Alluvial gold mining in New Zealand and in particular on the West Coast underwent a renaissance during the early 1980's. This was based on two main factors: a) the sharp rise in the gold price b) the advent of the hydraulic excavator with which to mine the auriferous gravels. The scale of operations varies considerably. A small operation typically consisting of one or two people using an excavator to feed either a land based or pontoon mounted (floating) gold recovery unit, which will typically feature a rotary screen with or without a tailings stacker with the screened fines < 10 - 15 mm) fed over riflle tables. The largest screening plants of this type are operated by DML Resources in their Arahura and Mikonui mining operations where the plants have the capacity to screen up to 250 m3 of gravel per hour. These plants usually employ jigs and centrifugal concentrators for gold recovery. Unique amongst current operations is the Grey River Dredge, a bucket ladder dredge capable of processing 700 m3 per hour similar to those that operated earlier this century. Gold concentration is by a series of jigs. The number of plants operating in recent times peaked at around 130 in 1987 (coinciding with a nominal average gold price of $751) and since that time has steadily declined to 80 units in 1993 and about 45 - 50 units today. This cycle of rapid expansion and then steady decline has been repeated on the West Coast since the original gold discoveries in the mid nineteenth century.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

The graphitic carbon content of soils may be used to detect and delimit subsurface graphitic zones. Spectrographic measurement of carbon in C horizon soils from several areas in the northeastern United States shows good correlation with known graphitic bodies. Bodies of graphite and sulfides are readily located by electromagnetic prospecting methods, but these methods cannot generally discriminate between them. Usual practice, therefore, requires follow-up work on electrically anomalous areas by trenching, drilling, or soil sampling in order to determine the mineralogical nature of the conductor. The efficiency and cost of such follow-up is consequently an important factor in prospecting. The presence of buried sulfide deposits is often reflected in concentrations of metals in the superincumbent soil. Simple chemical tests for such metal concentrations have been developed and applied with considerable success. Bodies of graphite or mixtures of graphite and sulfides are, however, very common and a means whereby buried graphite could be detected by soil testing should provide valuable additional information in the search for ore sulfide and graphite deposits. Graphite is a notably stable substance and should persist in soil above graphite-rich horizons. Microscopic examination of soil samples high in carbon, however, failed to reveal any recognizable graphite fragments indicating a grain size in the clay range. Presumably such small particles would have some mobility in a soil by a translocation mechanism similar to that proposed for the movement of clay particles in a soil profile. Experimental data supports this idea since the boundary between background and anomalous soils carbon values is quite sharp, but the anomalous zone is slightly broader than the graphitic source rock. A simple spectrochemical technique for the determination of carbon in geological materials has been described by Dennen,1 and may be directly applied to soils. A modification of this technique which employs an arcing chamber through which nitrogen is passed is recommended to decrease contributions from atmospheric carbon dioxide. Tests indicate that soils over graphitic zones may be strongly enriched in carbon. The spectrochemical determination of carbon depends upon the formation of the cyanogen molecule (CN) from carbon in a sample and atmospheric nitrogen, under the high temperatures associated with a dc arc. Samples for analysis are dried, lumps broken, and screened. A small portion of the -100 mesh fraction is packed into a copper electrode and excited as the cathode of a dc arc. The band spectra of cyanogen are recorded photographically and the density of the bandhead CN 3883A is measured. The limit of detection of the method is about 0.01 pct C and its coefficient of variation is about 15 pct. Soils, of course, contain carbon in other forms than graphite, and the amount of interference from such sources was examined. The C horizon of several soils from Massachusetts, Maine, and Pennsylvania were found to have a carbon content of 0.3 to 0.5 pct by weight. Recently the operating philosophy at concentrators processing platinum bearing ores has started to move from a recovery dominated system to one in which the production of high grade concentrates at the expense of some recovery would provide greater benefits in the further upgrading of the platinum group minerals (PGM). The low grades usually obtained are associated with the presence of naturally floatable talcaceous gangue minerals in all PGM ores. Polysaccharide depressants such as guar gum and carboxymethyl cellulose (CMC) are used to improve the grades of the concentrates. Recent testwork has shown that the use of high depressant concentrations can prevent any naturally floatable gangue from reporting to the concentrate. The only gangue present in the concentrates would be due to its entrainment in the froth. Under these conditions much higher grades can be achieved. The sulphide minerals themselves, however, become susceptible to depression at high depressant concentrations. This work examines how the recovery of sulphide minerals in two Merensky ores was affected by the type and concentration of the collector in the presence of high depressant concentration (500 g/t) and that the response of the sulphide minerals was also dependent on the type of depressant used (guar or CMC).

