The Coastal Water Authority's 2,740mm/2,590mm (108 in./102 in.) pipeline, known as the Northwest Lateral Project, will transport raw water from an existing pipeline over 14.3 km (8.9 miles) to the City of Houston's East Water Purification Plant. The new pipeline crosses under Houston Ship Channel and Greens Bayou in tunnels at approximately 30.5m (100 feet) and 25.9m (85 feet) depths, which present unique experiences in tunneling under open bodies of water in the Gulf Coast's soft ground conditions. An earth pressure balance TBM is being used for the deep tunnel sections where the ground demonstrates high overload factors and variable conditions ranging from clays to silty sands. This paper discusses the design approach for the tunnels and shafts, ground conditions, constructability, and selection of the primary lining system.

There is a large economic driving force associated with improving metallurgical performance in mineral processing plants using process control. Because of this and other benefits, control systems of the future will develop towards more sophisticated user friendly computer based systems that use powerful software analysis and control techniques. Auto-tuning, adaptive control and process models will gain expanded use because of their transparent availability to the system designer. Control of individual unit operations will be optimized and coordinated through expert systems that monitor economic conditions and management directives and direct operations accordingly. Plant areas, considered cost centers for years, will be integrated into plant-wide control systems for economic control and optimization. New control hardware, process sensors, control strategies and software development tools will be presented, as well as an overview of the economics driving the continued development of advanced process control systems.

The mine ventilation system of the Henderson Mine provides a case study of designing and maintaining high-quality respirable air in a large underground mine with over 200 units of diesel-powered equipment. This system was designed with concern for minimizing exposure to personnel of siliceous dust, diesel exhaust, smoke, and potential fire hazards while optimizing general environmental air quality throughout the multilevel/multiheading operation. As a relatively new operation, the Henderson Mine incorporates a modern ventilating plant and mine de- sign as well as state-of-the-art technology where appropriate. Two main ventilation shafts approximately 2,300 ft (701 m) in depth (one intake, one exhaust) will handle 1.8 million cfm (850 m3/s) of air circulated throughout 60 miles (97 km) of drifting, providing the ventilation requirements for more than 25,000 diesel horsepower (18,642 kw) underground.

Kennecott Copper Corp.'s Metal Mining Div. operates three major open-pit copper mines in the western United States. These operations include Utah Copper Div., Ray Mines Div. in Arizona, and Chino Mines Div. in New Mexico. At each of these operations, the material is loaded by large electric shovels and transported by both truck and rail haulage. In 1977, 197 350 774 t (217,542,000 st) of ore and waste were mined at these operations, and 302 040 t (332,942 st) of copper were produced. Also a significant amount of molybdenite was produced as a byproduct. In operations as complex and large as these, there is an inherent need for up-to-date reports concerning how much material was mined during the previous day, and year-to-date, what equipment is scheduled for maintenance, how equipment has been performing, etc.

The most common method of determining airflow employed by mine ventilation engineers is the product of i) the average air velocity as measured by a vane anemometer and stopwatch through a continuous traversing technique, with ii) the cross-sectional area of the roadway. This method requires the vane anemometer to accumulate the total flow over the duration of the traverse. Historically, this has been facilitated by a mechanical analog instrument that has either a counter or set of dials that display the flow. Common instruments of this type are Airflow Development's AM5000, Davis's, or Taylor's Biram type anemometer. The AM5000 is widely used in the Canadian mining industry but is no longer available. Therefore, regulatory authorities have seen fit to evaluate presently available commercial instruments to replace the AM5000. This paper describes an instrument evaluation contracted by the Atomic Energy Control Board of Canada which regulates the uranium industry. Over the last two decades there have been numerous advances in the development of electronic air velocity meters. Currently available units have the following features: a) battery operation; b) are compact and can be hand-held; c) employ LCD's, and microelectronic circuitry; and d) provide a time integration for the duration of a traverse. These features make such instruments a possible replacement to the analog units and stopwatch determinations. This paper details five of the new generation of vane anemometers plus a vortex air meter, and it explores their limitations in comparison to analog units. Specific consideration is given to linear response, the effects of yaw, traversing speeds and ergonomics relating to both handling and use. The paper concludes with some features that are attractive and should be considered when purchasing a new anemometer.

