Led by a surge in coal production and prices in recent years, Colorado’s mining industry is taking part in the same revival as others states and the world. Not too many years ago, the state’s industry was languishing in the same doldrums as the rest of the mining world. Ironic for a state whose history was based on mining. Now, however, Colorado’s mining can boast increased production in all commodities produced, along with prices that allowed companies to expand, increase work forces and post improved shareholder value. So there was a lot of optimism at the Colorado Mining Association’s (CMA) 107th National Western Mining Conference in February. The conference, held in Denver, attracted more than 500 attendees and 39 exhibitors. The theme was Colorado Mines the World.

The reliability of a set of flotation results is key to minimizing project risk either at concentrator commissioning, or at the point of implementing an improvement to an existing concentrator operation. High-Confidence Flotation Testing was developed for this purpose, and is part of the list of technologies of various scales used by Xstrata Process Support (XPS) in addressing these projects. The methodology is based on two principles: one, to ensure that the ore sample is representative and has been well-blended and subsampled; two, to perform the flotation tests in sufficient numbers of replicates with appropriate quality controls, so as to improve the reproducibility of the test data. Across ten years of practice and continuous improvement with this methodology at Xstrata Process Support, Sudbury, several improvements to this method and complementary connections into sampling and quantitative mineralogy have been developed. Two case studies are reviewed. These show the capability of this system in both optimizing an existing concentrator operation and in serving a new mine scenario. Further work to improve the efficiency of this procedure has been identified.

Numerous problems encountered in the mining of narrow vein deposits challenge the productivity, competitiveness and profitability of many mines. Mechanization of mining operations is one of the most important means to ensure the healthy survival of this mining sector. Vein deposits account for nearly all the world's primary silver production, as well as a significant portion of gold, tin, copper lead and zinc. In North America, narrow vein mining constitutes an important sector of the industry. Operators exploiting such deposits are concerned with the most appropriate mining method and equipment to mine in such a way as to minimize waste rock dilution. Unfortunately, most of the equipment available does not meet the additional geological and economical restrictions typical of narrow vein mining. Thus, mining these deposits is labor intensive and can result in low productivity. Consequently, the profitability of many such mines is reduced. Increased mechanization is one of the solutions to ensure their healthy survival. This paper reviews the state-of-the art in mining equipment with reference to narrow vein mining limitations. Problems encountered Geological conditions and economical factors have a decisive impact on the choice of mining method and equipment. Many ore bodies are relatively small, usually erratically distributed, often less than 2 m (6.5 ft) wide, with dips ranging from 0° to 90°. To make things worse, ore body limits are sometimes difficult to determine and the ground is hard and abrasive.

The Metropolitan Water Reclamation District of Greater Chicago (District) is in the final phase of completing the Calumet System component of the Tunnel and Reservoir Plan (TARP) by bringing the Thornton Composite Reservoir online by 2014. The Thornton Composite Reservoir will provide nearly 30 billion liters (7.9 billion gallons) of additional storage for minimization of combined sewer overflows(CSO) and flooding in the Chicago metropolitan area. The project requires that the existing 6.7 m (22 ft) diameter Thorn Creek tunnel conveying overbank flood flows is re-routed and connected to the Thornton Composite Reservoir. This paper presents the components of the Thornton Composite Reservoir and specifically the detailed evaluation of a drill-blast tunnel. Other project features include an access shaft, control gate, energy dissipating structure, bulkheads, and live tunnel connection. The construction contract will be procured in late 2009.

Oxide ores can consume enormous amounts of expensive sulfuric acid. The problem is amplified with increasing heap heights. One solution is to provide a thin liner and drainage system between each lift of ore, thereby intercepting the pregnant leach leach solution (PLS) after it exits the active lift. However, these liner systems require special attention to hydraulics, slope stability and geomembrane design criteria. Inadequate attention to the first two can result in reduced recoveries, increased acid consumption andsystem failures. The geomembrane selection criteria are different from the base liner, and optimizing its selection can have significant effects on the operation’s bottom line.

Mine seals are used in underground coal mines throughout the United States to isolate abandoned mining areas from the active mine workings. The objective of adding inert gas to a sealed mine area is to quickly reduce the oxygen concentration in the sealed area to a level that will not support combustion. In the US, this process is typically conducted from the ground surface and because surface-to-mine access is constrained by so many variables, it is very difficult to provide a source of inert gas to the place where it is needed underground. To alleviate this problem On Site Gas Systems, under a NIOSH contract, built a nitrogen (N2) generation plant that operates in the underground environment. The purpose of this work was to create a reliable in-mine mobile plant that would extract N2 gas from the mine atmosphere and use the gas to create and maintain a safe sealed mine area. The plant is based on a novel design using pressure swing adsorption technology and is sized to fit on a standard shield car or mine dolly for easy transport in and around an underground coal mine. The plant is capable of producing about 900 scf/min of N2 gas at ambient mine conditions. After an exhaustive series of laboratory tests, the plant was field tested at the NIOSH Safety Research Coal Mine (SRCM) where a portion of the mine was sealed and rendered inert. During the test, the movement of the injected gas was monitored at several underground points to observe the progress and extent of the inerting process. This paper describes the plant design and the results of the field test at the SRCM. Frothers are surfactants used in floatation to aid generation of small bubbles. Studying events at the moment of bubble creation is a challenge because of the short time frame. This presentation introduces a novel acoustic approach. The technique has the resolution capable of detecting events that occur within 1-2 ms. The transition from coalescence to non-coalescence is tracked as a function of surfactant concentration and gas rate through the capillary. Results are given for some common flotation frothers and n-alcohols (C4-C8). A stress model is used to give a qualitative explanation to the observed action of frothers on coalescence prevention. Results for salt (sodium chloride) are included for comparison).

