Costs of complex/underground projects have been consistently underestimated and delivery on time and on budget has been problematic. This has been attributed, to inadequate cost estimates and unidentified and/or insufficiently managed risk. Use of probabilistic cost estimates like the Washington State Department of Transportation?s CEVP® process (developed by the author and others) has produced more realistic cost estimates, explicitly identified and quantified risk (as input to risk management plans) and early awareness of key project issues. This paper updates previous work (NAT 2004), adds implementation detail for probalistic cost estimating as used by WSDOT, FHWA and other agencies and will address key issues in risk management, as related to probalistic cost estimates.

In this paper, the authors attempt to apply a simplified non-homogeneous void diffusion model (NHVDM) to predict surface subsidence for longwall mining in Illinois. A generalized error function subsidence profile is derived from this model. The model validation indicates that the NHVDM approach appears to fit the observed subsidence data as well or better than the error and the trigonometric functions, particularly around the trough edge areas.

Success of a blasting pattern in Blasting-off-the-solid (BOS) in Bord (Room) & Pillar method of coal mining is judged by the percentage of pull achieved vis-à-vis the yield of coal produced in a blasted round. Improper blast design and distribution of explosives in shot holes normally causes poor breakage i.e. a major portion of shot holes left unbroken resulting into reduced yield per blast. Over and above the disturbance to the roof is also due to excessive vibration caused by explosive energy not properly utilized in fragmentation.

This report presents a study of the Cooper sand of the Fork Run pool of Warren and McKean Counties, Pa., and a prediction of the secondary oil recovery by gasflooding the reservoir. A computer program employing a modification of the Craig, Geffen, and Morse secondary recovery calculation was used to make the gas flood performance forecast and is presented in the appendix. The Cooper sand reservoir in the Fork Run pool lies at a depth of about 1,900 feet and covers an area 1/2 mile wide by 2-1/4 miles long. Original oil in place is estimated to have been 8,266,000 STB. The primary recovery mechanism is solution gas drive, and ultimate primary recovery may reach 20 percent over a well life of 90 years. Two computer predictions were made for gas flooding the Cooper reservoir. The first was for a 25-acre pilot five-spot utilizing existing wells, but project economics were poor since only 25 percent of injection gas is utilized for pilot oil recovery. Recovery was 71,000 STB, or 22 percent of oil in place at flood initiation, but required 25,700 scf gas injected per STB of oil recovered. In the second prediction, pilot area performance was projected for the entire Fork Run pool, and economics became good. Recovery was 1,753,000 STB from 25 five-spots after the injection of only 6,400 scf per STB of oil recovered.

The XCVIIth meeting of the Institute for the reading and discussion of papers will be held at Spokane, Wash., beginning Monday, Sept. 27, 1909, as already announced in Special Circulars of May 8 and Aug. 14, 1909, and in the Bulletins for June, July, and August. The meeting will be preceded by a tour through Yellow stone Park and visits to Butte and Anaconda, and will be followed by visits to the Coeur d'Alene district, to the Alaska-Yukon-Pacific Exposition at Seattle, to the mining- and smelting-plants near Salt Lake, and to the iron- and lead- and zinc-plants at Pueblo. The special train for the party' will leave Chicago, September 16, and return about October 12. Details of the itinerary are given later in this announcement. The Secretary of the Spokane Local Committee is Lyndon K. Armstrong, 615 Hyde Block, Spokane, Wash., to whom should be addressed all inquiries concerning local matters. The control of the papers and proceedings will remain in charge of the Institute office, as usual. It is greatly to be desired, both in behalf of the Institute and in recognition of the many courtesies to be extended on the trip, that the excursion party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. For those who cannot join in the entire trip, it may be possible to provide special Pullman accommodations after leaving Yellowstone Park. In order to make the necessary arrangement, however, the names of members and guests contemplating this partial trip should be sent at once to Theodore Dwight, 29 West 39th Street, New York City. Coal seams approximately 7 feet, 9 feet and 20 feet thick at depths of 250, 600 and 1,000 feet respectively were detected using high resolution seismic reflection techniques. Investigation of seismic profiles indicates that good data are required to delineate faulting with only 20 feet of throw but that faulting with 50 feet of vertical displacement can be detected with poor data. Data acquired from dynamite charges fired in water saturated media were clearly superior to that acquired using charges dry tamped in 10 and 20 foot holes.

Four years of intensive exploration effort by Newmont Mining Corp. came to a climax May 27 in Carlin, Nevada, when local, state and federal officials joined with company officers at a dedication ceremony saluting the start-up of the firm's wholly- owned subsidiary, Carlin Gold Mining Co. Before an invited audience at the plant site, Newmont's President Plato Malozemoff and Nevada's Senator Howard D. Cannon pushed a lever and watched the new melting furnace rotate until a brilliant orange-red stream of molten gold poured forth from its mouth. Two 1200-oz bricks of bullion were poured that day, and they are the first of many that will lift this mine into the number two slot among U.S. gold producers and fourth among all gold mines on the North American continent. Although Newmont Mining first entered the gold mining business in 1929 in Grass Valley, California, the Company had operated no gold producers since the well-known Government directive L208, issued in 1942, closed down U.S. gold mines for the duration of World War 11. Now it is back in the business in a big way-a $10 million mine and plant capable of producing 200,000 oz. per year. All the gold from the Carlin operations is earmarked for the U.S. Mint in San Francisco.