"Solvent extraction followed by electrowinning (SXEW) is an economical option for the processing of low grade and oxidized copper ore. Phenomenological models were developed to simulate the copper solvent extraction and the electrowinning processes. The two models were linked together to make a SX/EW simulator. The simulator is used to predict the operation of the mines Gaspe pilot plant put in operation in 1996. Results confirm the potential of the simulation that would subsequently be used for student training, process optimization and to assess the performances of control strategies.INTRODUCTIONSolvent extraction followed by electrowinning (SXEW) has become in the last two decades a key process for the recovery of copper from solution obtained by leaching low grade copper ore. Several operations have been commissioned in North and South Americas in the last decade (Arbiter, 1994). In Canada, Gibraltar Mine (Scott, 1991) operates a SX plant followed by electrowinning (EW) to produce copper cathode from leached low-grade ore dumps. From 1996 to 1997 Mines Gaspe operated a pilot plant to test the economical feasibility of leaching an oxidized copper ore, followed by solvent extraction and electrowinning of copper. Despite copper SX/EW processes have the reputation of being low cost operations, plant engineers should always look at way to make the plant more efficient. Process models provide an economic platform to learn, control and ultimately optimize the operation of a plant.Several models have been independently proposed to simulate the SX process (Cadman and Hsu, 1970; Medina Gomez, 1980; Wilkinson and Ingham, 1983; Garcia et al., 1988; Aminian et al., 1997) and the EW process (Bryson, 1981; Barton and Scott, 1992; Barton and Scott, 1993). However few papers, if any, deal with the integration of the two process models into a single simulator of a SX-EW plant. This paper describes the development of an integrated simulator for the SX-EW process and shows some steady-state simulation runs of an actual SX-EW pilot plant. The paper consists of four sections. The first section shows the general layout and principles of operation of a SX-EW plant.The second section describes the SX model while the third section deals with the process model used for the copper electrowinning process. The last section shows how the two process models are linked to simulate the operation of the Gaspe pilot plant."

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Geotechnical input is interwoven into the mining process at George Fisher South Mine from the planning and design of working areas to the closure of worked out areas and maintenance of life of mine and long term excavations. The methodology used consists of a mixture of application of established theoretical principles and guidelines derived from successful historical experience. In the development stage, including long term infrastructure excavations, the process takes into account the expected life of the excavation, usage and expected stress changes during its life span. On the stoping stage, the design process takes into account the local rock mass conditions, geological structure setting and previous experience in a particular orebody. Due to the high variation in age of currently used excavations, a rolling monitoring and risk assessment process for long term and life of mine excavations and infrastructure is maintained. This paper has as an output the process that must be followed to ensure an excavation on the highly dynamic mining environment at George Fisher South Mine is blasted and maintained in compliance with applicably commonly accepted safety and industry requirements.

The cost of preparing a feasibility study is notoriously difficult to estimate. Studies for mining projects are typically commenced when an exploration programme has identified a mineable resource and pre-feasibility studies have shown that development of the resource would lead to an economically viable project. Pre-feasibility studies will normally include an estimate of the cost of a formal feasibility study and this estimate would then be firmed up before a commitment is made to proceed with the formal study. Data for preparing the feasibility study cost estimate will be sketchy, geological investigations, metallurgical testwork, and marketing studies may be needed before the scope of the project and hence the scope of the formal study can be finally determined. Before an estimate of the work required and hence of the cost of the feasibility study can be prepared the source of project funds must be decided. Studies for internally funded projects are often less rigorous than those which must be "bankable" and subject to the scrutiny of external financial institutions. This paper sets out suggestions for preparing more accurate cost estimates for feasibility studies by ensuring that all activities are included and shows how a staged approach to preparing such studies can minimise costs and guard against cost overruns. It also provides a case study showing how the estimate compared with actual costs for a recent feasibility study completed by Pancontinental Mining Limited.

