Deposits of chromite are in associated with ophiolite complexes in Papua New Guinea. No deposits which are currently exploitable have been recognised, but large resources that may be economic in the future are present at Ramu area and on the Morobe coast. These are contained either in laterites or in sediments derived from ultramafic members of the ophiolites. There are possibilities of establishing further resources either in similar settings or associated with ultramafic members of alkali intrusive Complexes.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The Jeffrey mine of the Canadian Johns-Manville Co., Limited, is in the town of Asbestos, situated approximately 100 miles northeast of Montreal and about the same distance southwest of Quebec, in Richmond County, Quebec. Mining operations were started in 1881 on outcrops on a hill, as a side-hill cut, followed by a second and third cut. This development was the forerunner of the present large open-pit operations, the mine now ranking as the largest open-pit asbestos mine in the world. Operations were first carried on by hand, then by horsepower and later by stem cableways. By 1924 the derrick spans, 2000 ft. or more long, became unwieldy. To overcome this, and also to eliminate hand labor as much as possible, steam shovels and railroad haulage were introduced. The steam shovels were replaced in 1928 by larger electric shovels of the full-revolving type. The Ore Body The ore body is a serpentinized peri-dotite rock mass. The chrysotile fibers form a network of veins throughout, varying from microscopic width to two or more inches measured across the veins (Fig. I). These veins may be continuous for a few or many feet; they may increase or decrease in width within a few feet. The veins in which the fibers occur per- pendicular to the veins are known as cross fiber. Those in which the fibers lay parallel to the veins are known as slip fiber. IN the early age of steel it was made hy what is known as the cementation proeess, in which wrought iron was embedded in charcoal and heated in a mufflc furnace to a tcmperature of approximately 1100° C. for varying lengths of time, the length of time depending upon the amount of carbon (or better known in thosedays as the degree of hardness) required in the finished product.By this process the resultant product obtained was not of uniform quality, and because of this uncertainty of quality Huntsman was induced, in the year 1740, to introduee what is known as the crucible process.This process consisted of cutting into small pieces the product of the cementation process, placing these pieces in a crucible, and melting them down with the aid of a eoke-fired furnace, after which the molten metal was cast into suitahly shaped ingots, from which could be hammered any desired shape.A section of crucible furnace is shown in Fig. 1. By this means a product, very uniform in character, was produced.The process is still in use, but, owing to its high operating cost, it is mostly eonfined to the production of very high-grade carhon and alloy steels. Its position to-day as a producer of these high-grade steels is, however, being very seriously challenged by the electric process.It was owing to the excessive cost of crucible steels and the need of producing a steel in commercial quantities and at a reasonable cost, that led Sir Henry Bessemer to introduce what is known as the Bessemer process.

Since its first mention in the literature in the eighteenth century12 the phenomenon of passivity in metals has stimulated much speculation and attendant controversy as to its nature and cause. No one of the numerous theories so far proposed has been generally accepted. ‡ Faraday,' in 1836, associated the passivity of iron with a protective film over the surface of the metal, which materially prevents or slows down reaction with corrosive environments. His theory was that oxidizing acids like nitric acid form an unstable oxygen or oxide layer over the iron surface, which protects the underlying metal from further attack. This concept was simple yet plausible, and without alteration has frequently been assigned in present-day discussions as explanation of the passivity of many metals. With the advent in recent times of stainless steels, it is not surprising that this oxide film theory of passivity proposed by Faraday has been used to explain the phenomenal corrosion resistance of stainless steels and other passive alloys. The passive alloys, such as the chrome-iron alloys, are supposedly covered with a protective oxide film, which forms on exposure of the alloy to air, is extremely stable and self-healing, and accounts for the remarkable resistance of these alloys to corrosion. Within the past few years, several investigators, following the theory of film protection, have attempted to gauge the resistance of the supposed film on steels. Brennert8 and Donker and Dengg9 determined the potential at which a negative ion (e.g., C1-) moving in an electric field reacted with the metal anode, as detected by increased current flow or change in potential of the steel electrode in an electrolytic cell. The potential corresponding to reaction Brennert called the film break-through potential.

