Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. INTRODUCTION Dry concentration or pneumatic cleaning uses air currents as the separating medium. Pneumatic cleaning in the United States today is limited to three or four operations. In fact, the quantity of bituminous coal cleaned pneumatically has declined from its peak in 1965 of about 25.4 million tons (23.1 Mt) to its current level (1988) of less than 4 million tons (3.64 Mt) annually, as shown in Fig. 7-9 1. In 1940, pneumatic methods accounted for 15% of the bituminous coal and lignite cleaned in the United States as given in Table 7-32. Currently, pneumatic methods account for less than 2%. The largest air plant was built in Pennsylvania about 1968 with 14 units processing 1400 tph (1280 t/h) of 3/, in. X 0 (19 mm X 0) raw feed and two additional units retreating middlings. This same plant is one of only three or four plants still operating air-cleaning devices in the US. A wet plant was added in 1985 to increase the efficiency of cleaning the fines. The air plant is still used as a scalping operation for the coarse material. Five additional operations are either no longer in production or have discontinued the use of air tables within the last year. Wet cleaning methods are now being employed at the facilities that have discontinued air table operation. he advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. The advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. Despite dry concentration's drawbacks, research has continued into dry concentrating methods, including both electrostatic and magnetic separation techniques. The real application for future dry cleaning processes is probably at the power plant between the pulverizer and the boiler feed where particles are already dry and ground to fine sizes (- 200 mesh [ -0.075 mm]), increasing the effectiveness of the separation and also, possibly, increasing the liberation of clean coal from finely disseminated impurities. From a utility's viewpoint, pneumatic cleaning offers the best delivered Btu cost, based on the premise that a percent of moisture is just as detrimental as a percent of ash. PREFACE Debris disposal can very often be a severe problem and major restriction on tunnel boring projects, especially for small diameter tunnels and in underground mines. Hydraulic transport could provide a suitable solution. Investigations have therefore been made in connection with a full-scale project of 4.8 km length and 2,3 m diameter, to obtain the required technical and economical data for planning an optimized transport system, e.g. for a tunnel boring drivage of 6 - 7 m diameter in underground coal mines. INTRODUCTION The Radau-Tunnel, chosen for the investigations, has been designed for transferring flood peaks between the rivers Radau and Grosse Romke in the Harz-Mountain of Lower Saxony. A DEMAG TVM 20/23 H tunnel boring machine was used to drive the tunnel on a rising gradient of 0,53 %. The rock consisted of shale and hornblende (55 %), granite (15 %), diabase (15 %), chert (8 %) and gabbro (7 %). The project has been sponsored by the Federal Ministry of Research and Technology.

The floatability of a bituminous coal in NaG solutions was evaluated using a modified Hallimond tube to delineate the role of the electrostatic interaction between bubbles and particles in determining the coal hydrophobicity. Zeta potential measurements showed that bubbles are negatively charged in the entire pH range tested, while coal particles are positively charged below pH 6.0 and negatively charged above it. Also, both sodium and chloride ions were confirmed to act as indifferent ions without any specific effects for both coal particles and bubbles. Flotation as a function of pH exhibited a maximum and minimum at low salt concentrations which is shown to be determined mainly by the coal hydrophobicity as measured by a new hydrophobic levitation technique. At high salt concentrations (above 0.1 mole/dm3), the flotation without such maximum or minimum is controlled by the electrostatic interaction between the bubble and the particle.

New permit discharge standards instituted at Hecla Limited?s Lucky Friday Mine required installation of water treatment plants to manage water quality at two outfalls to the South Fork of the Coeur d?Alene River. The 002 Outfall Water Treatment Plant (WTP) is a clarification-filtration plant for treating the combined mill and underground discharge water flows. Process optimization efforts were a significant challenge until the negative impact the exploration diamond drilling products had on the clarification process was identified and resolved. The products were being wasted directly to the mine water discharge system which was pumped to the surface WTP. Anionic soluble oil and polyacrylamide based products were causing TSS particle hydrophobicity and dispersion that greatly affected coagulation and flocculation response, resulting in excessive chemical usage and treatment control issues. This paper details how problems associated with the drill products negatively impacted the 002 WTP and how system changes, alternative product usage and treatment at the source resulted in more consistent plant performance.

