The Chino Mines Co., a Kennecott- Mitsubishi partnership, located in Hurley, NM, recently completed a $405 million modernization of its mine, concentrator, and smelter facilities. The mine/concentrator modernization commenced in 1980, and the smelter modernization began during 1982. Modernization of the mine and concentrator facilities involved increasing the mining rate from 98 kt/d (108,000 stpd) to 152.2 kt/d (167,800 stpd). Ore mining was designed to increase production from 20.2 kt/d (22,300 stpd) to 34 kt/d (37,500 stpd). A new concentrator was con- structed near the mine using semiautogenous grinding. The new smelter uses the INCO flash smelting process, increasing capacity by 40.8 kt/a (45,000 stpy) to 99.8 kt/a (110,000 stpy) of saleable copper.

New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Our ore processing problems are therefore straightforward ones, and confine themselves to acid drainage, mercury handling and disposal, and cyanide.

The feasibility of exploiting a mineral deposit by developing a surface mine is closely related to the environmental protection and land reclamation costs. This issue has utmost importance for West Macedonia Lignite Centre (WMLC) of Greece, where there is still a lot of interest for opening of new mines and for further development of the existing open-pits. The decision-making process in these cases can be based on a decision tree that takes into consideration the various cost components of environmental management, the alternative solutions, the environmental permits and the cost reports of environmental management actions carried out so far. Moreover, the mine planning procedure is affected indirectly by numerous uncertain environmental and socioeconomic parameters, such as the delays caused by the bureaucratic procedures and the settlement of arguments in the Court.

Block caving, unlike most other conventional forms of mining relies principally on the natural forces within the rock mass to fragment and transport the ore. Obviously, not every orebody can be satisfactorily mined by block caving. In the early stages of mine planning an attempt should be made to assess the benefits of the block caving system relative to others, and develop a reasonable mining concept that may be used to provide preliminary information to mine planners and financial specialists. It is the intention of this paper to outline some basic geotechnical parameters that are essential to: 1) Assessing the feasibility of block caving an orebody and 2) Providing semidetailed information relative to mine design based on drill hole and other data.

A novel form of calibration of on-line analyzers was implemented. Rather than simple equations, a neural network was used to model the relationship between the scintillation counts (Am and Cs) of an analyzer, and the measured ash for improved on-line analysis of run-of-mine (r.o.m.) coal. Also, a new approach was followed to better evaluate neural network performance. Samples were first divided into various statistically different groups using a Kohonen network. Data was then selected for the training, calibration and prediction subsets, using criteria developed in this paper for sparse data, with representation from each group. A backpropagation based neural network architecture was used in conjunction with quick stop training. Due to noise in the data, the predictions were very good on average, but not individually.

Object-oriented technologies have been developed to more closely model the way we think about the world and our natural approach to solving problems. Higher levels of abstraction, generalization and classification are benefits of an object-oriented approach. Object-oriented programming, design, and expert systems are part of this technology which is shaping the future of real-time supervisory control. Goals of real-time supervisory control systems include: minimizing variations in process operations, improving efficiency, maximizing production, and implementing procedures for starting and stopping the process. Incorporating object-oriented technology in design, development and implementation of real-time supervisory control systems provides new opportunities for these tasks. A joint research program between the U.S. Department of the Interior's Bureau of Mines and Cyprus-Yampa Valley Coal Company is being conducted at the Foidel Creek Mine, Oak Creek, Colorado. This program goal is to study the effects of state-of-the-art, high-speed, automated longwall mining on health and safety, and primarily, ground stability under various geological conditions. The Bureau installed an automated data monitoring system, known as the Ground Control Management System (GCMS), to monitor in real-time the effect of rapid mining on pillar and face loading, stress redistribution in and around the longwall panel, and caving characteristics of the roof. The Bureau's GCMS, combined with the company's existing monitoring systems, which include environmental monitoring, a computer programmable conveyor belt system, and gamma ray roof control thickness indicators, has been effectively used to improve safety at the face, increase productivity, and reduce production costs.

The recent upswing in mining coincided with increased environmental concern. These trends have significantly increased regulation, but have not always provided sound environmental protection. Throughout, mining has remained passive, reacting to initiatives from outside. The high road to environmental protection must be an active strategy. The mining industry must take the lead and develop an environmental program effective in price and protection. It must involve all levels of mining. The mining industry should be the real environmental activist. We have the most to gain by sound environmental protection and the most to lose if the environment decays.