The Namakwa Sands heavy mineral deposit is located along the West Coast of South Africa and the mine is a world class producer of high quality zircon, ilmenite and rutile concentrates from essentially unconsolidated marine and aeolian sands of Cainozoic age. The objective of this study was to characterize rutile with respect to distribution, grain size, textures, colour and mineral chemistry within the Namakwa Sands orebody with the aim to explain its overall poor recovery. A representative suite of heavy mineral concentrates from various sections of the orebody and stages in the recovery circuit has been investigated microscopically and by means of SEM-EDS and LA-ICP-MS. The rutile grain size distribution displays a wide range and is directly related to its variable chemistry and consequently density. In placer deposits such as Namakwa Sands, mineral sorting is a function of hydraulic equivalence, and high density grains are smaller than the lighter grains when deposited under similar conditions. Grain size is also a function of sediment maturity, and the highly mature red aeolians and (RAS) component of the deposit has a coarser grain size than the less mature orange feldspathic marine sands (OFS). The above primary characteristics of rutile are responsible for the loss of the coarse-grained fraction during screening and, given the empirically determined relationship that increased substitution elements reduce conductivity, also during electrostatic separation. Provenance studies using geothermometry have shown that the heavy mineral suite has been sourced mainly by the proximal medium-to high-grade Namaqualand Metamorphic Complex. The positive relationship between substitution elements and temperature of formation explains their high concentration in rutile of this deposit. The heterogeneity of rutile, produced by the combination of a high temperature primary source and the typical marine-aeolian placer genesis is deposit specific and unfortunately not conducive to high recovery levels in the current Namakwa Sands beneficiation circuit.

The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

The Twin Buttes camp embraces eight mines in the Pima mining district. The first mining claims in the camp are said to have been located in 1876, but little mining was done until 1905. Intermittent operation of five of the mi.nes to 1928 yielded 388,231 tons of ore averaging 6.19 percent copper and 8 small tonnage of high-grade oxidized zinc ore. While the Bureau was investigating the area, one mine was active, and it started to produce in 1944. The mines of the Twin Buttes camp are at or near contacts of intrusive granite with Paleozoic limestones and quartzite. The ore shoots lie in metamorphosed sediments adjacent to a zone of garnet rock that separates the ore from the footwall granite. Small fissures that originate at the contact and cut the sedimentaries appear to have been controlling factors in ore deposition. No important ore bodies are exposed at the surface, and those developed wore discovered by sinking on the fissure veins to the contact zone. Most of the area overlying the favorable ore zone is covered by alluvium ranging in thickness from 5 to more than 20 feet.

The adsorption of oleic acid and amine, by Expanded Hydrophobized Vermiculite (EHV) was studied. In appropriate conditions EHV is a good adsorbent for these flotation re-agents and the best results are obtained at situations where the chemicals are at non-dissociated form. The adsorbent shows good chemical stability and may been used in many adsorption-desorption cycles.

Improvements in computer technology and associated software have allowed the improvement and development of more advanced ventilation modeling software packages including those that have the ability to simulate the effects of a mine fire on the ventilation system in terms of heat, smoke and gas distribution. This ability has real applications for the mining industry in terms of emergency planning, training and response. The primary focus of this paper will be the benefits to training programs that this type of software can provide to all types of training for various personnel, from the newly hired inexperienced miner, mine rescue, atmospheric monitoring personnel and emergency evacuation drills. The results of the simulations can then be used to give miner?s more detailed information on what types of conditions they may face based on the type and location of the fire and the program itself can be used to manipulate the ventilation system in a way that emergency response personnel may (i.e. tear down stoppings to reduce airflow to the fire area) and see the effects in real-time.

