Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Consequently the several contributions have been arranged in alphabetical order under the names of their authors. The City of Toronto and the Toronto Transit Commission (TTC) have conducted an Individual Environmental Assessment (EA) for a 6.2 km, 4-station underground extension of the Spadina Subway from Downsview Station to Steeles Avenue. This Environmental Assessment Study was performed in three phases including routes and general station locations, alignments and station concepts and detailed assessment of the effects of the undertaking. URS Canada Inc. has led the consultant team for this Study. The anticipated total duration of the project is approximately 6 years and its estimated total cost is about $1.4 billion. This paper presents the planning process of the project, the environmental and engineering challenges, and the measures taken to address them.

"Microseismic monitoring technology has become one of the most effective method of mine ground pressure monitoring after decades of development. But safety assessment of mine ground pressure by using microseismic monitoring is still in the development stage, it needs to be perfected continuously in practice, and choose the optimal assessment indexes and methods. The definitions and physical meanings of wave velocity, b value, and EI-VA value are introduced in this paper. Statistical calculation of the microseismic events in Luomu Mine is finished by using these indexes, then the functions and calculation results of V, b value, and EI-VA value with the variable of time are also given in the paper. The preliminary safety assessment method is established in Luomu Mine, and it has achieved good results in practical application.1.1 Engineering background The Luomu Mine is a super large molybdenum and tungsten production base in China, ore reserves is up to 2 billion tons, first in Asia and third in the world. It begins mining since the 1960. and bases on underground mining until 2002. In order to recover resources more effectively, it began to use opencast mining method and formed a production of 30000t/d in the early 1990. After about 30 years of underground mining, a large mined out spaces was formed under open pit mine, up to area of 1.2 million m2 and volume of 18 million m3, as shown in figure 1. The large number of mined out spaces seriously affects the normal production, mining and handling of mined out spaces are in the high risk. In the past years, several rock mass collapsions happened, and it caused a serious security threat to persons and equipments. According to the distribution characteristics of mined out spaces, Luomu Mine is divided into A, B, C, D and E mining area. The stability of D mining area is studied in this article. D mining area mainly includes 1376,1350,1340,1317 mined out spaces and 1280 deep large mined out area, as shown in figure 2. The mined out spaces of D mining area is extremely complex and high-risk. Therefore, a microseismic monitoring system was built to monitor the stability of D mining area, a large number of valuable datum has been obtained, and it has a striking effect (Cheng & Peng, 2013; Peng et al., 2013)."

Test equipment has been developed to record automatically both the displacement of the pile head and the load applied during a conventional maintained load pile test. Some systems also have, in addition, been fitted with the facility for maintaining the applied load, as set by the operator, at very constant levels. The advantages are both commercial and technical, but a well trained operator has to be in attendance to control the test. Since typical test specifications in the UK require more than 19 hours to complete, it became inevitable that at least one equipment operator remained on site to expedite the test for its duration. Although electronic measurement and data logging of load tests may be more safe than previous direct observation of dial gauges. A single person remaining on a construction site alone is not to be recommended, even if they are just supervising the test. Further development of the testing system produced equipment which will perform the entire test specification as required without operator intervention. To achieve this, full automation is employed. The patented method particularly addresses the safety requirements and by using additional sensors, detects any uncharacteristic behaviour of the pile under test or of the reaction system and the equipment takes appropriate action in a controlled and safe manner. The quality of test data returned from these automated systems is a key element when analysing pile behaviour with models such as CEMSOLVE? and TIMESETTM. These analysis methods often indicate ground disturbance resulting from installation technique and have allowed pile design to be optimised using actual field data rather than theoretical considerations alone. An additional feature is remote access, this allows the data recorded to be transferred and the progress of the test to be viewed from practically any location. This permits experts to view the data 'live' and allows rapid diagnosis of any problems with the expected pile behaviour.

The underlying message of this paper is that investment in prospecting, exploration and mining in New Zealand is welcomed. The Government's policy with respect to Crown owned minerals is for continuing investment in prospecting, exploration and mining which is in accordance with good exploration or mining practice. To encourage continued investment requires a business-friendly environment. Government policies and initiatives to enhance the business environment for the minerals and coal exploration and mining industries are discussed in this paper. As well, new initiatives under consideration, which have the purpose of enhancing the investment environment, are discussed.

This paper presents research results on assessment of environmental impact of digging and loading equipment in surface coal mining. Environmental impact is accessed through the equipment exhaust and dust emissions, and sound level. Exhaust emission is related to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx), and volatile organic compounds (VOCs). Dust generation is expressed through the particulate matter PM10 and total suspended particulate matter (TSP), while sound is presented through the sound pressure level. Modeling of environmental impact of digging and loading equipment is conducted in Microsoft Visual Studio.NET software package. This research is a part of a boarder project on development of software system for the selection of productive, cost-efficient and eco-friendly mining systems, which is sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). The research work presented here may be used by mining professionals to aid in quantifying environmental impact of digging and loading equipment and determinate strategies for reducing its overall impact.

