MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.

For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. The individual owner-miner may hire relatives or neighbors and give them a wage or he may turn the mine into a joint ownership situation. They

"Over 600 longwall panels have been mined in Pennsylvania in the last 50 years. Of those 600 panels, 25 panels undermined interstate highways. Despite this quantity of panels, much is still unknown regarding the detailed effects of undermining highways. The Gateway Mine, the Emerald Mine, and the Cumberland Mine undermined I-79 with 17 panels between 1982–1989 and 2003–2008, respectively; mine Eighty-Four undermined I-70 with 4 panels between 1987–2000.Through the examination of the panels that undermined I-70 and I-79, it is possible to determine which factors have most impacted the highway alignments. In some locations, the highway intersects with panels at angles ranging from 45 to 80 degrees, and at others, it runs between two panels, which simulates the effect of gateroads on the subsidence. The panels width to overburden ratio varies between 0.64 and 1.7, meaning that the interstates were influenced by both subcritical and supercritical subsidence basins. The face advance rates and overburden depths also vary between the panels.Unfortunately, specific information detailing highway impacts associated with unique characteristics of the subsidence basins are limited. However, using the profile function model and influence function model within the Surface Deformation Prediction System (SDPS), the effects of overburden, panel size, and orientation of the road to highway can be indirectly assessed by profile and influence models of subsidence basin formation.INTRODUCTIONCoal mining has been an integral part of Pennsylvania’s history. Room-and-pillar mines have been active since the late-1700s when coal was extracted from outcrops. By 1830, the city of Pittsburgh alone consumed more than 400 tons of bituminous coal each day for domestic and industrial use (PADEP, 2019). In the late 1960s, the face of mining in Pennsylvania changed with the development of full extraction longwall mines. Since that development, over 600 longwall panels have been mined in the Pittsburgh Coalbed in Pennsylvania alone (PADEP, 2019).As longwall mining and other forms of full extraction mining have increased in popularity, the amount of planned subsidence impacting the surface has also increased. The stresses and strains induced by longwall subsidence can cause damage to the surface as well any structures, water supplies, or water bodies that lie above the panel. Since the behavior of soils and structures vary, one way to study the surface effects of longwall mining is to analyze the impact on flat, rigid, pavement surfaces. Examining factors that vary the impact of subsidence with respect to highway alignment can demonstrate the favorable orientation of an alignment to avoid or mitigate damage and critical impact zones in a subsidence basin."

The effect of some of the reagents, namely hydrocarbon oil, Syntex (sulfated coconut oil surfactant), pine oil, sodium silicate, and lime, used at the Climax mill on the recovery and grade of molybdenite and gangue minerals has been investigated experimentally using factorially designed test approach in the laboratory. The results of the investigation are presented in two dimensional plots. The lower additions of lime (equivalent to a pH of 8 to 8.5) were desirable for maximizing recovery subject to constraints on grade. Higher additions of pine oil improved recovery, but only at the expense of grade. A mathematical model of the objectives of an operating plant was formulated and optimum reagent conditions obtained.

IINTRODUCTION Widespread activities in precious metal projects in the western U.S., Australia, Canada and other parts of the world have opened a flood-gate of consul- ting expertise to aid and accelerate the development process. Utilization of outside expertise has taken on many shapes and forms that have in some instances actually "decelerated" or "retarded" project progress. Small mines are especially vulnerable to apparent false-starts and misdirections, be- cause of their generally lower capital commitments, shorter lead times and limited mineral in-house expertise. Mine development for small mines requires fundamental approaches by knowledgeable consultants that are timely and cost-efficient and in line with accelerated development, if they are to be successful. The development process is obviously that process which brings a given deposit into production. Or, put another way, the process comprises all activities, decisions and commitments which take place from the moment an authorizing entity (usually a board of directors) com- mits to development and production (usually on the basis of a final feasibility study) until the first ton of ore is processed to a saleable product. The activities, decisions and commitments over a development period--such a period can range from as short as a year or less to as long as 5 years or more--are many, highly varied, and often interdependent. The development period is also particularly risky, not only because of the varied and interdependent decisions and commitments, but also because of capital demand amounts. Delays in the development process are thus particularly costly - sometimes so costly that small and often undercapitalized mining companies, failing to reach production and a cash flow within a planned period, face, if not bankruptcy, at least severe equity dilution or particularly onerous and restrictive covenants on additional loan financing. It therefor behooves especially small mining companies to examine ways to accelerate development. By doing so, the development process may actually meet planned scheduling. The development process generally comprises environmental impact studies completion, final engineering, permit- ting, financing, equipment and machinery procurement, contractor selection and construction -- such activities largely being overlapping. The paper addresses what the small mines operator or the small mining company can do with consulting firms to accelerate development. By "small mines" is meant open pit operations of 2000 tpd or less and underground operations of 500 tpd or less. By "consulting firms" is meant entities who do not possess an engineering and construction capability, such as Derry Michener Booth & Wahl, Pincock Allen & Holt, Behre Dolbear-Riverside, etc. The paper concentrates on gold projects. PRIORITY CONSIDERATIONS Of the items listed in the previous paragraph which comprise the development process, the two which most consistently appear to cause delays are permitting and financing. The former's delays can be due to political overtones and thus the delays may not be reasonably foreseeable. The latter's delays are most often due to inadequate preparation, and thus are avoidable. For the reason stated above, and considering that financing is fundamental to all of the activities which constitute the development process, the paper focuses on financing as the priority item which can most assist in accelerating or retarding the development process.

