This paper is one of a series of digests of foreign mining legislation and court decisions prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Mexico has been pro oared from the best information available in Washington but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it has been referred through the courtesy of the Department of State. INTRODUCTION Present-day Mexican mining legislation involves, not only the latest minim enactment (August 1, 1026), but many other enactments and regulations, principal among which are the Constitution, the Civil Code, the Code of Commerce, the Foreign Law, the Mining Tax Law, and. the Civil Jurisprudence of Mexico--the last-mentioned being based in Dart on Supreme Court decisions. Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. O objetivo desse trabalho foi avaliar a influência da deformação plástica na resistência à corrosão do aço API 5L X65, amplamente utilizado na fabricação de dutos destinados à indústria de petróleo e gás natural. Com esse propósito foi realizada análise metalográfica antes e após ensaios eletroquímicos de corrosão. Conclui-se que todas as condições 0%, 0,5%, 1,0%, 1,5%, 2,0% e 2,5% de deformação sofreram corrosão generalizada e as velocidades de corrosão foram similares em solução NACE 177-A.

The U.S. Bureau of Mines is investigating the potential of in situ leach mining a variety of Cu, Mn, and Au-Ag ores. Geologic characterization of ore samples from laboratory leaching experiments is conducted both prior to and after leaching to assess the effects of leaching on the chemistry, mineralogy, and texture of the rocks. The identification and chemical compositions of ore, gangue, and reaction products are determined by a combination of techniques such as reflected and transmitted light microscopy, X-ray diffraction, electron diffraction, electron microprobe analysis, and backscattered electron imaging with scanning electron microscopy. The distribution of the desired metal in various mineral phases can be illustrated using elemental X-ray maps. The potential of reactive gangue minerals to rob Cu from leach solutions is investigated with the aid of transmission electron microscopy. Porosity and permeability are measured to determine how effectively the host rock can transmit leach solution. Textural relationships between ore, gangue, secondary reaction products, and fluid channelways are determined by petrographic examination and are documented by optical photomicrographs and secondary electron imaging. Representative sample selection is described, and several epoxy impregnation and sample mounting techniques are discussed.

In 1973, the United States production of marketable phosphate rock set a record in excess of 42 million tons. This production rate is expected to continue to increase, due to the growing international requirement for fertilizer, at a rate exceeding 5% per year well into 1977. This trend contrasts sharply with the reduced phosphate rock production levels of the 1966 - 1971 period. The natural consequence of this growing phosphate rock market is an evaluation of the variety of means whereby plant capacity can be most effectively increased. One approach toward increased plant production capacity is through large capacity flotation cells provided they can be successfully applied to the recovery of the relatively coarse product which is characteristic of the phosphate rock feed. This paper will summarize the results of a nine month evaluation test program, conducted at the Haynesworth Mine at Bradley, Florida in which the flotation circuit "specific capacity" (tons feed/ft.2 floor space) and "specific input power" (Hp/ton feed) were determined, and the feasibility of achieving economically acceptable concentrate grade and recovery levels was demonstrated, using large, high capacity, flotation cells.

The effect of anions such as sulfate, chloride and nitrate on the solubility of rare earth element (REE)-bearing phosphates and fluoro-carbonates was examined using relevant thermodynamic data. The study found that these anions have significant influences on the overall dissolution of REEs from various sources in the aqueous media.

Fifteen boride composites were synthesized by hot pressing and evaluated by physical and incendivity testing as non-sparking tool materials. The incendivity tests, conducted at the U. S. Bureau of Mines, Albany Research Center, compared the boride compo-sites with standard cobalt-bonded tungsten carbide material used for coal cutter bits. Two titanium diboride composites and two zirconium diboride composites out-performed cobalt-bonded tungsten carbide in wear resistance and reduced tendency to cause ignitions. However, three of these candidates exhibited undesirable chipping. The remaining candidate, a TiB2-(Ni, Cu) composite, did not chip, nor did it cause ignitions at levels where cobalt-bonded tungsten carbide tools caused ignitions in the incendivity tests. Thus, this material appears to be a logical candidate for further development.

