"AbstractThe background to the harmonization of geotechnical standards that has taken place in recent years in Europe has been the move to more economic and political integration following World War II that has led to the formation of the European Union. Prior to 2010 the standards used in the European countries for geotechnical design, investigation and testing and for the carrying out geotechnical work, such as the installation of piles, were the different national standards, which were not harmonized. The harmonization of geotechnical standards in Europe started in 1981 with work on a model Eurocode 7 for geotechnical design that led eventually to publication by CEN, the European Committee for Standardization, of the European Standard version of Eurocode 7 in 2004. In parallel with the work on Eurocode 7, a large number of associated harmonized standards have been, and are being, prepared by CEN and by the International Standards Organization (ISO) for geotechnical investigation and testing and for the execution of geotechnical works. Standards published by CEN must be adopted by the CEN member countries and all conflicting standards withdrawn. Hence all the CEN countries have adopted the same the harmonized text of Eurocode 7, but with National Annexes that allow national choice with regard to Design Approach and partial factor values. The adoption of Eurocode 7 and its associated geotechnical standards has removed the barriers to geotechnical activity in Europe due to the presence of different national standards. It has also enhanced the ability of EU firms to compete in the global market.Background to harmonization of geotechnical standards in EuropeThe initial moves towards the harmonization of geotechnical standards in Europe can be related to the economic and political developments that took place in the period immediately following World War II to revive the economies of Western Europe. Europe at that time was divided by a political and, in many places, a physical barrier, known as the Iron Curtain, into two very different and separate zones: communist in the east and non-communist in the west. In 1952 the European Coal and Steel Community (ECSC) was formed, linking 6 countries: Belgium, West Germany, France, Italy, Luxembourg and the Netherlands, and establishing a common market in coal and steel. The ECSC was the first international organization to be established on the basis of supranational principles whereby negotiated power is delegated to an authority by the governments of the member states. In 1957 the ECSC became the European Economic Community (EEC), also known as the Common Market in the English-speaking world, with the aim to bring about economic integration. With the addition of Denmark, Ireland and the UK in 1973 and Greece in 1981, followed by Portugal and Spain in 1986, this led to the formation of the European Union (EU) in 1993. East and West Germany were reunified in 1990, following the fall of the Iron Curtain in 1989. In 1995, Austria, Finland and Sweden joined the EU, and since then the numbers of countries in the EU has increased to 28, many of which are countries that were formerly behind the Iron Curtain."

"Milling is the weak link in the process chain of many mineral operations. While this activity accounts for only a relatively small proportion of the direct costs of most mineral processing complexes, there are intangible and indirect costs associated with milling which are extremely large. For example, significant opportunity costs are associated with the relatively low yields which characterize this stage of the process.There are changes abroad in the world which I believe are going to cause us to reformulate the whole concept of milling. Increased competition in mineral markets are going to force managers to look anew at the high mineral values reporting to tailings which are a high opportunity cost for many operations. Tailings recovery plants are not the ultimate solution to this problem. Greater environmental concerns are going to increase the costs associated with tailings disposal and force the mining industry to look for other ways to dispose of waste products. Technology changes currently underway in manufacturing and other process industries, such as the automated 'lights-out' plant are going to be brought into this industry, and the changes will be dramatic.These are major long term changes which probably seem rather remote to many managers and professionals in existing operations which are faced with much more mundane challenges arising from day-to-day operations. However, I believe that milling is increasingly a 'lean and keen' operation involving fewer and fewer people, but who are increasingly skilled and professional. Traditional cost management approaches are no longer adequate and the industry has to take a new look at the nature of cost reduction in this core activity. This stage in the mineral process provides opportunities for value creation leading to a significant unit cost advantage for the corporations willing to adopt a total cost approach."

