"Effective January 1, 1990, mines in British Columbia are subject to a new provincial mining tax statute, the Mineral Tax Act. Under this Act, mines are subject to a two-tier tax system, with a minimum tax payable on ""net current proceeds"" and a higher tax paid on net income. For many mines, the present value of tax paid under the new rules should be comparable to the amount paid under the old rules. Earlier cash payments could pose difficulties, particularly for smaller mines, but existing producing mines could benefit in the short-term.IntroductionEffective January 1, 1990, British Columbia has replaced the provincial mining tax regime under the Mineral Resources Tax Act with a new system under the Mineral Tax Act. Controlling the access of equipment, and people, has become more critical over the last few years for improving productivity and to meet safety responsibilities imposed by legislated obligations to have safety management systems. Hence Mine Site Technologies (MST) has spent the last three years completing the development of the tagging system to meet the mining industryÆs requirements, particularly streamlining access control. The basic tagging system tracks active Tags carried by personnel, or attached to vehicles and equipment, within underground zones. These Tags are detected (read) by Beacons placed strategically throughout the mine. As a Tag, or Tags, go past a Beacon they are read and the information transmitted back to the main database PC. This allows the current whereabouts of personnel and equipment to be known, as well as the history of their movements. The objectives of implementing the TRACKER Tagging System at Oaky No 1 Coal Mine were to: maintain a count of personnel inbye a particular point, and can alarm when a pre-set number is reached (eg the limit imposed by availability of SCSRÆs, etc); maintain a count of vehicles (and vehicle type) inbye a point, and can alarm if when a pre-set number is reached (eg when rated diesel units exceeds the limit for the ventilation present in that zone); manage the vehicle fleet, by keeping track of various vehicles underground better control and dispatch management of the equipment is achieved; keep track of equipment, knowing the location of equipment (such as forks, baskets, pumps, fans, etc) where last used or stored will minimise the risk of losing gear and assist in keeping inventory to a minimum; and locate personnel in emergency situations, by placing read Beacons throughout the mine the location of all personnel can be known in real time so that in the event of an emergency, their withdrawal can be monitored.

I am happy to welcome you to the twenty-third conference of the National Open-Hearth Committee, and our joint conference with the Blast Furnace Committee, of the American Institute of Mining and Metallurgical Engineers. It is appropriate that, for our fifteenth year anniversary, we should meet in the hotel and the city where this Open-Hearth Committee was inaugurated in 1925. At that first meeting, only a handful of men from a number of steel companies met to discuss ways and means to start a movement to improve the practical and metallurgical technique of open-hearth operations among independent manufacturers, as the United States Steel Corporation had carried on for many years.

This paper introduces the Quantified Value-created Process (QVP), a decision-making process for use in mine design and operation. The implementation of the QVP is founded on a ten-step rock engineering design process and a ten-step strategic planning process. The potential of this approach is demonstrated by examples of value created as a result of good research, design, and planning. The QVP is divided into two parts, namely, a ‘planning the process’ section and an ‘implementing the process’ section, and can be considered to be an extension of the risk approach. All costs, direct and indirect, associated with a significant mining decision (design, operational, investment) must be quantified in advance of committing to that decision, to determine the value that will be created in the short, medium, and long terms. Ethical values, associated with health, safety, the environment, public perception, and social aspects, may be difficult to quantify in economic terms, but must nevertheless also be considered. In contrast with a traditional risk approach, the QVP will identify the upside, and allow executives to make more informed strategic decisions. In this context it is essential to actively engage upper management in the decision process.

No presente trabalho foi proposto uma análise da eficiência de desfosforação de uma mistura padrão M1 e outras cinco misturas, onde foi realizada variação da massa de mistura adicionada ao sistema (60,70 e 80g), temperatura de trabalho (1350ºC e 1350ºC ajustada) e metodologia de adição. Os testes experimentais foram realizados a uma temperatura de 1400°C, com agitação de 450 RPM, em um forno de resistência. Para a análise das propriedades da escória, foram realizadas simulações através do software de termodinâmica computacional FactSage 7.2 e análises de imagens obtidas da superfície do cadinho ao final dos experimentos no software Quantikov. A mistura M1 apresentou melhor desempenho do que as misturas em todas as situações estudadas, sendo observado que melhores condições experimentais foram a utilização de 70g de mistura, a uma temperatura de 1400ºC, com a metodologia padrão de adição de toda a massa da mistura no início do experimento.