Management of mineral resources through land-use planning procedures is not a new concept, particularly at the local level of government. Colorado may well be one of the first states, however, to vigorously attempt to evaluate on both the state-wide and regional basis, mineral resource potential and to make certain that potential for mineral resources is included as one of the primary factors considered in the local land-use decision-making process. Less than a decade ago the only consideration given to mineral resource extraction, particularly aggregate resources, was whether or not they could be produced at the particular time they were needed. This attitude has now shifted to the other extreme, not only in Colorado, but other states as well, so that other interests, especially housing projects, mountain subdivisions, recreational and wilderness areas are gaining prime consideration in land-use decisions. Ideally, in a more acceptable median position, mineral resource potential would receive definite consideration at the local level.

INTRODUCTION The U. S. Army Corps of Engineers is developing chemical explosive excavation as a construction technique for use on Civil Works projects. Large chemical charges are being used in multiple charge arrays in a variety of media and topographic situations to achieve actual construction projects. The target is the development of chemical and nuclear explosive excavation as an accepted cost-competitive construction technique. Military research using explosive excavation is also being conducted to apply this technique to military engineering for combat purposes and to military construction. The information gained from both the civil and military research is integrated into the overall development of explosive excavation. This research and development work is being conducted under the auspices of the U. S. Army Engineer Waterways Experiment Station Explosive Excavation Research Laboratory (EERL) located at Livermore, California. This organization was formed in 1962 as the Nuclear Cratering Group (NCG) to carry out the Corps of Engineers (OCE) portion of a joint agreement with the Atomic Energy Commission (AEC) to develop nuclear explosives for construction purposes. The AEC, through the Plowshare Division of the Lawrence Livermore Laboratory at Livermore, California, has been responsible for developing nuclear explosives, conducting nuclear cratering experiments, developing nuclear safety information, and developing methods for predicting the shape of the craters. INTRODUCTION The placement of concrete by means of pumping is one of the fastest growing practices in the construction industry and is widely used in mining applications. In¬troduced in the United States in 1933, this method has been adapted to many aspects of the industry, especially where space for equipment is either limited or inaccessi¬ble. Concrete pumping offers many advantages over other methods of placement. Using pumping equipment, the concrete mixture can be transported in a single operation from a central mixing site to numerous forms in many remote locations, eliminating the need for rehandling the mixture and reducing the labor costs to a minimum. Pressurized pumping provides an extra mix¬ing and blending step, resulting in concrete of improved uniformity and greater density. In turn, this produces high compressive strength and increased durability. Various placement defects can be reduced or pre¬vented by pumping. The steady and even flow of the concrete minimizes the form distortion and delays caused by vibration problems that are common to fast dumping of the concrete mixes. Segregation, planes of weakness, bleeding, and surface faults are diminished considerably. Perhaps the greatest advantages of concrete pump¬ing are the distances and volumes that can be handled. Depending upon the equipment used, pumping rates of from 8 to 115 m'j/h (10 to 150 cu yd per hr) can be achieved, with a horizontal range of up to 460 m (1500 ft) and a vertical range of up to 140 m (450 ft). Theoretically, almost any concrete mixture could be pumped. However, consistency is an important consid¬eration for efficient operation. Mixes that are too wet, too dry, too hard, or poorly graded can cause difficulties that increase the costs. Similarly, mixes containing aggregate material that is over the maximum size or that is porous and highly absorptive can also result in diffi¬culties and increased costs. For the best efficiency, the mix formulation must have a