The majority of existing models describing (methane) gas transport within, and liberation from, coal structures treat these as continua wherein two main gas flow modes (diffusive and Darcy permeable) prevail, and use finite difference techniques to generate solutions to the resulting multivariate parabolic partial differential equation(s). Isotropy and homogeneity in the physical and geometric coal structure properties are often assumed, and the existence of fundamental random fluctuations in these proper- ties is not catered for. The model proposed herein does not suffer these inadequacies, and its efficiency is enhanced by the replacement of the diffusion equation by an accurate approximation. Dynamic mining activity, gas contributions made by the geology surrounding the mining seam, goafing of overlying strata and the effects of induced strain are all taken into account.

Resume Guidelines There are some things to remember when preparing a resume. These include: • Limit your resume to one page, unless you have a lot of experience. Then it should be a maximum of two pages. • Use 8.5 x 11 plain bond paper, white or off-white. Stay away from colored paper, odd size paper, and cute resumes. They are counter-productive. • Make certain your resume is typed professionally. Be sure to check for spelling, grammar, and typographical errors. • Have your resume reproduced by copier or printing shop. Do not use carbon copies. • Keep your sentences and remarks short and punchy. Use action verbs. • Have a good layout that is easy to read, brief, and uncluttered. The first section of this text delves into construction engineering techniques for successfully completing necessary underground production support projects. I will discuss alternative design concepts, installation practices, materials and material costs, completion time, and necessary labor for individual projects. The emphasis of this section is on describing each project thoroughly and providing a practical guide for the supervisor or engineer. There are four main construction categories for typical underground mining projects. These are: 1) Transportation of men and supply materials. This refers to track and wire installation and roadbed grading and ballasting. 2) Ventilation, composed of overcasts, man doors, regulators, and stoppings. 3) Drainage, including sumps, pumping stations, drainage networks, pumps, and face drainage. 4) Haulage of coal and rock from the face to the outside. The focus here is in the installation of belt lines, belt drives, transfer points, and vibrating bins/feeders. The first section shall fully discuss these four categories in regard to the construction engineer or supervisor designing, building, or improving a system. In addition, special projects such as surge bins, rotary dumps, and underground offices not classified under these categories will be discussed. For manageable purposes, I have limited the installation discussions to one or two approaches I feel have merit. The variation of installations in coal mining is endless, each with its own advantages and disadvantages. Therefore, the reader should not dismiss or restrict his thinking to only the approaches in the text. It serves as a guide only.

The art of wire rope inspection has advanced rapidly over the past decade. Present electromagnetic (EM) wire rope inspection instruments provide an important and often vital element of wire rope inspection. Some instruments are easy to operate and offer simple and clear data interpretation. Simultaneously, wire rope inspection and retirement standards are becoming simpler and more lucid. Future guidelines will he easy for inspectors to apply and for rope operators to fulfill. The thrust of evolving regulations is clearly toward periodic EM inspections supported by visual inspections. These development sallow even moderately skilled personnel to perform EM inspections of wire ropes. Therefore, it is now possible and cost effective for wire rope users to have EM and visual inspections performed by in-house personnel. In-house EM inspections have many advantages and offer an excellent return on the initial investment. Since EM inspections can detect rope deterioration in its beginning stage, wire rope users recognize that they are an effective preventive maintenance tool. For instance, the early detection of wear or corrosion allows immediate corrective action. This can easily double, or even triple or quadruple, the service life of a rope.

The White Pine room-and-pillar mine started in 1955 from a suboutcrop, down gentle dips, and with a competent sandstone roof. As mining depths increased, extraction decreased 1% every 35 feet. Moreover, roofs became shaly and less competent, and regions of high fault and joint densities, sometimes with and some- times without high lateral stresses, increased the tendencies towards roof falls. Instinctive reactions towards narrower openings did not alleviate the problem. Careful consideration of rock mechanics principles culminated in the development of two variants to the conventional room-and-pillar mining system based on the concept of stress relief through load deflection. The two systems-EquiAdvance Cave, and PressureArch Panel Mining-are complementary. The objective of the former system is to provide relief from lateral stresses through advance caving and in the process also to achieve higher extraction at depth. Where surface subsidence cannot be allowed, the alternative PressureArch Panel concept is utilized to provide stress relief and moderately high extraction ratio. Both systems have been under trial for over three years and, together, produced over three million tons of copper ore. These two systems, and their production test results to date, are described.

