British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. "INTRODUCTION The Long Baseline Neutrino Facility (LBNF) Far Site Conventional Facilities are proposed to be sited at the Sanford Underground Research Facility (SURF) located within the former Homestake Gold Mine in Lead, South Dakota. The project involves excavation and support of three large caverns which will house four 10 kT fiducial volume liquid argon (LAr) neutrino detectors and cryogenic equipment, as well as numerous ancillary connecting drifts and chambers. This paper describes the geological setting of the project, the geotechnical investigation undertaken nearly a mile underground and the challenges associated with collection of reliable data in a high stress and geologically complex environment. The layout for the new facility will be presented, along with a description of some of the constraints that will impact construction, including shaft access and working within an operating research facility. THE LBNF PROJECT The global neutrino physics community is coming together to develop a leading-edge, dual-site experiment for neutrino science and proton decay studies, the Deep Underground Neutrino Experiment (DUNE). The facility required for this experiment, the Long-Baseline Neutrino Facility (LBNF), will be an internationally designed, coordinated and funded program, comprising the world's highest-intensity neutrino beam at the Fermi National Accelerator Laboratory (Fermilab) in Batavia, IL and the infrastructure necessary to support massive deep underground cryogenic detectors 800 miles (1,300 km) downstream at the LBNF Far Site at the Sanford Underground Research Facility (SURF), in Lead, South Dakota. The Deep Underground Neutrino Experiment is expected to achieve transformative discoveries, making definitive determinations of neutrino properties, the dynamics of the supernovae that produced the heavy elements necessary for life, and the possibility of proton decay. Neutrinos created by the LBNF beamline will travel on the 1,300 km (800 mi) path shown in Figure 1 leading straight through the earth's crust to intercept DUNE's massive, cutting-edge neutrino detector at the Sanford Lab. No tunnel is needed as neutrinos pass easily through soil and rock rarely interacting with the matter. The DUNE far detector will consist of four modules, each of which will be housed in a cryostat containing 17,000 metric tons of liquid argon target material, providing a 10kT fiducial volume. The LBNF Far Site Conventional Facilities project will excavate and fit out a set of four caverns 4850 ft underground in which to place them."

This paper outlines the model and the experience of Technology Strategic Planning (TSP) adopted by CVRD to face these demands, warranting and expanding its participation in the current markets and developing new businesses.

Specialty Devices, Inc. and the CMRET/NIUST, University of Mississippi, have collaborated in the design and development of a new class of Robotic Underwater Vehicle (ROV) focusing on efficient, low cost, deepwater operations. The need for such a vehicle was driven by special requirements encountered in the establishment of the Gulf of Mexico Gas Hydrates Research Observatory at a depth of 850m in Mississippi Canyon Block 118 on a restricted budget. Requirements included deployment and recovery of tools and sensors and the connection of underwater-mateable electric and fiber optic connectors at depth. The standard complement of equipment required included; high-resolution video with lighting, scanning sonar, robotic arm, precision positionin and thrusters for limited transit and maneuvering. Conventional deep water ROVs are lowered in a large cage with a buoyant tether between the cage and the ROV. The tether is wound on a winch in the cage deployed as the ROV swims out from the cage. This cage is lowered on a large diameter umbilical cable with strength elements and communications elements and conductors for electric power. With increasing water depth the umbilical cable must become ever larger to accommodate increased power transmission loads and strength demands, with corresponding increase in deck handling equipment size and in turn, vessel size and overall cost. The surface ship must include a dynamic positioning (DP) system to control ship propulsion to maintain the position of the ROV cage at a position relative to the sea floor. DP ships with this capability and the ability to carry the large umbilical cable and winch are expensive.