In-pit crushing and conveying (IPCC) is getting popular in deeper open pit mines as a suitable alternative to truck haulage because it offers a lower operating cost due to shorter haulage distance and less truck requirement. Semi-mobile in-pit crusher, currently the most popular IPCC system, is relocated every two to five years, and the short-term plan needs to be updated accordingly. To the best of our knowledge, short-term planning with IPCC is an area of research that has yet to be explored extensively, and hardly any model can generate a shortterm extraction sequence considering an IPCC. This research work proposes a mixed integer programming model to develop a short-term production plan within a time horizon of 12 months. The model's objective is to optimally allocate shovels to minimize the cost of material handling and maximize revenue subject to meeting plant requirements, maximum allowable tonnage variation and IPCC location constraints to achieve production and NPV targets set by the strategic plan. The proposed model will be implemented in an iron ore mine case study for verification. The model is developed and solved using MATLAB. The comparison of results between scenarios with and without IPCC justifies the use of IPCC in large open pit mines from a short-term perspective.

An abandoned waste impoundment located within a portion of the Kellogg, Idaho Superfund site constitutes a field research area for studying the feasibility of recovering heavy metals in-situ from unsaturated mine and mill wastes. A prototype in-situ leaching cell has been evaluated using liquid-phase tracer tests and other hydro-geologic tests prior to introducing a lixiviant. The results of the tests suggest that: (1) the cell can be operated excursion-free with a low-density lixiviant at an injection/withdrawal rate of approximately 0.32 l/s; and (2) each hydro-geologic unit is highly heterogeneous at the different scales studied.

In open-pit mines, the long-term production scheduling optimization problem (LTPSOP) is a complicated problem that contains constraints, large datasets and uncertainties. Due to its dimensions and NP-hard nature, it is usually difficult to find an ideal solution to the LTPSOP. The optimal schedule generally restricts the ore, metal and waste tonnages, average grades, and cash flows of each period. In this paper, to synthesize grade uncertainty into the strategic schedule, a stochastic integer programming (SIP) framework is presented to LTPSOP. The objective function of the SIP model is to maximize the net present value and minimize the risk of deviation from the production targets considering grade uncertainty simultaneously while satisfying all technical constraints and operational requirements. Instead of applying one estimated orebody model as input to optimize the production schedule, a set of equally probable orebody realizations is applied to synthesize grade uncertainty in the strategic schedule and produce a more profitable and riskbased production schedule. To solve the LTPSOP, the hybrid approach with the augmented Lagrangian relaxation method, the Harris Hawks optimization, the Random Forest method and Monte Carlo method was proposed. To indicate the applicability of the model, a case study on a gold mine was implemented. The framework displays the capability to minimize risk and improvement in the expected net present value and financial profitability .

This Bureau of Mines report describes methane liberation trends from all U.S. coal mines liberating over 100 Mcfd (100,000 cfd) (2.8 Mm3/d). Detailed are results from the latest Bureau survey performed in 1985 and shown are mine and company name, location, coalbed and methane liberation quantity. The report shows that in 1985, there were 180 mines producing more than 100 Mcfd (2.8 Mm3/d) and the total quantity of methane liberated by these mines was 303,900 Mcfd (8,605 Mm3/d). This data is compared with previous studies performed in 1971 , 1973, 1975, and 1980. From 1971 to 1985, there was a 10% decrease in the number of mines liberating at least 100 Mcfd (2.8 Mm3/d) but there was a dramatic 34% increase of liberations from these mines. The increase seems to be caused by new mines being developed in deeper, gassier coalbeds, particularly in Alabama. Likewise, in comparing the ten highest liberating mines in 1975, 1980, and 1985, an increase in methane liberations each year was experienced. The report classifies mines by three levels of liberations: greater than 100 Mcfd but less than 500 Mcfd (2.8 to 14 Mm3/d); 500 Mcfd to 1 ,000 Mcfd (1 4 to 28 Mm3/d); and greater than 1,000 Mcfd (>28 Mm3/d). It was found that 87% of liberations were from mines producing over 1,000 Mcfd but these accounted for only 38% of all the mines in the study.

