The Sacramento Regional County Sanitation District has implemented a billion-dollar interceptor system master plan, including the 31 km (19 mile) long Lower Northwest Interceptor (LNWI). For the two LNWI Sacramento River crossings, pipe-jack/micro tunnel drives in excess of 300 meters (1,000 ft) from 30 meter (100 ft) deep shafts in mixed soil conditions below the water table were considered, as were600 meter (2,000 ft) tunnel drives utilizing pressurized-face tunnel boring machines. Operation and maintenance concerns, predicted flood scour, and levee concerns are discussed. A risk assessment process was used to select both profile and construction method. Construction will begin in mid 2004.

The key to unlocking value is to find opportunity where others have missed it. How does a company find value in a thoroughly explored asset? This article explores the approach taken by one company and the results it achieved from working this problem. The town of Shafter is located on a small bend in the road in west Texas' Big Bend Country. Its past emulates the glory days of so many other mining camps. A discovery was made, fortunes were built and World War II shut down the operation. The Shafter deposit continues to be one of the larg¬est undeveloped primary silver deposits in North America. Gold Fields Mining Co. recognized the area's potential in 1977 and embarked on studies to reopen and develop the district. Gold Fields spent $16 million on the Shafter project. It drilled more than 86,240 m (282,940 ft) in 475 holes, sunk two shafts and developed 1,550 m (5,100 ft) of underground workings. Today, the mothballed 447-kW (600-hp), single-drum Nordberg hoist and permanent production-type, single-compartment headframe continue to crown the shaft. Other buildings onsite house compressors, mine pumps, spare parts, drill core and other supplies. All these items look as though they arrived yesterday. By 1982, Gold Fields had completed an extensive feasibility study with ambitions to. construct a 1.36-kt/d (1,500-stpd) agitated cyanidation mill and base metal gravity circuit. Reserves at Shafter stand at 4.23 Mt (4.67 million st) grading 193.5 g/t (5.65 oz/st) silver. Gold Fields planned to produce 71.5 t/a (2.3 million oz/year) of silver at a head grade of 196.2 g/t (5.73 oz/st) silver with a 77% recovery rate. Cash costs were projected to be $5.54/oz with an anticipated initial and total capital cost of $46.2 million and $51.3 million (1984 dollars), respectively. The study assumed a silver price of $8.60/oz that has not been seen since the Hunt brothers quit buying silver. When silver prices declined, Gold Fields put the property up for sale.

The simultaneous use of two or more families of collectors can sometimes improve one or more key flotation performance indicators, especially if the ore under consideration contains several minerals bearing the same metal. The maximum amount of collectors that can be used is limited by the need to maintain a high concentrate grade and selectivity. Therefore, when more than one collector is required, an experimental design that allows variations of both the proportions and the amounts with respect to other process factors has to be selected to find the optimum dosage. This type of design is known as "process factors in mixture amount experiment". It is a powerful design suitable for discovering the existence and evaluating the magnitude of the interactive effects between various flotation parameters. This paper elaborates the principles on which such a design is based, and demonstrates its usefulness with a case study.

Despite the tremendous efforts and costs incurred by the industry and regulatory agencies to prevent premature roof failures in underground mines, roof falls continue to occur frequently due to the very unpredictable geological conditions and dynamic nature of mining operations. In fact, roof falls continue to be the largest contributor to coal mine fatalities. The failure of a mine roof generally occurs following a prolonged, gradual degradation in its physical conditions. An electronic mine roof monitoring system has been developed and tested in operating mining sections. It monitors mine roof degradation on a continuous basis. The field test results are presented and discussed.

A performance study of oxygen self-rescuers of varying durations from the United States and other countries was undertaken as an assessment of present worldwide technology. The apparatus were tested on a Breathing and Metabolic Simulator in the Life Support laboratories of the Bureau's Pitts- burgh Research Center. Parameters monitored during the testing were inhaled levels of C02, 02, inhaled gas temperature, and breathing resistance. The metabolic demand placed on the apparatus represented the average demand of the 50th percentile miner performing a 60-min man-test 4, as described in 30 CFR 11H. Results presented include apparatus service life and subjective comments as well as averages and peaks of monitored parameters.