As diesel exhaust contains a mixture of several materials of varying degrees of toxicity which interact to a currently undefined extent in their effects on health, the prescription of a quantity of ventilating air to dilute the exhaust to a safe level is necessarily, to some extent, arbitrary. Some jurisdictions rely on the application of a safety factor to a single "governing" component (usually nitric oxide for most modern diesel engines). Others specify that the total of the "adjusted" concentrations (actual concentration divided by maximum permissible concentration) not exceed "one" for related constituents (irritant gases for example). Neither of these approaches, however, takes account of the interaction of the gaseous constituents with diesel soot (although many studies verify such interactions), nor do they provide any economic incentive for reducing pollutants which are not included in the criteria for ventilation. Because of these factors, the Canadian Department of Energy, Mines and Resources awarded a contract for a study of the current literature bearing on the "Health Implications of Exposure of Underground Mine Workers to Diesel Exhaust Emissions" (1). One goal of this study was the formulation of a new ventilation criterion. The contractors, Ian W. French and Associates, studied more than 1500 literature citations which they interpreted in a 350 page report and summarized in a companion 1600 page annotated bibliography. In the recommendations section of the report, they defined a new 'health effects index' or ventilation criterion "V" as follows: [ ] The contractors consider that a "V" between 3.0 and 4.0 poses a moderate threat to health which could be alleviated by the use of protective equipment such-as filter helmets. If V exceeds 4.0, an increase in ventilation quantity to reduce the pollutant levels is indicated. In the case of mines with a quartz content in excess of 20% in the ore, the contractor recommends that a term. [Quartz]/ [Threshold Limit Value Quartz] be added to the equation, and [2.0 = ?v? = 30] be the range justifying protective equipment, with added ventilation if "v" exceeds 3. A degree of pragmatism was inherent in the development of the equation, as the contractors recognized that the components of the index, if it is to be useful in the near term, should be within current routine underground environmental assay capability.

Intrinsic remediation is the effect of natural attenuation mechanisms - dilution, dispersion, sorption/precipitation and biodegradation - reducing contaminant concentrations in ground water to specified levels at predetermined compliance points in the aquifer. Current monitoring and modeling for post closure was used to assess the current and long-term potential of intrinsic remediation of contaminated seepage originating from a large reactive (sulfidic) tailings impoundment near Questa, New Mexico. It is concluded that the natural attenuation mechanisms of precipitation within the tailings (as a result of buffering) and dilution/dispersion within the aquifer are currently active and likely sufficient to reduce contaminant concentrations to below state standards in the long-term. Other natural attenuation mechanisms such as sorption and biodegradation within the receiving aquife4s) were not assessed here, but are likely further reducing contaminant concentrations. Active interception and recovery of the seepage water is being maintained until monitoring demonstrates that intrinsic remediation has successfully achieved the level of water quality control required.

