Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.

Mine Taxation On Monday morning, Sept. 22, a session on- Mine Taxation was held in cooperation with the Internal Revenue Dept., U. S. Treasury, Mr. R. C. Allen presiding. Now producing 35,000 tpd of coal from a deposit whose estimated reserves total 1.1 billion t, the Navajo mine of Utah International Inc. near Farmington, N. M., is the largest open-pit coal operation in the US. The history of this mine began in 1953 when, foreseeing the growing need for electrical power in the southwest, Utah International obtained a prospecting permit from the Navajo tribe. The lease, now covering 31,000 acres of the 12-million acre New Mexico-Utah-Arizona Navajo Indian reservation, was entered in 1957; in the next 3 years, Utah International negotiated with the State of New Mexico for water rights on the San Juan River, and finalized an agreement with the Arizona Public Service Co. to provide coal for the proposed Four Corners power-generating plant near Farmington.

The appearance of the Wilfley table in 1897 marked an epoch in the art of concentration of ores. The table has merited and received an almost unprecedented measure of public approval, lasting through its whole patent life. It has been very little improved in itself, or improved upon by competitors. The new machines bidding for popular favor have been of the Wilfley family, but without ability to do markedly better work than the parent machine, or to do more work except by the use of superimposed decks, the latter having obvious disadvantages. During the past three years there has been developed at Morenci a new type or arrangement of riffles applicable to the Wilfley type of concentrating table which corrects many of the objectionable features or limitations of the older system and obviates most of the difficulties encountered with it, particularly when handling ores having a low ratio of concentration. The iron fields described here are located in the Iron Springs and Pinto mining districts, Iron County, Utah. This region is in southwestern Utah, about 260 miles south from Salt Lake City, and is reached by the Los Angeles & Salt Lake railroad of the Union Pacific system. The iron fields lie at an elevation of 5500 to 7500 ft. above sea level, and are essentially desert in character. They are covered with a light growth of sage brush, piñon pine, and scattered cedar. Weather conditions are unusually favorable for all-year mining operations, the winters being mild with little or no snow; and the summers not excessively hot, the temperature rarely rising to 100 during the day, while the nights are invariably cool. The iron-ore bearing area extends from the Iron Springs district to the Iron Mountain mining district, being approximately 25 miles long in a northeast-southwest direction, and from 1 to 3 miles wide in a northwest-southeast direction. In the Iron Springs and Pinto mining districts, the ore occurs at various points around three sides of Granite Mountain and Iron Mountain. This is readily understood by reference to Figs. 1-4. These mountains are composed of andesite, which has been forced up through the surrounding sedimentary formation, in the form of laccoliths. An extensive report on the geology of these districts was made by Leith and Harder,' who state: The three dominating geological features of the district are three large andesite laccoliths which constitute the Three Peaks, Granite Mountain, and Iron Mountain; lying in a northeast-southwest line across the area in question. Three unconformable sedimentary series, aggregating 4000 ft. in thickness, outcrop in successive rings around these laccoliths, dipping outward asymmetrically, very steeply at the contact, less steeply farther away. Still farther from the laccoliths, lava-flows 2000 ft. thick rest in nearly horizontal attitudes on the tilted sedimentary rocks. These general relations are modified by faulting. All of the rock formations of the district are more or less covered on the middle and lower slopes by unconsolidated and partly consolidated erosion debris, both aqueous and subaerial, which spreads out on the lower ground to make the deserts.

IN the basic open hearth process the reaction of manganese in the bath with iron oxide in the slag attains a condition very closely approximating true equilibrium, and the distribution of manganese between slag and metal during the refining period is determined by the factors which control this equilibrium condition. For this reason a number of investigators have studied this reaction both in the laboratory and under various conditions of furnace operation. The principle reaction and its equilibrium constant are: FeO (in slag) + Mn = MnO (in slag) + Fe (liq.) [1] (MnO) .= (FeO),[%Mn] The symbols in parentheses represent activities of the two oxides in the slag which, in the simple slags consisting almost wholly of the two oxides, may be assumed equal to the respective mol fractions. The symbol (FeO)r is used to denote the total iron oxide computed as FeO; or it is the sum of the mol fraction of FeO plus twice that of Fe2O3. Early attempts to obtain laboratory data on this reaction suffered from failure to appreciate the great speed of the reaction. When slag and metal are cooled slowly together, the equilibrium shifts with temperature and the final compositions correspond to equilibrium at the freezing point rather than at bath temperature. The early work of Oberhoffer and Schenck¹ and of Tammann and Oelsen² apparently suffered from this source of error. In most of the other published laboratory investigationsa. '.' this error was not present but other uncertainties have existed, notably dependence upon optical temperature measurements and exposure to atmospheric oxidation.