Each new period of public concern, whether rooted in things political, social, economical, or technological, brings with it new words or phrases which highlight that new interest. With people's awareness of our rapid depletion of readily available energy sources and the enormous increase in energy .costs came the new, and now often heard, terms "energy intensive", "energy sensitive", and "energy conservation". Since its birth in 1926, Fuller Company had been directly associated and involved with energy intensive products and processes. We are located in the heart of the Cement Industry. Many of our products and processes are geared to the needs of the portland cement manufacturer, and a look at the inferno within an operating cement or lime kiln will certainly convince anyone that here is an energy intensive process. Fuller Company, then, has always been energy sensitive. Process kilns, hard rock crushers, tube and roller mills, fluid bed thermal reactors, pneumatic compressors and conveyors, material coolers - all are Fuller Company products utilizing or transferring large amounts of energy. Consequently, much of our success in the marketplace depends on how wisely we design and plan for efficient use of power and for conservation of each unit of heat available.

An MPSI KW-20 Tower mill has been tested at the Butte Molybdenum plant of Anaconda Minerals Company, as a substitute for the conventional 1.5x3.0 m (5x10 ft) tumbling ball mill currently used for regrind purposes. The Tower mill was operated in both open and closed continuous circuits. These results were complemented with a series of batch grinding tests to determine some of the operational features of this mill. The relative grinding efficiency of the Tower mill with respect to the tumbling ball mill was determined and the applicability of this new mill to a plant/heavy duty environment was assessed. Experimental results obtained on the regrind of moly concentrates indicate that approximately 40% energy savings can be realized by using the Tower mill instead of the ball mill.

Due to the world's ever increasing minerals and energy demands, process plants have to cope economically with ever growing throughput rates. This trend has accelerated the development of high capacity vibrating screens. Screens with screening areas of 30 to 50 square meter (322 to 540 square feet) and width of 5.5 meter (18') are technically possible and are being used presently with great success. This paper will concern itself with the general aspects of large screen design, by using modern technology and the latest findings with regards to fatigue strengths relative to the laws of vibration. It also will investigate the technical and economical limits of such designs.

Currently, empirical models are used for predicting the hydrocyclone performance in terms of capacity, cut size (d50,c), water split and partition curve. These models, for example those of Lynch and Plitt, have been developed and checked for hydro cyclones with diameters larger than four inches. For smaller diameter hydrocyclones little empirical modelling has been done. This paper reports extended experimental research on small hydrocyclones. For these cyclones, the suitability of existing empirical models has been checked and their accuracy compared. Modifications of the existing models equations are proposed, improving their predictive capability for the small cyclones performance.

"INTRODUCTION Ganntas Tunnel is part of the modernization project of the railway between Alger and Oran, in Algeria. In order to double and rectify the existing line between El Affroun and Khémis Miliana, the alignment foresees the excavation of a 7 km-long twin tunnel. The excavation works started in June 2011 with the contractor CCECC, under the supervision of SYSTRA. Excavation is driven in conventional method by hydraulic hammer simultaneously on 8 different faces since excavation was started also from a junction window towards the middle of the tunnel. The minimum longitudinal distance to be respected between two contiguous tunnel faces has been set to 30 m. The tunnel cross-section is a 70 m² oval shaped profile, temporary support consists of shotcrete, bolts and steel ribs. A 30 to 50 cm thick cast in situ concrete final lining has been provided as well. When the tunnel reached a fault zone in soft clayey marls extreme squeezing occurred, works were stopped and re-profiling operations were carried out along more than 100 m. To date, works proceed at slow rate since high convergences are still monitored and completion of works is not expected before December 2016.GEOLOGY The project is located within the Tellian Atlas mountain area, including in particular the Djebel Ganntas massif in between Mitidja and Chleff plains. Djebel Ganntas is characterized by an extensive massif aligned in East-West direction with smooth slopes made of soft clays that emerge in multiple cliffs and ravines. On the top of it, along the edge, a more recent sandstone formation is found. The existing data on the geology did not allow to establish an accurate geological model at tender stage. In-situ investigations allowed at design stage to identify a Quaternary alluvial cover of clays and gravel, followed by a Miocene stratum divided in a sandy top layer and a lower clayey layer. From a structural point of view, geological maps suggest a north direction dip of layers, but the in situ surveys showed that layers were highly folded. The lack of information at tender stage on the structure of the geological series should have triggered an extensive investigation campaign at detailed design stage which did not take place causing serious consequences on costs and time at construction stage."

