INTRODUCTION The design criteria for a particular concentration and dewatering project will provide the formal basis for design of the process, equipment and facilities. These criteria will specify the required capacities and operating schedules for the equipment, as well as the quantity and quality of the feed to be processed and products obtained. The general climatic and geographical conditions at the site, specific information on soil or rock conditions; and applicable design standards and codes will also be included. The design criteria will generally be based on an interpretation of testwork carried out on the particular ore and site, and will thus parallel in detail and completeness this testwork. As the project moves from the early conceptual phases through to final detailed design, the design criteria will be developed and become more detailed as information is generated and made available for use. The design criteria are critical to the design effort as the formal specification to the designer of what and how much is to be processed, what and how much is to be produced, and where and under what conditions. The actual design criteria will be a formal tabulation of the design basis information developed for the project in question. For a preliminary study, this may consist of a single page of data; for a feasibility study several pages and for a detailed design up to several hundred pages and multiple volumes. Depending on the complexity of the process and the level of detail included, each project will be unique to some degree. The design process for a project normally progresses from preliminary conceptual phases through to a final detailed design. The criteria used for the initial concepts are generally developed from rough data and preliminary testwork on the ore in question. Regardless, the plant throughput and products are defined, thus giving a scope and definition to the study phase. In some studies a range of throughputs may be analyzed in order to arrive at the most economically attractive size for the proposed operation. This optimum size is then used as the design throughput for the more detailed design phases. Similarly as more testwork results are available and the ore characteristics and process become more well defined a continuous updating of the design criteria is undertaken.

In many parts of the country, electric utilities use spot market coal to make up the difference between the amount of contract coal and the total amount burned. The utilities involved will normally have a structured contract for those companies supplying that spot coal. These contracts will often involve a pricing schedule with bonuses or penalties for coal above or below the specified coal quality goals. Normally, penalties will be assessed on the sulfur, ash, and other coal quality variables. This paper deals with some aspects of the pricing schedule of one of the eastern utilities that buys coal on the spot market. This utility has a number of plants that a supplier can attempt to supply through bidding procedures. The existence of the pricing schedule gives the supplier a number of different options. To the single-mine producer, options are available to send the coal to any demand site and to clean all, part, or none of the coal. In other words, he can ship to a number of different sites and can send different coal qualities to each site depending upon the level of preparation. In addition, the options to deliver blended coal to any given site will provide an additional level of complexity to the problem.

Accident prevention can be portrayed as a science that deals with facts and natural phenomena and must be dealt with in the same manner as any other operating problem. Safety at the Copper Queen Branch dates back to 1913 when a Safety Organization was started and rules formulated for underground mining. Since then the mining industry has made substantial progress in the elimination of accidents and when the Lavender Pit was started in 1951, it adopted the general plan in use at all Phelps Dodge properties. Metallurgists are trained to seek synergisms and to optimize trade-offs in the selection of processes and flowsheets. The subject of my paper and the focus of this entire conference is on synergisms involving more than just metallurgical recovery, but encompassing mining and environmental management too. Operators have always known that by recycling tailings water they could recover some cyanide and lime values or reduce the amount of new flotation reagent additions. The trade-offs have changed at many US mines today where concern about avian mortality necessitates that water in the tailings pond be detoxified. This is just one example of how selection of processes and technology today requires integration of environmental management. MUDDER & GOLDSTONE (1989) showed how cyanide can be recovered from tailings slurries by an acidification­volatilization-reabsorption (A VR) process which was installed in New Zealand, and which in 1992 is being commissioned also at Nerco DeLamar Silver Mine as described by OMOFOMA & HAMPDEN (1992). FRICKER (1990) and FRICKER & OWERS (1992) show how using A VR to recover cyanide from pregnant pulps ahead of gold recovery improves the yield of recoverable cyanide while improving the performance of the gold recovery step and detoxifying the tailings. This is an excellent example of the synergisms that can be achieved ,y applying a "systems approach."

