This paper demonstrates an application of a recently developed Risk-Cost-Benefit (RCB) Framework to environmental risk management in the mining industry. The environmental application of the RCB Framework as part of an ACARP project (Kizil, Bye and Joy, 2012) involved a thorough selection process with site visits and in-depth discussions with the case study siteÆs environmental management team. Under their guidance, the highest risk of environmental impact at the case study site was identified as æroad subsidenceÆ at the time when the project work was undertaken. This paper presents the unique application of the RCB Framework to examine the risk of mining-induced subsidence and its impact on one of AustraliaÆs busiest highways, with a traffic volume of 38 000 vehicles per day (NSW RTA AADT, 2008). The RCB Framework was employed to assess the optimum group of controls for road subsidence risk management to ensure highway availability while mining occurs. Whilst this paper focuses on road subsidence, the methodology employed can be directly applied to other environmental concerns including preparation for mine closure, rehabilitation planning and waste management. The RCB Framework incorporates mathematical modules which were developed to enable complex yet tightly integrated RCB calculations. The process integrates the risk-control effectiveness assessment to determine that the selected safety initiative is financially beneficial to the mine site and company. This concept has been applied to a number of high-risk mining areas targeting safety, productivity and environmental issues. This paper introduces the five-staged RCB Framework, incorporating the RCB tools RCBGEN (Risk-Cost-Benefit Generator) and RCEMETHOD (Risk-Control-Effectiveness Method), and demonstrates its practical application to the risk management of a road subsidence case study. The case study looks at potential pavement damages, in particular, the occurrence of pavement stepping on the surface of the highway as a result of vertical subsidence. This type of road damage was previously experienced at another major inter-city route while underground mining occurred in the region where the case study site is located. The RCB Framework has been successfully applied to the analysis of the road subsidence case study and determined the risk reduction and financial benefits of implementing a range of risk-controls. User-friendly RCB Charts to provide an aid for decision-making were produced. The value of using the RCB charts to achieve balance between risk, cost and productivity in the decision-making process for risk management has been explained. The case study determined that pavement slots and fibre-optic cable monitoring were relatively low-cost and effective controls applied in the mining industry for the first time at a global level.This paper supports the industryÆs ongoing efforts to manage risk to ALARP (as low as reasonably practicable) and achieve æzero harmÆ by providing a new Framework to more effectively establish the adequacy of controls.CITATION:Kizil, G V, Bye, A and Joy, J, 2012. Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1989-1990 year followed by a brief profile. All winners, except Emmet Roache from New Mexico, were present as guests of the Institute at the June convention in Steamboat Springs, Colorado to receive recognition at the Welcome Session Monday, June 25, 1990. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Being a mining company, Assarel-Medet has a significant impact upon the environmental components. In order to meet the legal requirements and the requirements stipulated by the effective permits as well as to reduce the environmental imprint throughout the years, the policy of the company to implement a number of projects to improve the environmental components quality and the environmental state in the company?s region. The projects associated with atmospheric air quality management and reduction of the impact exercised by Assarel-Medet JSC by implementing various measures to eliminate the potential sources of the impact, preventive and rehabilitation initiatives as well as organizational and administrative activities are among the most important ones. A stable improvement of atmospheric air quality in the region and minimization of the company impact upon the ground air state in the region was observed in the period from 2005 to 2012 due to the applied measures. This project is a contribution to the environmental protection, in particular to atmospheric air protection, by applying integral monitoring and modeling methods to identify the negative impact by the mining companies and plan measures to reduce and restrict it as well as to improve the quality of the environment and living area of people working and living in the impact range as an element of sustainable development.

This paper, describing the concentrator practice of the Moctezuma Copper Co., is one of a series being prepared by the Bureau of Mines. The Nacozari concentrator of the Moctezuma Copper Co. (the Mexican subsidiary of the Phelps Dodge Corporation) is located about 75 miles south of Douglas, Ariz., in the Moctezuma District of the State of Sonora. Nacozari is the southern terminus of the Nacozari Railroad, ever which all concentrate is transported to Douglas for smelting.

