The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

The synthesis and characterization of silica polyamine composites modified with a variety of sulfur containing ligands is described. The two most successful ligands in terms of sulfur in-corporation and mercury capture are ethylene sulfide and carbon disulfide. The ethylene sulfide forms either an amino mercaptane or a polysulfide upon reaction with amino groups on the composite. The carbon disulfide undoubtedly forms a dithiocarbamate functional group upon reaction of the amino group under basic conditions. Both materials posses excellent capture kinetics and capacities for mercury, Once captured, the mercury is extremely difficult to remove from the composite materials, even with concentrated acids, and they easily pass the TCLP test. The materials are compared with related thioether modified silica polyamine composites and appropriate potential applications are discussed.

This report presents the results of a cooperative study between BethEnergy Mines Inc., Ebensburg, PA, a central Pennsylvania coal mining company, and the U.S. Bureau of Mines to investigate longwall development entry roof instability. In-mine mapping of geologic and deformational features was conducted to reveal the major ground control problems encountered during gate road development. In addition, mining-induced pillar load monitoring was used to indicate development loading on variously dimensioned gate road pillars and to determine if pillar yielding occurred. Finally, visual observations of a variety of roof control methods were used to determine the most effective support elements for controlling cutter roof failure.

The mineralogy of the Joe Mann mine differs from that of other deposits of the Chibougamau area that are exploited by Les Mines Camchib Inc.. It is characterized by very fine first generation gold and very coarse second generation electrurn. Successful milling required adjustments of the processing flowsheet, which includes gravity, flotation, and cyanidation. A study of coarse gold liberation in the gravity/grinding circuit is described. Modifications to the flotation circuit and the reconditioning of a small capacity cyanidation circuit are presented. As a result of the circuit modifications, gold recovery increased from 65 to 81% in flotation and cyanidation. Overall gold recovery increased from 77% to 88-89%. These improvements are mostly attibutable to the recovery of -10 urn gold, whose presence in the Joe Mann ore and original circuit tails had been identified by process mineralogy.

The New Austrian Tunnelling Method (NATM) is a proven concept for the safe and economic construction of underground facilities. This is especially true for tunnelling activity where changing ground conditions are often encountered. However, the principles central to the NATM have gained only limited use within Australia, presumably due to the measurement process inter- fering with tunnel driving and the cost associated with instrumentation and interpre- tation expertise. The design and operating principles of two basic instruments are explained together with laboratory simulated test results and suggest- ions for use in an integrated NATM style approach to underground excavation and construc- tion. The two instruments monitor load in rock reinforcement and deformation in rock or primary and secondary linings. The instruments may be fitted with a miniature display module which outputs the measured parameter in engineering units directly. The design of the sensing components allows the instruments to be installed in various configurations suitable for routine performance monitoring, quality control, support element testing or detailed investigations. The display module which reduces the need for instrumenta- tion expertise should suit contractors and allow performance data to be obtained which quickly may be used to modify support procedures to suit ground conditions. When complemented by convergence measurements the devices enable most facets of the NATM to be implemented.

