"INTRODUCTION This is the third report of investigations by the Bureau of Mines in cooperation with industry to establish the value of electrolytic manganese in the manufacture of ferrous and nonferrous alloys. The manganese was produced by the Bureau at its Boulder City pilot plant from domestic ores and by the process developed by it. 4/ The work was done under the direction of R.S. Dean, assistant director, Bureau of Mines, and R. G. Knickerbocker, chief, metallurgical branch. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steels 5/ and the second with its use in acid electric or open-hearth low- and medium-carbon steel castings. 6/The present report treats of the use of electrolytic manganese in the manufacture of low—carbon rimmed and killed steels. A résumé of these three investigations and two others appeared in the magazine STEEL. 7/ Further reports will be published as tests are completed at some 70 industrial plants. All tests were made on full—scale heats or melts, and the resultant product was processed and used commercially."

The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

This report describes a project in which three structured underground coal mine equipment operator training programs were developed. The project was carried out in two parts. In the first part, a research study was conducted to determine how on-the-job training is currently conducted in industry, and to determine the overall effectiveness of current on-the-job training. In addition, the possible application of the principles of social learning theory to on-the-job training was investigated. In the second part three prototypes on-the-job training programs were developed for shuttle car operation, roof bolter operation, and continuous miner operation. These programs were carefully structured to eliminate the shortcomings of current industrial on-the-job training identified in the research study and incorporated the application of relevant principles of social learning theory. The programs are prototypes which underground coal mine training personnel can use as models to develop their own customized equipment operator training programs.

This volume is the first of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume II: Dragline Model, Volume III: Mine Coordinate Generator System, and Volume IV: User's Manual for OPMHS/2. This report deals with the development of a geological model for surface mine planning. The most common orebody modeling techniques are described. A brief review of geostatistical theory and concepts is presented. A geostatistical option for orebody modeling is developed and validated. Computer programs and sample outputs are appended.

This paper summarizes explosives transportation incident and accident data collected by the U.S. Department of Transportation (DOT) from 1993 to 1998. The paper briefly describes the legislation and regulations that cover hazardous materials transportation. The multimodal incident data collected by the Research and Special Programs Administration (RSPA) contained 86 incidents involving Class 1 materials during transit. Thirty-two occurred on public highways. The Federal Highway Administration (FHWA) data showed there were 8 1 motor-vehicle accidents involving explosives. The FHWA Crash datafile extract contained 649 records categorized as involving Class 1 materials although closer analysis revealed that nearly 90% of these did not involve explosives. In both databases, there were no fatalities caused by the explosive materials although 7 fatalities were the result of injuries suffered during the motorvehicle accident. There were also no serious explosions during any of these incidents or accidents. The paper concludes with an analysis of the risk involved with transportation of commercial Class 1 materials on the highway.

THE transformation, in a sample of levitation melted iodide titanium, has been studied with a Leitz hot-stage microscope. The specimen was etched in HF:HNO3: glycerine, (1:1:2) giving a structure shown in Fig. 1, and was then heated at approximately 5OC per min. At 870°C (±5OC) the etching product disappeared, the a-grain boundaries showed in relief, and some new grain boundaries (presumably of ß) appeared (Fig. 2, see arrow). Some evidence of ß-grain growth is indicated by the apparent longitudinal movement of a ß-grain boundary shown in Figs. 2 and 3 (see arrows). The specimen was later heated to 1000°C and then cooled at 2°C per min. At 845°C rumpling of the surface was first noticed, Fig. 4, and continued at constant temperature. The photomicrograph reproduced in Fig. 5 was taken 6 sec after Fig. 4, at 845°C. Fig. 6 shows the structure after cooling to room temperature. The room-temperature structure, showing a rumpled surface has been observed by previous investigators.' These structures presumably indicate a sheer transformation ß - a, athermally nucleated, but capable of isothermal progression.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines Studied 25,340 acres of the 28,960-acre Twelve Mile Creek Wilderness Study Area (OR-003-162) in order to evaluate its identified mineral resources. The study area is located in Malheur County, OR, about 30 miles northwest of McDermitt, NV. The area is underlain by thick sequences of rhyolite to with lesser amounts of andesite and basalt flows. Bureau of Mines personnel reviewed pertinent literature, mining records, and examined the study area for possible mineral resources in geologically favorable sites. There are no organized mining districts and no record of past or current mining activity. Based on sample results, published literature and field observations, there are no identified mineral resources.