The Inter-Island Tunnel is one of two undersea tunnels which are part of the Boston Harbor Clean-Up Program. The tunnel is 7.7 km (25,160 ft) long, bored to a 4.3 m (14 ft) diameter in the Cambridge Argillite Formation and was finished to a 3.5 m (11.5 ft) diameter final concrete lining. The owner is the Massachusetts Water Resources Authority (MWRA) who is a regional authority responsible for overall design and construction. The tunnel's primary purpose is the transport of untreated effluent from Nut Island facility in Quincy, MA to the new treatment plant at Deer Island. Two sludge lines are installed for the transport of sludge from Deer Island to Nut Island. During construction the contractor encountered fault zones, fractured strata, and soft ground tunnel sections which liberated more ground water than was originally anticipated by the project designer. Ground water was controlled during mining and the placing of the final lining. The final lining of cast-in-place concrete had to be backfill grouted to cut off water inflows and provide contact for equal tunnel loading which is critical in long-term design. This paper deals with an engineered backfill grouting system which was the first of its type to be used in North America. It discusses the geological conditions encountered, the design criteria used in the evaluation process, and an indepth review of the various system components. It demonstrates how contractors can use knowledgeable and professional industry suppliers to solve difficult construction problems.

"Mining began in the Erzgebirge (“ore mountains”) region of Saxony, Germany more than 800 years ago, and extensive underground workings cut through the entire area. Some of these old workings are still used today: not for production, but for offering an underground venue for research, tourism and university teaching. One example is the Reiche Zeche mine at the Technische Universität Bergakadamie Freiberg which hosts one of the oldest mining engineering programs in the world. It is imperative to keep all active mine workings well ventilated to make the mine safe for students, visitors and researchers. Since the mine workings at Reiche Zeche are so vast, extensive and, to a large extent unexplored and unmapped, it has been difficult to provide a complete, functioning and adequate mine ventilation model for this mine that accounts for all known and unknown leakage air flows. Researchers at the Colorado School of Mines have cooperation with their colleagues at Freiberg to establish a mine ventilation network model based on a limited number of air readings in known and accessible drifts. In order to balance the measured air quantities, leakage flows were quantified and mapped by comparing input and output flows of mapped drifts, and modelled using Ventsim Visual, a powerful visualization software package. The resulting mine ventilation model is used to locate and quantify the leakage air flows and to examine how much air is lost in each area. With this model, ventilation changes and improvements underground can be documented reflected in the model. This enables the Bergakadamie Freiberg to project air changes required for scientific experiments and to set up mine ventilation in specific areas and for specific needs. The model also enables better ventilation control and monitoring than before. Finally, the model can be used to predict ventilation changes and escape way contamination in case of a fire, ground fall or inundation in the mine. The latter becomes important as the lower mine workings are often flooded during spring runoff, which has created uncertainty about mine ventilation in the past. HISTORICAL BACKGROUND The discovery of silver, lead, zinc, tin and other valuable metal ores in the Erzgebirge region of Saxony, Germany began in the12th century and started a mining boom than lasted for centuries. Surface mines quickly developed underground to access the higher grade veins. Explored by the early geologists and driven by the ingenuity of the miners, the underground works expanded vastly throughout Freiberg and the surrounding region. Development followed the highest grade veins, and engineers developed solutions to drain water and provide limited ventilation to the underground workings. Still, engineered and planned ventilation was usually not a priority in the development of a new drift, which today makes ventilation modeling a significant challenge."

Peng The highlights of this paper are: The shield supports with lemniscate links will exert a tangential force on the roof strata, causing unnecessary and harmful roof movements, thus damaging the roof structure. The principal source of the tangential force is the horizontal movement of the point O, the pivotal joint between the canopy and the caving shield. When the support height is changed during setting, the point O will move along a curve upward and rearward toward the gob. As a result, it produces a vertical movement, causing the roof to move up a distance of t d, and a horizontal movement toward the gob, creating vertical fractures in the roof. The major purpose for employing the lemniscate- link system is to protect the hydraulic legs against the action of the bending moments induced by the tangential force that causes deformation or destruction of the legs. Based on these two points, the author suggested that, in order to eliminate the harmful effects of the lemniscate-link system and strengthen its advantageous features, a shield support with a new design of that mechanism has been developed. With the new design, the conventional rigid lemniscate links are replaced by hydraulic rams. When the pressure inside the rams reaches a certain level, the ram will yield.

