Minerals long have been important commodities in international trade. As an inevitable result, the governments of the world have employed a wide variety of programs that affect the flow of trade. Roughly speaking, we may distinguish between the desire of more developed countries (MDCs) like the United States, western Europe, and Japan to control imports of minerals and the concern of less developed countries (LDCs), like India, about exploiting and exporting their minerals. The terminology used to describe different countries and the classification of specific countries into groups is unsettled and often changing. The poorest countries have been characterized as backward, undeveloped, underdeveloped, and developing. The problem seems to be in selecting a term that is both accurate and polite. Less developed seems, for reasons outlined by Hagen [pp. 51-57], the most convenient term. The borderline between an LDC and an MDC is always open to dispute. Objective measures are difficult to develop because of deficiencies in basic data, and enormous conceptual problems arise in making valid comparisons from even good data [see Hagen, pp. 7-28]. Thus, policies of the MDCs can be evaluated chiefly by using a few basic arguments for protectionist attitudes towards international trade. In dealing with the LDCs, a more far-ranging evaluation that covers general economic policy goals, the role of foreign investment, and the indirect effects of trade is required. This duality breaks down when trying to deal with the depressed areas in an MDC; here the issues are more akin to those associated with problems in an LDC. Similarly, variants of arguments used in LDCs appear in debates about foreign investments in MDCs. The whole discussion of minerals in LDCs, moreover, has obvious implications for MDCs like Canada and Australia. They, too, must face problems about the best utilization of their resources. An analysis of indexing is given for an idealized plastic rock. Indexing refers to chipping from a bit tooth to a previously formed crater. A method is indicated for computing the dependence of chip size and shape as well as force on the tooth for various tooth shapes as a function of crater configuration and distance to the previous crater. Pressure on the tooth is found to vary with depth of penetration after a critical depth has been reached. Damp sand model experiments indicate that simple solutions using linear and logarithmic spiral slip-line fields for Coulomb plastic materials give reasonable approximations to the failure patterns. Both idealized roller cone bits and fixed blade or drag bits are considered, and methods are presented for approximating the force on the bit and the chip volume when the rock is subjected to sufficiently high pressure to behave plastically. One of the primary objectives of drilling research investigations is to develop theoretical equations which can be used to predict the behavior of rock under drilling loading conditions. Since rocks usually fail in a brittle manner at atmospheric conditions, much current research is directed to studies of the brittle failure of rock under the action of drilling too1s. 1,2 The results of triaxial test on rocks indicate that both rock strength and ductility increase at high confining pressures.3 Recent results from single bit-tooth indentation experiments on dry rocks indicate that the transition from brittle to ductile failure under a bit tooth can occur at pressures sufficiently low to be of interest in oil well drilling.4 Single bit tooth experiments and analyses are not directly applicable to the drilling process since one of the important facets in drilling is the interaction between a bit-tooth and the previously formed crater. This interaction is referred to as indexing.' The purpose of the present paper is to indicate how plasticity theory can be applied to the analysis of indexing for plastic rock. Drag bit or fixed-blade drilling is considered and a discussion is given of the drilling action of an idealized roller cone bit. Results of simple experimental studies using a damp sand model are given as a method of visualizing the failure patterns in rocks under high confining pressures. These results are compared with plasticity theory using simple solutions based on linear and logarithmic spiral slip-lines. Discontinuous stress fields are proposed for drag bit drilling based upon the soil mechanics analysis of Shields. SINGLE BIT TOOTH RESULTS Single bit tooth indentation experiments using dry rocks under pressures from 0 to 5000 psi have indicated a correlation between the shape of a force-displacement curve and the nature of the rock failure beneath the tool.4 Continuous linear curves are in-

Equations for predicting the performance of vacuum filters and centrifuges used for coal dewatering are presented. These equations are the basis for a dewatering module which has recently been added to the Coal Preparation Plant Simulator developed at the University of Pittsburgh under the sponsorship of the Department of Energy. The module provides for mechanical degradation in the centrifuge; loss of fines to centrate or filtrate; changes in size and gravity distribution; changes in ash and sulfur content; as well as final moisture content of the dewatered product. Inputs to the module are the flow rate of the coal to be dewatered, a washability analysis of the coal, and parameters describing the operation of the vacuum filter or centrifuge. Typical results obtained using the module are presented. There are adjustable parameters which can be varied to match plant operation or experimental data if desired.

