INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

Before discussing minicomputer software for the mineral industry, it is helpful to explain some of the computer program terminology. Most of the terms are the same as those applied to large computers. A computer system consists of a machine (hardware) with electronic and mechanical components and instructions (software) that define its operational logic and sequence. This logic is described by sets of commands grouped into programs. Each program has specific objectives related to the computer's operation and to production information from computer data that are input and processed. Software, therefore, is a general term applied to any type of computer program. Instructions to the computer are communicated through languages that convert logical and arithmetic statements into machine operations. The languages may consist of statements resembling mathematical or logical phrases understandable by humans, or they may be coded statements with no apparent resemblance to spoken language but readily understandable by the computer. Computers also translate higher level languages such as FORTRAN or COBOL into machine languages using other programs called Compilers. Programs written in these higher level languages are generally called source code. However, programs written in computer assembly language may also be called source code. The compiled version of the program after it has been translated by the compiler software is called object code. Programs used to "instruct computers how to be computers" are generally called systems software. They relate more to computer operation than to producing externally usable results. Programs producing information for many users-engineers, accountants, managers-are termed applications software. For the most part, applications software is the principal concern of the mineral industry. Programs are developed to fit user requirements as interpreted by programmers. Programs vary in quality, precision, efficiency, accuracy, and complexity, depending on programmer skills and abilities and programming decisions forcing design tradeoffs. A well written program should have speed, efficient use of available hardware resources, accuracy, and an inherently logical structure that aids documentation and subsequent modifications. Programs developed to fit specific requirements are termed customized software. A program organized and prepared for general commercial use is called a package, or a software package, and includes documentation for program use. A form of customized software that takes an existing program or package as its starting point and modifies it is called a customized package. A minicomputer program can be stored on computer cards, standard magnetic tape, magnetic cassette tape, floppy disk, or hard disk. The software purchaser or lessee may select one or more of these media when specifying a program in a software contract. Supporting documentation may include a listing of the program instructions linkages, hardware and storage resource requiremnents, flow charts, and programmer and user manuals. The purchaser must carefully make and clearly understand specifications for media and format of program delivery. This assures that delivered software is compatible with the intended hardware. Mineral Industry Attitudes Toward Computer Software The mining industry has traditionally been conservative concerning computer applications. Furthermore, large computer costs have made these systems accessible only to large companies, for the most part. But in the past few years, mining software systems developed at schools such as Pennsylvania State University and Virginia Polytechnic Institute have gained wider acceptance in the mineral industry. More mining engineers now have academic training in computer application, and computer use is now more acceptable to the mining industry. Mining managers in decisionmaking positions are faced with a new generation of computer technology resulting from the rapid evolution of minicomputers. Not too long ago, manufacturers such as Digital Equipment Corp., Data General, and Hewlett-Packard were considered newcomers. They are now established companies. In addition, Apple, Radio Shack, Commodore, and others have emerged in the growing microcomputer industry. So the mine manager or mining executive now has more options. Mining Software is Limited Along with the rapid evolution in hardware development, much general purpose software is now being developed for minicomputers. The 1981 Apple Software Directory can be obtained for about $14; Radio Shack published the Application Software Source Book in three volumes for $1.95 each. Brochures describing software can be obtained for other minicomputer manufacturers by contacting local sales representatives. Hewlett-Packard software can be obtained and exchanged through HP user's groups. Manufacturers' programming staffs are generally concerned with developing applications software. In some instances, manufacturers will recommend software developed by their hardware users. Until now, however, software development for mining applications has been minimal. This should not be surprising, since software development traditionally lags hardware development by several years. A compressed-water hydraulic pulse generator (HPG) for nonexplosive blasting of rock and concrete is described. Energy is stored in the HPG by compressing water to ultrahigh pressure. A large, fast-opening valve discharges the compressed water, resulting in a high-energy impulse. The HPG can be used for small-scale bench blasting by discharging the water through a nozzle that is closely fitted into a borehole. A bench blasting system requires an HPG, a drill and an indexing mechanism to allow insertion of the HPG nozzle into a drilled borehole. Systems with discharge energies ranging from 40 to 250 kJ have been used to excavate hard rock, including andesite, granite and quartzite. The largest system can excavate 15 t/h (16.5 stph) of massive quartzite based on a 2-min cycle time for hole drilling. Blasting with an ultrahigh -pressure hydraulic pulse generator was demonstrated as an effective means of excavating hard, massive rock under the confined conditions of a tunnel opening or underground sloping panel. Hydraulic blasting provides a continuous mechanized mining capability that is well suited for deep-level mining and urban excavation sites where explosives are prohibited.