The objective of delineation drilling is to provide a data base for the tonnage and grade estimates required to evaluate the economics of mine development. As drilling information is accumulated, geological risk is reduced and more reliable estimates of tonnage and grade are obtained. Investment in drilling is justified by the benefits which result from improving the reliability of the economic criteria evaluated. These benefits are subject to diminishing returns, i.e. as drilling information is accumulated the reliability of the economic criteria evaluated is improved but at a decreasing rate. At the same time, costs are incurred -- the direct investment cost associated with additional drilling and the time cost of delaying possible production revenues. The economic sampling limit is de- fined by the point at which the marginal benefits from drilling investment just balance the marginal costs. The paper describes the formulation of an economic model to optimize investment in delineation drilling. The model is applied to a simulated mineral deposit to illustrate the economic effects of a sequential drilling program.

THE first to appreciate and foresee the value of applying electrical measurements to structural studies was Prof. Conrad Schlumberger, Professor of Physics at the School of Mines in Paris. One of his earliest practical undertakings in this line was carried out, in the field, at Fierville-la-Campagne, Normandy, in 1912. His book, published in 1920,1 still stands as an authoritative, fundamental treatise on the use of the electric current in geological studies, in spite of the rapid evolution of geophysics during the last seven years. A remarkable feature of this book is that, even then, it stressed the role of electricity in structural investigations and made public the first successful results obtained therewith. Stratigraphic studies have been pursued continuously by Conrad Schlumberger and his associates since 1912, the only interruption being the World War. The results attained demonstrate the wide possibilities of electrical exploration in structural work. This field of activity is, at the least, as varied and valuable as the search for ore. It is curious that until very recently it has so slightly attracted the attention of geophysicists and geologists on this continent. The purpose of this paper is to present briefly some examples of the practical application of the potential methods to geological studies. These examples are chosen from a number of problems solved in the field by our firm, in the course of its consulting practice. Certain fundamental points are briefly stated before the field operations and interpretations are described.

TO say that Milton Fies has been active in promoting the Southern Research Institute is a masterpiece of understatement. He is a director and trustee who was in on the ground floor when plans were first made for the Institute and since it became an actuality early in 1945 his interest and efforts continue. He talked about it at the last regional meeting of the Birmingham Section of the A.F.A. and has talked all over the South-and when he makes a speech he has really prepared it. He does not try to rival a political spellbinder, but his careful, concise English is always well thought out and to the point. Southern Research might be called his present hobby as it has been for the past two or three years. Another major interest has been his encouragement and training of engineering students. Active in the formation of the Student Chapter of the A.I.M.E. at the University of Alabama, for several years he saw to it that the students had a prominent engineer at each monthly meeting, usually taking them down to Tuscaloosa from Birmingham in his own automobile. He has also been keenly interested in the mining engineering activities at Tuscaloosa, both in the Bureau of Mines and the University.

