Construction projects may be delivered under one contract package or multiple packages divided by discipline, geographic location, or other characteristics. Dividing the construction into contract bid packages is called contract packaging, and is a vital and strategic aspect of effectively delivering tunneling projects. The process of contract packaging considers many factors, including the type of project, location, and owner?s priorities. This paper describes the key facets of the contract packaging process used recently on several tunnel projects, reports, where possible, on the success of the process, and concludes with recommendations for applying this process to achieve the right contract package.

The efforts to mechanize narrow reef tabular orebodies unique to this country, are not new. They began in the early 1900s and have over the last century seen varied rates of progress and success. Efforts to mechanize with the use of scraper winches can be regarded as a success. The scraper winch replaced the hand lashing of ore and development waste into hoppers. The initiatives by Anglo Gold and the then JCI to implement trackless mining equipment into these environments had limited success but in general were looked upon as a failure?at least this is the perception. The Chamber of Mines Research Organization (COMRO) in conjunction with various mining houses tried to make a success of the impact ripper. Diamond wire cutting of the stope face is another, which has been tried and tested. The use of high-pressure water to cut rock has also been trialed. These attempts, amongst others, are just a few of the efforts that have not been successful in the quest to make life at the face safer, more productive and easier for our employees. Against the backdrop of an emerging South Africa, the associated high expectations of historically disadvantaged people within the country, a strong rand, demands for better safety, lower cost of production and more efficient operations, mechanization has the chance to make a difference to Anglo Platinum?s business. Mechanization has certainly changed the way other commodities such as coal, base metals and diamonds are won from the earth. Mining?s image is still one of people crawling around in stopes?a dirty, ?low-tech? business. Anglo Platinum?s latest journey to mechanize its underground operations began in earnest in1998 and has enjoyed some successes and failures. The opportunity to change the way mining is done within the company is there. Technologies are evolving, and the implementation of mechanization can certainly assist with the achievement of the goals referred to above. When mechanization commenced, targets were set for the company to achieve but these have been revised in the light of recent events relating to the strengthening rand and a slow-down in expansion plans. However, the intent to mechanize appropriately in Anglo Platinum still exists.

Factual data about the sedimentation in the Newcastle Coal. Measures are presented. Data concerning the total coal measure sequence (isopachs, sand /shale ratio and total coal thickness variation), data about three coal seams (Borehole, Dudley and Victoria Tunnel) and data about interseam con- glomerate units are discussed. From this data conclusions are drawn about the coal measure environment. The western edge of the coal basin, the Lochinvar Dome, although a high feature was apparently stable during coal measure time. Despite its height it apparently supplied little sediment to the basin. The northern and north-eastern edge, which was unstable, suppl- ied most of the coarse detritus including the conglomerates to the basin. The conglomerates show patterns of fluvial origin but after a period of "normal" variations in pattern they become restricted to two parallel zones evidently tectonically controlled. Deposition of conglomerates is episodic and separated by periods of coal formation when deformation was apparently slight. Formation of each of the three seams considered followed a rather similar pattern - each shows development of thick coal around the basin edge and poor thin coal in the "axial" region of the present synclinal structure. Evidence of in-situ formation of some areas of the seams is discussed and periodic deformation of the basin during coal measure time is postulated.

Presenters of papers are usually happy in recording successful developments. But reporting failures can be as great a value as the former. Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

Construction of a new grammar school required blasting within three meters of the existing school. Due to changes not anticipated at time of bid opening, blasting had to take place while approximately 200 children were in attendance inside the building. Blasting with children in such close proximity forced the blaster to review and revise a systematic approach to construction blasting and make changes to previous Rules of Thumb guidelines. The revised rules of thumb place Blaster-in-Charge at the top of the List. Other changes specific to the project included putting in place a blasting safety plan that included communicating the serious job hazards to teachers and students. The plan included stringent lockdown guidelines establishing school procedures for accounting for each student prior to the countdown-to-blast being implemented. Emergency communications channels were kept open so that any scheduled blast could be aborted at the last instance.