INTRODUCTION Production of chrysotile asbestos from the northern Appalachians has been going on for 100 years and, on the basis of known reserves and the present rates of mining, appears assured of continued production for at least another 25 to 30 years. In spite of this, mining companies and government agencies are showing an increasing interest in exploring for chrysotile asbestos throughout this region and elsewhere in the world, implying that increases in the rate of consumption are envisioned. This chapter describes the geologic and tectonic settings surrounding these important chrysotile deposits, with emphasis on those in southern Quebec that yield about 90% of the total production from the northern Appala- chians. Detailed descriptions of a few individual deposits are also given, along with exploration guidelines aimed at facilitating the discovery of additional chrysotile deposits. One section of this chapter deals with the origin and mode of formation of the chrysotile deposits in the light of modern day concepts of plate tectonics. The objectives of this chapter are to give a brief description of the geologic and tectonic settings of the ultramafic rocks in which the numerous chrysotile deposits of the northern Appalachians are found; to describe a few of the individual deposits; to give a few exploration guidelines for those interested in exploring for new asbestos deposits in similar geologic environments; and to propose a new model for asbestos genesis in light of the recently developed theories of global tectonics. As this chapter is based almost entirely on field and laboratory observations, rather than on the study of experimental laboratory models, most of our deductions and suggestions are empirical in nature and may be interpreted in more than one way. The interpretations we have selected seem to offer, we feel, the best explanation of observed geological phenomena (Lamarche and Wicks, 1975). This region had a production capability in 1979 of close to p.5 Mt of chrysotile asbestos with 92% of this tonnage being derived from the deposits of the Eastern Townships of Quebec. With known resources, which now stand at between 36 and 40 Mt of fibers, this production capability seems assured for the next few decades. In spite of all known reserves of chrysotile asbestos, which now stand at between 36 and 40 Mt of fiber in this region alone, mining companies and government agencies are still showing a good deal of interest in exploring for new sources throughout the world. GEOLOGICAL SETTING The asbestos deposits at Baie Verte in eastern Newfoundland, Thetford Mines, Black Lake, Asbestos in southern Quebec, and Belvidere Mountain in Vermont, all occur in partly serpentinized ultramafic rocks that are part of the Lower Paleozoic ophiolite complexes of the northern Appalachians [Cady, Albee, Chidester, 1963, Chidester, Albee, Cady, 1978, Lamarche, 1972,1973, Laurent, 1973,1975, Williams, Hibbard, Bursnall, 1977, Norman and Strong, 1975). The deposits to the northeast of Thetford Mines, on the other hand, are found in a more highly serpentinized ultramafic body known as the Pennington dike, whose spatial, genetic, and chronological links with the ophiolite masses proper have not as yet been adequately resolved. INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

Direct Production Costs for Solar Sa 1t approximate the trucking cost for 160 Km. Operations near markets appear unusually attractive at first look. However, many desert operations have been plagued by dust storms yielding salt too high in insolubles for most uses. This paper relates the history of a successful operation in a dust storm area. Saturated brine from the solution mining of LPG storage caverns is evaporated in solar ponds yielding 99.95% sodium chloride (dry basis). Purchased energy is one-eighth that of vacuum pan operations. Production scale tests have proved it works at another desert location using a more complex brine. A new approach for refining soluble salts at ambient temperatures is demonstrated by bench scale and pilot work. Again, savings in purchased energy exceed 80%, even when temperatures are raised to reduce refining time.

Ravensthorpe Nickel Operation (RNO) is a major new mine and processing plant currently being constructed by BHP Billiton in a ?green field? site near the small town of Ravensthorpe, about 150 km west of Esperance and six hours drive from Perth in Western Australia. Ensuring that the project has a positive overall impact on the surrounding region and that this extends well beyond the life of the operation will be a major challenge for RNO, state and local government, and the local community. For the last two years, the Centre for Social Responsibility in Mining (CSRM) has been assisting RNO management and the RNO Community Liaison Committee to develop a community sustainability monitoring framework for the project. This paper reports on the process that was used to develop the framework, describes the main elements and briefly discusses key learnings from the exercise.