As part of its continuing research on selective mining, the Bureau of Mines has made progress toward developing a tool capable of remotely extracting hard minerals through a borehole. As the successor to the successful borehole miner, which extracted soft materials through a straight borehole, this new device has several innovative features: 1) it can propel itself in and out of an 8-inch borehole; 2) it can cut hard rock with an abrasive jet and transport the cuttings to the surface; and 3) it can negotiate deviated boreholes--the feature that enables it to follow a vein and extract only the values. This paper describes the development and feature testing of the reamer/miner.

"The Central Bayside System Improvement Project (CBSIP) is a critical element of the Sewer System Im-provement Program (SSIP), a 20-year, $6.9-billion investment by the San Francisco Public Utilities Commis-sion (SFPUC) to upgrade San Francisco’s 100+ years old seismically vulnerable combined sewer system. The CBSIP’s centerpiece, a proposed 10,000-foot-long (3,048-meter-long) Channel Tunnel, will provide reliable and redundant gravity conveyance and storage of combined wastewater flows from the northern and central parts of San Francisco to the Southeast Water Pollution Control Plant (SEP) while ensuring compliance with regulatory requirements for combined sewer discharges to the Bay. A tunnel with a diameter of 23 to 30 feet (7 to 9 meter) is being planned using pressurized-face tunnel boring machine technology. Project challenges include tunneling through Franciscan Bedrock, mixed ground conditions in close proximity to the Bay, connector tunnels and shafts, construction in congested urban environment, and challenging real estate issues for shaft access. BACKGROUND AND NEED FOR TUNNEL The City of San Francisco is one of the most beautiful cities in the world. About 850,000 people live in the city and many more come to work, for tourism, and for attending conferences. The SFPUC is a department of the City and County of San Francisco that provides energy, drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydro-electrical and solar power to San Francisco municipal departments. The SFPUC wastewater system includes tunnels, large storage/transport boxes, 1000 miles of collection sewers, 28 pump stations, and three wastewater treatment plants. San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. After decades of service, much of the sewer system is nearing end of its working life. During the 1989 Loma Prieta earthquake, damage to SFPUC water and wastewater infrastructure was extensive. The 11,200-foot-long (3,400-meter-long), 66-inch-diameter (1,676-mm-diameter) Channel Force Main, built in 1976, and a critical component of the SF wastewater system was also damaged. This force main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the SEP. The force main is at the end of its life and was not constructed to the current seismic code; in addition it has no redundancy. Figure 1 shows the project background and the force main that will be provided redundancy by the new gravity tunnel."

Small tonnage ore bodies can be developed at a profit on a short life basis. Such is the case of the Bardon Mine in. the Big Indian Mining District in San Juan County. Utah. Faced with a small initial tonnage of high grade uranium ore, the Shattuck Denn Mining Corporation Engineers developed some new ideas for sinking the shaft and planned extraction to warrant the capital risk to mine a limited reserve. The Bardon Mine is located fifty miles southeast of Moab, Utah in the south end of the Big Indian Mining -district. Shattuck Denn Company, a wholly owned subsidiary of the Shattuck Denn Mining Corporation, manages and operates the property under an operating agreement with Kerr-McGee Oil Industries, Inc. of. Oklahoma City. Oklahoma, and Anderson Development Corporation of Albuquerque, New Mexico. Based. on Kerr-McGee drilling., a tabular ore body about 350 feet long by 250 feet wide with an average thickness in excess of seven feet was indicated.- The ore body strikes easterly-westerly and dips from nine to twelve degrees to the south. Uraninite is the dominant uranium ore mineral associated with vanadium. The ore occurs in an arkosic conglomeratic sandstone with some interfingering of mudstone and shale in the Mossback member of the Chinle formation in contact with the underlying Cutler formation. The ore horizon is overlain with 40 to 60 feet of mudstone and shale. Fortunately, the back. immediately over the ore is a reasonable competent shaley sandstone which has made a fairly good. environment for roof bolting.

The U.S. Bureau of Mines (USBM) is developing new dewatering technology to permit the recycling of iron values contained in wet steel plant sludges. In laboratory tests, Q-BOP fume sludge was dewatered to 12% moisture by displacing water with acetone in a plate-and-frame pressure filter. Acetone is reclaimed through distillation at lower cost than conventional thermal drying of the sludge. The projected additional energy requirement for acetone treatment of the sludge, including acetone recovery, is $5 to $7 per dry ton.