well-graded sand and aggregate combination, with enough fines to provide flowability. If additional water is required for pumping, additional cement must be used to meet the design criteria of the structure. Each pump manufacturer can provide recommended mix formulations for the specific equipment furnished. Since the 1950s, many improvements have been made in pumping technology. Originally, only rigid steel pipe of 168 to 245 mm (6.625 to 9.625 in.) diam was used; today, both rigid steel pipe and flexible conduit are available in diameters of from 76 to 203 mm (3.0 to 8.0 in.). Improved pumps have been developed, and the introduction of power-coordinated booms has in¬creased the versatility of concrete pumping. The older and more conventional placement methods can no longer compete with the flexibility, efficiency, and econ¬omy of the pumping method, and continued research and development can only improve the system and expand its use throughout the mining industry. PUMPING EQUIPMENT The three major types of concrete pumping units currently available are the piston pumps, the pneumatic pumps, and the squeeze-type pumps. Table I provides a comparison of capacities, horizontal ranges, and vertical ranges for pumps of all three types. The second Belt Symposium in Missoula, MT, Oct. 9-16, 1983, was designed by its conveners as a field conference on progress in the Proterozoic Belt Supergroup rocks. The symposium was sponsored by the University of Montana with corporate support by Anaconda Minerals. Asarco Inc., Exxon Minerals Co.. Hecla Mining Co., Molycorp Inc., Noranda Exploration Co., and Utah International Inc. Introduction The Belt Supergroup is a thick middle Proterozoic sedimentary sequence deposited in a basin along the edge of the North American craton. Subsequent geological events have modified the basin so its remaining rocks outcrop in Montana, Idaho, northeast Washington, southeast British Columbia, and southwest Alberta. The Canadian equivalent of the Belt is called the Purcell Supergroup. Several similar age basins occurred along the western edge of the Proterozoic North American craton. The sedimentary sequence in the Belt basin aggregates is more than 18 km (60,000 ft) in the thickest section, where the bottom is still unexposed and the top removed by erosion. The limits of the Belt basin are poorly known because of later sedimentation and tectonic disruption. Knowledge about the Belt terrane has been difficult and tedious to obtain because the rocks are generally monotonous and fine-grained. During the last decade, new 1:250,000 scale reconnaissance maps of most of the Proterozoic Belt terrane were published, open-filed or otherwise brought close to completion. These maps provided the opportunity and challenge to consider the stratigraphy and tectonics of the Belt Supergroup as a complete basin. This broader view has contributed greatly to the solution of numerous geological problems created by previous, more focused work. Along with the availability of better geological base, there have been new exploration developments. The 1973-1983 decade saw proof of the commercial viability of the Cu-Ag mineralization at the Troy mine. The conclusion was also accepted that the Sullivan mine was a sedimentary massive sulfide. So was the conclusion that the Cu-Co mineralization at the Blackbird mine at Cobalt, ID, was the result of similar submarine exhalative processes. And there were discoveries of another Cu-Ag deposit "larger and higher grade" than the Troy mine and of two new massive sulfide districts. The Belt-Purcell terrane has long intrigued exploration and mining geologists as the host of Pb-Zn-Ag veins of Idaho's Coeur d'Alene district and of the Sullivan mine at Kimberley, British Columbia, one of the largest Pb-Zn-Ag deposits in North America. In the mid-1960s, Bear Creek Mining Co.'s discoveries of the stratabound copper-silver occurrences in the Revett Formation brought new interest in the basin's geology. The recognition of the Sullivan ore body as a sediment-hosted massive sulfide has also generated minerals exploration activity in the US portion of the Belt basin. This activity increased again after the Australian discovery of the world class Olympic Dam deposit at Roxby Downs, South Australia. This occurred because of some suggested similarities in the regional geologic setting of the Belt basin with the Adelaide geosyncline, the host for the Olympic Dam deposit. Technical Sessions Technical sessions topics included Lower Belt and Ravalli