Introduction Technological advances in mining and processing have started the domestic mining and mineral industry back on the road to competitiveness. A massive trade deficit, however, coupled with foreign competition and more government regulations threaten to slow this recovery. So say mining executives in Colorado and Minnesota. These industry decision-makers agree that their challenge is to continue the technical innovations of their industry. The journey back to profitability and competitiveness means improved products, they say, but at lower production costs. At separate gatherings in January, officials in both states said that they believe their industry is up to the challenge. Worker attitudes will have to change, they understand, and management styles will need adjusting. And, while they are willing to make the necessary adjustments, they are going to need some help. Or, at the very least, less interference from the federal government. Foreign markets, all but closed to American products, must be opened up on a reciprocal basis. The nation's $170 billion trade deficit is a priority item that can no longer be ignored. And, closer to home, federal and state environmental regulations concerning mineral production must themselves be monitored. 1987 in Colorado While Colorado's service and trade industries should have a fairly good 1987, the state's mining industry can expect another disappointing year filled with layoffs and declining profits, according to the Colorado Mining Association. Once again, foreign competition and government regulations are seen as the main reasons for the mineral industry's woes. And state mining officials see little relief until at least the 1990s. Speaking to a group of reporters at its annual press briefing in Denver, CMA officials said Colorado's overall nonfuel mineral production is expected to fluctuate between a flat and declining growth trend. Mining employment in the state is expected to fall by 400 people this year, to about 7500. In 1981, Colorado mines employed as many as 17,800 people. During the 1970s and early 1980s, the employment rate in mining in the state grew by 12% annually, according to a summary report compiled by the CMA. Last year, worldwide molybdenum production continued to exceed demand US moly producers, therefore, were forced to continue their familiar path of production cutbacks, as well as workforce reductions. And some molybdenum mines in the US closed altogether, the CMA report stated. In Colorado, Amax's Climax and Henderson molybdenum mines operated at about 50% of combined capacity. Climax employed about 200 people at the beginning of 1987, producing about 5.4 kt/d (6000 stpd) or ore. Henderson employed about 700 people, producing about 24.5 kt/d (27,000 stpd) of ore. In coal, the number of licensed coal mines in Colorado has declined from 124 in 1960 to 43 in 1986, of which only 23 were producing. Once a stable source of employment and production, the metallurgical coal industry in the state has only one surviving metallurgical coal mine, Mid-Continent's Orchard Valley mine. This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC), on Contract R0122026 (which began in August of 1971). Under this contract ADI provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of independent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "Seismic Detection and Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume. Phase I of the contract was devoted to performing an in-depth assessment of electromagnetic noise measurements taken by several contractors and other investigators, and then defining a new noise measurement program and instrumentation system tailored to obtain the necessary but missing noise data. These data are required for use in the design of new emergency and operational communication systems. This work, and the follow-on coordination and guidance activities of ADL on this noise measurement program in subsequent phases of the contract, are treated in Part One of Volume I.

The Metropolitan Water Reclamation District of Greater Chicago's Tunnel and Reservoir Plan (TARP) is a multi-purpose urban public works project with a total cost of $3.7 billion. Currently 51 miles of TARP tunnels are completed and operational and 34 miles are under construction. The excavated TARP tunnels have been constructed in rock utilizing 29 tunnel boring machines, ranging in size from 6.5 to 35.3 feet in diameter.

Electrostatically charged water droplets efficiently suppress breathable dust produced during open air rock crushing operations, according to recently completed independent tests conducted for the Environmental Protection Agency. Since a primary rock crusher produces very heavy clouds of dust, this application was selected as an appropriate test site to measure the efficiencies of new "charged fogging" equipment in mining and mineral processing operations. EPA's Industrial Environmental Research Laboratory, Research Triangle Park, NC, contracted TRC-Environmental Consultants Inc. of Wethersfield, CT, to conduct a full-scale demonstration of a recently developed electrostatic fogger, designed to project a charged fog spray at distances up to 15.2 m. Test results indicated overall fogger efficiencies of approximately 70%. The Fogger IV* employed in these tests is reportedly the largest charged logger ever made, with an extremely long operating range. The original fogger was designed for indoor dust control; this fourth generation version is designed for fugitive dusts, indoor and outdoor, and has an operating range up to 15.2 in.

Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

Paper written on project work carried out in partial fulfilment of Phd. (Process Engineering) degree* The recovery of cobalt and copper from waste slag was studied in a plasma DC-arc furnace in reducing conditions. Three fluxes, CaO,CaF2, and TiO2, were investigated for their influence on selective recovery of cobalt into an iron-rich alloy. A further investigation on the influence of furnace power on the reduction of slag to recover cobalt to the alloy showed that a change in power setting had an unexpected effect on the recovery of metals to the alloy, in that selectivity of base metal recovery over iron recovery decreased at an increased power level. "At Teck-Corona Operating Corporation's David Bell Mine, a water quality management strategy is employed to produce both a chemically and biologically clean effluent prior to discharge to the environment.The strategy includes operating methods to minimize contaminants leaving the concentrator and an effluent treatment plant for cyanide, antimony, and heavy metal removal of concentrator, mine and site waste streams.Concentrator practices, the effluent treatment plant, process chemistry and the present day performance of the water quality management strategy are reviewed.INTRODUCTIONThe David Bell Mine is located in the Hernia gold camp 35 km east of Marathon, Ontario. The concentrator has a design throughput of 1,000 tonnes per day. ROM ore (-6"") is ground in a semi-autogenous mill followed by a ball mill, thickener, leaching, and carbon-in-pulp gold recovery unit operations. The concentrator flow sheet is shown in Figure 1."

Performance of tunnel boring machines - usually expressed in terms of penetration per revolution - is determined by relations between machine thrust and torque, head diameter and rock strength. It can be shown that for a given machine power and head diameter there is only one rock strength at which the machine performs optimally. In weaker rocks the available torque limits performance and in stronger rocks, the available thrust. Performance data shows that, historically, machines have been designed to cut weaker rocks. Optimization of thrust is required to improve performance in stronger rocks.

Reconciliation has become very topical over the last ten years but how do we distinguish what is good practice, and even more importantly, show how it adds value? Reconciliation at Anglo American has received support from the very top of the company and this has enabled success in the design and implementation of a range of processes, reporting activities and actions. Focus has been on full Mine Value Chain Reconciliation (MVCR) from Resource to Product and on proactive cross-functional engagement. A standardised set of reconciliation definitions and relationships are used at all mines across the company to diagnose planning and performance issues. Results are formally presented in an efficient dashboard format, accompanied by a concise narrative to communicate what has been learned and what is being done to correct, improve or change practices. Importantly, effort has also been made to sustain MVCR by embedding good practice and quantifying the benefit of reconciliation explicitly via linking results to value.This paper sets out the lessons learned from the past two-years’ journey, highlighting areas where good practice has been defined and achieved. A ranking for quantifying reconciliation confidence over time is presented as a means of putting results into context and continuously improving the reconciliation process. Rate of penetration of Tunnel Boring Machines (TBM) has a significant role in the planning, measurement of productivity and performance of any tunneling project. In this paper, the application of Adaptive Neuro Fuzzy Inference System (ANFIS) in prediction of TBM penetration rate is evaluated. For this purpose, a database including Rock Quality Designation (RQD), Uni-axial Compressive Strength (UCS) of the rock, the Distance between Planes of Weakness (DPW) in the rock mass, and empirical data regarding rate of penetration of TBM from several tunneling projects are collected. The Rate of Penetration is then estimated by using ANFIS. These results are then compared with measured TBM penetration rates (actual data). It is concluded that ANFIS can be applied successfully for such purpose and result in high accuracy for prediction for the rate of penetration of TBM. The method provided in this paper can assist the mining engineer to estimate the performance of tunneling accurately.

Hand scaling is a physically demanding job and is responsible for numerous overexertion injuries in mining. This experiment studied rib scaling from an elevated bucket to examine force generation capabilities and electromyographic responses to a prying subtask. Subjects exerted force using two bars (steel and fiberglass) at five target heights. Work height significantly affected peak prying force during scaling activities with highest force capacity at the lowest level (p = 0.0188). Bar type did not affect force generation (p = 0.7843): However, use of the fiberglass bar required significantly more muscle activity to achieve the same force (p < 0.05). It was concluded that miners should scale points on the rock face that are below their knees, and reposition the bucket as often as necessary to do so. Additional research is needed to fully understand the impact of bar type on the physical demands of an entire scaling task.

Maintaining high carbon activity is vital to the efficiency of any Carbon-In-Leach or Carbon-In-Pulp process. Reduced activity can lead to longer residence times or gold losses in the tails. Regenerated carbon from the CIL circuit at Macraes Gold Mine was analysed for kinetic activity and composition over a 15 month period. An increase in kinetic activity during the time period was recorded, which was linked to reduced Na and Ca loadings. A laboratory simulation of the loading, stripping and regeneration of gold was developed and tested. Kinetic activities were obtained for synthetically fouled carbons following three circuits of the laboratory simulation. It was shown the competitive gold adsorption ability of xanthate fouled carbon (previously reported as a serious deactivator) could be significantly recovered following effective thermal regeneration. This ability was maintained in a subsequent circuit loading.