The method of investigation was to study the distribution of ore in great detail, to make a thorough structural study of the lode and the mine area, and then to compare the results of the two studies. Such a comparison usually reveals a very close relationship between geological structure and ore distribution, and can often lead to important conclusions which would not be reached in the ordinary working of a mine.The Triton mine lies 30 miles E.N.E. of Cue, or 380 miles N.W. of Kalgoorlie, in typical pre-Cambrian rocks, consisting of gTeenstone lavas and tuft's, interbedded with slates and some sediments, and intruded by granite and porphyry. Fig. 1 (at end of paper) is a longitudinal section of the mine and shows that the workings consist of the main North Emu and the smaller South Emu, separated by a distance of about 1 of a mile. Both orebodies occur on the same lode, which strikes north and south and dips practically vertically. On the same line, and of 1/2 a mile and a mile respectively to the north of the North Emu, are the small Rand and North Rand workings, where a big width of lode material has proved to be very low grade. In the North Emu the lode width averages 12 to 15 feet; it is seldom less than 5 feet and in places reaches 30 feet. In the South Emu the lode is wide, but only portion of it is payable.The lode is a mineralised bed occurring between massive lava flows on the east and a mixed series of tuft's and thin lava flows on the west. The lode material is hard, fine grained, and dark coloured, and generally has a faint banding which is believed to indicate a tuft'aceous origin of the original lode rock. Microscopic examination shows that the original lode rock has undergone considerable albitisation;' there has also been considerable formation of biotite which gives the lode material a characteristic sheen. The mineralisation consists of abundant fine pyrite, which is auriferous, and a lesser development of pyrrhotite which is, however, barren of gold.THE OREBODIES AND THEIR CHARACTERISTICSThe distribution of ore is best studied from gold contours, as these reveal features that cannot be detected in an ordinary assay section. Gold contours (see Fig. 3) are developed' by plotting the width and grade of all development and stoping assays throughout the mine on a longitudinal projection, representing each sample by a coloured dot according to a suitably chosen range of assay values, and then outlining areas of similarly coloured dots (see H. J. C. Conolly, Econ. Geol., April, 1936). Both width and grade must be taken into account and the simplest method of gold contouring is to use dwt.lft. values, but difficulties arise here with big widths of low grade and small widths of high grade ore. To choose an extreme case, 30 ft. of 2 dwts. and 2 ft. of 30 dwts. both equal 60 dwts.lft., and would therefore be given the same value in dwt.lft. contouring...

The purpose of the paper is to give an introduction to the concept of fatigue and its causes in the mining industry. By knowing the fundamental role it plays, together with its dynamics, can positively contribute to a mine?s safety management system. The difference between physical and psychological fatigue will be addressed with a possible range of causes that could trigger fatigue. There are two main sources of fatigue: firstly, work-related fatigue which is associated with activities at the workplace; and secondly non-work-related fatigue. The shared responsibility between the employer and employee is also discussed as it involves factors that occur both in and outside the workplace. Employers have the responsibility to manage fatigue through using a risk management approach. Employees have the responsibility to ensure they get enough sleep, take sufficient and regular nutrition, are healthy and physically fit and come to work fresh and alert. The impact of the implementation of a fatigue management plan and procedures has the potential to eliminate employee fatigue or its causes, reduce the likelihood of fatigue occurring in the workplace, and counteract the effects of fatigue when it occurs. Factors considered when implementing a fatigue management system include: extended hours of work, shift work, time of day and work design. Fatigue is one of the major role players (either causal or contributory) when it comes to causes of fatalities in the mining industry. Our main challenge in identifying whether fatigue played a role is the fact that it cannot be tested in post-mortems like drug or alcohol abuse. It is an aspect worth understanding and getting an organization sensitive to managing it properly to benefit both organizational as well as employee needs. The economic success and growth of any metropolitan region depends on mobility. Today, mobility between New Jersey and New York is threatened by a transportation system that cannot meet 21st century travel demands. The transportation bottleneck created by the Hudson River threatens the viability of one of the world?s great centers of commerce and culture. Fortunately, there is a solution: The Access to the Region?s Core Mass Transit Tunnel. The US$8.7-billion Mass Tran-sit Tunnel?s (MTT) new two-track line will double commuter rail capacity under the Hudson and create a new, state-of-the-art cavern station in Midtown Manhattan, with wide platforms, high-speed escalators and other features to improve riders? travel experience. The capacity and other benefits of the MTT project will launch a new era of prosperity for the region, just as the Pennsylvania Railroad did almost 100 years ago when it built the existing two, single-track rail tunnels that now form the sole commuter rail link between New Jersey and New York. The existing tunnels run from North Bergen, NJ, under the Hudson River to Pennsylvania Station at 33rd Street in Manhattan. Construction on the MTT, the largest public works project in the United States, is scheduled to start this year and continue through 2017. The MTT is ready to go to construction thanks to a major commitment of financial, engineering, project management and other resources from NJ TRAN-SIT, New Jersey?s statewide mass transit agency, and the Port Authority of New York and New Jersey, a bistate agency that operates the Holland and Lincoln tunnels, the George Washington Bridge and other major transportation facilities in New York and New Jersey. The project is also strongly supported by the state governments of New York and New Jersey, as well as that of New York City. The MTT is New Jersey Governor Jon Corzine?s number one transportation priority.

The quality of Lime Cement (L/C) columns is to a great extent dependent on the installation procedure. At a site in the south of Sweden, the client reported problems with the installed columns. To evaluate the operator and equipment dependent part of the installation, Hercules Grundläggning AB was appointed as a competitor to the site contractor. The purpose was to install a number of L/C columns with equal installation parameters for both contractors. A total of 65 test columns were installed in June 1999. The geology is a typical Swedish organic soil profile with a top layer of peat overlying gyttja and clay. Two different binders were used in the comparison; blast furnace slag with cement and lime with cement. After installation, the quality of the columns was monitored by penetration tests and a column sampler for extracting whole columns. The column penetration test were performed 28 and 134 days after installation and extraction 134 days after installation. Inspection and tests of the extracted columns showed that by using a fully computer controlled procedure, the contractor produces columns of superior quality and homogeneity.

