My name is Jack Rigg, and I m a special assistant to Hollis Dole, Assistant Secretary of the Interior for Mineral Resources. Hollis is not in town this morning, and I am here to pinch-hit for him. The first order of business this morning is remarks by the Honorable Russell Train, Under Secretary of the Department of Interior. Mr. Train. MR. TRAIN: Thank you, Mr. Rigg. Lest you think that Hollis Dole is not interested in this symposium, let me just say that fie is flying back from Australia just to be here. He is heading up a United States delegation in Australia meeting on resource problems in the Pacific. And I believe he will be here about noon.

For many years, Bruce Conard has been engaged in reading about and discussing the desired sustainability of the mining and metals resource industry. He has, however, become concerned that there is a greater issue that requires our urgent attention: what challenges do we face as a global society? His Distinguished Lecturer presentation traces the idea of environmentally sustainable economic development but concludes that a business’ interest in its sustainability is predicated on the sustainability of our global society. Conard reviews some of the most serious challenges, including population growth, clean energy supplies, freshwater availability and climate change, and calls on scientists and engineers not only to apply their skills in helping solve these challenges, but most urgently, to speak with intelligence and passion about the need to act now.

The only economically significant deposit of dolomite in New Zealand is at Mount Burnett, in north-west Nelson. The dolomite, associated with marbles and schists, is complexly deformed, and is of Paleozoic age.A very large quantity is present, although the recoverable amount is to some extent limited by the difficult terrain.Physically the quality of the dolomite is excellent. It is a tough, durable, fine grained rock. Chemically it is a little more variable. The range and frequency o~ the more important impurities are illustrated by hlstograms, as is the "dolomite factor"-a measure of the amount of the mineral dolomite in the rock. lbe dolomite factor averages 84 per cent, the remainder of the rock consisting largely of calcite. Quarrying, milling, production, and uses are described. In 1966 production reached 13,250 tons.

"INTRODUCTION The use of scrap mica as an industrial raw material has grown rapidly during the past two decades. Demands by various industries for ground mica for use in the roofing, paint, rubber, plastics, and wallpaper trades as well as for less extensive uses in insulation, oil-well drilling, welding, pipeline enamel, decorative material, and for other purposes exceed present (1947) supplies.A small proportion of the raw material used comes from the Black Hills of South Dakota, where casual recovery has been practiced in the exploitation of pegnatite deposits for more valuable minerals. The annual production of scrap mica in the Black Hills for the years 1939 to 1946 is shown in figure 19. 4/Although small, this production of scrap mica materially augments the incomes of numerous operators.Volume production of mica would offer attractive opportunities for obtaining steady and more economical supplies of the rare minerals as byproducts. Appreciable supplies of beryl, lithia minerals, sheet mica, tantalite-columbite, and cassiterite could accrue. Furthermore, a stable scrap-mica production would complement the production of quality feldspar, for which the Black Hills pegmatites are noted, and would help balance the economy of pegmatite mineral production.Mechanical methods of separation are requisite to production of enough scrap mica to be generally profitable. Various phases of the characteristics end treatment of mica have been investigated by the Bureau of Mines. A bibliography of these reports is appended.In 1945 the Bureau of Mines conducted pilot-plant tests to recover scrap mica by selective screening of crushed pegmatite. More recently the problem has boon studied in the Pegmatite Research Laboratory to aid in developing technological methods by which scrap mica may be separated from crushed pegmatite."

This research investigates roof deformation and failure characteristics, as well as mechanical interaction between the panels of the roof strata above two adjacent working faces in a steeply inclined coal seam. Physical modeling with photogrammetry measurement method has been employed in this investigation. The movement of roof strata and section pillar, as well as the stratum morphological characteristics, was quantitatively analyzed. Results show that the roof movement direction above the two panels has zoning characteristics, especially in the lower panel. Roof migration in the lower panel of the working face is larger than that in the upper panel. The roof to floor closure perpendicular to the seam direction is larger than the sliding along the seam. The maximum roof concave and convex bending occurred at the middle and upper parts of both panels; the roof bending in the upper panel mining area indicates a larger mining disturbance induced by lower panel mining. The void ratio contour of the lower panel is an asymmetrically arched shape, which is different from that of the upper panel area. The higher roof strata above the upper panel exhibit separation and breaking, whereas the lower roof exhibits compression due to mining in lower panel. The section pillar is compressed and slides slightly, which aggravates the mechanical interaction between the panels and increases the caving height of the roof over the lower panel and the periodic weighting intensity

A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob.

This paper is one of a series on mining methods being published by the Bureau of Mines. It describes briefly mining practices at the Sunrise iron mine of the Colorado Fuel & Iron Corp., Platte County, Wyo. The Sunrise mine is in the Hartville iron district in east-central Wyoming (fig. 1). The district covers part of the Hartville Mountains, a region of moderate relief in which erosional features have been formed by the dissection of a low plateau. Altitudes vary from 4,300 feet along the North Platte River to 6,000 feet in the uplift. The climate is semiarid, with hot summers and winter temperatures below zero for short periods. Grasses, cacti, yucca, and low desert shrubs grow at lower elevations. Cottonwood and boxelder trees and willows grow along permanent streams; juniper and coniferous trees are confined to the higher elevations.