Application of research findings to the old art of leaching copper from copper-bearing mine waste has resulted in a significant contribution of copper to over-all copper production. For example, at the completion of the current expansion program at the Kennecott properties in the United States, copper produced from waste dump leaching will amount to about 25% of the total production, whereas formerly only 2% was derived from this source. This planned expansion of copper leaching focused attention on the problem of developing more efficient methods for the recovery of copper from greatly increased volumes of copper-bearing so1utions.l Detailed investigations made in laboratory pilot plant and plant tests for the recovery of copper from copper-bearing solutions have included electrowinning, solvent extraction, ion exchange and cementation with iron in launders, precipitation drums, activated launders, and precipitation cones. The results of these investigations have led to the development of a precipitation cone-type recovery system having advantages over older methods.

In May 1960, six months after conversion of one- half of the Uranium Reduction Co. mill from acid to alkaline leach, severe corrosion was encountered in the 112 stainless steel wash baskets in the resin- in-pulp portion of the uranium circuit. Fortunately the corrosion was limited to the stainless steel screen cloth and bolts. The frames were not affected. Each resin-in-pulp wash basket serves as a container and a vehicle for approximately 40 cu ft of ion-exchange resin. Four baskets are installed in each tank through which uranium-rich solution flows as the baskets move up and down mechanically in the tank. The ion-exchange resin has an affinity for the uranium in the solution which causes it to be deposited on the resin in solid form. By reverse action with different chemical solutions, the uranium may be stripped from the resin for further processing and purifying. This section is the first step in the actual recovery of the uranium.

13.9-1. Introduction. Any mining venture or project is undertaken with a view of gaining some benefits, which, with the modern limited corporation, means earning a return to the stockholders for the use of their funds. Thus, any manager, when confronted by an opportunity of expending funds, must realize that the funds should generate a satisfactory return. The problem then becomes one of how the manager should best expend, if he should expend, funds for opportunities that become available to him. In the evaluation of a mineral property, or of a project within an operating mineral property, there must be cognizance of the fact that the final return is dependent on many factors that are not present in other industries. The primary factor in mining operations is the orebody, which has a diminishing life. This diminishing life gives the decision maker a range of choices; for by expending more capital for a larger plant, he can work the deposit out in a shorter period (16). This may, in fact, maximize the return on the investment. Alternatively, he may wish to maximize the total profits, a course which usually requires a lower capital investment and allows a longer working life for the deposit before final depletion. Other factors that have great importance in the evaluation of mining projects are the taxation treatment of mining profits from the viewpoint of depletion, depreciation, and investment credit. Investment opportunities involve expending funds at the present time in return for future benefits. These future benefits have a degree of risk in that the annual amounts of benefits and their duration cannot be fore- cast accurately. The treatment of risk in economic analysis involves the quantification of the degree of variability of the expected future benefits and also of the initial capital expenditure. This treatment in mineral exploration may be extended to cover the initial search for an orebody

The literature on the beneficiation of serpentine asbestos ore states that the specific gravity of the rock containing fiber and the fiber itself is the same so that specific gravity cannot be used as a basis for separation. An investigation of particles of asbestos ore ranging in size from 4 mesh to 5 in. revealed that the fiber-bearing particles generally had a lower specific gravity compared to essentially barren particles. The difference in specific gravity was sufficient to make an effective gravity separation of ore particles and reject a low grade tailings product. The results of laboratory tests are described that lead to the running of pilot plant tests with 20-ton ore samples using a heavy media separator. These tests indicated that a large amount of low grade material could be rejected from the raw ore at a coarse size. Although the process used is a wet separation, it can be added to a conventional dry asbestos mill. A gravity preconcentration would allow the mining of lower grade ore, increase the life of the mine, increase the value of the feed to the fiber recovery section, and decrease maintenance costs by removal of low grade tailings early in the flowsheet.