Successful ground control is an essential part of all viable underground mining operations. To a large extent ground conditions influence the choice of mining methods, percentage and cost of extraction, and often the degree of safety that can be achieved. Utilizing the computer for ground-control planning offers great potential under many diverse conditions as not only are computations facilitated, but also details of the often complex geologic and structural framework of the mine can be readily stored and retrieved. Two basic approaches have been developed for applying the computer in solving ground-control problems. The first uses an analytical method, such as the finite element technique, for solving a specific problem. The second is more general and involves storage of geologic data and application of general design equations. The latter has found wide application in stratified deposits. It is the purpose of this chapter to describe both approaches as they are used for improving the ground-control aspects of mine planning.

"Underground refuge alternatives (RAs) require an air source to supply breathable air to the occupants. This requires pressure relief valves (PRVs) to prevent unsafe pressures from building up within the RA. The Mine Safety and Health Administration (MSHA) mandates that PRVs prevent pressure from exceeding 1.25 kPa (0.18 psi or 5 in H2O), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. Research to date by the National Institute for Occupational Safety and Health (NIOSH) suggests that the design and implementation of PRVs used in RAs has not yet had sufficient performance analysis or technical development. In response to this need, NIOSH tested a variety of PRVs using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork, and various sensors to determine if subject PRVs meet the MSHA requirement. Relief pressures and flow characteristics including opening pressure and flow rate were measured for five different PRVs under a variety of conditions. Subject PRVs included two off-the-shelf modified check valves, two check valves used in MSHA-approved built-in-place (BIP) RAs, and a commercially available valve that was designed for a steel RA and is currently being used in some BIP RAs. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.8 to 6.1 in H2O) and flow rates up to 19.3 m3/min (683 SCFM). INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement [1]. Section 13 of the MINER Act specifically directed NIOSH to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines. This mandate culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi or 5.0 in. H2O), or at a pressure above mine atmospheric pressure in the RA as specified by the manufacturer when the breathable air is supplied by a fan or compressor [2]."

INTRODUCTION This chapter on underground rotary drills briefly describes the equipment features, selection or applica¬tion criteria, safety features, and relative costs of both face and roof drills. After a brief description of the basic components, the application, safety, and cost con¬siderations will be explored. ROTARY DRILL COMPONENTS As illustrated in Fig. 1, an underground rotary drill consists of five basic components. These components are the energy system, chassis, boom, feed assembly, and operator's station. Energy System The energy system of a typical underground drill con¬sists of an electric motor, driving a hydraulic pump or pumps. Usually, the drill is equipped with a cable reel to store the trailing power cable from the portable power center in the mine. A simple control box is supplied to house electrical switchgear and protective devices. In addition to the pump, the hydraulic portion of the energy system includes the hydraulic cylinders, hydraulic tram motors, relief valves, control valves, etc., necessary to actuate the various machine functions. Chassis The chassis provides the frame or support structure for the other four basic components of the drill. Fre¬quently, it incorporates an oil reservoir for the hydraulic system. The chasis provides the support for the trans¬mission, which drives rubber tires or, in the case of some foreign machines, the crawler tracks. The steering link¬age and steering tires also may be considered as parts of the chassis. Boom The boom is the structure that supports the feed assembly; it is either hinged or pivoted on the front of the chassis. Hydraulic cylinders on the boom are used to lift or swing the boom relative to the chassis and to swivel or "roll" the feed assembly. Feed Assembly The feed assembly is made up of the support struc¬ture with an integral thrust mechanism, a rotation unit, centralizers to stabilize the auger, and a hose handling arrangement. In addition, most drills have an extension frame with a tilt device to aid in positioning the feed. Operator's Station The operator's station is the area from which the miner operates the drill. UNDERGROUND ROTARY DRILL APPLICATIONS Underground Face Drills Underground face drills are used in mining opera¬tions that utilize the conventional mining system. The face drill is used to drill holes in the exposed face of the material, and the face is then "shot" by means of explo¬sives or high pressure air. The loose material then is ready for loading and transporting from the face to the preparation plant. Typical specifications for under¬ground face drills are listed in Table 1. Certain parameters should be established as to where the drill is to be used and what is expected of it. To create an awareness of some of the considerations that too often are overlooked, some questions are listed that should be asked in conjunction with the selection or application of the proposed drills. Energy System: Can the drill be supplied with the proper voltage to match the available or proposed elec¬trical power system of the mine? Is the system 250, 460, 500, 550, or 950 v; dc or ac; 3-phase; 60 or 50 Hz? Is the drill equipped with an adequate electric motor to handle the proposed duty cycle? Typical motor power on a single-boom drill would range from 25 to 40 kW (35 to 50 hp); the nominal power for a dual-boom