The temperature and oxygen concentration dependence on the reaction of sphalerite in oxygen at pressures from 6 to 640 mm Hg have been investigated in the temperature range 700° to 870°C. Sphalerite has been found to oxidize linearly over this entire temperature and pressure range. At higher rates, considerable self-heating was observed. The dependence of the oxidation rate on the oxygen concentration may be expressed by: Rate = k' where k' is the specific rate constant and 0 = K1[O2]/(1 + KI[O2]), where K1 is the equilibrium rate constant for the adsorption of oxygen on sphalerite. Values of the activation energy and the enthalpy of adsorption were found to be 60.3 and —59.6 kcal per mol, respectively. Data have been presented that indicate conditions under which either a sulphatizing or an oxidizing roast may be obtained. ROASTING processes have been employed in the metallurgy of a great number of basic metals in use today. Until recently, however, little attempt has been made to deduce the fundamental mechanism by which oxidation takes place. Structural changes upon oxidation have been investigated1 = and thorough work has been performed with regard to the reaction products and the thermodynamics of the oxidation reactions. The objective of this investigation was to determine the rate of oxidation of sphalerite and to apply the absolute reaction rate theory in the theoretilcal interpretation of the experimental results." "O Description of Apparatus The apparatus contains the following features: 1—a furnace with gas system, 2—an autographic weighing system, and 3—a temperature control system. Furnace With Gas System—The furnace was mounted by a yoke on each end and was free to travel up and down on steel guide rods, permitting the introduction and removal of samples from the apparatus with minimum difficulty. The furnace was heated by three sections of Kanthal wire wound externally on a zirconia tube and insulated with Fiber-frax. Pure gases or mixtures of gases were introduced into the lower end of the furnace through two flowmeters, a mixing chamber, and a gas-tight sparger, Fig. 1. The gaseous products of the reaction and the unused gases were prevented from escaping to the atmosphere by maintaining a small negative pressure on the system. This procedure permitted air from the outside to enter through the small an-nulus around the quartz suspension fiber and prevented the escape of the internal gases. Autographic Weighing System—The autographic weighing system consisted of an adapted gold balance, a photoelectric circuit, and a weight recorder, Fig. 2. The sample was suspended from one end of the balance beam by means of a platinum chain outside the furnace and a long thin quartz fiber on the inside of the furnace. On the other end of the balance beam, the necessary weights were added to counterbalance the sample. In addition, a calibrated chain was added to the balance which was linked directly to the weight recording unit. Control was effected by means of a photoelectric circuit." A parallel beam of light from a strong source was directed onto a small front-surfaced aluminum mirror mounted in the middle of the balance beam and then to a front-surfaced mirror mounted on the ceiling of the room. The beam was then reflected onto a front-surfaced right prism at a distance of 9 ft from the balance

This report covers the work on developing criteria for determining when a hazard exists when mining stratified mineral deposits beneath bodies of surface water. The nature of water bodies is considered, the disturbance to the strata induced by mining is described, inundation case histories reviewed, reasonable water inflows derived, and methods of mining to prevent or minimize the hazard are presented. Criteria are given whereby effected industries and agencies can recognize a potential hazard and plan a mine accordingly, releasing considerable mineral reserves otherwise considered unminable.

This document presents estimates of future "total cash cost per ounce" and "minesite cost per tonne" that are not recognized measures under United States generally accepted accounting principles ("US GAAP"). This data may not be comparable to data presented by other gold producers. These future estimates are based upon the total cash costs per ounce and minesite costs per tonne that the Company expects to incur to mine gold at the applicable projects and do not include production costs attributable to accretion expense and other asset retirement costs, which will vary over time as each project is developed and mined. It is therefore not practicable to reconcile these forward-looking non-GAAP financial measures to the most comparable GAAP measure. A reconciliation of the Company's total cash cost per ounce and minesite cost per tonne to the most comparable financial measures calculated and presented in accordance with US GAAP for the Company's historical results of operations is set forth in the notes to the financial statements included in the Company's Annual Information Form and Annual Report on Form 20-F, for the year ended December 31, 2009, as well as the Company's other filings with the Canadian Securities Administrators and the SEC.

A Discussion of the papers of James Gayley, on "The Application of Dry-Air Blast to the Manufacture of Iron" (see Trans., XXXV., 746, 1022, also pp. 315 and 745 of the present volume, and of J. E. Johnson, Jr., on "The Physical Action of the Blast-Furnace," p. 454. Chas. B. Dudley, Altoona, Pa.:—I am not a blast-furnace man, and this always puts me at a disadvantage because I cannot go into the details of the making of iron and steel. I have not the experience, and have to take the statements of other people, so what I say regarding the subject of this paper is not in the sense of an expert. When I first heard of Mr. Gayley's experiments, I said to myself, a I fear they will result in failure, since, apparently, Mr. Gayley has forgotten one chemical fact, namely, that carbon does not combine with oxygen in the absence of mater-vapor." This fact which was so astonishing when it was first brought out some years ago, and which those who are interested may find in the Journal of the Chemical Society of London, for 1885, page 349, and 1894, page 611, led me to think that the drying of the air would be a mistake. The general subject of the influence of water-vapor on chemical action is a large one; but the special point in which we are, for the moment, interested, namely, the influence of water-vapor on the combustion of carbon, was especially treated by Mr. H. B. Baker, in the papers referred to. Apparently, however, as the result of Mr. Gayley's experiments, we are to learn that the amount of moisture still left in the desiccated air is sufficient to secure perfectly satisfactory combustion. In thinking over Mr. Gayley's paper, it occurred to me that there were two alternatives, either of which might be chosen, namely, we might dry the air as Mr. Gayley does, or possibly we might, in a very much easier way, simply saturate the air at a constant temperature, and thus get uniform working and

