In an effort to lower production costs and improve profitability, mining companies have adopted a variety of management practices emphasizing productivity and cost containment. One set of practices that has been used successfully in the manufacturing and electronics industries is "world-class manufacturing" (WCM). It is applicable to mining as well. World-class manufacturing is based on the twin concepts of "just-in-time" inventory practices and total quality control. A few mining companies have implemented quality control programs that are similar to WCM in some ways and substantially different in others. This article considers the use of WCM in the processing environment, although the techniques are applicable throughout a mining operation. The article is also mindful of the variety of customers to whom mineral products are sold. Industrial minerals producers may sell brand-name products to specific customers with exacting requirements, while metals producers often sell their fungible output on a faceless commodity market. Customer requirements are emphasized in WCM, and so the range of these requirements must be recognized. World-class manufacturing In any milling process, specific goals are set for product and process characteristics - concentrate grades, minimum daily throughput, moisture content, etc. WCM has two overriding objectives: the reduction of deviation from these standards, and the reduction of variability in all aspects of the process and product. By definition, reduction of deviation also includes minimizing plant downtime for repairs or process changes. WCM plants use just-in-time inventory practices and total quality control. WCM plants use these techniques to simultaneously improve productivity and reduce costs.

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company's policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

It is well known that processing of the high-silicon bauxites for obtaining alumina by the hydrochemical Bayer process is irrational due to the significant losses of alumina and alkali with red mud. The main source of losses of the mentioned compounds under the conditions of leaching by the Bayer process is the formation of difficultly soluble sodium alumosilicate of the composition Na20 .Al203, 2Si02 . n H20. A conventional method of an extra recovery of alumina as well as of regeneration of alkali out of red mud is the high-temperature sintering of the latter with soda and limestone with the subsequent leaching of sodium aluminate from the sinter by water or soda solution. A sequential version of the Bayer-sintering flow chart recommended for the prosessing of bauxites with an increased content of silica is based on this method. However, the sintering method is not the only alkaline method allowing to make an extra recovery of alumina likewise of alkali from red mud. Our investigations showed/I/, that the components mentioned can be recovered by a pure hydrochemical method of treating red mud with concentrated alkaline solutions, with lime (Ca0) being present, that was earlier succesfully used in the development of the hydrochemical method of processing nepheline rocks/2/. Two 6.17 m (20 ft 3 in.) diameter raises, concrete-lined to 5.49 m (18 ft) inside diameter, were completed in 1978 at the Monterey Coal Company Number One Mine near Carlinville, Illinois, by Frontier-Kemper Constructors. These two raises are the largest in cross-section yet completed by full-face upreaming, and the success of this project is expected to increase the application of raise-boring to coal mine shaft construction. WHY 6.17 M (20 FT) DIAMETER ? Raise boring is well accepted in the metal mining industry for a variety of applications, and is gaining in acceptance in the civil works construction industry. The use of raise boring to construct vertical openings for coal mines has not been as widely accepted, even though coal mining requires, per mine, the greatest number of openings to the surface of any underground activity. Several factors have influenced the low utilization of raise boring in coal mining: 1. Coal mine shafts must often be of large diameter to pass the required high volumes of ventilation air at acceptably low water gage pressures. Cross-sectional areas of finished shafts exceeding 23.23 sq m (250 sq ft) are common. 2. The life of ventilation shafts is comparatively long, and the typical sedimentary strata overlying coal seams normally require that the shafts be lined. Shafts on the intake ventilation circuit must have permanent water-tight linings. 3. Unconsolidated overburden at the surface is often thick, and as reaming cannot be safely utilized in unconsolidated material,

The development of a process for direct synthesis of very pure ZnO powders from zinc-bearing waste was investigated. The zinc waste which contains 55% zinc was leached with sulfuric acid. After iron removal by hydrolysis from this zinc solution, purification through solvent extraction by the use of D2EHPA as an extractant was carried out. Then, loaded zinc in the organic solution was stripped and precipitated simultaneously using oxalic acid as a precipitant. Synthesized ZnC2O4 precursors by precipitation stripping were calcined to obtain ZnO powders exceeding 99.9% purity. The effects of sulfuric acid concentration, leaching time, and pulp density on the extraction of zinc were studied and optimum conditions for the solvent extraction were obtained through purification of the zinc solution. The size, morphology, and size distribution of synthesized ZnC204 powders were studied in terms of oxalic acid concentration, temperature, surfactant added, precipitation time, etc.

