The coal-bearing strata of Oklahoma occur in the eastern part of the state over an area of 14,500 square miles, 20.7 percent of the state's total area. Commercially valuable deposits of bituminous coal cover about 8,000 square miles in seams ranging from ten inches to five feet thick. Estimated reserves in Oklahoma are 1.6 billion tons, representing 0.3 percent of U.S. coal reserves. The vast majority of coal mined in Oklahoma used in a single power plant within the state. Oklahoma gained primacy when its regulatory program was conditionally approved January 19, 1981. Authority for the state to administer the Abandoned Mine Land program was granted January21,1982. On April 30,1984, the Office of Surface Mining substituted direct federal enforcement of the inspection and enforcement portions of the Oklahoma program. This substituted enforcement was based upon a finding by OSM that Oklahoma had not operated the inspection and enforcement portions of its program effectively. As of January 1, 1986, Oklahoma inspection and enforcement authority was reinstated. Full program authority was granted to Oklahoma on January 14, 1986.

The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

This report describes research by the Bureau of Mines on alternative materials-handling strategies for reducing the costs and incidence of back injuries in low-seam coal mines. Strategies recommended for redesigning materials-handling tasks include elimination of tasks, mechanization of tasks, and matching lifting tasks to the physical capabilities of underground miners. The report also discusses other methods that can be used by management to reduce the costs associated with back injuries.

While each coal mining business must consider the typical risks inherent to our industry, excellence in safety is most likely achieved when a safety program is customized to meet the needs of the individual business.

Much has been written of the changes undergone by coal in storage and the deterioration of coal through exposure to the weather. In order to obtain definite information for the benefit of the Government departments and of all who store coal in large quantitieS', a series . of tests was begun in the fall of 1909 under the supervision of tT. A. Holmes, then chief technologist of the United States Geological Survey, and was continued by the Bureau of Mines after its establishment in 1910. The tests were confined to determinations of the loss in heating value of the coals and did not include a study of other deterioration; for exaIp.ple, in coking quality or the yield of by-products in coking. The Bureau of Yards and Docks of the Navy Department cooperated in tests of New R~ver (W. Va.) coal, a variety largely used by the Navy. A preliminary report presenting a brief account of the early results of these tests has been published by the Bureau of Mines as Technical Paper 16.a The detailed report is presented in this bulletin, which gives a fu11 account of the tests and the analytical data covering a period of five years' storage. Data of somewhat similar experiments for shorter periods with gas coal from the Pittsburgh bed, with Pocahontas coal on the Isthmus of Panama, and with Sheridan, Wyo., subbituminous coal, which is used for railroad and other purposes in the West, are included. The tests of New River coal, in cooperation with the Navy Department, were undertaken to determine the advantage to be gained by storing coal under water, and particularly under salt water. Small lots were used in order to make the tests of maximum severity, and parallel experiments were made with run-of-mine and crushed coal under one-fourth inch size. All of the small lots tested under the different conditions (except those tested near Key West, Fla.) were taken as representative portions from one large original lot. The tests of Pocahontas coal, which, like the New River, is semibituminous, were undertaken chiefly to determine th.e effect of the tropical conditions in Panama. They were made on an outdoor pile of 100 tons of run-of-mine coal. Pittsburgh gas coal, a high-volatile, bituminous type used at gas and by-product coke works, was exposed for test at Ann Arbor, Mich., in cooperation with the University of Michigan. The university agreed to make tests at successive intervals of storage to determine, in its illuminating-gas experiment station, the yields of gas and byproducts from the coal. The coal, screened lump, was stored in about 4-ton lots out of doors in open bins. Subbituminous coal, which is mined in Colorado, Wyoming, and other States, and is known also as "black lignite," is commonly supposed to deteriorate rapidly in storage, especially by "slacking" or crumbling of the lumps. The tests herein described were undertaken at Sheridan, Wyo., in cooperation with the Chicago, Burlington & Quincy Railroad Co., in order to determine the extent of this slacking and the accompanying loss of heat value. The tests were in open bins holding 4 to 12 tons.