As the techniques and resolution for three-dimensional spatial analysis have advanced in the last decade, it is now possible to map in detail the microstructure of multiphase materials in three-dimensional digital space. In this regard, three-dimensional X-ray microtomography offers a unique imaging capability. Spatial resolution on the order of 10 µm can be achieved with the use of microfocus X-ray generators. Recently, a state-of-the-art cone beam X-ray microtomography system was installed at the University of Utah for the quantitative analysis of multiphase materials in three dimensions. This facility was designed to obtain 2,048 by 2,048-pixel reconstruction over a 10-mm diameter, while also allowing for the imaging of somewhat larger (40-mm) objects. The system is capable of handling high-density materials, even materials having a density as high as 8.0 g/cm3. This unique, one-of-a-kind instrument can be used to obtain three-dimensional spatial reconstruction for many applications, such as three-dimensional liberation analysis, pore structure analysis of particle beds during filtration and the air-void system of concrete structures. The utilization of X-ray microtomography not only allows for the quantitative analysis of multiphase systems but also allows, for the textural characterization and determination of phase continuity. This paper presents information regarding the current use of this new facility and a review of potential applications for the advanced analytical system. 1. Introduction This is a report on applications of the earth pressure type balanced shield tunneling projects executed under narrow streets on soft alluvial layers in Japan. Japan is a long island country surrounded by the sea. Steep mountain ranges run along the archipelago and numerous rivers originate from the mountains, leaving only limited areas of flat land along the upper and middle reaches of the streams. The majority of cities in Japan are on soft alluvial layers. Alluvium represents an extremely complex soil formation, sections bordering diluvium being characterized by sharp undulations. Various difficulties are therefore encountered in shield tunneling work undertaken in such ground conditions. Particularly, at work sites lying in an unstable, waterbearing layer with high permeability, shield excavation becomes utterly impossible, hampered by large amounts of underground water as well as land collapsing caused by the water. Even when work can somehow be accomplished by using chemical grouting or by lowering ground water level, which require extra expenses and time, undesirable effects such as ground surface settlement are unavoidable in projects undertaken in the past. The newly developed method allows safe and accurate tunnel excavation at normal speed and without giving any adverse effects on buildings above, even under such unstable ground conditions. An outline of this new method was announced at the "International Tunnel Symposium '78" held in Tokyo, and the method has since been employed in a number of tunneling projects in this country. U.S. Geological Survey (USGS) recently initiated the Front Range Infrastructure Resources Project. This is a multidisciplinary study along the Rocky Mountain Front Range from Pueblo, Colorado, to Cheyenne, Wyoming, and is designed to collect, compile, and analyze new and existing data on natural aggregate (stone, sand, and gravel), as well as water, and energy resources. To identify aggregate resources in the Front Range, a 1:500,000-scale reconnaissance map showing locations and quality of both bedrock and surficial sources of natural aggregate in the Front Range urban corridor was prepared by processing the digital geologic maps of Colorado and Wyoming. The first step of the process was to identify map units as either bedrock or unconsolidated material. Bedrock was classified according to type (i.e., limestone, granite, gneiss, etc.), which in turn was classified based on the suitability of the bedrock for use as crushed stone. Unconsolidated materials were classified according to relative age, with the older, more weathered materials being defined as less suitable for use as aggregate than younger materials. As a spin-off from the Front Range Project, the techniques developed for analyzing the Front Range geology have been modified and expanded to include all of Colorado and New Mexico. More detailed digital aggregate maps (1:24,000 scale) are being prepared in collaboration with the Colorado Geological Survey (CGS). Maps from the CGS "Atlas of Sand, Gravel and Quarry Aggregate Resources, Colorado Front Range Counties" show the distribution of potential resources of sand and gravel and provide general information about the physical properties of the resources. These maps are being digitized and merged into a single Geographic Information System (GIS) data base. In addition, the project is adding more specific information to the maps about deposit thickness, volume, and quality. This additional information is being obtained through field-characterization studies and modeling activities. The GIs data base can be displayed and queried using off-the-shelf software such as ArcInfo?, ArcView?, and Map Professional?. In addition, the USGS is developing a decision-support system to assist users in analyzing various land-use options on resource availability.

From 1993 through 1999, Cyprus Amax Minerals successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized and an environmental issue was appropriately remediated. The projects stretched over three continents: from arctic Russia to the Atacama Desert, from sea level to an elevation of 4,900 m (16,00Oft), from city suburbs to remote wilderness and from a low of US$130 million to more than US$ 1billion. The operations included open-pit and underground mines, mill and leach facilities and involved gold, copper, molybdenum and coal. The diversity of these projects inspired Cyprus Amax to create a "best-practices” project-management protocol to steer corporate expansion in the new millennium. This paper summarizes these best practices, while highlighting the project-management pirfalls to avoid.