As the trend to deeper mines, producing from marginal ore bodies, continues, mine hoists and their associated equipment will become more sophisticated, complex, large and expensive. Over the past two decades, mine hoisting equipment and systems have moved from steam engines to static rectification of ac to dc, and electronic controls are the standard. It is the intent of this section to present what is currently available in the field of mine hoisting equipment and systems. Because the present engineer has been exposed longer and more intensively to such things as computers, electronic devices, and machine design, no attempt has been made to make this a layman's article. Contributions from the electrical design and application engineer, gearing and hearing design engineers and other specialists have been incorporated. Some material will be devoted to electrical drive systems, rectifiers and gearing design among others. These items are inherent in the design of a mine hoisting system and the subsequent selection of the correct, most reliable and most economic system. The mine hoist can be a bottleneck between the underground mine and the surface mill. Correct selection of the right type of hoist is imperative. In this vital link between mine and mill, crude estimates of hoist capacity are not good enough, and the mining engineer must design and select the right hoisting system to meet the design specifications. 15.1-MINE HOIST TYPES There are two basic types of mine hoists available anywhere in the world today: the drum hoist on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe), which merely passes the rope over the wheel during the hoisting process. Drum and friction hoists are "generic" terms which describe the two basic categories. Within each category are variations, as below. 15.1.1-DRUM HOISTS Drum hoists, as noted, actually store the hoist rope on the drum much the same as line on a fishing reel. To accomplish this task, the drums are so designed to store, in one or more layers, the footage of wire rope equal to the total maximum hoisting distance plus sufficient rope for cutting and inspection at regular intervals and for holding to the drum (see Fig. 15-1). Usual practice in hoist drum design is to allow three turns of hoist rope for holding on the drum and three turns for inspection cuttings. 1. Single-Drum Hoists-Fig. 15-2 shows a typical single-drum hoist as manufactured by most U.S. heavy-mining-equipment companies. With the exception of some very minor features, this design configuration is standard throughout the U.S.A. Fig. 15-3 is a plan view of a typical single-drum mine hoist. This particular hoist has a single-motor drive and a double-reduction set of gearing.

Inco Limited operates nine underground mines on the rim of the Sudbury Basin. These operations are situated near the City of Sudbury, 589 km (365 miles) west of Montreal, and 363 km (225 miles) north of Toronto. The ores are mined primarily for nickel and copper, and the principal minerals are pentlandite, chalcopyrite, and pyrrhotite. Total ore production from underground is in excess of 51,000 tons per day. The total volume of fresh air supplied to the nine mines is six million cubic feet per minute. There are 50 main fans in operation at these mines, powered by electric motors totalling 11,200 kw (15,000 hp). The trend in metal mining during recent years towards mechanization and high-tonnage production methods has greatly increased ventilation requirements. The flow of air must quickly dilute and carry away diesel exhaust fumes, dust created by mining operations, and the fumes of the explosives used in blasting. Mechanical ventilation is required to obtain the necessary volume and control, as natural ventilation pressures alone are, for the most part, inadequate and unreliable. In the event of a mine fire or other needs, close control of ventilation is essential. There are two unique heating systems presently in operation at Inco: Creighton Natural Heat Ex- changer and Stobie Ice Stopes.

In Electric Arc Furnace (EAF) steelmaking, dust emissions are collected in a baghouse to prevent their escape to the Environment. This fine dust, predominantly iron oxide, also contains oxides of various other metals introduced into the EAF from the scrap charge. For example, mixed or galvanized scrap brings with it zinc, lead, and small quantities of cadmium which preferentially accumulate in the collected off-gas dust. Stainless steel scrap brings chromium into the charge, some of which also makes its way into the baghouse dust as hexavalent chromium-containing oxides. Because many of the contained heavy metal oxides are water-leachable, the U. S. Environmental Protection Agency has listed EAF dust as a hazardous waste which, as of August 8, 1988, cannot be 1andfi11ed without first being treated. Moreover, beginning August 8, 1991, all dusts with zinc concentrations of 15% or greater will be required to undergo high temperature thermal treatment to remove the heavy metals prior to any further disposal. This deadline represents several EPA-granted time extensions to the original requirements; extensions which were granted to allow for further development of process technologies.

