Road construction in the near future will require contractors to guarantee that a project will remain trouble free for years after the project has been completed. These guarantees will challenge aggregate producers to become technically proficient in judging performance of their products. Testing procedures are described that may be used to predict performance of concrete and asphalt pavements before being committed into a construction project, and may also be used as quality assurance tools during construction to monitor performance as construction proceeds.

The value of US industrial mineral output last year was $20 billion, a 12% decline from 1981. A glance at the accompanying table and a review of the comments made by several contributors reveals how poorly many industrial minerals fared during 1982. Bromine and peat posted a 6% increase in production while recovered sulfur showed only a 3% gain over 1981. Pumice, salt, and dimension stone managed to stay more or less even with 1981 production. However, most industrial minerals posted losses for the year from 3% for vermiculite, sodium carbonate, and gypsum to 49% for ilmenite. Naturally, the depressed economy is to blame for decreased production and consumption. Low steel and auto production, lower housing starts, and many other factors impacted the industrial mineral industries. Hopefully the worst is over. Interest rates are down, energy costs are decreasing, the automobile and housing industries show signs of picking up. Perhaps the 1983 annual review will be less gloomy. The most economical method of reclaiming land that has been mined, whether it be in urban areas or in rural areas, is when the final configuration of the mining area is that which is required by the subsequent use. Surprisingly, there are a number of examples of this situation. In the arid southwest where water production for the expanding population is a problem, many urban sand & gravel excavation areas subsequently serve as holding basins for ground water recharge. In other areas of the county where water is not in short supply, sand and gravel excavations can be planned in such a way that subsequent land uses such as parks and homesites can be enhanced by utilizing the excavated areas as a water amenity. Reclaiming land for agriculture is another example of utilizing the excavated area for a subsequent use providing the excavated area has not been mined too deep. Other than replacing the layer of topsoil on the excavated area, the final configuration of the mining area is in many cases ready for the subsequent agricultural use.

The Tacubaya subway tunnels form a link in the Sistema de Transporte Colectivo (Mass Transit System) of the Federal District of Mexico. One tunnel 327 m long lies to the north of Tacubaya Station, the other 811 m long, to the south. The tunnels are designed to accommodate two subway trains, one inbound and one outbound, within the inside diameter of 8.5 m. The designers of the tunnel lining and tunnel driving equipment were faced with the problem of driving two subway tunnels 9.0 m outside diameter through water-bearing soil, directly beneath a high speed limited access highway, a main drainage sewer, structures including residences and office buildings, on an alignment curved for 67 per cent of tunnel length, and on grades as high as 7 per cent, within a limited budget, with minimum damage to property and disruption to the community. Planning The following decisions affecting tunnel design and construction were made at an early stage of planning: Shield. To enhance safety, a tunnel shield would be used for tunnel driving. Dewatering. The water-bearing soil could be effectively dewatered; consequently, tunnel driving could be performed in free air. Hand Mining. To minimize investment in equipment, hand mining would be used to excavate and support the face.