A surplus of vanadium has resulted from the tremendous output of uranium, of which vanadium is a byproduct. More knowledge of the properties and characteristics of vanadium as a pure metal has been needed so that industry can take advantage of its availability and use it according to the best principles of conservation. Besides the problem of utilization, there is the ever present need of finding new materials which will satisfy specific and demanding requirements of science and engineering; vanadium or one of its alloys may possess the latent potential for filling some of these needs. Thus this? research project was undertaken by the Bureau of Mines to determine and examine some of the physical and mechanical properties of pure vanadium. A corallary investigation was the determination of the effect of the interstitial contaminants, oxygen, nitrogen, and carbon, on unalloyed vanadium. The vanadium used for these determinations was principally the product of experimental production of the Bureau. The evaluation of this material, as small quantities became available, provided most of the data that have been obtained.

Blue Mountain Minerals is a large supplier of calcium carbonate products used by various manufacturers as a major raw material. Very small amounts of free carbon in the rock can have a huge impact in carbon-sensitive applications. The marble in the deposit at Blue Mountain Minerals contains variable amounts of free carbon in the form of trace amounts of the mineral graphite.To make quality improvements, variography was used to measure the impact of non-ideal sampling practices at the Blue Mountain Minerals operations in Columbia, California in the United States. A major investment in correct sampling systems and sampling protocols was implemented over a one-year period. Subsequent variography was used to measure the improvement on the predictability of the graphite content in marble produced by the quarry and as it is processed as an acceptable raw material for extremely carbon-sensitive applications. The improvements of the sampling protocols, control of long-range changes and better knowledge of process cycles are easily noticeable on variograms when they happen to exist. Introduction Stainless steel has by tradition been a common construction material for hydrometallurgy processes and the most common grades can be found amongst the ASTM 300-series, i.e. austenitic grades of type 304L, 316L and 317L. However, there are a number of new grades available today, which imply more cost effective solutions for those designing plants where good resistance to acids, containing the desired metal ions, often contaminated with chlorides and other halides, is the key issue. There are austenitic-ferritic or duplex grades having the same or even better corrosion resistance than the austenitic grades and approximately twice the strength, which enables design in thinner gauges, which in turn implies less weight and less cost. They have also excellent engineering properties, enabling fabrication of process equipment, machinery and different types of tanks. On top of that, they contain less nickel and molybdenum than their austenitic counterparts, which implies not only lower cost for alloying elements, but also a more stable price when considering the price fluctuations for these alloying elements during the last years. This paper describes briefly the family of duplex stainless steel and it presents a number of relevant corrosion tests where duplex grades have been compared with austenitic grades. The results have in several cases been verified by in-plant exposures in zinc and copper production plants. It also describes applications and experience of duplex grades within a variety of hydrometallurgy plants. Installations of highly alloyed austenitic grades will be described as well. The corrosion tests and service experience reported cover hydrometallurgical processes based on sulphuric acid.

Batch tests of coals and coal-derived materials were made by the Bureau of Mines to determine their effectiveness in removing organic contaminants (COD or chemical oxygen demand, comprising those organic compounds that can be chemically oxidized, and ABS or alkylbenzene sulfonate, common household detergents) from the final effluent of secondary-treated waste waters. The adsorptive capacities of flyashes, coals, including at least one sample of each rank found in this country, pretreated coals, and miscellaneous materials including commercial chars and coke, were determined and compared with that of granular activated carbon. The coals, though not as effective as activated carbon, possess an economic advantage--they are relatively inexpensive, and they can still be burned as fuel without any loss of fuel value after use in waste¬water treatment. A hvcb coal was found to be one of the best, having about one-fourth the capacity of activated carbon for COD, adsorbing about 4 percent of its weight before it became saturated. Several coals contained constituents that added to the COD content of the treated water. Thus knowledge of the performance of the coal is necessary to insure selection of a proper coal as adsorbent.

Mine seals are used extensively in underground coal mines to segregate mined-out areas and to isolate fire zones or underground areas that are susceptible to spontaneous combustion. Over the years, 30,000 mine seals have been erected in underground coal mines in the United States. Mine seals, along with rock dusting and ventilation, represent the fundamental means of preventing underground coal mine explosions. In this study the National Institute for Occupational Safety and Health (NIOSH) used ground penetrating radar (GPR) technology to determine if each of three test mine seals were uniformly constructed. Three mine seals representing different construction methods and materials (cast-in-place foamed cement; solid block, polyurethane foam and gravel; and wire mesh, rebar and gunite) were erected at the NIOSH Lake Lynn Laboratory’s underground mine as part of an on-going research program. The seals were imaged using GPR with 400-, 500-, 900-, and 1,000-MHz antennas. We found that variations in uniformity existed in the material for the cast-in-place foamed cement seal. Variations in uniformity also existed in the seal made from solid block, polyurethane foam and gravel. The post-processed radar records correlated closely with recovered core samples (areas of gravel and polyurethane foam, and areas containing only polyurethane foam). Finally, the radar records of the seal made of wire mesh, rebar and gunite showed the various components. The results of this work suggest that GPR could be used as a tool to evaluate mine seal characteristics and construction uniformity.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. At the Fort Knox Mine, Fairbanks, Alaska, carbon fines are generated during stripping, acid washing and kiln regeneration operations. Carbon fines are collected by a filter press because of their gold value. Samples of the carbon fines show that they consist of 20-30% carbon, 70-80% grit and 0.17-0.68 kg/t (5.0-19.9 oz/st) gold. About 80% of the gold values in the carbon fines used in this study are in a form of recrystallized free gold grains, with the balance being adsorbed gold on the carbon. High recoveries of gold and carbon were obtained in laboratory tests using froth flotation, with a high rejection of the grit.