The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

The uranium industry has made a dramatic turnaround in the past three years that even the most optimistic economist was not willing to predict during the uranium downswing of the 1990s. Uranium reached a 30-year low in February 2001 of $6.50/lb. By the end of February 2006 it had soared to $38.50/pound. This nearly 600% increase in the uranium spot price within 4 years dwarfed the increase in gold price that has barely mustered a 100% increase. The initial slow rise from $6.50 in February 2001 to $10.75 in April 2003 (fig. 1) was primarily driven by the decrease in the value of the dollar. Since then several factors have contributed to the soaring price: (1) The awakening of many to the simple fact that uranium supply has not met demand for several years and that the world’s stockpiles are being drawn down, (2) How sharply this fragile supply can be impacted by disasters at the world’s major uranium production facilities, such as a) the flooding of the McArthur River Mine in the spring of 2003, b) fires at Olympic Dam, c) the potential that Rossing, with an annual capacity of 4000 tonnes uranium might close by 2007, (3) the withdrawal of Tenex from the HEU (highly enriched uranium) feed agreement, and (4) the announcement by the Chinese of their intent to build 30 new nuclear reactors.

The Henderson/ML King CSO Project is a major combined sewer overflow (CSO)reduction project for the Department of Natural Resources and Parks of King County, Washington. The central element of the project is the 3100 lineal feet long, 14'-8"diameter 42nd Ave S Storage/Treatment Tunnel. During the course of the project, the owner and consultants evaluated numerous elements of the tunnel including the alignment, geotechnical conditions, tunnel liner, and settlement monitoring requirements. The contractor utilized innovative shaft construction methods for the tunnel portals, and adhered to strict contract requirements in successfully constructing the tunnel. This paper provides an overview of the design and construction elements of the 42nd Ave S Storage/Treatment Tunnel that led to the successful completion of the project.

M.S. Azun I have many objections to the content of the author's paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV's) such as semivariogram function y(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [ ] where N is the total number of samples, Xi is the sample value at the i - th location, Xi+h is the sample value at the i + h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2, up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author's paper, one can employ any fitting techniques, such as curve fitting, or any arbitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author's practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV's. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV's. There are a lot of problems for modeling of one-dimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity.

Characterization of ore and waste-rock material using automated quantitative micro-mineralogical techniques (e.g., QEMSCAN® and MLA) has the potential to complement traditional acid-base accounting and humidity cell techniques when predicting acid generation and metal release. These characterization techniques, which most commonly are used for metallurgical, mineral-processing, and geometallurgical applications, can be broadly applied throughout the mine-life cycle to include numerous environmental applications. Critical insights into mineral liberation, mineral associations, particle size, particle texture, and mineralogical residence phase(s) of environmentally important elements can be used to anticipate potential environmental challenges. Resources spent on initial characterization result in lower uncertainties of potential environmental impacts and possible cost savings associated with remediation and closure. Examples illustrate mineralogical and textural characterization of fluvial tailings material from the upper Arkansas River in Colorado.

In Huoqiu region of Anhui Province, Fe2O3 occurs mainly in the form of specularite. Besides quartz, the gangue minerals include iron-bearing silicates such as chlorite and sericite which account for about 10% of the total gangue. The separation effect of conventional collectors is poor in the flotation of the minerals, that is, the average grade of iron concentrates is only 60-62%. Using the developed amphoteric collector can successfully realize not only the separation of specularite from various gangue minerals with results of iron concentrate grade above 65% and iron recovery of above 80% but also low temperature flotation at 15°C.

Working in gassy ground conditions is an everyday occurrence for the U.S. coal mining industry. As tunneling operators begin to venture into projects that expose them to the additional hazard of potentially explosive atmospheres, lessons learned by the mining industry over years of experience should be transferred into this industry. This paper will present practices developed by the U.S. coal mining industry for dealing with the problem of excavating material in potentially explosive atmospheres. Procedures will be discussed that can be used to detect and quantify gas prior to mining that have application to the construction industry. Degasification or drainage practices, including predrainage from vertical and horizontal boreholes, will be discussed. Also, ventilation practices commonly used in the mining industry will be presented.