Compared to alternative ways of dealing with coal fines, oil agglomeration has always been a commercial bridesmaid and never yet a bride. Yet interest is high in the process, as shown by a number of pilot plants in operation that are funded by industry as well as government. In the past in the US, alternative ways to handle coal finer than 100 to 200 mesh included flotation, or no treatment except dewatering, or discarding the fines as waste. There are now a number of factors that tilt the economics more toward fine coal recovery. Today, the cost of mining a ton of underground coal runs from $22-30, and discarding even 10% as unrecovered fine coal is a real economic loss. A number of attempts (notably by EPRI) have been made to quantify the effect of coal cleaning on utility boiler operations. Transportation and ash handling costs, frequency of unscheduled outages, fouling and slagging problems, and boiler tube erosion are all lowered by cleaning coal. The advantage of coal cleaning on these parameters has been shown, but the dollar amount varies with many assumptions and is difficult to pin down. The message to a utility, however, has not been lost and the trend toward cleaner steam coal is accelerating. This may lead to fewer installations that only wash the coarse coal, and add back the unwashed fine coal until a maximum contractual ash limit is reached. And, as the proportion of coal fines continues to increase by continuous and longwall mining, it may become impossible to clean the coal sufficiently without cleaning the fines. Flotation and oil agglomeration are the only processes that presently deal directly with cleaning the very finest coal fractions. Flotation has proven its effectiveness in cleaning blackwater and in separating fine coal from mineral matter. It has the achievable potential for far greater pyrite rejection than is now obtained in commercial preparation plants. Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program. Economical remediation of acid rock drainage (ARD) at secluded high-altitude western ore mines is difficult given the current treatment technology. Several passive-engineered systems that are based on wetland technology were tested in the laboratory with three western ore mine ARDs (Co, Cu and Fe mines) and with a copper leachate effluent. These systems used well-weathered lodgepole pine sawdust as the sole carbon source and mud from a pond at one of the mine sites as the source of sulfate-reducing bacteria (SRB). Simple one-pass flow-through systems removed 44% to 99% of the vari¬ous heavy metals front the Co and Cu mine ARDs and increased the pH from 3 to 7 after 28 days of SRB acclimation with a five-day residence time. Carbohydrate utilization rates were generally low, except for one 437-day run, which consumed 25%, 30% and 21 % of the cellulose, hemicellulose and lignin, respectively. Initial pH, amounts of toxic heavy metals and the degree of predegradation of the sawdust were found to significantly affect both remediation potential and acclimation time. Engineered SRB systems, alone or in combination with other passive technologies, offer promise for the economical remediation of western US ore mine ARDs.

Old mine workings are found throughout the Western United Sates on lands administered by the U.S. Bureau of Land Management (BLM), U.S. Forest Service (USFS) and private lands. Some of these mine workings date back to the late 1800s. There may be as many as 100,000 sites on lands administered by the U.S. Forest Service and Bureau of Land Management. The Bureau of Land Management has worked with the State of Montana and other agencies to identify and prioritize these sites on BLM administered lands. Following completion of the AML inventory work, the Bureau began an aggressive program to clean up priority sites. This presentation will highlight completed work as well as work in progress on several sites.

The extensive use of heavy-duty diesel engines in underground mines has raised concerns about the potential adverse health effects to miners exposed to diesel particulate matter (DPM) which contains mutagenic and carcinogenic organic compounds. The purpose of this study was to compare the levels of DPM, biological activity, and polynuclear aromatic hydrocarbons (PAH) attributable to diesel engines in underground coal mines and similar data collected in engine laboratory facilities to assess whether laboratory data could be used to predict in-mine levels of diesel emissions. Mean in-mine DPM and SOF concentrations varied from 0.90 to 1.9 mg/m3 and 0.08 to 0.40 mg/m3, respectively. DPM-associated mutagenicity (mean) levels at two of the mines varied from 400 to 970 revertants/m3. Concentations of three PAH differed by up to four-fold between two of the mines, largely reflecting differences in DPM and SOF levels. The laboratory raw exhaust data were divided by 100 to obtain expected or predicted values for in-mine concentrations. The predicted DPM, SOF, mutagenicity, and PAH values based on laboratory samples were not significantly different from many of the in-mine values. Using a potential in-mine dilution ratio range of 20 to 200:1, virtually all in-mine data fell within the predicted range. Therefore, an estimate of in-mine concentrations can be determined by evaluating laboratory data. This will allow for extrapolations from laboratory tests with particulate emission control devices to assess potential health-related benefits due to their in-mine use.