INTRODUCTION Virtually every sector of society in our country feels the impact of tunnels, either through the transportation of water, commodities, or people. The economic implications are staggering. The Committee on Rapid Excavation (1) reported that during the near future, 1968-1975, underground excavation activity will comprise 946 miles of tunnels (subways: 85 miles; underground urban highways: 123 miles; intercity highway tunnels: 210 miles; water supply tunnels: 528 miles) and 5,119 million tons of crude ore; metals: 874 million tons; nonmetals: 899 million tons; and coal: 3,346 million tons. It is estimated that the cumulative demand for underground excavation in the decade 1970-1979 will be 13 billion dollars for construction-oriented demand and 16 billion dollars for mining-oriented demand. The respective figures for the decade 1980-1989 are estimated at 22 billion dollars and 18 billion dollars. Of the many advantages claimed for tunnels (2, 3, 4, 5) the environmental considerations are becoming increasingly important. Transportation tunnels particularly for rapid transit systems, offer reductions in noise pollution and air pollution while improving aesthetics and optimizing land use (fewer problems of right-of-way and disruption of utilities). Considerable interest has been shown recently in sub-surface construction and mining (6, 7, 8). Recognizing the future demands for tunnels has led to considerable study of methods to improve rates of tunnel advance per day, safety, and the overall economics. The development and scale up of hydrothermal synthesis processes for manufacture of high performance materials is discussed. Traditional hydrometallurgical processes are reviewed, leading into a discussion of process development concerns for manufacture of modern materials. Three case studies are presented, including a piezoelectric ceramic, barium titanate for multiyear capacitors, and high purity chromium metal. Factors for selection of reactor design are presented, as well as results of scale-up studies on the three products.

Introduction A mine characteristic curve is of great importance for both theoretical analysis and daily management of a mine ventilation network. Ventilation engineers are well acquainted with the ways of obtaining and using a mine characteristic curve that is conventionally associated only with single-fan networks. However, for a multiple-fan network, difficulty has long been recognized in defining the curve, not to mention, obtaining or using it. To extend the concept of mine characteristic curves for a multiple-fan network, a subsystem-based approach has been introduced by Wang (1992a). He defines a subsystem characteristic curve for a multiple-fan network and discusses the numerical procedure for constructing the curve. A graphical method of obtaining a subsystem characteristic curve for serial-parallel, multiple-fan networks has also been accomplished (Wang, 1992b). In spite of the maturity of the fundamental concepts related to and the numerical analysis tool for a multiple-fan ventilation network, information regarding the related laboratory tests is very scarce. To make up this gap, laboratory experiments have been done by using a two-fan experimental network. This paper presents the methodology and major findings regarding the construction and features of a subsystem characteristic curve. Characteristic curves and measurement fundamentals A characteristic curve A characteristic curve is a graphic presentation of the relationship between any two variables of a two-terminal component. It is typically defined in the form of a quantity-pressure curve for a ventilation component, which can be a single branch (airway), a fan, a regulator, a portion of a network or even a whole network. If a component is a single branch, the curve is called a branch characteristic curve. If it is a fan, then the curve is called a fan characteristic curve, and so on. Figure I illustrates the characteristic curves of some typical ventilation components. A general method for obtaining a characteristic curve from measurement is to apply an adjustable-pressure source between the two terminals of a component and measure the quantities corresponding to the different pressures. Mine characteristic curve A single-fan network can be easily divided into two ventilation components, the fan and the remaining network. The latter consists of only branches and regulators. Under this subdivision scheme, two characteristic curves can be constructed. They are the fan characteristic curve and the characteristic curve of the remaining network. The latter is referred to as the mine characteristic curve or the system characteristic curve. Although the general method for constructing a characteristic curve from measurement can be applied to obtain a mine characteristic curve, there is a shortcut for constructing the curve by introducing a mine resistance factor R. It is a constant if all of the resistance factors in the network are constant. R relates mine pressure H with quantity Q as in: H=RQ2 (1) For a given R, Eq. (1) can be directly used to plot a mine characteristic curve by assigning a series of Q values and calculating the corresponding H values. Hence a shortcut to constructing a mine characteristic curve is to measure one set of mine pressure H and quantity Q values, calculate the mine resistance factor R using Eq. (1) and then plot the curve. Subsystem characteristic curve Applying a similar scheme as is used for a single-fan system, divide a multiple-fan network into two components, a fan under consideration and the remaining network that contains all the other elements (branches, regulators and remaining fans) of the network. A finite-difference model using a digital computer was constructed to assist in the water management of a proposed oil-shale mining operation in the Piceance Basin in Colorado. The presence of ground water is both a detriment and a benefit for development of the resource. On one hand, dewatering is required because permeable zones are present in and above the oil-shale sequence, and rich oil shale at the proposed mine is as much as 457 m (1500 ft) below the water table. On the other hand, ground water is the most feasible source of water for processing the oil shale. A ground- water model was constructed to simulate the development of an environmentally acceptable water-management system that will satisfy both the mine-dewatering requirements and the water-supply requirements for processing. The ground-water model discussed in this chapter was constructed for the Rio Blanco Oil Shale Co. (RBOSC) by International Engineering Co., Inc., a subsidiary of Morrison-Knudsen Co. The model was applied to evaluate dewatering and water control systems for several open-pit mining plans initially investigated to develop Federal Lease Tract C-a. A collateral application of the model analyses was to project effects of the proposed dewatering operation on the regional ground-water regime in connection with a permit acquisition program by RBOSC. Subsequently, RBOSC has completely changed its mine development plan and has adopted modeling and related techniques more suitable for study of that plan and dewatering operation. The authors of this chapter are solely responsible for the contents and conclusions.