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, The United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Norway, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

The Bibliographic Data Base is the result of a literature search con-ducted as one task of the technology assessment of current and advanced logging techniques, sponsored by the United States Bureau of Mines. After compilation, the bibliography was converted to an automated form for ease of utilization, and to allow for maintaining and updating the data base. The data base covers articles, symposia, books, patents, corporate and government reports, and other literature concerned with some aspect of borehole logging from January 1969 through December 1975. Periodic up-dating will be necessary to keep the data base contents in step with developments in the rapidly advancing field of application of borehole logging to mining. Many bibliographic indexes were scanned for entries relating to the subject of interest, and those entries which were included in our data base contain a reference to the bibliographic index in which they were listed (see Section 2.4.7). With the aid of these indexes, a vast number of publications, including foreign reports and publications, have been scanned for works relevant to borehole logging technology.

Extraction and separation of La, Sm and Dy ions from acidic sulfate-phosphate solutions was investigated using a cation exchange extractant, bis(2,4,4-trimethylpentyl) phosphinic acid, CYANEX 272, in kerosene. The influence of shaking time, equilibrium pH, extractant, sulfate and phosphate ion concentrations, diluent type and temperature was studied. The extraction was found to be pH-dependent, and increasing the phosphate ion concentration inhibited the extraction which was found to be endothermic. The stoichiometry of the extracted metal species was found to be MOH.H2OHSO4H2A.A2. Aliphatic diluents were found to enhance the extraction compared to aromatic diluents. The results showed that there was a separation mode between the metal ions when varying the hydrogen ion and sulfate ion concentrations, under the used experimental conditions. The investigated process was used for the recovery of La, Sm and Dy from the acid solution resulting from the leaching of low-grade monazite.

Development of a permanent human base on the Moon for exploration requires a self sustaining system. This entails production and processing of limited amounts of raw material on the Moon. Any mining and construction activities on the Moon can only be performed by a robust excavation machine that can excavate a variety of material from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, limited amount of information on lunar regolith is available to develop and optimize a machine for given lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe PA A. This paper discusses the results of initial material characterization as well as full scale tests of a prototype cutterhead inrelevent material. A brief review of anticipated production rates under various assumed ground conditions will also be presented.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

"EPD (Electric Pulse disaggregation) and HS (hydroseparation) are exceptional technologies for research, concentration, evaluation, and mineral extraction of specific minerals such as precious metals (Au, Ag, PGM), kimberlites (extraction and concentration of indicator minerals), zircons and baddeleyite (recovery of objects for geochronology), and even gemstones (method of evaluation and production of the 100% gemstone concentrate of ideal crystals) etc. EPD is used for recovery of pristine undamaged crystals of diamond, emerald, ruby, sapphire etc, including large crystals. It was tested on various hard ores and was especially successful for recovery of “soft” minerals from “hard” matrix. EPD products are very convenient for HS processing, resulting in representative concentrates of all heavy minerals including the finest particles (5-10 µm). The combined EPD and HS method enables high sensitivity (20 ppb) for evaluation of precious metal ores providing objective information about original grain size, associations, and recovery using a very small amount of sample (1-3 kg). Latest developments of EPD and HS techniques at CNT Mineral Consulting Inc. include the HS-21 hydroseparator (50 kg/hr) and the Spark-21 EPD (5 t/hr), which enables use of both techniques for prospecting and mineral processing of industrial size samples of certain ores.INTRODUCTIONThe main task for mineral processors is to find a reliable technology for testing of mining feasibility and the efficiency of mineral extraction procedures. Among various mineral processing approaches of extraction and concentration there are two alternative cost-effective methods that can be described as the most environmentally benign and complementary: electric-pulse disaggregation and hydroseparation. These techniques were tested on many different ore types and process products with great success providing a precise and comprehensive mineralogical determination of different accessory precious metal and other useful minerals constituent in rocks, ores, and tailings.This article describes several examples of EPD and HS use: native gold from the Kostomuksha deposit (Karelia, Russia), a Ag-Au deposit in South America, zircons from ancient ultramafic igneous rocks of SW Greenland, bauxites of West Australia, PGM from the Driekop dunite pipe and gemstones (ruby, sapphire, emerald and demantoid) from different deposits."

Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor—including metal, mineral, and fuel technicians—to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support. In Latin America, as elsewhere, this support applies in three categories: banking, procurement, and technical assistance. The first two are now generally accepted as necessary Government functions; the third has often been misunderstood and misinterpreted, although it has given rise to legitimate controversy. There have been major accomplishments in all three categories, as well as some errors of judgment. Since the beginning of World War 11, U. S. Government financing, procurement, and technical assistance have been applied on a large scale to a wide range of commodities and services throughout the free world. The present discussion—under the separate headings mentioned—will concern only the support related to a single industrial group in a single geographic area. During the War Federal banking was conducted on an emergency scale by temporary agencies created to meet the abnormal circumstances. Unfortunately, there are no readily available data on these activities that would permit evaluating loans and credits extended for mineral projects in Latin America. The only agency operating in this field since World War II is the Export-Import Bank, under its own authority and to some extent from credits authorized by the Office of Defense Mobilization. The Bank can offer more capital—on more favorable terms—than is available from most Latin American banks, and its staff of engineers evidently can appraise loan applications more favorably than commercial banks in this country are willing to do. The risks seem to be justified, as defaults have been well under 1 pct of total loans. From V-J day 1945 to the end of 1957, mineral loans to Latin America have been authorized for projects totaling $541.63 million in eight countries. In order of magnitude of credits, they have been made to Brazil, Peru, Chile, Mexico, Argentina, Venezuela, Guatemala, and Bolivia. In order of magnitude by industries. they are for development and expansion of steel mills, copper, manganese, nitrate plants, iron ore, zinc plants, sulfur plants, cement plants, tungsten, coal, and lead. Loan Distribution: By far the largest loans have been $307.9 million for iron and steel projects in Brazil, Chile, Mexico, Argentina, and Peru: $100.4 for developing the great low-grade copper deposits of southern Peru; and $55.3 million for developing manganese deposits in the Territory of Amapa, Brazil. Others range from $20.8 million for a zinc smelter in central Peru to $19 thousand for iron-mine trucking equipment in Chile. It has been noted that 59 pct of the loans have been to foreign companies, 14 pct to companies of mixed foreign and American capital, and 27 pct to American mining companies. A uniquely mineralized area extends from northwestern Canada through Alaska into eastern Siberia. Some of the metals found there are relatively rare in the conterminous United Stales. Among these are cobalt, the platinum-group metals, and chromite. Geologic evidence suggests that cobalt and the platinum-group metals may be present in deposits that could constitute nationally important reserves. Chromite in potentially minable deposits is known, but it may be relatively less abundant. Limited reserves of these metals have been delineated, but most of the favorable terranes and reported occurrences throughout the vast expanse of Alaska remain unexplored. As part of the mineral studies mandated under the Alaska National Interest Lands Conservation Act, the Bureau of Mines' Alaska Field Operations Center and the Bureau's research centers at Albany, Oreg., and Reno, Nev., are cooperating in a long- range program to investigate occurrences and delineate reserves of cobalt, the platinum-group metals, and chromite in Alaska. Studies of other critical and strategic minerals will be phased in during succeeding years, as ongoing projects are completed. This first in a series of annual reports summarizes available information about deposits and past production of cobalt, the platinum-group metals, and chromite, and describes current and planned Bureau investigations of these minerals.

The objective of this study was to investigate the environmental effects of slaking of surface mine spoils. To accomplish this, both field and laboratory programs were undertaken, supplemented by a thorough literature search. The field program consisted of drilling the highwall as well as test pitting in recent, two-, five, and ten- year-old spoil piles at four active mining sites in the eastern bituminous coal fields. Pertinent observations were made and samples collected for laboratory analyses which consisted of several standard geotechnical, agronomic, and geochemical tests. Durability tests utilized included jar slake, cyclic wet-dry, rate of slake, and slake durability tests. Correlation between field and laboratory portions was made- and results presented. The report is concluded with a discussion of the slaking process and associated environmental impacts, proposal of a preliminary classification system for use in premine planning, and presentation of management techniques to optimize the slaking process.

Fosterville gold mine recently celebrated production of its one millionth ounce of gold based firmly within a history of refractory sulfide gold mining. Compared with other Victorian gold mines, the disseminated nature of the sulfide gold is a deposit style with low estimation variance combined with established processes to accurately delineate the controlling structures. The systems in place had been established and have worked effectively for the majority of the one million produced ounces.By the end of 2014, diamond drill campaigns targeting the lower Phoenix orebody at depths of 800 m below surface began showing a change to the nature of the gold within the deposit. Coarse visible gold within 0.5–2 m thick quartz carbonate veins were being intersected with regularity showing the emergence of a different zone of gold mineralisation.Data about the new and exciting discovery couldn’t be gathered fast enough, however, established systems and processes throughout the geology and processing departments were not developed to handle a coarse gold environment. Change would be commensurate with the size and scale of the discovery, and new learnings would need to be implemented quickly to keep in front of a mining schedule that was focused on producing tonnes due to the dropping grades of the sulfide ore.Gold assays being returned were showing that the gold nature was different to those of other Victorian deposits. Comparative to the highly nuggety nature of gold found in other Victorian goldfields, the fine grained gold accumulations were dispersed in relatively consistent narrow linear trends grading consistently into the hundreds of grams per tonne. New drill intersections were being returned by the day and research to find developed orebodies that had published information into how to handle such a rapid change yielded few examples.The challenge was to review and set new standards with regards to handling an orebody that transitioned the very nature of the gold being mined. This involved reviewing all steps in the estimation process including data capture and quality control and quality assurance through to mineral liberation through the mill. Difficulties also involved finding analogous orebodies that consisted of both free milling and refractory ores that were dealing with drill assays that were measured as percentages of gold.CITATION:Phillips, N, 2017. BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining.