During in situ uranium mining using ammonium bicarbonate lixiviant, the ammonium exchanges with cations on the ore's clay. Mter mining is complete, the ammonium may desorb into post-leach ground water. For the particular ore studied, other chemicals (i.e., uranium and selenium) which are mobilized during the leach process, have also been found in the post-leach ground water. Laboratory column tests, used to simulate the leaching process, have shown that aluminum chloride can rapidly remove ammonium from the ore and thus greatly reduce the subsequent ammonium leakage level into ground water. The aluminum chloride has also been found to reduce the leakage levels of uranium and selenium. In addition, the aluminum chloride treatment produces a rapid improvement in permeability.

Colony Development Operation is a joint venture currently consisting of four active members; The Oil Shale Corporation (TOSCO); Ashland Oil Inc.; Shell Oil Company and Atlantic Richfield Company, operator of the project. The initial efforts on the Colony project began in the spring of 1965. Pilot mining and semi-works engineering programs continued, in phases, to completion in the fall of 1972 when commercialization of oil shale was deemed realistic. Since that time, Colony efforts have been directed toward evaluation of the data collected during the semi-works operation and in designing a commercial operation. In October of 1974, Colony announced: "because of economic and national energy policy uncertainties it was suspending plans to start construction of a commercial oil shale plant on private lands in northwestern Colorado, scheduled for spring of 1975."

The term "potash" denotes a family of minerals and compounds of potassium, containing greatly varying percentages of that element. In commercial usage, most of the potash products are used in agriculture, where they are used to furnish potassium, one of the three basic elements for plant growth; the other two being nitrogen and phosphorus. Potassium's contribution to plant life is principally as a stalk strengthener, and if soils can no longer supply this basic element, then crop failure is inevitable without nutrition supplied from fertilization. While agriculture uses some 95 per cent of the potash produced, other industries require highly refined potash, for the manufacture of soaps, dyes, pharmaceuticals, synthetic rubber, insecticides, photographic film, and other products. Until the mid-nineteenth century, world agriculture had three options related to the potash content of soils: 1) crop rotation and pasturing to attempt to minimize the loss of potash in harvesting, 2) abandoning depleted and exhausted soils (part of the reason for the vast migration of populations in Europe and Asia), and 3) burning forests for the use of the ashes, and concentrating the nutritional value by boiling the ashes in large kettles, for "pot - ash". With the discovery in the mid 1800's and exploitation of potash from underground deposits in Germany, the beginning of the modern potash industry was established, but American potash requirements remained substantially dependent on German production until the 1920's, when oil drilling in the Permian Basin of New Mexico

Although the economy in the Province of Saskatchewan has historically been agriculturally oriented, a major new source of wealth has been realized through natural resources such as petroleum and natural gas, coal and uranium and since the 1960's - potash. Potash or potassium chloride, in the form in which it is presently produced in Saskatchewan is used primarily as fertilizer, a source of potassium, one of three essential elements required for healthy plant growth with about 5 percent of production sold to the chemical industry for use in such products as soap and liquid detergent, glass and ceramics, textiles and some pharmaceuticals. Saskatchewan is estimated to have approximately 40 percent of known world potash reserves and its ten active mines account for some 25% of annual world production. The development of this resource was recognized to be important to the development of Saskathcewan. In an effort to guarantee a fair and lasting economic benefit to the Province of Saskatchewan the Potash Corporation of Saskatchewan (PCS) was created on February 4, 1975 through an Order-in-Council under the Crown Corporation's Act and later on April 1, 1976, the Potash Corporation Act provided for its continuation. PCS was given the mandate to acquire ownership of a significant portion of the potash mining capacity in Saskatchewan and to establish an organization capable of operating the facilities, marketing the product and conducting all of the other activities necessary for a successful corporation competing in the world potash industry.