J.R. Atkinson, office engineer to Kennecott Copper Corp., summarized data on the Mineral Park area [Wallapai (Chloride) Mining District, Mohave County, Arizona, Fig. 1] and submitted it to the New York office in 1950. He recommended an examination. Weston Bourret, a Kennecott geologist, accompanied by B.S. Butler, the well known former US Geological Survey geologist, examined the larger of two hydrothermally altered areas in Mineral Park that same year. Bourret recommended that the property be optioned and mapped. Georges Ordonez, Kennecott's chief geologist, after a field examination, agreed with Bourret's conclusions At the end of the summer of 1951, Annan Cook (another Kennecott geologist) accompanied Ordonez to the property prior to starting a mapping program. At Ithaca Peak, the structure, alteration, and reddish-brown coloring in leached cavities-hematite, jarosite, and goethite with minor copper staining - made an interesting target. The Peak, which has since been mined, was a Laramide quartz monzonite porphyry grading into quartz porphyry, penetrating Precambrian rocks. Turquoise had been mined from several workings on the Peak. Surrounding the central area of alteration, but mainly to the northwest, there were many long-abandoned underground workings mined for zinc, lead, gold, silver, and copper. To the west of Ithaca Peak within the main area of alteration, surface evidence of a chum drill hole suggested interest in the disseminated mineralization probably prior to World War II. A topographic and geologic survey of the altered Ithaca Peak area was initiated by Cook in September 1951. He was assisted by Richard Vosburgh, field engineer, and by four geologists: Charles Goddard, III, Donlon LoBionda, Keith Martin, and A.T. Stone. When Cook returned to New York, Vosburgh was left in charge. Mapping continued and diamond drilling took place during the winter of 1951-1952. Drill sites were selected entirely on the basis of surface geology. Five drill holes, including a flat hole, located around the flanks of Ithaca Peak, averaged about 183 m (600 ft) in length. A sixth hole caved at less than 60 m (200 ft). The best values obtained were in the first hole (-45°): 90 m (300 ft) averaged 0.62% copper and 103 m (337 ft) averaged 0.041% molybdenum. In another hole, 43 m (142 ft) averaged 1.09% copper and 0:023% molybdenum. The values of copper and molybdenum in these two holes were generally higher than in the remaining holes, although molybdenum values were always around 0.024% or better. The New York office decided, however, to abandon the project even though the remaining field crew of three had recommended more drilling.

The development of column flotation is the most significant achievement in the area of mineral processing in the last few decades. The high efficiency of column flotation allows a reduction in process time, a decrease in the number of cleaner stages and in the volume of the circulating load in the flotation circuit, and, as a result of this, an increase in consistency and reliability of operations. Unique multisectional column flotation apparatuses were developed. Such designs have a number of essential advantages as compared to monocells. A change from monocells to multisectional column allows to provide favourable conditions for separation of particles of various floatability. To attain that aim particular hydrodynamics and aeration regime is established in each section of the column, operational variables being adjusted according to the floatability of the material. Therefore in multisectional column machines the material-apparatus feedback can be established, process variables optimized depending on the characteristics of the floated materials. This concept forms the basis of column designs we have developed. For the first time column cell with alternating slurry Rows (combination of co- and counter-current flows) were developed and commercialized . Successful operation was reported of the new generation of columns with cell volumes of 10 to 80 m3 and the height of 4-6 m in copper, molybdenum, antimony, tungsten and nickel ores and coal slurry processing at different plants. Operation experience of these cells showed their considerable design and operational advantages and verified the proposed options and relationships. The new apparatus is provided with a pneumohydraulic aerator allowing to control bubble size distribution, the service life of the aerator is not less than two years. A multilevel flotation model was developed and used to work out a technique of column design and process parameters calculation. A method of the apparatus design parameters calculation based on laboratory test results (scaling up) was worked out. The method is based on flotation macro and micro-hydrodynamics simulation.