Group stratigraphy, Middle Belt carbonate and Missoula Group stratigraphy, Belt-Purcell stratigraphy, structure and tectonics, strata-related mineral resources, geochronology and geophysics, geochemistry and isotope geology, and a summary of significant problems. Evening poster sessions dealt with the topics and papers presented each day. Since the first Belt Symposium, mapping of the stratigraphic units and their tectonic setting has enabled geologists to progress in conducting a basin analysis. Belt Symposium II revealed no concensus on many aspects of belt geology. However, basic stratigraphic studies have reached the point that models can be constructed. The Prichard Formation is equivalent to the Aldridge Formation, but detailed correlations were not previously available. Studies were made by Finch and Baldwin (Cominco American) and by Cressman (US Geological Survey). These studies established important correlations of key markers within the Aldridge Formation to units in the Prichard Formation. This will help eliminate geologic interpretation problems at the US-Canada frontier and make Belt basin reconstruction more accurate. Also, the Sullivan ore deposit was shown to be formed in the deeper distal part of the basin. This contrasts to the more proximal depositional position of the Prichard Formation. Hamilton

This paper reviews the technical advice available to support companies in the delivery of social aspects of sustainable development. It will draw on diverse experience from the sparsely populated plains of the Central African Republic, one of the poorest countries in the world, to the densely populated villages of the Carpathian Mountains in Slovakia. It will review basic requirements for the consideration of social issues, as well as guidance on international best practice. It will review: the legal basis; coverage; consideration of alternatives; scope; inclusive decision-making; indicator development; impact monitoring and evaluation. The paper will discuss the breadth and depth of social issues for consideration, including the realms of responsibility of a company in terms of social development in different operating environments. The extractive industries invest substantial amounts of money which typically dwarfs local development, health or education budgets. Capacity building for local authorities is not directly the role of the company, but when understood as a strategy for risk management, it can play a vital part of sustainable development that benefits the local community and reduces the risk of social problems impacting profits. The paper will argue that social impact assessment is most effective when the outcomes are in line with a company?s principles and support core business practices. It is important that social impact assessment is viewed as an integral part of project decision-making and moves away from mistrusted PR and unsustainable philanthropy toward partnership, which finds suitable and appropriate solutions delivering ?win-win? outcomes. While development should not be seen as a direct company objective, engaging with development actors to better understand the operating context can ensure that social investment complements existing initiatives. The paper will also present different mechanisms for engaging with local actors, as well as developing successful social programmes.

During-all phases of exploration limited resources must be allocated among exploration methods and among exploration prospects. This problem,, an exercise in optimization, can be treated mathematically. For three objective functions - maximizing return, return to cost and return minus weighted cost - theoretical results exist which enable the exploration planner not only to gain valuable insight into the problem, but also to estimate the resources necessary and to allocate these resources for' at least-two stages of exploration prior to initial field work. A two-stage exploration strategy for volcanogenic-sedimentary iron in northern Egypt illustrates, how the results can be used. Stage 1 consists of an aeromagnetic survey to map the structure of five areas;" stage 2 consists of field reconnaissance work. For the three objectives, lower bounds are calculated as a function of exploration expenditures for each stage in order to facilitate the choice of an-optimal exploration budget. Nomograms are then presented which, based on the Kuhn-Tucker Conditions', enable the incremental allocation of airborne and reconnaissance effort among the five areas.