Possibilities of electric pulse disintegration are discussed with emphasis on high selectivity of the process as compared to mechanical comminution methods especially when applied to polymineral ores. Physical explanation of this phenomenon is suggested. The authors present results of some experimental tests illustrating regularity of this phenomenon irrespective of origin of ores or dissemination pattern of valuable minerals including both dissipated and accessory minerals. Some operating plants applying this principle are described the plants used either for mineral research purposes or for obtaining pure monomineral fractions or for treatment of gems to be faceted. Obstacles for implementation of this technology are mentioned.

Mining project development, permitting, environmental regulatory and compliance issues in Uzbekistan and the CIS are every bit as complex as those in the western world. The vast array of environmental permitting, monitoring and reporting regulations for mine project development and operation in the CIS are based on existing Soviet environmental regulations and policies which have remained in place after these countries gained independence from the former Soviet Union. The approach to mine project permitting in the CIS differs from the western world. Similar pre- feasibility, baseline data collection, and environmental monitoring requirements allow the project proponent to coordinate preparation and submission of documentation to support project permitting for Uzbek regulatory requirements with environmental requirements imposed by financial institutions and western environmental compliance structures. Implementation of generally accepted western environmental best management controls and monitoring into mine design, construction, and operation will not, however, ensure automatic compliance with Uzbek environmental regulations. Uzbek environmental compliance requirements that differ from western requirements include: 1) development and maintenance of an environmental database constructed specifically to address annual, biannual and quarterly statistical reporting requirements for emissions of "environmental pollutants" from the facility into air, surface water, ground water and soil; 2) preparation and submittal of specific permits for water utilization, hazardous waste storage and disposal, landfill construction and operation, and stack emissions inventories; and 3) procurement of approvals from the Uzbekistan State Committee for Nature Protection (generally analogous to the US Environmental Protection Agency). This paper outlines and summarizes the regulatory requirements for mine site permitting and the procedures for environmental monitoring and reporting during mining operation in Uzbekistan and the CIS.

Column flotation testing was conducted on the flotation feed slurry obtained from a preparation plant located in the Southern Illinois coal basin. The column flotation tests were conducted using three different bubble generating devices: a static sparger, a gas saver and a foam jet. Each of these devices was tested with three different types of frother and various column operating variables to provide maximum combustible recovery, minimum product ash and maximum pyrite rejection. The results show that column flotation provided improved flotation performance, in terms of combustible recovery as well as ash and pyrite rejection, for each of the bubble generating devices. However, the effectiveness of each bubble generating device was dependent on the type of frother used. Alcohol frothers were most effective for use with the static sparger, somewhat less effective for the foam jet and ineffective for the gas saver. Glycol frothers were effective for all three bubble generating systems, providing high combustible recovery (>90%); low clean-coal ash (4-6% ash) and high pyrite rejection (70-80%).
