This is the 12th year for this column and the 11th in which the royalty data have been tabulated. This year adds 20 to 30 new entries. There are, however, some deficiencies that the readership hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. There are several states where no royalty information was available for either commodity. Readers can help share information about these missing states, so next year there will be fewer states without information. Severn Brown again sent helpful information from the Prospectors and Developers Association of Canada (PDAC). The summer 1992 issue of PDAC Digest recommended"... the most useful technical paper ever published for economic geologists...." "Net smelter return models and their use in the exploration, evaluation and exploitation of polymetallic deposits" was written by R. Goldie and P. Tredger (Geoscience Canada, Vol. 18, No. 4, pp. 159-171). Last year's column described leasing practices in Russia. Some new information has been gathered since then. Kirill Kavun is the managing director of the International Geoeconomic Center in Moscow. He sent two publications from 1992-"Regulation on the procedure of licensing the use of the subsurface," and "Law of the Russian federation on the subsurface." Both are supplements to the magazine Mineral Re¬sources of Russia, Economics and Management.

The last few years have produced new methods of characterizing flow properties of bulk solids. Abrasive wear and particle attrition can now be accurately measured in a laboratory and scaled up to field condi¬tions. In addition, the effect of large par¬ticles on a material's flow properties (cohe¬sive strength, bulk density, wall friction) can be determined as well as the effects of var¬ious additives such as freeze conditioning agents. New developments have occurred with devices to improve the reliability of solids flow. Much attention has been paid to find¬ing ways, by using inserts, to provide a mass flow pattern with relatively shallow hopper walls. Such devices can also provide reli¬able in-bin gravity blending of bulk solids or completely nonsegregated discharge. Other developments have occurred in the area of belt-to-belt transfer chutes and sealing screws. The technology and hardware for running bench scale flow tests on bulk solids samples and transforming the results into reliable designs has been in existence for nearly 30 years (Jenike, 1964; Marinelli and Carson, 1986). It has been shown repeatedly that reliable materials handling systems can be designed to avoid the problems of no-flow due to arching or rat-holing, erratic flow, segregation, loss of capacity, or spontaneous combustion. Running flow properties tests and carefully designing a bulk handling system are not expensive, particularly when compared to downtime costs and continual flow problems. New developments in characterizing flow properties of bulk solids include: • a shear tester for measuring the properties of run-of-mine ores containing large par¬ticles; • attrition testers to simulate a wide range of flow conditions; • a tester to measure the wear rate of liners in bins, feeder parts, etc.; • a dustiness tester to measure the potential for dust and the effect of dust control meas¬ures; and • techniques for measuring the strength of frozen ores and the effect of freeze condi¬tioning agents. In the area of improving the flow of bulk solids, there are new techniques for ensuring reliable flow without using up excessive headroom. These include: • belt-to-belt transfer chutes to handle po¬tentially sticky, abrasive, and dusty ores; • designs for the interface between a bin/ hopper and apron or belt feeders to avoid hangups and minimize feeder loads; methods to feed solids reliably into a pres¬surized process; and designs for handling systems that will mini¬ mize attrition, avoid segregation, or auto¬matically blend materials together. Characterizing flow properties Large shear cell It has long been known that the cohesive strength of a bulk solid is due mainly to its fine fraction. However, the effect of the larger particles (that were assumed to re¬duce the strength) could not be measured. The development of larger scale (205 mm¬diam and 0.6 x 0.9 m or 8 in.-diam and 2 x 3 ft) shear testers has made it possible to measure the properties of a wider range of materials. Now cohesive strength measurements can be made with up to 100 mm (4 in.) particles. The results obtained from the large shear testers, together with the results of the nor¬mal shear tests on the fine fraction, are used in the design of reliable stockpile reclaim systems and crusher feed systems. A high percentage of large particles can reduce the measured shear strength of a bulk solid. To place the SME Standards and Guidelines for Valuation of Mineral Properties (SME Valuation Standards) and International Mineral Property Valuation Standards template (IMVAL Template) within the global context of existing mineral valuation standards.2. To review the current status of harmonization of each International Mineral Valuation Committee (IMVAL) member’s mineral valuation standards (or code) with the IMVAL template and suggest remedies for issues found.3. To suggest future enhancements for the IMVAL Template and SME Valuation Standards, and to suggest future roles for the IMVAL and SME committees. From the author’s review, Ellis draws the following conclusions.The SME Valuation Standards comprise a minimum set of principles-based standards and guidelines for developing and reporting valuations of mineral properties (including petroleum properties) for public and private use, subject to jurisdictional requirements. The standards are also designed to provide mineral valuation guidance that supplements application of the International Valuation Standards Council’s International Valuation Standards (IVS) and the U.S. government endorsed Uniform Standards of Professional Appraisal Practice (USPAP), published by the Appraisal Foundation.The SME Valuation Standards is the first set of valuation standards developed by a minerals institute adopting and modifying the IMVAL template. As a result, the SME standards are essentially totally harmonized and otherwise aligned with the IMVAL template. IMVAL was initially conceived in 2012 as a discussion body to aid harmonization of each member’s valuation standards, by modifying to function the same. IMVAL primarily developed the IMVAL template, published in July 2016, to produce an agreed reference framework of essential mineral valuation guidance content as the goal for harmonization of the Australasian Code for Public Reporting of Technical Assessments and Valuations of Mineral Assets (VALMIN Code), The South African Code for the Reporting of Mineral Asset Valuation (SAMVAL) and the Canadian Standards and Guidelines for Valuation of Mineral Properties (CIMVal standards and guidelines). The harmonization would result from each mineral valuation standards committee modifying its standards to operate similarly to the IMVAL template, producing valuation reports with similar content and value for the same mineral property. The template is also available for other bodies to adopt and modify for their regional setting’s needs, as SME did, or use as a convergence goal when updating an existing standard."