1750 to 1850: The scene shifts westward across the Alleghenys to the young town of Pittsburgh; charcoal gives way to mineral coal as furnaces grow larger and the blast is heated; above all, Pennsylvania iron is adding strength to the new Nation and building an empire in the West. TWO names are inseparably associated with the Pittsburgh iron industry-those of George Anschutz and John Hayden. The iron ore deposits of southeastern Pennsylvania were found and developed early in the 18th century, and several forges and furnaces were built and operated. It was only after the revolution that the iron men crossed the Susquehanna River, built furnaces in the neighborhood of ore deposits of Franklin County, then along the Juniata River and its valley. Juniata Iron found a ready market in the Pittsburgh area. However, difficulty in transporting it across the Allegheny Mountains induced iron mas¬ters to seek ore and plant locations in the Pittsburgh district. One of the first to reach this area was George Anschutz, who migrated to America in 1789 at the age of 36, reaching Pittsburgh in the fall of 1790. Anschutz immediately set out to organize an iron company in Pittsburgh, and was able to interest some residents in his project. After being informed of an iron ore deposit located only three miles out of town (on the site of the present 26th St. and the Allegheny River) he decided to build there his blast furnace and foundry plant. Total cost of the installation was $300. When the furnace was put in operation, Anschutz, now known as Red George, found that the ore deposit was only an insignificant one and would last no more than a few weeks. A new deposit was found on Roaring Run, in the southeastern corner of Armstrong County. Anschutz transported some of this ore to the mouth of Two Mile Run, where it was loaded on horse wagons and transported to the furnace. A 1,000-hour test with a gas turbine at 1,200° F showed a working fluid of 1 gr of ash per 100 scf of power gas (79 percent of the ash 7 to 35 microns in diameter) to be excessive for acceptable blade wear for commercial practicability. Blades in the turbine consisted of about 20 percent each of chromium, cobalt, and nickel; 3 percent molybdenum; 2-1/2 percent tungsten; and smaller amounts of manganese, columbium, and tantalum. Erosion of both the fronts and backs of the turbine nozzles was particularly heavy, the trailing edges being worn to a featheredge. Erosion of the buckets was less marked, although the leading edges were somewhat pitted. A refractory-lined combustor performed efficiently and with little abrasion of the lining by the ash-laden gas.

In a small-scale mining in Brazil?s northeast, scheelite were exploited since 1940?s using a traditional gravity concentration flowchart (composed by jigs and shacking tables) that operates with low efficient for fine particles. Tailing of this plant was submitted to chemical, mineralogical and size characterization. Results pointed 50% smaller than 74µm with a grade of 0.11% WO3. The particle?s size is an important operational variable to heighten recuperation by shacking tables. Tests using Falcon SB40 centrifuge concentrators and shacking table were realized, optimizing their operational variables. Based on the tests results a new flowchart was proposed for concentrating and tailings recovery.

This paper , which describes mining methods and practices at the Johnson Camp copper -zinc mine , Coronado Copper & Zinc Co. , Cochise County , Ariz . , is one of a series being prepared by the Bureau of Mines on mining methods , practices , and costs in various mining districts of the United States . Johnson Camp is in the eastern foothills of the Little Dragoon Mountains in secs . 23 , 24 , 25 , and 26 , T. 15 S. , R. 22 E. ( fig . 1 ) . The mining property is in the low, rolling foothills at an altitude of slightly over 5,000 feet above sea level ( fig . 2 ) . The area is covered with scattered grass and small desert shrubs . The climate is mild , with hot summers and mild winters . The average annual precipitation is about 12 inches . The nearest surface water is the San Pedro River , some 12 miles west of the mine . The property is owned by the Coronado Copper & Zinc Co. , Los Angeles , Calif . This report gives a brief history of the property , describes the general geology of the area and of the ore deposits , outlines the methods of prospecting and exploration , and gives the methods of sampling and of estimating ore reserves . Development and stoping methods are explained . Underground transportation , ventilation , mine drainage , and safety measures also are described . The last section gives a brief description of the milling practice .

The stable domestic supply of gallium, indium, and germanium has been identified as a critical need for the USA. Electric arc furnace dusts processed to recover zinc produce a process residue that could be a potential source of these critical materials. An industrial zinc leach residue was characterized to determine the predominant mineral phases and leached with common mineral acids. Atmospheric agitated leaching using sulfuric acid and hydrochloric acid were examined to determine the extractions of gallium, indium, and germanium as a function of concentration, temperature, and time. Extractions of gallium were found to be similar to iron in all experiments. The maximum percentage of Ga, Ge, and In leached into solution were 82%, ~100%, and 89%, respectively.