Rapid industrial growth in India has caused the country to realize the strategic importance of its zinc and lead deposits. Private companies, nationalized in 1965, are now a corporate public sector organization that is making great strides in developing the nation's lead-zinc mining capability. The main mining area is centered around Zawar at Rajasthan. It consists a group of mines - Mochia, Balaria, Zawarmala and Baroi. Mining activities have also been extended by opening the mines at Rajpura-Dariba at Rajasthan, Sargipallie at Orissa and Agnigundala at Andhra Pradesh. A huge deposit has been explored at Agucha in the Bhilwara district but full-scale production has not yet begun. Annual consumption of zinc and lead in India has risen steadily from 25 and 7.9 kt (27,500 and 8700 st), respectively, in 1973-1974 to 162.8 and 80 kt (179,450 and 88,000 st), respectively, in 1989-1990. Mine production has also risen consistently to cope with the increased metal demand. The mining company hopes to increase production at existing mines and upgrade the beneficiation and smelting facilities. Moreover, mining operations may be expanded by opening up new units that are now awaiting governmental clearances. Technology status Mining technology has undergone a rapid, large-scale transformation, with an accelerated pace of new, larger capacity mine development. Murray mine was one of the first Mechanized cut and fill underground gold operations in Northern Nevada. At the end of 2002 mine production began to decline and Murray entered a phase of remnant mining and began preparations to close down. The remaining mining took place along the ore waste boundary, in previously condemned areas, and in highly challenging ground conditions. To remain economically viable new techniques were implemented in operations, geology, engineering, and rock mechanics. These improvements pushed the edge of known and accepted mining practices and have allowed Murray to remain in operation today. History The Murray mine is located on the Jerritt Canyon property, which is located 45 miles north of Elko, NV in the Independence mountain range. Mining operations started at Jerritt Canyon in 1980 out of several open pits. In 1993 underground mining began in conjunction with a decline of surface mining operations. The transition from surface mining to underground mining moved the property into a new era. At the time there were limited examples of successful underground operations in the area from which to draw experience. Several mining methods were attempted with varying degrees of success and underhand cut and fill proved to be the most effective method. To date Murray has mined 1.2 million ounces at an average grade of .335 OPT utilizing this mining method.

1. INTRODUCTION The Washington Metropolitan Area Transit Authority (WMATA) has often taken a leading role in introducing innovative construction technologies to build its transit system. Most recently, Contract Section E-5a, which included Fort Totten Station and Tunnels was constructed utilizing the New Austrian Tunneling Method (NATM) in soft ground. Along with the station and tunnels, two permanent shafts were also constructed in soft ground employing the NATM technique. This project is located within the District of Columbia on the Greenbelt Route. The subject of this paper is to discuss the unique method of construction of these two shafts, and explore the benefits of applying the NATM technique to the construction of deep shafts. The design of the shafts was performed jointly by Jenny Engineering Corporation of Springfield, New Jersey, and Mayreder Consult of Linz, Austria. The designers also provided construction support services and a resident NATM expert at the site during construction. The construction of the project started in April 1988 by a joint venture of Mergentime Corporation and H. T. Construction, a subsidiary of Hochtief Company from Germany. This $48.7 million construction project has been completed. 2. SUBSURFACE CONDITIONS The two NATM shafts are located primarily in Cretaceous-age deposits that are over 100 million years old. These deposits are intermixed and lenticular in nature

The purpose of this paper is to present a viable method of reinforcing rock pillars by utilizing fully grouted reinforcing steel and a cement - fly ash mortar. Although the fully bonded bolt concept is not new, as exemplified by the present widespread use of resin bolts within United States mines and by the use of cement grouted reinforcing used as back pins in the Kiruna Iron Ore Mine in northern Sweden, (1) (2) the method of stabilizing mine pillars with fully bonded reinforcing is new. This method, called the "grout-rebar system", was first incorporated at St. Joe Minerals Corporation’s Fletcher Mine in December of 1972. The system was used on an emergency basis before extensive research on the mechanics of the system could be completed. Since December of 1972, however, approximately 206 pillars have been reinforced at Fletcher and the system is currently being used on a regular basis at two other St. Joe mines and at two competitor mines in the area. Basically, this paper is a case study of the efforts, research and results of utilizing the grout-rebar system, on a selective basis, at the Fletcher Mine. In addition to information about the system, this paper will explain in detail the three rock mechanics instruments developed by St. Joe and used to measure and monitor rock movement to validate the grout- rebar system.

Cortez Gold Mines is located about 75 miles southwest of Elko, NV. Activity in the mining district dates from 1862. The current operation developed from a 1963 joint venture of Webb Resources, The Bunker Hill Company, Vernon F. Taylor, Jr., and American Exploration & Mining Co. Three years later, the USGS discovered gold on the property following a regional geochemical survey. Drilling in 1966 and 1967 identified 3.4 million st of oxide ore grading 0.28 oz Au/st, and a 1700 st/day countercurrent decantation mill was commissioned in 1969. Heap leaching started in 1971 on low grade ore and continues to the present. The mill was shut down in 1976 following exhaustion of known oxide reserves. Mobile equipment was sold and the proceeds committed to local exploration. In 1980, a new plan of operations was developed starting with existing low grade and newly discovered mill ore. The mill resumed operations in 1981 and has been operating to date. A series of metallurgical innovations, culminating in the commissioning of a new fluid bed roaster in the summer of 1990, has enabled treatment of a series of increasingly refractory ores. Current partners in the venture are Kennecott Corporation, Vernon F. Taylor, Jr., and Placer Dome U.S. Inc., manager of the operation. Idaho Mining Corp. holds a 7.5% carried interest.