"Controlling float coal dust in underground coal mines before dispersal into the general airstream can reduce the risk of mine explosions while potentially achieving a more effective and efficient use of rock dust. A prototype flooded-bed scrubber was evaluated for float coal dust control in the return of a continuous miner section. The scrubber was installed inline between the face ventilation tubing and an exhausting auxiliary fan. Airborne and deposited dust mass measurements were collected over three days at set distances from the fan exhaust to assess changes in float coal dust levels in the return due to operation of the scrubber. Mass-based measurements were collected on a per-cut basis and normalized on the basis of per ton mined by the continuous miner. The results show that average float coal dust levels measured under baseline conditions were reduced by more than 90 percent when operating the scrubber. IntroductionAirborne coal dust is a byproduct of coal production, and engineering controls exist to deal with both the respirable dust health hazard as well as the float dust explosion safety hazard. Float coal dust, smaller than 75 µm (0.003 in.) in size, can deposit throughout mine entries and propagate explosions that had been initially fueled by methane gas. The inertization of float coal dust with rock dust helps prevent a potential secondary float coal dust explosion, but a preferable course of action is to significantly reduce the hazard by removing float coal dust from the airstream before it has the opportunity to deposit on the mine’s surfaces.Since 1970, disasters due to explosions in underground coal mines have caused 201 deaths in the U.S. mining industry, including 29 deaths in a single mine explosion in 2010 (Wade, 2010; U.S. Mine Safety and Health Administration, 2015). The U.S. National Institute for Occupational Safety and Health (NIOSH) had initiated a fiveyear research project that aims to investigate methods and technologies to reduce the potential for secondary coal dust explosions by the purposeful capture and/or suppression of float coal dust prior to its deposition on the mine roof, rib and floor (NIOSH, 2013). The project aims to evaluate the efficiency of methods to reduce longwall and belt airway float dust in the general airstream as well as methods to capture it at or near the source. Prioritization is given to longwall sections given the amount of coal produced relative to continuous miner sections, but the research is open to technologies that may be adapted from one method of mining to another."

Fibrous microstructures and their development have been studied by metallography and by hardness and quantitative metallographic measurements. Thin, curved grains were observed in transverse sections of commercial tungsten wire and were developed in laboratory-drawn iron wire at reductions greater than about 70 pct. The unusual grain shapes are attributed to the nonuniform mode of deformation of the grains associated with the characteristic [I101 preferred orientation that develops in bcc metals during drawing. Transverse sections of heavily swaged iron wire showed a ospiral nebulao structure that appears to result from the elliptical shape of the cross section of the swaging dies and their rotary motion. Hardness and quantitative metallographic results show unusual trends that parallel the changes in microstructure. Other phenomena are considwed in light of the results, including the strength of fine wires of bcc metals, ocylindricalo textures, and the ductility of fibrous tungsten. 1 HE microstructure of tungsten wire in a longitudinal section shows grains highly elongated in the working direction, giving the appearance of a bundle of parallel fibers, Fig. l(a). Wires of tungsten and other bcc metals show a pronounced preferred orientation in which a [I101 direction is parallel to the wire axis.l The microstructure and texture of tungsten develop during warm working (working above room temperature but below the recrystallization temperature) into wire by swaging and drawing. Fibrous tungsten so produced has limited but useful room-temperature ductility, whereas annealed tungsten is brittle at room temperature. During an investigation of the effect of recovery annealing on the substructure of commerical 0.030 in. diam tungsten wire, it was found that transverse sections of the as-received material showed thin, curved grains, Fig. 1(b), instead of the expected equiaxed grains. The fact that Figs. l(a) and (b) show different sections of the same material at the same magnification is at first disconcerting, because the long dimension of the curved grains in the transverse section is several times the average fiber width in the longitudinal section. However, a longitudinal section cuts most of the curved grains across their narrow dimension, giving the appearance of a multitude of narrow fibers. On the other hand, the plane of a longitudinal section occasionally includes a long dimension of a curved grain, resulting in a broad ofibero, such as A in Fig. l(a). EXPERIMENTS AND RESULTS To investigate the origin of fibrous microstructures and particularly the unusual transverse-section structure of tungsten, rods of iron (also bcc) were drawn and swaged in the laboratory. One rod of annealed Ferrovac E was drawn in six steps to a total reduction in area of 87 pct (0.10 to 0.036 in. diam), and a second rod was swaged to the same reduction, using approximately the same reduction steps. Longitudinal and transverse sections of the swaged and drawn iron wires are shown in Fig. 2, for reductions in area of 39, 73, and 87 pct. A fibrous microstructure in longitudinal section is first evident at 73 pct reduction, and it is further developed at 87 pct reduction. The grains in transverse section remain equiaxed until about 73 pct reduction, when they become somewhat elongated and curved. At 87 pct reduction, the drawn wire shows thin, curved grains in the transverse section, similar to those observed in tungsten. THE art of metallography is mature and the forms in which various micro-constituents appear are well known. Investigations almost without end have disclosed the importance of the exact manner of distribution of phases on the physical properties and usefulness of an alloy. Surprisingly, however, relatively little attention has been paid to the forces that are responsible for the particular and varied spatial arrangements of grains and phases that are observed. Like the anatomist, the metallurgist has been more concerned with form and function than with origins. In this paper it is proposed to develop the simple concept that many microstructures result from an attempted approach to equilibrium between phase and grain interfaces whose surface tensions geometrically balance each other at the points and along the lines where they meet. From this follows a number of principles which may prove to be of interest to the metallographer and of practical use in explaining failures and in designing alloys for particular service. In general, the discussion will be limited to structures obtained after full annealing. The simple principles do not apply to structures resulting from Widmanstatten mechanisms in precipitation, or to other structures not in local equilibrium and in which lattice coherency is a determining factor. INTERFACIAL TENSION Much has been written by physical chemists about the free energy of surfaces, which manifests itself as a measurable surface tension. Two- and three-phase interfaces in fluids seek a condition of minimum energy and approach a geometrical configuration in which the various forces are in vectorial balance.* Measurement of the angles established between the interfaces when in equilibrium provides a quantitative value for the relative value of the surface forces involved. The case of two fluids meeting at the surface of a solid (of great importance in connection with the flotation of minerals) has often been studied, but there have been few investigations of the equally definite interface between two or more crystals of a single solid phase, or the more complex cases where crystal grains of more than one phase are involved. The principles are best illustrated by considering first the case of two and three immiscible liquids. If, as in Fig I, a liquid, 2, is dropped into a less dense liquid, I, it will form a sphere-if gravity and viscosity can be ignored-for in this shape the interface has the smallest possible area. If these two phases should together encounter a third phase in which they are both immiscible, the geometry will change to become that which gives the lowest total energy for all three interfaces. Thus, if the spherical drop of liquid, falling through r, eventually reaches the interface between liquids 3 and I (we are assuming that the density of 3 is greater than 2, and 2 than I), it will assume the shape of a lens, the angle