During induration of iron ore pellets produced from magnetite concentrates, there are many reactions occurring simultaneously. While the magnetite is being oxidised to hematite, carbonate fluxes are being calcined, leading to the formation of complex oxides. Calcination of fluxes and the formation of calcium and magnesium ferrites and silicates during the preheat stage can influence the magnetite oxidation process. As the calcination reaction proceeds quicker than oxidation at temperatures experienced during the preheat stage (700 - 1200¦C), the bulk flow of CO2 emanating from within the pellet should disrupt the diffusion of O2 to the magnetite reaction as the gas fluxes are similar in magnitude. This increases the time required for the oxidation of the pellet. Using an infrared rapid heating furnace, experiments were performed on heating individual magnetite green balls in an air atmosphere. These experiments showed that time played an important role in the extent of oxidation and calcination and temperature significantly influenced the initial evolution of high temperature phases such as magnesioferrite, calcium ferrites and calcium silicates. Understanding the kinetics of all these reactions for a particular pellet feed, and their interaction, is important for optimising the design of the induration furnace.

ZEST in the search for new supplies of metallic ores and petroleum is difficult to maintain with stocks of raw materials accumulating and with over- production rightly or wrongly blamed for most of our industrial troubles. Enthusiasm over new methods of prospecting has consequently diminished and exploration programs in many fields have been drastically cur- tailed. Very naturally the effects have been felt with particular keeness in highly specialized phases of the work, such as geophysical prospecting, for the feverish scramble for new areas in which to drill beneath magnetic or electrical anomalies has abated, and there is even a lull in the firing in the battle over salt domes on the Gulf Coast. It is unquestionably an unhappy time for many of the organizations dependent on this work, but in certain respects the situation may be beneficial in correcting unsound practices that .have grown up through the necessity for haste and for quick decisions. With the restriction of the field to the more competent workers by the harsh rule of survival of the fittest, a general improvement, not only in technique but in business methods, can be expected which may go far in restoring public confidence. An experimental hole-to-hole seismic probe system has been developed for use in coal measure geology as a means of determining the structural conditions of coal seams. The source probe produces a 500-joule electric arc discharge whose seismic wavelet has a spectrum in the 200 to 2,000 Hz frequency range. Low compliance hydrophones contained in the source probe as well as in a separate seismic detector probe are matched to the frequency range of the source. Both probes are constructed with 5-72 cm diameter housings. The transducers in the probes are equipped with fluid-inflatable boots to permit operation in either wet or dry boreholes. Preliminary tests in vertical boreholes drilled 213 m apart in sedimentary rock formations show reliable operation and useful seismic propagation measurements along horizontal and oblique paths up to 232 m in length. Because the seismic wave- let has an accurately repeatable waveshape, multiple shots and signal averaging techniques can be used to enhance the signal-to-noise ratio and extend the transmission distances.

O presente trabalho desenvolveu uma solução, utilizando Hadoop e Map Reduce for C (MR4C), capaz de paralelizar a segmentação de fissuras em imagens de partículas minerais. Um conjunto de 221 imagens de tamanhos distintos de partículas de minério de cobre obtidas por microscopia eletrônica de varredura foi utilizado para os testes. A variação do número de nós de processamento apresentou um ganho do tempo de execução que escalou de forma quase que linear. O balanceamento de carga estática promoveu um speedup de 1,3. A solução proposta, quando comparada à implementação sequencial, considerando um cluster com 9 nós de processamento, atingiu um speedup de 19,1.