This chapter discusses the necessary construction techniques for installing coal mine ventilation devices. Included in the discussion are the major air controlling devices called over- casts, regulators, stoppings, and doors. Under-casts, although a valid device, are used infrequently in coal mining and are not discussed here. Typically, coal mines require a great many ventilation devices to control the air movement. Post-I969 mines have had to design their air systems to comply with the Federal Coal Mine Health and Safety Act (CMHSA) as discussed in Chap. 1. Pre- 1969 mines have had to redesign major portions of their systems to comply with the basic components of the law such as separation of air courses, single unit split ventilation, and minimum air quantities. It is not uncommon, therefore, to find a large mine (2.0 Mt/a) requiring several hundred overcast installations (permanent, as well as repeat construction), plus doors and regulators placed among a thousand or more stoppings. When each of these devices is subject to leakage from installation and weathering defects, the importance of effective construction becomes evident. An historic rule of thumb for average mine ventilation says that about 70% of all the air pressure generated by the mine fan is lost between the portal and the working faces. Of course, this rule is subject to many factors, but the message is clear: there is a tremendous inefficiency in controlling leakage through common air devices. This chapter strives to present a standard approach and design alternatives which can go a long way in reducing this leakage, and hence, ventilation costs. Historically, mine ventilation has progressed from natural, or draft ventilation, to fire-induced ventilation (Fig. l), furnace-fired centrifugal fans and finally, to today's modem mine fans. Underground controlling devices have been in use in the coal mines since the late 1600s, but the CMHSA of 1969 was the real turning point for mine ventilation. Minimum quantities and velocities of fresh air were required for mining, forcing coal operators and engineers to reevaluate and improve their systems. As a consequence, the cost for ventilating air increased. Today, companies face a variety of choices among design alternatives, materials, labor, and costs of ventilating devices for their mines. The best approach for any individual company or mine is determined by (1) the needs of the mine, and (2) the local design parameters. In my discussions of ventilation construction I shall be fairly general in terms of device installation steps, where specifics are warranted for clarification, I will include this information.

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. In comparison, for the goods producing sectors of the economy - all mining, petroleum, and manufacturing industries - about one worker in 13 was employed at a

The Gatineau shaft described in this paper was an excavation of about 38 m diameter and 21 m depth constructed in Gatineau, Quebec, across the Ottawa River just north of Ottawa, Ontario. A large sewage lift pumping station-was to be constructed in this excavation. Subcontractor for the shaft excavation and initial support was Beaver Underground Structures Ltd., of Dorval, Quebec. Mr. William C. Cox of Beaver conceived the idea for the support system used in this excavation, and was responsible for the construction activities. Initial analysis and design concepts for the lining system were developed by Mr. Ronald E. Heuer. Detailed lining design and construction monitoring were the responsibility of Mr. Jean-Michel Loignon. Geologic conditions indicated by two borings within the shaft area are illustrated in Fig. 1. The shaft excavation would be in the sensitive Leda silty clay. The clay is of stiff to very stiff consistency, with an insitu vane shear strength averaging about 115 KPa (2400 psf) and a reported low value of about 87 KPa (1820 psf). Low strength values were from the middle of the clay layer, with higher strengths at the top and bottom. Average shear strength at the level of the base of the excavation was about 137 KPa (2860 psf). Remolded vane shear strength averaged about 20 KPa (420 psf), with a reported low of 13 KPa (270 psf). Based upon average strength values, the clay sensitivity is 5.8. The clay has an average water content of 53% (range 43 to 66%), which is near its liquid limit (average 56%). The clay unit weight is about 1760 kg/m3 (110 pcf). Underlying the shaft site at shallow depth is limestone bedrock within which the piezometric head is approximately equal to the original ground surface elevation. For shaft support, a -cast-in-place concrete wafer system was considered, but was discarded because of time restrictions imposed by concrete placement and curing. The 1996 Arizona Conference was held in Tucson on Dec. 8 and 9. Attendance was 648, a 12% increase from the 1995 conference. The annual conference is organized by the Arizona Conference Board of Directors, representing SME sections from throughout Arizona and adjacent areas. In addition to those representing mining and processing operations in the Arizona region, the meeting was well