Dry desiccant dehydrators at each wellsite tnaintaitz the dew point of the gas below 17F. Telemetering facililies permit control of field operations from a central instrunlent console. Corrosion control ineasures, design coilsiderations and material specifications pertainitz to these specia1 conditions are cliscussed. INTRODUCTION Natural gas containing 25.65 per cent H2S and 4.75 pcr cent CO, is produced from the Pine Creek field, Alta. It is dehydrated at wellheads, gathered at 2.200 psig and transported 26 miles to the Windfall field where it is delivered to the inlet of injection compressors at 1,800 psig. The daily average volume of gas transported is 160 MMcf. The project is believed to be unique in its combination of percentage of hydrogen sulfide, operating pressure and transportation distance. This paper describes the project and presents details of some of the design features, corrosion control program and centralized automatic operational control. The Pine Creek field project is one phase of a joint operation of two fields—thc other being the Windfall field. The two fields lie about 30 miles north of Edson, Alta. and 20 miles west of Whitecourt, Alta., respectively, as shown on the map (Fig. 1). They are owned by the same interests and operated according to a plan for maximum economic recovery of products. The Windfall Leduc D-3 reservoir contains a rich condensate-bearing gas containing 15.5 per cent HIS. The gas from the Pine Creek field contains only very small quantities of butane and heavier products. The Windfall reservoir is being cycled to obtain maximum condensate recovery using gas from the Pine Creek field as the displacing fluid, while producing the residue sales gas for both fields from the Windfall field. The Pine Creek field development and gas-gathering facilities are shown on the map (Fig. 2). The producing formation is the Leduc D-3 reef at a depth of 11,300 ft. The original reservoir pressure was 4,590 psia at 7,400 ft subsea and the temperature is 245F. Eight wells are equippcd with dry desiccant dehydrators with the following capacity ratings: three at 35 MMcf/D; three at 20 MMcf/D; and two at 10 MMcf/D. WELLHEAD EQUIPMENT Dry desiccant dehydrators were designed to reduce the water content of the saturated wellhead stream to 2.5 lb of water/MMcf at 2,000 psig. This specification was necessary to prevent hydrates and corrosion forming in the pipeline which will operate at temperatures as low as 20F. A typical flow diagram is shown in Fig. 3, and Fig. 4 is a photograph of one of the wellhead installations. Some of the design details given below are subject to modification in the field. The well-stream flowing temperatures range from 135 to 170F. Wellhead flowing pressures up to 3,200 psig are reduced to the dehydrator-operating pressure of about 2,100 psig by throttling through a pressure control valve. "The VALMIN Code was developed and formally adopted by The Australasian Institute of Mining and Metallurgy (AusIMM) in 1995 and a revision was issued in 1998. The VALMIN Code applies to all relevant reports under the Australian Corporations Law, including submissions to the Australian Stock Exchange (ASX) and the Australian Securities and Investments Commission (ASIC).The VALMIN Code and Guidelines sets standards for the preparation and commissioning of independent assessment and/or valuation reports on mineral and petroleum assets or mineral and petroleum securities.It is mandatory for AusllvI:M's members to follow this Code in these relevant circumstances and failure to do so will result in serious sanction of the member by the Ausllvllvfs Ethics Committee. Public support for the use of this Code has been given by regulators (ASX/ASIC) and market participants ( eg major accountancy firms). It is also endorsed as a guide to general best practice in project assessment and valuation.This paper will discuss how the VALMIN Code has worked in practice over the past few years. It will also examine areas where the Code could be improved and how it could form the basis of a new Canadian Code for mineral property valuation."

At Cliffs Natural Resources Ltd (CNR) crushing and shipping sample stations, precisions are estimated for the sampling, preparation and measurement stages of iron ore sampling in accordance with ISO 3085 (2002). In this Standard, gross duplicate samples are prepared at each of the three stages, yielding eight measurement assays. Appropriate calculations of the differences between assay pairs are then made to estimate precision of each stage of sampling. The International Standard for checking precision in iron ore sampling, ISO 3085 (2002) prescribes a method for identifying outliers that is ambiguous and possibly inappropriate. The procedure also makes an unnecessary implicit assumption, that the differences between assay pairs are normally distributed. The Anderson-Darling statistic is used to demonstrate that in some cases the assay pair differences have distributions significantly different from normal. When applied at CNR as specified, the Standard leads to precision estimates well below the expected values, thus overestimating the sampling method's capability and limiting the opportunity for real process improvement. This paper suggests an improved method of estimating sampling, preparation and measurement precision. A bootstrap procedure is used to estimate confidence limits for the calculated precision estimates. The proposed method would be suitable for testing blasthole precision. The discussion is supported by extensive simulation modelling of realistic data.