PLACER dredging as we know it today, especially gold dredging, is an industry about 40 years old, dating from the beginning of this century, when a few mining men in California saw the possibilities in adapting earlier dredging methods to California placer fields in and immediately adjacent to streams. At first it was thought that dredges must be operated in existing stream beds, but experience soon pointed the way to dredging alluvial deposits of old stream beds, operating on landlocked dredging ponds. Within the first five or six years of modern dredging, experience was gained so rapidly that dredges to dig 60 ft. below water level were designed and built. This depth was believed by many operators to be the maximum at which successful dredging could be carried on. Alluvial deposits of gold, suitable for dredging, were readily handled by equipment available and developed early in the industry's history. Much of the gravel was easily dug and if deposits were cemented, contained large boulders, or for some other reason could not be handled by a dredge, the ground was abandoned in favor of other deposits that could be handled easily. Many failures, adversely affecting the dredging industry, resulted from attempts at that time to extend the scope of placer dredging with equipment not suited to the formation being dredged. Dredging ground suited to early equipment was exhausted eventually, but many supposedly undredgeable alluvial fields containing gold in commercial quantities were found and became known to dredgemen. Improved equipment was needed to work deposits known to exist at great depths or associated with unusual obstructions. Operating companies looked to dredge manufacturers and metallurgists, particularly manganese-steel foundries, for improved designs and materials. Experience developed in California has spread throughout the world, and dredges of improved types have been adapted to the mining of platinum and tin as well as gold. Space will not permit a description of all the improvements in dredging since the early days, but a few of the recent developments are worthy of note, because they make possible the dredging of placer deposits of great depth, those having hard, irregular bedrock or containing large boulders in great quantities, and compacted or cemented gravel deposits. DEEP DREDGING At Hammonton, Calif., Yuba Consolidated Gold Fields has, within the past two years, built its dredge No. 20. The company has operated continuously in that field since 1904, digging successively at maximum depths of 60 ft., 80 ft., 112 ft., and now 124 ft. below water level. The first dredges were equipped with buckets of 6 and 7 1/2-cu. ft. capacity; six dredges operating in the field today have 18-cu. ft. buckets, digging now 65 to 124 ft. below water level. The task of developing controls in the mining and manufacturing industries to give them a tighter grip on operating costs has afforded this author an interesting vantage point for observing certain practices common to both industries. Of course, each of these industries has problems unique to itself, but all industries have many common problems. After all, every industry is a business and every business is concerned with the task of producing its wares as profitably as possible. While many differences between businesses in different industries are known, the author is convinced through experience that the mining industry has much more in common with the manufacturing industry than is generally acknowledged. Four principal questions come to mind in the comparison of mining with manufacturing: How different are the management control methods in these two worlds? How do both industries go about the task of controlling costs? How does the mining industry compare in terms of the effectiveness of its workers? And perhaps most important, what can the mining industry learn from what the manufacturing industry is doing?

THE oilfields in Illinois are located principally along the LaSalle anti-cline in the southeastern part of the state. The oil produced comes most largely from beds of Pennsylvanian and Mississippian age, but there is an increasing important production from deeper horizons, as will be noted under new development. The oil is largely of paraffine base, and has an average specific gravity of about 35° Baume. The rank of Illinois as an oil producer has dropped from third since 1913, when its production was exceeded only by that of California and Oklahoma, to eighth in 1923. This has been the result of failure to find new pools of considerable size to offset the declining production of the old wells and of the greatly increased production of some of the other states. The noteworthy features of petroleum production in Illinois during 1924 are: the low rate of decline for the state as a whole; the smaller percentage of dry holes; and the larger average initial yield of the new wells.