This section of the Handbook deals with general principles to be evaluated in the development of a mining operation. It addresses the major issues that must be examined to fully evaluate a mining venture. Of course, one of the main topics to be evaluated is mine planning, which is covered in more detail in other sections (13, 17) of the Handbook and should be referenced in mine development projects. The topics to be discussed in this introduction include equipment and supplies, infrastructure, utilities, and project management. In any of the aspects mentioned, the current existing conditions at or near the mine site must be evaluated. This will include assessment of current use of utilities, infrastructure, housing, equipment suppliers, etc., as well as anticipated growth, both in the supply aspect of these systems as well as projected usage on these systems. After full assessment of both these aspects, an evaluation must be made as to the requirements the project will place on these items. Assessment must be made as to any up-grades required to bring the project on line, what impact the project will have on existing or expanded systems, and anticipated future growth impacts on support systems not only of the project but of other surrounding industry and urban devel-opment

In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.

This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

The hazards to the public posed by abandoned mine shafts are well documented. As private development encroaches on previously mined areas, the potential for fatalities and serious injuries from abandoned mine shafts increases. The U.S. Bureau of Mines has conducted research into cellular concrete as a material for sealing these openings. The current work involves testing the characteristics of cellular concrete before and after it had been pumped or dropped from different heights into a simulated mine shaft. Cellular concrete was pumped vertically up to and subsequently dropped from heights of 18 and 37 m into concrete forms. Wet density measurements were made at multiple sampling points in the test circuit. Air content determinations and uniaxial compressive strength testing were conducted. Research results showed significant loss in air content and changes in the characteristics of cellular concrete during pumping or dropping from various heights. Recommendations on effective use of cellular concrete for sealing abandoned mine shafts are made.

For many years, in numerous settings, the need for a language-fair and culture-fair assessment test has been identified as a significant issue for employment and selection for training of remote indigenous community members. Pivotal to the successful implementation and application of such a test is for it to gain the acceptance and trust of the local indigenous communities as a fair assessment and for it to provide organisations with an accurate predictive tool. However, when western tests have been used with indigenous groups, inherent language and cultural bias have had a significant negative impact in terms of community acceptance. These have also affected the accuracy of performance predictability. The Queensland Test was developed to overcome these problems. Originally developed for use in Papua New Guinea, it reduced training failures by 20 per cent. Later refinements were made and it was used with Aboriginal Australians. Since 2002, assessment tests have been used by the Freeport mine in West Papua to support their recruitment, selection and training processes for the local indigenous community, the Seven Suku Tribes. The initial process included the application of standard æwesternÆ assessment tests, which did not provide valid selection predictions, with community members and elders describing these tests as unfair and the organisation being concerned that the results were not accurate. A trial of the Queensland Test was conducted and a high correlation was established between the performance of FreeportÆs current Seven Suku employees as assessed by their managers and their Queensland Test results. Based on the results of this pilot the Queensland Test was successfully implemented as the primary selection tool for potential employees from these local indigenous groups. The testing materials and method gained community trust and support, with tribal elders describing the Queensland Test as a fair and suitable selection tool for their community members. Such results have sparked an interest within the Australian Mining industry, with similar results being reported from a recent trial. The Queensland Test has been implemented at a major site in Queensland and is being investigated for use elsewhere.

Canopies were designed, fabricated, installed, and demonstrated for mining machinery in 3-foot coal seams. A Wilcox PJ20 Auger miner, a Wilcox Bolter, a bee Norse 245 miner, and an Elkhorn Scoop AR3 modified to AR4 were fitted with canopies. The Wilcox Bolter canopy was hydraulically adjustable in height; the rest were manually pin adjustable. The machine operators' comments were adverse in each case. Restriction of visibility and body constriction into unaccustowed and tiring attitude were major objections, causing increased hazards and fatigue. Recommendations are made that roll bar protection be furnished in place of canopies for 3-foot seams to provide partial protection by deflecting and supporting roof falls but not covering the head of the operator. In this way, the effect on visibility would be minimized and fatigue from body restriction would not be increased.