At Ithaca Peak, one of three peaks situated on Duval Corporation's Mineral Park property, a 'Single pulse of quartz monzonite magma intruded the isoclinally folded Precambrian Cerbat complex consisting of schist, quartzfeldspar gneiss, and amphibolite. The magma reacted with the Precambrian rocks, yielding a quartz-diorite rim. As the magma crystallized within the rim, it produced, progressing in'ward, annular bodies of quartz monzonite porphyry, quartz porphyry, and a distinctive quartz porphyry containing abundant podiform, tabular, and irregular quartz masses. These quartz masses are spatially associated with discontinuous crenulate and tabular quartz veinlets. Following crystallization, the Ithaca Peak stock and part of the surrounding Cerbat complex were fractured, producing a stockwork of predominantly northwest and northeast-trending fractures. The stockwork was then mineralized during a period of decreasing temperature by: ( 1) quartz-pyritechalcopyrite veinlets without distinct selvages and with distinct alteration envelopes in which orthoclase was altered to quartz and sericite; (2) quartz-pyrite-chalcopyrite veins and veinlets with distinct selvages and without distinct alteration envelopes; and (3) pyrite-chalcopyrite- galena-sphalerite veins. The Ithaca Peak stock was pervasively sericitized or argillized. The Mineral Park property is surrounded by a zone of propylitization Alteration and mineralization are coextensive in space and were, at least in part, coincident in time. The Mineral Park property possibly was elevated and exposed twice prior to its present exposure. The protore has been enriched by a factor of three. The Ithaca Peak supergene ore body is conformable with present topography and lies above the present water table. The shape of the ore body was controlled by erosion and oxidation of the previously enriched mineralization. Hematite, goethite, and jarosite present at the surface indicate a high primary pyrite environment, but it is possible to recognize that a small proportion of veins and veinlets contained greater amounts of chalcocite and chalcopyrite than pyrite. The igneous facies on Ithaca Peak are the products of differentiation within a solidifying rim according to Bowen's Reaction series. The innermost facies contain more quartz and orthoclase than the outer facies. Late magmatic quartz in the case of Ithaca Peak contains small amounts of pyrite and molybdenite. It is suggested that this quartz-sulfide mineralization, may also have been the product of differentiation the product of differentiation, may indicate that the later hydrothermal mineralization may also have been the product of differentiation.

The current study examines the extraction of rare-earth elements from trichromatic phosphor of discarded tube lights via baking processes. The Y2O3: Eu3+ (YOX) and BaMgAl10O17: Eu2+ (BAM) phases completely decomposed during acid and alkali baking with > 90% Eu and Y extraction. Prior, selective acid leaching of the YOX phase enhanced the acid baking process at a lower temperature (< 230 ℃). Feed acid baking showed a maximum 87% Tb, 36% La, and 17% Ce extraction at 500 °C, 0.5 h, 1 ml/g H2SO4, and alkali baking yielded 16.1% Tb, 86% La, and 73% Ce at 300 ℃, 0.5 h, 50 wt.% NaOH. The acid baking of the acid-leached phosphor yielded 72% Tb, 95% La, 63% Ce, ~ 95% Y, and Eu extraction at 300 °C, 0.5 h, 1.05 mL/g H2SO4. Lower Tb extraction during the acid baking of acid-leached phosphor can be attributed to the formation of Ba3Tb( PO4)3 and BaTbO3 phases. Insoluble Si3Tb5 phase formation and partial decomposition of CeMgAl11O19: Tb3+ (CMAT) phase in the alkali baking route leads to lower Tb extraction. The acid baking process is suitable for extracting Tb, Eu, and Y, whereas the alkali baking process is suitable for La and Ce. The thermal analysis of phosphor and flux interaction depicts that alkali baking is less energy-intensive than acid baking. In comparison, the one-step acid baking process and the two-step alkali baking process yielded desirable extraction results (87% Tb, total RE (rare earth) 78.5% and 50.4% Tb, total RE 59.3%). The product yield in the acid and alkali baking route of feed, acid-leach phosphor is 36%, 29%, and 39%, 28.2%, respectively, with ~ 98% mixed rare-earth oxide purity.