HAVING reached the status of an octogenarian plus, I suddenly decided to take a trip to Great Britain by airplane, before the possibility of hardening of the arteries made such a program too precarious. Of thirty June and July days spent in the islands, five were spent in the south of Ireland, or Eire as the politicians like to call their country. On June 15 I arrived in Glasgow where a day was spent with old friends before moving on to Edinburgh, where the Institution of Mining Engineers was billed to hold its summer session. I had received a cablegram before leaving New York inviting me to attend the sessions which I accepted with avidity, spending three most enjoyable and informative days with old friends and the officers of the Institution, Douglas Hay, president; Ian McDermid, secretary; and members of the council.

The Furnish mine, Caharrus County, W. C., was operated intermittently until 1905 as a gold mine. Scheelite was discovered by A. L. Mash in the mine dumps of the Furniss and Phoenix mines, and he later informed the Bureau of Mines of his discovery. The Bureau of Mines, in two projects at the deposit in 1948 and in drilled 12 holes totaling 1,706.6 feet, examined and sampled the underground workings, excavated by bulldozer and hand, 3,155 linear feet of trenches and collected numerous samples for assay. The best scheelite shown; was found in the underground exposure of the Furniss mine.

The National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory conducted a full-scale test of a composite polyurethane-aggregate seal in a hydrostatic chamber at the Lake Lynn Experimental Mine. This composite seal consisted of a polyurethane and limestone aggregate core that was formed between two concrete block walls. In the hydro-static chamber test, water is used to pressurize the seal. During the test, the maximum average water pressure the seal was able to withstand was 18.9 psi. Further, the seal began to yield at an average water pressure of only 17 psi. At the time of the test, the minimum seal design requirement was 20 psi under 30 CFR4 75.335 (2005). Therefore, based on this test, the seal did not meet the regulatory minimum design requirement. Uniaxial compressive tests conducted on samples from the polyurethane-aggregate core revealed that both the compressive strength and the elastic modulus of the material were much less than that for polyurethane only with a density of 10.0?12.0 lb/ft3. The significant reduction in the strength and stiffness of the polyurethane-aggregate mixture results from the formation of a soft polyurethane foam around each piece of aggregate. The formation of the soft foam seems to be caused by residual moisture from the aggregate. The moisture also caused the density of the polyurethane in the polyurethane-aggregate mixture to be less than the design requirements. The lower density of the polyurethane in the mixture, along with the formation of zones of pure polyurethane only, resulted in the overall seal density being less than the design requirements. During seal construction, steps were taken to control the moisture, but were not successful. An analysis of the seal failure showed that the calculated shear stresses at failure and the estimated shear strength of the polyurethane-aggregate mixture are fairly close. This suggests that the strength properties of the polyurethane-aggregate mixture along with a weak zone of poorly bonded aggregate controlled the maximum pressure the seal could withstand. At the time of the seal testing, the minimum design requirement was 20 psi, as specified at 30 CFR 75.335 (2005). New emergency temporary standards for seal designs were promulgated on May 22, 2007, with a minimum requirement of 50 psi under specified conditions. However, it will be shown that the evaluation of the polyurethane seal performance as designed to meet the older 20-psi criterion can be relevant to the design requirements under the new standards.

An algorithm used by the US Coast Guard to find lost objects is utilized to optimally allocate exploration efforts during initial stages of an exploration program. Based on classical search theory, the algorithm assumes a target probability distribution function, a detection func¬tion, and a cost function. The three Junctions are analogous to delineating areas of possible mineralization, choice of exploration methods, and exploration budget. Application of the algorithm is shown for a hypothetical target distribution. Using the maximum number of field days available as the cost function, the optimal allocation of effort is shown for different exploration methods, e.g. electromagnetic survey and induced polarization. The adaption of the algorithm for the exploration process is discussed.