The Shebandowan mine and concentrator, with a capacity of 9072 t/week (10,000 st per week), was opened in 1972 after several years of environmental study and planning. The mine is located in a popular vacation cottage .area about 96 km (60 miles) west of Thunder Bay, Ontario. Undertaken before environmental assessment procedures had become an established requirement, Shebandowan is one of the first Canadian examples of effectively integrating environmental work into overall planning. Although it is an underground mine, many of the environmental considerations are common to open-pit operations, and hence, it provides a case history for the use of all mine planners. Computers can play a part in such studies by simulating the annual production of mine wastes, by on-line polling of environmental sensors and by processing sensor data. Early attention was focused on establishing base-line conditions in a two-year water quality monitoring program. Since production began, water quality monitoring has shown that mining has not caused any significant changes. However, mine drainage disposal arrangements had to be modified in the light of operating experience. There is no townsite associated with the mine, and workers commute from established municipalities. Harmonious relations have been achieved with local cottage residents after their initial fears were dispelled. Plans are ready to begin revegetating the tailings when a sufficient area of dry elevated tailings has been accumulated. Rehabilitation of the land disturbed during development was begun before start-up and was completed during initial operations.

Lateritic gold has been the object of study only for a very few years, though nuggets have been mentioned in earlier works even as early as 1984 by Hartt in Brazil. In Mato Grosso State, lateritisation is intense, as is common in all tropical forest areas of the world. Exploration has revealed the presence of recoverable "nugget gold" of variable sizes (30 - 200 gms) but frequently of good size (0 - 40 gms), especially near Cuiaba and Alta Floresta regions. In both of them the host system is a lateritised breccia indicative of a fault or shear zone breccia, though in different lithological domains. The Cuiaba occurrences are phyllitic and show a profile as follows, from top to bottom: 1) Compact ferralite crust. 2) Oolitic to pisolitic compact crust (+ some gold). 3) Mottled concretionary laterite crust. 4) Lateritised "eluvial material" (gold nuggets). 5) Mottled patchy to banded laterite. 6) Banded lateritised phyllite with lenticular to banded goethite. 7) Altered red goethitic phyllite, with quartz veins (+ fine gold). 8) Unaltered grey phyllite with quartz veins (Protore). The Alta Floresta-Juruena River occurrences are volcano-sedimentary and show a profile as follows: 1) Deep brown siltitic, argillaceous and arenaceous material with organic matter (+ gold). 2) Modular and concretionary laterite, compact and indurated, with arsenophyrite in quartz fragments (gold nuggets). 3) Band with silty-clayey matrix and arenaceous in nature. 4) Bedrock meta-arcosian arenite. 5) Volcano-sedimentary with rhyodacites and andesitic basalts, with intercalations of arkosic and greywacke nature. Breccias and quartz veins, and granites associated in different portions (Protore).

INTRODUCTION The impact of modern mining and ore processing on the environment is readily minimised. Our improving knowledge of how pollutants are released to and move through the environment has been accompanied by better expertise in controlling these emissions. For example, when the new mines and smelters were developed in the Viburnum Trend of Missouri a sulfur dioxide pollution problem was quickly recognized and soon controlled. (Wixson 1974) But older operations were not efficiently organized and, despite their smaller scale, they often caused major pollution problems. The British mining fields are among the world's oldest and during the heyday of their operation (approximately 1750-1900) they were worked with- out regard to their environmental impact. The Rivers Pollution Commissioners in the mid-nineteenth century were led to remark that ore dressing was carried on in a slovenly and wasteful manner and the complaints by farmers, that river borne mine wastes were poisoning both their crops and stock, were justified. (Frankland and Mortan, 1984). The Comissioners report led to the 1876 River Pollution Act of Parliament, the first modern environment protection legislation. The development of mining since the last century is characterized by improved regulation of the pollution potential of ore dressing, smelting and refining. The collective memory is unfortunately long and pessimistic. A serious problem arises when old mines are reopened especially if the mine has not been worked for several years since local action groups may soon blame the new owners for causing problems which, in reality, are longstanding and were caused by the use of earlier state of the art technology. It is therefore essential that during the early development stages prior to reopening that comprehensive studies be carried out to identify and quantify local contamination problems. These baseline studies should include surveys on the nature and composition of old tailings disposal areas and other wastes on the mine properties. The composition of air and water should be monitored. Soils are long term sinks for all heavy metals and particular attention should be paid to soils within any city areas near the mine since there are sources of heavy metals in urban areas which are not connected with mining and ore processing. This paper describes some of the results of such a study around a prospective cobalt mine in Southeastern Missouri. It is restricted to the soil survey of forest and agricultural land which took place in and around Fredericktown, Missouri. The city is located at approximately 37° 30' North and 90° 20' West and lies 143 kilometers south of St. Louis. There are several metal mines near Fredericktown, including Mine La Motte, which is the oldest and was first opened in 1720. [Figure 1] is a location map of the area. The survey described here was in connection to the reopening of the Madison Cobalt Mine which was first worked in 1947.