Reconciliation of long-term, block-model reserves and mine production frequently shows significant discrepancies. This reconciliation can be done comparing the long-term, block-model reserves against a grade control model (a model based on blast holes or production data). In this article, this is called an Fl factor for tonnages, grade and ounces. This reconciliation should also be done by comparing the grade control model to the mill feed (or loaded to heaps) tonnages, grades and ounces (F2 factor). The long-term model usually contains blocks with dimensions larger than the size of the selective mining unit (SMU) of the operation. The smoothing effect of an estimator, such as kriging, will generally result in a grade-tonnage curve that does not match the grade-tonnage curve of the SMUs to be recovered. This problem is partly to blame for the reconciliation discrepancies found. In addition, in-pit perfect selection is impossible. Therefore, the grade-tonnage predictions based on blastholes also need to be assessed - considering unplanned dilution and the errors of estimation of the grade control model. This article focuses on using conditional simulations to assess the uncertainty of the predicted grade-tonnage curve in terms of minable reserves and in the framework of long-term mine planning. Quantifying the uncertainty in no uncertain terms is done in conjunction with a popular pit optimizer. It yields several possible minable reserves and several possible minable tonnages and grades, per pit shell or scheduled phase. This is a step further from the usual sensitivity analyses that are performed for deposit evaluation or development planning. Specifically, this approach takes into account the volume-variance relationship, the selectivity of the mining operation and the planned and unplanned dilution. It also carries the local uncertainty implicit in grade estimation into the mine design and mine planning phases. The estimation of recoverable reserves revolves around estimating the block distribution of metal grades from the drill hole information available, typically composites of a fixed length. Ideally, this estimation should accurately predict the ore sent to the processing facilities of an operation. Here are some definitions used in this article: ? Recoverable reserves are those where an attempt has been made to estimate the actual distribution of grades (usually by a block model) that would be found in the ground at the time of mining, relative to the mine equipment size and other operational characteristics of the mine SMU. In particular, it incorporates the effect of internal dilution for each block how the grade distribution changes in variability when comparing a composite grade distribution to the "mining unit" grade distribution. In geostatistical jargon, this is known as "change of support effect," or volume-variance effect. ? Minable reserves are those recoverable reserves defined by a mine plan. In an open-pit scenario, they would incorporate pit optimization in addition to the sequencing and scheduling of production through mine life. ? All other block model estimates from drill hole data that do not explicitly attempt to estimate or measure the volume-variance effect are called in situ. It can be argued that these models may be inappropriate tools for predicting the grade-tonnage curve of the material to be sent for processing (minable reserves). The purpose of estimating recoverable reserves can be thought of as estimating the appropriate amount of dilution that should be incorporated into the model so that it adequately predicts (long-term and on average) the grade-tonnage curve of the ore sent to the processing facilities (mean grades and ton-

3.1 INTRODUCTION The final subsidence basin discussed so far is that developed long after mining has stopped. In a supercritical final subsidence basin, the central portion subsides uniformly. Thus any structures located there are not subjected to any final permanent surface deformation. But this statement is only true for the final subsidence basin. When the face is moving, the structures are subjected to dynamic deformations associated with the dynamic subsidence basin. For instance the house in front of a moving face (location 1 in Fig. 3.1) is subjected to the maximum tensile strain and the maximum positive curvahue. When it falls behind the face in location 2, it is subjected to the maximum compressive strain and the maximum negative curvature. When the house is far behind the face in location 3, it returns to its original condition with only uniform subsidence. However, the magnitude of the dynamic deformations may be sufficiently large to damage a structure in locations 1 and 2 before it reaches location 3. Therefore it is very important to study the characteristics of the dynamic subsidence basin. Under normal conditions, when the face has advanced for a distance approximately one-sixth to one-third of the seam depth from the setup entry, depending on the seam depth and the physical properties of the overburden strata, the movement of the over- burden strata reaches the surface, whereupon the surface also be- gins to deform. Thereafter, the surface point where the movement initiates is always located at a fixed distance ahead of the face. The angle between the vertical line at the faceline and the line connecting the movement initiation point on the surface and the face- line is the angle of advance influence, w. The angle of advance influence can be used to determine the distance, [ 1], which is the influence zone ahead of the face. w is approximately 20O to 35 O for the northern Appalachian coalfield (Peng and Geng, 1984). The movement of each surface point is a relatively complicated process both in time and in space, because the relative position between the faceline and each surface point varies continuously, so that the direction and rate of movement for each surface point differ. In the following sections, the movements of each surface point on the major cross section are illustrated. 