The changes in defects patterns or in element condition index during visual inspection of bridges are primary concerns for inspectors. This paper presents a new approach for change detection of defects in bridges by identifying changes in texture patterns through spectral analysis of digital images. The commonly used method for change detection is image differentiation. This subtraction method requires images to be of same size, scale, and rotation. However, no two images are same in real practices. Thus, image registration is required to align images and to produce change maps. This process is tedious and it is difficult often to achieve a good registered image. But, the change detection task can be readily modeled in frequency domain for texture patterns discrimination and also for quantifying their properties. This paper proposes a novel approach for change detection by transforming digital images into Fourier spectrum. In new coordinate system, 1-D signature functions can be drawn which facilitates easy comparison of textures in different directions. The proposed methodology provides useful tools for comparison of inspection history graphically and quantitatively. In practice, expensive sensors are used to detect subtle change in defect patterns. The proposed method can be used to detect any subtle change in defect patterns using digital images at much lower cost.

The present work has been done in an endeavor to correlate and complete the data on the constitution of alloys of zinc with other common metals, dealing exclusively, however, with the zinc-rich alloys in which the zinc content is between 90 and 100 per cent. This investigation has included the systems lead-zinc, cadmium-zinc, iron-zinc, copper-zinc, aluminum-zinc, nickel-zinc, manganese-zinc, cobalt-zinc, tin-zinc, and magnesium-zinc. The important ternary system zinc-lead-cadmium and the zinc corners of other ternary systems have been investigated in connection with this work but will not be dealt with here. Zinc does not form a single homogenous zinc-rich solid solution over any considerable range of concentration with any of the metals mentioned. A limited range of solid solubility is said, by previous investigators, to occur in several cases and certain effects on the properties of zinc are attributed (with varying degrees of consistency among different writers) to the presence of certain other metals dissolved in zinc. The increasing use of rolled zinc and the possibilities offered by zinc as a casting alloy in certain fields have made it essential to determine precisely these equilibrium relationships. In carrying out this investigation reliance was placed chiefly on two methods, conductivity measurements and microscopic analysis. The first method proved valuable in determining the existence and extent of solid solubility. The second method stands alone as a means of determining structural characteristics and supplements the first method in the measurement of solid solubility. The scleroscopic hardness of all conductivity specimens was measured partly for its value from the point of view of mechanical properties and partly as a check on the conductivity curves in indicating the limits of solid solubility. No hardness curves are included in this paper, for in no case were they important in arriving at the constitution of any system. THE application of aerial photographs to all phases of geologic mapping is set forth, indicating the advantages to be gained in different types of country and under varying climatic conditions. Methods of field and office procedure are given from a geological point of view, as well as suggestions regarding the best methods of aerial mapping for different uses and under varying field conditions, including the study of submarine geology. Aerial photographs with accompanying geologic maps are shown to illustrate the appearance from the air of different geologic features under varying climatic and topographic conditions.

Certainly, one of the core processes for the recovery of fine magnetic susceptible iron ore particles, mainly hematite iron ores, is the wet high intensity magnetic separation or WHIMS. This paper outlines a variety of recent developments and innovative process designs in the JONES® type WHIMS. It highlights the latest examples of flow sheets in terms of the diversity of combined rougher, scavenger, cleaner stages and adds to this the new more advanced JONES® type WHIMS equipment technologies like the HIGH FLOW ? HF, the QUATTRO ? Q and the SPLITT OPERATION ? SP. As a result of the increase of the capacity and magnetic intensity, the specific production cost could be decreased. The high worldwide acceptance for this continuous development testifies for the success and state of the art technology.

"IntroductionBACK IN THE nineteen-thirties, when Eldorado was a private company and was preparing to become Canada's first radium producer, the Mines Branch in Ottawa did much work on the development of chemical processes for the Port Hope refinery (1).In 1945, after the Canadian Government had taken over Eldorado for •atomic energy reasons, the Mines Branch was called upon again, this time to help out by looking into ways and means of improving ore treatment methods for the mine at Great Bear Lake. A group of technical men was assembled to devote full attention to this work, which was known as the Eldorado Project.Three years later, in 1948, the Government decided to reopen the development and operation of uranium properties to private enterprise.Since it is a function of the Mines Branch to assisit private development of Canadian mineral resources, this new uranium policy made it important for the Branch to be in a position where it could provide up-to-date services, technical assistance, and information relating to treatment of radioactive ores, mineralogy of radioactive ores, and assay methods for radioactive ores.At the same time, .because of the demand for increased uranium production, lower grade ores had definitely come into the picture, ores that might be of decidedly lower grade than, say, Eldorado pitchblende, and of entirely different nature."