INTRODUCTION Controlled ground freezing for mining and construction applications has been in use for over a century. Despite the great technological evolution which has occurred during this period, ground freezing is still used on projects today with much the same basic technology as that used originally over 100 years ago. Major developments have occurred in the separate fields of frozen soil mechanics, refrigeration, and heat transfer analysis. However, except for a few projects in Europe and Asia, these developments have not been combined to upgrade ground freezing techniques to their potential level. In view of this situation, it is believed desirable to examine the art of ground freezing in light of recent technical developments, together with highlights on some of the apparent advantages, disadvantages and economics of the various alternative approaches. The purpose of this paper is to attempt such an examination, with particular emphasis on the practical application of presently available technology. GENERAL ADVANTAGES AND DISADVANTAGES Ground freezing may be used in any soil or rock formation, regardless of structure, grain size or permeability; however, it is best suited to soft ground rather than rock conditions. Freezing may be used for any size, shape or depth of excavation and the same physical plant can be used from job to job despite wide variation in these factors.

National Institute for Occupational Safety and Health (NIOSH) studies show that 43.5% of surveyed coal preparation plant workers had noise exposures exceeding the Mine Safety and Health Administration Permissible Exposure Level. Sound levels around vibrating screens in these plants often exceed 90 dB(A). NIOSH is currently developing noise controls for horizontal vibrating screens. To characterize noise sources, NIOSH researchers performed sound pressure level (SPL) measurements on a vibrating screen at their Pittsburgh Research Laboratory. The results show that the entire screen contributes to noise below 1 kHz and the vibration mechanism housings are most significant above 1 kHz. Constrained layer damping (CLD) treatments and an enclosure were used to reduce mechanism housing noise. These were evaluated using sound power level measurements according to ISO 3744. The CLD treatments reduced the A-weighted sound power level by 3.1 dB in the 1 to 10 kHz one-third-octave bands. A panel-on-frame vibration mechanism enclosure using various types of panels further reduced the A-weighted sound power level from the CLD configuration in the 1 to 10 kHz one-third-octave bands by 3.7, 4.0, and 3.9 dB for aluminum, steel, and Dynalam panels, respectively. The combination yielded a 7 dB reduction from baseline in A-weighted sound power for the same frequency range.

INTRODUCTION Shrinkage stope mining can be employed in steeply dipping veins where both the wall and the vein material are sufficiently strong to stand with only minimal ground support. Shrinkage stope mining takes advantage of the swell in volume produced in breaking in-place ore. This expanded volume of ore is allowed to occupy part of the mined-out vein, and in so doing provides ground sup¬port and a working surface for the miners. Only enough of the ore is drawn after each stoping cut to allow work¬ing room. Not until the entire mining block has been broken is the full amount of broken ore drawn from the stope. DEVELOPMENT PRACTICES FOR SHRINKAGE STOPING The vein is developed into stoping blocks, each of which is 76 to 91 m (250 to 300 ft) in length and 61 m (200 ft) between levels. Level development, described later, is either on the vein or parallel to it with crosscuts periodically driven over to the vein. There are usually two exits from each stope. The first entry is a raise at one end driven either conventionally by raise climber, or by a raised borehole. Present practice is that this raise, put in from level to level, is either a 2.1- x 2.1-m (7- x 7-ft) Alimak raise or a 1.2- to 1.8-m (4- to 6-ft) diam borehole. Either raise system will require pro¬visions for an ore chute carried with the stope to the haulage level or the scram drift. At 9- to 12-m (30- to 40-ft) vertical intervals, dogholes are developed from the raise so that when stoping breaks back into these dogholes, timber or steel sets and necessary service facilities can be installed. The second entry to the stope may be either a similar raise at the stope endline, or more economically, a cribbed raise carried with the stope. As previously stated, development of the ore block is achieved by either drifting on the vein or by paralleling the vein with a footwall lateral and then crosscutting over to the vein at specified intervals. In the following discussion, three basic cases are illustrated in Figs. 1, 2, and 3. In Fig. 1, development is in the footwall by a 3- x 3-m (10- x 10-ft) trackless lateral. A heading is also driven on the ore and taken either full width or driven a standard size and slabbed to the vein width. Approxi¬mately 9-m (30-ft) long crosscuts on 7.6-m (25-ft) cen¬ters are driven from the lateral to the vein. For ease in muck handling they are usually put in on a slant rather than at right angles. A single orepass, located off the lateral and in the center of one stope block, can serve not only that stope, but also one on either side, up to a tramming distance of not more than 137 m (450 ft). Raises are put at the stope endlines on 91-m (300-ft) centers. The back of the vein is shot down and just enough broken material is drawn off to permit access for men to work off the broken ore. Development in Fig. 2 progresses by driving a 3- x 3-m (10- x 10-ft) trackless heading on the footwall side of the vein. The ore block is delineated by raises on 91-m (300-ft) centers. Crosscuts are again driven on 7.6-m (25-ft) centers over to the vein. Approximately four rounds are then taken up to the vein and each round is successively belled out so that all the crosscuts (pockets, in this case) connect. In the early 1940's Humphreys Mining Company in Florida pioneered heavy mineral mining with a dredge in the United States, In 1948 Du Pont, in conjunction with Humphreys, opened their first of two mining operations recovering a titanium dioxide product in Florida. Later on in 1952 Du Pont opened their second plant, both of which used a cutterhead suction type of operation. This process is also used in heavy mineral mining in Australia and Africa. In 1957 ASARCO started prospecting in New Jersey. Test borings indicated a large deposit of ilmenite bearing heavy mineral sands had been deposited and concentrated in an area near Lakehurst in central New Jersey. Humphreys Mining Company was contacted about the possibility of mining the ASARCO New Jersey property in much the same way as Du Pont and themselves were doing in Florida. An extensive study was made to determine the economic feasibility of mining the ASARCO property. During this study, extensive test drilling and samples for a pilot plant were taken.