3.2 DYNAMIC SURFACE MOVEMENTS Dynamic surface movements include dynamic subsidence and displacement. The movement of each point on the subsidence basin is different as the face advances from 1 to 6 (Fig. 3.2). Surface points A and B, being far in front of the moving face, subside and displace toward the face (i.e., from A to A' and from B to B'). Point C, which is quite near but in front of the moving face, subsides continuously but displaces initially toward the face and then turns to pure subsidence ending up at C'. Point D, which is behind the face above the gob, subsides continuously, but displaces initially toward the face when it is in front of the face and reverses to follow the moving face when it is behind the face, with the amount of displacement toward the face being larger than that following the face. As a result the net displacement is toward the center of the gob (i.e., from point D to D'). The same statement is true for point E. For point F, the net displacement is zero, i.e it appears to have dropped down vertically to F'. For points G to I, the net displacements are in the direction of face advance except the magnitudes are increasing in sequential order. Point 1, has reached the final dynamic position of 1'. In other words, the face has passed sufficiently away such that it does not affect the movement at point I. All other points (A to H) are still within the face influenced area. 3.3 DEVELOPMENT OF DYNAMIC SUBSIDENCE PROFILES When the face has moved for a distance of h/6-h/3 from the setup entry, surface subsidence reaches the surface. At this time the surface subsidence basin is very mild (S, in Fig. 3.3), and it is symmetrical about the center. As the face continues to advance, the maximum subsidence continues to increase, and its location moves with, but falls farther behind the face. When the face has advanced a sufficient distance, e.g., (0.9-2.2)h, away from the setup entry, the maximum subsidence reaches the maximum possible value (curve S,). At this time, the dynamic subsidence profile is fully developed. Thereafter both sides of the dynamic subsidence profile become stabilized. The subsidence profile on the face side moves with the advancing face in an orderly manner (curves S, and S,). When the face stops, the face side of the profile continues to subside and becomes stabilized (curves;) sometime after. Curve S; is the final subsidence profile (see Fig. 2.22). 3.4 DEVELOPMENT OF DYNAMIC DISPLACEMENT AND SLOPE PROFILES The dynamic displacement profile moves with the advancing face (Fig. 3.4), but changes according to some specific rules. When the face has advanced to A, the surface begins to move and its dynamic displacement profile has two maximum values (curve Ua): one positive near the setup entry moving toward the face advancing direction and the other negative on the face side also moving toward the face advancing direction. As the face continues to advance, the positive maximum displacement on the setup entry side increases and moves toward the face continuously. The same statement is true for the negative maximum displacement on the face side. When the opening increases to the critical size, both the maximum positive and negative displacements reach the peak values and remain constant thereafter. Notice that when the opening becomes critical in size, the point of zero displacement no longer moves with the advancing face. Rather it spreads into an area of zero displacement (curve Ue) and expands as the face advances. When the face stops, the displacement on the face side continues until it becomes stabilized (curve Úe). Curve Úe is the final displacement profile. The ratio of maximum dynamic to final displacement ranges from 60 to 75%. The dynamic slope profile follows the same patterns of change. The ratio of maximum dynamic to maximum final slope ranges from 50 to 80%. The maximum slope decreases with in- creasing rate of face advance (Peng and Geng, 1984). It must be pointed out that except for those near both sides of the profiles, each point on the displacement and slope profiles is subjected to a cycle of positive and negative displacements and slopes depending on its relative position with respect to the face.

The Committee on Rapid Excavation of the National Research Council has recognized in its 1968 report the need for "improvement of rock-mechanics techniques for measuring subsurface stress field in deep boreholes and for determining stress distribution in walls of underground excavations". The technique recommended in this paper as being most suitable for both deep hole and tunnel wall stress determination is Hydraulic Fracturing. Using this method stresses are calculated directly from the fluid pressures necessary to initiate and extend a fracture away from a borehole. Stress determination by hydraulic fracturing is rather insensitive to inhomogeneity or anisotropy, is not limited in depth except by the length of the hole, requires simple equipment which is commercially available, and can be carried out by unskilled personnel. The method has been worked out theoretically and extensively tested and verified in the laboratory. A number of field tests in deep holes ranging from 300 to 6300 ft have yielded surprisingly good results. Preliminary underground tests have been very encouraging and most recent measurements in a tunnel complex at the Nevada Test Site yielded stresses that were both consistent and reasonable when compared with the expected directionsand magnitudes. It is recommended that hydraulic fracturing be considered as a method of in-situ stress measurement both in the pre-excavation stage of design and during tunneling.