The US mining industry finished the traumatic 1980s with a strong economic performance. Worldwide economic growth and capital spending led to tight metal markets. So, 1989 metals prices were generally higher than average 1988 prices. Financial markets' volatility resulted from US junk bond defaults, heavy US savings and loan losses and effects on the US budget deficit, higher energy prices, and the seemingly intractable problems of some debtor countries. Moreover, the events in Eastern Europe promise fundamental changes in the world economic system for the 1990s. US mining companies that survived the decade had weathered economic changes that, at one point, reduced industry employment by 40%, drove oil companies to divest or liquidate recently acquired mineral subsidiaries, and led to substantial write-offs of reserves. Canadian and other international minerals firms experienced similar industry upheavels. The forced modernization and capacity rationalization produced an internationally competitive US industry. For example, even though 1989 US copper production was 27% greater than in 1980, industry employment was less than half the 1980 level. The steel industry and other minerals industries showed similar productivity improvements.

The goal of slope mechanics is to achieve efficient and safe pit slopes. In the case of ultimate mine slopes the objective is to minimize the stripping ratio by steepening the slopes to their maximum stable limit. On the other hand, the inclination of working slopes is normally established by operating space requirements and the function of slope mechanics should be the continuous surveillance of slope conditions to assure long-term stability and to provide timely warning of impending slides so that corrective measures may be incorporated in production planning. In 1956 Kennecott instituted a program to provide the resources necessary to develop and maintain a slope mechanics capability, including technical knowledge, engineers, and instruments. Although the goal has not been fully achieved, very significant progress has been made. Other papers (3, 4, 7, 8, & 12) have described the purposes and detailed results of the most recent study carried out at the Kimbley Pit. The study has provided valuable experience and has given the industry a three dimensional picture of the stability variables that influence a mine slope. The study has better defined those areas which require further investigation and has indicated those design and analytical techniques which can be used with confidence. In effect, the study has paved the way for the next step; that of refining the design process and applying it for profit.

The back-filling operation at Olympic Dam mine supports a 9.8 million tonne per year (Mtla) underground Longhole Open Stoping operation. It involves a combination of Cemented Aggregate Fill (CAF), Surface Rockfill and Underground Rockfill. The fill material is introduced from the surface via bore-holes into the top of the stopes. Due to the deleterious effects of the dust and the thickness of the atmosphere in the stope it is not possible to view the filling process. The need for a means to measure the filling process is driven by the stopes, which have both rock and CAF fill placed in them. The large volumes and high relative cost of CAF makes the minimization of CAF fill a business priority. Incorrect filling can lead to the sterilization of ore reserve. The use of millimeter wave radar to view through the haze to give real-time data on the relative positions of the different fill masses is being developed as an in-stope fill control device. This paper reviews the salient points of the technology and its potential use in the back-filling operation at Olympic Dam. The broader potential of this technology for use in the mining industry by 'seeing' through water and dust laden environments such as that found in stopes and ore passes is discussed.

In Oct. 1981, Ranchers Exploration and Development Corp. began producing silver bullion from the Escalante mine and mill complex, located in southwestern Utah. Current in-place reserves are estimated at 2.42 Mt (2.67 million st) of ore, containing about 936 t (33 million oz) of silver at an average grade of 428.5 g/t (12.5 oz/st). The vein-type deposit is being mined underground through a decline that is currently 864 m (2,835 ft) in length, but will ultimately be at least 1.5 km (5,100 ft) long. The mine is completely mechanized with rubber-tired equipment, and is producing 680 t/d (750 stpd) of ore, five days a week, or 177 kt/a (195,000 stpy). Additional capacity is available. The cyanide leach mill and associated refinery are presently producing 4.35 t/month (140,000 oz/month) of silver bullion-an an¬nual rate of about 52.25 t (1.68 million oz). With minor modifications, the mill can produce up to about 70 t/a (2.25 million oz/year), and expansion is currently underway. History The Escalante property is located 68 km (42 miles) west of Cedar City, UT, on the west side of the Escalante Valley, where the vein forms a gentle ridge in an area of low, rolling hills. For years, the vein has been the object of considerable exploration, but never became more than a sporadic producer, primarily due to low silver prices. Heber Holt of Enterprise, UT, staked the original four claims in 1896; they were patented in 1910. During the next 48 years, limited exploration and mining activity was conducted on the property. Systematic evaluation and development did not, however, begin until March 1958, when Samuel S. Arentz, a prominent mining engineer and consultant, formed several joint ventures with mining and oil companies that conducted drilling, drifting, mining, and water drawdown tests on the property. However, it remained uneconomic, principally because of low silver prices and costs for pumping large flows of underground water. In 1975, Ranchers obtained an option on the property and in 1979 began a drilling program. As of May 1982, the company had drilled 70 core holes, bringing the number of exploratory holes drilled on the property to 138. Test mining began in 1979 as silver prices increased, and full mine development began in 1980. Mill construction began in Sept. 1980, and on Aug 29, 1981, the first ore was fed to the mill.