En ese sentido, el presente texto describe la metodología de optimización de procesos de la miina Antamina hasta la oncentradora a través de la recolección de datos de campo, caracterización, modelación matemática y simulación de las operaciones, donde además se utilizan sistemas de rastreamento de minerales y de análisis continuo de imágenes.

For many decades control strategies have been based upon samples taken from liquid steel, molten slag and gas phase as well as from solid products. Because of recent developments in the areas of dynamic control models, artificial intelligence and expert systems, there is an increasing incentive to develop diagnostic sensors, which permit in-situ rapid determinations of concentrations of various elements in molten steel. In this paper, an overview is given on recent developments in the areas of sensors for use in ferroalloy and steel production. Particular emphasis will be given on (i) innovative application of sensors for on-line determinations of dissolved elements, Si, P, N, H and Cr in molten iron and ferroalloys, (ii) evaluation of inclusions in liquid metal and (iii) rapid determinations of slag compositions.

"The importance of coherent material balance results has long been recognized by mining and metallurgical companies. Although this is still true nowadays, various stakeholders are increasingly concerned about the origin and the accuracy of the reported numbers. The last decade has shown that most metallurgical accounting concerns can be addressed by making two important changes to plant performance monitoring practices. First, introducing data redundancy into the metal balance procedure allows the estimation of measurement errors. Second, the migration from spreadsheet-based to relational database based systems brings transparency, data integrity, traceability and auditability into metallurgical accounting. Relational databases also facilitate the production of reports that metallurgical accountants must issue routinely. Recognizing the caveats of the spreadsheet-based metal accounting method they had been applying for years, Strathcona decided to switch to a commercial relational database system in 2008. For the most part, the migration was seamless. Some challenges were raised but they could all be overcome and outweighed by benefits gained from day-to-day utilization of the system.INTRODUCTION Metal accounting (Morrison, 2008) has always been essential to high-quality corporate governance of mining and metallurgical companies. Although the importance of coherent material balance results has long been recognized, various stakeholders are increasingly inquisitive about how the reported numbers were obtained and how much accuracy can be attributed to them. This accrued scrutiny is obviously no stranger to the corporate governance tightening that happened through the years in response to outrageous accounting scandals. It is also in continuity with securities laws (such as NI-43-101 in Canada) that were passed to protect the public from other market fraud. Recognizing the importance of spotless metal accounting in their reports to the public, a group of global mining companies gave AMIRA International the mandate of developing a set of rigorous yet practical metal accounting guidelines for the mining and metallurgical industry. The AMIRA P754 project was launched in 2004 and the first version of the resulting Code of Practice was released the following year. Since then, the Code was reviewed twice and revised releases were issued (AMIRA, 2007). While some parts of these guidelines are in continuity with current commonplace practices, other parts recommend changes to inherited practices that may be significant. For example, they highlight the importance of data redundancy (Lachance & Flament, 2011) which in many operations is either already available but unexploited or achievable with reasonable efforts. These guidelines also stress the importance of state-of-the-art metal accounting systems, such as those based on relational databases, which are secure and entirely auditable by a Qualified Person. Because most spreadsheet software packages allow data and formulae to be modified at any time, without a trace and anonymously, they do not meet these requirements."

The flolation behaviour of some Australian uranium ores was investigated. Although uraninite and pitchblend float readily with fatty acids, selective concentration to produce an economically discardable tailing has not yet been achieved. This is attributed to the presence in the ores of a quantity of uranium mineral in finely dispersed form which is very difficult to liberate. For some of the ores, at least, the proportion of this material decreases with increase in head assay.Flotation may be a useful concentrating method for some Australian ores if uranium oxide is to be sold in a free competitive market.

El presente texto señala cómo los parámetros geotécnicos de resistencia y deformabilidad pueden generar mayor confiabilidad en un estudio técnico. En este sentido, la literatura geotécnica indica que los resultados obtenidos a través de métodos numéricos son sensibles a la variación de estos parámetros y que algunas propuestas de cálculo son más satisfactorias. Para ello, se utilizó el criterio de falla de Hoek & Brown en términos de Mohr–Coulomb, donde se presenta un ejemplo aplicativo para mineria superficial, en el cual el factor de seguridad y la probabilidad de ruptura del macizo rocoso son calculados mediante métodos geoestadísticos aplicados a la ingeniería de rocas (FOSM - First Order Second Method y puntos de estimación de Rosenblueth).
