Many investigators believe that column flotation cells offer significant advantages over standard mechanical machines for the flotation of fine particles. However, because of their unique design and operation, conventional techniques for flotation cell scale-up and design cannot be applied to columns. In an attempt to help alleviate this problems a population balance model based on first principles has been developed for fine particle flotation in a column. Two different terms have been considered in the model, i.e., transport and rate. Transport terms, incorporating fluid flow and bouyancy, are used to describe the movement of air bubbles, unattached particles and bubble-particle aggregates along the length of the column. Rate terms, which describe the bubble-particle attachment process, have been derived from first principle considerations. Because the model is based on first principles, it can be useful for the design, control, optimization and scale-up of column flotation cells.

Weight may be defined as the gravitational attraction or earthpull on a body (mass). Thus, from a practical viewpoint, a scale or other form of weighing device is a mans for determining mss. Weighing devices fall into two principal categories: (1) gravimetric; and (2) non-gravimetric or nuclear devices. At present, after many centuries of use, the effect of gravitational force as a meas¬ure of mass in industry and commerce remains by far the most common method for mass (weight) determination. Non-gravimetric methods are just becoming established in the industry. The general trend is toward weighing materials on the Trove. The predominant advantage of continous weighing over batch weighing operations is its ability to handle large tonnages without interrupting the material flow. The accuracy and reliability ability of continuous weighing equipment have improved greatly over the past decade. However, static weighing equipment still outsells continuous weighing equipment, because it is considered more accurate. Batch weighing can also produce a continuous weighed delivery through automation where the process requires it. In caparison with continuous weighing devices, such as belt scales, the batch-type scales have same inherent advantages affecting their accuracy. For example, weighing 300 lbs. per minute on a belt scale may mean that only 3 lbs. will be on the scale mechanism at one time. In order to obtain a scale accuracy of 1/2%, the sensitivity must be at least 1/2% of 3 lbs. or 1/4 oz. On the other hand, a batch scale may discharge a 300 lbs. load every 60 seconds through a timing mechanism. An accuracy of 1/2% can be easily obtained with a sensitivity of 1/2% of 300 lbs. or 24-oz.

The Sherwood Mine is being monitored to determine the nature and extent of changes in the mine and its environs which result from the closing and the cessation of pumping. Of particular interest was the possibility of piping-induced subsidence occurring as the mine flooded. Previous experience in the district indicated that this possibility was very real. A monitoring system, including acoustic sensors, extensometers, surface subsidence monuments, and ground water observation wells was installed in July 1978, just prior to the mine closing. Late in 1979, three piping-induced subsidence events occurred. The monitored data, and related laboratory studies are being applied to a quantitative description of piping-induced subsidence.

Over the past nine years a means for measuring the distance between the mine roof and floor has been developed at the White Pine Mine which yields relevant information utilized in the mining operation. The technique known as "convergence!' is an efficient, low cost way for obtaining large quantities of data for predicting roof falls, caving activity, and overall mine stability. From a limited introduction in 1964 related to monitoring an experimental longwall project, the activity of convergence measurements has been expanded to become a production tool now found in all sections of the mine. Presently, the program involves four main types of activity: 1. Monthly measurements in areas known to be active, and in sample blocks scattered throughout the mine for a long-term stability study. 2. Semi-monthly measurements along vital travel roads, belt drifts and compressor sites. 3. Weekly measurements in areas where men are working. 4. Daily measurements in pillar-recovery and caving operations. Today, one field engineer and six technicians are involved full time in convergence work. Rock Mechanics technicians have installed approximately five thousand stations since the start of the program and of this number, over twenty-five hundred active stations still comprise the mine-wide network spread over the more than five square mile extent of the White Pine Mine workings.