INTRODUCTION The British mining industry comprises 228 nationalised coal mines producing some 113 million tonnes of deep mined coal and employing 242,600 persons of whom 185,200 work below ground. There are in addition 174 small privately-owned coal mines employing 1500 persons underground and producing 1.5 million tones of coal. In the non-coal sector there are 108 privately-owned mines producing some 20 different minerals, including tin, wolfram, fluorspar, potash, rock salt, china clay, ball clay and fireclay. There are currently 4,100 persons employed in these mines of whom 2,346 are employed below ground. One mine producing potash employs 870 persons of whom 465 are underground workers. Since 1975 all matters relating to the health and safety of persons at work and of the general public who are exposed to industrial hazards have come within the purview of the Health and Safety Executive (HSE). The Mines and Quarries Inspectorate (MQI) is a constituent part of that organisation and enforces legislation applicable to all mines and quarries. The National Radiological Protection Board (NRPB) is a statutory and independent body that was established in 1970 to advance knowledge and provide information and advice about radiological protection. The NRPB has an agency agreement with HSE to provide advice and services relating to radiological protection, including protection against exposure to radon decay products in mines. There are as yet no statutory requirements controlling exposure to this source of radiation in Britain. Investigations for the presence of radon in British coal mines were begun in the mid 195Os. The concentrations found were of low order, typically around 2 pCi/l (Duggan et al., 1968). This was not surprising since big coal mines are well ventilated to control methane and airborne dust and it is now generally accepted that radon and its decay products do not constitute a health hazard in British coal mines. At one or two small mines where igneous intrusions were in close proximity to the coal workings, slightly higher readings were recorded. The MQI then commissioned NRPB to make investigations at metalliferous mines and in these much higher readings were detected. It was later agreed that the NRPB should undertake a survey of all non-coal mines in Britain to establish the extent of the problem. This survey was conducted mainly in 1973, (Strong et al.,1975) and follow-up surveys at various mines have since been conducted by the MQI. These investigations revealed that radon readings could be high in mines producing tin, haematite and fluorspar. Some small mines working other minerals in the same localities also showed high readings. More recently owners have been making environmental measurements at mines where there was some cause for concern. LEGISLATION AND RADIATION STANDARDS As a result of the survey work for MQI the Board in 1975 recommended an occupational limit of 4 WLM in a year from radon decay products together with a programme of radiological supervision (Strong et al., 1975). The MQI accepted the recommendation and advised employers and employees that the 4 WLM limit should be adopted. The limit corresponds to a concentration of 0.3 WL, equivalent to 30 pCi/l of radon-222 in equilibrium with the decay products, and was in accordance with an earlier recommendation by the International Commission on Radiological Protection (ICRP, 1959). ICRP recommendations are usually endorsed in Britain. It was recognised that some years would probably be required to achieve general compliance, and this is proving to be the case. Some confusion has been caused in Britain by the conflict between successive Euratom Directives on this and other standards of safety. As relative newcomers to the Community, we were not affected by earlier Directives, but the situation is different now. In 1959, the Commission of the European Communities provisionally recommended a maximum permissible concentration for radon-222 and daughters of 3 x 10-7 µCi/cm3, which corresponds to 300 pCi/l (CEC, 1959). The number was affirmed in 1962 (CEC, 1962) and reaffirmed in 1966 (CEC, 1966) but without any specification of the state of equilibrium. In 1976, the CEC again recommended 300 pCi/l, but on this occasion, the daughters were assumed to be present in the same quantities as in unfiltered air (CEC, 1976): this implies 40 WLM a year in poorly-ventilated mines. The formula is repeated in the latest version of the Directive (CEC, 1980), but the value is now said to be an interim one because it might not ensure compliance with the appropriate dose limit. ICRP (1955) recommended 300 pCi/l in equilibrium with the decay products in 1955 and reduced this value to 30 pCi/l for unfiltered air in 1959 (ICRP, 1959), endorsed it for equilibrium conditions in 1976 (ICRP, 1976), and held to it until 1980: these values imply respectively 40 and 4 WLM a year. The recent recommendation of the ICRP (1980) that the annual limit of intake for the decay products should be 0.02 J in a year corresponds to 5 WLM, but there is a rider that reduction should be made for exposure to gamma rays and long-lived airborne radioactivity. An allowance of 20% is suggested for uranium mines, implying 4 WLM a year for the decay products. The

A retort was constructed in which fine particles of shale, entrained in steam or other gaseous media, could be retorted at controlled temperatures and residence times and the effects of retorting variables upon quality and quantity of products could be determined. Studies of the effects of temperature upon products obtained from Green River (Piceance Creek Basin, Colo.) and Chattanooga (Tenn.) oil shales were completed. The feasibility of using the retort to process a shale of extremely high moisture content from Brazil also was investigated. Air was used as the entraining medium in a series of studies in which combustion of some of the products of retorting within the retort tube supplied a major portion of the process heat. In another series, shale oil from a conventional retort was cracked thermally to obtain data for comparison with results of retorting en-trained shale. In still another series the effects of rates of steam flow and solids feed upon rates of heat transfer from the furnace to the process stream were studied. Crushed quartz rather than oil shale was charged to the retort in this series. A study was begun in which raw shale was partly retorted, the products separated, and the partially retorted shale recharged to the retort. The shale was to have been recycled until it was completely retorted in an effort to improve oil yield by recycle retorting; however, the project was terminated before the investigation was completed.

