INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is currently being constructed for the United States Department of Energy in SE New Mexico. The purpose of the project is to store low level transuranic waste in an underground environment which will ensure a safe atmosphere for the life of the stored waste. Ohbayashi was contracted by the DOE to sink two shafts and underground drift development which will be used to conduct a series of long term experiments in order to finalize the suitability of the geology and the environment for the transuranic waste storage. The two shafts sunk at the WIPP site were excavated around a borehole by conventional methods. The excavation around a borehole eliminates some of the established blind bottom sinking techniques, but creates unusual problems which must be pre-planned and scrutinized closely. An analysis of the slashing to the borehole technique will be given. WASTE SHAFT The waste shaft (w/s) is 5.8 meters (19 feet) in diameter and will be used primarily to transport the radioactive waste to the underground storage area. A pre-existing 1.83 meter (6 feet) diam borehole was taken to a depth of 655 meters (2150 feet) to the existing drift; at this level, a 38 meter (125 feet) sump was installed using blind bottom sinking techniques. Although more than 100 thorium-rare earth minerals are known, only a few have any commercial significance. Monazite, thorite, bastnasite, and some exotic thorium rare earth ores are reviewed Commercial interest is presently centered on monazite from the Union of South Africa, and thorite from this country. Thorium became commercially important with the development of the incandescent gas mantle about 75 years ago, Gas mantles consist of thorium oxide with small amounts of cerium oxide. The thorium nitrate used to make gas mantles was first obtained from rare thorium minerals, As a matter of fact, this use of thorium is still important and is one of the largest commercial uses for thorium materials. The discovery of monazite sand placer deposits along the coasts of Travancore, India, and in some Brazilian beach s .s, and the development of the old North and South Carolina monazite stream placers gave the mantle industry of 30 to 40 years ago a comfortable inventory of thorium ore. Even today, the thorium industry depends largely upon monazite ores for its source of thorium. This paper will briefly describe some of the major thorium ores and their principal deposits insofar as they relate to the thorium industry in this country. Because of similar chemical and physical properties, thorium always occurs with the rare earth elements and with varying amounts of yttrium. Thorium may predominate over rare earths, as in thorite-type minerals, or may represent only a fraction of the rare earth content. Typical ratios of thorium to rare earths in various minerals are given in Table 1, The average thorium content of the earth's crust is about 12 grams per ton, and in this respect thorium approximates lead, molybdenum, and some of the rare earths in abundance. The ore minerals of greatest importance to the-thorium-rare earth industry are monazite, thorite-type minerals, bastnasite-type- ores, and the family of minerals which is characterized by a preponderance of the heavy rare earths and yttrium. The latter classification includes xenotime, gadolinite, samarskite, euxenite, etc, The first two, monazite and thorite, are of greatest significance.

Although fluorspar is considered an industrial mineral by usage and value, its geological occurrence and the mining and milling methods employed make it more akin to the non-ferrous metal ores. Likewise methods of exploration for it are more like those used in the search for lead and zinc, with which fluorspar is often mixed. In fact, it often takes the mixture of fluorspar, lead, zinc, plus maybe barite to add up to enough recoverable values to make the mineral an ore by definition. This is so true where the fluorspar portion is low grade, perhaps less than 25 percent. Until the development of modern steel milling in World War I times, the invention of aluminum smelting, and development of the fluorine chemical industry and air conditioning, there were few uses for fluorspar aside from ceramic fluxes in the flint glass industry and for uses as glazes for pottery and china. Pure fluorite crystals have long been admired as semi-precious and ornamental minerals of many delicate colors.

Mine management in general, and mine maintenance in particular, has lagged in using computers as an effective management tool. SF Coal Corporation, in conjunction with the development of the new Lee Ranch Mine, is developing a computer-based maintenance system as an integral part of a total mine management information system. The system includes the ability to schedule and plan preventative maintenance on all rolling stock and mine facilities, project and track component life, and evaluate and schedule manpower requirements. The system hardware, shared by accounting, warehousing, engineering, production and management, consists of a multi-user, multi-processor micro-computer.

