Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

The Bureau of Mines is engaged in a research program on the characterization of tars produced by low-temperature carbonization of coal and their economical upgrading to more valuable materials, Throughout the years, hydrogenation has played an important role in the treatment of these tars, mainly as a means of converting the whole crude tar or selected fractions to motor fuels; diesel oil, lubricating oil, or various solvents. In some instances, production of specialty chemicals has been the objective. The purpose of this report is to summarize, without critical review, the information of the past 25 years on the hydrogenation of low-temperature tars and related substances as presented in the literature or its English translation. Published articles and patents not abstracted in the main body of this report are included in a bibliography at the end. The following record of the important responsibilities already shouldered by Dr. Ricketts will give some indication of the trust and confidence reposed in him by his colleagues. The Institute is to be congratulated that a man who is already so much engaged should be willing to assume the further responsibility of guiding the Institute's Ship of state during the ensuing year. Louis Davidson Ricketts, who is brother of Professor Palmer or Chamberlaine Ricketts, President of Rensselaer Polytechnic Institute, was born at Elkton, Md., Dec. 19. 1859, was graduated from Princeton University in 1881 with the degree, Bachelor of Science, chosen a Fellow in Chemistry and W. S. Ward Fellow in Economic Geology, and after two years' study given the degree Doctor of Science. Following the completion of Iris work at Princeton, Dr. Ricketts went to Colorado and started to work as a mine surveyor. For the 15 years following, his time was chiefly occupied in reconnaissance work, geological work and mine examination. From 1887 to 1890 Dr. Ricketts was Geologist for Wyoming, and at, the end of that period transferred his operations to the Southwest. where he has since been steadily engaged in large mining projects. He was identified with the acquisition of the property now owned by the Moctezuma Copper Co., a , subsidiary of Phelps, Dodge & Co., at Nacozari, Sonora, Mex. From 1899 to 1901 he was General Manager of the property and during his administration the concentrator and reduction works were completed and the mines put on a dividend-paying basis

RECENT studies of creep have made it apparent that plastic deforma-tion may occur in metals under stresses less than the elastic limit as deter-mined from short-time tests. In summarizing conclusions drawn from creep tests by various investigators, Tapsell1 said: "It is evident that if a material has a true elastic range, the elastic limit must represent the maximum stress for no creep." The presence of a. definite elastic limit, represented in single crystals by a critical or threshold shearing stress, is claimed by Schmid2, Elam3 and others who have investigated the plastic deformation of single crystals. However, this "law of critical shearing stress" was deter-mined2 from short-time tests, and the measurement of the deformation was made with apparatus primarily designed to observe large amounts of plastic deformation, not to detect elastic changes. Experimental data recently obtained with highly sensitive instru-ments by A. W. Hanson4 on zinc and by Podaschowsky5 on rock salt indicate that the elastic range in single crystals is considerably narrower than formerly was supposed. Moreover, a theoretical possibility of permanent deformation, under the influence of even the smallest shear stress in single crystals above a certain temperature (Td), has been developed by G. I. Taylor6. This evidence seemed to warrant an examination of the elastic limit in large single crystals by means of creep tests. The first metal chosen for examination was zinc.

O tratamento termomecânico a elas conferido é importante para atingir as propriedades desejadas. O presente estudo tem como objetivo avaliar o efeito da conformação mecânica nas propriedades da liga Ti42Nb forjada a frio com 80% de encruamento e seguido de envelhecimento. Foram realizados ensaios de tração, medidas de dureza, metalografia e microscopia das superfícies de fratura. Foi possível observar que a liga Ti42Nb apresentou maior dureza e consequentemente maior resistência após o envelhecimento.