The term bauxite was first used by O.P.A.P. Dufrenoy in 1845 for an ore which was discovered by Pierre Berthier in 1821 near the village of Les Beaux de Provence near Arles in southern France. His data suggested that this mineral was an alumina hydrate with two molecules of water. However, it was subsequently shown by thermal analysis that the mineral was a fortuitous mixture of the mono-hydrate and the tri-hydrate. Diaspore had been previously discovered in 1801 and gibbsite in 1822. The term was however retained as a rock name. The name of the village was changed to Les Baux around 1885; Sainte Claire Deville suggested that the mineral name should reflect this, and it was changed to bauxite (Bracewell, 1962, Rkgnier, 1988). Mining of bauxite began around 1860 in the Auriol region in the Bouches du Rhine area in the south of France. This ore was transported toMarseilles by carts and was processed in the Salindres plant, which at that time was the only plant producing alumina using the Deville process and aluminum by the chemical process. During that period white bauxite (low iron content) was particularly sought after for the production of aluminum sulfate, refractory bricks, and quick setting cement. Export of bauxite from France began in 1880 and was initially delivered to Chemische Fabrik, Goldschmischen near Breslau, and to Guilini's Ludwigshafen plant in Germany in 1885. These companies produced alum and aluminum sulfate (RCg- nier, 1988). The next bauxite mining operation was in Antrim County in Northern Ireland in 1873. This was first used for the manufacture of alumina refractory bricks and quick setting cement (Bracewell, 1962). It is important to emphasize that initially almost all of the bauxite which was produced came from France and was mainly used for non-metallurgical purposes. At that time even the production of alumina was mainly for use as a mordant in textile dying. However, with the development of the Hall-Héroult process, the alumina which was available was increasingly used for smelting to aluminum. In spite of this the demand for non-metallurgical bauxite continued to increase and a set of applications were developed. These include refractories, abrasives (including the recently developed proppants), high alumina cements, aluminum chemicals, activated bauxite, and alumina. It became increasingly evident that the high alumina-low alkali raw materials have special advantages. The question however was one of cost benefit. Chin (1989) has pointed out that the non-metallurgical operations have been traditionally grafted on a bauxite/alumina/aluminum industry tree. Event cameras are used for their performance in high dynamic-range lighting conditions which are canonical to active mining environments. Direct labeling of event-based image data to train a model to perform semantic segmentation using traditional methods is slow and error-prone. This study proposes a framework to use roughly hand-labeled color images from a mine as an input to an intermediary probabilistic algorithm called alphamatting to generate a ground-truth data set. These high-fidelity labels can be used to train a semantic segmentation model to differentiate the support strap from the roof. This model can then be leveraged to segment an event-based scene to enable autonomous roof bolting. This pipeline has been shown to achieve an accuracy of 88% with a false positive rate of 3%.

Conventional triboelectrification based dry coal beneficiation methods require ground coal as a prerequisite feed material, energy intensive static-in-line mixer or cyclonic tribocharger configuration, and transport and/or improvement in the design of free-fall separators to improve the separation efficiency of [me pyrite/mineral matter from coal. The proposed paper illustrates the two concepts. First, the use of ceramic media in a polyurethane lined attitor in achieving simultaneous grinding and differential charging. Second, the use of an electrocentrifuge to selectively separate coal from mineral matter present in the triboelectrified mixture. It is of interest to note that some ceramic media can satisfy the requirements of both desired density and work function to achieve grinding and differential charging.

A detailed assessment of acid rock drainage (ARD) potential was conducted at the Quintette Coal Mine site in northeastern British Columbia The site is unusual in that the coal seams contain low sulphur levels as compared to eastern coals (typically less than 0.5%), and the non-coal wastes generally do not to have the potential to generate acid on the basis of static ABA tests. The presence of small iron-stained seeps on the pit walls indicate localized sulphide oxidation, while the overall mine site drainage has remained of excellent quality with extremely low levels of metals after approximately 15 years of mining. Thus the site provides an excellent comparison to more problematic coal mine sites. For the Quintette assessment, static acid-base accounting (ABA) analyses of individual samples were compared to criteria for potentially acid generating materials developed for the U.S. Appalachian coal, as well as criteria developed in British Columbia for hard rock mines. Geologic units were characterized by the percentage of samples, or weighted thickness, that was deemed potentially acid generating (PAG). Links were then made to actual seepage and water quality emanating from geologic units around the site. Seeps at the site demonstrate a large range in pH (2.32 to 8.18). The few acidic seeps (pH < 4.0) were found to contain elevated levels of sulphates, dissolved iron, manganese and aluminum, consistent with the metals typically of concern in Appalachian coal mines. Other heavy metals that were detected in acidic seeps at Quintette included copper, zinc, nickel and cadmium. The use of simple ABA tests, and comparison of individual sample results with the Appalachian and British Columbia criteria, was found to be useful in predicting the probable sources of the small localized acidic seeps.

The processing strategy for the effective separation of bitumen from low grade (< 10 weight percent bitumen) Utah tar sands by a hot water process differs significantly from that used for the processing of high grade (> 10 weight percent bitumen) Utah tar sands. Excellent separations (coefficient of separation = 0.9) can be achieved for high grade Utah tar sands by intense hot water digestion followed by a modified froth flotation step. Such a technique is ineffective for low grade tar sands. In order to change the characteristics of the low grade tar sand an attempt was made to enrich the bitumen content of the feed to greater than 10 weight percent by recycle of bitumen concentrate to the digestion stage. However the quality of the separation was not improved under these circumstances. Similarly feed enrichment by heat treating the low grade feed with recycled concentrate prior to digestion did not improve the separation. More successful separations of low grade Utah tar sands were finally achieved by modification of the viscosity of the low grade bitumen with controlled addition of diluent. These results of the hot water separation tests and variations in the quality of separation are interpreted in terms of the physical properties of the bitumen and the surface bonding forces operative at the bitumen-sand interface.