During the last 25 years, multistage mixer-settlers have been used extensively for liquid ion exchange work. The mixer-settler has the advantage of being a compact device in which a large number of stages can be assembled in a relatively small area. They are particularly advantageous for the separation of rare earths. Most of the adjacent rare earths have separation factors which are near one, which means that a large number of stages are needed to produce a good separation. When two elements (m, n) are extracted simultaneously, the separation factor (ßm, n) is defined as: [ ] where Ym, Yn are the molarities of the respective elements in the organic phase and Xm, Xn, are their molarities in the aqueous phase at equilibrium. The industrial consumption of rare earth oxides rose to over 6800 tons in 1968, an increase of 33% over 1967.1 The increased production and demand for rare earth and lanthanum chlorides for petroleum cracking catalysts was one of the principal factors in this increased consumption of rare earths. In 1968 approximately 59% of the rare earth oxides produced were used for gasoline cracking catalysts in the form of rare earth and lanthanum chlorides. There was also an increase in the sales of lanthanum oxides for use in optical lenses and in fiber optics. The future looks good for the rare earth industry. The rare earths can be expected to be used in many new products which are being developed. Until the late 1950's tributyl phosphate (TBP) was the principal solvent used in rare earth liquid ion exchange. In 1957 Peppard3 reported the use of di (2-ethyl-hexyl) phosphoric acid (D2EHPA) as a solvent for separating the rare earths. The efficiency of the current design methods for computing pile resistances is evaluated using field load-settlement tests results. Twelve load-settlement test data for drilled shafts and bored piles were obtained from the literature. These load-test data were fitted using the ?t-z? method. Subsequently, the ultimate resistances were evaluated based upon the failure criteria from following methods: (1) the Davisson?s approach and (2) settlement corresponding to 5% or 10% shaft diameter approach. The ultimate resistances for these drilled shafts and bored piles were also predicted using methods based on the design code from North America (United States, Canada), Europe, and Asia (Japan). The pile resistances determined from field load-settlement tests were compared with those calculated using the design codes. The comparisons show that most design codes predict a conservative resistance for drilled shafts and bored piles. However, in the case of drilled shafts, we find that some of the design codes can over-predict the resistance and, therefore, should be applied cautiously. This research also shows that ?t-z? method can be successfully used to predict the ultimate resistance and the load transfer mechanism for a single pile.

For several years the Bureau of mines has been investigating the characteristics of ground vibrations produced by quarry blasts. Considerable basic information has been obtained in the course of this study, and the results have been made known to the public through various publications listed in the accompanying bibliography. The studies have been confined to obtaining fundamental knowledge of the characteristics of the vibrations themselves, because it was evident at once that he problem was extremely complicated. It was felt that any attempt to predict the effect of a ground vibration on an' type of artificial structure would be useless until the complexities of building vibrations are better understood. As opportunity offered, teats wore made in various types of structures and the effects of vibrations from many different sources were measured. In one set of tests (5)4/, it was demonstrated that the behavior of a building as quite different if it was shaken by vibrations originating outside tae foundation walls than if the source of the vibrations was within the building; vibrations coming from the round outside seemed to shake the building as a single loosely-coupled structure, whereas mechanically induced vibrations within the house seemed to set floors and walls in motion as independent units, each of which communicated its own natural motion to the adjoining member, causing a very complicated movement that was impossible to interpret.

Drilled shaft construction through caving soils has historically been an uncertain, risky and costly operation. Uncertain, because the zone of caving may or may not be known, risky because the loss of a shaft is disastrous, and costly because the Contractor, who faces these risks, must include large sums of money in his bid for shaft wall stabilization techniques. This case study will discuss the stabilization techniques that are typically used within the United States, and then present new technologies, born in Europe, that are being utilized in the States by Malcolm Drilling Company today.