The stability of underground openings for deep mines is critical, since incorrect orientation or geometry of shaft, stope, and accessways often results in the failure of openings due to high stress concentrations. Current state-of-the-art procedures for the design of underground openings are largely based on rules of thumb, experience, and trial and error. Rules of thumb are invariably based on the past experience of the designer and may not remain optimal as the depth and complexity of mine workings increase. Often, as conditions change, and as the interaction between geology, in-situ stress conditions, and mine openings grows more complex, the cost of maintaining structural integrity becomes prohibitive. Existing design procedures for deep mines are rapidly becoming inadequate as mines are worked at greater depths. For example, in the Coeur d' Alene Mining District, several million dollars are spent for inspection, repair, and maintenance on a regular schedule, largely as a result of inadequate design. In these types of situations, it is of critical importance that a new design methodology be developed for the layout and design of underground openings.

INTRODUCTION The tailing dam is part of the SOHIO L-Bar Uranium Mine and Mill located about 70.8 kilometers (44 miles) west of Albuquerque in northwestern New Mexico. The dam location is shown on Figure 1. The tailing dam is one of the last upstream method dams permitted in the industry. Design and construction aspects of the project, as well as operation and maintenance considerations, are reviewed herein. Since initial construction, SOHIO Western Mining Company and Woodward-Clyde Consultants have developed several modifications and improvements in the dam's operating and monitoring procedures. This work has been done in coordination with the New Mexico State Engineer's Office and in accordance with recommendations in a report done for the Corps of Engineer's Phase I Dam Inspection Report. Modifications and improvements described should be of particular interest to owners and operators of other tailing dams utilizing the upstream method of deposition. The tailing facility was designed for a 10-year life to provide an ultimate storage capacity of 6 1/2 billion kilograms (7 1/2 million short tons) in an area of about 180 acres. A plan view of the tailing dam is shown on Figure 2. The tailing consists of approximately 75% sand size material and 25% fines (material passing the No. 200 sieve). The tailing dam includes a small earth starter dam with raises of the dam accomplished using tailing deposited by upstream method techniques. The starter dam is a homogeneous embankment about 610 meters (2000 feet) long, a maximum height of 12 meters (40 feet) and 2 1/2:1 (horizontal to vertical) upstream and downstream slopes. The starter dam contains an internal drainage system which includes a near vertical chimney drain connected to horizontal finger drains. This study investigated the performance of citric acid as lixiviant for cathode material from end-of-life lithium-ion batteries (LIBs). Black mass containing 84.2 weight percent MNC (LiNi0.45Mn0.4Co0.15O2) and 15.8 weight percent LCO (LiCoO2) material was leached at solid-to-liquid ratios of 20, 50 and 100 g/L. Leaching with 1.5 M citric acid, 2 volume percent H2O2 and a solid-to-liquid ratio of 20 g/L at 95 °C extracted 90 percent Co, 95 percent Li, 94 percent Mn and 94 percent Ni within 20 min. At the highest solid-to-liquid ratio of 100 g/L with 1.5 M citric acid, 10 volume percent H2O2 and 95 °C, 84 percent Al, 84 percent Co, 87 percent Li, 86 percent Mn and 96 percent Ni were leached after 40 min, producing a leach solution containing 0.68 g/L Al, 20.0 g/L Co, 6.0 g/L Li, 13.6 g/L Mn and 19.3 g/L Ni. Using stepwise addition of H2O2, instead of initial bulk addition, did not significantly improve the leaching efficiency but did reduce the required leaching time. Temperature control of the reactor was also more manageable with stepwise addition of H2O2, and evolution of gas was less vigorous. It was observed that the leaching efficiencies of Co, Li and Mn decreased slightly at solid-to-liquid ratios of 50 and 100 g/L, while the leaching of Ni increased slightly. The solution leached at 20 g/L could be stored for six weeks without any spontaneous precipitation. However, solutions leached at 50 and 100 g/L showed changes in concentration after one month of storage, suggesting that processes that have a large material throughput and use high solid-to-liquid ratios around 100 g/L must ensure that the solutions are not stored for extended periods of time.