This investigation was conducted to identify the principle causes of spoil instability problems in the Eastern Coal Province. The study was also conducted to develop a matrix to predict the strength and groundwater parameters necessary to conduct stability analyses on a proposed reclamation scheme. Suggestive methods to reduce spoil instability potential are also included. Numerous physical property, strength, compressibility, chemical and mineralogical tests were conducted on mine spoil samples obtained from 11 different surface mine sites. Site characteristics that influence the position of the post reclamation groundwater table were identified. Distinct regions within the Eastern Coal Province with high incidences of surface mine slides or high landslide susceptibility were identified. The application of the predictive matrices developed in this study is for surface mine sites mined and reclaimed in general accordance with the Surface Mine Reclamation Control Act of 1977. A review of current mining practices and the relative effect on spoil stability is included.

The present paper deals with mixing between the metal and slag phase during the ladle refining process, including vacuum degassing. Dispersion of metal drops in ladle slags has been studied. The results show a larger quantity of metal droplets in ladle slag during the alloying and stirring phase than during the subsequent vacuum degassing phase. The thermodynamic and kinetic aspects of the interaction between metal drops and the slag matrix have been considered and probable reasons for the observed distribution discussed.

This paper describes work done by Placer Dome Technical Services Limited, a subsidiary of Barrick Gold, and Nautilus Minerals Inc. in support of the conceptual design of a subsea mining system. It describes an overall concept design plus specific studies into mechanical excavation at depth. The concept design includes one or more subsea excavators connected to a suction riser, which transports the cut material to a shipboard dewatering and offloading system. A multi-phase investigation was performed into the mechanical excavation of seafloor massive sulphides at depths of around 1600m. Rock samples were recovered and tested for rock properties and cutting behaviour. A small pick drum cutter was procured and tested on a representative concrete slab in a lab and tested again while submerged in a test tank. Finally the cutter was tested on a massive sulphide ore body at 1600m depth. The cutting performance results, e.g. pick forces and specific energies, should provide valuable input to the design of future full scale subsea mining systems.

The U.S. Bureau of Mines made an economic appraisal of the Buttermilk study area, Inyo County, California in October 1980. Results of surveys indicate no potential for metallic, non-metallic, or energy resources in the area. However, glacial till covering most of the area prevented bedrock examinations by the appraisal teams or earlier prospectors. No mining claims are known to be in the area. INTRODUCTION Present Studies The U.S. Bureau of Mines, Western Field Operations Center, searched county mining claim records and other data available concerning mineral deposits, claims, leases, production, and mining activity in the area. The Bureau conducted field work in October 1980 searching for prospects and claim locations. Fourteen reconnaissance lode and placer samples taken from the area were analyzed for gold, silver, and tungsten; a spectrographic analysis also was run on selected samples.

Water rights and availability are extremely contentious issues in many mining regions around the world, in some instances leading to violent confrontation. This situation has the potential to only get worse because competition for 'scarce' water resources will increase with population growth. In this environment the dilemma facing the mining industry is how to generate confidence in developing a responsible, sustainable and transparent water management strategy that is recognised as such by all stakeholders. Whilst the water needs of the mining industry are minor compared to those of agriculture, an operating mine requires a relatively large quantity of water on a daily basis to carry out operations. Another contentious aspects of new mine development is the debate between all stakeholders on the amount and quality of water that a mine is able to discharge into the environment should this be required. There are a multitude of water resources available to the mining industry for operational needs however much of this water is saline and over the last two decades there has been a continual decline in water quality (ie salinity has increased). In today's world there are enormous internal and external pressures to reduce water consumption at a mine and/or alternatively use water not considered a resource by the local community (ie sewage, saline or salt water, desalinated water). Strategies to meet these objectives can be achieved by implementing good water management practices, by recycling process water, reducing water losses by evaporation and seepage (ie by increasing and improving dewatering practices) and employing new technologies such as dry stacking and dry processing. Recycled water, acid mine drainage water and water collected in the mining area have the potential to impact mineral processing performance, unless they are treated, because of the build up of mineral salts and decomposed chemical products in these types of waters. Besides this the regulatory requirements of any water discharged from a mine site (quantity and quality) have also become more stringent. For these reasons there is now some form of water treatment practiced at most mining operations around the world. This paper provides an overview of water stewardship undertaken in the mining industry over the last two decades and provides examples of water treatment practices that have recently been installed at mining operations that may be of interest to the reader.