This paper presents the results of an investigation into the effect of pore pressure regime on the factor of safety (FS) and the anticipated critical failure mechanism for a fly ash storage facility. In this study, pore pressure measurements from standpipe piezometers and pore pressure estimated from seepage analysis were used for a comparison of the estimated FS for a fly ash slope. This comparison was applied for static and seismic scenarios. To account for the uncertainties resulting from the limited data available and support a qualitative risk assessment evaluation, a probabilistic analysis was performed. The slope stability analysis was conducted in 2D and 3D, adopting the limit equilibrium analysis approach, and a finite element seepage analysis. The results suggest consistency of failure surfaces for 2D and 3D and an increase in FS values of 5 percent for the 3D approach, limitations of standpipe piezometers. The study demonstrated the sensitivity of the FS value, and the implication of adopting representative material properties, and water table levels, especially in cases where limited data are available, and assumptions need to be made to assess the long-term stability of a fly ash dam facility.

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

Minnesota is a major mining state. This statement is not a dream or stretch goal but is a fact. As reported in a recent edition of Mining Engineering magazine, Minnesota ranks as the third largest state in terms revenues generated from nonfuels mineral production. The vibrancy of the mining sector in Minnesota can be attributed to several factors. The northeastern corner of the state is home to Minnesota?s iron range, one of North America?s largest deposits of iron ore. Iron ore from Minnesota is a strategic resource that has been [ ] instrumental to the nation?s development ? 90 percent of the iron used to build ships and planes during World War II came from Minnesota. Taconite pellets now produced from openpit mines on the iron range are shipped to steel mills worldwide. The growing appetite for steel in China and India has reignited once moribund mining operations throughout the iron range.

The concept of microorganisms as chemical reagents (flocculants, flotation modifiers and flotation collectors) is quite new. Potential uses for microorganisms include their use in place of certain conventional flotation reagents and as flocculating agents in minerals engineering processes. In addition, in some studies micro-organisms have been used to modify mineral surfaces and, thus, the flotation or flocculation of the minerals.

Reactivation of highwall slope failures during adverse weather had intermittently impacted haul road access into a previously mined open pit. These impacts ranged from limited access to full closures; however, the greater impact was to an underground mine that was developed within the open pit. Following several significant precipitation events, a rapid snow melts greatly accelerated movements finally closing the haul road and destabilizing other past failures. In addition to re-designing the overall pit access, the decision was made to relocate the primary portal to a more stable highwall. An accelerated surface geotechnical review was required to advance the portal relocation; however, only existing information from past investigation, existing geology model, visual inspections, and slope monitoring data were available for the assessment - no new investigations or data collection could be completed within the allowable timeframe. The evaluation included a review of the geology, an assessment of the current highwall condition and previously observed performance, and a rockfall analysis to evaluate existing catchment above the proposed new portal location.