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

Horace Tabor. No 19th century Colorado mining man is better known but, unfortunately, probably less understood. He is little appreciated for his significant contributions to the industry and the state. A century ago, Tabor was headline news. The legend today, however, has become so all pervasive and so interwoven with fact that the two are hard to separate. For example, he never told Baby Doe on his death bed to hang on to the Matchless mine. Yet this has emerged as staple Tabor fare. So much attention has been focused on his matrimonial triangle that it overshadows the man. Symbol of mining's reward Tabor traveled west in the 1859 Pike's Peak gold rush. In the next generation, he came to symbolize the rewards mining might lavish on an individual. The Leadville Daily Herald (Sept. 10, 1882) could write, without exaggeration, that "the extent which the mining industry of Colorado is under obligation to Tabor cannot be easily estimated - what he has done for Leadville and Denver is patent to all." It had not come easily, nor had Tabor started out a success. His early placer mining at Payne's Bar, near present-day Idaho Springs, CO, had turned no fortune. So in 1860, he, his wife Augusta, and son went south to Colorado City, then over Ute Pass and up the Arkansas Valley to Oro City. Arriving soon after the initial discovery, Tabor staked a good claim. With a sharp eye, he and Augusta broadened their base by establishing a store. Both mining and business would pay dividends in the following years. By the season's end, though, Oro City was already declining. Always on the lookout for a richer district, Tabor and his family moved the next year across the mountains to promising Buckskin Joe. The familiar pattern followed, with the store and post office being the center of their attention. Mining investment and management now replaced the earlier physical panning and sluice operating. Seven years later, the Tabors abandoned Buckskin Joe and returned to Oro City. It had moved up California Gulch to be near the district's best mine, the Printer Boy. Middle class was not enough Middle class respectability, plus a steady income, was the Tabor's by the 1870s; fine as far as it went. But it proved far from the fortune Horace had always been seeking. Oro City languished in the backwash of Colorado mining and Tabor seemed like many men who had drifted around the Territory following the ebb and flow of mining. His faithful wife Augusta had been a steady factor in the success the family achieved. She helped year after year to operate the store and post office. Not simply the happy-go-lucky individual he has often been portrayed, Tabor was a hard working businessman/mine owner. An R. G. Dun and Company agent evaluated him in 1876 "Net worth $23,200. Is a very shrewd businessman and not liable to lose money, has a good chance to make money as he had no competition." Leadville: Tabor's silverlined-fortune After all those years on the Colorado mining frontier, in 1877, Lake County's wealthiest and most respected merchant made another move. It was short in distance, only 4 km (2.5 miles) down California Gulch, then a little north to a new mining camp. This new camp, soon named Leadville, gave birth to the Tabor fortune and legend. Middle-aged (Horace was 47), the Tabors once more set up their general store and found themselves in the midst of the open¬ing of a new district. This time silver beckoned and not the gold that had brought them West 18 years before.

I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. After half a million meters drilled with Wassara we are now confident that ITH hammers powered with simple water will become an established product for production drilling. Today four drill rigs in LKAB Malmberget equipped with Wassara drill about 25 000 m per month of 4 1/2" holes. In Kidd Creek, Canada, Was sara is used for production drilling in stopes with good results. The first Wassara 6" hammer has drilled a 36 meter long, completely straight horizontal cut hole for drifting in the LKAB Malmberget Mine. Main advantages are about doubled penetration rate, very good air quality and improved hole cleaning which facilitates stabilized drilling. Disadvantages are resistance to new technology and, in some cases, the increased use of water.

Fundamental choices in flocculant selection often come down to the lower cost of solid grade products versus the convenience of liquids. The ideal product would be a low cost solid grade flocculant which requires minimal handling and no sophisticated dissolving equipment. Recent polymer developments have lead to the commercialization of a limited range of dry polymers that can be screw fed at controlled rates directly to process streams without the need for predissolving. Other developments include dry polymers that can be directly added to mix tanks without the need for sophisticated wetting systems. The latter will make dry flocculants especially attractive for smaller users. Examples of these new products and their application in industrial and municipal waste treatment will be provided.