1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. The uncertain world conditions of the present time require that the United States be prepared to meet: a. all-out nuclear war with attack on the United States b. limited wars (anything smaller than (a.) c. political, economic, and/or psychological warfare. Our present position as a major world power derives in large measure from our free institutions and our great industrial productivity, and our productivity in turn depends on an ever-continuing flow of raw materials from the earth - metals, minerals, fuels, and agricultural products. The United States, with only about 6% of the world's population, uses from one-third to two-thirds of the world's annual supplies of 'most metals and minerals. The United States strategic materials stockpiling program is designed to enhance our national security posture: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence of the United States upon foreign nations for supplies of strategic and critical materials in times of national emergency. In times past, the Good Lord himself has ordered some stockpiling. The Book of Genesis in the Bible tells how Pharaoh of Egypt was directed to set aside one-fifth of the produce of the land in each of the seven good years to meet the needs of the seven bad years that were to follow: this would be a stockpile of about two years? normal use. Our cultural heritage often reminds us of the wisdom of stockpiling, as in the case of the stories about the provident squirrels that gather their nuts in an orderly manner in the f all to prepare for the winter's cold. And the old proverb about a bird in the hand being worth two in the bush points out clearly the value of something that is directly at hand.

With mine activity dating back to 1792, the Lehigh Valley, about 80 km (50 miles) northeast of the historic Allentown/Bethlehem steel mills and about 160 km (100 miles) northeast of Philadelphia, PA, defined early-day coal mining. Coal mining began just nine years after the end of America?s Revolutionary War. The high-carbon, clean-burning anthracite coal that was hand-dug from the Pennsylvania hills fueled the steam engines that powered the Industrial Revolution, helping build early steam ships and even the first automobiles. Around 1910, at the peak of the U.S.?s early mining effort, there were more than 250,000 men working underground ? 10,000 of them in the Lehigh Valley.

The success of Heavy Media Separation, the static sink-float process, is evidenced by the operation of an estimated 300 installations treating many millions of tons per year of a wide variety of mineral products ranging in value from gravel to diamonds. The static heavy media process is usually limited to the treatment of plus 1/4 inch material. Mr. Victor Rakowsky, who was largely instrumental in the development and application of heavy media separation, recognized the need for a new apparatus and process which would extend the application of heavy media into the finer size range without placing a restrictive limit on the top size of the feed. He recognized the requirement for the application of centrifugal force to augment the force of gravity in separating fines by sink-float techniques.

Over the last three years there has been an increase in mining congress and conferences focusing on water management. Water in mining is a key concern for mine managers and operations, and we are now seeing this operational dilemma escalated to the level it deserves. According to Frost & Sullivan research, mining water and wastewater treatment and its related technologies will be a U$3.6 Billion global market in 2016, which translates the importance of this issue. Looking at the current mining trends, some factors increased the importance of water in mining operations, including: ? Future mining investments will be located in geographical locations where water is scarce (water stressed areas) ? A decline in grade will increase the intensity of mineral processes and therefore increase the use of the water ? Increased sustainability and regulations will extend the control/monitoring of water during the entire mine life cycle representation of the mine water flow system. A water balance has several benefits/objectives in a mine operation: ? Mine planning/simulation of mining scenarios/climate change Production optimization ? Minimizing strategic and operational risks ? Social license to operate ? Water-smart mine planning ? Target: water neutral mines ? Benchmarking within and between sites ? Hong Kong is an intensively developed region and has the highest vehicle densities in the world. In 2000 there were 6.6 million people and 580,000 vehicles using 1,890 km of road covering the 1084 km 2 territory. The high vehicle and population densities together with the difficult terrain have seen road tunnels emerge as key components both in the current and future road transportation network. Currently there are eleven operating highway tunnels in Hong Kong, seven government owned and the remaining four “build, operate and transfer” franchises, see Figure 1. The very first tunnel was the dual two Lions Rock Tunnel completed in 1967and the latest the dual 3 lane Tai Lam Tunnel opened in mid 1998. Figure 2 shows the alignment and statistics for all 11 Hong Kong tunnels. Looking ahead, Hong Kong has embarked on the study and design of the next generation of major highways and as many as a further seven tunnels are currently under feasibility study or detailed design. This seems an opportune year to produce a broad appreciation of the fire strategy, life safety and ventilation practices in Hong Kong not only for the existing tunnels but the new standards and requirements for the next generation of Hong Kong tunnels. This paper provides an overview of the fire strategy, life safety and ventilation of Hong Kong’s existing and planned tunnels. The paper pays particular attention to the areas where the unique conditions and requirements in Hong Kong impacts on tunnel and systems design and the solutions adopted to overcome these challenges.