Ore reserves in the Republic mining district were nearly exhausted in 1984 when hole D-54 intersected a vein twenty- eight feet in drill width averaging 1.57 opt gold and 11.95 opt silver below post-mineral lake beds. The discovery area, termed "Golden Promise", has announced proven and probable ore reserves of approximately 372,000 tons averaging 1.0 opt gold and 4.5 opt silver, and drilling indicates another 756,000 tons of mineralized material containing 0.37 opt gold and 1.4 opt silver (Hecla fourth quarter 1986 report). This paper describes new geological interpretations made as part of a district research study sponsored by Hecla Mining Co., which led to the D-54 discovery. Important new geological concepts include: 1) re-interpretation of the volcanic stratigraphy of the district and recognition of a suite of pyroclastic rocks that are unique to the Republic graben, 2) identification of disseminated subaerial mineralization at a paleosurface that corresponds to the newly described upper contact of the Sanpoil Volcanics, 3) recognition that epithermal veins have a maximum productive vertical range of 0-500 meters, measured from the paleosurface, and 4) veins exhibit visual and geochemical vertical zoning within the productive zone with highest gold occurring at an optimal depth, which is interpreted as the average depth of hydrothermal boiling.

INTORDUCTION Mining operations are unique In that they handle large volumes of water (millions of gallons) daily. The water contains dissolved metals, processing chemicals, organics, and other contaminants, There are several sources of water contamination at mine sites: mines, mills, tailings ponds, and Industrial/utility complexes. Utility waste water generally represents a very small portion of the total process water utilized in a normal milling operation and hence will not be addressed in this paper. Mine drainage can represent a significant amount, thus having an Impact on the recovery of metals, especially In Industrial minerals operations, and may have to be treated separately. The National Pollutant Discharge Elimination System (NPDES) effluent limits are becoming more stringent, thereby requiring mining operations to treat process water prior to discharge to the environment. The general trend Is to move toward a closed-loop waste system and treat only that small fraction of process water which Is to be discharged to public lands. The following section discusses the reasons for waste water treatment and the existing and emerging technologies for meeting NPDES effluent limits. REASONS FOR WATER TREATMENT Due to the diverse nature of the mineral Industry, process/waste water contamination problems as well as processing flowsheets are site specific. However, certain generalizations can be made specific to processing of different minerals: • Acid mine drainage Is a problem at sulfide/coal mines. • Cyanide contamination of water Is a problem at gold processing plants. • Organics can be a problem at mines using flotation oils. • Tolling ponds are generally acidic at sites processing industrial minerals such as silica sand and feldspar. The cost for water treatment Is viewed as an added cost of production. Hence, large mines are moving toward dedicating personnel to management of water resources in order to minimize waste water for treatment. Very often, mines having closed-loop water systems will treat waste water for reasons other than meeting NPDES regulations. These Include situations where process requirements dictate use of high-quality water for separation of minerals, neutralization of acid mine drainage water, and portable water for the mill. WATER TREATMENT TECHNOLOGIES Water treatment process has to be cheap and simple because It has to process large volume, and It does not directly add to the bottom line, namely revenue. The water treatment process development has to be site specific because the contaminants In the water vary from site to site. and discharge limits for water vary from state to state. The current technologies for wastewater treatment have been divided Into the following three areas: • Removal of heavy metals • Cyanide destruction • Scale control A brief summary of the current technology In each area Is discussed below. Removal of Heavy Metals The physical and chemical processes for heavy metal removal are summarized in Table 1. The most common and cheapest approach has been the precipitation of hydroxides at high pH followed by sedimentation and thickening of solids. The remaining solids can be removed by filtration. The pH is adjusted back to neutral, and the water Is discharged. This process is most commonly used wastewater treatment technology in the mining industry. The basic processes can be modified by combining other operations in order to meet the objectives of the specific site as illustrated In the following examples: • AMAX's Mt. Emmons treatment facility uses Lectro Clear® process where the precipitated solids are removed by electroflotation. • AMAX's Climax Mine water treatment plant used Ion exchange columns to meet the discharge limits on molybdenum.