The presence of a fractured water-conducting zone (FWCZ) is of significant importance for the safety of underground mining under water bodies. When a coal mining area is covered with a thick layer of alluvial soil, the height, width, and distribution pattern of the FWCZ in the area shows unique features. The internal mechanism by which thick alluvial soil affects the FWCZ is still unknown. Using the Huainan coal mining area (HCMA) in China as a case study, we investigated the impact of thick alluvial soil on the height, width, and distribution pattern of the FWCZ through numerical simulation using the distinct element method, theoretical derivation, and data validation. The results indicate that a thick layer of alluvial soil inhibits the FWCZ height and increases the FWCZ lateral width. When the soil-to-rock ratio is greater than a certain value (the numerical result in this study is 15:18), the FWCZ height and width are affected by the thick alluvium significantly, and the thick alluvial soil alters the shape of the FWCZ from tall and thin to short and wide. The load exerted by the alluvial soil transfers downward to influence the FWCZ; however, this process is obstructed by the hard strata in the bedrock. Therefore, the vertical and lateral change trends show a similar step pattern. Our results can provide a basis for accurate calculation of the FWCZ height in mining areas with thick alluvial soil, to mitigate mine water hazards and increase the safety of underground mining in coal mines covered with a thick alluvium layer. Moreover, reducing the FWCZ height can help extend the upper extraction limit in coal mines covered with a thick alluvium layer, which reduces the thickness of the impermeable coal pillar and increases coal production.

The total capacity of the natural-gasoline industry to produce light hydrocarbon products increased to 21,322,000 gallons ( 507,670 barrels ) daily on January 1 , 1948 , from 17,928,000 gallons ( 426,860 barrels ) daily on January 1 , 1946. Expansion of the industry in the first two post -war years , 1946 end 1947 , thus averaged 9 percent annually , compared with 6 percent annually in the last two war years , 1944 and 1945 . The number of cycle plants increased only from 37 to 39 in the years 1946 and 1947 , and total capacity of these plants gained 21 percent to 5,857,000 gallons de ily on January 1 , 1948 , represent ing 27.5 percent of the total capacity of the industry , compared with 27.0 percent on January 1 , 1946. All other plants decreased in number in the two-year period from 589 to 510 on January 1 , 1948 , but their total daily capacity increased 18 percent to 15,465,000 gallons . The daily capacity of the average plant in the industry was enlarged from 28,600 gallons on January 1 , 1946 , to 38,800 gallons on January 1 , 1948 , continuing the long -established trend to producing units of greater size and efficiency . The average cycle plant capacity increased from 131,000 gallons daily to 150,200 gallons daily on the same dates as the average capacity of all other natural -gasoline plants increased from 22,200 gallons to 30,300 gallons . Owing to the elimination of small , obsolescent plants in Illinois , Oklahoma , and Pennsylvania , these States experienced the greatest reductions in numbers of plants in 1946 and 1947. In Oklahoma and Texas , several consolidations of two or more plants into a single operating unit were reported . Louisiana and Mississippi were the only States in which the number of plants increased , but daily capacity to produce light products was larger in eleven States on January 1 , 1948, than two years earlier . Added facilities in California and Texas accounted for 41 and 36 percent , respectively, of the national gain in capacity .

No cenário atual de empobrecimento da qualidade das matérias-primas carregadas nos altos-fornos, torna-se fundamental compreender os fenômenos que afetam diretamente a estabilidade operacional desses reatores. Este trabalho avaliou uma relação entre queda de pressão e intensidade de irrigação com a intenção de associá-los aos fenômenos de retenção e refluxo que ocorrem na zona de gotejamento de um alto-forno a coque. Não foi possível obter claramente uma relação entre as instabilidades operacionais e a ocorrência de fenômenos de inundação, porque não há uma separação clara entre os dias com e sem as instabilidades operacionais. No entanto, ao longo de um intervalo definido no diagrama, é notável uma maior ocorrência de instabilidades. Analisando os parâmetros, o que tem maior influência na permeabilidade da zona de gotejamento é a distribuição do tamanho do coque, avaliada pelo cálculo do diâmetro harmônico.