Regardless of the mechanical design features of a particular air classifier certain basic principles apply. Specifically , there are two forces at work: 1. An air drag force 2. An inertial or centrifugal force. The air drag force has an increasing influence as particles become smaller. A very small low mass particle is easily carried along with an air stream even when turning a corner. Thus, fine particles follow the air away from the classifying zone. Inertial forces increase as the mass of a particle gets larger. Thus oversize particles tend to obey Newton's laws and respond to centrifugal forces or simply continue in a straight path when the airflow changes direction.

Our interest in metallurgical applications for activated carbon was thoroughly aroused when laboratory studies indicated that each dollars worth of carbon could retain as much as four dollars worth of tin. Since then other data was developed suggesting many Potential uses in the metallurgical field it is hoped that, the information presented in this paper may encourage studies by knowledgeable individuals in metallurgical operations. Activated Carbon accomplishes its results by adsorption which involves selective removal of materials from solution by holding the compounds on the carbon surface at the active areas. An example of adsorption is the dyeing of cloth where the dye is selectively held on the cloth surface and the concentration in the dye solution is thereby reduced. Many theories exist on, adsorption, but the predominant factors involved in metallic ion adsorption probably are that adsorption is indirectly proportional to solubility and is benefited by high concentrations acting to squeeze out molecules in smaller amounts.

Many factors, some of which are not easily defined or described, must be considered in the design of a hydraulic backfill system. After participating in the design of several plants, I have a conviction that future refinements in sandfill systems must come in large part, from the merging of good design ideas and information from existing operating plants. It is important then, that we document and publish information on existing plant designs and their operating characteristics. This information will then be available for use by our successors and later innovators in hydraulic fill placement. The Mayflower hydraulic sandfill system is similar to other plants. The intent of this paper is to describe only this system's unique design and operating characteristics. I will not describe in any detail, the familiar elements of the system. I will document some of the observed hydraulic characteristics of the system, elaborate on some of the design situations that had to be solved, and will discuss operating factors that are not generally described in our technical literature.

Ever since the industrial Revolution both major and small companies have put much emphasis on the use of incentives to compensate top management for extra effort and extra skill. For many years industries have also provided hourly rate employees with incentive plans. More recently incentive plans have been extended to include the "front line" supervisors. Many companies have what are called Christmas bonus or profit-sharing plans. The incentives for foremen in mining, which we shall discuss, differ from such bonus plans in that the incentives are paid on a definite measured performance for each individual, and thus directly reflect his effort and skill. What is the objective for paying incentives? The objective for any part of an industrial Engineering Program is to increase productivity and reduce unit cost. The unit cost must include the entire cost of the program. From what base do we start an incentive plan? One should think of art incentive program as the top rung of the Industrial Engineering ladder. Therefore, a company must take several steps before reaching this top rung. Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. Both hydrometallurgical and vapometallurgical processes often involve ores that have been previously ground and size classified. When the valuable mineral is substantially liberated, the chemical reaction is likely to occur on the particle surface and the particle core will shrink as the reaction proceeds. If the chemical reaction products are solid materials then a solid shell, usually porous, will form around the shrinking core. This is known as the core/shell or topochemical reaction model. Using a spherical approximation for the particles, equations have been developed to express the extent of chemical conversion of the particle, depending on which one of the following process or mass transport steps is rate controlling:1 (1) chemical reaction at the particle surface, (2) diffusion through the thickening reaction product shell or (3) mass transport through a boundary layer surrounding the particle. In a previous paper2 these equations were coupled with the Gates -Gaudin-Schuhmann equation 3 4 describing the distribution of particle sizes resulting from comminution of rocks and other brittle solids to develop reaction yield curves expressing the weight fraction of metal or other valuable component of the feed that was chemically converted as a function of residence time. This was done for (a) batch, (b) continuous plug flow and (c) continuous back-mix flow (continuous stirred tank) reactors or process vessels. Impurity minerals in fluorspar ores and concentrates from a deposit in Southern Africa have been studied by reflected light, transmitted light, and cathodoluminescence microscopy. The principal impurities are quartz, calcite, aegirine, apatite, ankerite, magnetite, goethite, and synchysite [Ca(La,Ce,Nd)(CO3)2F]. Cathodoluminescence microscopy was found to be very useful in studying the character of the fluorite and especially for recognizing the presence of apatite and calcite impurities. Fluorite exhibits blue, calcite shows yellow, and apatite has white, light purple, and pink cathodoluminescence. The cathodoluminescent character of apatite varies with its geological environment and position in the orebody. The results of this microscopic study show that phosphorus present in fluorite concentrates occurs principally in binary locked apatite-fluorite particles. Successive fluorite cleaner concentrates contain progressively smaller amounts of locked apatite-fluorite particles. Free apatite has been effectively partitioned to the final tailings.