Researchers at the Bureau of Mines, U.S. Department of the Interior, developed and tested equipment to measure corrosion rates on a commercial-scale mill. Bench-scale experiments were also designed for duplicating ore grinding conditions closely enough that realistic rate determinations can be made in laboratory tests. Rates measured in a laboratory system compared favorably with those measured in the field. Cast steel was found to have corrosion rates in a copper mill and laboratory test cell of 22 and 21 mpy, respectively. Corrosion was found to account for less than 5 pct of the total grinding media wear in the operations studied.

Introduction Our society is currently experiencing a change in civil philosophy toward US industrialization. We have become increasingly bent on the pursuit of a nirvanic state of zero risk. The money supply has become inversely proportional to its sources. And most mining companies, traditionally conservative, have become increasingly risk conscious. Rising taxes, high inflation, and decades of a steadily decreasing gross national product (GNP) - coincident with moral decay and disarmament - have eroded America&apos;s economic health. Psychology of US metal markets has shifted across the economic spectrum to disillusionment and discouragement. The sagging national economy, expanding governmental debt, and a backward mineral policy in concert with worldwide unrest and turmoil have caused great volatility in the metal markets. Congressional inaccessibility of US resources has contributed to its loss in strategic leadership and dependency on foreign suppliers and the common market. Large scale mining activities are now on the decline. And there is an overall slump in mineral exploration in this country. America now faces the sobering reality of almost total importation of 13 key mineral commodities and total dependence on foreign sources for five of them. There is a growing dependency on 21 of the 34 minerals vital to the US economy. And virtually everything needed can be imported directly from third world countries. Almost 85% of the free world&apos;s supply or production of vanadium, chromium, platinoids, manganese, and titanium - an essential to the aerospace industry - comes from South Africa. That country now plays a forefront position in supplying the West with minerals. The Soviets have become increasingly aware of this situation. They have made key moves in procuring for their own purposes major raw materials markets, particularly in South Africa. This is obviously threatening to the US&apos; direction and brings about vulnerability to shortages and cutoffs. In spite of these developments and the overall change in the mining industry, there is good opportunity for growth ahead. The way has been paved for the smaller mining companies, particularly the more bullish of these. Smaller mining organizations possess a tight management and strong sense of direction. They can easily adapt to and cope with change. "Windows" that exist in the industry directly depend on a number of factors. These include the busi¬ness climate, market research and planning, management and human resources, applied appropriate technology, favorable hunting ground, and entrepreneurship. Mining as business Mining (and exploration) as a business is by its very nature highly speculative. It involves greater risk for a longer period of time than most other businesses. The entire mineral estate in the US continues to shrink. This is primarily because of various legislated wilderness measures. Consequently, the probability of finding an economic ore deposit in the US has decayed to less than 1%. Although the risk is high, the stakes far outweigh the gamble and are larger than most other businesses can offer. Mining properties, as investments or business opportunities, can provide effective hedges against long-term inflation because the real price for selected commodities, such as gold, may sometimes rise faster than inflation. Recessionary periods seem to provide the best climate for entering the mineral business or for a particular mining organization to expand its activities. Looking ahead and seizing opportunities during a depressed market will pay off. Property payments and royalties are likely to be lower. And the potential for an upward shift in prices for a given commodity is very positive. The decision to invest in a prom-