Barite In 1987, United States mine production of barite increased 15.870, consumption (sold or used by grinding plants) increased by 6.97, and imports are estimated to have fallen by 19.57. World mine production decreased by 137, according to the US Bureau of Mines. The value of US produced barite, fob mine, decreased 1.4%, according to the Bureau. The declared value for cif US port of all imported unground barite during the first 10 months of 1987 decreased from $39.02/t ($35.40 per st) to $37.16/t ($33.71 per st), the Bureau stated. Nevada continued to be the leading US producer of' barite with 637r of the total. It is followed by Georgia, Missouri, California, Tennessee, and Montana. The Bureau of Mines estimates 657 of the US mine production was used as a weighting agent in drilling fluids. The remaining 35°/r was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. This sector continued to increase. Of the total consumption (used by grinding plants and chemical manufacturers), it is estimated that 8070 was used in drilling fluids and 2017( in the non-oilfield sector - barium chemicals and fillers in paper, plastics, and glass. The tonnage consumed in the drilling fluids market increased slightly. But the average number of rotary rigs operating decreased from 964 in 1986 to 936 in 1987. This is the lowest number of operating rigs reported since 1949. The increase in consumption in this sector is due to an increase of rigs operating in the US Gulf and other higher consumption areas over 1986. Crude barite imports were estimated to be down by 19.5% in 1987. Still, they accounted for 637 of the barite consumed in the US. During the first 10 months, China continued to be the leading exporter to the US with 86.970, followed by Mexico with 10.997, and Morocco 2.107(. About 5Y of the imported ore was used in the nonoilfield sector. Ground barite imports dropped from 19.8 kt to 8.8 kt (21,800 st to 9800 st) in 1987. Of this amount, 1.4 kt (1598 st) was used in drilling muds and the remainder of the non-oilfield use. During 1987, a few more grinding plants that supplied the drilling fluid market were closed. Along the US Gulf Coast, there are 13 operating plants versus a high of 31 in 1981. Cameron Offshore reopened its grinding plant at Cameron, LA. New Riverside Ochre Co. of Cartersville, GA, purchased a jigging-washing plant in Missouri and plans to place it in operation this year on a new deposit near Cartersville, GA. Milpark purchased Hughes Drilling Fluid in 1987 and operates under Milpark. US mine production will probably stay about the same as 1987. Price increases in the 10 % range for imported ore are expected due to water freight and the weak dollar. Baker Hughes estimates the average number of operating rotary rigs at 1070. A slight increase is expected in the non-drilling fluid market (chemicals, glass, and filler). Bauxite and alumina L. Baumgardner, US Bureau of Mines Domestic bauxite production in 1987, expressed as dried equivalent, was 581 kt (640,400 st), a 14% increase over 1986. US mine production amounted to less than 170 of total world production. Virtually none of the domestic bauxite was consumed in the production of primary alumina metal. About 30% of the bauxite produced by US mines was calcined to produce 117 kt (128,970 st) for use in abrasives, catalysts, chemicals, proppants, and refractories. Most of the uncalcined bauxite was refined to specialty aluminum oxide (alumina) forms. Metallurgical grade bauxite was imported from 10 countries in 1987. Principal suppliers of the 9.8 Mt (10.8 million st) were Guinea (4270), Jamaica (3501,), Australia (127), and Brazil (57). The discovery of the Nyidinghu Iron Ore Deposit totalling 2.46 Bt of resource continues FortescueÆs highly successful exploration record of discovering multi-billion tonne deposits under cover with little to no surface expression. Since inception in 2003 Fortescue have discovered and delineated the Christmas Creek and Cloudbreak deposits in the Chichester Range totalling 3.38 Bt and 3.25 Bt in the Solomon region. Together with other deposits Fortescues resource portfolio now approximates 10 Bt of hematite - goethite mineralisation.The Nyidinghu deposit is situated on the southern margin of the Fortescue Valley, 35 km south of FortescueÆs Cloudbreak mining operations on the north margin of the valley. Nyidinghu comprises approximately 70 per cent BID martite - goethite mineralisation hosted by the Brockman Iron Formation and 30 per cent CID beneath alluvial outwash of the Weeli Wolli Creek in to the Fortescue Valley. Minor DID mineralisation occurs at the deposit margins.BID mineralisation is strongly controlled by the pre-existing NE/SW trending Weeli Wolli Fault system and bounded to the north by the Poonda Fault. Both fault systems are interpreted to have had a long and complex history commencing pre Ophthalmian Orogeny (ca 2.2 Ga) and remaining intermittently active through the Proterozoic.CID at Nyidinghu is the downstream continuation of the combined Weeli Wolli/Marillana CID palaeochannel system being mined by Rio Tinto and BHP Billiton at Yandicoogina and Yandi, respectively.Exploration commenced in August 2010 with the inaugural resource announcement of 1 Bt being made just six months later. To date over 1700 RC and 85 diamond core holes have been drilled forming the basis for the resource of 2.46 Bt and ongoing feasibility studies. A new automated post-disaster signaling system, intended to use through-the-earth EM propagation, was demonstrated in the laboratory at an input SNR of -34 dB. The system presently available requires an input SNR of +6 dB, and uses a human-ear detector. The work here demonstrated coherent integration, for the automated system, in multiples of 17 s, up to 1088 s (18 minutes). A repeating pseudorandom (or pseudonoise) signal is used, which offers an ideal auto-correlation at the receiver matched-filter output. A novel decision-variable algorithm achieves the estimate of noise level by using those matched-filter output samples that occur between the signal auto-correlation peaks. This work included corraboration that the received signal power decreases as distance to the tenth power, for through-the-earth propagation. Thus, the above 40 dB reduction in required input SNR permits an automated system to have a range 2.5 times that of the present system. In addition, an automated system permits the possibility of operating receivers around-the-clock; this would reduce the initial-detection-time from a few hours (present system deployment time) to a few minutes (signal processing time).