Computer programs developed as part of the PROSPECTOR project at SRI International can indicate where the highest grade hypogene copper occurs in porphyry copper prospects. The programs are useful in selecting drilling targets in untested porphyry deposits. Because of mineralogic, structural and lithologic variations in porphyry-type deposits, three distinct computer programs have been constructed; however, this paper considers only the stockwork type in homogeneous rock (similar to the Lowell and Guilbert model). The programs represent models in the form of inference networks that utilize the mineralogic, alteration, lithologic, structural, geochemical and geophysical data normally collected prior to a drilling decision. One example of an application of the PROSPECTOR program for a stockwork-homogeneous porphyry is given: Island Cooper in British Columbia. Computations based on the surface geologic, geochemical and geophysical data for Island Copper clearly disclose the best hypogene grade of the deposit. Other deposits were tested in the programs as well, and in each case PROSPECTOR programs indicate the region with the highest hypogene grade.

This paper proposes a new approach for calibration of dual gamma-energy transmission (DU-ET) ash analyser for improved online analysis of run-of-mine lignite. An adaptive neuro-fuzzy inference system (ANFIS) was developed to model the relationship between the intensities measured by the scintillation counter of the analyzer and the measured ash. Samples collected from Megalopolis lignite mines were measured for their ash content by using standard laboratory methods as well as by DUET. Obtained data was divided into training, testing and validation sets. A first order Sugeno type ANFIS was used in conjunction with early stop training. The calibration performance obtained by this approach was significantly better compared with that obtained by standard calibration methods based on multiple linear regression analysis.

Metal producers are now suffering through a major downturn in prices for their products even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical downturns that often occur every five to seven years. This paper uses time-trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of metal prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

The structural setting of disseminated-replacement gold deposits of the Carlin-type and other aspects of their genesis are closely related to events which took place during the evolution of the Basin and Range province. The deposits formed as a result. of chemical and physical processes which took place at shallow depths in the roots of hot spring systems at moderate temperatures (about 200°C) and low pressures (about 25 bars) (Radtke and Dickson, 1974). Locations of Carlin-type gold deposits in the Basin and Range province are shown in Figure 1. Most of the block-faulted mountain ranges in the Great Basin formed by tectonic activity that happened since Miocene time, although faulting in some places probably began in Eocene to Oligocene time (Hamilton and Myers, 1966). The Carlin-type deposits are spatially related to Basin and Range-type faults: Many deposits, such as Getchell, Pinson, Preble, and Cortez, occur along the flanks of ranges, while other deposits, including Carlin (Radtke, 1974) occur within the ranges in areas characterized by crosscutting and intersecting high-angle or Basin and Range-type faults. The association of the ore deposits with Basin and Range-type faults is evidence that ore deposition is young, Miocene or later. The steep, high-angle faults played three roles: first, they provided deep channels for upward-flowing solutions; second, in preparing the rocks for fluid penetration by brecciation and general rock dislocation; and third, they moved sedimentary carbonate rocks, favorable for ore deposition, from deep levels to near-surface positions where the physico-chemical conditions were more suitable for the deposition of ore.

In this paper, the old and the new commercially available reagent chemistries for the improved flotation of sulfide minerals will be summarized. The reagent classes discussed are those that meet three criteria: 1) they are being commercially used and/or large scale plant tested in North America in the last few years; 2) they are clearly different in chemical structure than commonly used commercial reagents of the last few decades and are not simply mixtures of existing reagents and/or simple changes in cation, alkyl group size, etc. and 3) the structural formulae are clearly specified in the public literature.

The Ohio River Tunnel is the first of three combined sewer overflow tunnels to be constructed under Allegheny County Sanitary Authority's Clean Water Plan. The project consists of a total of approximately 5.5 miles of 18-ft and 14-ft finished diameter, segmentally lined deep rock tunnels and smaller diameter dewater and flow connector tunnels, as well as 8 deep flow drop and access shafts varying from 25-ft to 70-ft in finished diameter and 130-ft to 170-ft in depth. This paper describes the project components and the primary engineering challenges faced during design, including tunnel alignments and shaft site optimization with tight right-of-way constraints and multiple railroad and highway crossings. Assessment of tunneling methodology as well as tunnel and shaft designs and constructability included overcoming 5-bar hydrostatic pressure, abrasive bedrock, and the selection of the appropriate support of excavation systems in high-permeability alluvial soils adjacent to the Ohio River.