The purpose of this paper is to incorporate the dynamic BB model of rock fracture normal behaviour into Universal Distinct Element Code (UDEC), and to conduct UDEC modelling to predict stress wave propagation across rock fractures. With the incorporation of new dynamic model of fractures, the UDEC is improved in the capability of modelling wave propagation across fractures. In this study, the case of normally incident P-wave transmission across a fracture is modelled, and the effect of dynamic normal behaviour of fracture is concentrated on. Wave transmission coefficient for wave transmission across the fracture with the dynamic BB model is obtained for various combinations of fracture dynamic parameters, as well as different wave amplitudes and frequencies.

The International Symposium-cum-Workshop on Management andControl of High Gas Emissions and Outbursts in Underground CoalMines was held in Wollongong in March 1995. Coverage of high gasemissions was virtually confined to instantaneous outburst implications, essentially seam gas pre-drainage. Globally, instantaneous outbursts have been known for 150 years, andthe first Australian outburst occurred in 1895 and Australian occurrences and mines affected have increased since. Few significant coal producing countries are unaffected. The coals affected range in rank from lignites to anthracites. Geological disturbances are the most likely environments for occurrences. The most likely mining geometry is of virgin headings, with some occurrences on longwalls and in other situations. Widespread research into many aspects of the problem has yet to produce a generally accepted explanation. Explosive inducement is a well-known control. Apparently high advance rates increase face gassiness and create higher stress abutments, increasing proneness. The most popular preventive measure, pre-drainage of virgin coal ahead of faces has produced highly successful very long hole drilling performances but without the precision necessary for accurate geometric hole patterns, despite quite sophisticated drilling equipment and hole surveying instruments. For the future, more precise degasification is sought, even from the surface, together with rapid face coal gassiness assessments to confirm lowering below threshold values, as well as other proneness lowering measures, perhaps related to new heading and longwall geometries and to new equipment to provide them. But above all, safe management plans are required for each operation, to safeguard the miners and their working environments, and thus to protect underground coal mining from this mounting threatening problem.

This publication contains routine analyses and related source data for 475 natural gas samples from 17 States and two foreign countries. Of this total, 454 samples were collected during calendar year 1971. The remaining 21 samples were collected during previous years, but releases granting permission to publish the analyses were not received until 1971. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Thirteen previous publications have presented the results of 9,427 gas analyses prior to 1971. "During the last eight years there has been a noticeable increase in the use of permissible equipment in gassy and dusty coal mines. This trend has undoubtedly been toward greater safety in mining, but in spite of this all is not well ""along the front.""In many mines those in charge, either through ignorance or supposed economy, have neglected to install sufficient copper and maintain good bonding on the rails used for return circuits to have a safe working voltage for the permissible equipment which is intended to afford them safety.Low voltage, when properly analyzed, is not economy but frequently is an expensive oversight. Burned-out armatures, controllers, rheostats, and switches are costly in themselves to repair or replace, but the greatest cost in many instances is the loss of production resulting from idle and broken-down equipment.From a safety standpoint, excessive low voltage where permissible equipment is necessary is almost criminal negligence. A burn-out of any kind is liable to cause an arc that may burn its way through a casing wall and bring about a hazardous condition if gas or dust in explosive proportions should be present. Again, all wiring, both interior and exterior to the apparatus, is subject to the extra heating consequent upon low voltage. It should be remembered that if the voltage drops the current must increase a corresponding amount in order that the same work may be accomplished; and as the heating effect is as the square of the current, an enormous overheating of the electrical parts and wiring often takes place. This heating effect is especially detrimental to trailing cables used on portable equipment, because under the most favorable conditions the size of cable selected is only barely sufficient to do its work properly at a safe working temperature; therefore, when the extra current load is added because of poor voltage, overheating is sure to result, with consequent deterioration of the insulation, This effect greatly increases the liability of cable failures in service, and in turn adds to the hazards incident to the use of portable equipment of the permissible type involving the use of trailing cables.Some manufacturers have tried -to protect their equipment from low voltage, especially below a certain point, by -installing low-voltage relays which will trip when the voltage falls to a predetermined value. It is understood that some operators have hesitated or refused to install such low-voltage protection because they were aware that the voltage conditions were so poor that the equipment could not operate under the safe limits set. It is difficult to understand how any progressive company that is willing to go to the ex-pense of installing permissible equipment could be so shortsighted in this phase of common sense, safety, and economy."

Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.

The Modified Zincex® Process, developed by Técnicas Reunidas, is highly flexible dealing with a wide range of pregnant leach solutions. No matter if those solutions are produced from primary or secondary raw materials, and/or are based on conventional leaching, pressure leaching, heap leaching or bio leaching the result is always high-purity zinc product. The zinc solvent extraction unit within the process is a very effective barrier for impurities and a buffer for the composition of the pregnant liquor. This unit achieves an extremely pure aqueous extract that can be converted into different final products. All of them are characterized by fulfilling the highest purity standards. Also, there is the possibility to adapt the global process to a wide range of pregnant liquor compositions and various production capacities up to a zinc production limit over 150 000 t/a with a single solvent extraction plant.
