The current state of the mass transit industry in America will be examined. How and why this important urban activity shifted entirely, or almost entirely, from the private sector to the public sector. Who pays for transit? For day to day operating costs? For capital investment? The prospects for transit's future will be the next major issue addressed. In a word, they are rather good. Over the past decade there have been major new transit investments made in Atlanta, Baltimore, Washington, D.C. and Miami, as well as constant re-investment in such cities as New York, Boston, Philadelphia and Chicago. While the current administration has put a temporary halt on the initiation of any major new rail transit projects using Federal funds, there are several mechanisms localities have for using other resources for such projects. These will be explored.

The Production Profile Program is written for use on a Digital Model PDP 11/70 computer using a Fortran IV level G language. It may be run on any system which uses G level or an upward compatible version of Fortran IV language. Please note, however, that the Model PDP 11/70 for which the program was written is programed to read DEC026 type keypunching. If the user's computer is programed for another type of keypunching it may be necessary to re-keypunch the Production Profile Program. The Production Profile Program uses a fourteen card input. The data must be keypunched according to the layout described in detail in the multiple card layout forms (following). The output from this program must be printed on wide paper, as a full 120 columns are used. The samples of output at the back of this appendix have been reduced for inclusion in this report.

Adverse ground behavior events, such as convergence and ground falls, pose critical risks to underground mine safety and productivity. Today, monitoring of such failures is primarily conducted using legacy techniques with low spatial and temporal resolution while exposing workers to hazardous environments. This study assesses the potential of novel simultaneous localization and mapping (SLAM)-based light detection and ranging (Lidar) data quality for rapid, digital, and eventually autonomous mine-wide underground geotechnical monitoring. We derive a comprehensive suite of quality metrics based on tests in two underground mines for two state-of-the-art mobile laser scanning (MLS) systems. Our results provide evidence that SLAM-based MLS provides data of the quality required to detect geotechnically relevant changes while being significantly more efficient for large mine layouts when compared to traditional static systems. Additionally, we show that SLAM-specific processing can achieve an order of magnitude better relative accuracy relevant for change detection than quality metrics derived from traditionally deployed tests would suggest while reducing SLAM drift error by up to 90%. In collaboration with an operating block cave mine, we confirm these capabilities in field tests on a mine-wide scale and, for the first time, demonstrate methods of rockfall detection using MLS data. While more work is required to investigate optimal collection, processing, and utilization of MLS data, we demonstrate its potential to become an effective and widely applicable data source for rapid, accurate, and comprehensive geotechnical inspections.

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. This presentation identifies some of the more common problems associated with cofferdam construction. After the various problems are identified, they are briefly explained and possible solutions and preventive measures are noted. Photographic slides used during the seminar illustrate the conditions. This discussion is limited to cofferdams which are braced structures excavated inside to allow access for construction. The common procedure is to drive sheet piling and then alternatively install bracing and excavate. They can be located either on land or in water. Loads are applied by soil, water, surcharge pres-sure, eccentricities, and impact loads. The loads are resisted by the sheet piling, the bracing, and the soil below the bottom of the excavation; each of these three components must be capable of resisting the applied loads.

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and, the results are described in this report.

The long awaited arrival of a high accuracy detonator to reach the explosives end user will provide new opportunities the blasting community to become better equipped and able to improve upon the current approaches and methodologies used in blast design as they apply to the mitigation of adverse effects from blasting. This paper will detail the approach and findings throughout a several month research project to quantify the high accuracy detonator benefits and to mitigate a long standing vibration problem at a hard rock stone quarry in the state of New York. The tests conducted in this study were designed to provide important information as to the relationship between the use of high accuracy detonators and overall blast performance in terms of ground vibration prediction, control and improved rock fragmentation.

Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

During recent years, the Bureau of Mines has conducted an extensive investigation of the materials for making iron and steel. This work includes iron ore concentration, agglomeration, direct reduction of iron ores and concentrates, the production of pure manganese, chromium, and cobalt by electrolytic processes, the production of ferroalloys from low-grade domestic ores, and the development of special alloys to utilize these products. As a part of this general program, a Congressional appropriation allowed the con¬struction of an electric-furnace, semicommercial, ingot-producing plant at Shasta Dam near Redding, Calif. The primary objectives of the pilot plant were to determine the costs and operating problems involved in the production of steel and ferrous alloys in which sponge iron was used as melting stock, and to determine the physical properties of the materials produced. The pilot-plant equipment and the results of sponge iron-melting tests in the basic lined, electric arc furnace have been reported in previous publications.3/4/

CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

This discussion is concerned with the method of manufacturing, the design possibilities, and the properties of pole pieces for direct-current electric . motors and generators made from iron powder. In such applications as pole pieces, the electric and magnetic properties of the material are of major importance, therefore they are discussed somewhat more fully. However, the main advantage in making pole pieces from powders lies in the rapid and inexpensive method of manufacturing these pieces, and in the flexibility of design, rather than in their superior electrical properties. As a matter of fact, pole pieces from iron powder have found their principal field of usefulness in small electric motors for controls and similar applications where the highest possible flux density in a given design is not required. Fig. I shows a number of different designs for pole pieces made from iron powder. The steps involved in fabricating them are: (I) briquetting—with each stroke of the briquetting press a complete . pole piece is produced; (2) sintering, and (3) sizing, which is a one-step coining operation in a hand-operated punch press. Conventionally small pole pieces are made from laminated electrical sheet steel stock by punching out the laminations and riveting them together (Fig. 2). The powder method has the advantage of being rapid and inexpensive; also, it makes possible the molding of pole pieces with a round hub, which are better from a design standpoint, as will be shown later. It is difficult to make such round-hubbed pieces from laminated stock. The pole pieces could, of course, be machined from solid stock, but this method is not widely used. The raw material for making pole pieces from powder is straight iron powder without the addition of any alloying ingredients. However, the grade of powder used is of considerable importance, as will be shown later when the influence of the grade of iron powder upon the magnetic properties is discussed. Pole pieces are briquetted in the same way that other iron-powder machine parts are made. Because the pole pieces are flanged—i.e., they have a hub and a wing section—they are made in presses that apply pressure from both ends. For best mechanical and magnetic properties, the density throughout the piece should be even and also should be constant from piece to piece. For that reason a powder of constant compressibility from batch to batch is needed for briquetting pole pieces. One method of obtaining the required magnetic properties is to sinter the pole pieces at temperatures higher than are used for most iron-powder parts. A temperature of 2400°F. and an atmosphere of hydrogen has been found satisfactory. No automatic furnaces of the roller hearth or mesh-belt type have yet been developed for such high temperatures. the leaching of near-by rocks, had had no other result than to bring out from obscurity three certain features of practical lmport, all the labor of that controversy would have been well expended. These three points are : (1) a clear distinction between the vadose and the profound zones; (2) a determination of the manner in which the latter may be invaded by conditions of the former; and (3) an establishment of the general truth of the lateral-secretion theory when vadose conditions prevail, and of the. ascension-theory under profound conditions. In the practical consideration. of ore-deposits these generalizations are fundamental. Their wider application must be productive of great industrial advantages. Of first importance in the broader scientific survey of ore-genesis is the recognition of a sharp distinction between vadose and profound conditions. To many who listened to Professor Posepny's remarkable paper, read at the Chicago session of the Institute during the Columbian Exposition in 1893, this seemed, as Dr. S. F. Emmons has already observed, its most valuable and suggestive feature. Notwithstanding Posepny's implications to the contrary, and his vigorous berating of Sandberger's views, the immediate and lasting .effect of the . argument was really to strengthen greatly Sandberger's position. For it completely and sharply separated the lateral-secretionists from the ascensionists, raising the sphere of the former bodily above the line of permanent water-level and at the same time confining .the sphere of the latter to regions below that horizon. A little later, Professor Van Rise showed in some detail how meteoric waters may deeply invade the profound zone and carry vadose conditions into it. The zonal limitations of two great and apparently opposed agencies being thus definitely fixed, it is found that neither of the theories based thereon is susceptible of general application. If the generalizations of the lateral-secretionist be propounded solely for vadose conditions, we are able to agree with all of his more-important contentions; while there is general acquiescence in the views of the ascensionist if their application be restricted to the profound zone. Flotation testing has been done at laboratory scale on hematite mineral and ore samples using stage additions of various hydroxamates. Chemisorption of hydroxamate species onto the hematite surface was inferred from the results, possibly involving both the undissociated hydroxamic acid and hydroxamate ion as maximum recovery occurred close to the pKa of the hydroxamic acid. Flotation testing on a specular hematite ore containing 40 per cent Fe and 42.5 per cent silica gave highest iron grades in concentrate at pH 6, in contrast to published data which suggested pH 9 as the optimum value for ore processing. Using octyl hydroxamate, a rougher concentrate assaying 67 per cent Fe at 51 per cent recovery was obtained using four stage additions of 50 g/t at pH 6. For lower grade concentrates still meeting the chemical analysis for pigment grade micaceous hematite (minimum Fe assay 60 per cent) iron recoveries of 80 per cent were possible for stage additions of 50 g/t octyl hydroxamate in the pH range 6-8.