To date VMD have designed, built and supplied nine autoclaves to various mining companies in Canada, the US, and Papua New Guinea. Initially, completely fabricated and lead lined units were shipped. The logistics of Placer Dome's Porgera PNG Project necessitated fabricating and lead lining each autoclave in five sections for transportation to site, each piece weighing approximately 30.5 tonnes. Support equipment such as turning rolls, automatic and manual welding machines had to be set up on site to facilitate assembly of these units which was a challenge in planning. This on site erection programme was completed in three months.

In three recent publications, Klimpel et al (1988) and Klimpel and Hansen (1988, 89), the theory and invention process behind the identification of two new classes of sulfide mineral collectors were summarized. These two new families can be represented by the 111 generalized formulate: R1-S-R1 -NRI III (denoted as the F-series chelation family) and R-S-R or R -CHSCH-R (denoted as the S-series redox family). The influence of systematic changes in the various R groupings on laboratory batch flotation cell tests has been covered in the above references and will not be repeated in this paper. In particular, the recent article by Klimpel and Hansen (1989) should be studied as a research introduction to this paper.

"The Riyadh Metro Project forms part of a complete new public transport system integrated in the urban planning and development of the fast growing capital city of the Kingdom of Saudi Arabia. The Design & Build project consists of 176 km of a new metro network with 57 km of double track single tunnel infrastructures, spread over six metro lines. During the design phase, geological, hydrogeological, geotechnical and geophysical site investigations were undertaken to chart the, previously uncharted, underground construction space. Different TBM solutions were selected for implementation taking due consideration of the ground conditions of each metro line. The results obtained from deep excavations for underground stations and analysis of the TBM tunneling data will be used as key input for future tunneling projects in the Riyadh and the Kingdom of Saudi Arabia. The present paper details the design conditions and presents the solutions for large diameter tunnels in karstic limestone. INTRODUCTION The High Commission for the Development of Arriyadh was established in 1974 as the organizational, planning, executive and coordinating body responsible for the development of Riyadh. Arriyadh Development Authority (ADA), established in 1983, is the High Commission’s executive, technical and administrative arm. The ADA is responsible for implementing the High Commission's organizational, planning, executive and coordinating decisions and missions (ADA 2015). One of the remits of the ADA is the preparation and execution of a transport plan for the city. The metro network is planned to be the backbone of the public transport system developed as part of the King Abdulaziz Project for Riyadh Public Transport in Riyadh. With six lines and a total length of 176.5 km (Table 1) and 85 metro stations, the metro network will cover most of the densely populated areas, public facilities, and the educational, commercial and medical institutions. The network will connect the King Khalid International Airport, the King Abdullah Financial District, main universities, Riyadh downtown and the public transport center. The public transport plan includes a future bus network with 22 lines on 1200 km and 6765 stops that will be the main feeder for the Riyadh metro network; it will also be the main mode of transportation within and around Riyadh districts (ADA 2015)."