This paper presents the development of lightweight concrete (LWC) incorporating pumice aggregate and volcanic ash (VA) based ASTM Type I blended cement (PVAC). Fresh and mechanical properties of LWC mixtures such as slump, air content, compressive strength, tensile strength, density and modulus of elasticity are described. The durability characteristics are investigated by drying shrinkage (DS) and water permeability. The investigation suggests the production of LWCs incorporating blended PVAC and VPA having satisfactory strength/durability characteristics for structural applications. The use of PVAC induces the beneficial effect of reducing drying shrinkage and water permeability. Development of such non- expensive and environmentally friendly LWCs with acceptable strength and durability characteristics is extremely helpful for the sustainable development and rehabilitation of volcanic disaster areas around the world.

Mining is a long-term business, and the choices made typically have large investments attached to them, long payback periods, and significant socio-economic consequences. In today’s uncertain world, it is important to make the right choices. The mining industry in South Africa finds itself in a difficult situation. Operating conditions are tough, the socio-political environment is complex, and financial performance is under pressure. The choices made by all the stakeholders in this industry in the short term will shape the future of the industry. This paper characterizes some of the big, difficult decisions faced by the mining industry in the South African context, and discusses how these decisions could be approached in a fact-based and robust way.

During the 1998 Annual Conference of the International Society of Explosives Engineers (ISEE), the Seismograph Section established a subcommittee for the purpose of compiling a list of all regulations pertaining to limits imposed on ground vibration generated by blasting. The goal of this project was to determine the vibration regulatory levels being enforced, with the further intention of examining their scope, and uniformity. A secondary purpose was to evaluate the consistency of the existing regulations with the current scientific findings on structural response and damage potential.

One does not know which has the ultimate maximum effect. In his presentation yesterday, Alan Peers, our SHEQ leader, covered a lot of detail with the way we are managing safety at Modikwa. I have attempted to identify some of the key essentials in making the mine safe. Passion Safety is addressed with a passion that is unbelievable at times. When I get phoned because an incident has occurred and in reporting the incident, there are already action plans being put in place to prevent re-occurrences, you understand the commitment to put employees? safety first. You hear the disappointment in your subordinates? voices when they have to share the fact that an incident or accident has occurred.

The coir fiber extracted from the husk of the coconut has been extensively used as polymer composite reinforcement in a variety of industrial applications ranging from civil construction to automobile seat cushions. The hydrophilic coir fiber does not act as an effective reinforcement owing to its low interfacial strength with hydrophobic polymers. As a consequence, coir fiber composites display relatively low mechanical strength. The objective of this work was to investigate the effect of an acetylation treatment of the coir fiber surface on the mechanical behavior of epoxy composites with amounts of fibers up to 30% in volume. Coir fibers were immersed in an acid solution of acetic anhydride for one hour, washed and dried, before mixing with DGEBA/TETA epoxy to fabricate the composites. Flexural mechanical properties were obtained by bend tests. The results showed significant differences to similar composites with alkali treated coir fibers that have been previously investigated.