INTRODUCTION Coal gold agglomeration (CGA) is a new concept in gold processing. It involves the recovery of oleophilic (oil-loving) gold grains by causing them to adhere selectively to the surfaces of coal oil agglomerates. Under optimum conditions very high recoveries of gold. can be achieved. The agglomerates are recycled to build up gold loading to typically 1000 - 5000 g/tonne. Bullion can be produced by burning the loaded agglomerates with subsequent recovery of gold from the highly loaded ash either by dissolution/electrowinning or smelting. A wide-ranging programme of laboratory testwork has been performed to investigate the response of different ore types to the process. This has shown CGA to be most applicable to ores in which the gold is liberated or easily liberatable, relatively coarse (ca 500 µm) and fine (<5 µm) gold grains being recoverable with equal ease. The best opportunities for CGA seem to be: • placers containing fine gold not recoverable by gravity concentration • low grade gravity concentrates to avoid multiple magnetic/gravity separation stages and amalgamation • free milling ores where the gold can be liberated at a reasonable ore particle size eg >d80 50 µm • tailings past or present from gravity concentration plants. CGA testwork ranging in scale from laboratory to pilot plant on tailings produced by gravity concentration in the 19th century Australian gold rush has already been reported (Bonney, C F, 1988; House, C I, Townsend, I C and Veal, C J, 1988). An economic appraisal for a Canadian free milling gold ore has also been published (Buckley, S A, House, C I and Townsend, I G, 1989). This paper describes results of a detailed laboratory programme to assess CGA as a means of recovering gold from a beach sand deposit in New Zealand. The area from which the samples were taken consists of quarternary interglacial marine, lagoonal, fluvial and eolian deposits. The heavy minerals present are predominantly ilmenite and garnet and small concentrations of gold. In certain locations the sands and gravels are consolidated by a limonitic cement. In the 19th Century some parts of the deposit were mined and the ore processed using stamp milling and gravity concentration. Gold recoveries were low, probably below 50%, due primarily to the fine size of the gold grains, the flaky nature of the gold and also imperfect liberation by the stamp mills. Our laboratory testwork was divided into three parts: i) Preliminary studies on an initial sample to assess the feasibility of treating the ore by CGA ii) Extended studies on further samples from various locations in the deposit to confirm predictions from (i) iii) Conventional gold recovery techniques. EXPERIMENTAL PROCEDURES All CGA tests were performed by agitating a slurry of ore in water in a 0.6 dm3 pyrex beaker fitted with four vertical baffles. When required, potassium amyl xanthate collector was added and the slurry conditioned for 5 min. Coal (ex BP Coal Australia&apos;s Tahmoor Colliery) previously ground to a d80 50 µm was added followed by a commercial grade of gas oil (density 840 kg/m3). The agglomeration time was 30 min. The agglomerates were separated from the tailings by screening, both were then dried and analysed for gold by fire assay. This test procedure provides a reasonably accurate estimate of gold recoveries that might be expected from our 1 tph pilot plant. Introduction Cross borehole seismic tomography (CBST) is a geophysical technique that allows definition of the distribution of some physical rock property between two boreholes. The method is similar to the computer-assisted tomography (CAT) scans used by the medical industry. This paper describes the method, its applications and the developing trends in its use that interest the mining industry. The idea of using tomography in connection with geophysical methods for measuring rock properties between boreholes has been around for three or four decades. Until the advent of high-speed, large-capacity computers, the necessary calculations were too formidable for production use. Another factor in the development of the technique has been the refinement of a mathematical base to meet the needs of the medical industry. The geophysical applications have benefited from this refinement. An extensive discussion of the basic theory is given in Kak and Slaney (1988). CBST, although widely researched and written about, is still not extensively put to use in mining and engineering projects. Most real world examples in the literature have come from research carried out by government laboratories or by large companies. An exception is the regular use by Prospection Geophysique Francaise (Cottin et al., 1986) in damsite investigations. The Japanese appear to be doing extensive research and testing of CBST&apos;s uses in civil engineering projects (Saito et al., 1988). Canada is researching the use of the method in connection with nuclear waste site investigations (Wong et al., 1987). Finland has tested the method in connection with a foundation investigation for a nuclear power plant (Cosma et al., 1984). In the US, the US Bureau of Mines has taken an interest in using CBST as a means to enhance in situ mining operations (Tweeton, 1988). Major oil companies are examining the method as a tool in oil field development (Justice et al., 1989). Description of the method CBST involves placing a series of receivers down one borehole and recording transmissions from an energy source placed successively at a series of positions in another hole. The objective is to generate a dense network of seismic raypaths between the holes. The denser the network of raypaths, the better the features between the boreholes are resolved. Either seismic travel times or sine wave amplitudes are measured by the receivers. Analysis of travel times between boreholes develops a picture of rock velocities between the holes. Analysis of seismic wave amplitudes develops a picture of the distribution of energy transmission characteristics between the holes. These seismic properties can be used to define occurrences of fracture zones, lenticular sequences or other important geologic data not apparent from examination of the borehole logs. When longitudinal (compressional) and transverse (shear) waves are analyzed, the physical properties, such as elastic moduli, can also be mapped. When wave amplitudes are measured, rather extensive corrections to the data are necessary. There is some disagreement among researchers as to the feasibility of making some of the corrections. For this reason, this paper will concentrate primarily on travel time analysis. Wave amplitude analysis will be mentioned occasionally only in passing. This does not mean that amplitude analysis does not provide important data on rock parameters, only that for the present there are limitations on its uses. Vertical seismic profiling (VSP), extensively used in recent years in oil exploration, is similar to CBST. Instead of using two boreholes, however, the VSP method uses an array of seismic sources or detectors down one hole and an array of detectors or sources along the surface radiating outward from the hole. While adequate for determining vertical velocity distributions, the VSP method is not, by itself, suitable for most engineering or mining projects. On April 3, 1981, Harrison Western Corporation was awarded a contract by Amax Alloy - A Division of Amax Inc., to sink the Henderson #5 ventilation shaft. The project was located on the Henderson Mine site 88 kilometers west of Denver near the town of Empire, Colorado (Figure I). The Henderson No. 5 Shaft, located in an Alpine environment at an elevation of 3145 meters, was a 9.8 meter diameter concrete lined shaft with a total depth of 793 meters. Work started and continued with Harrison Western employees until January 15, 1982. At that time, Amax made the decision to continue the shaft-sinking with their own labor, and with Harrison Western providing supervision under a management service contract. Shaft sinking continued under this arrangement to October 1, 1982, at which time Amax put the Henderson No. 5 project on standby status until further notice.