6784. Barnes, V. L., and Romberg, Frederick. Gravity and Magnetic Observations on Iron Mountain Magnetite Deposit, Llano County, Tex. Geophysics, Menasha, Wis., vol. 8, No. 1, 1943, pp. 32-45. An outcrop of magnetite in the Central Mineral region of Texas is explored experimentally with a dip needle and a gravity meter. Two anomalies are observed, one due to the outcropping body and one probably due to a previously unknown body close to the outcrop. The possible attitudes of the bodies are discussed, and their masses and probable dimensions are computed from the gravitational observations. - Author's abstract.

Consumption of abrasive materials in the United States decreased 23% in value from that of 1981 to $262 million, of which 53% was manufactured abrasive, 39% was industrial diamond (natural and synthetic), and 8% was natural abrasive. This Bureau of Mines study estimates capital investment, operating costs, and selling prices for three underground bituminous mines producing coal with annual production ranging from 1.03 to 3.09 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes Initial capital investment ranges from $26,498,500 for the 1.03- million-ton-per-year (MM tpy) mine to $67,173,300 for the 3.09-MM-tpy mine. Total capital investment ranges from $37,437,500 to $92,984,300 for the same mines. Corresponding selling prices for the coal range from $14.83 to $13.26 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

EDC established an Environmental Review Framework in 1999. Throughout the early fall of 2001, the Corporation held public consultations across Canada to strengthen that framework, leading to a public release on November 15, 2001 of a report summarising the results of these consultations. Following this, the Corporation implemented strengthened environmental review requirements in the form of its Environmental Review Directive, in compliance with legislated amendments to Canada?s Export Development Act that went into effect on December 21, 2001. Over the past few years, there has been a global trend towards an increase in the social and environmental requirements of multilateral/bilateral financial institutions and export credit agencies. More recently, this activity has focussed on capturing institutions that have not yet adopted similar requirements and, more specifically, on developing a convergence of the requirements from institution to institution. This paper describes EDC?s new ERD and some of the initiatives that have taken place or are in process that are moving international financial institutions toward converging their environmental and social requirements for projects in the private sector.

(Eng.)(Rand) INTRODUCTION Stone Age people were living in various parts of South Africa as recent,ly as a thousand years ago, when they were displaced by Iron Age people with a culture developed in the far north. These invaders brought farming, building, and the earliest mining developments to the Transvaal, thus ushering in the beginning of our great mineral heritage. It is of particular interest to record that, up to comparatively recent times, some of these people were excavating iron-bearing shale rocks for their smelting furnaces on the Melville Koppies in J ohannesburg. Although the most recent the iron-smelting furnaces discovered on these koppies is estimated to be some five-hundred years old, it believed that these Iron Age people were driven out, and their settlements destroyed, by Zulu impis only one-hundred-and-fifty years ago.