The movement of solids by pipeline is an art dating back well over 100 years as evidenced by many references in the literature. Even though all of the early pipeline transport systems were based on trial and error and relied mainly upon the designer's experience, hydraulic transport offered distinct advantages in convenience or cost for the chemical, mining, and civil engineering industries. It became well established for in-plant process lines, dredging, waste disposal, and other uses almost exclusively for short distances. During more recent times, much research work has been done in an attempt to understand the underlying principles involved in transporting solids in a fluid. Design criteria for pumping slurries have evolved to the point where pipelines designed for distances of several miles to several hundred miles can be accomplished successfully. Consolidation Coal Company designed and built a 10-inch diameter 108-mile long line1 for transporting coal in the 1950's and operated it from 1957 to 1963 when it was placed in mothballs because of falling freight rates for rail shipment. More recently, the 273-mile Black Mesa Pipeline2 was built and is operating. There are other examples of long distance pipelines,3 but all are for specially prepared fine slurries which allow the pipeline to be operated more economically.

Computerized Preventive Maintenance is important in maintaining consistent and efficient operation in any industry utilizing sophisticated and expensive equipment on a continuous basis. At today's large bulk materials handling facilities, the problems of continuous operation of complex machines with their thousands of components exposed to abrasion, dirt, dust and the elements, are intensified and multiplied. Effective preventive maintenance can increase profits. Yet, the number of tasks to be performed is so staggering that it is beyond error-free human capacity. The computer must be an essential ele¬ment in any efficient and economical preventive maintenance system. Computerized preventive maintenance techniques have been successfully used in many fields, usually involving highly skilled and specialized personnel working under favorable and controlled conditions. Now, The Pittsburgh & Conneaut Dock Company has developed and is applying a computerized preventive maintenance system that is applicable to the bulk materials handling industry. The "system" has taken many years of intensive effort to develop and has been time-tested and proven during the past years on equipment handling materials with rugged physical characteristics and corrosive and abrasive qualities, under some of the most adverse weather conditions on the Great Lakes.

For the mining industry, the Internal Revenue Code and regulations offer a range of choices in arriving at the allowable depletion. Each case is essentially unique. Two prerequisites can optimize these opportunities: communications between the mining company's tax specialists and its technical staff; and an understanding of IRS definitions. For the latter, a logical starting point is consideration of exploration and development, since they precede production and depletion is unallowable prior to production. Criteria for selecting engineering and accounting options for exploration and development indicate the necessity of interaction between these company functions to achieve the most favorable tax position.

A resource of low grade good quality diamonds has been discovered through the Diamond Company NL-Moonstone Diamond Corp. Joint Venture. A limited bulk sample diamond test of two large kimberlite pipes on the Kelsey Lake Property, Colorado, has been completed. These kimberlite pipes have petrological and mineralogical indications of the presence of diamond. Small diamonds were recovered from surface samples. Drilling and trenching revealed both pipes were complexes of diatreme facies kimberlite. One pipe contains crater facies kimberlite as well. This is the first reported occurrence of crater facies kimberlite in the Province. Approximately 1000 tonnes of kimberlite rock was excavated and processed through a scrubber -HMS -Sortex -Grease Plant. Significant diamonds were recovered. The diamonds were generally of good color and clarity, with many being in the gem and near gem categories. Grades are considered low however. Additionally, a small potential resource of alluvial diamonds is present.