INTRODUCTION To be effective and useful, monitoring of tunnel construction must be carefully planned throughout all steps. A vital and frequently overlooked step is a clear definition of the specific purposes of the instrumentation. Most tunnel construction monitoring has in the past been of benefit to research, the advancement of tunneling practice, wittingly or not. The development of monitoring instrumentation for the benefit of the project from which the data are recovered has very significant potential for risk and cost reduction of soft ground tunneling. A systematic approach to tunnel construction monitoring, from conception to full implementation, includes at least the following nine tasks or steps: Definition of benefits and purposes; design and project specification to draw full benefits; selection of monitoring parameters; selection of instruments and writing of specifications for procurement and installation; procurement and installation; reading and maintenance; data storage and retrieval; interpretation; implementation. Some of these steps are fairly easy and resolved through the use of established theories and technologies. The difficult ones are those that require the bending of minds, those that involve changes in the ways engineers design soft ground tunnels, the way owners pay for tunnels, and the construction is managed, inspected and controlled. INTRODUCTION During a recent panel discussion on the topic of millwater antiscalants, the question was posed: "What would you like to see in the future?" Answer: 'We need an antiscalant that: can be fed without a pump (no maintenance), functions on residual basis (no fault), can be tested for colorimetrically in sub-part-per- mi 11 ion concentrations (no guessing) and will recycle back to the mill from tailings (no cost).” Impossible? Based upon today's level of technology, such a product does not exist. However, a few of the qualifications listed above are certainly food for future thought. Meanwhile, progress is being made in upgrading three essential elements in this critical area of ore processing. They are: 1. Antiscalant reagent research and development. 2. On-line monitoring programs. 3. Reagent storage and feed systems. The objective of this paper is to out- line the current direction being taken in each of these areas and to present case histories as examples of how theory has been applied in field situations to better improve operations. LABORATORY SCREENING TESTS Recent technical papers have explained the various generic chemical raw materials which are available in the marketplace. While the merits of each chemical component are open to debate, the processes used by most major reagent suppliers to evaluate products in the laboratory are fairly standard. Common techniques incorporate both static and dynamic conditions in the search for the most cost effective product. Static Test Perhaps the most common test procedure used is based upon NACE Standard Test Method 03-74, which is "a laboratory screening test to determine the ability of scale inhibitors to prevent precipitation of calcium sulfate and calcium carbonate from solution." The objective of this test is to measure the change in calcium ion concentration in a container of saturated stock solution prepared from calcium chloride and sodium carbonate which is heated in a water bath. After 12 hours at constant temperature (160°), the mother liquor is pipetted into a beaker and a titrated for gm/l of unprecipitated calcium ion. A simultaneous test is performed on stock solution with antiscalant added. The results are then charted to determine the most effective antiscalant (with respect to preventing precipitation of calcite). It should be noted that this procedure examines only the ability of a chemical additive to retain calcite in a saturated solution where thermal stress is applied. This is commonly referred to as sequestration or stabilization. It has been documented that products which act in this manner (i.e., inorganic and organic phosphates) are good scale inhibitors. However, low molecular weight anionic polymers function in a much different manner by distorting calcite crystal size, shape and charge density, thus preventing scale formation. Because of this different mode of operation, static tests may not prove conclusive where polymers and sequestrants are being compared. The simplicity of this test makes it easily adaptable for field use, although modifications are often made.

Polysaccharides have been widely used as depressants in mineral processing for decades. They constituent one of the most abundant family of biopolymers. However, only a small number of them have been used by industry so far because of a general lack of understanding of interactions between these polymers and minerals. In this work, adsorption tests, electrophoretic mobility measurements, microflotation and fluorescence spectroscopic tests were performed along with computer simulation to explore the mechanistic aspects of guar gum adsorption and conformation on talc as a function of relevant variables such as ionic strength, pH, solvent composition and polymer molecular weight. From microflotation tests, it was found that talc hydrophobicity decreased markedly due to the adsorption of guar gum even at very low concentrations and reached a plateau below moximum adsorption. Guar gum adsorption on talc was found to be not affected significantly by changes in solution conditions such as pH and ionic strength, ruling out electrostatic force as controlling factor for adsorption. Fluorescence spectroscopic studies showed no evidence of the formation of hydrophobic domains at talc-aqueous interface. Also urea, a hydrogen bond breaker, reduced the adsorption of guar on talc. All of the above results suggest that one of the main driving forces for guar adsorption on talc is hydrogen bonding in preference to electrostatic or hydrophobic force. This information should help toward designing reagents of optimum molecular architecture for efficient depression, dispersion or other such surface modification of particles.