The Tilden Mine is an iron ore mining, processing and pelletizing facility located on the Marquette Iron Range in Michigan's Upper Peninsula. It has a designed capacity to produce 8 million long tons of pellets annually from 21 million long tons of crude. It is a partnership owned by The Cleveland-Cliffs Iron Company, Algoma Steel Corporation, LTV Steel Corporation, the Steel Company of Canada, Wheeling Pitts- burgh Steel Corporation and the Sharon Steel Corporation. Cleveland- Cliffs manages and operates the Tilden. The crude ore averages 35% iron and is primarily non-magnetic iron oxide and silica. The major ore mineral is martite. Hematite, earthy hematite, goethite and magnetite are also present. The principal gangue mineral is chert. The ore grains are mostly in the 10 to 25 micron size range which necessitates very fine grinding for liberation. The concentrating process is the most complex one used in the iron ore industry. The unique technology for Tilden was developed in the mid and late 60's. The design and construction occurred in the early 70's and operation of the first phase which was of 4 MLTPY capacity began in October. 1974. Expansion of the facility to the current 8 MLTPY capacity was completed in 1979. Chemicals are the key to the beneficiation process at the Tilden Mine. The flowsheet utilizes selective flocculation - desliming, cationic silica flotation and concentrate dewatering by thickening and filtering. Nine different process chemcals are used. The control of the reagent feed systems is highly auto- mated. The entire concentrator is operated from a central control room. The concentrator flow diagram is presented in figure 1. The plant consists of 12 primary autogenous grinding lines, a common crushing circuit to handle an intermediate product within the primary grinding section, 24 pebble mill lines with cyclones and deslime thickeners, 12 flotation lines, 4 concentrate thickeners and slurry tanks, 8 lines of filters with six machines per line, and 2 tailings thickeners. A pumping system was installed in 1980 to permit the direct return of tailings thickener overflow water back to the reuse water pumphouse.

A review of the geology and mineralogy of several of the better known hydrothermal platinum-group metal (PGM) deposits is undertaken. Along with new data from two recently discovered occurrences in Nevada, a number of common characteristics of these deposits are identified. Newly described PGM occurrences in Nevada are the abandoned Gibellini mine workings characterized by limestone-hosted hydrothermal Mn-V-Zn-Ni mineralization and the granite-hosted base-and precious-metal veins of the Gingerload claims.

INTRODUCTION The quantity of seepage that will be released from a tailings impoundment depends not only on the characteristics of the seepage control system, but also on the properties of the foundation soil or rock beneath the impoundment and the nature of the groundwater in the area. The interaction between various elements of the seepage control system and the influence the various characteristics of the site and impoundment have on seepage are the subject of this paper. The results of analyses are presented herein to indicate the nature and magnitude of the effect that the various factors will have on seep¬age losses. Analyses were conducted for a uranium mill tailings impoundment located in an area characteristic of many found in the western United States or Canada. A typical seepage control system consists of placement of either a clay or synthetic liner beneath the impoundment. In some cases an underdrain system may be placed on top of the liner to collect drainage from the tailings. The parameters that were varied in the analyses included those pertaining to the liner, underdrains and foundation strata. In general, it is shown that the seepage losses will vary in a complex manner depending on the interaction of the elements of the site and the seepage control system. As may be expected, the liner and underdrain systems have the most pronounced effect on controlling seepage. This paper deals with the quantity of seepage released from an impoundment However, the impact that seepage losses from an impoundment will have on the surrounding environment will depend on the rate at which contaminants will enter the groundwater and the nature of the groundwater flow itself. Consequently, when considering these results with regard to environmental impact they must be interpreted along with considerations of geochemical factors. MECHANICS OF SEEPAGE The mechanics of seepage and methods of analysis that were used will be discussed briefly herein.