?Wyoming bentonite? has become almost a world-wide trade mark for high quality sodium bentonite. Although bentonite is produced in more than a dozen U.S. states the largest producing area covers Wyoming and adjacent parts of Montana and South Dakota. Bentonite was originally known as Taylorite and later renamed Bentonite by Dr. Sam Knight, the State Geologist of Wyoming. The new name came from the Fort Benton shale member of the Mowry Formation. Bentonite is a clay consisting essentially of the montmorillonite group of minerals. Since bentonite has good ion exchange capabilities, various cat-ions are easily replaced. These cations are usually calcium and sodium; however, magnesium, lithium, potassium, and others can be exchanged. One way of classifying the clay is based on its swelling capacities when wet or added to water. Bentonite having sodium as the dominant exchangeable ion typically has very high swelling capacities and forms gel-like masses when added to water. Bentonite in which exchangeable calcium is more abundant than other ions has much lower swelling properties than sodium varieties.

The Pb-Zn-Ag deposits within the Lower and Middle Paleozoic strata of central Colorado (Leadville, Gilman, Aspen, and others) occur principally in Late Mississippian karst-solution features within dolomites and, to a lesser extent, limestones. Several un- conformities within the Devonian and Mississippian carbonate rocks and the subregional dolomitization of the Leadville (Mississippian) Formation that occurred during the Late Mississippian resulted from recurrent uplift of elements of the Ancestral Sawatch, Gore, and Front Range areas within central Colorado. Uplift of these areas also strongly influenced the details of the extensive karst topography that developed during the Late Mississippian. In particular, uplift of the Sawatch Range area caused paleovalleys from 300-600 ft deep to form on the karst landscape. The pattern of karst-solution caverns, sinkholes, cutters, channelways, and breccia-rubble zones was strongly controlled by incision of surface drainages and the strong northeast-trending Mississippian joint system. These subterranean karst-solution features and breccia-rubble soil [ ] zones are the primary controls of the location of the Pb-Zn-Ag ore deposits in these rocks. In the Leadville and Aspen districts, the deeply incised paleovalleys occur immediately adjacent to the principal areas of mineralization. Pennsylvanian deposition of a thick terrigenous and evaporite sequence occurred within central Colorado in response to actively subsiding extensional basins and adjacent high-relief uplift areas. Hot brines developed within the Pennsylvanian strata, migrated laterally to, and moved upward vertically along, basin- margin faults during continued Pennsylvanian subsidence and deposition. These metal-rich brines migrated into karst-solution features within the Lower and Middle Paleozoic dolomites and limestones, principally within the Leadville Formation, in basin- edge uplifted locales where the Pb-Zn-Ag minerals were precipitated. Field relationships, mineral assemblages and paragenesis, fluid-inclusion data, and isotope studies suggest that the metals and brines were derived within the Pennsylvanian sedimentary sequence and that the ore minerals were deposited under different temperatures and at different depths from deposit to deposit. Chemical reaction with the carbonate cave sediment and wallrock, cooling of fluid temperatures, and mixing with meteoric ground waters were the probable combined causes of mineral deposition in the karst-solution features. Late Cretaceous-Tertiary intrusive activity has subsequently modified some of the primary Pb-Zn-Ag deposits in local areas.

Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. Currently under construction are terminals in Newport News, VA; Charleston, SC; and Baltimore, MD. Expansion of existing facilities at Mobile, AL, and New Orleans, LA, is also well under way. A wide variety of systems and components are being used. They include traveling shiploaders, tunnel and bucket wheel reclaim¬ers, stackers and high line trippers, and bottom and side dump-type car dumpers. Discussion by G.E. Agar In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to he done, wet or dry or a combination? On top of that uncertainty the author refers to a simplified "Anaconda" test. No reference is provided for this procedure and in the text the results of the technique are referred to "Denver wet ball mill" results and say nothing of Anaconda results. Reply by H. Nematollahi I think that the method proposed to determine the Bond Work Index in this paper is clearly described in the paper as follows: •The method of grinding is dry (Ref. paragraph I, subject Method description); •The size of ball mill, the quantity and size of balls are noted (Ref. paragraph 1, subject Test equipment); and The test procedure is described in detail (Ref. paragraphs 1, 2 and 3, subject Test procedure). As it is noted in the paper, the test has been worked out under the same condition as Standard Bond Test with ball mill, so dry (screening should be dry also), but using a smaller ball mill and a smaller quantity of sample. Considering the above mentioned points, I believe that the method has been fully and clearly described and it ought to be repeatable as well. The Anaconda test is a method for determination of Work Index and could be done by any types of laboratory wet ball mill (Yan, R.F., et al., cf. References). I applied this method using a laboratory Denver ball mill (Ref. paragraph I subject Determining the Bond Work Index). So the results referred to Denver wet ball mill can be equated the same as Anaconda method.

Southern Peru Copper Corporation (SPCC) has recently completed the construction of copper leaching, solvent extraction, and electrowinning facilities at their Toquepala and Cuajone plants in Southern Peru. Much of the ore for these new operations is the result of the existing mining operations that have been in existence as early as 1959. At Toquepala, pre-conditioning and bacterial dump leaching of the sulfide ore that was too low in copper content to be processed through the copper concentrator began in 1987. The Cuajone heap leach operation is treating copper oxide ore that has been stockpiled since the Cuajone concentrator began operation in 1976. The pregnant leach solutions from the dump leaching at Toquepala and the permanent pad heap at Cuajone are combined into one plant feed solution. Adjacent to the large dumps at Toquepala, a solvent extraction and electrowinning facility has been constructed. The electrowinning facility has a planned annual production rate of35,000 metric tons per year Grade A cathode copper. Initial production of the cathode copper began in November 1995.

Roof deterioration in weak moisture-sensitive rock leads to roof falls in coal mines. An observation site was set up in intake air at an underground coal mine in central Ohio to evaluate the time-dependent deterioration of moisture-sensitive roof rock. By periodically collecting and weighing the rock falling from the roof, the National Institute for Occupational Safety and Health (NIOSH) was able to quantify the deterioration of the moisture-sensitive shale roof. The measurements showed that more roof rock is falling in the dry winter months. Movements in an intersection were monitored in order to determine if deformation correlated with seasonal changes in temperature and humidity. The rate of intersection roof-to-floor convergence was found to be cyclical and related to seasonal changes, with more convergence during the months of April through September. At the study site intersection, the roof beam did not show deflection indicating movement most likely due to mine floor deformation. The bolt load also increased in the warmer months before shedding load, possibly due to rock failure. Temperature and relative humidity sensors, placed in holes in the roof show that mine air does not mix with the air in the holes. Consistent saturation levels of relative humidity were measured in the holes and it appears that high levels of moisture may have migrated into the bolt holes from roof shales. A roof sealant applied to a portion of the test roof appears to be preserving the roof and reducing the amount of rock fall into the entry, while the screened area virtually eliminated rock falling from the roof.

INTRODUCTION Mined underground chambers specifically designed for the purpose of storing liquefied petroleum gas (LPG) at ambient temperatures have been in use for over thirty years. The first caverns were developed by Warren Petroleum of Tulsa, Oklahoma, in 1948, for its plants in Texas. The basic concept of an LPG-storage cavern is to create a space in an impervious formation at a depth sufficiently below the water table so that if any movement of fluid occurs the ground water will enter rather than the gas escape from the cavern. In the past, the primary reason for LPG storage underground has been its attractive cost advantages over steel storage on the surface. At current prices the cost of storing 7.949 ML (50,000 barrels) would be equivalent, whether stored on the surface or underground; whereas 79.494 ML (500,000 barrels) of storage underground costs only one-fifth of surface storage. It is usually uneconomical to excavate less than 79.494 cu m (50,000 barrels) of storage space. The fixed costs - engineering, mainshaft and ventilation shaft - are a substantial part of the total cost, whereas the incremental costs for excavating additional storage are relatively low.