A integração de todos os sistemas necessários num projeto conciso com um fluxo de informações completo e eficiente também exige um gerenciamento vertical, que possa cuidar do acoplamento de todos os níveis de forma eficiente. Nesse mesmo caminho, o desenvolvimento coordenado com metodologias que permitem a interdisciplinaridade é essencial para complementar a tarefa da gestão, trazendo a preocupação com uma integração eficiente para o nível de desenvolvimento.

Two molten salt systems were evaluated as electrolytes for the repetitive recovery of tungsten from tungsten oxide (W03) made by calcining commercial-grade ammonium paratungstate. Using a sodium chloride-sodium fluoride-potassium aluminum tetrafluoride electrolyte at 800° C, 1 pound of 99.8 percent tungsten was recovered for each 2.7 kilowatt-hours of energy consumed. The metal contained 1,100 ppm carbon, was in dendritic masses of spherical grains, and had an apparent bulk density of 5.41 g/cm3. T ngsten of 99.9 percent purity was won from a sodium pyrophosphate-sodium tetraborate-sodium chloride electrolyte at 1,000° C; 6.0 kilowatt-hours of energy was consumed for each pound of metal recovered. The metal contained 120 ppm carbon, was in dendritic masses of hexagonal acicular crystals, and had an apparent bulk density of 7.25 g/cm . Each metallic impurity--aluminum, calcium, copper, iron, nickel, and silicon--in the two tungsten products was 16 ppm or less.

In this work, we explore a novel mineral processing approach using carbon dioxide to promote mineral alterations that lead to improved extractability of nickel from olivine ((Mg,Fe)2SiO4). The precept is that by altering the morphology and the mineralogy of the ore via mineral carbonation, the comminution requirements and the acid consumption during hydrometallurgical processing can be reduced. Furthermore, carbonation pre-treatment can lead to mineral liberation and concentration of metals in physically separable phases. In a first processing step, olivine is fully carbonated at high CO2 partial pressures (35 bar) and optimal temperature (200 °C) with the addition of pH buffering agents. This leads to a powdery product containing high carbonate content. The main products of the carbonation reaction include amorphous colloidal silica, chromium-rich metallic particles, and iron-substituted magnesite ((Mg1- x,Fex)CO3). Carbonated olivine was subsequently leached using an array of inorganic and organic acids to test their leaching efficiency. Compared to leaching from untreated olivine, the percentage of nickel extracted from carbonated olivine by acid leaching was significantly increased. It is anticipated that the mineral carbonation pre-treatment approach may also be applicable to other ultrabasic and lateritic ores.