The mining industry is an important economical factor in Vietnam. Mining is presently being conducted at about 60 locations and at over 1000 mines. Petroleum extraction and coal mining are the most important parts of industry though metals such as zinc, tin, chromites, iron are also extracted. Last year the sector produced 20 million tons of crude oil, 26 million tons of coal and 500,000 tons of apatite. In particular, Vietnam is one of the world?s largest producers of anthracite, and it is one of the top producers of ilmenite and zircon in the Asia-Pacific region. The government intends to increase the mining production on all levels, however, at present one can observe adverse impacts of the mining activities on the natural environment such as insufficient waste dump rehabilitation, occurrence of acid mine drainage, mining subsidence and emissions as well as lack of appropriate water treatment facilities. This paper describes the current mining situation, future perspectives, the major environmental challenges of the country and approaches to solve these problems. Particular emphasis will be given to the research project ?RAME ? Research Association on Mining and Environment in Vietnam?, a venture carried out by universities, research centres and industry. This project is worked out in collaboration with the national Vietnamese coal and industrial minerals company VINACOMIN.

This U.S. Bureau of Mines report is intended to assist coal mine operators in the selection of longwall supports by providing advanced guidelines for performance testing and standardized test documentation to facilitate support comparisons. These advanced guidelines culminate in a series of proposed tests to evaluate (1) support resistance characteristics, (2) stiffness characteristics, (3) leg mechanics, (4) stability, (5) load transfer mechanics, and (6) structural integrity. The Bureau has conducted extensive studies on shield mechanics to identify boundary conditions that induce loading in support components, which is often not included in current testing techniques. This report discusses influential parameters that affect support behavior and provides insight into how components are loaded and what conditions produce the most severe loading. Testing philosophies and techniques in both active and static frames are discussed. Proper methods for determining support resistance are described and instrumentation requirements for advanced performance testing are provided.

Ultrafine copper, gold and silver minerals flotation has become increasingly important because of the rising demand for processing finely disseminated ores. This paper investigates the improved flotation of ultrafine ores from a Troilus Gold project. Troilus is primarily an Au-Cu deposit but contains minor amounts of Ag, Zn and Pb, as well as traces of Bi, Te, and Mo. As a result of ultrafine Cu-Au-Ag dissemination and associated grinding requirements, Eriez’ column/StackCell and Denver benchtop cells were utilized to optimize their respective flotation responses. Enhanced flotation results were achieved using column and StackCell technologies. KAX 51 and SPRI 206 collectors, Na2SO3, and ZnSO4 depressants were the primary reagents employed. In column/StackCell flotation of three main mineral deposit ore composites, the rougher-scavenger-cleaner circuit Cu, Au and Ag flotation recoveries were 90.4~95.8% at a copper grade of 13.6-17.4%, 87.5-95.1% at a gold grade of 101-145.9 g/t, and 88.6-91.8% at a silver grade of 62.6-251.4 g/t, respectively. The benefits of Eriez Column/StackCell flotation technologies include high flotation selectivity and increased recovery due to unique hydrodynamic designs. Specifically, the StackCell design facilitates high turbulent kinetic energy dissipation rates to improve fine particle recovery and incorporates countercurrent wash water to significantly reduce hydraulic entrainment of the finest size gangue minerals to the froth product.

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that&apos;s been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation&apos;s resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior&apos;s rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today&apos;s high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won&apos;t be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda&apos;s Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada&apos;s national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country&apos;s energy sources, resulted in acquisition of Texasgulf&apos;s Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.&apos;&apos; The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC&apos;s shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior&apos;s efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC&apos;s 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. In March 1981, FEMA began the first purchase program for the national defense stockpile in over 20 years. The stockpile is sadly out of balance, Krueger adds. Stockpile materials are