"Abstract- This paper discusses what appears to be a flaw in the current belief, widely held within the gold mining industry and investment community, that the creation of ever-larger gold mining companies is desirable for mining companies and investors alike. The basis of the flaw is in the underlying assumption that very large gold producers can discover or acquire new gold deposits of the size necessary to replace extracted reserves on a year-on-year basis over the intermediate to long term (i.e., five to ten years and longer). As it will be noted in this paper, deposits of the size required to replace annual production of very large gold producers (VLGPs) are relatively few in number. Although discoveries of new gold deposits continue to be made, they are predominantly in the 0.5 to 2.0 million ounce range. Data represented here suggest that, although gold production from individual VLGPs continues to increase, the change is due to merging or acquiring other companies or projects with similar reserve life profiles. Therefore, the reserve life profiles of VLGPs have remained flat or have decreased.The paper will note recent changes in the industry and the remarkable increase in gold production reported by individual mining companies over the past several years. It will provide an overview of the geographical and geological distribution of known gold deposits and the range of deposit sizes. Finally, the paper will discuss the challenges that face large gold producers in replenishing their reserves that are being depleted at an ever-increasing rate. The dissolution of alumina and magnesia has been investigated using laser scanning confocal microscopy (alumina) and a rotating finger apparatus (magnesia) to assess the effects of temperature, composition and forced convection on the rate of dissolution in CaO-SiO2-Al2O3based slags. The two techniques have differing strengths and limitations, and provide complementary methods for studying dissolution. Alumina dissolution was studied for temperatures from 1477 to 1577°C. Based upon the data, the rate controlling mechanism was thought to be mass transfer control in the slag. The diffusion coefficients for the alumina particles are estimated to be in the range 10-11to 10-10m2.s. MgO degradation for sample rotation speeds of 50 to 800 rpm at 1500 and 1530°C was studied for both congruent and incongruent dissolution. The results show that the rate of dissolution for this is primarily controlled by a diffusion mass transfer mechanism for congruent dissolution except at the highest rotation speed. For incongruent dissolution, the mechanism is much more complex, with the morphology and distribution of the spinel reaction product having a significant effect. At high speeds and prolonged times, mechanical forces played a major role in the degradation process. Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

Not only do epithermal gold deposits provide many challenges in estimating mineral resources, the complexities of these deposits also provide technical challenges in assessing appropriate mining and processing strategies, as well as social and environmental planning and management. The characteristics of epithermal gold deposits include being highly variable with respect to geometry and gold grade distribution, the presence of other economic contributors, mineralogy, texture, rock strength, weathering and alteration overprint. These characteristics influence the economic value of mining projects in an interlinked manner. Consequently, successful exploitation of epithermal deposits requires a holistic approach, coupled with the effective integration of geological data to meet all aspects of mine development decision-making. This paper presents examples of the key technical challenges encountered in estimating and mining epithermal deposits. Barrick Gold recently implemented an oxygen roasting process to treat carbonaceous ore from its Goldstrike property in Nevada. One of the key project challenges was the design of the roaster gas cleaning system, which was driven by the requirements of a strict air permit and the need to achieve very high reliability. The roaster gas systems include multiple stages of wet particulate collection, a dual alkali SO2 scrubber, mercury scrubbing, CO oxidation and NOx reduction. This paper describes the gas system, the influence of regulations on project implementation, and performance of the system.

Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

The beginning of 21st century has heralded the global strategic importance, as evidenced by increase in energy prices and energy generation-emission-utilization dilemmas. In January 2008, the South African energy supplier, ESKOM had tabled the concept of power conservation and acknowledged the energy crisis until 2016. The concept is required of all energy users to reduce their electricity consumption, intensify energy efficiency and cautiously proceed with new projects. The generation of energy results in by-products called ?green house gases? (GHGs). To make a positive response to climate change and their effect on the environment, every energy user must ensure efficient energy use through technical and administrative means referred to generally as energy savings. This paper identifies mine ventilation engineering, in particular the electricity consumed by main fan units, as an area of potential energy savings. For a major mining company, electricity consumed by main ventilation fans alone can be in the order of 120 MW. Although a known fan engineering technique but scantly applied technology identified as the Hermit Crab can be seen as a ?quick win? project, due to its success in other industries such as cement and steel. The ?Hermit Crab? technique® involves upgrading or replacement of an impeller - whatever its origin - with a design impeller to suit the actual ventilation requirements, resulting in increased fan efficiencies. The cash flow benefits associated with a case study and its rollout of this technology have been calculated. For a 10% increase in main fan efficiency, would have a net present benefit of US$ 16.08m over 10 years. With the inclusion of carbon credits, this benefit rises to US$ 29.40m in total. Application of other available technologies, viz., composite materials, ventilation-on-demand and variable speed drives are discussed.