Refuge Chamber Expectations Training was created by a multidisciplinary team at the National Institute for Occupational Safety and Health (NIOSH) to inform miners of what to expect psychologically and physically if it became necessary to use a refuge chamber in a mine emergency. The presentation can be used either for one large group or for individual miners. The training is a multimedia Adobe Flash presentation containing pictures, audio, video, and interviews with miners who have used a refuge chamber in an emergency. It must be run on a computer with Adobe Flash Player installed (refer to the computer system requirements section).

Simple parameters, capable of easy observation on-site under operating conditions without interruption to production, are outlined for the operational assessment of underground conveyor systems. Recording techniques, methods of analysis and deduction of operational characteristics are discussed for batch inputs to several points of a multiple belt conveyor system with limited inter-belt storage capacity. Particular attention is given to input and output load- time distributions, utilisation of inter-belt storage capability and system shutdown behaviour. Actual data, observed for a transfer feeder located between two trunk conveyor belts in an underground coal mine, is used to illustrate the operational assessment of an underground system. Load sensitive feedback systems-are briefly considered.

The Annual Business Meeting of the members of The Rocky Mountain Coal Mining Institute held during he 84th Regular Meeting of the Institute was called to order by the president, H. Dean Jacot at 11:30 a.m Tuesday, June 28. 1988 in Peak Room 5 of Beaver Run Resort at Breckenridge, Colorado. Twenty three were present and a quorum was established. The president stated the purpose of the annual meeting is to inform members of the status of the affairs and activities of the corporation during the year. It was moved by Loren Linville, seconded and carried to approve the minutes of the previous meeting as published in the 1987 Proceedings. The chair called for reports of the various com¬mittees and these reports will he placed on file in the RMCMI office. Bylaws and Resolutions. Chairman Loren V. Linville reported there were no bylaws revisions. He further reported that the Board had adopted two resolutions: (I) Noting the passing of members since the last convention-Richard T. Brownrigg. Don A Dewey, John T. Maulshy. Hugh D. Nyquist and Mike Zakotnik. (2) Recognizing the superior skills of J. Brett Harvey. RMCMI Vice President of Utah. For recruiting 26 new members from the State of Utah and named him as #1 Recruiter in the Institute?s 1988 membership drive. Linville further commended the Executive Secretary officers, chairmen and committees loran excellent job in planning the 84th Regular Meeting and convention. Membership. In the absence of chairman Ed Sullivan. the secretary reported there are currently 718 active or dues paying members, 51 Life Members and 250 delinquent in dues payment. In the 1988 membership drive. 132 new members have been recruited and 74 of them attended this convention making up 27V, of the total attendance. Patrons of the Institute. This report was given by the secretary for chairman Ira McKeever. A total of 124 plaques has been prepared during the low year life of the program. It has been culled to 119 possible donors as some firms have gone out of business or consolidated. Of this number 46 renewed their annual $100 donation and three new Patrons have joined prior to the convention for a total of 49. During the convention. four new Patrons donated $100 each. tour former Patrons pledged $100 each and seven would be-new Patrons pledged $100 each for a total of 15. This would bring the grand total to 64 if all pledges are received prior to the close of this fiscal year as opposed to 59 renewals in 1987. Program. Co-Chairman Pete Nielsen announced the convention program theme "Broadening OUR Horizons" was well received despite the loss of three speakers during the final days prior to convention. Because the remarks of the Monday luncheon keynote speaker ran over the first time-to-be-tried Monday afternoon Poster Session was delayed almost an hour in beginning. This well thought out feature will he run again next year but in a different time frame. Nielsen thanked his co-chairmen, Bill Balaz and the Poster Session chairman Marcie Greenberg. Publicity. Chairman Tom Egan reported three newsletters including the convention newspaper were sent members during the year. He and Bob Jacob of Bob Jacob Public Relations were at registration daily to secure business card ads and to solicit advertising for the Proceedings. Scholarship. Chairman Keith McGinnis reported that six of the seven scholarship recipients were present at the convention. The University of Arizona at Tucson was added this year and it was the only university visited this year by the chairman. Each scholarship recipient was introduced to the membership at the Monday morning Welcome Session, presented a plaque and responded. The input Iron each winner was most favorable to the program. Each was appreciative of the many contacts made and the educational seminars and programs. McGinnis noted that the mining engineering department at the University of Wyoming may be dropped during the coming year. Joe Dunlap suggested that every member rally support of this department. Excavation by tunnel boring machines (TBMs) offers many advantages over conventional excavation methods, in terms of safety level, working environment, advance rate and overall cost. While TBMs have been extensively used in civil tunnel construction, they are also viewed as a competitive alternative to the drill-and-blast method for underground mining, attracting increasing attention from the mining industry. This paper presents an overview and general assessment on applications of TBMs in mines, by reviewing more than 60 TBM applications in underground/open pit coal and hard rock mines around the world. The projects range from the early exploratory trials of TBMs in mines in Germany, England, South Africa and America in the 1960s and 1970s, to the ongoing projects in Australia, China and Chile. The paper focuses on the geological compatibilities, the problems encountered, the solutions undertaken and the lessons learned from those projects. The paper summarises the progress made in the past and highlights the challenges faced by TBMs in mining due to complex ground conditions and geometrical requirements. THESE observations of the metal-working industries of Europe are based on a three months' tour of eight countries of Europe, in which 75 industrial establishments were visited in England, France, Germany, Belgium, Holland, Italy, Austria and Switzerland during the summer of 1927. Since the Western Electric Co. is a large consumer of copper and brass, these industries were of particular interest and differences in practices were of keen interest to us.