The ability to link geological sections on a graphics screen to form three dimensional geology representation was implemented at Kidd Creek in 1987. This technique affords an opportunity to optimize metal estimation in ore at the Kidd Creek copper, zinc and silver mine, by applying enhanced interpretation methods. On a series of geological sections varieties of ore are outlined. These are linked from section to section to form polyhedra which closely simulate the three dimensional shapes of the different ore types referred to as mintypes. The orebodies are divided into zones, referred to as domains, that approximate the function of variograrns, for which' preferential continuity of mineralization has been estimated for distances in the width, strike and dip directions. These distances define ellipsoidal volumes of influence. The domains are also linked into polyhedra. Both types, coded by ore variety and zone, are mapped into the block model. Tonnage and metal values are calculated for ten-foot cubical cells of the block model by any of several estimation methods under domain control. In estimating the metal grades for a cell the predetermined search ellipse is applied to select only those drill hole assays of the same mintype as the cell designation. Once grade estimations have been determined for the cubical cells comprising the model, a wide range of stored information can be viewed. For example, in plan at any row elevation or on vertical section at any azimuth, as either printed values for the cells or as contoured data. This flexibility is of particular value in checking and refining the geological interpretation to better conform to ore types and grades actually mined. Combined with three dimensional geological modelling, and correctly chosen domains, the use of mintypes implants essential geological control into the system and prevents assays for one ore type from affecting grade estimation in adjacent ore types. The three dimensional geological modelling and block model segments provide information which is effectively applied to the stope design, production, planning and control parts of the system.

The Grant Town Power Plant is a nominal 80 MW (net) Waste Coal-Fired Electric Generating Plant which is located in northern West Virginia, approximately 15 miles southwest of Morgantown. The Steam Generator consists of two (2) Pyro-Power Circulating Fluidized-Bed Boilers (CFB), each rated at 400 000 lbs/hour @ 1,350 psig. Main Steam. The Turbine Generator is a single GEC Ahlstrom unit rated at 95 MW gross and 80 MW net. The Plant began commercial generation during April, 1993. The facility is owned by American Bituminous Power Partners, L.P. (AmBit), and operated by Mission Operations and Maintenance, Inc.

The San Manuel oxide ore reserve ranges in depth from being exposed on the surface to lying 1000 ft. beneath a conglomerate layer all of which is confined in the subsidence zone of an active sulfide block caving operation. Present day recovery of the oxide copper values is either by open pit mining-dump leaching, or in-situ leaching of the oxide ore using dilute sulfuric acid solutions and solvent extraction/electrowinning processing of the pregnant leach solutions. Future plans are for continuation of leaching with expansion of reserves and increased processing rates. The state of the mining industry and copper in particular has not been good for a number of years. All of the producers that are still operating have made major adjustments in order to remain competitive. Magma Copper Co. is no exception.

The use of surfactants as wetting agents to suppress sulfide ore dust has been investigated. Numerous surfactants were examined to determine their characteristics and to investigate their ability to improve the wetting of the sulfide ore dust. However, the surfactants selected as suitable dust suppressors proved to have a negative effect on the flotation of ore contaminated with such reagents. A method was developed to eliminate the detrimental influence of dust-suppressing surfactants. It consisted of surfactant adsorption on activated carbon and separation of loaded carbon prior to flotation. The technique is simple and requires minimal changes in the plant flowsheet.