One of the most notable achievements of the iron and steel industry in the United States in this century has been the general increase in productivity of individual blast furnaces and the reduction in coke rate. Most of the improvement in furnace operations has occurred within the past decade. During this time the output of the average furnace increased about one-third, while fuel rates decreased from 15 to 20 percent. For example, in 1949, the iron and steel industry produced 811.2 short tons of pig iron per blast-furnace day with a coke rate of 1,870.4 pounds per ton of pig iron, By 1960, the average production of pig iron per blast-furnace day had risen to 1,182.4 tons, while the coke rate had decreased to 1,497 pounds per ton of pig iron. These figures are averages for the entire industry; many furnaces produced over 2,000 tons per day and one furnace, operating on pellets, reached 2,700 tons of pig iron per day, Coke rates of individual furnaces varied, but some furnaces operated on less than 1,200 pounds per ton of pig iron. The significance of this decrease in coke rate is shown clearly when data on pig-iron production and coke consumption in 1959 are compared with 1948. In 1948, 57.3 million short tons of coke was charged into blast furnaces to produce 60.1 million tons of pig iron; in 1959 only 47.6 million tons of coke was needed to produce 60.2 million tons of pig iron. Thus, in 1959, nearly 10 million tons less coke was required to produce about the same amount of pig iron as was produced in 1948.

INTRODUCTION It has been recognized for some time that major changes in mining methods will be required in the near future. Two types of factors contribute to this need for change. Intrinsic factors include ground control problems associated with mining at increasing depths, noise, dust, toxic fumes, and logistics problems which arise from operation in a cyclical fashion. Extrinsic factors include competition for labor from industries offering safer and less difficult work, pressure for less impact on the environment, and changing economic and political conditions. The search for new mining methods has resulted in extensive research being carried out on such novel approaches as thermal fragmentation, high-pressure water jets, sonic drilling, microwave fragmentation, and laser cutting, among others. Joy Manufacturing Co. has elected to concentrate on impact breaking in stopes as a first generation continuous hard rock miner. IMPACT BREAKING Fragmentation techniques show a drop in specific energy as efficiency improves. Specific energy is the energy consumed per unit volume of rock removed and is affected by such variables as rock material properties, fragmentation method used, operator skill, tool design, etc. Mechanical fragmentation methods generally have specific energies much lower than that of the more novel methods. Table 1 shows impact breaking to have an efficiency exceeded only by that of drill and blast methods and it is this high efficiency which led Joy to impactors as the subject for research on potential mechanisms for continuous mining in hard rock.

Tracers of known densities are used world wide in coal processing plants to evaluate plant performance. Tracers are added to the feed stream and are counted after being recovered from the product and discard streams to determine partition curves. The need to recover the tracers can be eliminated by adding radio frequency identification tags to the tracers. Readers mounted on the product and discard streams record the passing RF tracers and produce the partition curve instantly. Tests were performed with three different shaped tracers at different collieries on cyclones ranging from 510mm to 800mm in diameter. Sink and float analyses of coal samples were used to compare conventional partition curves to partition curves obtained by using RF tracers. The average amount of tracers recorded was 78% of tracers in the feed. The results indicate that the stone shaped tracers represent the results from the sink-float analyses the best. The results suggest that RF tracers can be used to evaluate cyclone circuits in the coal industry and will make it possible to evaluate a coal circuit?s efficiency without stopping a plant and waiting for laboratory analyses. This report presents the data of one of a series of investigations of the washability of Alabama coals as indicated by float-and-sink tests made by the Bureau of Mines at the Southern Experiment Station in cooperation with the University of Alabama and Alabama coal producers The Klondyke mine, operated by the Blocton Mining Co., is about 1 mile east of West Blocton, Bibb County, Ala., near the southwestern extremity of the Cahaba coal field. The Bureau of Mines already has published three reports that deal with the washability of Cahaba coals - one a washability study of the Clark bed at Marvel4/, one on the tabling of fine coal from the Thompson and Woodstock bed , and the third a washablility study of the Henry Ellen bed at Acmar6/.

Under an extremely aggressive schedule, final design of 13.5 km (8.4 miles) miles of 8.2 m (27 ft) diameter deep rock tunnel, 322 ML/day (85 million gallons / day)submersible pumping station and associated facilities were accomplished ahead of a federal court mandated consent decree schedule. Challenges overcome by the project team in enabling timely completion of the construction documents will be presented. Discussion includes evolution of final design, consideration of future O&M requirements, and risks identified for construction and operations, together with measures to manage and proactively prepare for such risks.

Interestingly, the pass that many feel is the route that Hannibal chose, Col de la Traversette, is the sight of possibly the earliest avalanche mitigation known. Monastery records describe a tunnel built in 1470, near the top of the pass designed to protect pilgrims from the upper slopes. The mining sequence at Noranda’s Bell- Allard mine calls for two mining fronts retreating toward a central pillar known as the Retreat Zone between pyramids A and C. It is clear from numerical modelling and rock mass characterization that the induced stress level in the pillar will exceed the rock mass capacity. A mining plan was developed including the redimensioning of stopes in the Retreat Zone, additional ground support and instrumentation in order to ensure the safety of the workforce and to maximize ore recovery while minimizing production delays. The mining strategy consists in allowing the rock mass to fracture and fail progressively while maintaining control of the existing openings with the appropriate support. A systematic analysis of rockbursting and caving hazards was conducted for all accesses and stopes in order to plan ground support and instrumentation needs.