INTRODUCTION A greater understanding is required about the factors which control tunneling operations if we are to meet the expected demand for tunnels. Much of the needed information can best be achieved by the proper use of instrumentation and advanced engineering concepts. Tunnel measurements and their analysis may prove to be the key which will give the insight necessary to understand the relationship of rock, tunnel supports, and linings. There are three main areas which can be improved through the use of tunnel instrumentation. First, and of prime importance, is safety for men and the project. When unstable conditions occur, sets become distorted. Even without measurements, it is sometimes possible to tell when trouble is approaching. In effect, the set acts as a load cell. Distortions in the set indicate reinforcements may be required to maintain stability. Additional sets or rock bolts, if they are placed soon enough, may provide this stability. However, when large rock displacements occur in short periods of time, it could be too late. Figure 1 is an example of the difficulties encountered in stopping moving rock. To stop the movement and possible failure, large props were placed above the spring line and the massive concrete gravity buttress was constructed along the legs. Rock bolts from the buttress deep into the rock were also used in an attempt to stabilize the rock mass. However, this work is for a highway tunnel and eventually these props and buttresses must be removed.

PECIMEN preparation for electron metallography involves several steps, such as polishing, etching, replicating, mounting, and shadowing. Although each step must be done with care, the operation requiring the utmost attention is etching. Proper etching is important because the relief pattern developed on the surface of the specimen by the etchant, and reproduced as minute differences in thickness of the replica, determines entirely the amount of detail seen in the final micrograph. The characteristic colored stains, sometimes used in light metallography to simplify identification of certain microconstituents, cannot be tolerated because there is danger of introducing artifacts in the replicating operation. It is also quite difficult to remove plastic replicas from stained specimens. A suitable etchant for electron metallography must, therefore, in all cases exhibit a preferential attack upon each of the microconstituents present sufficient to result in a difference in surface elevation. When only two microconstituents are present, it is not too difficult to find a suitable etchant since their physical or chemical properties are generally sufficiently different to result in a marked difference in attack by the etchant. For example, picral (a saturated solution of picric acid in methanol used as an immersion etch) is a satisfactory etchant for the specimen shown in Fig. 1 consisting of iron carbide particles embedded in a ferrite matrix.'

The majority of the work done in the field of rock mechanics uses as a basis for analysis the classical linear theory of elasticity. Most workers in rock mechanics realize that removing the assumptions of homogeneity and isotropicity will bring the analysis of stress-strain relationships for geologic materials closer to reality. However, the algebra involved in reducing these restrictions is usually heavy. It is the purpose of this paper to relax the condition of isotropicity to that of orthotropicity and examine the sensitivity of this change for some simple geometries. In addition some necessary relationships between stress and strain for orthotropic materials will be developed. The recent years have seen an increasing interest in the field of rock mechanics. This is amply demonstrated by the number of articles appearing in the technical literature. The majority of these articles use as a basis for analysis the classical linear theory of elasticity. In addition, the assumptions that the material under consideration is elastically homogeneous and isotropic reduce the number of constants necessary to write an analytical relationship between stress and strain to two, e.g., Young's modulus and Poisson's ratio. Most workers in the area of rock mechanics realize that removing the conditions of homogeneity and isotropicity will bring the analysis of stress-strain relationship for geologic materials closer to reality. However, the algebra involved in analysis without imposing these restrictions is usually heavy. It is the purpose of this paper to relax the condition of isotropicity to that of orthotropicity and examine the sensitivity of this change on stress concentration for some simple geometries. In addition, it is shown that the expression for maximum stress concentration for some simple geometries considered can be further simplified if further assumptions are made. A KNOWLEDGE of the fundamental principles of locating, sampling, testing and evaluating materials is essential in prospecting for mineral aggregates. In this discussion, mineral aggregates will be considered sand, gravel, crushed stone and slag that are used as materials of con-struction. The quantity of mineral aggregates produced in the United States during the year 1935 for such purposes was roughly 165,000,000 tons, about 60 per cent of which was sand and gravel, 37 per cent crushed stone and 3 per cent crushed slag. The total value of this material was approximately $100,000,000. It is apparent therefore that the prospect-ing for suitable mineral aggregates is of considerable economic importance. In prospecting for mineral aggregates, the methods employed are the same whether the organization is large or small. In the large organiza-tion there may be available geologists for locating sources of supply, a land acquisition department to arrange for the necessary options or permits, engineers to do the sampling, a laboratory for testing, and a board of consulting materials engineers to make the final selection. Even small organizations must follow the same general procedure, though the respon-sibility for the selection of aggregates may rest with one man, who may or may not be an engineer, but who must depend entirely upon his own judgment.