The Forestry Reclamation Approach (FRA) specifies that the upper 1.22 m of material on the reclaimed surface should be left as uncompacted as possible to facilitate tree root growth. One of the main concerns about applying the FRA to steep slopes is that the upper 1.22 m of material could cause the reclaimed slopes to be unstable. Successful application of FRA on flat and rolling surfaces precipitated this investigation. Details of a field investigation conducted at a steep-slope mine are available in an earlier publication (Kumar and Sweigard, 2011). A total of 70 survey monuments were driven into the slope in a regular pattern to monitor slope movement. Quarterly surveys of the monuments were done to quantify any type of mass movement either horizontally or vertically. The methodology proposed for slope movement was verified using numerical models. Analytical models based on limit equilibrium technique and numerical models based on the finite element method were developed for slope stability analysis. The limit equilibrium analysis was done using Geo-Slope software following the Simplified Bishop Method. The finite element (FEM) numerical model was developed using the Plaxis computer program following the strength reduction technique. Two kinds of slope stability analysis were performed: first with the top 1.22 m of loose material and second without top loose material. Finally, the field investigation results were compared with stability analysis results. Both of these approaches showed that application of the FRA on steep slopes is not causing any significant instability problems that would not exist otherwise for overly steepened slopes. A major spontaneous combustion incident occurred in the sealed goaf of the SL3 Panel; Southland Colliery in 2003 resulting in the loss of a longwall and sealing of the mine. The most important issue for the new owners, Yancoal Australia Pty. Ltd, was to effectively manage the atmosphere in the fire affected sealed area. This atmosphere comprised of flammable gases, the products of combustion and excessive levels of oxygen due to pressure differentials across the panel isolation seals with a potential ignition source associated with the residual spontaneous combustion event. The challenges were met in the first instance by the erection of pressure balance chambers with limited success. The problem was not solved until the pressure chambers were pressurized using a Floxal Nitrogen Plant supplied by Air Liquide Australia. Given the success of this approach on a small scale, a higher capacity Air Liquide Floxal Unit was acquired to manage spontaneous combustion at the recommencement of longwall mining operations. This provided the ability to pressurize pressure chambers that were installed in the Maingate Seals behind the face of the adjacent Longwall Block effectively preventing the ingress of oxygen and permitting the goaf to self inert in a reasonable time period. This paper summarizes a new proactive method of mitigating the risks associated with active and sealed goaves. Proactive management of these areas using low flow nitrogen into pressure chambers to maintain a positive pressure has eliminated typical reliance in explosion proof or explosion resistance seals as the primary control.

On June 25, 1999, BHP Billiton (BHPB) announced the suspension of operations at the BHP Copper Inc.(BHP) San Manuel copper mine in Pinal County, Arizona. Subsequent to this announcement, BHPB aggressively pursued a number of alternatives for the underground mine and open pit facilities, including continued curtailed operations, sale to a qualified mining operator and closure of the property. After consideration of these various alternatives over a 2.5-year period, BHPB announced final closure of the mine site on January 15, 2002.This paper describes how the BHPB charter and HSEC policy apply during the closure process.

Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

When the Trelleborg Divisions of Boliden Allis and Mineral Processing Systems (MPSI) merged, a unique opportunity occurred for two independent mill fabricators to compare design pro¬cedures and the research upon which they were based. Several semiautogenuous (SAG) mill analyses are compared using Boliden Allis and MPSI methods. The differences and similarities are then used in a correlation of critical stress definitions and the acceptable design and inspection criteria. Given the opportunity to compare the total philosophies and methods of several companies involved in the design and fabrication of grinding mills, it was important to first develop the comparison method and ground rules. One option was to compare analytical methods by details such as numerical techniques and accuracies. However, this option was discarded in favor of a more general approach. The question that was finally posed was in two parts. Given an identical mill requirement: • What would be the difference in the analytical design result, and to what aspect of the analytical process could this difference be attributed? • What would be the difference in approaches to obtaining the final hardware in subcontracting, both in specifying and Quality Assurance surveillance? By using this comparative approach, questions of relative conservativeness and reliability would automatically be answered.

Mineral exploration activity in the US suffered through another depressed year in 1984. And continued strength in precious metals (and possibly industrial minerals) exploration failed to make up for declines in other minerals. 1984 offered little solace for the explorationist. But some new data on mineral exploration provided better statistics for analysts of US mineral exploration trends. The Society of Economic Geologists (SEG) published data from its survey of 1980,1981, and 1982 exploration by US and Canadian companies - 96 companies responded (Barber and Muessig, 1984). In addition, a Mining Engineering (April 1984 p. 345) article by Emerson and Ivosevic presented their data on annual exploration expenditures in the US for gold and for all minerals from 1961 through 1983. A review of 1984 domestic exploration and development activities reported in several industry journals indicates that almost 90% of those projects were directed at gold and silver deposits. Statistics on 1984 exploration expenditures are not available. But some industry observers believe that precious metals accounted for an even larger share of industry's exploration budget in 1984 than in 1983.