Introduction Horizontal drilling in coal mines is a relatively new technology. The earliest recorded drilling in the United States was done in 1958 at the Humphrey mine of Consolidation Coal Co. for degasification of coal seams. Spindler and Poundstone experimented with vertical and horizontal holes for several years. They concluded in 1960 that horizontal drilling in advance of underground mining appeared to offer the most promising prospect (for degasification) but effective and extensive application would be dependent upon the ability to drill long holes, possibly 300 to 600 m, with reasonably precise directional control and within practical cost limits (Spindler and Poundstone, 1960). Mining Research Division of Conoco Inc., the parent company of Consolidation Coal Co., began a research program in the early 1970s to achieve the above objective. The technology needed to drill nearly 300 m in advance of working faces was developed by 1975 and experiments on advance degasification with such deep holes began in 1976. Preliminary results of this research have already been published (Thakur and Davis, 1977). To date nearly 4.5 km of horizontal holes have been drilled for advance degasification and earlier results were reconfirmed. In summary, these are: • The greatest impact of these boreholes was felt in the face area where methane concentrations were reduced to nearly 0.3% in course of two to three months from original values of nearly 0.95%. • The methane concentration in the section return reduced to 50% of its original value immediately after the boreholes were completed, indicating a capture ratio of 50%. • The total methane emission in the section (rib and face emission plus the borehole production) did not increase but rather gradually declined with time. • Initial production from 300 m deep boreholes in the Pittsburgh seam varied from 3 m3/min to 6 m3/min but then slowly declined as workings advanced inby of the drill site (well head) exposing a larger surface area parallel to the borehole. Encouraged by these results, it was decided to design a horizontal drilling system that would be mobile and compatible with other face equipment. A mobile horizontal drill can be divided into three subsystems: the drill rig, the drill bit guidance system, and borehole surveying instruments. The drill rig provides the thrust and torque necessary to drill 75- to 100-mm diam holes up to 600 m deep and contains the mud circulation and gas cuttings separation systems. The drill bit guidance system guides the bit up, down, left, or right as desired. Borehole surveying instruments measure the pitch, roll, and azimuth of the borehole assembly. Additionally, it also indicates the thickness of coal between the borehole and the roof or floor of the coal seam. Thus, it becomes a powerful tool for locating the presence of faults, clay veins, sand channels, and the thickness of coal seam in advance of mining. In recent years, many other potential uses of horizontal boreholes have come to light, such as in situ gasification, longwall blasting, improved auger mining, and oil and gas production from shallow deposits. The purpose of this paper is to describe the hardware and procedure for drilling deep horizontal holes. The Drilling Rig [Figures 1 and 2] show the two components of the mobile drilling rig: the drill unit and the auxiliary unit. The equipment (except for the chassis) was designed by Conoco Inc. and fabricated by J. H. Fletcher and Co. of Huntington, WV. The drill unit. It is mounted on a four-wheel drive chassis driven by two Staffa hydraulic motors with chains. The tires are 369 X 457 mm in size and provide a ground clearance of 305 mm. The prime mover is a 30-kw explosion-proof electric motor which is used only for tramming. Once the unit is Crammed to the drill site, electric power is disconnected and hydraulic power from the auxiliary unit is turned on. Four floor jacks are used to level the machine and raise the drill head to the desired level. Two 5-t telescopic hydraulic props, one on each side, anchor the drill unit to the roof. The drill unit houses the feed carriage, the drilling console, 300 m of 3-m-long NQ, drill rods, and the electric cable reel for instruments. The feed carriage is mounted more or less centrally, has a feed of 3.3 m, and can swing laterally by ± 17°. It can also sump forward by 1.2 m. The drill head has a "through" chuck such that drill pipes can be fed from the side or back end. General specifications of the feed carriage are: [ ] The auxiliary unit. The chassis for the auxiliary unit is identical to the drill unit but the prime movers are two 30-kW explosion proof electric motors. It is equipped with a methane detector- activated switch so that power will be cut off at a preset methane concentration in the air. No anchoring props are needed for this unit. The auxiliary unit houses the hydraulic power pack, the water (mud) circulating pump, control boxes for electric motors, a trailing cable spool, and a steel tank which serves for water storage and closed-loop separation of drill cuttings and gas.

Some time ago, in Mexico, our signal-bells in a 700-foot shaft caused us considerable annoyance by continually getting out of order, each time so delaying our hoisting operations that we naturally desired to remedy this evil. There were two mays open: either to patch up the old bell, which was of the ordinary pattern, every time it failed to work, or else to devise some new arrangement.. On consultation with our foreman we designed a signal-device which, during the number of months I watched its operation, worked satisfactorily, without once getting out of order. We sought to produce a simple device, in which no greater pull on the lever would be necessary from one level than from another; to counterbalance independently the weight of the pendant bell-rope, so that there would be no direct weight on the working-parts of the bell itself, and likewise to arrange it so as to necessitate only a light pull on the lever in signaling; and, finally, to make some sort of trip-arrangement, so that whenever the signaling-lever underground passed through a certain arc the signal would be given in the engine-room. Efforts made in the year 1930 and in previous years restricted production in most of the fields of Texas to a point that was satisfactory, at the beginning of 1931, to the majority of producers and buyers. In the Panhandle, North Texas and West Central Texas districts, a few operators with refinery affiliations or contracts either ignored, or by virtue of injunction suits, did not comply with the Railroad Commission's orders, and there was some oil sold at less than posted prices, which, with the Oklahoma City difficulties, caused the first general price reduction. More could have been done perhaps to help the situation on the Gulf Coast and in the Laredo district, but natural advantages are not readily surrendered. East Texas Proration troubles in 1930 were insignificant when compared with those of 1931. In January, 1931, efforts were begun to convince the producers and citizens of East Texas of the necessity of curtailment. Opposition quickly developed and meetings were held in the towns of the region and proration denounced vigorously. Notwithstanding a strenuous campaign for additional legislation waged by many producers, the regular session of the State Legislature refused to strengthen the conservation laws and passed only the Marginal Well Bill, designed to prevent the Commission from prorating small wells. The Railroad Commission held a heated hearing on East Texas in the latter part of March. During April the Commission issued three orders based on the Yates plan for the proration of the East Texas field. Each succeeding order raised the allowable for the field. In June the opposition held more mass meetings at which a plan based on acreage was endorsed. Apparently on the theory that any plan was better than none, the Commission issued an order on July 2 embodying some of the features of the proposed plan, limiting production to 250,000 bbl. per day, and dividing the producing area into 20-acre units participating equally in the outlet. Owing to the bringing in of many wells and the many violators of the Commission's orders, production increased to such an extent that prices went as low as 5c per barrel.