In recent years considerable effort has been expended in the search for new ways of drilling into the earth's crust and for improvements of existing methods. A number of novel techniques have been explored such as explosive, flame, electric arc, abrasive jet, chemical, and various percussion-type dri1ls.l Some of the new methods are useful in isolated situations, but rotary drilling continues to be the most versatile and generally economical method for rock drilling. An understanding of rock failure during drilling can lead to improved rotary drilling techniques and to the development of new methods. Experiments 2-4 have shown that rock strength and ductility increase with increasing pressure; therefore, meaningful experimental investigations should be carried out under conditions similar to those encountered at the depths to which oil wells are drilled. The action of a roller-cone bit is not pure rolling in all cases but frequently involves gouging and scraping action. However, vertical penetration of a horizontal rock surface by a single punch has served as a first approximation of the rock/bit tooth interaction during drilling.5,6 In these experiments semi-infinite smooth rock surfaces are indented by steel tools with configurations having various degrees of dullness. Both static and dynamic tests have been investigated; however, static loading provides a good approximation of the loading rates occurring during rotary drilling. As a more realistic approximation to actual drilling conditions, chip generation must also be considered. Recently, studies have been made of indexing or chipping from a bit tooth to a previously formed crater.7-9 The purpose of the present investigation is to study indexed penetrations in greater detail. INTRODUCTION The primary purpose of comminution circuits in the mineral industry is to reduce an ore to a particle size that will permit separation of the valuable minerals from its gangue constituents. Wide variations in the mineral content and physical characteristics can and do occur throughout a given mineral deposit From the standpoint of their effects on the comminution characteristics of an orebody, these variations may not be identified by the normal sampling and analysis procedures utilized to delimit an orebody and to characterize its grade distribution. The proper design of a comminution circuit for a mineral deposit is very important to the success of that enterprise. It is also an expensive unit process both from the standpoint of capital and operating costs. It is, therefore, essential that any sampling program be designed to identify the variations that may occur that will affect this circuit. Because of the variety of comminution systems that are available, it is also essential that the sampling and subsequent evaluation program be sufficiently comprehensive to identify potentially inappropriate systems or flowsheets. It would be impossible to describe in a single chapter the techniques and approaches that should be utilized for sampling every type of orebody. Each orebody is unique and requires a sampling and testing program designed to its specific requirements for exploration, characterization and circuit design. The following is a general discussion of the guidelines to be used and considerations to be made in establishing such a program. SAMPLE SELECTION When sampling an ore deposit for the purposes of equipment and flowsheet selection for comminution, it is important that the sample composites for grind testing be chosen on the basis of how they will affect the comminution circuit rather than just how they might affect the subsequent metallurgical operations. For example, grindability, classification and liberation size characteristics are more important to the comminution circuit than ore grade. Mineral deposits may contain a multiplicity of ore types that can vary extensively in the dissemination of minerals and optimum liberation size requirements; and may also vary as much as 100% in ore hardness. The accumulation of samples for grind characterization should be done in such a way as to allow the identification of this variation. A proper mineralogical evaluation of the samples obtained to characterize an ore deposit can be a great aid in identifying the individual ore types within the deposit