This paper presents the results of laboratory and pilot plant investigations for the development of efficient methods of beneficiating hematite ores from the Krivoi Rog, Kursk Magnetic Anomoly, Olenogorsk, and other localities. The tests included gravity, magnetic (in a high intensity field), flota¬tion, and magnetizing roasting methods. It was possible to develop efficient beneficiation methods depending on the mineral composition of the ore and degree of dissemination of ore and gangue minerals. The paper shows the relationship between the iron silicate and quartz content of the ore and the technologic indices of the various beneficiation methods. Some of the conclusions based on these investigations and the technical and economic computations related to the cost of one ton of pig iron produced from concentrates obtained by the various beneficiation methods are: 1. If the hematite ore is not disseminated uniformly, it is expedient to use a combined gravity and flotation process. Ore particles up to 50 am. in size are beneficiated by gravity (heavy suspension, jigging, and others) and yield a lump concentrate. The middlings from this process are recrushed and floated; 2. Finely disseminated hematite ores, containing small quantities (less than 5 percent) of iron silicates, are most effectively beneficiated by flotation. Anionic (sulphate soap, tall oil emulsion with various foam depressors) as well as cationic collectors may be used. Depending on the mineral and chemical composition of the ore, it is possible to obtain concentrates containing up to 65 percent iron with an extraction up to 94 percent; 3. Finely disseminated, mixed hematite-magnetite ores may be beneficiated by flotation or a magnetic separation-flotation process; 4. Finely disseminated hematite ores, containing large quantities of iron silicates and earthy hematite ores are most efficiently beneficiated by the magnetizing roasting method. This method will yield concentrates containing up to 68 percent iron with extractions up to 90 percent. Although beneficiation by the magnetizing roasting process is costly, it will nonetheless, when employed on this type of ore, yield the least expensive pig iron.

Gypsum is the crystalline chemical compound CaS04?2H20. A close chemical relation - and frequently occurring with Gypsum ? is Anhydrite which is Cask. Gypsun has wide commercial use because relatively simple heat processing reduces it to Plaster of Paris. While Anhydrite can be converted to Gypsum and thence to Plaster of Paris, the procedure is not simple and is quite costly. Anhydrite, however does have use in the agricultural field and in the Portland Cement industry. Occurrence of Gypsum in the earth structure is usually near or at the surface. Most underground mining is at 60 to 100 feet although one mine in southwest Virginia reaches a depth of 1300 feet. Gypsum is one of our softest minerals, rating only 2.0 on the Mohs scale of hardness. Specific gravity is 2.3 to 2.4. It is soluble in water but only slightly so. Interestingly, it is more soluble in cold water than in hot. For example, one part Gypsum dissolves in 370 parts water at 106° Fahrenheit while at 212°F. the water requirement is 452 parts. Compressive strength of massive Gypsum runs about 3000 lbs. per square inch. Color ranges from grey and brownish-grey to white.

In the early 1960's the Company, then named the United States Smelting Refining and Mining Company, was drilling the Continental ore body located near Fierro, New Mexico. Reserves of underground ore of sufficient quantity were indicated to build a mill. At the same time some ore from the Continental No. 1 mine was being milled at the Company's Bullfrog Mill, formerly a lead-zinc mill. The copper ore in comparison to the lead-zinc ores was very hard, abrasive, and heavy. These factors pointed out the possibility and attractiveness of autogenous grinding. While prior to this some study had been given to autogenous grinding, no large scale tests had been made. Such a program was carried out and from the pilot plant data the following was established: 1. Grinding of the ore by autogenous means could be accomplished. 2. This could be done in one stage; however, not at a satisfactory tonnage throughput rate. Thus, the use of a secondary unit has been employed. 3. Grinding in the secondary unit could be done by pebbles generated in the primary unit. This resulted in the scheme whereby the ore would be ground 100% autogenously. 4. Liberation of the copper minerals was excellent so that good recovery at a satisfactory concentrate grade would be obtainable.

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. I will venture to say that, to none of your surprise, on day 60 we were asked to join the union, and on
