the Accounting Dept. The Fuel Div. is comprised of the fuel agent, an assistant fuel agent, a coal buyer and five coal clerks, who follow the movement of each car, initially approve freight bills and invoices, and file claims whenever there is a shortage of one ton or more. The fuel agent reports directly to the purchasing agent of the Company, and all major programs are planned jointly with the chief purchasing officer. The apparent individuality of the fuel section is necessary because of the tremendous volume of coal cars handled each day, sometimes as many as 500, which must be handled promptly to complete the fastest possible move from the mines to the plants. Determining Annual Coal Volume: Through the combined studies of a Production Dept. Load Committee and the Controller's office, accurate predictions of coal requirements for any given year are provided the Fuel Dept. from 12 to 15 months in advance. This is divided into the requirements of all individual power plants and central heating plants. This in turn determines the quantity and quality for plants whose specific fuels vary with the type of equipment installed. In the Detroit area, which has a high industrial load, early estimates of annual coal consumption usually are resolved at the end of the year within 4 or 5 pct of the original plan. Operating in a highly developed industrial area eases the task of estimating primary output; and, with the residential demands increasing in a steady and fairly well-defined pattern, the overall coal schedules are not subject to radical changes during any given year. Selecting Suppliers: At any time, but especially during or before an emergency, the coal supply factor must be made secure. This is particularly true in the procurement of utility fuel. There are always extreme quantities of so-called "bargain" coal available during the buyers' markets, such as recently prevailed. These opportunistic offerings may be considered a means of averaging down overall price, rather than as a steady and dependable supply source. Coal is purchased on contract from mine operators and sales agents who have proved reliable. They are not opportunists who desert for higher dollars in times of duress; they do not fail to fulfill contracts when markets rise or overship when markets dip. The progressive operator today who is willing to expend capital to improve quality and service deserves much more consideration than a matching of short-term pennies. When a company has a high volume of annual needs, all phases of the mine supply must be considered. The mine must be able to produce the quality required at a fair price and be able to sell oversizes of coal in enough volume to screen sufficient nut and slack. It must crush coal and sell mine run at prices in line with competitive nut and slack and be willing to do so when there is no demand for prepared sizes. Determining Price: The public utility is in direct competition with any of its customers who can, if savings are guaranteed, generate their own power. Today, to a greater extent than ever before, private industry must do a better overall job than Government-controlled operations. The price of coal must be realistically balanced with the price paid by almost all industries and the railroads as well. The supply-demand ratio in coal is not difficult to discern. IN ORDER to comprehend the help and information that may be expected from electrical prospecting, it is necessary to have at least a general knowledge of the methods and principles involved in preparing and interpreting results obtained in the field. Electrical prospecting is rather complicated, both in theory and practice, and in order to make a brief description clear to the practical mining man it has been necessary to idealize and generalize the problems, at the risk of having such simplification criticized by the theoretical man. This simplification must not be misinterpreted as showing a lack of theoretical knowledge. FIG. 1.-FLOW OF CURRENT IN AND AROUND A CONDUCTING BODY. For its operation, electrical prospecting mainly depends on the fact that most metallic ores conduct an electric current much more readily than barren rocks. If an electric current flows through a block of ground within which a body of chalcopyrite is enclosed in country rock of schist, the current will find less resistance to its passage through the chalcopyrite than through the schist, even though the passage through the latter be much shorter. This is because the longer path through the chalcopyrite offers less resistance, owing to the superior electrical conductivity of the chalcopyrite (Fig. 1).