This report is the 25th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations, and the 7th of these reports to be issued on a calendar-year basis.3 It reviews briefly work in progress during 1960, and furnishes references to publications by Bureau personnel during 1960 and also to a few older papers that were not cited in prior reports of this series. Details about some of the researches mentioned can be found by referring to the publications cited in the footnotes or in the further list in the Miscellaneous section; other phases of work are reported here for the first time and will be covered in more detail by later publications, Coal programs of the Bureau of Mines extend over the wide range of theoretical and applied studies indicated by the table of contents. Fundamental research on coal structure and on the properties of coal will, over a period of time, increase the general knowledge about coal Which scientists and engineers may use in answering practical questions and in solving problems in the mining and utilization of coal. More applied studies are conducted in connection with the developement and evaluation of new mining techniques and the effective processing and utilization of coal and of coal products. Health and safety activities, analyses of coal being mined, and technical advice and assistance to Federal agencies in connection with fuel and boiler-water problems are among the practical services handled by the Bureau.4 5

More than 220,000 diamonds have been found in the United States that range from microdiamonds to 40.42 carats in weight (Table 1). Some reports suggest diamonds weighing more than 100 carats have also been found in this country, although these reports have not been verified. The source of most of the diamonds in the United States is a group of kimberlite pipes, dikes and blows in the Colorado-Wyoming State Line district and a group of lamproite pipes in the Murfreesburo, AR area. Other areas where diamonds have been found include the Great Lakes region, the Pacific Coast and the southern Appalachian Mountains. The latter two regions are generally not considered favorable for diamond deposits. This is based on exploration models. They suggest commercial diamond deposits will be restricted to kimberlites emplaced in Archean cratons and to lamproites emplaced in Proterozoic mobile belts accreted to the cratons.

The Deep Ore Zone (DOZ) is a block cave mining operation exploiting a diluted reserve of 131 million tonnes grading 1.06 per cent copper and 0.81 g/t gold in the lower portion of the Ertsberg East Skarn System (EESS). The EESS is a calcium-magnesium silicate skarn containing in excess of 250 million tonnes of copper-gold ore, located in the Ertsberg Mining District on the crest of the Jawawijaya mountain range in the highlands of Irian Jaya, Indonesia. The EESS was discovered in 1968 where it cropped out at an elevation of 4050 metres above sea level. The Ertsberg Mining District is underlain by siliclastic carbonate and siltstone formations of Jurassic to Tertiary age. The sediments have been folded and are cut by major bedding subparallel and crosscutting structures. Intrusion of a series of igneous bodies post-dates folding and faulting. These I-type intrusions are the source for the copper-gold mineralisation found in the Ertsberg Mining District. The EESS is hosted by carbonates of the Tertiary Waripi and Faumai Formations that have been altered to calcium-magnesium silicate skarn and is situated on the southern limb of a northwest-trending syncline. The EESS is an essentially vertical tabular body with a vertical extent of at least 1200 metres and a lateral extent of up to 1000 metres. The width of the EESS averages 200 metres and locally is in excess of 300 metres. The northeast (hangingwall) contact of the EESS is a skarn reaction front in sudden contact with barren marbles. This contact coincides with a zone of localised faulting and brecciation. The EESS is bounded to the southwest (footwall) by the Ertsberg Diorite, a 3.25 Ma old intrusive. The DOZ block cave operation extends from 3040 metres above sea level to a maximum of 3388 metres above sea level, has a length of 860 metres and a maximum width of 350 metres. The DOZ is a high temperature skarn with a prograde forsterite/diopside mineralogy whose protolith is the dolomitic Tertiary Waripi Formation. The principal retrograde alteration minerals include tremolite, actinolite, serpentine, talc and chlorite. Grade is highest where bornite occurs in large dense complex intergrowths with magnetite and anhydrite. Grade has been locally enhanced in the DOZ by a late-stage pyrite-chalcopyrite hydrothermal alteration event with associated brecciation. Ertsberg Diorite along the footwall of the skarn is also included in the reserve where it is mineralised endoskarn or has been mineralised by porphyrytic or late stage hydrothermal alteration. Formation of the EESS was initiated by contact metamorphism during the intrusion of the Ertsberg Diorite with later metasomatic alteration during both prograde and retrograde phases. The bulk of sulphide mineralisation formed late in the retrograde phase. The EESS is open along strike to the northwest and down-dip with on-going exploration of these areas. Current exploration is targeting both endoskarn and porphyry style alteration and mineralisation of the Ertsberg Diorite.