attended by interested parties from throughout North America. These included vendors, consultants, academia, research organizations and corporate management. The technical program highlighted the meeting. It consisted of a keynote address and morning and afternoon technical sessions. In the technical sessions, 23 papers were presented by the mining, hydrometallurgical, smelting, geology and mineral-processing divisions. The conference was then capped by a banquet that included a talk by a noted economist. Keynote address The program was kicked off by a keynote address titled "Forecasting for the 105th Congress," by Rep. John Shadegg (R-AZ). He was elected to Arizona's Fourth Congressional District in 1994. Shadegg serves on the House Budget Committee, the Resources Committee and the watchdog Government Reform Committee. He stressed the familiar conservative positions of reducing government spending, balancing the budget and states rights. As a member of the House Resources Committee, Shadegg stated his support for the mining industry. Technical sessions Mining division. Two of the five presentations described developments at two Arizona mining operations. T.J. Swendseid of Phelps Dodge presented a paper titled "New developments at Morenci" and P. Garretson of BHP presented a paper titled "Startup of the Robinson Project." Morenci continues to expand its operation and recently broke records for production. Other developments at Morenci included the completion of a 600-m (2,000-ft) drainage tunnel and stockpile rehandling. In addition, Phelps Dodge moved Morenci's crusher plant. It was completely disassembled and reassembled in just eight days. Another interesting presentation was "Predictive maintenance techniques for large electric shovels at Cyprus Sierrita," presented by T. Ritzel of Cyprus Amax. The presentation described high-technology methods for predicting maintenance problems. These methods included vibration analysis, ultrasonic detection, infrared thermography, electrical measurements and tribology (the science of lubricant evaluation). The benefits of these techniques are reduced downtime of the equipment, as was demonstrated in case studies at the mine. The other presentations were "Introduction to NOSA 5-star safety program," by R. McKinnon, BHP Copper North America, and "A new design guideline for mine sealing," by K. Fuenkajorn, Rock Engineering International. Hydrometallurgical division. The hydrometallurgical session consisted of five papers. These included a presentation titled "Recovery of gold and silver using guanidine-based extractants," by M. Vining of Henkel Corp., Tucson, AZ. In this presentation, guanidine-based extractants LIX-79 and AURIX resin were introduced. LIX-79 was shown to have applications in copper-gold and high silver ores. In ammonia-cyanide leaching, AURIX was shown to be more selective in CIL vs. RIL comparisons. Other papers in the hydrometallurgical division included "Application of cobalt in the copper industry," by J. Hawke, OMG Apex Inc.; "Series parallel conversions and production gains at Cyprus Miami Mining's dump leach and solvent extraction operation," by E. Bilson of Cyprus Amax; "Lead alloy anode corrosion at the San Manuel SXEW tankhouse," by W .M. Gort of BHP Copper and "Hydrometallurgical treatment of copper refinery slimes," by B.C. Wesstrom of Phelps Dodge. Smelting division. Three papers were presented in the smelting division session. These included updates and reports on improvements at the Hayden, Hidalgo and BHP San Manuel smelters. For example, W.A. Dutton of Phelps Dodge presented "Recent improvements at the Hidalgo Smelter." These changes were aimed at reducing environmental emissions and increasing production. They included modifications to the fugitive-gas collection system to reduce particulate emissions, rubber lining the acid plant scrubbers to reduce corrosion and the installation of a cold lime softening system for water treatment. Equally interesting papers were presented by D. Norton of Asarco, Hayden, AZ, in a paper titled "Update of the Hayden smelter process," and by D. Jones of BHP Copper, San Manuel, AZ, in a paper titled "Update on first campaign of the BHP San Manuel Copper." Geology division. The session began with a paper that outlined the progress of an exploration project in South America. "The Pierina exploration project, Ancash Province, Peru" was presented by J.D. The Zn-Ag-Pb mineralization zone near Molai (Greece) was explored by more, than 60 drillholes. Promising results led to the decision of additional drillholes in order to confirm the expected spatial extension of the deposit. A multiobjective approach is described which optimizes the location of a set of 5 additional drillholes. The decision is based on estimation errors for grade, thickness and depth of the main ore bearing layer, with respect to cut-off values for grade and thickness. The linear combination of these variables defines a favorability index which is used for mapping optimal drillhole locations. The map shows several clusters of favorable cells. A declustrering algorithm is used to select a representative cell for drilling in each cluster.