"This summary of international mineral exploration activities for the year 2016 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL), an offering of S&P Global Market Intelligence (New York, NY), and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. Three types of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. dollars provided by SNL; 2) regional and site-specific exploration activities that took place in 2016 as compiled by the USGS and 3) regional events and legislation that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported. The SNL data summarize budget estimates for worldwide exploration activities in 2016 for 30 nonfuel mineral commodities and metal alloys, based on company surveys. Surveys focused on precious metals (gold, platinumgroup platinumgroup metals (PGMs) and silver), base metals, (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash) and other commodities (aluminum, antimony, diamond, graphite, heavy-mineral sands, lithium, niobium, rare-earth elements (REEs), scandium, tantalum, tungsten, uranium, vanadium and yttrium). Information on uranium exploration activities was included in SNL’s survey for the first time in 2007. Data on lithium, niobium, phosphate, potash, REE and tungsten were compiled for the first time in 2010, and scandium, vanadium and yttrium were added in 2014 because of their increased topical significance. Since 1999, companies with exploration budgets of $100,000 and greater were included in the SNL surveys. SNL budget estimates exclude coal, and oil and gas. The 2016 SNL mining company survey compilation was reported by SNL to include an estimated 95 percent of the world’s nonfuel mineral exploration budgets. The 5 percent that was not covered was accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data and government-funded exploration activities."

THE oxidation resistance of chromium and Fe-Cr alloys is increased by small additions of yttrium or other rare earth metals.1,2 In addition, the presence of the additives increases the resistance of these alloys to spalling of the external oxide above 1000°C. This ability to prevent spalling appears to be related to the formation of an internal oxide in alloys containing yttrium or the other rare earth metals. The internal oxide is found in the form of a filamentary growth concentrated in the grain boundaries of the unoxidized metal. In alloys containing yttrium this internal oxide was found to be either Y2O3 Or YCrO3.' In an earlier report,' the growth of the external oxide was found to be controlled by diffusion through the oxide layer. Thermal balance studies were used to establish the kinetics of external oxide formation. In this related study the rate of growth of the internal filamentary oxide has also been studied. The results obtained indicate that the growth of the internal oxide is also diffusion controlled. Internal oxidation appears to occur in at least two ways. Using copper alloys containing small amounts of silicon, Rhines 3 found that between 600" and 1000oC a subscale was formed which consisted of particles of silica dispersed in the metallic matrix. The conditions requisite to internal oxidation as suggested by Rhines are: 1) a solubility of oxygen in the alloy, 2) the ability of oxygen to diffuse at an appreciable rate into the alloy, 3) the possibility of the formation by the alloying element of an oxide more stable than the oxide of the host metal, and 4) a relatively low solubility of this oxide in the metal. These conditions are fulfilled for a number of other copper alloys.3-5 Furthermore, the relationship between the depth to which the internal oxide is formed and the oxidation time follows the simple parabolic law.6 The activation energy for copper containing small amounts of silicon, germanium, iron, or manganese as calculated from Rhines data6 is about 48 kcal per mole. In some cases the internal oxide is found segregated at the grain boundaries, especially near the the surface. Observations of this type of oxide formation have been reported by stead,7 Rhines,* and Lustman. During calendar year 1972, the Bureau of Mines was engaged in some 20 major areas of research for the development of new and improved efficient methods of conservation and utilization for petroleum and natural gas, oil shale, and coal. Made up of numerous projects described in this report, the program was carried out through research performed at research centers and laboratories in the field supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Based un this research, 186 technical reports were published by the Bureau or others, and numerous other reports were prepared for Federal agencies, State agencies, and organizations engaged in cooperative research programs with the Bureau.