Sintering of iron ore has undergone a dramatic development world-wide. Today, the annual world production amounts to approximately 600 million tons. At present, the sintering process in competition with pelletizing, seems to offer certain advantages inasmuch as it allows the use of solid fuels. Also, its charging behaviour in the blast furnace is, in general, considered as being better than that of pellets. This is true, in particular, for the charging behaviour and the gas permeability in relation to the grain size. Moreover, instead of charging limestone into the blast furnace, for instance, the basic components which are necessary for the burden materials can generally be supplied in a simpler and more cost-effective way by using basic sinter instead of basic pellets. While in sintering, with basicity rising to the range of 1.6 to 1.8 CaO : SiO2, the capacity increases and the sinter quality shows improvements in most of its characteristics, the pro¬duction of basic pellets generally requires a higher fuel rate, when compared to acid pellets, while production capacity decreases and some of the quality characteristics deteriorate.

Copper price rebounds A worldwide scramble for diminishing supplies of copper has pushed the red metal's price to more than $2.20/kg ($1 per lb), the highest level since 1980. The first nine months of 1987, world copper production was down 1% from a year ago, while consumption rose 7%. Demand has been fueled by economic strength in several countries, particularly Japan, South Korea, and Taiwan. The price has also been helped by interest rate declines that have prompted manufacturers to build up inventories. In addition, China is expected to be a major buyer in 1988 as it stocks up for its five-year industrialization plan. There appears to be no sign of any significant increase in copper supplies until later 1988 or early 1989. This means supplies probably will remain tight for some time even if world economic activity slows. Strikes and other production problems slowed world output of copper in 1987. As a result, copper supplies are the lowest they have been in 14 years. World inventories currently total 625 kt (690,000 st). That is not much above the 585 kt (645,000 st) level reached in 1974 when the price of copper rose to a record $3.84/kg ($1.74 per lb). This makes all the more interesting what Chile, the world's largest copper producer, has been doing lately. Chile has been the world's largest copper producer since 1982, when it overtook the United States. Table 1 shows Chile's copper grades, reserves, and production at its mines. Chile contains roughly one-fifth of the world's copper reserves. At present production rates, these reserves would last for more than 100 years. In 1986, Chile produced 1.4 Mt (1.5 million st) of fine copper, up 3%. Chile accounted for 17% of the world's copper output.

In 1986, a subsidiary of Echo Bay Mines Ltd. purchased the McCoy property, 55 km (35 miles) southwest of Battle Mountain, NV. Echo Bay then launched a two-year, $1 15-mil lion capital program to build a mill to extract gold and silver from high-grade ore mined in two open pits - the original McCoy pit and a more recent discovery, the Cove. Engineering on a new mill began in 1987 with the facility coming on line in 1989. It was comprised of a semiautogenous (SAG) mill and ball mill grinding, leaching, flotation, counter current decantation (CCD) and Merrill-Crowe processes. The mill started up on McCoy ore, a rocky material that settled very well in the new CCD thickener system. Production levels were maintained at about 7.2 kt/d (8000 stpd). The situation changed as the McCoy ore played out and increasing amounts of material from the Cove pit-with its oxide, sulfide and carbonaceous ore - were fed to the mill. The problem was the high clay content of the Cove ore. The new ore immediately created production problems, mainly loss of control on the CCD thickeners. With the McCoy pit slated to be shut down in early 1991, it was essential to find a way to efficiently process the Cove ore. Initially, the only way to regain control of the thickeners was to slow down the processing rate and increase flocculant usage, thereby getting the solids to settle in the thickeners. But this had its cost. Production dropped to about 5.9 kt/d (6500 stpd), additional operators were needed and flocculant costs, on occasion, would reach an unacceptable $80,000 per month. Spatial relationships among physical 'and chemical properties pertinent to economic development of sand and gravel deposits have been little studied. Models need to address trends or zonation of material properties applicable to mine evaluation and planning or as a guide among deposits for use in regional assessment Models can then be utilized to design sampling programs to optimize additional data acquisition. Development of a preliminary methodology in the lower Boise River Valley, western Idaho, will utilize historical and recent data from a terrace-gravel deposit. Classical statistics and techniques of spatial data analysis will be evaluated as a precursor to formal geostatistical evaluation.