Different reefs being extracted from a mine will, in all likelihood, have significantly different semi-variogram models - and these will probably vary from geozone to geozone. As errors of estimation are dependent on the semi- variogram parameters, it follows, if a mine samples all reefs in all sections using the same sampling grid pattern, that estimation errors (or limits of confidence) will not be the same throughout the mine. This may be an undesirable situation! A geostatistical study of the relative merits of alternative sampling arrangements has been carried out by considering different reefs in different sections of a South African gold mine.

The deformation modulus of coal mine pillars theoretically can be reduced by drilling holes in advance of the mining face. This reduction of modulus along the edge of the pillar has the effect of decreasing the stress concentration in the roof; control of roof caving is thereby predicted. Initial field work indicated that a high horizontal stress field existed at the field test site: Subsequent field work was undertaken to confirm the high horizontal stress field and to attempt to relieve the horizontal stress in the immediate roof. A method of softening pillars in conjunction with normal mining activity was developed. Instruments to measure horizontal roof strain, roof parting, roof tilt at the rib, and changes in vertical and horizontal stress in the roof and in the coal were used. These instruments were installed in both softened and unsoftened entries and in locations to indicate the effect of vertical slots in the roof. Significant stress reduction due to pillar softening was indicated, but the effect of this reduction on roof stability was not established. The vertical roof slots relieved the horizontal stress in the immediate roof very effectively, and observations of roof conditions indicated that the slots definitely improved roof stability.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous, since 1924, s made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the board for their assistance in arranging visits to several mine-safety stations, and to F. R. Wynne, Deputy Chief Inspector of Mines, for arranging visits to mines in Great Britain and certain other countries in Europe. During the summer of 1927 the writer had the privilege of visiting the mine-safety testing stations An Great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, a the installation of electrical equipment is contemplated each of these countries is confronted with the same safety problem as is the United States that is, the development of electrical equipment that will not, ignite gassy atmospheres should they through neglect or accident surround the equipment. The means employed by these countries in safeguarding gassy mines should therefore be of general interest to safety engineers of American coal mines, and a brief survey is given for each of the four countries mentioned. The fourth or last of these surveys covers conditions in France.

(San Francisco Meeting, October, 1911.) THE value of any particular ore, coke, or limestone, for iron-making, depends upon its effect, first, upon the quality or value of the resultant product; and second, upon the cost of smelting. The factors under the first head are the percentages of phosphorus, manganese, and other elements, which remain in the pig-iron ; while those under the second head are the percentages of iron, carbon, or lime, the slag-forming constituents, which must be fluxed, and any other ingredients which give rise to variations in cost of fuel and flux. The first of these criteria of value is perhaps not capable of being reduced to a general formula embracing all cases, since it must vary to a great extent with market-fluctuations. For example, Bessemer pig is worth sometimes more and sometimes less than foundry-pig ; and the premium paid for high manganese varies within wide limits. The second, or smelting-value, however, can be expressed numerically with a fair degree of accuracy; and it is with this phase of valuation that the present paper is concerned. The utility of a means of comparing numerically the relative smelting-values of different ores, cokes, and limestones, is self-evident, although it may not have importance in Northern practice, where materials are largely standardized. On the other hand, there are, especially in the South, many furnace-managers who must use a great variety of materials of widely varying grade; and it is with special reference to this district, and in connection with the efficiency-methods which I have elsewhere proposed,1 that the methods herein described were devised.

Non-ferrous smelting slags .can contain magnesia, which substantially increases the liquidus temperature. One option to counter this increase is to flux with calcia. In this work, experimental liquidus measurements including new measurements on industrial slags have been compared with a FACT-based thermodynamic model, which predicts the liquidus surface of multi-component iron silicate smelting slags containing both magnesia and calcia. The predictions, which agree well with experimental results, are summarized in both isothermal and non-isothermal diagrams to give a quantitative description of the liquidus surface.