The flotation response of quartz in the presence of calcium chloride and various fatty acids is presented. Flotation is not effected with lauric acid until calcium laurate is precipitated in solution, while flotation is obtained with the 9, 10, and 11-carbon members before precipitation of the calcium carboxylate. The active species responsible for flotation is suggested to be a basic aqueous complex, e.g. Ca(OH) (RCOO) (aq), and a possible mechanism of adsorption is given. Most of the previous work on activation in non-metallic flotation systems has involved the use of high molecular weight collectors, such as oleic acid or alkyl aryl Sulfonate.1-7 In these studies the levels of addition of collector and activator required for flotation were much above the concentrations necessary for precipitation of the metal-collector salt. In fact, Clemmer, Clemmons, Rampacek, Williams, and Stacy1 have stated, "Our experiments on a variety of materials have demonstrated that the metal salts which react with anionic collecting agents, as soaps and alkyl sulfates, to form relatively insoluble compounds may be employed as activating agents provided an optimum quantity is used at a proper pH." On the other hand, Gaudin and chang8 obtained flotation with additions of barium and lauric acid below the level required for barium lautate precipitation.

Selenium is found most frequently as an accessory mineral in the ores of lead, copper, and nickel, and is recoverable as a byproduct in the treatment of many of the ores of these metals. The geographic distribution of the selenium industry closely follows that of electrolytic copper, with the United States and Canada producing approximately 75% of the total output of the non-communist world. This situation is problem number one for selenium-its dependence upon the electrolytic refining of copper- for this byproduct source is not sufficiently flexible to permit a normal supply-demand balance. Furthermore, selenium has become a strategic material in short supply. Thus, new sources are being sought by both government and private interests. Although considerable attention has been given to this effort during the last few years, hardly any research has been published concerning the recovery of small amounts of selenium present in low-grade deposits. In such ores the metal occurs as native selenium or as selenides of iron, copper, silver, lead, and bismuth. In recent years, some native selenium (in both the gray and red form) and selenides, especially iron selenide (ferroselite), reportedly have been found in the sandstones of the Morrison formation near Grants. New Mexico. Similar occurrences have been reported in the Hagan coal basin, in Sandoval County, New Mexico. Samples from New Mexico ores have contained from a trace amount to as high as 0.425% Se. Some of the samples from uranium mines in the Grants area represent mixed ore and mill feed fur uranium reduction plants. In such cases, the selenium usually is reported as an impurity and is lost in the tailings. At present, no attempt is made to recover this waste metal.

THIS paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordi-nary, nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel content is low enough to permit the slimes to proceed to the doré furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investi-gation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfactory slime resulted. One avenue of attack therefore was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. It may he mentioned here that nickel dissolving electrochemically and entering the electolyte pre-sents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed sepa-rately below.

MUCH crude oil, as produced from the well, carries varying amounts of water, which may be present as free water in' globules sufficiently large to settle out, in time, if the fluid is allowed to stand, or as an emulsion formed by myriads of minute water particles, each surrounded and entrapped by a film of oil through which it cannot break under the action of gravity alone. Such an emulsified mixture of oil and water is commonly termed "cut oil." When such an emulsion is subjected, under proper conditions, to the .influence of a high-potential alternating-current field, the minute water particles rupture the enveloping oil films and coalesce into larger water droplets this procedure continuing until all the water is freed into drops of such size that they readily settle out. This action has been photographed by the micro-moving-picture camera; under, the microscope, the breaking-up of the emulsion, as described, is seen to be accomplished in a few seconds. The low power requirements of the process, from records of commercial plants, substantiate the theory that the action is that of a multitude of electrical condensers in series, rather than that of a number of conducting paths. The minute water particles serve as the metallic elements, or plates, of the condensers and the separating oil acts as the dielectric. Such surface charges as the particles may have are removed, and the intervening oil is broken, probably electrically by the voltage and mechanically by the attractive force between adjacent oppositely electrified particles. The principle of breaking up an emulsion under the influence of an alternating electric field was discovered by F. G. Cottrell and Buckner Speed, through experiments conducted, at the University of California, which resulted in a plant being installed on the property of the Lucile Oil Co. in the Coalinga field, California, early in 1909. This plant was able to reduce 14-per cent. emulsion to less than 2-per cent. with commercial success.