A United Nations (UN) administered degasification technology transfer project, funded by the Global Environmental Fund (GEF) is underway at the Shihao Mine of the Songzao Coal Mining Ad- ministration in the province of Sichuan, Peoples Republic of China. This mine exploits multiple seams at depths ranging from 300 to 600 m below surface. In-seam boreholes and frequently spaced in-mine vertical boreholes, developed from underlying galleries constructed specifically for this purpose, currently degasify the seams in advance of mining at the Shihao Mine. Because of ventilation system constraints and the in-situ gas con- tent, longwall mining of the coals at this mine could not proceed without some form of pre-mining degasification. This paper presents a simulation based degasification plan of long, in-seam horizontal boreholes for the Shihao Mine. Simulations with a coalbed reservoir program assessed time dependent degasification characteristics of both vertical and in-seam horizontal boreholes. The simulations used input data from reservoir and desorption tests conducted at the mine site. The results produced system design nomograms to assist mine engineers in defining the appropriate borehole spacing necessary to degasify the seam in the time available for pre-mining drainage. The predicted effectiveness of the current vertical degasification scheme was compared with that for a horizontal borehole program and served as the basis for the recommended in-seam borehole configuration for the project at the Shihao Mine. The horizontal borehole degasification program requires substantially less gallery and borehole development than the present vertical degasification scheme.

The use of diesel-powered equipment in underground coal mines has increased substantially during the last ten years in an effort to enhance mine safety and productivity. Pennsylvania and West Virginia are two of a number of states with regulations governing the use of such equipment. These states both developed and promulgated regulations before permitting diesel equipment in their underground coal mines because of concern for miners’ safety and health, especially with regard to the contamination of mine ventilation air with diesel exhaust emissions. The major components of diesel exhaust emissions are combustion gases and diesel particulate matter. The gaseous emissions consist of carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons. The diesel particulate matter (DPM) is comprised of solid carbon particles, liquid and solid hydrocarbons, sulfates and moisture. The Federal Mine Safety and Health Administration (MSHA) also promulgated regulations in an effort to control diesel emissions in underground coal mines. MSHA has adopted threshold limit values (TLVs) for all gaseous components of diesel exhaust, which were established by the American Conference of Governmental Industrial Hygienists (ACGIH). MSHA (30 CFR Part 72 Subpart D) has established a tailpipe DPM emissions limit of 2.5 g/hr for diesel engines used in permissible equipment, heavy-duty non-permissible equipment, generators and compressors used in underground coal mines. A tailpipe DPM limit of 5.0 g/hr has been established for light-duty outby diesel-powered equipment. The rationale for the tailpipe emissions limit was that an ambient measurement of DPM in a coal mine was not feasible because there is no established sampling method able to distinguish between coal mine dust and DPM. The stringent tailpipe emissions limit mandates the use of exhaust aftertreatment devices for most diesel engines used in underground coal mines today. One method by which tailpipe DPM can be reduced to MSHA limits involves using an exhaust cooling device in conjunction with a high-temperature, disposable diesel particulate filter.

The Indian Mining sector is subjected to a number of trends including call for global transition towards the route to sustainable development. Several regulations were enacted by the Government departments, from time to time, in order to identify the problems faced by the mining industry, including small-scale mining operations and to suggest appropriate mitigation measures in the form of environmental standards and certifications. During this process, a pursuit of sustainable development is regarded as an important area responding to socio-economic conditions, priorities and thus guides eventually corporate policies and practices. Thus, there is a need to formulate strategies for sustainable development. Based on these strategies some environmental indicators were developed in order to track down the progress and to evaluate its success. A case study pertaining to a group of iron ore mines in North Goa and Chromite mines in Sukinda, Orissa was selected for this study. Base line environmental data has been generated in the respective study sites. A core set of environmental indicators monitoring environmental progress based on the P-S-R model pioneered by OECD is linked with indicators for assessing the integration of environmental concerns.