Two weathering procedures are being developed by the Acid Drainage Technology Initiative in cooperation with federal agencies(OSM and EPA). Objects are to: (1) standardize existing humidity cell and leaching column procedures; (2) improve test methods by maintaining a carbon dioxide enriched environment needed to optimize carbonate mineral dissolution, and quantifying particle size variables to evaluate reaction kinetics, and (3) provide flexibility in test method implementation consistent with EPA guidelines for Performance-Based Measurement Systems. Preliminary results indicate the CO2enriched leaching environments produce alkalinities that are similar to field observations and greater than the tests run under atmospheric PCO2. Leaching columns produce higher alkalinity than humidity cells.

Introduction Mine sampling determines the practicality of any mining operation. Improper sampling can result in an incorrect appraisal of present production and future potential. Therefore, the mine department in charge of ore-reserve calculations and mine sampling should be overseen by competent and experienced professionals with technical backgrounds qualifying them to produce accurate results. Sampling is a process by which portions of an ore body are collected and analyzed to estimate the average mineral content of the entire ore body. It is incorrect to assume that a large number of samples eliminates any errors in the sampling method. To obtain unbiased samples, proper sample location with respect to rock type and mineralization is just as important. The sampling procedure must yield correct results for the type of mineral deposit, and careful consideration should be given to whether or not the sampling technique has been developed to an extent sufficient to eliminate as much human error and bias as possible. Only after the ore has been mined and milled is the sampling accuracy known. Sampling also provides information about the bulk composition of the ore for mineralogical and metallurgical tests that determine the economic ore-waste boundaries and the geologic trends for exploration. Actual mining plans can be developed from this information to maximize profits. Accurate sampling is critical, and thus must be approached in a scientific manner. Sampling Techniques Sampling practices and techniques are as varied as the mines in which they are used. The method(s) chosen must be tailored to suit the company and mining needs. For instance, tabular uranium deposits, vein gold deposits, and porphyry copper deposits pose special problems in conducting unbiased sampling. The mine geologist or engineer in charge must develop a sampling method, test it in a sample area, and then critically evaluate the results. If the results from the test area are accurate within the economic limits established by the company, they then may be adopted for general use in the mine. Four routine sampling methods are suitable for specific sampling objectives in the daily mine routine: (1) channel sampling, (2) chip sampling, (3) grab sampling, and (4) bulk sampling. The final sampling results depend upon how the four methods are combined to accurately determine the grade of the ore body. When used in conjunction with each other during different stages of mine development, the channel, chip, grab, and bulk sampling methods provide an in-house check or a comparison by which mining methods and sampling procedures can be evaluated. However, the most valid check is based upon the daily mill production. Channel Sampling Channel samples consist of cuttings collected from a groove cut into the rock about 102 mm (4 in.) wide and 19 mm (0.75 in.) deep. Various tools ranging from a 1.8-kg (4-lb) hammer and moil to a pneumatic chisel can be used to cut the sample. Accessibility and rock hardness determine the applicable sampling tools. Before attempting to take a sample, the rock surface must be cleaned thoroughly; the method of cleaning depends upon the amount of mine dust accumulated on the surface or the degree of alteration of the rock surface. Typical cleaning methods 'employ a wire brush, water, or chipping a fresh surface. Next, the sample outline is marked on the prepared surface, taking care to choose appropriate sample loca- tions. After determining the proper sample outline and length, the sample can be chiseled out, catching the rock fragments on a canvas tarpaulin on the floor, in a powder box, in a canvas bag to avoid contamination, or by some other suitable means to capture all of the sample. Vertical veins present a special problem because the drift's back usually is arched, not square. For example, Fig. 1 shows that if sample intervals are measured from A' to D', the length of the sample interval is greater than the true vein width, resulting in an incorrect calculation of the ore reserves. The correct method would collect three samples at A'-B', B'-C', and C'-D', using either actual measurements in the mine represented by A-B, B-C, and C-D or trigonometric calculations to determine the true ore thickness. Then, each sample can be weighted by grade and true thickness for the vein. Channel lengths usually are a maximum of 1.5 m (5 ft), and it is good practice to divide longer samples into smaller intervals according to structures, changes in rock types, or differences in rock hardnesses. The influence of those features on the mineralization then can be determined. Chip Sampling Chip sampling is a variation of channel sampling used when the rock is too hard to channel sample economically or when little variation in the mineral content indicates that this sampling method will yield results similar to those of channel sampling. Rather than cutting a channel in the rock, small chips