Unfavourable climatic conditions in stopes are of significant economic and social importance due to the following reasons: - Working effect is much lower leading to decreased output and work productivity disregarding implementation of mechanization. - Manpower operating capability decreases much faster under unsatisfactory climatic conditions. Under normal climatic conditions a workman would expend much less effort in line with a shorter effective time for the achievement of identical production effects since the work would be more efficacious. The objective of study of problems and climatic conditions is to make the working environment in mines suitable for normal development of operations. Lowering of mining works to increasing depths and winning of a growing number of small orebodies over a broad area makes the problem of creating suitable climatic circumstances more complex. Mining costs are growing due to bench conditions in line with decreasing metal content in the ore, so frequently the investments required for creating favourable climatic conditions represent, in addition to the selection of mining technology, a very important parameter when making decisions regarding exploitation. As known, the basic factors affecting climatic operating conditions in mines-are: temperature, humidity and speed of air flow, implying that the climatic operating conditions are closely related to mine ventilation. Usually, the concept of unfavourable climatic operating conditions includes increased mine air temperature and humidity and low air flow velocity so that heat exchange between human organism and the working environment is impeded or reduced to minimum. Metal mines in Yugoslavia are characterized by the existence of a large number of active faces - stopes and horizons and lowering of mining operations to increasing depths, so that face ventilation solutions are more and more complex. Since its foundation (1961), our Institute is engaged in investigation of factors influencing climatic circumstances improvement of calculations for air distribution and distribution control in complex ventilation networks and study of problems related to ventilation of large volume and irregular configuration faces, as well as application of gained knowledge in our mines. The paper presents the knowledge and experience gained in the case of Lead and Zinc Mine "Trepca" - Stari Trg.

The Bureau of Mines analyzed coal mine blasting accident data obtained from the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The data were examined to determine the causes, frequency, and severity of accidents in an effort to point out the most dangerous aspects of coal mine blasting. Accident data for the 14 years from 1971 through 1984 show that there has been a total of 43 fatal and 926 nonfatal blasting accident victims in surface and under- ground coal mining. This is an average of 3.1 fatal and 66.1 non- fatal injuries each year. Underground coal mining accounted for 60.5% of the fatal and 78.7% of the nonfatal accidents involving explosives and breaking agents in coal mining. In addition, since 1970 there have been 53 fatal and 20 nonfatal injuries that occurred when explosives were the ignition source for dust and/or methane explosions in underground mines. Abstracts from 297 accidents that occurred from 1978 through 1984 were also examined to determine accident causes. Most accidents occur during scheduled blasting, and failure of the blast area security system is the leading cause. Blast area security problems in surface mining are failure to clear the blast zone, failure of personnel to follow instructions, inadequate guarding, and failure to retreat to a safe location and/or take adequate cover. Other common causes in surface mining include premature blasts, excessive flyrock, and misfires. In addition to the above causes, accidents in underground coal mining can be due to rockfalls triggered by the blast, unexpected breakthroughs, fumes, and incidents associated with Airdox-type systems.