Tunnels are defined as underground passages made without removing the overlying materials. From time immemorial men have driven tunnels for mining purposes. Even today tunnels are the building blocks for underground mines. The total length of such a network of tunnels in a mine may add up to 10-100 miles! In addition to this, rapid development of vehicular traffic, needs for air raid protection and metropolitan traffic problems have given a great impetus to underground tunnel construction. But for the successful drivage of any tunnel an adequate air environment has always been and remains an essential prerequisite. This is particularly true for tunnels in mines which are driven in gas bearing strata often at a substantial depth from the surface. An adequate air environment is designed to promote the health, safety and comfort of workers which results in greater productivity and efficiency. Its legal definition varies from country to country but, in general, it means the provision of sufficient circulating air, often at specified velocities, to maintain: (i) at least 19% oxygen in the working areas (ii) Concentration of pollutants, e.g., methane, carbon monoxide, respirable dust, etc. below specified limits. Table 1 shows the maximum allowable concentrations for some of these pollutants.1 (iii) Temperature and relative humidity below specified limits. Ventilation of tunnels in mines assumes ever. greater importance today because of increased mechanization and concentration of output which leads to higher rate of production of inflammable gases and respirable dust. For the mining industry in general and gold mining in particular, the past few years have been difficult. Economic conditions, coupled with growing regulatory restrictions, have led to increasingly important reasons for managing assets wisely. From a public company perspective, such asset management makes sense because it ultimately provides for an increase in shareholder wealth, and that is why we are in business. Regardless of whether a company is public or not, assets must be managed effectively to remain a player in today's competitive environment. So, as the chief executive officer of a gold mining company, how do we manage our assets to ensure that we are satisfying our obligations to our customer-the Amax Gold shareholder? The gold industry has been under siege. We have just completed the third year with average prices below $12.85/ g ($400/oz). When finding, and/or acquisition costs and development costs to operating costs are added, there isn't much of a profit margin left. What this environment provides, however, is opportunities for growth. In the gold business, you either grow or you die. Today, most North American gold producers have, at most, a 10-year mine life. We are all scrambling to add reserves so we do not become extinct. As prices remain low, opportunities abound for increasing diminishing reserves. This is the time for the opportunistic company to take advantage of market conditions and that is precisely what Amax Gold has done. There are six components to running a successful gold business: • finding reserves through exploration, acquisition or joint venture, • financing the project, • permitting and constructing the project, • operating the project, • cash management and • communication.

INTRODUCTION The U.S. Environmental Protection Agency (EPA) was required, under Section 114(c) of Public Law 95-604, to provide a report to Congress identifying the location, and potential health, safety and environmental hazards of uranium mine wastes together with recommendations, if any, for a program to eliminate the hazards. The approach taken to prepare the report was to develop model active and inactive mines and locate them in a typical mining area to estimate their environmental impact. A list of uranium mines was acquired from the U.S. Department of Energy (DOE). The inactive mines were separated from the list and sorted into surface and underground categories. A literature search was conducted to obtain and consolidate available information concerning the environmental aspects of uranium mining and shortterm field surveys and studies were conducted to augment this information base. Radioactivity emission rates were measured or estimated for each mining category and were entered into computor codes to assess population exposures and subsequent health risks. The general environmental condition of inactive uranium mines was determined by walk-through surveys in several mining areas. INACTIVE SURFACE MINES We assumed that a model inactive surface mine contains a single pit with the wastes (overburden and sub-ore) stacked into a pile adjacent to the pit area. No credit for reclamation is given to the model mine. In lieu of the availability of individual mine production statistics, the model surface mine size was established from the total ore and waste production statistics for all surface mines, divided by the number of inactive surface mines. The number of inactive mines, obtained from the DOE mine listing, are summarized by type and location (Table 1). For modeling, we assumed that there are 1,250 inactive surface mines. The total or cumulative waste and ore production for inactive surface mines from 1950 to 1978 is not fully documented. Uranium mine waste and ore production statistics, on an annual basis, were available for both surface and underground producers from 1959 to 1976 (D0159-76). Annual uranium ore production for each uranium mining type are available for 1948 to 1959 (DOE79) and for combined ore production TABLE 1. In order to estimate waste accumulated prior to 1959, the waste-to-ore ratios from the 1959 to 1976 period were plotted vs. time and line-fitted by regression analysis (Figure 1). Unfortunately, the extrapolation of the line to years prior 1959 approached zero in 1954 although surface mining began in 1950. Therefore, a waste-to-ore ratio of 8:1 was used for the period of 1950 to 1959 based on ratios estimated by Clark (C174). The waste to-ore ratios for 1976 to 1978 were estimated using the line established in Figure 1. By using waste-to-ore ratios and ore production data, the cumulative waste and ore production for both surface and underground uranium mining is estimated to 1978 (Table 2). The estimated cumulative waste from uranium surface mining for 1950 to 1978 is 1.73 x 109 MT. A crude estimate of the waste accumulated at the model inactive surface mine can be made by dividing the total waste produced to 1978 by the number of inactive mines. This, however, overestimates the waste tonnage because some of the contemporary wastes are being produced by active mines, and the waste accumulated at newer mines has increased in recent years. To adjust for this overestimate, we assumed that all mines operating in 1970 will be inactive by 1978. This eight year period is approximately one-half the lifetime of a model

Comminution circuits in general account for fifty percent of capital and operating costs for a processing plant. Significant advances have been made in optimization of these circuits. One would expect a few circuits to be the favored designs for plants. Review of grinding circuits worldwide indicates that a variety of circuit designs are utilized for non-technical reasons. A brief review of circuits and reasons for their selection is given in this paper.