are flaked off at regular intervals over the entire face or area being the mine. sampled. Care must be taken to assure that the sample is representative of variations in the rock hardness and type. hi^ method is fast and useful in preliminary evaluations, but it should not be used for quantitative ore-reserve calculations. Grab Sampling Grab sampling is a fast method for double checking either channel or chip-sampling procedures, and, in some instances, mine production can be estimated from carefully taken grab samples. Grab sampling takes equal amounts of material at selected intervals over a mine dump, a muck pile, or from an ore car to estimate its Channel Sampling mineral content. Generally, this method is not considered reliable. Many independent variables can affect this type of sampling process. In the garden of national problems recognized by the American public, imports of mineral products is a hardy perennial. Concern for the security of mineral supplies has preoccupied nations since the industrial revolution and the mechanization of warfare. Since 1973, Americans have also been sensitized to the potential economic costs of overseas mineral supply disruptions and the cartelization of foreign production. Though oil prices have plunged since 1981, the import dependency issue remains topical. Political turmoil in Southern Africa reminds us that mineral supply disruptions will occur in the future as they have in the past. Producers of iron and steel, copper, and refined petroleum products seek protection from imports on national security grounds. The Reagan administration is proposing sweeping changes in the management of the federal mineral stockpiles. s an enduring need to take stock of the mineral trade position of the United States. This article considers the changing role that the U.S. has played in the twentieth century in non-fuel minerals trade. We begin by enunciating some principles that are useful in analyzing this trade. The changing pattern of trade in the 1900-1969 period is then reviewed. There follows a more detailed analysis of mineral trade trends in the 1970-84 period. Some consideration is given in the final section to the significance of non-fuel mineral trade for the U.S. economy. THE ECONOMICS OF U.S. MINERAL TRADE The allocation of non-fuel mineral products in the United States has in this century been accomplished primarily through the market mechanism. Except where trade barriers have distorted price signals, this means that mineral supplies have been obtained from the least cost source, with little regard for their country of origin. Mineral prices facing U.S. firms are sensitive to shifts in the domestic supply and demand, but are also sensitive to economic conditions overseas. The balance of trade in each mineral product has depended on the amount that is profitably produced and consumed domestically at the world price. The nation has produced exactly as much as it has consumed only by chance. U.S. demand for non-fuel minerals is derived from the demand for manufactures, farm commodities, and other goods whose production requires mineral products as inputs. The demand for such goods can be quite volatile, and in most industries moves cyclically due to its sensitivity to the level of aggregate economic activity. The supply of mineral products depends on the cost of extracting and processing mineral raw materials. These costs do not vary greatly in the short run. Because of these attributes of mineral markets, U. S. trade in mineral products fluctuates considerably from year to year. Most of this volatility results from shifts in domestic and overseas demand and from changes in exchange rates and trade barriers. Longer run changes in the mineral trade pattern can also be discerned. These depend on secular trends in demand and in the cost of mineral extraction and processing at home and overseas. The United States was originally endowed with extensive reserves of an array of mineral-rich ores and fossil fuels. It is also a nation with an entrepreneurial climate and technological capability conducive to extracting and processing those reserves. Not surprisingly, it has at one time or another ranked among the world's leading producers of a great many mineral products. With a population that is large and an economy that is technologically advanced by world standards, the U.S. has also been a leading consumer of mineral products. Because of its voracious appetite, the bulk of mineral products produced domestically has traditionally been consumed domestically as well. Net exports have been sizable only in those industries in which the nation has enjoyed an extraordinary cost advantage. In other cases an existing plant which is operated manually may be automated only In part in order to determine In ether the met of it should be. Finally. in some instances dynamic isolation my be used prior to installation of the control system to determine the strategy to be used or to evaluate the improvements In process performance expected from automatic control. This paper describes the development of a methodology for making these evaluations. In order to obtain an accurate assessment of Improvements In a short time, statistical methods can be employed. Mineral processing plant, are subjected to many types of both random and deterministic disturbances of various duration. The statistical method, available for process control at analysis are designed to counter the obscuring effects that random disturbances have on such as evaluation. The basis for evaluation and comparison is some freely chosen measures of process performance termed the performance index or objective function. The experimental data used to calculate the performance index