This report describes a process for recovering chromium and other metals from superalloy scrap. Part I contains the results of laboratory scale experiments which were conducted to test a complex flowsheet utilizing a wide range of extractive metallurgical operations. The novel basis for the process is the formation of a sulfide matte in which chromium is concentrated in a discrete chromium sulfide phase. Mineral processing and hydrometallugical procedures are used to separate chromium sulfide from the other matte constituents. The products of the process are a chromium-nickel alloy suitable for reuse in the superalloy industry, electrolytic nickel, electrolytic cobalt, and an iron-molybdenum residue. Recovery of the principal elements contained in the scrap are chromium(Cr)-93 percent, nickel(Ni)-99 percent, cobalt(Co)-96 percent, molybdenum(Mo)-92 percent. Part II encompasses a preliminary engineering design of a pilot plant capable of treating 100 pounds(lb) of superalloy scrap per hour. Also included is an economic analysis of the operation of the pilot plant.

This report describes three types of optical dust probes that have been designed, built, and tested by the Bureau of Mines. Each of the probes measures dust cloud concentrations by the attentuation of light. The first is a single-path-length probe, the second is a double-path-length probe, and the third is a single-path-length probe that employs jets of air to keep the windows of the light source and detector free from dust coating. The theory of operation and the calibration procedures for each of the probes are described. The results of the Bureaus laboratory, mine, and field tests of the probes are also reported.

This is one of a series of capers being published by the Bureau of Mines on gold mining A the Western States. It describes the production of gold in the principal mining districts of New Mexico. The material was gathered red on a trip through tale State in the summer of 1936. Statistics for copper consumption from various sources show that the importance of production from secondary sources is increasing. This is of particular significance in countries such as the U.K ., which are totally dependent on secondary material for the supply of home-produced copper . A brief survey of the U.K . industry has shown that, in the past, relatively high profit margins have not encouraged high cap ital investment and development of more sophisticated operating techniques, but set against a background of rapidly escalating operating and energy costs , together with an ever-increasing demand for copper , it is anticipated that the industry will see great changes in the near future. With this in mind, an experimental furnace for continuous smelting of copper-bearing scrap has been developed at the University of Birmingham. This furnace has been designed to combine the conventional operations of blast furnace or reverberatory smelting, usually followed by converting, in one unit, and incorporates many of the features of the WORGRA and Noranda processes for continuous primary smelting . It consists of a long, sloping channel, constructed of chrome-magnesite refractory, which: is churned near the top. Smelting is effected lower down the channel, where iron, etc., in the scrap is oxidized and slagged off with silica flux. Provision is made for oil injection to increase oxidation rates. Metal can flow from the bottom of the channel, and slag from the top, so that a counter-current flow is achieved. The approximate molten capacity is 25 kg. Various scrap charges, both synthetically made and as supplied from various industrial smelters, have been successfully smelted. Metal of 83 -95 % Cu has been produced, depending on the original charge composition and the degree of air injection, although air injection was also found to considerably increase the copper loss to slag. Recoveries of other valuable non-ferrous metals in the charge were good.

This report is the result of a series of coal-cleaning tests using a dense-medium cone-type washer. Detailed results are given for 2 tests using a magnetite medium and 4 tests using a pulverized-refuse medium. Approximately 120 float-and-sink tests and over 500 separate chemical analyses were made in conjunction with these tests. In these tests higher recovery efficiencies and sharper separations were obtained when using a magnetite medium, especially on coal sizes below one-half inch. When sizes above 1 inch at low specific gravities of separation are cleaned, the pulverized refuse medium compared favorably with the magnetite medium.