"X-ray fluorescence (XRF) is the most common technique used for online slurry assaying in base metal flotation applications. Typically, assays from feed, concentrate and tailings slurries are used to monitor and control the flotation circuit, with possible additional sampling locations in other main slurry flows inside the circuit. The elemental content detection from the XRF spectrum is relatively straightforward as the spectrum contains element-specific peaks whose height corresponds to the element concentration in the sample. However, centralised XRF analysers measure the elemental concentrations line-by-line, which may increase the sampling interval for an individual line and cause unnecessary response delays, especially in large flotation plants. Reflectance spectroscopy is an emerging technique that can be used to obtain more frequent measurements from slurries. The measurement is based on the mineral-specific absorbance of light in the visible and near-infrared (VNIR) wavelength range. Due to this relatively inexpensive and simple measurement system, it is possible to conduct the measurement simultaneously in several slurry lines. However, the information contained in the VNIR spectra is more difficult to interpret as concentrations of all the minerals in the sample contribute to the measured spectrum and changes in solids content, particle size and mineralogy disturb the elemental content estimation. Therefore, frequent calibration of the measurement is required. This study presents the application of combined reflectance spectrum and XRF measurements for rapid online slurry assaying in a copper-nickel flotation plant. The XRF assays are utilised as calibration samples for the reflectance spectrum measurement, keeping the calibration model up-to-date. The rapid reflectance spectrum analysis is then used to provide an almost continuous estimate of the slurry contents, enabling further improved process monitoring and control.Citation:Haavisto, O, Maksimainen, T, Rantala, A, Timperi, J and Kaartinen, J, 2016. A recent experimental pillar extraction project at a UG2 bord-and-pillar mine presented a unique opportunity to compile a new pillar database. Currently, the South African hard rock bordand- pillar mines are designed using the Hedley and Grant formula with a modified K-value. This empirically derived formula was developed for uranium mines in the Elliot Lake district of Canada. The use of this formula for the design of pillars in South Africa is questionable. Very few pillar failures have nevertheless been observed and its current calibrations for the various reef types are possibly too conservative. A new UG2 pillar database of 66 pillars, of which seven are classified as failed, was compiled by the authors. This enabled a revised ‘first-order’ calibration of the K-value for the Hedley and Grant formula. The new estimated value for the UG2 is K = 75 MPa. This gives a pillar strength that is more conservative than the PlatMine formula. This work should nevertheless be considered as only a preliminary calibration as the database was small. Further work is also required to determine whether the exponents in the formula for the width and height parameters are appropriate for UG2 pillars.

A comparative study has been made by the Bureau of Mines of several analytical methods for determining carbon monoxide and nitrogen oxides in toxic gases produced by the detonation of explosives. Laboratory and field methods and detector-tube devices are described. Analytical results are compared, and reliability of the various methods is discussed. INTRODUCTION In all underground mining there is ever-present danger to persons from possible overexposure to carbon monoxide and nitrogen oxides created by explosives or blasting agents. These health hazards, recognized for many years, led to the early establishment by the Bureau of Mines of specific requirements regarding fumes generated by explosives authorized for use in underground coal mines in the United States.3

Many attempts have been made to develop methane detectors that will be safer and more accurate than the flame safety lamps used to detect methane in mines. The development has taken two general forms, namely: (1) Methane detectors, in which the evidence of methane depends entirely upon changes in the appearance of the detecting element, such as a flame or filament; (2) indicating methane detectors or those equipped with scales upon which the approximate percentage is definitely indicated. As an aid in the development of suitable detectors, the United States Bureau of Mines has assembled and published in its Schedule 8B a set of minimum requirements which tests and experience have shown desirable for methane detectors. Any manufacturer may submit his detector for inspection and tests leading to approval under this schedule.