THE Coal Division of Battelle Memorial Institute, during the course of an investigation conducted for a coal producer, carried out extensive sampling of the fine-coal section of a preparation plant. The information obtained during the testing period was used to evaluate the overall plant operation and provided the basis for. recommended changes in the plant flowsheet. Included in the information were data for the results obtained when using a Bird centrifuge to dewater the particular coal being treated. At the completion of the investigation, the coal producer gave Battelle permission to publish the operating data for the Bird centrifuge in order to make this information available to the coal industry. The authors wish to take this opportunity to express their appreciation to this company and its officials for their willing cooperation in the matter of publication. Description of Preparation Plant: The preparation plant on which the data were obtained is primarily a jig plant. The coal being washed is a low inherent moisture, friable, Pocahontus-type. The washed coal from the jig is dewatered and sized at 1/4 in. by a Parrish-type dewatering and sizing screen. The minus 1/4-in. coal and the underflow water from the shaker screen flow to a sludge tank where, after the coal settles, the coal is conveyed by a flight conveyor into a pump sump. The pump, a 300-gpm sand pump, delivers a mixture of fine coal and water to a Bird centrifuge which produces a dewatered cake and an effluent. At the time when the investigation was made, the centrifuge effluent was returned to the sludge tank and the cake product was mixed with a coarser size of coal prior to loading into railroad cars. The semiclarified water from the sludge tank overflowed into a pump sump from which it was pumped to the jig. As originally designed, the preparation plant was intended to operate with a closed water system but it was found, soon after operations started, that for various reasons this could not be done. In order to provide for removal of excess water from the system and to aid in maintaining the desired minimum percentage of solids in the circulating water, the plant was operated to provide from the sludge tank a continuous overflow of water and fine solids that was sent to waste. The centrifuge feed represents approximately 35 tons per hour of minus 1/4-in. coal in the form of a pulp averaging 38 pct solids. Sampling Procedure: In order to obtain basic data for determining the relationships existing in the fine-coal section of the preparation plant, samples were obtained for: (1) the centrifuge feed, (2) the centrifuge cake, (3) the centrifuge effluent, and (4) the circulating water. The sampling was arranged to start on a Monday, in order to begin operations with a sludge tank full of fresh water, and was continued long enough to allow sufficient time for fine solids to build up within the water system or for a two-day, four-shift operating period. Next to the metal itself, molding sand is the most important raw material used in the manufacture of steel castings. There are no accurate figures available but probably it would be safe to say that the average steel foundry uses approximately 1000 lb. of new molding sand per ton of castings produced. With untreated sands costing from two to four dollars (in some extreme cases it may run as high as eight or ten dollars) per ton delivered at the foundry siding, molding sand is an important item in the cost of making castings, and any information that may help to reduce this sand consumption should be of interest to the industry. Fundamental Considerations In a general way, molding sand in the average steel foundry passes through the cycle shown in Fig. 1. This diagram indicates that if all of the sand could be returned from the shakeout floor to the mixer no new sand would be required from the stock pile and molding costs would be reduced accordingly. Unfortunately, for reasons to be discussed later, it has heretofore been necessary to dilute the used sand constantly with new raw sand in order to maintain the properties that are essential to the production of satisfactory molds.

Until the end of 1960, the small primary aluminum industry in Australia was run by the government. The entire operation was at Bell Bay on the north coast of Tasmania. It consisted of an alumina plant and smelter, owned jointly by the Commonwealth and the State of Tasmania. Apparent domestic demand that year was about 48,000 long tons; 11% thousand came from Bell Bay; the rest was imported. By March 1964, Australia had two fully integrated aluminum companies. The government has stepped out of the picture and the key word of the industry from bauxite to metal is "growth." Present annual capacity of the two companies for making aluminum metal totals 92,000 long tons a year. Australian demand is about 60,000 tons. By 1968 Australian consumption should be 90,000 tons and by 1970 it is expected to reach 107,000 long tons per year. Export markets for bauxite, alumina and metal are developing.

WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.