The Homestake Mine, located in Lead, SD, has been in business for 113 years. Until 10 years ago, conventional mining methods were used to extract ore. Due to complexities in the ore bodies and increasing costs, new technology was introduced to the mine. An integral part of this technology was mechanized cut-and-fill mining. This mining method currently produces about 50% of the annual production and has proven to he safe and economical. As a result, the Homestake Mine remains competitive in today's market.

The tremendous growth in grinding mill size and horsepower during the 70s demanded advancements in gear cutting technology and equipment for the 80s. A new standard in gear cutting machines is now used to generate-cut large open gear sets to over 12.2 m (40 ft) in diameter at an AGMA quality level much higher than the accepted levels a short five years ago. The precision of the resulting gear set assures maximum tooth contact with the resultant longer gear set life.

Fall of ground is a leading source of worker injury and fatality indicating a persistent need for ground monitoring technology. The HRTMM is an experimental convergence monitor utilizing a digital camera and custom software to track the position of one or more lasers across the target. Apparent laser movement is proportional to target convergence. The HRTMM was installed in an underground mine near active operations to test its response to the mining environment. This included intense blasting vibration and mine fog. Results and potential of the new monitoring technology will be discussed.

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2•H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can be treated further with NaOH solution to form REE hydroxides. This study focuses on metamodeling of a simulated flowsheet with design of experiments (DOE). Based on literature survey, a process flowsheet was developed using HSC Sim software. The created flowsheet focuses on circulation of solution containing Na+, K+, SO42- ions and impurities liberated in the NaOH treatment of double salt precipitate. The effect of seven parameters (P1-P7) on seven responses (R1-R7) were modeled using central composite design (CCD). INTRODUCTION Nickel metal hydride (NiMH) battery waste can be considered as an urban mineral due to the presence of valuable metals like: Ni, Co and rare earth elements (REE) (Larsson et al., 2013). In NiMH battery waste leaching experiments, sulfuric acid has often been employed as a lixiviant (Pietrelli et al., 2002,Zhang et al., 1999,Rodrigues and Mansur, 2010,Porvali et al., 2018). The key advantages of sulfuric acid are its stability and cost-effectiveness compared to other mineral acids such as HCl and HNO3. However, the usage of sulfuric acid in NiMH battery waste leaching poses simultaneous challenges and advantages. Limited REE solubility can be taken as benefit when recovering REEs double sulfates after solid-liquid separation. However, sodium and potassium hydroxide, present in electrolyte residues in the battery waste, can cause in-situ precipitation already during leaching due to limited solubility, thus decreasing the total REE recovery (Porvali et al., 2018). However, this problem can be circumvented by washing the electrolyte residues off the raw materials. Subsequently, the REEs may be precipitated in bulk as a mixed double salt out from the solution at very low pH with minimal co-precipitation of Ni and other metals. This relatively easy separation method can be extremely advantageous in the case of such a complex solution matrix with relatively high REE concentrations (conc.). Once REEs have been precipitated as double sulfates as per eq. (1) (Porvali et al., 2018), the resulting double salt precipitate lacks applications without further treatment. Direct thermal treatment would generate sulfur dioxide emissions and likely require high temperatures in order to transform double sulfates into REE oxides. Furthermore, the precipitate contains Na ions, which would need to be removed by chemical treatment from the calcined REE product. In the context of circularity of raw materials, it can be taken of a remarkable benefit if the sodium and sulfur present in the double salt could be reused instead of wasting them into the side streams. To that end, in this simulation study, the double salts are converted by dissolution and precipitation to hydroxides which are readily treatable, e.g. with total dissolution and solvent extraction, for further purification (Abreu and Morais, 2010):

To accommodate the new Pier A expansion at BWI airport, a 1.8 m (6.0 ft)diameter stormwater pipe was constructed below active Runway 15R-33L. The jacked tunnel alignment runs east/west below the runway, and the depth the crown was 6.1 m(20 ft). Soil conditions consisted of very loose to medium sand and gravel, with some medium stiff clay and silt. Super Jet Grouting was selected as the ground treatment system, creating large diameter columns. All work was performed from the surface of the runway between the hours of 12 am and 6 am. Monitoring points along the tunnel in the grout zone indicated zero settlement during tunneling. Tunneling operations in front of and beyond the treatment zone experienced significant settlement. Super Jet Grouting in the treatment zone provided a low permeability continuous stable soilcrete that was readily mined while the runway remained in service.