Introduction This chapter addresses the need for operation manuals, presents an outline as a guide for writing the manual, discusses who should write the manual, suggests how it is implemented and gives tips to potential manual writers. Theory & Purpose of Operating Manuals The primary objective of the operating manual is to provide every operator the benefit of a uniform minimum level of training. This training is not only critical to the safety and efficiency of every employee, but also provides a basis for incorporating future operational improvements into standard and emergency procedures. The manual promotes safety through- out and additionally has a special section devoted to safety. The operator should be able to find information on chemical and physical hazards as well as be exposed to safety procedures for such items as motor lockouts and tank entries. The operating manual will usually reference a separate safety manual or incorporate parts of the safety manual. Safety is also promoted through standardized procedures for operation of equipment. Standardized operation is the second most important reason for the writing of manuals. If equipment is started, operated, and shut down in a consistent manner, then operational efficiency should be maximized. If it is not, then the procedure is adjusted until it is. The experience of many can be condensed into set responses for start up, shutdown, steady state operations, and upsets. Implicit with the standardized operation objective is a minimum level of training the operator will receive by thorough familiarization with the manual. The ability to know the contents of the manual is a basic requirement for operator status. The operating manual serves as a basis for a training program both at the start of the new plant and as new operators are hired or promoted into the job. The operating manual is a collection of at least part of the knowledge that "key people" own and will cushion the loss of key personnel for whatever reason. The manual can only fulfill these lofty goals by being a dynamic document. Manuals must change as equipment is modified and superior techniques evolve. Wollastonite, named after W.H. Wollaston, an English chemist and mineralogist, is a calcium metasilicate having the chemical formula CaSiO2. Although it is a unique mineral, wollastonite has a short history of industrial use. Wollastonite is the only naturally occurring, nonmetallic, white acicular mineral. Its acicularity is the main reason for its ascendancy in the late 1970s and 1980s as a reinforcing filler and as a replacement for short-fiber asbestos and short-fiber milled fiberglass. Wollastonite is used in applications ranging from bowling balls to automobile fenders, from ceramic tile to automobile brakes, and from thermal insulation board to protective industrial coatings. The United States is the largest producer of wollastonite, with China, India, and Finland as the other three major sources. The United States, Europe, and the Far East are where most of the production is consumed. Geology Mineralogy and Physical and Chemical Properties Wollastonite, a member of the pyroxenoid mineral group, has the theoretical composition of 48.3% CaO and 51.7% SiO2. Iron, manganese, magnesium, or strontium may substitute for some of the calcium. Commonly associated minerals include garnet, diopside, calcite, quartz, epidote, apatite, and sphene. Some of the physical properties of wollastonite are listed in [Table 1]. Wollastonite is largely chemically inert; however, it can be decomposed in concentrated hydrochloric acid. Some wollastonite will fluoresce under shortwave or longwave ultraviolet light, or both, with colors ranging from pink-orange to yellow-orange and, more rarely, bluish green. In addition, wollastonite may show phos¬phorescence. Because of its unique cleavage properties wollastonite breaks down during crushing and grinding into lath-like or needle-shaped particles of varying acicularity. This particle morphology imparts high strength and is therefore of considerable importance in many of the markets for wollastonite. The acicularity of particles is defined by their length:width, or length:diameter, ratio (i.e., aspect ratio). Individual particles, even the smallest ones, commonly ex¬hibit an aspect ratio of 7:1 or 8:1 and have an average diameter of 3.5 gm. Low aspect ratio products (powder wollastonite, or milled grades) with 3:1 to 5:1 aspect ratios are used as general fillers, in ceramics, and in metallurgical fluxing. High aspect ratio products with ratios of 15:1 to 20:1 are used as functional fillers for rein¬forcing thermoplastic and thermoset polymer compounds and as a replacement for asbestos. The dry brightness and whiteness of wollastonite are also important in determining its suitability for certain filler and ceramic applications. When pure, the mineral is brilliantly white, but impurities may color it cream or gray. Brightness is determined by measuring the reflectance of finely ground powder against a stan¬dard that is assigned a brightness of 100. Magnesium oxide and barium sulfate are the two standards used. G.E. brightness, a term used in North America, refers to brightness measured with a Gen¬eral Electric reflectometer. Commercial wollastonite products usu¬ally have a G.E. brightness ranging from 85 to 95. The Hunter method is also used to measure the brightness of wollastonite. Loss on ignition (LOI), another important property in determining applications for wollastonite, is the amount of volatile matter driven off when the mineral is heated to 1 000°C. Com¬mercial wollastonite products have an ignition loss ranging from 0.5 to 2.0%. Wollastonite's naturally high pH of 9.9 (10% water slurry) is of major importance to its use in the coatings industry. Coatings formulators use milled grades as a pH stabilizer in interior and exterior PVA (polyvinyl acetate) and acrylic latex paints. There are two polymorphs of calcium silicate: wollastonite, a low-temperature form, and pseudowollastonite, a high-temperature form. Conversion of wollastonite to pseudowollastonite occurs at about 1 120°C and results in an increase in the coefficient of expansion and a color change. Pure white wollastonite may change to a cream tint or to various shades of red or brown. This color change is thought to be due to the presence of iron and/or strontium.