DURING the course of an investigation on the high-temperature creep behavior of TD Nickel* (Ni + 2) vol pct ThO2), it was observed that the creep fractures were similar in appearance to low-temperature ductile fibrous fractures and creep ruptures by cavitation. Microfractographs of fibrous ruptures are typically characterized by a dimpled appearance, with second-phase particles frequently found near the bottom of the dimples.'-4 These somewhat resemble creep ruptures by cavitation, in that fracture occurs by void formation, with the subsequent growth and final merging of the voids to form a complete fracture.' It is the purpose of this communication to describe the creep fracture of TD nickel and suggest a mechanism for the rupturing process. The discussion is relevant to material crept to fracture in vacuo at a constant stress of 18,000 psi, over the temperature range 900" to ll00°C. The material used in this investigation was 1/2-in.-diam bar stock supplied by Du Pont, contain- ing 2.3 vol pct Tho2. The final fabrication treatment consisted of -95 pct reduction by swaging followed by a 1-hr anneal at 1000°C. Transmission and replica electron microscopy revealed that the material had a fibered structure with a transverse grain size of -1 µ and a longitudinal grain size of 10 to 15 µ. Selected-area diffraction indicated that the fiber axis was parallel to (00l), in agreement with the results of Inman et a1.6 The thoria particle size varied from 80 to 1000Å, with an average size of 400Å, and the mean particle spacing was about 1200Å. The remarkable structural stability7 was confirmed by annealing for 6 hr at 1300°C (about ' 0.9 the absolute melting point). Transmission electron microscopy revealed that the only structural change was a slight decrease in dislocation density. Furthermore, recrystallization or grain growth during creep has not been observed. All specimens were annealed in vacuo at 1300°C for 3 hr prior to creep testing. The record of fatalities from mine explosions in the United States during the past 3 years has been the best in the history of the mining industry. During these 3 fiscal years, mine explosions have resulted in an average of 4I0 deaths per year, as compared with an average of 153 deaths per year for the preceding; 5 years; an average of 542 deaths per year for the 3-year period 1907-09, inclusive, just before the organization of the U. S. Bureau of Mines; and a yearly average of 265 deaths per year for the 20-year period prior to 1929. This remarkable reduction in deaths from mine explosions demonstrates clearly that mine explosions can be controlled; in fact, they can be prevented when or if the mining people of the United States see fit to take the readily available precautions necessary to bring about this desirable objective. Several large coal-producing States, which in the past have had numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 6 years or even longer. The bituminous mines of Pennsylvania, the largest coal-producing State, give a good example of what can be done to prevent explosions; this State has had only one major explosion (and it resulted in 7 fatalities) during the past 6 years, and no explosion occurred in the several hundred bituminous-coal mines of the State during the past fiscal year. This is a truly remarkable record when compared with past performance in any year in the operation of coal mines in Pennsylvania.

Skorpion Zinc operates a solvent extraction/electrowinning zinc plant producing over 150 000 t/a of special high grade (SHG) zinc (>99.995% Zn). In the current flow sheet copper and cadmium are cemented from the neutral leach solution using zinc powder, to prevent galvanic corrosion of plant equipment and build-up of copper in plant solutions. This process is effective but unfortunately consumes expensive zinc dust and produces a low value copper product. The EMEW® (Electrometals electrowinning) technology of Electrometals Technologies Ltd. uses a rapid flow of electrolyte through a cylindrical cell to deposit copper or other metals from dilute solution (less than 1 g/L) [1]. The copper can be deposited as powder or may be harvested as a tubular cathode product. The advantage of the use of EMEW® technology at Skorpion Zinc will be to eliminate the use of expensive zinc dust and to produce a high value copper product for sale. Following extensive bench test work, a piloting campaign was carried out at Skorpion Zinc. The tests demonstrated the ability of the EMEW® cell to effectively remove copper from solution through direct electrowinning at lower operating cost than cementation. The North 27th St. ISS Extension tunnel will, under present plans, be the last constructed section of Milwaukee Metropolitan Sewerage District?s (MMSD?s) existing deep tunnel system. The 6.5 m (21 ft) finished diameter tunnel is approximately 3,260 m (10,590 ft) long and is located in NE Milwaukee County. When disputes over the pro-cesses to be used in owner-directed pre-excavation grouting in rock threatened the completion date stipulated between MMSD and the State of Wisconsin, the MMSD and J.F. Shea, the contractor, entered into a unique agreement. Shea accepted responsibility for all shaft and tunnel grouting and water control during the project in exchange for settlement of claims related to grout quantities and perceived delays. This significantly reduced risk for the MMSD and helped ensure the stipulated completion of the project.

The need for yieldable ground support, particularly in high stress or deep mining conditions, has grown in recent years. This paper highlights some of the current industry limitations and provides selection criteria for a new yielding ground support system, DSI?s Dynatork Bolt. This bolt distinguishes itself by withstanding 16 ? 30 kJ of energy deflecting loads anywhere from 7 ? 20 tons (depending on the energy). A summary of the laboratory test results and case studies will also be presented as a measure of the performance of this dynamic product.