Contract mining has a definite place in the mining industry, both in the United States and around the world. A mine owner should evaluate the utilization of contract mining in the devel­opment and production of mining properties. This evaluation of contract mining should be performed at various times in the life of a mining prope1iy from the development and initial operation of a new mining project, periodically throughout the mine's life, and at mine closure. Many factors must be considered in ana­lyzing and evaluating the potential of contract mining and those factors are both quantitative and qualitative. Quantitative factors are those factors for which costs or measures can be determined or estimated objectively; and qualitative factors are those factors for which costs or measures must be determined subjectively and do not lend themselves to objective determination or estimation. Some of the qualitative aspects may provide only yes, maybe, or no answers while others will provide a tendency or partiality toward one answer or the other without a quantified cost. The major quantitative aspects include operating and capital costs, monitoring costs, capital preservation, acquisition and disposal of new and used equipment, direct payroll and administrative costs, recruiting and training costs, and employment and termi­nation of staff and hourly personnel. The major qualitative areas include corporate philosophy, risks associated with capital and operating costs, financing the project, operating control, operat­ing flexibility, recruiting and training of personnel, employment and termination, administrative concerns, and owner/contractor relationship.

Introduction A section of the Federal Land Policy and Management Act of 1976 specifies the procedure for areas the US Bureau of Land Management manages that have wilderness qualities. In part, FLPMA specifies that within 15 years of its approval, the Secretary of the Interior shall review roadless areas of 20 km2 (5,000 acres) or more and roadless islands of public lands identified during the inventory as having wilderness characteristics described in the Wilderness Act of 1964. Further, the Secretary shall report to the President his recommendation as to the suitability of each area or island for preservation as wilderness. However, before any recommendations for, wilderness designation, mineral surveys shall be conducted by the US Geological Survey and the US Bureau of Mines to determine if any mineral values are present. And finally, a Presidential recommendation for wilderness designation becomes effective only if so provided by an Act of Congress. BLM Inventory Procedures To fulfill these legal requirements, BLM is inventorying the land it manages for wilderness qualities. Since the law sets special provisions for Alaska, BLM included in its inventory only the public lands it manages in the conterminous US. In 1980, after public input, BLM picked 967 areas to be considered as Wilderness Study Areas. All of the selected WSAs are in 11 western states and the areas total about 97,128 km2 (24 million acres). From these 967 areas, through its multiple-use planning system, BLM is making initial recommendations of areas to be considered suitable for preservation as wilderness. Those WSAs that BLM initially considers suitable for wilderness preservation will have mineral surveys conducted by the USGS and the USBM, to determine mineral values. Based on these mineral surveys and other resources information including wilderness qualities, the Interior Secretary will report to the President his recommendations on the WSAs suitable for wilderness preservation. To make the initial recommendation of suitability, BLM managers will need information about geology, energy, and mineral (GEM) resources as well as information about other resources. BLM has begun a GEM assessment program to provide its managers with that information. This program is designed to provide information for a WSA suitability decision process that aims to supply minimum necessary GEM information. In essence, the program will provide preliminary assessment of the mineral potential for each WSA. Assessing the WSAs To accomplish this, a two-phase program was designed. In phase one, only existing data are collected and used. In phase two, new data are generated and added to existing data. Phase two begins only if BLM geologists, mining engineers, or managers consider the information provided in phase one as inadequate. This avoids unnecessary work and expenses and allows the program to proceed without undue delay. Figure 1 shows the two-phase process, including BLM's GEM in-

It has been estimated that about 45 tonnes of mercury are emitted annually in the USA in the atmosphere as a result of burning coal in power-generating plants. A similar situation had existed in the metallurgical industry particularly in zinc production plants but this problem has been solved long ago by introducing scrubbing systems. Methods of mercury removal and recovery are discussed.