The problems of slope stability in open cast mines are examined. A criterion, the instantaneous stripping ratio, is suggested for use in the design of pit slopes and as an index of control at all stages of the exploitation of the orebody. This criterion may also be related to safety and to the maximizing of profits. Two approaches to safe design of slopes, one from the point of view of soil mechanics and the other from the point of view of rock mechanics, are described and critically compared. The effect on slope stability of the regional tectonic stress field is discussed. Explanation is given of the application of the Terzaghi effective stress concept to problems in both soil and rock environments, including possible effects when borehole deformation techniques are used to measure stresses in rock in situ. A company embarking on open cast mining is faced with two basic questions: 1) will the venture be profitable and 2) can it be carried out with safety? The two questions are obviously interrelated because both depend upon the slope angles adopted for the pit. The cost of open cast mining depends largely upon the stripping ratio, defined as the volume of overburden that must be removed to the volume of ore recovered. The steeper the slope angles, the more favorable the stripping ratio, but the stability of the slopes, and therefore the safety of men and materials in the pit, require that the angles be made relatively flat. Consequently, the design depends upon a compromise: the slopes must be steep enough to result in economical mining and flat enough to ensure safety. Today there is a world trend towards deeper mining by open cast methods. This is mainly due to the higher cost of underground mining and the lower cost of open excavation resulting from the introduction of large modern earth and rock-moving machinery. Deeper open cast mining has led to a very great increase in the volumes of wasted overburden, and much thought is being given to the considerable economic benefits which would result if pit slopes could be made steeper by even one or two degrees. The result has been an increasing interest in research into slope stability problems in the expectation that the application of scientific principles will provide solutions leading both to economies and to more predictable operation of the mines. In at least four places, the U.S., Australia, Western Germany and Southern Africa, comprehensive investigations are at present in progress, and it is the object of this paper to review some of the more important aspects of these programs. RELATION BETWEEN ECONOMY OF OPERATION AND SLOPE ANGLES The main object of any industrial enterprise in a free economy is to make a profit. In mining, where profits must be made from a wasting capital asset, a further definition of the profit motive is imposed, namely that the economic aim should be to maximize the total possible profit. But since profits deferred for a number of years are not as valuable as profits that are immediately available, it is usual to discount deferred profits at some rate of interest which reflects their current or present value in the hands of the investor. Thus, in mining the logical aim can be defined more closely still: to maximize the present value of the total future profits. In commercial terms the present value represents the market value of the operation as a going concern. Many factors enter into the forecast of current and future profits. They include the volume of production, the price of the salable product and the cost of production. Current profits can be estimated with reasonable accuracy by the operating engineers; but it is the task of economists and management to assess future trends in the mineral markets and in the economy as a whole, and together with the engineers, they can then estimate the future cost and profitability of the mining operations. In open cast mining, the rate of ore production once decided on remains a virtually constant factor unless a major change in the capital structure of the mine is made. This publication contains analyses and related source data for 153 natural gas samples from 16 States. Of the total samples, 149 were collected during calendar year 1993. The remainder were collected earlier, but releases granting permission to publish were not received until 1993. None of the analyses have been previously published in annual reports. All samples were obtained and analyzed as part of U.S. Department of the Interior, U.S. Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by mass spectrometer and chromatograph.

Introduction In the period from 1939 to the present, Canada has experienced a remarkable industrial expansion, rising to probably seventh in rank amongst world countries. In the early part of this period, the desperate need for military supplies unloosed tremendous amounts of capital for building new factories and for expanding and converting existing facilities. Mines, factories, and other divisions of the industrial economy bent every energy toward greater and greater output. The result was an 80 per cent increase in the volume of the nation's production within a period of four years, a truly remarkable accomplishment and one in which the mining industry had a very vital part. After the critical year, 1944, the tempo of industry eased off a bit, dropping approximately 20 per cent by 1946. At this time the prospects or post-war industry were clouded by monetary and political chaos in overseas countries, by trade restrictions, and by market uncertainties. There was, of course, a pent-up demand, both at home and abroad, for civilian goods that had been curtailed during the war and for capital equipment that had been destroyed. In the midst of this world-wide uncertainty, if anyone had ventured to predict that by the end of 1950 Canada's industrial output would be back to the 1944 level and humming along at nearly twice the best pre-war pace, he would have been considered rash indeed. The Baum-type jig used so widely to clean bituminous coals has not been adopted for anthracite. If proved suitable for anthracite, its use might lower preparation costs in some plants. Cleaning trials on a Pennsylvania anthracite in a laboratory-size Baum-type jig were undertaken by the Bureau of Mines to provide indicative information that would be helpful in determining whether the cost of a full-scale installation would be justified. Clean coal surpassing standard anthracite specifications was obtained in all sizes from Stove through No. 5 Buckwheat. Recovery effi¬ciencies were acceptable down to 3/16-inch size, but there was excessive loss of coal in the finer sizes. Thus the fine refuse produced in a commercial plant might re¬quire retreatment. A comparative cleaning trial in a dense-medium pilot plant provided a recovery efficiency only l percent higher than obtained in jigging.