This paper deals with the development of environment performance indicators (EPIs) for the steel industry. Environmental performance has become one of the key measures of business success. Emergence of continuing pressure from customers, employees, government and NGOs for environmental performance evaluation (EPE) of industries has led to evolve a framework for the development of sector specific environmental performance indicators. EPIs can be used by steel industry for assessing the continual improvement in environmental perfromance, selecting various eco-friendly options, benchmarking, environmental reporting, technology assessment and dissemination, evaluating environmental impacts and building EPIs based environmental management systems. The objective of this paper is to develop EPIs for steel industry and provide framework for development of environmental performance indicators based environmental management system and its integration with the overall management system. An indepth discussion has been presented concerning identification of EPIs, eavaluation of significance of EPIs, their prioritization and its integration with Environmental Management Systems. A new methodology has been proposed for implementing EPIs based environmental management systems . The material presented is derived in part from PhD studies of Rajesh Kumar Singh.

Limestone formations in the United States can be subject to relatively high horizontal stresses owing to the existence of tectonic loading of the limestone strata. Underground limestone mines use the room-and-pillar method, in which 12- to 18-m-wide rooms are typically excavated. The stability of these excavations can be compromised by the horizontal stress, resulting in a rock fall hazard. Rock falls are the cause of 15% of all reportable injuries in underground limestone mines. Horizontal stress related damage can occur in the form of guttering along one or more sides of an excavation, roof beam buckling or oval shaped roof falls, with the long axis perpendicular to the major horizontal stress. Numerical analyses show that the pillar layout and orientation of the mine workings has an effect on the horizontal stress distribution within the roof. The effects of high horizontal stresses can be mitigated by orienting the heading development direction parallel to the maximum horizontal stress, reducing the number of cross-cuts and off-setting the cross-cuts to limit the potential lateral extent of horizontal stress related roof falls. The modeling approach described in this paper can be used as a tool to evaluate potential roof failure and optimize the stability of room and pillar layouts.

This paper discusses the role of mineral-adapted acidiphilic microorganism Acidithiobacillus ferrooxidans on the beneficiation of arsenopyrite containing multisulfides (pyrite and chalcopyrite). Adaptation to minerals altered the surface properties of the microorganism. Bacterial adaptation to arsenopyrite and controlled bacterial adhesion to mineral surfaces lead to selectivity in arsenopyrite separation. Bioremoval of arsenic ions (both arsenite and arsenate ions) by Acidithiobacillus ferrooxidans is also discussed.

The predevelopment and preparation of a total infrastructure in a deep level mining environment, prior to the shaft system being commissioned has major advantages. This paper intends to indicate these advantages and outline an understanding of the disadvantages. These benefits can be classified in three basic groups: the financial and timing advantages, a knowledge of the ore body and the development of required technology to meet the design parameters. The required technology in many aspects was still to be developed prior to successful application. Stemming from the technological evolution are some secondary advantages which will be described in each of the groups. Safety and health considerations and some practicalities made some of the new technology redundant prior to the actual application. In each case the actual achievements and the anticipated benefits will be indicated to allow the reader to distinguish clearly between planned and actual achieved advantages.

Paper written on project work carried out in partial fulfilment of B. Eng (Mining Engineering) degree This paper addresses the critical parameters that need to be considered when designing a mechanized bord-and-pillar mining layout for a narrow tabular steep dipping orebody. These parameters are : ?Reef dip ?Reef width ?Geological structures within the orebody ?Physical dimensions of the selection of machines ?Gradeability of the selection of machines. The main objective in designing such a layout is to maximize machine efficiencies whilst minimizing dilution. This methodology was then applied in the design of a mechanized bord-and-pillar mining layout for a given piece of ground (Vlakpoort and Moddergat) using a given selection of machines. This piece of ground contains the PGM bearing UG2 Reef with an average thickness of 124 cm and dipping at 18°withadverse strike and dip changes. Two bord-and-pillar layouts were designed for this area. Layout 1 is characterized by the use of strike conveyors to convey ore on strike with an average LHD hauling distance of 35 m. Layout2 uses LHDs for all on strike conveyance of ore with an average hauling distance of 75 m. These two layouts were then technically and financially compared. It was concluded that layout 1 is theoretically superior but layout 2 was chosen due to its greater flexibility and probability of operational success. Layout 2 was also compared to conventional mining and it was concluded to be more economically feasible. However the latter is a proven mining method in these conditions and has a lower risk operational failure. Bord-and-pillar mining has some favourable promises such as improving labour difficulties, lowering operating costs and providing safer working conditions. The success of mechanized bord-and-pillar mining in narrow tabular steep dipping orebodies will depend on the extent of the research and development efforts which need to create and innovate technologies to overcome some of the current limitations stated in the above-mentioned parameters.