Its mission is to promote responsible and sustainable mining among new generations while fostering a culture of equality and respect. This comprehensive educational program integrates sustainable development goals and includes workshops led professionals and external experts who share their personal stories to inspire students from rural and urban educational institutions to follow their dreams. Additionally, for this year 2024, the project development and implemented an interactive mobile application that educates users about the use of minerals in everyday life through four levels: Minerals in the Home, Minerals in Medicine, Minerals in Transportation, and Minerals in Agriculture. This multi-faceted approach seeks to raise awareness about the importance of mining in Peru’s economic, environmental, and social development, ultimately fostering a new generation of informed and engaged citizens who understand the vital role of mining in a sustainable future.

The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. The current processes that aim to purify molybdenite concentrates are not able to dissolve some copper compounds, hence limiting the processes. Typically, the copper content results are from 2 up to 4 weight percent in the last concentrate. Such values are still too high for the molybdenite concentrate to be further processed to molybdenum trioxide by roasting. In order to achieve lower levels of copper — but also avoid excessive molybdenite losses — a continuous sulfation-leaching process is investigated and applied successfully on a pilot scale. Additionally, a reactor prototype and its process parameters are proposed for a commercial plant.

The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.

In recent years, equipment manufacturers have been busy developing remote control systems to catch up with the sophistication and efficiency of continuous miners. Now the tables are turned, and manufacturers are undertaking the new challenge of upgrading, refining and equipping continuous miners to take full advantage of the capabilities made possible by modern, successful remote control systems. Because the operator can safely advance the miner farther without pulling out for roof bolting, continuous miners now need to be equipped with means of complying with correct face ventilation, dust suppression, methane detection, diffusion and improved lighting. Some of the exciting possibilities being developed to catch up with remote control include feedback controls using laser beams as datum points, coal sensing devices with feedback signals to show the operator what the machine is doing, show where it is relative to the coal seam, how hard it is working, and more sophisticated use of cyclic control. Mining machinery manufacturers have accepted the new challenges, and faster, safer mining procedures are already in sight.

Transitioning from diesel-powered loading and hauling machinery to battery-electric vehicles (BEVs) responds to the need for deepening underground mines as regulations become tighter. When using BEVs, exhaust gases and diesel particulate matter (DPM) emissions can be eliminated, and the energy required for the machines is used more effectively. Unlike their diesel counterparts, which are refueled, BEV loading and hauling machines — specifically, load haul dump (LHD) machines — can use battery swapping. This brings additional aspects to the operation that need to be considered, which have not yet been studied extensively. This study used discrete event simulation (DES) to analyze how the different numbers of BEV LHDs affect queueing and productivity when using different numbers of batteries and different swapping times in an underground block cave mine. The results identified the formation of working groups, where the machines swapped their batteries concurrently within each group, and their relation to the queueing time. Additionally, the minimum number of batteries per machine was identified to maximize productivity while minimizing queueing time. This study demonstrates DES as a powerful tool to assess and analyze conceptual systems and identify their underlying structures, which can enhance the deployment of BEV LHDs in underground block cave mine operations.

Current conditions in the gold market demand that mine and plant operators make budgeted production targets at the lowest possible unit costs. For those companies bringing new gold pro­duction capacity on-line, achieving budgeted production levels as quickly as possible after start-up is vitally important to mini­mize unit costs and to begin a positive cash flow. Whether the objective is to simply improve unit costs or successfully start-up a new, complex plant, success will be strongly influenced by the skill levels of the operators and supervisors. The only way to assure return on plant investment, and to survive during depressed metal prices, is to ensure that plant operators have the knowledge to effectively run the plant. Technology available in computer-based, multimedia training systems, including: inter­active animation, videos, voice-overs, schematics, and text can now be used to train operators at their own pace using plant-spe­cific information. Additionally, it has been shown that learning through multimedia provides a higher degree of long term reten­tion than more traditional learning methods.

Mineral exploration consists of the acquisition of data and their interpretation to ascertain the presence or absence of uncertain events. In general, the amount of uncertainty decreases during exploration when targets become increasingly well defined. Decisions on further exploration and whether or not mining should be commenced are based on new information using both objective facts and subjective reasoning. Computers play an important role during all stages of exploration. Three recent books (References 1-3) on decision-making in exploration and mineral-resources evaluation provide additional background supplementing the papers in this volume and articles in scientific journals or other conference proceedings (e.g., References 4 and 5) dealing with the subject. Other new developments to be considered are that microcomputers are becoming increasingly important in the earth sciences (Reference 6), and so are applications of artificial intelligence (Reference 7). Microcomputer- based technology allows rapid communication between field parties and main office. Expert systems are becoming increasingly sophisticated aids for mineral exploration an can now contain objective rules based on statistical theory (Reference 8).