should, if possible, be collected by alternately running a circuit Or plant with the two or more type, or control being tested ("serial testing”) or more preferably, by running two circuits with the two type, of control side by side ("parallel testing") . The performance index is a random variable so that when comparing two types of control, statistical hypothesis testing must be used. By testing s hypothesis statistically one accept, or reject, a (null) hypothesis [ ] concerning the mean or variance of one or more performance indices. For example, a hypothesis Ho might be that the mean of a performance index with stabilizing control is larger than with manual control. Defining a Performance Index The performance index, denoted by [ ] , is a measure by which alternative strategies or situations my be cam peered on either s technical or an economic basis (see Table 1). Technical measures are concerned with the effects of control on process variables or outputs or on the deviations of controlled variable, from their setpoints. For commotion circuit, important technical measures of performance are throughput, product fineness and the consumption of liners, media and electrical energy. For flotation circuits important technical .satires are recovery, grade and reagent consumption. Economic measure such a, cost and profit n usually determined from a combination of technical measures and are usually the final factor upon which a decision may be made, although a control system my achieve higher values of technical measure , the control effort expended my be of such magnitude that the economic measures, such as cost, are poor. Running Comparisons Comparison, between automatic and manual control are normally done with data obtained before and after control system Installation, unless ore characteristics remain the same during the period of data collection the results will be biased. By running the test circuit with the control system alternately turned on and curled off until all possible ore type, have been run through the circuit, unbiased result, can be obtained. This mode of testing is termed “serial testing.” An alternative and potentially more powerful and quicker made of testing is "parallel testing" in which two circuits, one with the type of control being tested and one without, arm run aide by side. In this type of testing both circuits process the same ore so that valid results occur sooner than with aerial testing. The data may be averaged before testing or the differences in the performance indices may first be calculated before averaging. However, the two circuits must be nearly identical in their mechanical characteristics otherwise differences other than the degree of control will bias the results. It mechanical differences exist than it my be necessary to adjust one or the circuits prior to testing. Sometimes it is possible to correct far mechanical differences based on Inherent efficiency calculations made with a model. Hypothesis Testing Once the data is collected, hypothesis fencing can be carried out to determine if the automatic control system has resulted in a statistically significant improvement. DESCRIPTION OF PROJECT The Straight Creek Tunnel site is located approximately sixty (60) miles west of Denver, Colorado, on Interstate Route 70 in the vicinity of Loveland Pass, in the Rocky Mountains. The ultimate project will consist of dual two-lane vehicular tunnels with a building at each portal to house mechanical ventilation equipment and other installations. The tunnels run virtually east-west on an ascending 1.64 percent grade for a distance of approximately 8,900 feet, and will pass beneath the Continental Divide at an elevation of about 11,000 feet above sea level. The maximum cover is 1,450 feet and each tunnel is approximately 48 feet wide by 50 feet high as excavated. The work now under construction consists of the North Tunnel, which initially will have two-way traffic. Ultimately it will be the west bound lanes for Interstate 70. The completion of the North Tunnel will be the fulfillment of a long felt need for better communication through the high Rocky Mountains of central Colorado and is a vital link in Interstate Route 70. The early planning for a vehicular tunnel through the Continental Divide began in the late 1930's and between November, 1941 and May, 1943 an exploratory pioneer tunnel

Some basic terms used in cost management and accounting include: - Cost. A sacrifice made to acquire goods or services, measured by the price paid. Technically, the sacrifice is called a cost until the benefits from the goods or services have expired, at which time the sacrifice is called an expense. In this text, the terms "cost" and "expense" are used interchangeably. - Revenue. An increase in the value of the firm resulting from the sales of goods and services. - Income. The excess of revenues over costs for a specified period. The term is often used with modifiers to indicate specific quantities on an income statement (e.g., pretax income; net income). - Activity. A measure of production work. Traditionally, physical production volume (tons of ore or units of product) has been used as the measure of activity. Other measures include direct labor hours, equipment operating hours, and quantity of materials or supplies consumed. - Responsibility center. A segment of an organization that is responsible for a specified set of activities. In mining, individual operating divisions can be treated as responsibility centers, known as profit or cost centers. Departments within a division are generally treated as cost centers. - Cost center. A portion of an organization having responsibility for achieving specified levels of cost. - Profit center.