"Stretching from Norway’s capital, Oslo, to the city of Ski, a new railway line is under construction with a 20 km long hard rock tunnel. This is a major project with high demands regarding quality, cost and schedule. In addition, restrictions concerning locations close to sensitive urban infrastructure require execution with the highest level of precision and expertise. The new double track railway line forms an important part of the intercity rail development southwards from the capital and includes the longest railway tunnel to date in the Nordic countries. With its novel methods and solutions, this project offers a model for future railway project developments in the region. This paper provides general pertinent details and facts relating to this current railway project and includes a description of the project with information relating to concept and design of the tunnels, geological conditions, particular challenges, selected tunneling techniques and contracting strategies. THE FOLLO LINE PROJECT The Follo Line is a new 22 km long double track railway line under construction between Oslo Central Station and the city of Ski. The project is divided into four subprojects, as shown in figure 1. The main part of the project consists of a 20 km long hard-rock tunnel, which will be the longest railway tunnel in the Nordic countries to date.The Østfold Line is the existing double-track railway line running between Oslo Central Station and Ski serving 12 local stations. The new Follo Line will offer a direct service, without stops, between Oslo Central Station and Ski and reduce the travel time from 22 minutes to 11 minutes. After completion of the Follo Line, these two railway lines will, in combination, more than double the capacity for train transport in the region south-east of Oslo."

During the late 1960s the mining industry became interested in USBM's efforts to develop the gold-silver heap leaching process. In the last 10 years, successful commercial heap leaching applications increased. The process provides a relatively low-capital means of processing treatable ores with reasonable operating costs. Present gold and silver prices compared to capital and operating costs favor the continued growth of the heap leaching method. The heap leaching process is defined as the percolation leaching of relatively coarse gold-silver ore piled on an impervious surface. To date, dilute alkaline cyanide solution is the lixiviant of choice. Other leaching reagents such as thiourea and hypo have been suggested, although they are not currently used in heap leaching practice. Ores may he run-of-mine in size or crushed as fine as about 10 mm. Gold and silver-bearing so¬lutions draining from the heaps may be processed in activated carbon columns to recover the metals, followed by stripping and metal recovery, or treated by the Merrill-Crowe zinc dust precipitation method. All solutions are generally recycled to the leaching step, and the heap leaching system is relatively easy to control from an environmental viewpoint. One advantage of the heap leaching process is its flexibility. Plants may be very simple, comprising leaching of uncrushed ore on a locally-obtained clay-lined pad and shipment of gold and silver recovered in the form of loaded carbon or zinc precipitates; such a plant would have a relatively low capital investment. More elaborate plants for larger ore bodies may be planned to include crushing, cyclic pad use, and done gold-silver recovery. General planning is similar in each case. This article outlines some key factors in designing heap leaching operations and discusses how these factors are applied to develop a working operation. Since individual design requirements and local costs vary so much, only a few general comments on costs are included.

Molecular design plays an important role in development of new flotation reagents. Group electronegativity calculation is a main method of molecular design. It is commonly used in calculating the hydrophilic-hydrophobic balance of reagents, particularly in designing chain length of flotation reagents for located minerals. But there is a limit to group electronegativity method. The method can only apply to those of [Ø]known straight-chain compounds ([Ø] is the hydrophobic energy of each -CH2- , determined by experiment). In this Paper, we propose another new calculation method: fragment method of flotation reagent. The method could be used as a supplement of group electronegativity method to design and calculate flotation reagents without any limitation. With the fragment method, we can calculate the hydrophilic-hydrophobic performance of any known or unknown reagents including those complicate structure compounds such as cyclic, branch, heterocyclic and so on by summing the appropriate structural elements (fragment). The principle, calculation stages and some results of designing new-type flotation reagents by fragment method are presented in this paper.