Provide an unobstructive means of measuring small changes in distance from roof to floor or from rib to rib of a mine opening and the rate of closure in order to help operators of under-ground mines detect hazardous ground conditions. Approach A small ultrasonic measurement system was developed to detect g round movement and define closure rates. How the System Works The system contains two parts: a transducer and a readout device. The small ultrasonic transducer, similar to an audio speaker diaphram, is plucked with an ultrasonic frequency every six seconds. This frequency wave is sent through the air and reflected back to the transducer off any surface at which the transducer is pointed. The amount of time needed by the ultrasonic wave to make this round trip is accurately measured using a precise oscillator / timer and is converted into a measure of distance. The accurate 6-second time interval is used to convert any subsequent changes in the reading to a rate of change in feet per minute. Two readings are then displayed alternately on the readout instrument.

Both the underwater method and the rock cratering method contribute useful information in evaluating and comparing new explosive compositions. Results indicate that metallized explosive systems which contain no high explosives can be formulated to offer more energy and to do potentially more work than other slurry explosive systems. Commercial field trials are presently being conducted with a metallized explosive that does not contain any high explosive. Although there have been only a few commercial blasts to date, the results are encouraging. The Dow Chemical Co. has been engaged in explosives research since 1953. The incentive for this research was based on the desire to find additional markets and uses for magnesium metal of which DOW is a heavy producer. The thermodynamic calculations for explosives incorporating light metals indicate energies approximately twice that of nonmetallized explosives currently being used. Early in 1960, additional patent rights were acquired from independent inventors and a development station at Virginia, Minn., was set up to conduct a commercial testing and market evaluation program with this new product. The actual manufacturing of the explosive was to take place in the boreholes. Due to the complexities involved in controlling the manufacture of the explosive in the borehole, performance was sometimes in doubt. Furthermore, experience indicated that the metallized explosive systems could not be evaluated by the standard laboratory methods then being used, and it was necessary for us to look for more suitable research methods. Tests were conducted on several known methods for explosive evaluation. The most promising were the Navy underwater method for energy evaluation and a modified Livingston crater method intended to compare explosive performance in rock. After shooting over 2000 charges of 8 to 60 lb under water and in taconites and granites with many types of explosives, a metallized explosive was developed which is now being manufactured at a pilot plant in Virginia, Minn. and is being evaluated commercially. UNDERWATER METHOD An underwater method of evaluating explosives has a number of advantages. A permanent site can be established and operated indefinitely. A large number of charges may be fired in a short length of time. The medium in which the explosive is shot is exactly the same for successive shots. Data are recorded electronically minimizing human judgment. A disadvantage of the underwater method is the lack of confinement provided by the water medium. Many explosive compositions require a greater degree of confinement to develop good energy release. Although the relative significance of the two components of energy release that are usually measured, the shock energy and the bubble energy, and their relationship to breaking rock are not clearly understood, the underwater method is a valuable research tool for screening explosive compositions and gaining an insight into the manner in which explosives release their energy. Fig. 1 shows schematically the underwater apparatus. The piezoelectric gages are calibrated tourmaline crystals which convert the shock wave to an electrical impulse which is transmitted to an oscilloscope and recorded on Polaroid film. The shock traces are picked up by scopes 1 and 2. Scope 1 is timed to pick up the full trace whereas scope 2 is timed to cover the first increment of the shock trace expanded, and therefore allows full inspection of the propagation and peak pressures. Bi was electrorefined from alloys containing 10-90 wt% Pb, together with Cu and Ag as minor impurities, in a basic cell and in a recessed-channel cell with 27.5:72.5 NaCl-PbCl electrolyte at 450-470 degrees C and 10 000-20 000 A/m2. The voltage in the basic cell was as high as 9 V, with some carryover of Bi to the cathode observed, whereas in the recessed-channel cell it was as low as 285-635 mV. Flow patterns observed in a room-temperature model indicated that the recesses provide both static liquid hold-up and good mixing of the alloy, enhancing cell performance in combination with the reduced anode-cathode distance of 0.90 mm. The purity of the resulting anode product is as high as 99.9%