In 1969 "Société des Mines et Fonderies de Zinc de la Vieille-Montagne" produced 221,000 tons zinc ingots and 22,000 tons zinc dust, thus rating highest on the world's zinc producer list. The Company's plant at Balen, Belgium, with an output of 135,000 tons electrolytic zinc is the most important one of this group; it is an integrated metallurgical zinc and lead unit with recovery of most by-products. The present paper describes the zinc production facilities. The roasting section includes four fluid bed roasters (total concentrates charged: 740 tpd) and two sulfuric acid having a corresponding capacity. Calcine is leached in a fully automated plant by a two-step continuous process. Leaching residues, mixed with lead furnace slag, are treated in a shaft furnace. The recovered zinc fume is leached separately. In the near future, the leaching residues are to be treated by a wet process, developed in the Company's own laboratories. Purification of solutions is accomplished in two steps: antimony and zinc dust are added in the first one, only zinc dust in the second one for removal of cadmium. Electrolysis cells are partly of a conventional type. A new type of cell configuration was put onstream in October, 1969, planned output 60,000 tpy. Main features of the new cell rooms are the fully automatic pulling, stripping and replacing of the jumbo-size cathodes (immersed area 2.6 m2). Zinc cathodes are remelted in induction furnaces followed by in-line automatic casting and stacking machines.

This report presents the geometric parameters (attitude, spacing, extent, and aperture) of fracture patterns in a selected portion (study area) of San Manuel copper mine, Arizona. The geometric parameters are quantified for input to structural analyses for studies of the influence of fractures on cavability of ores. Using an orientation analysis procedure developed earlier by the Bureau, three prominent and nearly orthogonal sets of fracture orientations were delineated in the study area. Sets 1 and 2 dip nearly vertically, and generally strike east-west and north-south, respectively, whereas set 3 is nearly horizontal. Both a horizontal rotation (of 14° to 26° for sets 1 and 2, respectively) and a tilt (of 20° for set 3) is shown to occur between the 1415 and 2015 levels of the mine. Gomparison of the three major rock types present in the study area (quartz monzonite, monzonite porphyry, and rhyolite) show that the rhyolite is characterized by short extent, small spacing, and tightness of fractures as well as the general absence of fracture set 3, which may account for its generally observed strong resistance to caving.

After three years of experience in operating the pilot plant for the Noranda Continuous Smelting Process, the decision was made, in March 1971, to build an 800 ton per day commercial plant at Noranda, Quebec. The de- sign and layout of the plant is discussed and the installed equipment described. Experience previously gained in the pilot plant is mentioned when it has been used in the choice of equipment or plant layout. The full- scale reactor was started up in March 1973 and the operational datacollected and the experience acquired during the first 30 months of operation are described. This includes operation to produce both high grade matte and copper. Areas discussed include refractory wear, fuel consumption and throughput of copper concentrates. Changes made to original equipment and methods of operation are discussed, together with the reasons. The ad- vantages of using solid fuels to handle inert materials and to maximize converting air flowrates and concentrate throughputs are described. Relative efficiencies of oil and natural gas are compared. The addition of oxygen from a 94 ton per day oxygen plant to the reactor converting air was started in August 1975 and the initial operating results are included.