The "Gold" chapter of my adventures did not start with a rush. On May 14, 193 1, Thayer Lindsley wired me asking if I could examine the Pioneer mine in British Columbia right away. I replied, "Yes," but I had never heard of the Pioneer and, although many others were asking about gold during the Depression, none were doing anything about it. A little later another wire asked me to meet Gen. A.D. McRae in Vancouver in a couple of days. This was the start of 20 years of intermittent examinations for Lindsley. I took the train to Seattle and the night boat to Vancouver where I met Gen. McRae and his associate Victor Spencer. McRae had been one of the Canadian leaders during World War I and, for his services, he had been made a Canadian senator, a lifetime job. Col. Spencer was proprietor of a big store in Vancouver, and almost as distinguished. A seaplane was waiting for us in the harbor, to be piloted by Major McLaren, one of the leading Canadian flyers during the war. He flew us up the long fjord of Howe Sound and then on north along the route of the provincial-owned Pacific Great Eastern Railway past jagged snow-clad peaks to the village of Shalalth on Seton Lake. A rental car run by Curley Evans, a noted British Columbia character, was waiting for us in Shalalth and it took us for 50 miles over one of the steepest and crookedest roads I had ever seen. At the end of the road the Pioneer camp was set in a deep canyon in the Coast Range. Dave Sloan, another British Columbia character, was waiting for us and he immediately took me underground, at nine in the evening, to see the Pioneer ore. The ore body was then a small one but it was running over an ounce of gold per ton. The name Dave Sloan became synonymous with Pioneer. McRae and Spencer told me the history of Sloan arid the Pioneer on the way to the mine. The rich surface ore had first been discovered about 1879. Bentonites are best suited for the preparation of acid activated clays with efficient adsorption properties. They are weathering products of acid volcanic ashes and their natural deposits are world-wide spread. "Mining makes civilization possible. It also creates socio-environmental liabilities forcing us to ask how much more of this mining can our planet support. It is clear that the future of mining differs from mining in the future. The laws of nature are being compromised by mining. This paper studies the problems at the core of the mining business which need to be addressed. What kind of mining will serve our existence with nature on this planet? What kind of mining perspectives are we able to formulate without having negative effects for future generations? Is mining technologically sustainable? The values of predictions, imagination, and creativity must be integrated to define what mining should be. Those values should be in the technologies necessary to restoring equilibrium of nature (Geomimic) as well as in complete extraction of metals, better utilization of the mineral reserves, and design the usage of metals to recycle. The purpose of this research is to examine many views and perspectives for future generations and to accelerate the pace of innovation of having mining without socio-environmental liabilities by design and by understanding nature. INTRODUCTION The future of mining is being stifled by many antiquated and stagnant attitudes and policies by the industry and society as a whole. The time is now or never for real action and education against these attitudes and to upgrade them to meet the current needs of this planet if we are to survive. Doing this will prove that we understand and respect nature for us and our posterity. It will also show a positive assessment that the mining process can be reversed before the point of no return. And that is to say, only if reversibility is still an option. It may not be anymore but it’s worth a try. We need to use our imagination and engineering know-how to come up with new proposals to change the core of mining. It would entail re-engineering. There is a profound difference between the future of mining and mining in the future. The future of mining is the continuation and persistence of past practices in the industry and expecting new results. Mining in the future requires a paradigm shift for extraction through modern thinking about mining as it pertains nature. The new paradigm for mining in the future would restore equilibrium with nature. Always keep in mind the connection of mining to nature. What is the future of nature? To predict mining in the future we need to use past experiences in mining and our knowledge of modern science and engineering to formulate a prototype that will enhance mining while maintaining equilibrium with nature. Mining and protecting nature are not mutually exclusive. This new prototype has nothing to do with the level of bonding or insurance that the mining industry can legally provide. The goal of this paper is to contribute some new ideas to help transform the mining industry based on the laws of nature and its limitations. Using this new prototype we will develop the following 1. Extraction of minerals Reserves-Dimensions-Technologies 2. Usage of mineral resources-Manufacture’s products designed to be reused and recycled 3. INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution.