In the October 1998 issue of the Holmes Safety Association Bulletin, NIOSH authors Mark Stephenson and Carol Merry wrote the article Hearing loss among miners and measures to protect hearing, which focused on the extensiveness of hearing loss among miners and the use of hearing protection to prevent hearing loss. While the primary importance of engineering controls in preventing hearing loss was discussed, since miners do not generally have control over their work en­vironment or assignments, the article focused on the importance of consis­tent use of hearing protection. In this article, all aspects of a compre­hensive approach to the prevention of hearing loss in miners will be covered. The discussions will do the following: ? describe application of the hierarchy of controls in preventing hear­ing loss in miners, ? give an example for each type of control measure and its impact, ? explain the major provisions, be­yond the hierarchy of controls, of the recent NIOSH document en-titled Criteria for a Recommended Standard: Occupa­tional Noise Exposure, Revised Criteria 1998 relative to a hearing loss prevention program, and ? summarize important points on control of noise exposure for every miner to remember, equipment in most facets of operations. Miners are well aware of noisy areas in or around equipment, icluding extraction machinery such as draglines, power shovels, longwall shearers, and continuous mining machines; powered haulage equipment such as load-haul-dumps, shuttle cars, large trucks, and continuous haulage units; roof bolting machines; jackleg drills and stopers; auxiliary equipment such as compressors, fans, and pumps; size reduction equipment, etc. They are not well aware of the insidious nature of pro­gressive hearing loss, which is per­manent, but they are generally aware of what levels of noise are hazardous and what measures can be taken to reduce their personal noise exposure. Behaviorally, however, there are many reasons why miners choose not to use hearing protection faithfully.

"This paper presents an objective model for the estimation of fire risk potential of an underground coal mine panel by the bord-and-pillar method of mining where extraction is carried out by depillaring with caving. The fire risk rating procedure for the estimation of fire risk potential involved in the panel is described in detail. The model developed thereof is tested with the field data collected from different collieries across the country along with the laboratory data for critical assessment of fitness of the model. Some results showing the validity of the model are also cited here. Introduction The occurrence of fire in underground coal mine panels is quite common in India and elsewhere. These fires cause extensive loss of resources.Although substantial work has already been done by different research organizations, the problem has not been fully eliminated.The causes of panel fires depend not only on the spontaneous heating susceptibility of coal, but also on the extraneous conditions created in the panel due to the mining operations. From the studies done so far by various organizations, it is apparent that two types of parameters associated with spontaneous heating of a coal mine panel exist: intrinsic and extrinsic. Parameters related to the nature of coal, i.e., its physicochemical characteristics, petrographic distribution and mineral make-up are intrinsic, while the extrinsic parameters are related to the atmospheric, geological and mining conditions such as scope of leakage of air into the panel, wetness of mines, heat dissipation capacity of the panel, gassiness of seam, geological disturbances, method of extraction, size of panel, etc.Banerjee (1982) identified twenty-two mine parameters such as spontaneous heating susceptibility of coal, method of mining, geological disturbances, quality of overburden, degree of consolidation of coal mass, scope of accumulation of coal fines, etc. that can influence spontaneous heating in underground mines. He used the terms “high” and “low” for fire risk rating of each of these parameters. Since this approach is oversimplified, it can not determine the exact fire risk potential of an underground working."

"Dilution — planned and unplanned – remains a significant cost impairment in the mining process. A series of trials were held over a sixmonth period in fiscal year 2018 (FY18) that established the cost-benefit of new technology as it applies to the alignment accuracy of production drilling rigs in underground mining, thus confirming its ability to limit drilling as one of the causes of dilution. The trials identified three underlying factors affecting drilling accuracy, measurable by blast-hole deviation surveys of planned versus actual toe data. These were rig alignment error, collar location change/ error and in-hole deviation.The trials involved a comparison of existing rig setup processes and technology, with the new technology (Minnovare’s Production Optimizer system). The trials were undertaken in the same environment: the Cracow gold mine, an operating underground mine. The comparison first revealed the extent to which rig alignment impacts blast-hole deviation. Secondly, the new technology was proven to limit rig alignment error, thereby reducing average blast-hole deviation and increasing the number of holes drilled within tolerance by 160 percent.The increased accuracy reduced stope dilution by reducing over-break of subgrade ore. The new technology was implemented at Cracow during the latter half of 2018. Despite utilizing the new technology for just six months of the year, the mine recorded a 5 percent overall reduction in dilution for the full year compared to the previous year (FY17); from 22 percent down to 17 percent (a net decrease of 22.7 percent). Mine management attribute a significant proportion of this reduction to the new technology, along with sequencing and planning improvements. This opinion is backed by detailed stope reconciliation data taken during the trial from 28 stopes — representing 20 percent of the total tonnes mined during FY18. The data identified that stopes drilled using the new technology recorded 62.6 percent less average dilution."