The mining industry is known to be a potential major contributor to the industrial development of any economy. Large-scale mining has been going on in Zambia for the last 100 years. The impact of mining in Zambia has been to create a development corridor along the line of rail to the Copperbelt Province, where hitherto, mining was concentrated, and then to develop a large consolidated high-density economic zone covering an area of about 72 km by 60km. This area is home to a number of very large integrated copper/cobalt mining complexes. The mining zone has expanded to the Northwestern Province in the last 10 years, where the largest copper mine in Africa now exists, having produced about 300 000 tonnes of copper in 2011. The total output of the Zambian mining industry is now about 820 000 tonnes per annum with projections of reaching 1.5 million by 2015, due to new Greenfield investments expected to come online by then. These new mining industry developments have come on the back of strong and sustained high base metal prices, in the last 10 years or so, due to demand mainly from China and India. This new lease of life has increased the contribution of the sector to the national treasury. The mining industry in Zambia has undergone a very important ownership restructuring with the sale of the previously Government owned parastatal, Zambia Consolidated Copper Mines (ZCCM) which dominated the sector, to allow for private sector participation. The privatization process lasted from about 1995 to about 2002. The recent growth of the mining sector has unfortunately not been matched by an adequate supply of skilled manpower for various reasons. These include: (i) A lack of strong in-house training strategies by the new mine owners (ii) Decrease in industry support to the training institutions (iii) The demise of and restructuring of ZCCM which has consequently limited the Government human resources planning tools for the mining sector (iv) The cyclic nature for the fortunes of the sector has lead to fluctuating interest of student recruitment into training institutions (v) Limitations, both staff and equipment, in the training institutions (vi) A re-structuring of the training institutions This paper examines the current status, and student output from tertiary training institutions for the mining sector in Zambia. This is then compared to the skilled labour demands of the sector. The various cause and effect issues are considered and a proposal on how this skills gap could be addressed sustainably is proposed. Coal Transport Via Pipe Line Claimed Feasible Moving coal via pipe line is a project proposed by the U. S. Bureau of Mines. A pipe line 100 miles long capable of transporting 5000 tons of coal a day with water could be built for about $10 million. The cost of moving the coal 100 miles would be between $1.28 and $2.01 a ton.

This paper is one of a series dealing with the mining and crushing methods and costs of the nonmetallic industries, prepared under the sponsorship of and in cooperation with the U. S. Bureau of Mines,. The quarrying methods described in this paper are those used at the Monocacy trap rock quarry which annually produces from 450,000 to 500,000 tons of crushed stone. This property is located 3 miles east of Birdsboro at Monacacy, Pa., and is one of the three quarries operated by the John T. Dyer Quarry Co. Throughout the paper an effort is made to explain the various methods used and the cost of operation.

"The benefits of modern technology can readily be identified with energy availability. A clear correlation has been established between per-capita energy consumption and the GNP for various nations. The United States is an outstanding example of a nation which has benefited from vast energy reserves. The nation is now challenged, how¬ever, by dwindling reserves and the need to develop new sources consistent with the preservation of environmental quality. The development of new, virtually inexhaustible and environmentally acceptable sources cannot be expected for several decades. Meanwhile, we will have to depend on coal, nuclear energy and/or rigorous conservation measures.The net effect of environmental considerations has been to delay and perhaps ultimately eliminate the nuclear energy option as a national energy alternative. This forces a more positive move toward coal as the next major source of electrical power. Our coal resources are large, but the use and production of coal is also a threat to the environment. Thus, we seem to be moving from one major accessible source to another due to environmental concern only to face the probability that the alternative is also environ¬mentally unacceptable.Controversies revolving about energy choices must be resolved by an analysis of the relative benefits and impacts of these two sources and others. The pattern of changing energy sources is not new. We have moved from wood to coal to oil and gas in the past and must learn to adapt in the future. Rational decisions must be made relative to the utilization of intermediate energy sources pending development of promising future approaches. A collapse of current levels of energy supply could threaten our technological society and the means to develop a new energy base."

This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment ranges from $23,629,500 for the 1; 06- million-ton-per-year (MM tpy) mine to $79,907,500 for the 4.99-MM-tpy mine. Total capital investment ranges from $35,336,500 to $1 18,863,500 for the same mines. Corresponding selling prices for the coal range from $13.57 to $11.36 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.