Independent natural resource Valuers are an essential link between miners and mineral explorers on the one hand and the finance industry on the other. Investors (and regulators) expect the mining and financial industries to be vigilant against the use of inappropriate methodology or use of illogical steps within the chosen valuation method. The Australian Corporations Law generally requires an Independent Expert Report to support mergers and takeovers (as well as for capital raising activities). The introduction of the VALMIN Code (1998) by The Australasian Institute of Mining as Metallurgy, has meant that such Reports, when prepared in compliance with it, are now much more comprehensible and reliable than before. This is because the key requirements of the Code are for transparency and materiality in the Technical Assessment and Valuation Reports prepared in connection with the transaction involved. Transparency is particularly important because it allows the reader to identify and understand the assumptions made to derive a value and to then form a view as to the reasonableness of the result. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Where the reasoning is patently illogical or the inputs are chosen to achieve a particular result, the estimated value must be viewed as virtually worthless. Experience, qualifications, competence and repute are the hallmarks of a professional technical auditor and valuer.

This paper discusses the prediction of subsidence over partial extraction systems in thick coal seams. A model based on empirical techniques using influence functions is developed to calculate the surface ground settlements above extraction panels. Independent of the influence function, two field parameters, the subsidence factor and the angle of draw (limit angle) are required to define the model. Both these parameters are best observed from critical or super critical subsidence areas. However in thick seams, extraction widths are typically sub critical and therefore it was necessary to refine an estimation process for sub critical conditions. Partial extraction systems in NZ are characterised by variability with respect to extraction thickness and depth. As extraction proceeds along a panel, conditions deteriorate once the critical span width is exceeded and therefore percentage extraction decreases. A further variable was introduced to the modelling which allows for varying extraction sequences. Two comparisons with field observations, one over a partial extraction panel, the other over abandoned workings, showed the method gave good agreement to measured subsidence values.

Washburn, of Inland Steel, will act as the Co-Chairman in his stead. We are sorry, of course, that he cannot be here at this conference. We have, therefore, asked Mr. James J. Bowden, chief metallurgist of Republic Steel Corporation, Cleveland, to act as Chairman and Mr. Tom Washburn to act as Co-Chairman. I will turn the meeting over to these gentlemen at this time.

Mintek is currently developing a design approach for the heap leaching of low-grade primary copper sulphide material. Since the leaching of chalcopyrite requires elevated temperatures, the generation and management of heat within the heap is crucial. Furthermore, the precipitation of iron needs to be managed to prevent premature blinding of the heap, and acid consumption needs to be limited to contain cost and limit the dissolution of gangue impurities. Standard column tests using jacketed 1-m and/or 6-m columns do not allow accurate prediction of temperature changes and heat generation in an actual heap. Mintek therefore utilizes a computer model to calculate the energy balance and heat generation with time, based on the measured sulphide oxidation rates in the column. The temperature in the column is then adjusted to reflect the computer-predicted temperature in an actual heap. Using this approach, an overall copper extraction of 70% was achieved in 120 days, using 1-metre columns, when treating an ore blend containing 1.36% chalcopyrite, 0.23% chalcocite, 0.07% covellite, 3.8% pyrite and silicate gangue (92%). The chalcopyrite contribution to the total copper content in the feed was 75%. This was followed by 6-m columns using a similar approach, and the column results will be validated on a 23,000 tonne test heap. Key Words: heap; bioleach; chalcopyrite