AS every school boy knows, the Andes mountain range forms the backbone of South America, extending the full length of the continent along its western edge and fairly close to the Pacific coast. But in Colombia these mountains are divided into three distinct ranges known as the Western, Central and Eastern ranges of the Andes. United at the southern end, they spread out like three fingers in a northerly direction across the Republic of Colombia. These great natural barriers have only in recent years been tarried by railroads or wagon roads, and they have had their effect upon the history of the country, both political and ethnological. The United States not only is the largest producer of phosphate rock but also manufactures and consumes greater quantities of phosphate products than any other country. New and expanding uses will increase even further the demand for this basic raw material. Only a small proportion of the total quantity of phosphate rock mined and marketed is consumed directly in a raw or unprocessed state; the vast bulk is chemically treated and converted into [ertilizer] and a wide variety of finished products that play a vital role in [r] national economy. Three fundamental methods are employed in decomposing phosphate rock. 1. Reduction by carbon at high temperatures. 2. Treatment with one or more acids. 3. Calcination or fusion with silica, sodium salts, magnesium minerals, or small quantities of phosphoric acid.

In the past few years the world petroleum industry has increasingly felt the weight of changes in the principal economic factors affecting pro¬fits. As a result of, these changes, it has been necessary for many oil companies to acquire certain new facilities in order to strengthen their competitive positions and thereby protect their tremendous investments in crude oil reserves, pipe line facilities, refining operations, and marketing outlets. Principally these needs have been met by new capital outlays. A supplementary, method of acquiring needed facilities, however, has been to obtain existing facilities through complete or partial acquisition of other companies.' properties. It is this method of meeting competitive pressures with which this paper is concerned. This paper presents a statistical breakdown of the mergers and acquisitions which occurred in the oil industry between January 1, 1954, and October 1, 1959, showing the frequency' with which certain types of properties were acquired in each of the years studied. In addition, it discusses the principal economic conditions which stimulated many of these property trans¬fers, comments on the effects of these mergers on the consuming public, and indicates the types of, mergers and the rate at which they may be expected during the next three or four years. The basic data upon which the statistical analysis presented in this paper is based were taken from several published sources. Obviously they are somewhat incomplete because not all mergers and acquisitions were reported However;, a careful search was conducted through, The Wall Street, Journal, The Oil and Gas Journal, Potroleum Week, and The Oil Daily with the result that the data should be reasonably complete and comparable for each of the years studied, It is believed, therefore, that the statistical analysis which' follows provides a reasonably accurate indication of the general trend in mergers and acquisitions during the period studied.

"Helium has great value to the oil and as industry as a tracer gas, according to tests just completed in the Elk Hills Field, Naval Petroleum Reserve No. 1, Kearn County, California. When used as .a tracer gas, small percentages of helium are mixed with natural gas pumped into a reservoir for conservation, repressuring, or cycling purposes. Because minute quantities of helium added to natural gases can be detected by analytical methods and accurately determined, the variations of the helium content of gas withdrawn from various parts of a field when helium has been added to the injected gas give interesting and long-sought data on the movement of injected gas through reservoirs.The Bureau of Mines engineers began their studies of the use of helium as a tracer material in gas-injection operations in the Elk Hills, California, oil field, Naval Petroleum Reserve No. 1, in response to a request by the Navy Department for assistance in connection with an expanded oil-production program instituted in that field. This report discusses the Bureau's work on the problem of determining the direction and extent of migration of injected gas in the Elk Hills reservoir by the use of helium as a tracer gas,The Bureau appreciates the cooperation and assistance of Commodore W. G. Greenman, U.S.N., director, and Commander R. Walling, U.S.N.R., Assistant director, Naval Petroleum .and Oil Shale Reserves, Washington, D. C., Captain H. P. A method has been developed in the laboratory for successfully electro-refining titanium metal. Refining is accomplished in e fused-salt electrolyte using offgrade metal as the anode and collecting the purified metal at the cathode. The characteristics and requirements of the various alkali chlorides tested as electrolytes are discussed in relation to relative ease of purification and serviceability. The various types of cells designed and tested for electrorefining are illustrated and their method of operation discussed. The individual advantage of each cell and the purpose for which it was designed are reviewed. The magnitude of the cathode current density was found to depend largely upon the quantity of soluble titanium chloride in the electrolyte. The physical condition of the anode also greatly affected the cathode current density.