IN 1945, Illinois produced 75,210,000 bid. of oil, or 4.4 percent of the total for the United States, and ranked sixth in the nation in oil production for the third consecutive year. Production decreased about 3 per cent from that of 1944, when the total Illinois production was 77,413,000 bbl. The tensile behavior of copper foils prepared from rolled bulk material has been studied over the thickness range 2 to 53 , and for a range of pain sizes. For foils of comparable grain size, having the cube texture and tested along (100), yield strength increases with decreasing foil thickness t below -26p, with a corresponding decrease in ductility. Deformation occurs in the form of localized slip clusters distributed throughout the gage section. To the extent that the tensile strength (10 to 18 kg mm-) is unaffected by foil thickness, and that the foils possess fair ductility, the stress-strain behavior resembles that of bulk material rather than that of whiskers or evaporated films of comparable dimensions. The dependence of yield strength o on foil thickness t below -26p is of the form: oy = oo + kt-1/2. Possible explanations for the stress increase are considered based on 1) the dependence of active dislocation source length on foil dimensions, 2) the locking of surface sources, or the blocking of mobile sources at the surface due to surface film. It is now well-established that filamentary whiskers of many materials show exceptionally high strength compared with bulk crystals.'-11 As the diameter of the whiskers decreases to -1, the observed fracture strength approaches, and in certain cases exceeds, the calculated shear stress for the nucleation of slip in a perfect crystal.' In general, the stress-strain curve is entirely elastic, with strains at fracture approaching 1 pct. Similarly, thin films12-24 of evaporated or electrodeposi-ted material have been shown to possess tensile strengths three to seven times that of bulk material, with total strains at fracture -1 to 2 pct. In the present study, attention has been directed to the room-temperature tensile behavior of thin foils of copper over the thickness range 2 to 53, prepared from rolled bulk material. Yield stress, ultimate tensile strength, elongation to fracture, and work-hardening behavior are measured as a function of grain size and foil thickness. Structurally such foils are superior to either evaporated or electrodeposited films, and in the recrystallized condition exhibit considerable ductility. Apart from preliminary work by Sumino and Yamamoto25 on the work-hardening behavior of rolled and recrystallized copper foils, no systematic tensile studies have been carried out on material of this form. EXPERIMENTAL PROCEDURE Tensile specimens were prepared from 99.995 pct purity rolled copper foils of thickness 2, 6, 12, 26, and 53, obtained from the Hamilton Watch Co., Lancaster, Pa. Irrespective of specimen shape, it is necessary to use tensile foils with edges free from notches or tears. To this end, any form of cutting operation was excluded, and the tensile foils prepared using a photoengraving process, the details of which are described elsewhere.26 Since tensile data are required under conditions of uni-axial stress, the specimen shape is extremely important. Ideally, the foil should be infinitely long, allowing a gradual taper from the grip area to the gage section; however, from a practical standpoint, long foils are easily damaged during testing. A modified tensile specimen was therefore selected having a parallel gage section 1.25 by 0.20 in. with a tapered shoulder section increasing to 0.5 in. at the grips, and an over-all length between grips of 4 in., Fig. 1. In practically all tests, these foils fractured within the parallel gage section. By approximating the foil contour (Fig. 1) to a hyperbola it is possible to analyze the stress distribution in the tensile foil using two-dimensional elasticity

In this paper the production and stability of crystalline scorodite (FeAsO4·2H2O) is discussed both on the basis of previously published work as well as recent work performed in our laboratory. The production of scorodite, especially from arsenic-rich and iron-deficient sulphate solutions offers a number of operational advantages such as high arsenic content, stoichiometriciron demand, and excellent dewatering characteristics. In addition to hydrothermal production of scorodite the work done over the last 10 years in our laboratory has determined that it is feasible to produce scorodite by step-wise lime neutralization at 90°C. The atmospheric scorodite possesses the same structural and solubility characteristics with the hydrothermally produced scorodite. Long term equilibration tests (up to 66 weeks) in the pH range 5 to 9 and temperatures from 22 °C to 75 °C revealed scorodite to undergo slow incongruent dissolutionyielding a highly metastable nano-sized 2-line ferrihydrite phase. The equilibrium arsenic concentration with this phase was 0.35, 0.96 and 5.87 mg/L at pH 5, 6, and 7 respectively at 22°C. In the presence of gypsum slightly lower concentrations were measured, this being more pronounced at pH>7. It was tentatively deduced that a Fe-Ca-AsO4 association (in the form of a phase resembling the mineral yukonite) contributes to the lowering of As concentration. Finally thermodynamic calculations determined that scorodite is stable in the presence of ferrihydriteunder oxic conditions up to pH 6.75 at 22 °C or higher pH at lower temperature and gypsum-saturated solutions. A computer program was written for the design of a shell and tube type heat exchanger on a price optimum basis. The program was designed to meet the following requirements: (1) Triangular pitch; (2) single or multiple pass; (3) heating or cooling; and (4) no change in phase. Price optimum design was obtained for four standard tube sizes and standard pitch. Pressure drop both inside and outside were computed and the nearest standard shells having at least the required area were listed. With this information, the estimator can select the heat exchanger best suited for the need. The program was made adaptable to various fluids and to various tube sizes and spacing by reading in much of the required data such as physical properties of the fluids, tube data, and standard shell data in tabular form.