The following paper is an evaluation of the instrumentation programs on recent Corps of Engineers tunneling projects. The authors have first-hand knowledge of the NORAD Cheyenne Mountain Complex (NCMC) Expansion Project. Information on the other projects comes from conversations with those directly involved in the instrumentation programs and from referenced reports. The specific objectives of this paper are: (1) to state the purposes of the instrumentation programs, (2) to discuss the benefits gained from the instrumentation, and (3) to present conclusions from this study that will provide guidance to those planning instrumentation on future projects. Presentation of detailed descriptions of the projects and instrumentation data is limited to that necessary to the accomplishment of the above objectives. NCMC EXPANSION PROJECT The NCMC is located at a depth of approximately 800 feet in Cheyenne Mountain near Colorado Springs, Colorado. For the current expansion project new chambers were mined to accommodate a new diesel power plant and associated cooling and air handling equipment. During 1971 some 55,000 yd3 of granite were mined through existing access tunnels for this expansion. A model of the new excavation is shown in Figure 1. The light shaded areas are new openings, and the dark areas are portions of the existing operating complex. The large chamber to the right is the power plant chamber and has a span of 67 ft, a height of 50 ft, and a length of 172 ft. The other large chamber on the lower level is the cooling tower chamber and has a span of 38 ft, a height of 45 ft and a length of 185 ft. The WIPP (Waste Isolation Pilot Plant) Project near Carlsbad, New Mexico. is a research and development project sponsored by the U.S. Department of Energy, designed to demonstrate the safe disposal of radioactive waste. A mine (repository) is being developed 2150 feet below the surface in a thick salt bed, which will serve as the disposal medium. The underground ventilation system for the WIPP project was originally designed based on a fixed project scope. The design criteria and ventilation requirements were developed for the performance of various activities as then envisioned towards the achievement of this goal. However, in light of new information and actual site-specific experience at WIPP leading to a clearer definition of the scope-related programs and activities, it was realized that the existing ventilation system may need to be modified. A re-assessment of the ventilation requirements--based on the current status of the facility and a clearer definition of the scope of the experimental programs, waste storage methodology, mine developmental activities. and current equipment list--indicates a two- fold increase in underground airflows from 210,000 cubic feet per minute (cfm) to 425,000 cfm. Various options to provide the increased airflow to the underground facility were considered and analyzed. Based on the techno-economic analysis, safety and environ- mental considerations, and other conditions unique to a facility like WIPP, it was decided to construct a new shaft to serve as the primary fresh air intake, along with the installation of additional fans in parallel with the existing set up. Low cost and the ease with which the new design could be implemented and integrated into the existing ventilation system with minimum impact on current activities and projected schedules were the guiding factors in designing the shaft and related ventilation modifications.

"INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

Any discussion of barite mining is virtually impossible without considering, almost in the same breath, the many other variables, such as beneficiation, transportation, infrastructure and location that impact the economics of a particular barite orebody. My comments will be limited to just the mining aspects of barite orebodies and these observations must be considered in proper context with all other parameters affecting exploitation of a barite property prior to final decision on economic feasibility. In many instances low-cost mining situations are more than offset by high-cost beneficiation requirements. Likewise, there are cases of relatively high-cost mining associated with no or low-cost beneficiation requirements thus permitting economic exploitation. Barite orebodies and occurrences are almost as varied as the number of occurrences. As in most mining situations, the design of a mine plan and implementation of a proper exploitation program must be approached on a case by case basis. Proper and sufficient geologic control of a barite orebody must precede the development of a mine plan. Generally speaking, barite orebodies can and, at many times, do "strange" things; pinch with depth; almost never increase in size with depth, overturn, fault-off, change grade, etc. Due to the extreme variable nature of most barite orebodies, a mine plan and its implementation must be as flexible as possible. The ability to quickly adapt to variable conditions will greatly enhance the economics within a particular barite mining environment.

The Bureau of Mines has investigated the fundamentals of fatty acid/fuel oil conditioning for improved flotation selectivity. Both conditioning time and intensity can provide optimum flotation selectivity as well as good recovery. Traditional conditioning seeks to optimize conditioning parameters with subsequent recovery of the hydrophobic mineral. In the fatty acid/fuel oil system many silica gangue particles are also rendered hydrophobic by the flotation collector. Fundamental studies have shown that particle-particle collisions transfer the collector reagents selectively to the mineral surfaces with the highest affinity for the reagent. This mechanism deactivates the gangue particles while increasing the collector reagent loading on the selected mineral.
